新(xin)華(hua)社北(bei)京5月10日(ri)電 近(jin)日(ri),國(guo)(guo)務(wu)(wu)院辦公廳(ting)轉(zhuan)發《國(guo)(guo)務(wu)(wu)院國(guo)(guo)資(zi)委(wei)以管(guan)資(zi)本(ben)為主推進職能轉(zhuan)變方(fang)案》,明確要求調整優(you)化國(guo)(guo)資(zi)監(jian)管(guan)職能,改進監(jian)管(guan)方(fang)式手段,著力提高國(guo)(guo)有資(zi)本(ben)效率(lv),增強國(guo)(guo)有企業活(huo)力。
《方(fang)案》指(zhi)出,黨的十八大(da)以來(lai),國(guo)(guo)務(wu)院國(guo)(guo)資(zi)(zi)委(wei)認真(zhen)貫徹落(luo)實黨中央(yang)、國(guo)(guo)務(wu)院關(guan)于深化國(guo)(guo)有(you)(you)(you)企業(ye)改革的決策部署,準(zhun)確(que)把握國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)機(ji)構(gou)的出資(zi)(zi)人代表職責定位(wei)(wei),探索完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)體制機(ji)制,為防止(zhi)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)流失、實現國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)保(bao)值(zhi)增值(zhi)、發展壯(zhuang)大(da)國(guo)(guo)有(you)(you)(you)經濟作出了積(ji)極貢獻。但與此(ci)同時,國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監督機(ji)制尚不健全(quan),國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)中越(yue)位(wei)(wei)、缺(que)位(wei)(wei)、錯(cuo)位(wei)(wei)問題依(yi)然存在,亟需加快調整(zheng)優化監管(guan)職能和方(fang)式,推進國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管(guan)機(ji)構(gou)職能轉(zhuan)變。
《方(fang)案》提出,要(yao)(yao)按照深(shen)化簡(jian)政放(fang)權、放(fang)管(guan)(guan)(guan)結合、優化服(fu)務改革(ge)的(de)要(yao)(yao)求,依法履(lv)行職(zhi)責,以(yi)(yi)管(guan)(guan)(guan)資(zi)(zi)本為主(zhu)(zhu)加強國(guo)有資(zi)(zi)產監(jian)(jian)管(guan)(guan)(guan),以(yi)(yi)提高國(guo)有資(zi)(zi)本效率、增強國(guo)有企業活力(li)為中心,明確監(jian)(jian)管(guan)(guan)(guan)重點,精(jing)簡(jian)監(jian)(jian)管(guan)(guan)(guan)事項(xiang),優化部門職(zhi)能,改進監(jian)(jian)管(guan)(guan)(guan)方(fang)式,全(quan)面加強黨的(de)建設,加快實現以(yi)(yi)管(guan)(guan)(guan)企業為主(zhu)(zhu)向以(yi)(yi)管(guan)(guan)(guan)資(zi)(zi)本為主(zhu)(zhu)的(de)轉變(bian)。推(tui)進職(zhi)能轉變(bian)要(yao)(yao)堅(jian)(jian)持準確定位、堅(jian)(jian)持依法監(jian)(jian)管(guan)(guan)(guan)、堅(jian)(jian)持搞(gao)活企業、堅(jian)(jian)持提高效能和堅(jian)(jian)持黨的(de)領(ling)導。
《方案》要求,將強(qiang)(qiang)(qiang)(qiang)化(hua)出(chu)資(zi)(zi)人監(jian)(jian)管(guan)(guan)(guan)(guan)與(yu)落(luo)實(shi)管(guan)(guan)(guan)(guan)黨(dang)(dang)治(zhi)(zhi)(zhi)黨(dang)(dang)責(ze)(ze)(ze)任相結合(he)、精簡(jian)監(jian)(jian)管(guan)(guan)(guan)(guan)事(shi)項與(yu)完(wan)善國(guo)有(you)(you)(you)企業法人治(zhi)(zhi)(zhi)理結構(gou)相結合(he),具(ju)體包括(kuo)五方面措施:一(yi)是(shi)(shi)強(qiang)(qiang)(qiang)(qiang)化(hua)管(guan)(guan)(guan)(guan)資(zi)(zi)本職(zhi)能(neng)(neng)(neng),落(luo)實(shi)保值(zhi)增值(zhi)責(ze)(ze)(ze)任。完(wan)善規劃投資(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan),突出(chu)國(guo)有(you)(you)(you)資(zi)(zi)本運營,強(qiang)(qiang)(qiang)(qiang)化(hua)激勵約束。二(er)是(shi)(shi)加(jia)強(qiang)(qiang)(qiang)(qiang)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)監(jian)(jian)督,防止(zhi)國(guo)有(you)(you)(you)資(zi)(zi)產(chan)流失。堅(jian)持(chi)出(chu)資(zi)(zi)人管(guan)(guan)(guan)(guan)理和監(jian)(jian)督的有(you)(you)(you)機統一(yi),強(qiang)(qiang)(qiang)(qiang)化(hua)外派監(jian)(jian)事(shi)會監(jian)(jian)督,嚴格(ge)落(luo)實(shi)責(ze)(ze)(ze)任。三是(shi)(shi)精簡(jian)監(jian)(jian)管(guan)(guan)(guan)(guan)事(shi)項,增強(qiang)(qiang)(qiang)(qiang)企業活力。取消、下放、授權(quan)工作事(shi)項43項,進一(yi)步明確國(guo)有(you)(you)(you)企業各(ge)治(zhi)(zhi)(zhi)理主體行權(quan)履職(zhi)邊界(jie),層層落(luo)實(shi)責(ze)(ze)(ze)任。四是(shi)(shi)整合(he)國(guo)有(you)(you)(you)企業改革職(zhi)能(neng)(neng)(neng)、經(jing)濟(ji)運行監(jian)(jian)測職(zhi)能(neng)(neng)(neng),整合(he)推(tui)動科技創新職(zhi)能(neng)(neng)(neng),提(ti)高監(jian)(jian)管(guan)(guan)(guan)(guan)效能(neng)(neng)(neng)。五是(shi)(shi)全(quan)面加(jia)強(qiang)(qiang)(qiang)(qiang)黨(dang)(dang)的建(jian)(jian)設,強(qiang)(qiang)(qiang)(qiang)化(hua)管(guan)(guan)(guan)(guan)黨(dang)(dang)治(zhi)(zhi)(zhi)黨(dang)(dang)責(ze)(ze)(ze)任。建(jian)(jian)立健全(quan)黨(dang)(dang)建(jian)(jian)工作責(ze)(ze)(ze)任制(zhi),加(jia)強(qiang)(qiang)(qiang)(qiang)黨(dang)(dang)的領導與(yu)完(wan)善公司(si)治(zhi)(zhi)(zhi)理相統一(yi),堅(jian)持(chi)黨(dang)(dang)管(guan)(guan)(guan)(guan)干(gan)部(bu)原(yuan)則與(yu)市(shi)場化(hua)機制(zhi)相結合(he),加(jia)大紀檢監(jian)(jian)察工作力度。
《方案》明確,按照(zhao)事前制(zhi)度規范、事中(zhong)跟蹤監(jian)控、事后監(jian)督(du)問責的要求,強化依法監(jian)管,實施分類(lei)監(jian)管,推進陽(yang)光監(jian)管,優化監(jian)管流程(cheng),更(geng)多采用市場化、法治化、信息化監(jian)管方式,提高監(jian)管的針(zhen)對性、實效性。
《方(fang)案》強調,堅持試點先行,結(jie)合(he)企業(ye)實際情況,分(fen)類放權、分(fen)步實施(shi),確保放得(de)下、接得(de)住、管得(de)好。要(yao)(yao)積極適應職能(neng)轉變要(yao)(yao)求,及時清理(li)完善涉及的國有(you)資產監管法規和(he)政策文件(jian)。
