國有資產監管大格局的指導意見
為(wei)深(shen)入(ru)貫(guan)徹落實黨的十(shi)八(ba)大和十(shi)八(ba)屆三(san)中全(quan)會精神,進一步完善全(quan)區(qu)國有(you)資(zi)產(chan)(chan)監(jian)管(guan)體(ti)制,提(ti)高全(quan)區(qu)國有(you)資(zi)產(chan)(chan)監(jian)管(guan)水平,根據《中華人民(min)共(gong)和國企業國有(you)資(zi)產(chan)(chan)法(fa)(fa)》、《企業國有(you)資(zi)產(chan)(chan)監(jian)督管(guan)理暫行條例》、《地方(fang)國有(you)資(zi)產(chan)(chan)監(jian)管(guan)工作指(zhi)導監(jian)督辦法(fa)(fa)》(國務(wu)院國資(zi)委令第(di)25號(hao))等法(fa)(fa)律法(fa)(fa)規,結(jie)合實際,現就加強(qiang)市、縣(市、區(qu),以下(xia)簡(jian)稱縣)國有(you)資(zi)產(chan)(chan)監(jian)管(guan)工作、加快(kuai)構建全(quan)區(qu)國有(you)資(zi)產(chan)(chan)監(jian)管(guan)大格局,提(ti)出如下(xia)指(zhi)導意(yi)見。
一、重要意義
市(shi)、縣(xian)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管工(gong)(gong)作(zuo)(zuo)是全(quan)區(qu)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管工(gong)(gong)作(zuo)(zuo)的(de)(de)重要(yao)組成部(bu)分(fen)。經(jing)過(guo)多年的(de)(de)改革(ge)發展,全(quan)區(qu)市(shi)、縣(xian)兩級(ji)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管體(ti)制(zhi)機制(zhi)不(bu)斷(duan)(duan)完善,國(guo)(guo)(guo)有(you)(you)(you)經(jing)濟布局結構不(bu)斷(duan)(duan)優(you)化,國(guo)(guo)(guo)有(you)(you)(you)企(qi)業(ye)(ye)規模質(zhi)量(liang)不(bu)斷(duan)(duan)提升,市(shi)、縣(xian)兩級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)國(guo)(guo)(guo)企(qi)成為推動本地區(qu)經(jing)濟社會發展的(de)(de)骨干(gan)力量(liang)。但是,部(bu)分(fen)市(shi)、縣(xian)面臨著國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管體(ti)制(zhi)不(bu)夠(gou)完善、履(lv)行國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)出(chu)資(zi)(zi)(zi)人(ren)職責(ze)不(bu)夠(gou)到位、國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管工(gong)(gong)作(zuo)(zuo)進(jin)展不(bu)夠(gou)平衡、企(qi)業(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)基(ji)礎性管理工(gong)(gong)作(zuo)(zuo)與形勢(shi)任務要(yao)求(qiu)不(bu)適應,以(yi)及國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管機構與有(you)(you)(you)關(guan)(guan)部(bu)門的(de)(de)關(guan)(guan)系尚未完全(quan)理順、縣(xian)級(ji)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)出(chu)資(zi)(zi)(zi)人(ren)制(zhi)度尚未完全(quan)落實、各級(ji)國(guo)(guo)(guo)資(zi)(zi)(zi)聯合互動的(de)(de)工(gong)(gong)作(zuo)(zuo)機制(zhi)尚未真(zhen)正建立等亟待解決的(de)(de)問題(ti),影響國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管工(gong)(gong)作(zuo)(zuo)和國(guo)(guo)(guo)有(you)(you)(you)企(qi)業(ye)(ye)改革(ge)的(de)(de)深(shen)入(ru)推進(jin),需要(yao)引起高度重視。
上級(ji)國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)機構對(dui)下級(ji)政(zheng)府國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)工(gong)作進(jin)行(xing)指導監(jian)督(du)(du),是(shi)(shi)維護(hu)國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)“國(guo)(guo)(guo)家所有(you)(you)、分(fen)級(ji)代表”的一(yi)(yi)項重(zhong)要(yao)制度(du)安排(pai)。加(jia)強指導監(jian)督(du)(du)工(gong)作,是(shi)(shi)加(jia)快完善(shan)國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)體(ti)制和(he)制度(du)的內在(zai)要(yao)求(qiu),也是(shi)(shi)進(jin)一(yi)(yi)步(bu)加(jia)強國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)機構建設的重(zhong)要(yao)措施,對(dui)于切實解決好市、縣國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)工(gong)作存在(zai)的不到位、不平(ping)衡、不適應(ying)等問題,提高國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)機構履職能(neng)力,加(jia)快構建整(zheng)合協調(diao)、開放合作的國(guo)(guo)(guo)有(you)(you)資(zi)產(chan)監(jian)管(guan)(guan)大格(ge)局(ju),實現(xian)各(ge)級(ji)國(guo)(guo)(guo)資(zi)融合發(fa)展(zhan)(zhan)(zhan)、聯動發(fa)展(zhan)(zhan)(zhan),更(geng)好地營造國(guo)(guo)(guo)有(you)(you)企業改革發(fa)展(zhan)(zhan)(zhan)的良(liang)好環境,做(zuo)強做(zuo)優國(guo)(guo)(guo)有(you)(you)企業,促進(jin)全區經濟社(she)會穩中求(qiu)進(jin)、穩中向(xiang)好發(fa)展(zhan)(zhan)(zhan)具有(you)(you)十(shi)分(fen)重(zhong)要(yao)的意義。
二、總體要求
市(shi)、縣兩(liang)級(ji)政府(fu)要加(jia)強(qiang)對(dui)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)工作(zuo)的(de)(de)(de)領(ling)導,按照國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)分級(ji)管(guan)(guan)(guan)理(li)的(de)(de)(de)原(yuan)則(ze),進(jin)(jin)一步明確國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)責(ze)任主體。全(quan)區各級(ji)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構要在本級(ji)黨(dang)委、政府(fu)的(de)(de)(de)領(ling)導下,堅持(chi)以鄧小平理(li)論、“三個代表”重(zhong)(zhong)要思想和科學發(fa)展觀(guan)為指導,深(shen)入貫(guan)徹落實黨(dang)的(de)(de)(de)十(shi)(shi)八大、十(shi)(shi)八屆(jie)三中(zhong)全(quan)會精神(shen),緊緊圍繞推動國(guo)(guo)(guo)(guo)(guo)資(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)上水(shui)平、國(guo)(guo)(guo)(guo)(guo)企(qi)發(fa)展上臺階的(de)(de)(de)“兩(liang)新(xin)(xin)目標”,以加(jia)強(qiang)地方(fang)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構建設(she)、推進(jin)(jin)經營性國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)集(ji)中(zhong)統一監(jian)(jian)(jian)管(guan)(guan)(guan)、強(qiang)化企(qi)業國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)基礎管(guan)(guan)(guan)理(li)為重(zhong)(zhong)點(dian),按照以管(guan)(guan)(guan)資(zi)本為主加(jia)強(qiang)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)要求,充分發(fa)揮國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)本運營平臺作(zuo)用,努力提高(gao)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)資(zi)本化、市(shi)場化、證券化水(shui)平。牢固樹立(li)各級(ji)國(guo)(guo)(guo)(guo)(guo)資(zi)“一盤棋”的(de)(de)(de)理(li)念,立(li)足“指導、溝通(tong)、交(jiao)流、服務”,加(jia)快健全(quan)緊密(mi)聯系(xi)、深(shen)度(du)融合(he)、有(you)(you)(you)(you)效(xiao)整合(he)的(de)(de)(de)工作(zuo)系(xi)統,不(bu)斷(duan)完善指導監(jian)(jian)(jian)督有(you)(you)(you)(you)效(xiao)、互(hu)相支持(chi)有(you)(you)(you)(you)力、溝通(tong)協調順暢的(de)(de)(de)工作(zuo)機(ji)制(zhi),推動構建國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)大格局(ju),努力提升國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)機(ji)構依法履行出(chu)(chu)資(zi)人職責(ze)的(de)(de)(de)能力和水(shui)平,為完善國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)產(chan)(chan)監(jian)(jian)(jian)管(guan)(guan)(guan)體制(zhi)機(ji)制(zhi)、促進(jin)(jin)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企(qi)業改革發(fa)展作(zuo)出(chu)(chu)新(xin)(xin)貢獻(xian)。
三、基本原則
(一)堅(jian)持國(guo)(guo)有(you)資(zi)產屬于國(guo)(guo)家(jia)所有(you)原則,落實(shi)國(guo)(guo)有(you)資(zi)產監管(guan)責任(ren),保障國(guo)(guo)有(you)資(zi)產監管(guan)政策法(fa)規(gui)的貫徹實(shi)施。
(二)堅持各級(ji)(ji)政府分別代表(biao)國(guo)家履行出(chu)(chu)資(zi)(zi)人職(zhi)責原(yuan)則,各級(ji)(ji)國(guo)有資(zi)(zi)產(chan)(chan)監管(guan)機(ji)構(gou)(gou)應當根(gen)據本級(ji)(ji)政府授權,按照法定職(zhi)責和(he)程序指導監督(du)下級(ji)(ji)國(guo)有資(zi)(zi)產(chan)(chan)監管(guan)機(ji)構(gou)(gou)的工作,尊重和(he)維(wei)護(hu)下級(ji)(ji)國(guo)有資(zi)(zi)產(chan)(chan)監管(guan)機(ji)構(gou)(gou)的出(chu)(chu)資(zi)(zi)人權利,不得代替(ti)或者干預下級(ji)(ji)國(guo)有資(zi)(zi)產(chan)(chan)監管(guan)機(ji)構(gou)(gou)履行出(chu)(chu)資(zi)(zi)人職(zhi)責。
(三)堅持政(zheng)企分開、政(zheng)資(zi)分開、所有(you)權和(he)經營(ying)權分離、政(zheng)府的社(she)會(hui)公共管(guan)理(li)職能與(yu)國有(you)資(zi)產(chan)出資(zi)人職能分開的原則(ze),完善經營(ying)性國有(you)資(zi)產(chan)監(jian)管(guan)體制機制,積極探索國有(you)資(zi)產(chan)監(jian)管(guan)和(he)運(yun)營(ying)的有(you)效途(tu)徑和(he)方式。
(四(si))堅持(chi)依法合規原則,加(jia)強(qiang)分類指導,突(tu)出(chu)監督重點,增強(qiang)地方國有資產監管工作(zuo)的規范(fan)性(xing)和有效性(xing)。
四、重點任務
(一)繼續(xu)深化國(guo)資(zi)國(guo)企(qi)改(gai)(gai)革(ge)(ge)。要認真貫(guan)徹落實黨的(de)十(shi)八(ba)大、十(shi)八(ba)屆(jie)三中全(quan)會(hui)(hui)、自治(zhi)區黨委十(shi)屆(jie)四次全(quan)會(hui)(hui)精神,全(quan)面深化國(guo)資(zi)國(guo)企(qi)改(gai)(gai)革(ge)(ge),各市、縣要相應成(cheng)立深化國(guo)資(zi)國(guo)企(qi)改(gai)(gai)革(ge)(ge)領導小組,負責整體統籌推進改(gai)(gai)革(ge)(ge)工(gong)(gong)作,研究制定相關(guan)方案措施,協調(diao)解(jie)決(jue)存在的(de)問題,全(quan)力做好本級(ji)政府深化國(guo)資(zi)國(guo)企(qi)改(gai)(gai)革(ge)(ge)工(gong)(gong)作。
(二)健全(quan)完(wan)善國(guo)(guo)有資產(chan)監管組織體(ti)(ti)系。市(shi)、縣政(zheng)府(fu)要進(jin)一步加強(qiang)國(guo)(guo)有資產(chan)監管機構建設,堅持市(shi)級(ji)國(guo)(guo)資委政(zheng)府(fu)直屬(shu)特設機構性質不變(bian),明確縣級(ji)國(guo)(guo)有資產(chan)監管責任(ren)主體(ti)(ti),積(ji)極(ji)探索符合改革要求和(he)本(ben)地實(shi)際(ji)的國(guo)(guo)有資產(chan)監管有效方(fang)式和(he)途徑,努(nu)力實(shi)現經營性國(guo)(guo)有資產(chan)監管和(he)明確縣級(ji)國(guo)(guo)資監管責任(ren)主體(ti)(ti)的“全(quan)覆蓋”。
(三)健全(quan)(quan)完善國有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)體(ti)系(xi)。市、縣(xian)國有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)機構(gou)要依據(ju)《中華人(ren)(ren)民共和國企(qi)業國有(you)資(zi)(zi)(zi)(zi)產(chan)法(fa)(fa)》和《企(qi)業國有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)督管(guan)理(li)暫行條例》,在國有(you)資(zi)(zi)(zi)(zi)產(chan)出資(zi)(zi)(zi)(zi)人(ren)(ren)制(zhi)度(du)(du)、國家出資(zi)(zi)(zi)(zi)企(qi)業制(zhi)度(du)(du)和國有(you)資(zi)(zi)(zi)(zi)產(chan)統一監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)三大制(zhi)度(du)(du)框(kuang)架下,健全(quan)(quan)完善本地區(qu)具體(ti)規章制(zhi)度(du)(du),形成監(jian)(jian)(jian)督有(you)力、管(guan)理(li)科學、運作高效的國有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)制(zhi)度(du)(du)體(ti)系(xi)。要切實加(jia)強國有(you)資(zi)(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)管(guan)法(fa)(fa)律、行政法(fa)(fa)規和規章的執行力度(du)(du),強化監(jian)(jian)(jian)督檢查,確保各項(xiang)制(zhi)度(du)(du)落實到位(wei)。
(四)健全(quan)完(wan)善國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)體系(xi)。市、縣國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)機構要深入(ru)探索(suo)國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)規律(lv),進一(yi)步充實完(wan)善以發展戰(zhan)略(lve)(lve)制定、主業核定、業績考(kao)核、薪(xin)酬分(fen)配、企業領導(dao)人員任(ren)(ren)(聘)免、財務(wu)監(jian)(jian)督與評價、產權(quan)管(guan)(guan)(guan)(guan)理、監(jian)(jian)事會監(jian)(jian)督、風險(xian)管(guan)(guan)(guan)(guan)控等為主線的(de)國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)閉環,加快(kuai)健全(quan)全(quan)區規則(ze)統一(yi)、分(fen)類(lei)(lei)分(fen)層、權(quan)責明(ming)確、運轉(zhuan)高效(xiao)和規范(fan)透明(ming)的(de)國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)工(gong)作(zuo)體系(xi)。建立(li)完(wan)善經營性國有(you)(you)(you)資(zi)(zi)產集中統一(yi)監(jian)(jian)管(guan)(guan)(guan)(guan)制度,推(tui)進全(quan)面(mian)實現政企分(fen)開(kai)、政資(zi)(zi)分(fen)開(kai)。根據基礎支(zhi)撐(cheng)、戰(zhan)略(lve)(lve)引導(dao)、公(gong)益產品和服務(wu)、一(yi)般競爭性領域(yu)等不同功能定位(wei),探索(suo)實行國有(you)(you)(you)資(zi)(zi)產分(fen)類(lei)(lei)監(jian)(jian)管(guan)(guan)(guan)(guan),提(ti)高國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan)(guan)的(de)針(zhen)對(dui)性有(you)(you)(you)效(xiao)性,全(quan)面(mian)落實國有(you)(you)(you)資(zi)(zi)產保值(zhi)增值(zhi)責任(ren)(ren)。
(五)健全(quan)(quan)完(wan)善(shan)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)機(ji)制。自治區和(he)市級國(guo)(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)管(guan)機(ji)構(gou)(gou)要(yao)(yao)嚴格按照(zhao)《地(di)方(fang)國(guo)(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)辦法》(國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)委令第25號)的(de)規定,進一步明確指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)的(de)主要(yao)(yao)職責(ze)和(he)要(yao)(yao)求,充分發揮好指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)的(de)引導(dao)(dao)、規范、提高(gao)和(he)促進作(zuo)用。要(yao)(yao)加快完(wan)善(shan)上下(xia)聯動、規范有(you)序、全(quan)(quan)面覆(fu)蓋的(de)指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)工(gong)(gong)作(zuo)機(ji)制,始(shi)終堅(jian)持指(zhi)(zhi)導(dao)(dao)寓(yu)于(yu)服務(wu)之中,把指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)下(xia)級國(guo)(guo)(guo)(guo)有(you)資(zi)產(chan)監(jian)(jian)(jian)管(guan)工(gong)(gong)作(zuo)的(de)重點放在加強(qiang)監(jian)(jian)(jian)管(guan)機(ji)構(gou)(gou)建設與提高(gao)監(jian)(jian)(jian)管(guan)機(ji)構(gou)(gou)依(yi)法履職的(de)能力和(he)水平、指(zhi)(zhi)導(dao)(dao)地(di)方(fang)國(guo)(guo)(guo)(guo)有(you)經濟布局結構(gou)(gou)調(diao)整、指(zhi)(zhi)導(dao)(dao)和(he)支持國(guo)(guo)(guo)(guo)有(you)企業改革(ge)發展、加強(qiang)國(guo)(guo)(guo)(guo)有(you)資(zi)產(chan)基礎管(guan)理等(deng)重點環(huan)節上,確保指(zhi)(zhi)導(dao)(dao)監(jian)(jian)(jian)督(du)及(ji)時有(you)效。
五、主要措施
(一)切實(shi)(shi)加(jia)強組織領導。市、縣政(zheng)府要(yao)高(gao)度(du)重(zhong)視國(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)(zuo),充分認(ren)識在新形勢(shi)下加(jia)強和完(wan)善國(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)(zuo)的重(zhong)要(yao)意義,為(wei)開(kai)展監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)(zuo)創造(zao)必要(yao)條件。市、縣國(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)機(ji)構要(yao)把(ba)加(jia)強國(guo)(guo)資監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)(zuo)列入(ru)重(zhong)要(yao)議(yi)事日程,研究制訂切實(shi)(shi)可行的工(gong)(gong)作(zuo)(zuo)(zuo)計劃(hua)和實(shi)(shi)施方案,落(luo)實(shi)(shi)工(gong)(gong)作(zuo)(zuo)(zuo)職責,加(jia)強督促檢查。條件成(cheng)熟的市可將對縣級國(guo)(guo)有(you)(you)資產(chan)監(jian)管(guan)工(gong)(gong)作(zuo)(zuo)(zuo)列入(ru)政(zheng)府績效考評范圍。
(二)進一(yi)步明(ming)確(que)國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)責任(ren)主體。市、縣(xian)政府要建(jian)立(li)和完善本級(ji)國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)機構(gou),做到(dao)機構(gou)、人員(yuan)、職能、責任(ren)“四到(dao)位(wei)”。國有(you)(you)(you)資(zi)(zi)產數量較大、具備條件的縣(xian)應(ying)設立(li)獨(du)立(li)的國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)機構(gou),暫不(bu)具備設立(li)獨(du)立(li)監(jian)(jian)管(guan)機構(gou)的縣(xian)應(ying)明(ming)確(que)一(yi)個履(lv)行國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)職責的部門或(huo)組建(jian)國有(you)(you)(you)資(zi)(zi)產經(jing)營管(guan)理公司授(shou)權統(tong)一(yi)監(jian)(jian)管(guan)。要認(ren)真(zhen)落(luo)實以(yi)管(guan)資(zi)(zi)本為主加(jia)強國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)的要求(qiu),調整優(you)化國有(you)(you)(you)資(zi)(zi)產監(jian)(jian)管(guan)職能,突出(chu)履(lv)行出(chu)資(zi)(zi)人職責的重點(dian)環節(jie),做到(dao)監(jian)(jian)管(guan)不(bu)缺位(wei)、不(bu)錯位(wei)、不(bu)越位(wei)。
(三(san))推動經營性(xing)國有資產集中統一監(jian)(jian)管(guan)。要(yao)切實(shi)轉變(bian)政府職能,加快(kuai)政企分(fen)開步伐,對仍由黨(dang)政機關管(guan)理的企業(ye)和經營性(xing)資產要(yao)制定(ding)分(fen)離脫鉤(gou)方(fang)案和時間表,盡快(kuai)納入國有資產監(jian)(jian)管(guan)機構實(shi)行(xing)統一監(jian)(jian)管(guan)。支持按照出資關系對地(di)方(fang)金融、文化等領(ling)域經營性(xing)國有資產實(shi)行(xing)專業(ye)或授(shou)權監(jian)(jian)管(guan)。
(四)執(zhi)行(xing)重大事項報(bao)告(gao)制度。市(shi)、縣國(guo)資(zi)(zi)監(jian)管(guan)(guan)機構(gou)(gou)要定(ding)期向(xiang)本(ben)級(ji)(ji)(ji)黨委、政府匯報(bao)本(ben)地區國(guo)資(zi)(zi)國(guo)企改(gai)革發(fa)展情(qing)況以及國(guo)有(you)(you)資(zi)(zi)產總(zong)量、結構(gou)(gou)、變動、收(shou)益(yi)等匯總(zong)分(fen)析(xi)情(qing)況,圍繞當地經濟社會發(fa)展大局和國(guo)有(you)(you)經濟改(gai)革發(fa)展狀況,提出相關意見建議(yi)。下級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產監(jian)管(guan)(guan)機構(gou)(gou)要將本(ben)地區國(guo)有(you)(you)經濟運行(xing)情(qing)況以及所(suo)出資(zi)(zi)企業匯總(zong)月度及年(nian)度財務情(qing)況向(xiang)上一(yi)(yi)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產監(jian)管(guan)(guan)機構(gou)(gou)報(bao)告(gao)。下級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產監(jian)管(guan)(guan)機構(gou)(gou)出臺(tai)的規范性文件要向(xiang)上一(yi)(yi)級(ji)(ji)(ji)國(guo)有(you)(you)資(zi)(zi)產監(jian)管(guan)(guan)機構(gou)(gou)報(bao)備。
(五(wu))加(jia)強指導監督(du)(du)工(gong)作。根據逐級(ji)指導監督(du)(du)的原則,上級(ji)國有(you)資產(chan)監管機構應(ying)當(dang)加(jia)強與(yu)下(xia)級(ji)政府的溝(gou)通協(xie)調,加(jia)強對下(xia)級(ji)國有(you)資產(chan)監管工(gong)作的調研指導,加(jia)強業(ye)務交(jiao)流(liu)和培訓,及時總結推廣國有(you)資產(chan)監管和國有(you)企業(ye)改(gai)革發(fa)展的典型(xing)經驗,通報開展監督(du)(du)檢查(cha)情況。
(六)加強(qiang)合(he)作(zuo)交(jiao)流。要進一步(bu)優(you)化(hua)資(zi)源配(pei)置,按照市場(chang)經濟規律,大(da)力推(tui)進各(ge)級國有資(zi)產(chan)開放性市場(chang)化(hua)有效(xiao)整合(he)、兼(jian)并(bing)重(zhong)組,實(shi)(shi)現優(you)勢互補、互利共贏。要進一步(bu)拓寬各(ge)級國有資(zi)產(chan)監管(guan)(guan)機構(gou)信(xin)息交(jiao)流渠道(dao),建立健(jian)全國有資(zi)產(chan)基礎(chu)管(guan)(guan)理信(xin)息平(ping)臺(tai),大(da)力推(tui)進信(xin)息交(jiao)流工作(zuo)的制度化(hua)、規范化(hua),逐步(bu)實(shi)(shi)現信(xin)息互通,數據(ju)共享。要積極(ji)搭(da)建人(ren)才(cai)隊伍培養平(ping)臺(tai),健(jian)全完善各(ge)級國有資(zi)產(chan)監管(guan)(guan)機構(gou)之(zhi)間、國有資(zi)產(chan)監管(guan)(guan)機構(gou)與監管(guan)(guan)企業之(zhi)間的人(ren)員(yuan)雙向交(jiao)流掛職制度,努力實(shi)(shi)現人(ren)才(cai)資(zi)源共享。
(七)嚴格實施(shi)監(jian)(jian)(jian)督檢查。各級(ji)國有(you)(you)資產監(jian)(jian)(jian)管(guan)機(ji)構要依法(fa)(fa)加強對下(xia)級(ji)政府國有(you)(you)資產監(jian)(jian)(jian)管(guan)工作的監(jian)(jian)(jian)督檢查,上級(ji)國有(you)(you)資產監(jian)(jian)(jian)管(guan)機(ji)構發現下(xia)級(ji)政府國有(you)(you)資產監(jian)(jian)(jian)管(guan)工作中存在與國有(you)(you)資產監(jian)(jian)(jian)管(guan)法(fa)(fa)律(lv)、行政法(fa)(fa)規(gui)和(he)國家方針(zhen)政策不符情形的,應當依法(fa)(fa)提出(chu)糾正(zheng)意見或處理(li)建議。
(八)著力發展地方國(guo)(guo)有(you)優(you)勢(shi)特(te)色(se)企業(ye)。繼續推(tui)(tui)(tui)動國(guo)(guo)有(you)企業(ye)加(jia)快轉型(xing)升級和(he)調(diao)整產業(ye)結構,推(tui)(tui)(tui)進(jin)自主創新(xin)(xin)、優(you)化內(nei)部(bu)資(zi)源配置,大力發展新(xin)(xin)型(xing)混合所有(you)制企業(ye),推(tui)(tui)(tui)動國(guo)(guo)有(you)資(zi)本、集體資(zi)本、非公(gong)有(you)資(zi)本相(xiang)互融合、優(you)勢(shi)互補、共同發展,探索改組(zu)或組(zu)建國(guo)(guo)有(you)資(zi)本投(tou)資(zi)運營公(gong)司(si),加(jia)快打造一批具有(you)競爭力和(he)影響力的(de)地方優(you)勢(shi)特(te)色(se)企業(ye)。
(九(jiu))大力加(jia)強自身(shen)建(jian)(jian)設。要大力推(tui)動國有(you)資(zi)產監(jian)(jian)管(guan)(guan)機構專業化(hua)、規范化(hua)、制度化(hua)建(jian)(jian)設,切(qie)實改(gai)進干部作風,強化(hua)大局意識(shi)、責任意識(shi)、服(fu)務(wu)意識(shi)、擔當意識(shi),提升(sheng)履(lv)職能力,提高監(jian)(jian)管(guan)(guan)水平。要依法規范出資(zi)人行權履(lv)責的各項活(huo)動,重(zhong)視合法性(xing)、合規性(xing)審(shen)查,強化(hua)監(jian)(jian)督(du)機制,防范法律風險(xian),全面提高國有(you)資(zi)產監(jian)(jian)管(guan)(guan)工作規范化(hua)水平。
