    中(zhong)(zhong)國中(zhong)(zhong)煤(mei)能(neng)源集(ji)(ji)(ji)團公(gong)司(si)(si)(si)(以(yi)(yi)下(xia)簡稱中(zhong)(zhong)煤(mei)集(ji)(ji)(ji)團公(gong)司(si)(si)(si))是國資委管(guan)(guan)理(li)的國有重要(yao)骨干(gan)企(qi)業(ye)(ye)(ye)(ye)(ye),公(gong)司(si)(si)(si)主(zhu)業(ye)(ye)(ye)(ye)(ye)為煤(mei)炭生產(chan)及(ji)貿(mao)易、煤(mei)化(hua)工(gong)、煤(mei)層氣開發、坑口發電、煤(mei)礦建設(she)、煤(mei)機制造(zao)及(ji)相關(guan)(guan)工(gong)程技術(shu)服務。根據中(zhong)(zhong)央(yang)“以(yi)(yi)信(xin)(xin)息(xi)(xi)(xi)化(hua)帶動工(gong)業(ye)(ye)(ye)(ye)(ye)化(hua),以(yi)(yi)工(gong)業(ye)(ye)(ye)(ye)(ye)化(hua)促進信(xin)(xin)息(xi)(xi)(xi)化(hua)”的有關(guan)(guan)精神,中(zhong)(zhong)煤(mei)集(ji)(ji)(ji)團公(gong)司(si)(si)(si)緊緊圍繞企(qi)業(ye)(ye)(ye)(ye)(ye)發展(zhan)戰(zhan)略目(mu)標(biao)和(he)(he)核心業(ye)(ye)(ye)(ye)(ye)務開展(zhan)信(xin)(xin)息(xi)(xi)(xi)化(hua)建設(she),并注(zhu)重做好信(xin)(xin)息(xi)(xi)(xi)化(hua)建設(she)與(yu)提(ti)升企(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)(guan)理(li)水(shui)平和(he)(he)提(ti)高企(qi)業(ye)(ye)(ye)(ye)(ye)經濟效益的緊密結合。過(guo)去的幾年中(zhong)(zhong),中(zhong)(zhong)煤(mei)集(ji)(ji)(ji)團公(gong)司(si)(si)(si)按(an)照“五統(tong)一”原則(ze)(統(tong)一規劃、統(tong)一標(biao)準(zhun)、統(tong)一投(tou)資、統(tong)一建設(she)、統(tong)一管(guan)(guan)理(li))先后建設(she)了(le)(le)包括廣域(yu)網(wang)、視頻會議(yi)系(xi)統(tong)在內的一批信(xin)(xin)息(xi)(xi)(xi)化(hua)基(ji)礎設(she)施,完(wan)成(cheng)了(le)(le)生產(chan)調度報(bao)表、財務資金(jin)集(ji)(ji)(ji)中(zhong)(zhong)管(guan)(guan)理(li)和(he)(he)人力(li)資源管(guan)(guan)理(li)等信(xin)(xin)息(xi)(xi)(xi)系(xi)統(tong)的建設(she)工(gong)作(zuo)。企(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)化(hua)工(gong)作(zuo)打開了(le)(le)新(xin)局面,信(xin)(xin)息(xi)(xi)(xi)化(hua)水(shui)平上了(le)(le)新(xin)臺(tai)階。下(xia)面,我們(men)簡要(yao)總結我公(gong)司(si)(si)(si)信(xin)(xin)息(xi)(xi)(xi)化(hua)建設(she)實踐中(zhong)(zhong)的主(zhu)要(yao)做法和(he)(he)體會,供同志們(men)研究和(he)(he)討論。

    一、對中煤集團公司近年來信息化工作的總結

    (一)切實抓好信息化工作的(de)組織(zhi)領導(dao)。

    中煤集團(tuan)(tuan)公司(si)信息(xi)化工(gong)作領(ling)導(dao)小(xiao)組(zu)成(cheng)立(li)時間較早(zao),之后又根據(ju)信息(xi)化工(gong)作的(de)實際需求對信息(xi)化工(gong)作領(ling)導(dao)小(xiao)組(zu)進行了(le)調整,明確了(le)領(ling)導(dao)小(xiao)組(zu)的(de)組(zu)成(cheng)人(ren)員及職責,集團(tuan)(tuan)公司(si)總經理(li)經天亮(liang)同志親(qin)自擔任(ren)領(ling)導(dao)小(xiao)組(zu)組(zu)長。公司(si)各所屬企(qi)(qi)業(ye)也按集團(tuan)(tuan)公司(si)要求,成(cheng)立(li)了(le)由企(qi)(qi)業(ye)“一把手”掛(gua)帥的(de)信息(xi)化工(gong)作領(ling)導(dao)小(xiao)組(zu)。

    針(zhen)對信息(xi)化工作中(zhong)常見的(de)信息(xi)化項(xiang)目(mu)無序上馬、易(yi)出現信息(xi)孤(gu)島等(deng)問題,公(gong)司陸續出臺(tai)了(le)一系(xi)列相關制度,要求所屬(shu)企業(ye)須(xu)將擬(ni)建的(de)信息(xi)化項(xiang)目(mu)、或擬(ni)建項(xiang)目(mu)中(zhong)包(bao)含的(de)信息(xi)化建設(she)子項(xiang)的(de)技術方案報集團(tuan)公(gong)司信息(xi)化建設(she)領(ling)導(dao)小(xiao)組,經審核并批(pi)準(zhun)后方可實施。未經批(pi)準(zhun)的(de)項(xiang)目(mu),各單位(wei)不得擅自建設(she)。同時規定(ding),凡涉及整(zheng)個集團(tuan)公(gong)司全局管(guan)控、主營(ying)業(ye)務的(de)綜合管(guan)理信息(xi)系(xi)統(tong),必(bi)須(xu)由集團(tuan)公(gong)司統(tong)一組織實施,各所屬(shu)企業(ye)不得單獨(du)建設(she)。

    信(xin)(xin)息(xi)化工作領導小組的建(jian)(jian)(jian)立(li),加之相關制(zhi)度的有(you)效施行(xing),初步遏制(zhi)了信(xin)(xin)息(xi)化建(jian)(jian)(jian)設中各所屬(shu)企業“自掃(sao)門(men)前雪”的勢頭,確立(li)了中煤集團(tuan)公司信(xin)(xin)息(xi)化建(jian)(jian)(jian)設“一盤棋(qi)”的格(ge)局(ju)。

    (二)推動信息(xi)化(hua)專職管理機構的建設。

    信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou)在(zai)企(qi)業(ye)(ye)內(nei)的地(di)位特(te)殊,相對(dui)于(yu)提(ti)出(chu)需求的業(ye)(ye)務(wu)部(bu)門,它是乙方,而對(dui)于(yu)各類信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)系統(tong)承(cheng)建(jian)方,它是甲(jia)方。信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou)能(neng)否做好(hao)角(jiao)色的轉換,發揮好(hao)橋梁和紐帶作(zuo)用(yong),對(dui)于(yu)企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設工作(zuo)意義重大(da)。中(zhong)(zhong)煤集(ji)團公(gong)(gong)司(si)(si)(si)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設的具體(ti)工作(zuo)由集(ji)團公(gong)(gong)司(si)(si)(si)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)技術(shu)(shu)(shu)管(guan)(guan)(guan)(guan)理(li)中(zhong)(zhong)心歸口管(guan)(guan)(guan)(guan)理(li)。信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)技術(shu)(shu)(shu)管(guan)(guan)(guan)(guan)理(li)中(zhong)(zhong)心成(cheng)立(li)(li)之(zhi)初,即將推動集(ji)團公(gong)(gong)司(si)(si)(si)所屬企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou)的建(jian)設作(zuo)為中(zhong)(zhong)心的一項(xiang)重要(yao)工作(zuo)來抓。目前,中(zhong)(zhong)煤集(ji)團公(gong)(gong)司(si)(si)(si)所屬重點生(sheng)產企(qi)業(ye)(ye)中(zhong)(zhong),絕大(da)多數已(yi)成(cheng)立(li)(li)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou),但仍有部(bu)分(fen)企(qi)業(ye)(ye)將信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)(guan)(guan)理(li)職(zhi)(zhi)能(neng)掛靠在(zai)企(qi)業(ye)(ye)管(guan)(guan)(guan)(guan)理(li)部(bu)、技術(shu)(shu)(shu)中(zhong)(zhong)心或辦公(gong)(gong)室等部(bu)門。針對(dui)這(zhe)(zhe)種情況(kuang),在(zai)過去(qu)的幾年中(zhong)(zhong),我們(men)一面繼續推動未(wei)建(jian)立(li)(li)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou)的企(qi)業(ye)(ye)抓緊(jin)設立(li)(li)相關機(ji)(ji)(ji)構(gou)(gou),另(ling)一方面,對(dui)已(yi)設立(li)(li)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)(guan)(guan)理(li)機(ji)(ji)(ji)構(gou)(gou)的企(qi)業(ye)(ye),我們(men)要(yao)求不但要(yao)給牌子,還要(yao)賦予(yu)相應的職(zhi)(zhi)能(neng),使這(zhe)(zhe)些機(ji)(ji)(ji)構(gou)(gou)能(neng)夠真正成(cheng)為企(qi)業(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工作(zuo)的“大(da)管(guan)(guan)(guan)(guan)家”。

    2006年(nian)4月間,信(xin)(xin)息(xi)中心在(zai)多次(ci)調(diao)研的(de)基礎上提出:平(ping)朔(shuo)公(gong)司(si)(si)(si)作(zuo)為集(ji)(ji)團(tuan)公(gong)司(si)(si)(si)所(suo)屬重點(dian)煤炭生(sheng)產企(qi)業,其(qi)信(xin)(xin)息(xi)化(hua)建(jian)設(she)工作(zuo)繁重且(qie)復雜,平(ping)朔(shuo)公(gong)司(si)(si)(si)必(bi)須成立(li)獨(du)立(li)的(de)信(xin)(xin)息(xi)化(hua)專(zhuan)職(zhi)(zhi)管理(li)機構,統(tong)一管理(li)公(gong)司(si)(si)(si)信(xin)(xin)息(xi)化(hua)工作(zuo)。此建(jian)議得(de)到(dao)集(ji)(ji)團(tuan)公(gong)司(si)(si)(si)領(ling)導的(de)大(da)力支持,平(ping)朔(shuo)公(gong)司(si)(si)(si)隨即成立(li)了獨(du)立(li)的(de)信(xin)(xin)息(xi)化(hua)專(zhuan)職(zhi)(zhi)管理(li)機構。目前,平(ping)朔(shuo)公(gong)司(si)(si)(si)的(de)信(xin)(xin)息(xi)化(hua)建(jian)設(she)工作(zuo)已在(zai)其(qi)信(xin)(xin)息(xi)中心的(de)管理(li)下有序展開。

    伴(ban)隨著企業信息(xi)化工作的(de)深(shen)入進行,企業信息(xi)化專(zhuan)(zhuan)職(zhi)管理機(ji)(ji)構(gou)也將(jiang)逐步(bu)建(jian)(jian)(jian)立(li)、發展和(he)壯(zhuang)大。我們將(jiang)繼續就專(zhuan)(zhuan)職(zhi)管理機(ji)(ji)構(gou)建(jian)(jian)(jian)設問題(ti)展開(kai)調查研究并提出(chu)意見和(he)建(jian)(jian)(jian)議(yi)。同時(shi),我們還將(jiang)采取以項目建(jian)(jian)(jian)設促機(ji)(ji)構(gou)建(jian)(jian)(jian)設的(de)方(fang)式,通過信息(xi)系統的(de)成功(gong)建(jian)(jian)(jian)設和(he)應(ying)用來逐步(bu)建(jian)(jian)(jian)立(li)健全企業信息(xi)化專(zhuan)(zhuan)職(zhi)管理機(ji)(ji)構(gou)。

    (三(san))初步制定了企業信息(xi)化規劃。

    信息(xi)(xi)(xi)化(hua)建(jian)設(she)(she)必須有(you)的(de)放(fang)矢,在信息(xi)(xi)(xi)化(hua)規(gui)(gui)劃(hua)(hua)(hua)的(de)指導下有(you)序進行。中(zhong)煤集(ji)(ji)團(tuan)公司(si)對企(qi)業信息(xi)(xi)(xi)化(hua)規(gui)(gui)劃(hua)(hua)(hua)的(de)編制工作提出的(de)要(yao)求是(shi),既要(yao)有(you)三至五年的(de)長遠規(gui)(gui)劃(hua)(hua)(hua),也(ye)要(yao)有(you)一(yi)(yi)(yi)年的(de)短(duan)期(qi)規(gui)(gui)劃(hua)(hua)(hua);規(gui)(gui)劃(hua)(hua)(hua)中(zhong)要(yao)體(ti)(ti)現“統(tong)一(yi)(yi)(yi)規(gui)(gui)劃(hua)(hua)(hua)、統(tong)一(yi)(yi)(yi)標準、統(tong)一(yi)(yi)(yi)投資、統(tong)一(yi)(yi)(yi)建(jian)設(she)(she)、統(tong)一(yi)(yi)(yi)管理”的(de)信息(xi)(xi)(xi)化(hua)建(jian)設(she)(she)基本原則;要(yao)符合集(ji)(ji)團(tuan)公司(si)和本企(qi)業總體(ti)(ti)發展規(gui)(gui)劃(hua)(hua)(hua),要(yao)體(ti)(ti)現出通(tong)過信息(xi)(xi)(xi)化(hua)建(jian)設(she)(she)提升和發展主營業務(wu)的(de)思(si)路和措施(shi);要(yao)包含資金、人員及(ji)(ji)培訓(xun)的(de)組織安排,還要(yao)包括舊(jiu)有(you)信息(xi)(xi)(xi)化(hua)系(xi)統(tong)的(de)改造和處理辦法。按(an)照這個思(si)路,集(ji)(ji)團(tuan)公司(si)及(ji)(ji)部分所屬企(qi)業先后編制了信息(xi)(xi)(xi)化(hua)建(jian)設(she)(she)的(de)短(duan)期(qi)規(gui)(gui)劃(hua)(hua)(hua)。同(tong)時(shi),集(ji)(ji)團(tuan)公司(si)信息(xi)(xi)(xi)化(hua)總體(ti)(ti)規(gui)(gui)劃(hua)(hua)(hua)也(ye)已被(bei)納(na)入《中(zhong)煤集(ji)(ji)團(tuan)公司(si)“十一(yi)(yi)(yi)五”發展規(gui)(gui)劃(hua)(hua)(hua)》中(zhong)。

    (四)完成(cheng)了企業廣域網、視頻會議系統等信息化基(ji)礎(chu)設施的(de)建設。

    中(zhong)(zhong)煤集團(tuan)公(gong)(gong)司(si)廣域(yu)網及視(shi)頻(pin)(pin)會議系(xi)統(tong)(tong)(tong)于2005年9月建成(cheng)并投(tou)(tou)入(ru)使(shi)用(yong)。該系(xi)統(tong)(tong)(tong)是(shi)中(zhong)(zhong)煤集團(tuan)公(gong)(gong)司(si)開(kai)展信息化建設(she)以(yi)來投(tou)(tou)入(ru)最大、涉及范圍最廣的項目,涉及公(gong)(gong)司(si)所屬二、三級企業36家。廣域(yu)網建設(she)完成(cheng)后(hou)(hou),為公(gong)(gong)司(si)資金集中(zhong)(zhong)管(guan)(guan)理系(xi)統(tong)(tong)(tong)、視(shi)頻(pin)(pin)會議系(xi)統(tong)(tong)(tong)、生產調度(du)報表系(xi)統(tong)(tong)(tong)、VOIP系(xi)統(tong)(tong)(tong)及正(zheng)在實施中(zhong)(zhong)的人力資源管(guan)(guan)理系(xi)統(tong)(tong)(tong)和安全監(jian)控系(xi)統(tong)(tong)(tong)提供了安全、穩定的網絡(luo)平臺(tai)。其中(zhong)(zhong),自視(shi)頻(pin)(pin)會議系(xi)統(tong)(tong)(tong)投(tou)(tou)入(ru)使(shi)用(yong)以(yi)來,集團(tuan)公(gong)(gong)司(si)總部已先(xian)后(hou)(hou)召開(kai)視(shi)頻(pin)(pin)會議30余次,參會人數約(yue)5500人,除提高辦公(gong)(gong)效率(lv)、擴大會議受眾面以(yi)及減少會議出差履行外,每年可直接節約(yue)經費約(yue)600萬元(yuan)。

    (五)實施了(le)資金集中(zhong)管理、人力資源管理、安(an)全監控等大型(xing)信息系統(tong)。

    實踐證(zheng)明,該(gai)套資(zi)(zi)金(jin)(jin)(jin)集(ji)(ji)中管理系(xi)統有(you)利(li)(li)于降(jiang)低(di)資(zi)(zi)金(jin)(jin)(jin)成本,提(ti)高經濟(ji)效(xiao)益(yi)(yi);有(you)利(li)(li)于集(ji)(ji)團(tuan)內部資(zi)(zi)金(jin)(jin)(jin)的(de)合力配置和流動,提(ti)高資(zi)(zi)金(jin)(jin)(jin)使用效(xiao)率;有(you)利(li)(li)于化解風險,規(gui)范(fan)資(zi)(zi)金(jin)(jin)(jin)流向,保證(zheng)資(zi)(zi)金(jin)(jin)(jin)健康運營(ying)。據(ju)初步統計,實行資(zi)(zi)金(jin)(jin)(jin)集(ji)(ji)中管理以來,集(ji)(ji)團(tuan)公司通過(guo)提(ti)前(qian)還貸、置換高息貸款、盤活(huo)存量資(zi)(zi)金(jin)(jin)(jin)、內部調劑及利(li)(li)用銀行綜(zong)合授(shou)信降(jiang)低(di)融資(zi)(zi)成本等(deng)方式產生的(de)直接和間接經濟(ji)效(xiao)益(yi)(yi)超過(guo)1.45億元,有(you)利(li)(li)地支持了集(ji)(ji)團(tuan)的(de)生產經營(ying)。

    2.安(an)全監(jian)控(kong)系統(tong)(tong)。中(zhong)煤(mei)(mei)集團(tuan)公(gong)(gong)司(si)安(an)全監(jian)控(kong)系統(tong)(tong)是涵蓋集團(tuan)公(gong)(gong)司(si)總(zong)部(bu)及(ji)(ji)(ji)所(suo)屬(shu)煤(mei)(mei)礦生(sheng)產企業的(de)計算機應用系統(tong)(tong),能(neng)夠提(ti)供基于(yu)地理信(xin)息系統(tong)(tong)的(de)遠程監(jian)測聯網(wang)、日常安(an)全監(jian)管和(he)應急(ji)救(jiu)援指(zhi)揮等(deng)功能(neng),初步建(jian)立縱貫中(zhong)煤(mei)(mei)集團(tuan)公(gong)(gong)司(si)總(zong)部(bu)及(ji)(ji)(ji)所(suo)屬(shu)煤(mei)(mei)礦生(sheng)產單位(wei)的(de)安(an)全監(jian)控(kong)體系。目(mu)(mu)前項目(mu)(mu)一(yi)(yi)期(qi)已上線運行,在(zai)集團(tuan)公(gong)(gong)司(si)總(zong)部(bu)即可實(shi)時(shi)監(jian)測所(suo)屬(shu)主要礦井各(ge)工作面的(de)瓦(wa)斯、一(yi)(yi)氧化碳、風(feng)速、溫度等(deng)實(shi)時(shi)數(shu)據(ju)及(ji)(ji)(ji)報(bao)警(jing)情(qing)況。二期(qi)工程完(wan)工后,集團(tuan)公(gong)(gong)司(si)及(ji)(ji)(ji)各(ge)煤(mei)(mei)礦生(sheng)產單位(wei)可根據(ju)瓦(wa)斯超限等(deng)事故情(qing)況啟動(dong)存儲(chu)在(zai)系統(tong)(tong)中(zhong)的(de)相(xiang)應預(yu)案(an),根據(ju)應急(ji)預(yu)案(an)向各(ge)相(xiang)關部(bu)門和(he)人員(yuan)下達應急(ji)救(jiu)援指(zhi)令,指(zhi)揮相(xiang)關部(bu)門與(yu)人員(yuan)展開(kai)救(jiu)助(zhu)工作。此項目(mu)(mu)預(yu)計于(yu)年內完(wan)工。

    二、中煤集團公司推進信息化工作的主要經驗體會

    (一)轉變觀念,提高(gao)認識,將信息化(hua)建設與促(cu)生產、保安全、加強企業管控緊密(mi)結合(he)。

    在信息(xi)(xi)化建設過程中,我(wo)們(men)一(yi)貫強調注重利用(yong)信息(xi)(xi)技(ji)術和手(shou)段為公司創造效益,節約成本,講實際、求實效,量(liang)力而(er)行,絕不(bu)貪大圖洋。我(wo)們(men)堅持信息(xi)(xi)系統建設要靠“需求拉動、業(ye)務驅動”,切忌出現因企業(ye)信息(xi)(xi)化戰略和企業(ye)發展(zhan)戰略脫節,信息(xi)(xi)技(ji)術的應用(yong)與企業(ye)經營目標脫鉤而(er)形成的“空(kong)中樓閣(ge)”。

    (二)找準信息化工作的(de)切入(ru)點,注重(zhong)應用(yong)信息化手段解決企業經營管理中主要矛(mao)盾。

    “統(tong)(tong)一(yi)規劃、統(tong)(tong)一(yi)標準、統(tong)(tong)一(yi)投資(zi)、統(tong)(tong)一(yi)建(jian)(jian)設(she)、統(tong)(tong)一(yi)管理(li)”是(shi)中煤集(ji)團(tuan)公(gong)司信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)的(de)(de)(de)基(ji)(ji)本原則,這也(ye)是(shi)從國資(zi)委中央企業CIO年會學來的(de)(de)(de)經驗。近年來,我們將“五統(tong)(tong)一(yi)”原則貫徹于信(xin)(xin)息(xi)(xi)(xi)建(jian)(jian)設(she)中每(mei)一(yi)個環(huan)節。制定了統(tong)(tong)一(yi)的(de)(de)(de)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)規劃,統(tong)(tong)籌安排信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)的(de)(de)(de)投資(zi)和計(ji)劃;建(jian)(jian)立(li)了統(tong)(tong)一(yi)的(de)(de)(de)領導(dao)機構集(ji)團(tuan)公(gong)司信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)領導(dao)小組,重(zhong)大事項統(tong)(tong)一(yi)決(jue)策;在(zai)集(ji)團(tuan)公(gong)司各企業中推(tui)動成立(li)統(tong)(tong)一(yi)的(de)(de)(de)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)管理(li)專(zhuan)職機構;重(zhong)視(shi)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)管理(li)制度(du)和標準化(hua)(hua)(hua)建(jian)(jian)設(she)。“五統(tong)(tong)一(yi)”的(de)(de)(de)原則的(de)(de)(de)貫徹實施,是(shi)實現(xian)集(ji)團(tuan)公(gong)司信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)“一(yi)盤棋”的(de)(de)(de)重(zhong)要保障,也(ye)是(shi)信(xin)(xin)息(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)持續發展的(de)(de)(de)基(ji)(ji)礎。

    (四)注重人(ren)(ren)員培訓,加強人(ren)(ren)才隊(dui)伍(wu)建設。

    通過多(duo)年的(de)(de)信(xin)息(xi)化(hua)實(shi)踐(jian),我們(men)認識到,企(qi)業(ye)(ye)(ye)信(xin)息(xi)化(hua)需(xu)要(yao)既(ji)懂信(xin)息(xi)技(ji)術、又了解公司(si)業(ye)(ye)(ye)務的(de)(de)復合型人(ren)(ren)才,而信(xin)息(xi)系統在企(qi)業(ye)(ye)(ye)內順(shun)利地推廣使用依賴于企(qi)業(ye)(ye)(ye)員工(gong)的(de)(de)信(xin)息(xi)技(ji)術水平。因此,中(zhong)煤集團公司(si)充分重視并加(jia)強了人(ren)(ren)員培(pei)(pei)訓和(he)(he)人(ren)(ren)才隊伍建設。一方面,我們(men)做好(hao)機(ji)構(gou)建設工(gong)作(zuo),給(gei)信(xin)息(xi)化(hua)管理(li)機(ji)構(gou)增加(jia)編制(zhi)、補充人(ren)(ren)員;另一方面,我們(men)注(zhu)重作(zuo)好(hao)人(ren)(ren)員培(pei)(pei)訓工(gong)作(zuo),為信(xin)息(xi)化(hua)從業(ye)(ye)(ye)人(ren)(ren)員提供(gong)信(xin)息(xi)技(ji)術和(he)(he)公司(si)業(ye)(ye)(ye)務管理(li)知識的(de)(de)培(pei)(pei)訓。同時(shi),在信(xin)息(xi)化(hua)項目(mu)方案制(zhi)訂和(he)(he)實(shi)施過程中(zhong),始終堅持“培(pei)(pei)訓先行”,將(jiang)培(pei)(pei)訓工(gong)作(zuo)作(zuo)為項目(mu)建設的(de)(de)重要(yao)組成內容。

    根據國資委提出的(de)中(zhong)央企業信息(xi)化(hua)工作發(fa)展目標,在2010年前,圍繞著(zhu)信息(xi)化(hua)基礎設施、核心(xin)業務應用(yong)系統和綜(zong)合管理信息(xi)系統的(de)建設,我們(men)還將做好以下幾件事情:

    1.加(jia)快(kuai)建設(she)包(bao)括ERP系統在內的(de)企業(ye)綜合管(guan)理(li)信(xin)息系統。以管(guan)理(li)信(xin)息系統為載體將現(xian)(xian)代企業(ye)管(guan)理(li)制度和精細化管(guan)理(li)的(de)思路及措施貫徹落實到企業(ye)管(guan)理(li)的(de)各環節中,實現(xian)(xian)提(ti)高管(guan)理(li)水(shui)平(ping)、增強企業(ye)管(guan)控力度的(de)目標(biao)。

    2.加(jia)快煤炭(tan)生(sheng)產(chan)(chan)及貿易等主營業(ye)(ye)務信(xin)息系統(tong)的建(jian)設和(he)應(ying)用。近年來(lai),國內(nei)煤炭(tan)消費(fei)市(shi)場持續(xu)看好,煤炭(tan)產(chan)(chan)能(neng)不(bu)斷(duan)增加(jia)。作為(wei)將煤炭(tan)生(sheng)產(chan)(chan)和(he)銷售為(wei)主營業(ye)(ye)務之一(yi)的企業(ye)(ye),我們需(xu)未雨綢(chou)繆,抓緊時間建(jian)設一(yi)批主營業(ye)(ye)務相關(guan)的信(xin)息系統(tong),通過信(xin)息系統(tong)的應(ying)用來(lai)提高生(sheng)產(chan)(chan)效率、降(jiang)低單耗、壓縮(suo)成本(ben)并(bing)對市(shi)場需(xu)求(qiu)的變化保持敏銳的反應(ying),為(wei)應(ying)對未來(lai)更激烈的市(shi)場競爭做(zuo)好準備。

    3.制訂(ding)并(bing)出臺中(zhong)煤集(ji)團公司(si)信息化技術(shu)標(biao)準(zhun)(zhun)和(he)管(guan)(guan)理規范。信息化技術(shu)標(biao)準(zhun)(zhun)和(he)管(guan)(guan)理規范的(de)(de)缺失,是(shi)(shi)造(zao)成企業“信息孤島”的(de)(de)主要原(yuan)因(yin)之一。因(yin)此,結(jie)(jie)合企業特點(dian),制訂(ding)相關的(de)(de)信息化技術(shu)標(biao)準(zhun)(zhun),不但是(shi)(shi)貫徹(che)國資(zi)委要求,實(shi)(shi)現按照項目(mu)(mu)間的(de)(de)邏輯關系和(he)優先次序,分(fen)步實(shi)(shi)施的(de)(de)必要前提,也(ye)是(shi)(shi)提高信息化投資(zi)回報(bao)必由(you)之路。同時,我們還將總結(jie)(jie)過去(qu)幾年信息化工作經驗,參考投資(zi)和(he)基建(jian)類項目(mu)(mu)管(guan)(guan)理的(de)(de)成功經驗,積極摸索和(he)完(wan)善一套信息化項目(mu)(mu)特點(dian)的(de)(de)項目(mu)(mu)管(guan)(guan)理方法。

    在國資委的(de)(de)領導下,中央企(qi)(qi)(qi)(qi)業(ye)近年來(lai)的(de)(de)信(xin)(xin)(xin)息(xi)化(hua)(hua)工作(zuo)獲得(de)了(le)長(chang)足的(de)(de)發展。但對(dui)標國內外先進企(qi)(qi)(qi)(qi)業(ye),央企(qi)(qi)(qi)(qi)信(xin)(xin)(xin)息(xi)化(hua)(hua)工作(zuo)仍然任(ren)重而道遠。我們將繼(ji)續本著(zhu)“請進來(lai)、走出(chu)去”的(de)(de)原則(ze),請來(lai)信(xin)(xin)(xin)息(xi)化(hua)(hua)方面的(de)(de)專家深入(ru)企(qi)(qi)(qi)(qi)業(ye)分(fen)析問(wen)題,指導建(jian)設;企(qi)(qi)(qi)(qi)業(ye)的(de)(de)信(xin)(xin)(xin)息(xi)化(hua)(hua)工作(zuo)者(zhe)也要走出(chu)去,到信(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)設先進單位(wei)取經,共同(tong)把中央企(qi)(qi)(qi)(qi)業(ye)的(de)(de)信(xin)(xin)(xin)息(xi)化(hua)(hua)建(jian)設搞好,滿足中央企(qi)(qi)(qi)(qi)業(ye)做大做強的(de)(de)過程中對(dui)信(xin)(xin)(xin)息(xi)化(hua)(hua)工作(zuo)提(ti)出(chu)的(de)(de)新要求。
