近(jin)年來,在集團(tuan)(tuan)公(gong)司黨組(zu)正確決策和(he)(he)領導下(xia),在各部(bu)門和(he)(he)企業(ye)的(de)共(gong)同(tong)努力下(xia),信息化(hua)建設(she)得(de)到(dao)了(le)快速發展,信息技(ji)術在生產(chan)、經營、管理等方(fang)面(mian)(mian)的(de)應(ying)用(yong)都取(qu)得(de)了(le)較大進展和(he)(he)較好成績(ji)。信息化(hua)建設(she)已(yi)經從各企業(ye)局部(bu)、分(fen)散的(de)建設(she)與(yu)應(ying)用(yong),發展為集團(tuan)(tuan)公(gong)司自上而下(xia)全局性的(de)建設(she)與(yu)應(ying)用(yong),規模效應(ying)開始顯(xian)現,整體應(ying)用(yong)面(mian)(mian)貌明顯(xian)改(gai)觀,為中國石化(hua)改(gai)革(ge)深(shen)化(hua)、資(zi)源優化(hua)、市場(chang)應(ying)變能力和(he)(he)管理水平的(de)提(ti)升,以及經濟效益的(de)提(ti)高(gao)提(ti)供(gong)了(le)技(ji)術支撐和(he)(he)手段(duan)。
一(yi)、近幾(ji)年信息(xi)化工作的簡(jian)要回顧

三是油(you)(you)田(tian)企業(ye)深入應(ying)用(yong)信(xin)息(xi)技術,有效(xiao)提升了(le)勘(kan)探(tan)開(kai)(kai)(kai)發(fa)(fa)、生(sheng)產(chan)運行和(he)經營(ying)管理(li)水(shui)平(ping)。在(zai)油(you)(you)氣勘(kan)探(tan)開(kai)(kai)(kai)發(fa)(fa)專業(ye)應(ying)用(yong)方(fang)(fang)面(mian),基(ji)(ji)本形成了(le)地(di)震(zhen)資(zi)(zi)料處理(li)、解釋、油(you)(you)藏數(shu)值模(mo)擬等(deng)技術系(xi)(xi)列,地(di)質綜合(he)研究的(de)能(neng)力和(he)水(shui)平(ping)明顯提高(gao)。與“九五(wu)”末相(xiang)比,地(di)震(zhen)資(zi)(zi)料一(yi)次連片常規(gui)處理(li)能(neng)力提高(gao)了(le)近10倍,三維(wei)三相(xiang)數(shu)值模(mo)擬規(gui)模(mo)超(chao)過100萬節點(dian)(dian),基(ji)(ji)本滿(man)足了(le)新建(jian)產(chan)能(neng)、老油(you)(you)田(tian)調整、三次采(cai)油(you)(you)等(deng)油(you)(you)藏描(miao)述的(de)需求;在(zai)生(sheng)產(chan)運行方(fang)(fang)面(mian),利(li)用(yong)虛(xu)擬專用(yong)網(VPN)、衛星等(deng)手段,實現了(le)一(yi)些重(zhong)(zhong)點(dian)(dian)探(tan)井(jing)(jing)(jing)生(sheng)產(chan)數(shu)據(ju)(ju)遠(yuan)程(cheng)傳輸(shu)、生(sheng)產(chan)動(dong)態(tai)遠(yuan)程(cheng)把握、故障處理(li)遠(yuan)程(cheng)會診。同(tong)時,開(kai)(kai)(kai)展(zhan)了(le)以探(tan)井(jing)(jing)(jing)井(jing)(jing)(jing)位論證和(he)開(kai)(kai)(kai)發(fa)(fa)實例庫為重(zhong)(zhong)點(dian)(dian)的(de)勘(kan)探(tan)開(kai)(kai)(kai)發(fa)(fa)決(jue)(jue)策支(zhi)(zhi)持系(xi)(xi)統建(jian)設試點(dian)(dian)工作,為井(jing)(jing)(jing)位部署、開(kai)(kai)(kai)發(fa)(fa)方(fang)(fang)案優(you)化(hua)提供了(le)決(jue)(jue)策支(zhi)(zhi)持;在(zai)數(shu)據(ju)(ju)管理(li)方(fang)(fang)面(mian),基(ji)(ji)礎數(shu)據(ju)(ju)入庫率(lv)平(ping)均在(zai)95%以上,一(yi)些油(you)(you)田(tian)建(jian)立了(le)勘(kan)探(tan)開(kai)(kai)(kai)發(fa)(fa)數(shu)據(ju)(ju)源頭采(cai)集體系(xi)(xi),企業(ye)數(shu)據(ju)(ju)資(zi)(zi)源中心建(jian)設已(yi)經啟動(dong);在(zai)國際勘(kan)探(tan)開(kai)(kai)(kai)發(fa)(fa)方(fang)(fang)面(mian),開(kai)(kai)(kai)展(zhan)了(le)勘(kan)探(tan)、開(kai)(kai)(kai)發(fa)(fa)、井(jing)(jing)(jing)筒等(deng)方(fang)(fang)面(mian)的(de)綜合(he)信(xin)息(xi)系(xi)(xi)統建(jian)設,初步形成了(le)適應(ying)國際化(hua)業(ye)務特色(se)的(de)綜合(he)業(ye)務功能(neng)和(he)標準規(gui)范體系(xi)(xi)架(jia)構。
四是(shi)煉(lian)化(hua)(hua)(hua)(hua)企(qi)(qi)業穩步推進信(xin)息化(hua)(hua)(hua)(hua)建(jian)設,在生產優化(hua)(hua)(hua)(hua)、過程控(kong)制、精(jing)細化(hua)(hua)(hua)(hua)管理(li)等(deng)方面取得(de)良好效(xiao)果。自主開發的(de)(de)企(qi)(qi)業生產執行系(xi)(xi)統(tong)(tong)(SMES)在茂(mao)名、安慶和(he)荊(jing)門(men)三家企(qi)(qi)業上線,為(wei)ERP系(xi)(xi)統(tong)(tong)提(ti)(ti)(ti)供了(le)(le)(le)準確的(de)(de)“日平衡(heng)、旬確認(ren)、月(yue)結算”數(shu)據,茂(mao)名分公司MES系(xi)(xi)統(tong)(tong)能快速實現日平衡(heng),并將月(yue)平衡(heng)工(gong)作由三天縮短到半天左右(you);煉(lian)化(hua)(hua)(hua)(hua)企(qi)(qi)業生產調度(du)優化(hua)(hua)(hua)(hua)(ORION)系(xi)(xi)統(tong)(tong)在長嶺、茂(mao)名、廣州三家試點企(qi)(qi)業成功上線,該系(xi)(xi)統(tong)(tong)為(wei)生產調度(du)作業計(ji)劃編制、優化(hua)(hua)(hua)(hua),停工(gong)預案處(chu)理(li)提(ti)(ti)(ti)供了(le)(le)(le)輔助決策工(gong)具,提(ti)(ti)(ti)高(gao)(gao)(gao)(gao)了(le)(le)(le)生產調度(du)人(ren)員對工(gong)作的(de)(de)預見(jian)性(xing)、工(gong)作效(xiao)率和(he)排產的(de)(de)精(jing)度(du);化(hua)(hua)(hua)(hua)驗(yan)室信(xin)息管理(li)系(xi)(xi)統(tong)(tong)(LIMS)在6家試點企(qi)(qi)業投(tou)用(yong),規范了(le)(le)(le)化(hua)(hua)(hua)(hua)驗(yan)分析工(gong)作流程,提(ti)(ti)(ti)高(gao)(gao)(gao)(gao)了(le)(le)(le)企(qi)(qi)業化(hua)(hua)(hua)(hua)驗(yan)室業務自動化(hua)(hua)(hua)(hua)水平;先進控(kong)制(APC)技術先后在90多套裝(zhuang)置(zhi)(zhi)實施,實現了(le)(le)(le)“卡邊(bian)”操作,提(ti)(ti)(ti)高(gao)(gao)(gao)(gao)了(le)(le)(le)裝(zhuang)置(zhi)(zhi)操作水平和(he)平穩率,如齊魯第二催化(hua)(hua)(hua)(hua)裝(zhuang)置(zhi)(zhi)APC系(xi)(xi)統(tong)(tong),投(tou)用(yong)率一(yi)直(zhi)在98%以上,摻渣比提(ti)(ti)(ti)高(gao)(gao)(gao)(gao)了(le)(le)(le)2.2%,一(yi)年可多加(jia)工(gong)渣油(you)1.76萬(wan)噸(dun),裝(zhuang)置(zhi)(zhi)總液收(shou)提(ti)(ti)(ti)高(gao)(gao)(gao)(gao)了(le)(le)(le)0.13%,已成為(wei)裝(zhuang)置(zhi)(zhi)進一(yi)步挖(wa)潛(qian)增效(xiao)的(de)(de)有效(xiao)手段。
五是銷(xiao)(xiao)售(shou)企業信(xin)息(xi)化建設全面(mian)發(fa)展,應用效(xiao)果顯著。加(jia)油(you)(you)(you)(you)(you)(IC)卡(ka)工程(cheng)已全部在19個(ge)(ge)省(sheng)(sheng)市(shi)石油(you)(you)(you)(you)(you)分(fen)公司(si)推廣完(wan)成,截至2006年底(di),共(gong)建成卡(ka)機聯(lian)動加(jia)油(you)(you)(you)(you)(you)站1.5萬余(yu)座,發(fa)卡(ka)網點4,600個(ge)(ge),累計發(fa)卡(ka)1,380萬張,基(ji)本(ben)實(shi)(shi)現(xian)“一(yi)(yi)(yi)卡(ka)在手,各地加(jia)油(you)(you)(you)(you)(you)”的(de)(de)(de)(de)目標;云南石油(you)(you)(you)(you)(you)信(xin)息(xi)系(xi)(xi)統(tong)(tong)(tong)建設及(ji)配套改造項目初見成效(xiao),實(shi)(shi)現(xian)了(le)加(jia)油(you)(you)(you)(you)(you)卡(ka)、二次(ci)物流及(ji)ERP三大(da)系(xi)(xi)統(tong)(tong)(tong)的(de)(de)(de)(de)集(ji)成,實(shi)(shi)現(xian)了(le)業務數據(ju)的(de)(de)(de)(de)一(yi)(yi)(yi)次(ci)采集(ji),多系(xi)(xi)統(tong)(tong)(tong)共(gong)享,做到(dao)了(le)數出(chu)一(yi)(yi)(yi)門,加(jia)強了(le)監控力度;到(dao)2006年底(di),銷(xiao)(xiao)售(shou)系(xi)(xi)統(tong)(tong)(tong)對5,699輛(liang)油(you)(you)(you)(you)(you)品(pin)運輸車(che)加(jia)裝了(le)GPS定位系(xi)(xi)統(tong)(tong)(tong),實(shi)(shi)現(xian)了(le)對油(you)(you)(you)(you)(you)罐車(che)的(de)(de)(de)(de)遠程(cheng)實(shi)(shi)時(shi)監控、調度、跟蹤(zong)和(he)(he)安全行車(che)監督(du),提高了(le)油(you)(you)(you)(you)(you)品(pin)運輸過程(cheng)中的(de)(de)(de)(de)防盜監管能(neng)力,減少了(le)安全管理漏洞(dong)和(he)(he)交通事故。油(you)(you)(you)(you)(you)品(pin)銷(xiao)(xiao)售(shou)統(tong)(tong)(tong)計提升系(xi)(xi)統(tong)(tong)(tong),完(wan)成了(le)19個(ge)(ge)省(sheng)(sheng)市(shi)公司(si)和(he)(he)6個(ge)(ge)大(da)區公司(si)批發(fa)、直銷(xiao)(xiao)、零售(shou)的(de)(de)(de)(de)進(jin)、銷(xiao)(xiao)、存、價數據(ju)分(fen)類匯總、統(tong)(tong)(tong)計,實(shi)(shi)現(xian)了(le)報表自動生成,使總部和(he)(he)省(sheng)(sheng)市(shi)公司(si)的(de)(de)(de)(de)數據(ju)上(shang)下一(yi)(yi)(yi)致,數出(chu)一(yi)(yi)(yi)門。
六是科研和工(gong)程建(jian)設單(dan)位(wei)積極開展(zhan)信(xin)息(xi)化建(jian)設,取得了(le)新進展(zhan)。科研單(dan)位(wei)進行(xing)了(le)自主(zhu)軟件產(chan)品的(de)(de)開發(fa)(fa)與(yu)應(ying)(ying)用(yong)(yong)(yong)(yong),開發(fa)(fa)成功的(de)(de)波(bo)動方程疊(die)前偏移(yi)成像系(xi)統和油藏綜合(he)解釋系(xi)統(NEWS)等大型(xing)應(ying)(ying)用(yong)(yong)(yong)(yong)軟件在系(xi)統內得到推廣應(ying)(ying)用(yong)(yong)(yong)(yong);化驗室信(xin)息(xi)管理(li)系(xi)統(LIMS)試點工(gong)作取得了(le)重要進展(zhan);開展(zhan)了(le)流程模擬系(xi)統、催化裂(lie)化催化劑(ji)評價(jia)數據庫系(xi)統、蒸汽裂(lie)解制(zhi)乙烯數據庫網絡化、圖(tu)書館及電子期刊信(xin)息(xi)資源管理(li)等信(xin)息(xi)系(xi)統的(de)(de)建(jian)設與(yu)應(ying)(ying)用(yong)(yong)(yong)(yong)。工(gong)程建(jian)設單(dan)位(wei)采用(yong)(yong)(yong)(yong)信(xin)息(xi)技術在二維、三維設計、異地(di)協同(tong)設計以及項(xiang)目管理(li)方面取得了(le)長足進步,為(wei)重大工(gong)程建(jian)設提供了(le)信(xin)息(xi)化保障。
七是電子商(shang)務(wu)(wu)(wu)等其(qi)他系(xi)(xi)(xi)統建設與應用取得新(xin)成果,信(xin)息服務(wu)(wu)(wu)工作得到進一步加(jia)強。物資(zi)采購(gou)電子商(shang)務(wu)(wu)(wu)系(xi)(xi)(xi)統從(cong)(cong)2000年8月投用至(zhi)今,網(wang)上(shang)采購(gou)品(pin)種從(cong)(cong)最(zui)初的8個(ge)大類、5000多種物資(zi)擴(kuo)大到目(mu)前(qian)的56個(ge)大類126,700種物資(zi)。截(jie)止(zhi)到2006年底,網(wang)上(shang)累計(ji)成交金額2,887億(yi)元,其(qi)中,2006年采購(gou)額達到了(le)(le)(le)(le)1,130億(yi)元。2006年,物資(zi)采購(gou)電子商(shang)務(wu)(wu)(wu)與ERP系(xi)(xi)(xi)統實現(xian)了(le)(le)(le)(le)數(shu)據(ju)共享(xiang)和(he)(he)動態交換(huan),積累了(le)(le)(le)(le)大量(liang)價格信(xin)息,建成了(le)(le)(le)(le)總(zong)部和(he)(he)企(qi)(qi)業(ye)(ye)兩(liang)級(ji)價格數(shu)據(ju)庫,為(wei)各(ge)企(qi)(qi)業(ye)(ye)科學(xue)采購(gou)決策提(ti)供了(le)(le)(le)(le)依據(ju);總(zong)部辦公綜合(he)業(ye)(ye)務(wu)(wu)(wu)處理(li)系(xi)(xi)(xi)統(OA)覆蓋了(le)(le)(le)(le)總(zong)部和(he)(he)108家企(qi)(qi)業(ye)(ye),實現(xian)了(le)(le)(le)(le)總(zong)部對各(ge)直屬企(qi)(qi)業(ye)(ye)的雙向(xiang)公文無(wu)紙(zhi)傳輸;技術(shu)經濟指標(biao)統計(ji)系(xi)(xi)(xi)統統一了(le)(le)(le)(le)統計(ji)業(ye)(ye)務(wu)(wu)(wu)流程,實現(xian)了(le)(le)(le)(le)基(ji)層車(che)間向(xiang)總(zong)部的數(shu)據(ju)匯總(zong),為(wei)統計(ji)事中控制創造了(le)(le)(le)(le)條件。
總(zong)部信息服務工作進(jin)一步加強,通過(guo)每日油價快報、國(guo)際油價分析(xi)報告等,提(ti)供(gong)國(guo)際石油石化市場、股市和進(jin)出口(kou)等信息;“總(zong)部公用信息資源服務系統”建成了進(jin)出口(kou)、國(guo)際市場價格等八個數據庫。
八是(shi)信息(xi)基礎設施不斷提升,信息(xi)安全和(he)標準(zhun)化工作進(jin)一步(bu)加強。建成了(le)以(yi)總(zong)(zong)部(bu)(bu)(bu)為核心的(de)綜合(he)網(wang)絡(luo)系(xi)統(tong),覆蓋了(le)總(zong)(zong)部(bu)(bu)(bu)和(he)130多(duo)(duo)家企業及(ji)部(bu)(bu)(bu)分(fen)海外分(fen)支機(ji)構,實現了(le)企業主(zhu)(zhu)要生產裝置、重點井位、車(che)間、科室、廠部(bu)(bu)(bu)和(he)總(zong)(zong)部(bu)(bu)(bu)的(de)互(hu)聯互(hu)通(tong);建設了(le)84個(ge)衛星地面站及(ji)110多(duo)(duo)個(ge)視(shi)頻會議(yi)分(fen)會場(chang),總(zong)(zong)部(bu)(bu)(bu)召(zhao)開了(le)500多(duo)(duo)次大型視(shi)頻會議(yi);實現了(le)石化電視(shi)新(xin)聞的(de)快速分(fen)發,90多(duo)(duo)家企業建設了(le)網(wang)上新(xin)聞點播系(xi)統(tong),擴大了(le)收(shou)視(shi)范(fan)圍;完成了(le)中國石化信息(xi)安全體(ti)系(xi)的(de)總(zong)(zong)體(ti)規劃,對(dui)主(zhu)(zhu)干(gan)網(wang)數(shu)據傳輸和(he)視(shi)頻會議(yi)系(xi)統(tong)進(jin)行實時加密,在(zai)總(zong)(zong)部(bu)(bu)(bu)和(he)企業網(wang)絡(luo)之間、因特(te)網(wang)出口、重要應(ying)用系(xi)統(tong)部(bu)(bu)(bu)署(shu)了(le)防火(huo)墻(qiang)、入侵檢測和(he)漏洞掃描系(xi)統(tong),統(tong)一部(bu)(bu)(bu)署(shu)了(le)防病(bing)毒系(xi)統(tong),有(you)效地抑制(zhi)了(le)病(bing)毒的(de)傳播和(he)泛(fan)濫。總(zong)(zong)部(bu)(bu)(bu)和(he)企業的(de)主(zhu)(zhu)要服務器集中部(bu)(bu)(bu)署(shu)和(he)管理得到加強,運行維護(hu)水(shui)平進(jin)一步(bu)提高(gao)。
加快(kuai)了(le)(le)信(xin)(xin)息代碼(ma)(ma)(ma)(ma)(ma)編(bian)制和(he)(he)標(biao)(biao)準(zhun)化(hua)體系研(yan)究工(gong)作,成(cheng)(cheng)立了(le)(le)標(biao)(biao)準(zhun)化(hua)領(ling)導小組(zu)、工(gong)作小組(zu)和(he)(he)專業編(bian)碼(ma)(ma)(ma)(ma)(ma)小組(zu),建立了(le)(le)標(biao)(biao)準(zhun)代碼(ma)(ma)(ma)(ma)(ma)管理網站(zhan),正式發布13大類65萬多條(tiao)信(xin)(xin)息代碼(ma)(ma)(ma)(ma)(ma),這些(xie)代碼(ma)(ma)(ma)(ma)(ma)在(zai)信(xin)(xin)息技術(shu)項目中(zhong)得到了(le)(le)廣(guang)泛使(shi)用。2006年,為(wei)實現物(wu)(wu)資、石化(hua)產(chan)品(pin)和(he)(he)工(gong)程建設(she)物(wu)(wu)料描述和(he)(he)編(bian)碼(ma)(ma)(ma)(ma)(ma)的統一,新編(bian)制物(wu)(wu)料代碼(ma)(ma)(ma)(ma)(ma)162萬余條(tiao),同時(shi)開發完(wan)成(cheng)(cheng)了(le)(le)物(wu)(wu)料編(bian)碼(ma)(ma)(ma)(ma)(ma)生(sheng)成(cheng)(cheng)器(qi)并投入使(shi)用,使(shi)物(wu)(wu)料代碼(ma)(ma)(ma)(ma)(ma)提報(bao)、發布更加快(kuai)捷高效;全面啟動了(le)(le)標(biao)(biao)準(zhun)化(hua)體系研(yan)究和(he)(he)上(shang)游(you)板(ban)塊石油天(tian)然氣勘探開發數據模型標(biao)(biao)準(zhun)研(yan)究工(gong)作。
九是信息化(hua)(hua)管理工(gong)作(zuo)得到(dao)進(jin)一步(bu)加強(qiang),IT治理水平不斷提(ti)高。按照“五統(tong)一”的要求,編(bian)制(zhi)了(le)(le)(le)《信息化(hua)(hua)建(jian)設“十一五”發展(zhan)專項規劃》,制(zhi)定了(le)(le)(le)《三年(nian)滾動(dong)發展(zhan)計(ji)劃》,編(bian)制(zhi)并頒發了(le)(le)(le)《中(zhong)國石(shi)化(hua)(hua)集團(tuan)公司信息化(hua)(hua)管理辦法(fa)》、《中(zhong)國石(shi)化(hua)(hua)信息技術項目管理辦法(fa)》等30多個(ge)管理辦法(fa)和制(zhi)度;加強(qiang)了(le)(le)(le)IT內控工(gong)作(zuo),初步(bu)形成(cheng)了(le)(le)(le)中(zhong)國石(shi)化(hua)(hua)的IT控制(zhi)體系;與微軟、艾斯(si)本、霍尼韋爾等公司簽(qian)署了(le)(le)(le)戰(zhan)略(lve)合(he)作(zuo)協(xie)議,推進(jin)了(le)(le)(le)軟件正版(ban)化(hua)(hua)工(gong)作(zuo);加強(qiang)了(le)(le)(le)信息化(hua)(hua)隊伍(wu)建(jian)設,2006年(nian),總部正式成(cheng)立了(le)(le)(le)中(zhong)國石(shi)化(hua)(hua)ERP支持中(zhong)心,運行維護隊伍(wu)得到(dao)了(le)(le)(le)進(jin)一步(bu)加強(qiang)。
二、近年信息化建設的經驗(yan)和體會
回顧幾年來(lai)信(xin)息化(hua)建設的(de)實踐,中國石化(hua)信(xin)息化(hua)建設所以進(jin)展比較(jiao)快,主(zhu)要有(you)以下幾點經驗和體會:
一是(shi)各(ge)級領導(dao)(dao)的(de)(de)(de)(de)高(gao)(gao)度重(zhong)視和大力推(tui)動。黨組(zu)領導(dao)(dao)一貫高(gao)(gao)度重(zhong)視信息(xi)化工(gong)(gong)作,高(gao)(gao)瞻遠矚,站在全局高(gao)(gao)度,對(dui)信息(xi)化工(gong)(gong)作做出(chu)了一系列(lie)重(zhong)要決策。從信息(xi)化規劃的(de)(de)(de)(de)制定(ding)、計(ji)劃的(de)(de)(de)(de)安排、項(xiang)目的(de)(de)(de)(de)管理、應用(yong)的(de)(de)(de)(de)推(tui)進等(deng)方面給予了大力指(zhi)導(dao)(dao)和支(zhi)持(chi)(chi)。總部各(ge)部門和企(qi)業的(de)(de)(de)(de)領導(dao)(dao)也都是(shi)既掛帥、又出(chu)征,親自抓業務流程(cheng)整合、內部機構(gou)改(gai)革,指(zhi)導(dao)(dao)幫助解決ERP實(shi)施過程(cheng)中的(de)(de)(de)(de)困難。有了黨組(zu)和各(ge)級領導(dao)(dao)的(de)(de)(de)(de)重(zhong)視和支(zhi)持(chi)(chi),信息(xi)化建(jian)設這個“一把手工(gong)(gong)程(cheng)”才(cai)得(de)以順利推(tui)進。
二是堅(jian)持(chi)信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)的(de)(de)“五統(tong)(tong)(tong)(tong)一(yi)(yi)”原則。在進(jin)行以ERP為(wei)(wei)主線的(de)(de)信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)的(de)(de)過程中(zhong),我(wo)們(men)堅(jian)持(chi)了(le)“統(tong)(tong)(tong)(tong)一(yi)(yi)規劃(hua)、統(tong)(tong)(tong)(tong)一(yi)(yi)標準、統(tong)(tong)(tong)(tong)一(yi)(yi)投資、統(tong)(tong)(tong)(tong)一(yi)(yi)建(jian)設(she)(she)(she)、統(tong)(tong)(tong)(tong)一(yi)(yi)管理”的(de)(de)信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)“五統(tong)(tong)(tong)(tong)一(yi)(yi)”原則,幾年來的(de)(de)實(shi)(shi)(shi)踐(jian)證(zheng)明,按照“五統(tong)(tong)(tong)(tong)一(yi)(yi)”原則,信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)體(ti)現了(le)總部(bu)的(de)(de)管理意志,有效防止了(le)“各自為(wei)(wei)政(zheng)”、重復(fu)建(jian)設(she)(she)(she),從(cong)而對重大(da)項目實(shi)(shi)(shi)行集(ji)中(zhong)決策、統(tong)(tong)(tong)(tong)一(yi)(yi)部(bu)署和建(jian)設(she)(she)(she)實(shi)(shi)(shi)施,使(shi)信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)逐(zhu)步(bu)從(cong)分(fen)散(san)走(zou)向集(ji)中(zhong),有力地促(cu)進(jin)了(le)信(xin)息(xi)化(hua)(hua)建(jian)設(she)(she)(she)的(de)(de)健康發展。
三是(shi)堅持信(xin)(xin)息(xi)(xi)化(hua)建設(she)的(de)(de)(de)“三結合(he)(he)(he)”原則(ze)。信(xin)(xin)息(xi)(xi)化(hua)建設(she)的(de)(de)(de)目(mu)的(de)(de)(de)在(zai)于應用,因(yin)此,信(xin)(xin)息(xi)(xi)化(hua)建設(she)必(bi)須(xu)與加(jia)強企業(ye)管理、提(ti)高管理水平緊密結合(he)(he)(he);與提(ti)升技(ji)術水平、增強技(ji)術創新能(neng)力緊密結合(he)(he)(he);與把握(wo)開拓市(shi)(shi)場、提(ti)高經濟效(xiao)益緊密結合(he)(he)(he)。在(zai)信(xin)(xin)息(xi)(xi)化(hua)建設(she)中,我(wo)們始終(zhong)以(yi)“三結合(he)(he)(he)”原則(ze)為指(zhi)針,確保了(le)我(wo)們的(de)(de)(de)信(xin)(xin)息(xi)(xi)系統能(neng)夠更(geng)好地為管理服務,為提(ti)升技(ji)術水平和開拓市(shi)(shi)場服務。
四(si)是采用了比較科(ke)學的管理(li)模式(shi)。在(zai)實踐(jian)中,我們探索出(chu)了信息(xi)(xi)化必(bi)須(xu)堅(jian)持(chi)“業務(wu)部門專業牽頭,信息(xi)(xi)部門綜合(he)管理(li),IT隊(dui)伍技術(shu)支持(chi)”的管理(li)模式(shi)。采用這一模式(shi),充分(fen)了發揮(hui)各方(fang)的優勢,調動了各方(fang)面(mian)的積極性(xing),特(te)別是充分(fen)發揮(hui)了業務(wu)部門的作(zuo)用。
三、今(jin)后工(gong)作目標和任務
“十一五”信(xin)息(xi)(xi)化建(jian)設(she)總體(ti)目(mu)標(biao):一是(shi)建(jian)成(cheng)兩(liang)個(ge)(ge)(ge)(ge)(ge)平臺:即建(jian)成(cheng)總部(bu)統一的(de)(de)經營(ying)管(guan)理和(he)生產營(ying)運(yun)指(zhi)(zhi)揮兩(liang)個(ge)(ge)(ge)(ge)(ge)信(xin)息(xi)(xi)平臺;二(er)是(shi)實現兩(liang)個(ge)(ge)(ge)(ge)(ge)集成(cheng):即實現總部(bu)層面(mian)信(xin)息(xi)(xi)系(xi)(xi)統的(de)(de)集成(cheng)和(he)ERP系(xi)(xi)統與企業生產層面(mian)信(xin)息(xi)(xi)系(xi)(xi)統的(de)(de)全(quan)面(mian)集成(cheng);三是(shi)完善兩(liang)個(ge)(ge)(ge)(ge)(ge)體(ti)系(xi)(xi):即完善網絡(luo)與信(xin)息(xi)(xi)安(an)全(quan)和(he)信(xin)息(xi)(xi)標(biao)準化兩(liang)個(ge)(ge)(ge)(ge)(ge)體(ti)系(xi)(xi);四是(shi)建(jian)成(cheng)八大應(ying)(ying)用系(xi)(xi)統:即建(jian)成(cheng)中國石化一體(ti)化的(de)(de)ERP、供應(ying)(ying)鏈、生產營(ying)運(yun)指(zhi)(zhi)揮、HSE應(ying)(ying)急指(zhi)(zhi)揮、物流(liu)管(guan)理與電子商(shang)務、勘探開發決策支(zhi)持、綜(zong)合(he)分析(xi)應(ying)(ying)用和(he)綜(zong)合(he)業務辦公等八大應(ying)(ying)用系(xi)(xi)統;
到“十(shi)一五”末,在四大板塊生產經營管理、地震資料處理解釋(shi)、油藏(zang)描述與(yu)模擬、煉化(hua)先進過程(cheng)控制、銷售物流(liu)配(pei)送等幾個主要應(ying)用領域達(da)到國內一流(liu)并接近或(huo)達(da)到國外大公司目前(qian)的應(ying)用水平(ping)。
按(an)照上述目(mu)標,今后要重點抓好以下工作:
(一(yi))做好(hao)專項(xiang)規劃和總體(ti)設計。
重點做好(hao)ERP與數據(ju)倉庫(BW)、供應鏈與生產(chan)營運指(zhi)揮、IT基(ji)礎設(she)施與信(xin)息(xi)(xi)(xi)安(an)全(quan)、上游(you)企業信(xin)息(xi)(xi)(xi)化、科研(yan)單位信(xin)息(xi)(xi)(xi)化、普光氣(qi)田(tian)與川氣(qi)東送工程信(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)等(deng)(deng)(deng)六個專(zhuan)項(xiang)規(gui)劃和總(zong)體(ti)設(she)計,重點解決ERP、供應鏈、生產(chan)營運指(zhi)揮等(deng)(deng)(deng)系(xi)(xi)統(tong)(tong)(tong)集(ji)(ji)(ji)成(cheng)和深化應用、上游(you)板(ban)塊和科研(yan)單位信(xin)息(xi)(xi)(xi)化整(zheng)體(ti)規(gui)劃等(deng)(deng)(deng)問(wen)(wen)(wen)題(ti),確保各系(xi)(xi)統(tong)(tong)(tong)之間的(de)業務集(ji)(ji)(ji)成(cheng)、數據(ju)集(ji)(ji)(ji)成(cheng)和信(xin)息(xi)(xi)(xi)共享(xiang)。通過調研(yan)、技(ji)(ji)術(shu)交流(liu)、考察、集(ji)(ji)(ji)中(zhong)研(yan)討等(deng)(deng)(deng)方(fang)式,對上述幾大系(xi)(xi)統(tong)(tong)(tong)有關問(wen)(wen)(wen)題(ti)進行(xing)深入(ru)研(yan)究(jiu)。充分(fen)發(fa)揮企業專(zhuan)家、業務骨干及外(wai)部專(zhuan)家的(de)技(ji)(ji)術(shu)優勢,對技(ji)(ji)術(shu)路(lu)線、系(xi)(xi)統(tong)(tong)(tong)總(zong)體(ti)架(jia)構、技(ji)(ji)術(shu)方(fang)案先(xian)進性(xing)、安(an)全(quan)性(xing)、集(ji)(ji)(ji)成(cheng)性(xing)、標(biao)準(zhun)化及要解決的(de)問(wen)(wen)(wen)題(ti)進行(xing)充分(fen)論證,清晰(xi)系(xi)(xi)統(tong)(tong)(tong)架(jia)構,制定新舊系(xi)(xi)統(tong)(tong)(tong)整(zheng)合方(fang)案,統(tong)(tong)(tong)一設(she)計,統(tong)(tong)(tong)一規(gui)范和標(biao)準(zhun),為集(ji)(ji)(ji)成(cheng)、共享(xiang)的(de)一體(ti)化信(xin)息(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)(tong)建設(she)奠定基(ji)礎。
(二)抓好重大項目建設。
繼(ji)續做好ERP推廣(guang)與(yu)應(ying)(ying)用(yong)工(gong)作(zuo)(zuo)。一(yi)是(shi)(shi)采(cai)用(yong)服(fu)務器(qi)集中架構繼(ji)續在企(qi)業進行(xing)推廣(guang),基本(ben)完成股份公司下(xia)屬企(qi)業和科(ke)研院所(suo)的(de)ERP建(jian)設(she)。二是(shi)(shi)加(jia)快總(zong)部層面(mian)(mian)ERP建(jian)設(she),推進數據倉庫和財務報表(biao)合并(BW&BCS)實施工(gong)作(zuo)(zuo),提(ti)升物資管(guan)理應(ying)(ying)用(yong)、銷售(shou)統計查(cha)詢系統,全面(mian)(mian)推廣(guang)審(shen)計AIS系統,進行(xing)投資管(guan)理(IM)試點。三(san)是(shi)(shi)對已(yi)上線ERP系統進行(xing)完善提(ti)升,啟(qi)動(dong)客戶關系管(guan)理(CRM)試點工(gong)作(zuo)(zuo),提(ti)升完善設(she)備管(guan)理(PM)模塊功(gong)能(neng)。四是(shi)(shi)開展(zhan)全面(mian)(mian)預(yu)算管(guan)理試點工(gong)作(zuo)(zuo),做好系統總(zong)體設(she)計,整合現(xian)有系統,滿足總(zong)部、事業部、企(qi)業全面(mian)(mian)預(yu)算管(guan)理要求(qiu)。五是(shi)(shi)深化企(qi)業ERP系統應(ying)(ying)用(yong),繼(ji)續開展(zhan)ERP應(ying)(ying)用(yong)達(da)標創優活動(dong),培養應(ying)(ying)用(yong)典(dian)型(xing)。

抓好煉(lian)化(hua)(hua)企業生(sheng)產(chan)(chan)層面信(xin)息系(xi)(xi)統建(jian)設。一是(shi)推(tui)廣應(ying)用(yong)企業生(sheng)產(chan)(chan)執行系(xi)(xi)統(MES)。進(jin)一步完(wan)善(shan)SMES軟(ruan)件系(xi)(xi)統功能,實(shi)現(xian)推(tui)廣企業物(wu)料日平(ping)衡和能耗旬平(ping)衡,為ERP系(xi)(xi)統提供旬確(que)認(ren)和月(yue)結算數據。二(er)是(shi)推(tui)廣應(ying)用(yong)先進(jin)過程控制(APC)技術,同時做好已建(jian)APC系(xi)(xi)統的維護完(wan)善(shan)。三是(shi)推(tui)廣應(ying)用(yong)化(hua)(hua)驗室(shi)信(xin)息管(guan)理(li)(LIMS)系(xi)(xi)統。加強已建(jian)系(xi)(xi)統的標準(zhun)化(hua)(hua)工作,并使總部能夠及時獲(huo)得準(zhun)確(que)的分(fen)析數據。四是(shi)推(tui)廣應(ying)用(yong)煉(lian)油生(sheng)產(chan)(chan)調度優化(hua)(hua)系(xi)(xi)統(ORION),提升(sheng)企業生(sheng)產(chan)(chan)計劃和調度管(guan)理(li)水平(ping)。
抓(zhua)(zhua)好銷售(shou)企(qi)業信息系(xi)(xi)(xi)統(tong)(tong)建(jian)設。一是(shi)抓(zhua)(zhua)好加油(IC)卡系(xi)(xi)(xi)統(tong)(tong)提(ti)(ti)升(sheng)及安全防護(hu)。做好IC卡系(xi)(xi)(xi)統(tong)(tong)提(ti)(ti)升(sheng)總(zong)體規劃、方(fang)案(an)設計等工作,適當(dang)擴容(rong)系(xi)(xi)(xi)統(tong)(tong)平臺,提(ti)(ti)高系(xi)(xi)(xi)統(tong)(tong)處理(li)能力,改(gai)善(shan)網(wang)絡(luo)環境,建(jian)立數據備份和恢復(fu)系(xi)(xi)(xi)統(tong)(tong)。二(er)是(shi)抓(zhua)(zhua)好銷售(shou)企(qi)業三(san)大信息系(xi)(xi)(xi)統(tong)(tong)集成項目,深化三(san)大系(xi)(xi)(xi)統(tong)(tong)集成應用。三(san)是(shi)抓(zhua)(zhua)好二(er)次(ci)物(wu)流提(ti)(ti)升(sheng)項目。全面提(ti)(ti)升(sheng)運(yun)雜費管(guan)理(li)模(mo)塊(kuai)功能,推廣實施電子提(ti)(ti)單。同時(shi)在(zai)區外公司進(jin)行二(er)次(ci)物(wu)流系(xi)(xi)(xi)統(tong)(tong)試(shi)(shi)點(dian)(dian)工作。四(si)是(shi)抓(zhua)(zhua)好銷售(shou)企(qi)業零售(shou)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)試(shi)(shi)點(dian)(dian)工作,滿足(zu)銷售(shou)體制改(gai)革對零管(guan)的需求(qiu)。五是(shi)抓(zhua)(zhua)好銷售(shou)企(qi)業客戶(hu)關系(xi)(xi)(xi)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)試(shi)(shi)點(dian)(dian)工作,面向批發、直銷、零售(shou)客戶(hu),建(jian)設企(qi)業的客戶(hu)關系(xi)(xi)(xi)管(guan)理(li)系(xi)(xi)(xi)統(tong)(tong)。

在(zai)基礎設施(shi)建(jian)(jian)設方(fang)面,著力(li)提高網絡(luo)(luo)的(de)(de)整體性(xing)能和(he)(he)速度(du),重點解決網絡(luo)(luo)基礎薄弱、核心(xin)設備(bei)(bei)缺乏冗余、信(xin)息點延伸不足等問題(ti),建(jian)(jian)成國際(ji)勘探開發公(gong)司總部與(yu)西(xi)亞北非、拉美(mei)、俄羅斯(si)中亞等三個大(da)區公(gong)司的(de)(de)國際(ji)專線(xian)網絡(luo)(luo)聯接;建(jian)(jian)設和(he)(he)完善ERP、加(jia)油IC卡等重點應用系(xi)統(tong)(tong)的(de)(de)數據(ju)備(bei)(bei)份和(he)(he)恢復(fu)系(xi)統(tong)(tong),解決核心(xin)業(ye)務數據(ju)的(de)(de)備(bei)(bei)份和(he)(he)恢復(fu)性(xing)測(ce)試(shi)等問題(ti),進一(yi)步提高數據(ju)的(de)(de)安(an)全性(xing)和(he)(he)系(xi)統(tong)(tong)穩定性(xing);加(jia)快Ku衛星(xing)通信(xin)系(xi)統(tong)(tong)的(de)(de)建(jian)(jian)設工作,重點在(zai)普(pu)光(guang)氣田、南(nan)方(fang)分(fen)公(gong)司、西(xi)北分(fen)公(gong)司等熱(re)點勘探區域建(jian)(jian)設衛星(xing)通信(xin)遠端站,實現衛星(xing)數據(ju)傳輸與(yu)地面網絡(luo)(luo)的(de)(de)互聯互通;建(jian)(jian)立相對集中的(de)(de)大(da)容量企業(ye)級(ji)電子郵(you)件系(xi)統(tong)(tong),統(tong)(tong)一(yi)域名體系(xi)和(he)(he)郵(you)件標識,統(tong)(tong)一(yi)部署防垃圾郵(you)件和(he)(he)防病毒(du)系(xi)統(tong)(tong),提高郵(you)件系(xi)統(tong)(tong)的(de)(de)可靠性(xing)和(he)(he)安(an)全性(xing)。
在(zai)信息(xi)安(an)全方面(mian),持續做好信息(xi)基礎(chu)設(she)施的(de)(de)安(an)全工作,重點抓好應用系(xi)(xi)(xi)統的(de)(de)安(an)全建設(she),突破ERP、OA等重點應用的(de)(de)統一(yi)身份認證工作,強化應用系(xi)(xi)(xi)統用戶的(de)(de)訪問控制;加(jia)快(kuai)提升(sheng)加(jia)油IC卡系(xi)(xi)(xi)統的(de)(de)服務(wu)器和(he)(he)網絡等基礎(chu)設(she)施的(de)(de)整體(ti)安(an)全防范(fan)和(he)(he)運行(xing)能力;全面(mian)部(bu)署統一(yi)的(de)(de)桌(zhuo)面(mian)管理系(xi)(xi)(xi)統,實(shi)現對桌(zhuo)面(mian)計算機的(de)(de)資產管理、操作系(xi)(xi)(xi)統的(de)(de)補丁升(sheng)級(ji)、軟件分發(fa)和(he)(he)遠(yuan)程監(jian)控,及時檢查防病(bing)毒(du)軟件和(he)(he)病(bing)毒(du)庫更新情況(kuang),有(you)效防范(fan)病(bing)毒(du)的(de)(de)傳播和(he)(he)泛濫。
(六)深(shen)化信息系統應(ying)用。
一(yi)是深(shen)入企業(ye)調研(yan)分析(xi)應用(yong)(yong)(yong)問題(ti)(ti)。由(you)信(xin)息(xi)(xi)(xi)(xi)(xi)部(bu)(bu)牽頭組(zu)織,總部(bu)(bu)相關(guan)部(bu)(bu)門、企業(ye)人(ren)員(yuan)和(he)(he)實施(shi)顧問參(can)加(jia),組(zu)成應用(yong)(yong)(yong)調研(yan)小組(zu),深(shen)入企業(ye)調查研(yan)究,通(tong)過認真分析(xi)信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)(yong)現狀,梳理信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)(yong)中(zhong)存在(zai)的(de)(de)問題(ti)(ti),研(yan)究有效對(dui)策,深(shen)化(hua)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)功能,提(ti)高(gao)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)可用(yong)(yong)(yong)性(xing)(xing)、安全(quan)性(xing)(xing)、集成性(xing)(xing),切實解決系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)(yong)中(zhong)存在(zai)的(de)(de)問題(ti)(ti)。二(er)是加(jia)強全(quan)員(yuan)培訓。采取多種形式(shi),加(jia)強對(dui)各個(ge)層次、各類人(ren)員(yuan)的(de)(de)信(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)知識和(he)(he)信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)操作的(de)(de)培訓,提(ti)高(gao)全(quan)員(yuan)信(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)素質和(he)(he)實際應用(yong)(yong)(yong)能力。三是培養應用(yong)(yong)(yong)典型。通(tong)過調研(yan),從上中(zhong)下游各個(ge)板塊中(zhong)選擇兩家左右企業(ye)進行信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)的(de)(de)全(quan)面提(ti)升(sheng)和(he)(he)應用(yong)(yong)(yong)的(de)(de)全(quan)面深(shen)化(hua),通(tong)過典型培養,形成信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)的(de)(de)標準模板,樹立ERP、MES等重(zhong)大信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)的(de)(de)應用(yong)(yong)(yong)樣板,從而推動和(he)(he)帶(dai)動整個(ge)中(zhong)國石化(hua)信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)應用(yong)(yong)(yong)效果的(de)(de)提(ti)高(gao)。四是加(jia)強系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)運維(wei)。建立健(jian)全(quan)信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)運維(wei)體(ti)系(xi)(xi)(xi)(xi)(xi),強化(hua)信(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)在(zai)線(xian)運行和(he)(he)升(sheng)級維(wei)護工作,確(que)保系(xi)(xi)(xi)(xi)(xi)統(tong)(tong)穩定、可靠、高(gao)效運行。
(七)加(jia)強(qiang)信(xin)息化管理工(gong)作(zuo)。
一(yi)是進(jin)一(yi)步加(jia)(jia)強(qiang)信息(xi)化(hua)(hua)(hua)管(guan)理(li)(li)體系(xi)建設。要(yao)按照國資委下發的(de)(de)(de)(de)《關于加(jia)(jia)強(qiang)中央企(qi)(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)的(de)(de)(de)(de)指導(dao)意見》和(he)總部(bu)有關文件,進(jin)一(yi)步落實企(qi)(qi)業(ye)(ye)信息(xi)化(hua)(hua)(hua)管(guan)理(li)(li)部(bu)門職責(ze),確保人員到位(wei)。二是搞好(hao)IT治理(li)(li)工(gong)作(zuo)(zuo)。建立(li)健(jian)全信息(xi)化(hua)(hua)(hua)管(guan)理(li)(li)制(zhi)度(du),完(wan)善IT控(kong)制(zhi)體系(xi),做好(hao)系(xi)統風(feng)(feng)險(xian)(xian)評估,提高信息(xi)系(xi)統風(feng)(feng)險(xian)(xian)管(guan)理(li)(li)水平。三是抓(zhua)好(hao)項目管(guan)理(li)(li)。實行總部(bu)和(he)企(qi)(qi)業(ye)(ye)兩個層次的(de)(de)(de)(de)信息(xi)化(hua)(hua)(hua)管(guan)理(li)(li),強(qiang)化(hua)(hua)(hua)項目建設過程管(guan)理(li)(li),重(zhong)視對(dui)實施過程重(zhong)要(yao)環節的(de)(de)(de)(de)質(zhi)量(liang)檢查(cha),嚴把項目測(ce)試(shi)(shi)和(he)驗收關,加(jia)(jia)大對(dui)ERP等系(xi)統應用(yong)的(de)(de)(de)(de)檢查(cha)和(he)考(kao)核力度(du),保證(zheng)系(xi)統應用(yong)目標(biao)和(he)預期效果的(de)(de)(de)(de)實現。四(si)是要(yao)做好(hao)標(biao)準化(hua)(hua)(hua)工(gong)作(zuo)(zuo)。繼續梳理(li)(li)和(he)完(wan)善單(dan)位(wei)、設備(bei)、材料(liao)等信息(xi)代(dai)碼,加(jia)(jia)快物料(liao)代(dai)碼替換的(de)(de)(de)(de)試(shi)(shi)點工(gong)作(zuo)(zuo),完(wan)善ERP等系(xi)統的(de)(de)(de)(de)推廣模板。五(wu)是加(jia)(jia)強(qiang)信息(xi)化(hua)(hua)(hua)隊伍建設。抓(zhua)好(hao)思想(xiang)作(zuo)(zuo)風(feng)(feng)和(he)廉政建設,大力弘揚新時(shi)期石(shi)油石(shi)化(hua)(hua)(hua)精(jing)神,進(jin)一(yi)步提高信息(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)人員的(de)(de)(de)(de)素質(zhi),培養業(ye)(ye)務(wu)(wu)骨干和(he)“復合(he)型”人才。六是加(jia)(jia)強(qiang)IT廠商(shang)(shang)的(de)(de)(de)(de)管(guan)理(li)(li)。對(dui)IT廠商(shang)(shang)進(jin)行分(fen)類、分(fen)級管(guan)理(li)(li),建立(li)評價考(kao)核體系(xi),降(jiang)低采購成本和(he)風(feng)(feng)險(xian)(xian),保證(zheng)優質(zhi)及時(shi)的(de)(de)(de)(de)供貨(huo)和(he)服務(wu)(wu)。
