中(zhong)(zhong)國中(zhong)(zhong)煤(mei)(mei)(mei)能源集(ji)團(tuan)公司(以下簡稱中(zhong)(zhong)煤(mei)(mei)(mei)集(ji)團(tuan)公司)是(shi)國資(zi)(zi)委管(guan)(guan)理(li)(li)的(de)國有(you)重要骨干企(qi)業,公司主(zhu)(zhu)業為煤(mei)(mei)(mei)炭生(sheng)產及貿易、煤(mei)(mei)(mei)化(hua)(hua)(hua)工、煤(mei)(mei)(mei)層氣開(kai)發(fa)、坑(keng)口(kou)發(fa)電(dian)、煤(mei)(mei)(mei)礦建(jian)(jian)設(she)(she)、煤(mei)(mei)(mei)機制造及相關(guan)(guan)工程技術(shu)服務。根據中(zhong)(zhong)央“以信(xin)息(xi)化(hua)(hua)(hua)帶動工業化(hua)(hua)(hua),以工業化(hua)(hua)(hua)促進信(xin)息(xi)化(hua)(hua)(hua)”的(de)有(you)關(guan)(guan)精神,中(zhong)(zhong)煤(mei)(mei)(mei)集(ji)團(tuan)公司緊緊圍繞企(qi)業發(fa)展(zhan)(zhan)戰略目(mu)標和核心業務開(kai)展(zhan)(zhan)信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she),并注重做好(hao)信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)與提升企(qi)業管(guan)(guan)理(li)(li)水(shui)平(ping)(ping)和提高企(qi)業經濟效(xiao)益的(de)緊密結合。過(guo)去的(de)幾年中(zhong)(zhong),中(zhong)(zhong)煤(mei)(mei)(mei)集(ji)團(tuan)公司按照“五(wu)統一(yi)(yi)”原則(ze)(統一(yi)(yi)規劃(hua)、統一(yi)(yi)標準、統一(yi)(yi)投資(zi)(zi)、統一(yi)(yi)建(jian)(jian)設(she)(she)、統一(yi)(yi)管(guan)(guan)理(li)(li))先后(hou)建(jian)(jian)設(she)(she)了(le)(le)包括廣(guang)域網、視頻會(hui)議系統在(zai)內的(de)一(yi)(yi)批信(xin)息(xi)化(hua)(hua)(hua)基礎設(she)(she)施,完(wan)成了(le)(le)生(sheng)產調度報表、財務資(zi)(zi)金集(ji)中(zhong)(zhong)管(guan)(guan)理(li)(li)和人力資(zi)(zi)源管(guan)(guan)理(li)(li)等信(xin)息(xi)系統的(de)建(jian)(jian)設(she)(she)工作。企(qi)業信(xin)息(xi)化(hua)(hua)(hua)工作打開(kai)了(le)(le)新局面,信(xin)息(xi)化(hua)(hua)(hua)水(shui)平(ping)(ping)上了(le)(le)新臺階。下面,我們簡要總(zong)結我公司信(xin)息(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)實踐中(zhong)(zhong)的(de)主(zhu)(zhu)要做法和體會(hui),供同志們研究和討論。
一、對(dui)中煤集(ji)團(tuan)公司近年來信息(xi)化(hua)工作的總結
(一)切實抓好(hao)信息(xi)化工作的組織領(ling)導(dao)。
中煤集團(tuan)公(gong)(gong)司(si)(si)(si)信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)領導小(xiao)組成立時間較(jiao)早,之后又根(gen)據信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)的(de)實際需求對信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)領導小(xiao)組進行了(le)調整,明確了(le)領導小(xiao)組的(de)組成人員及職責(ze),集團(tuan)公(gong)(gong)司(si)(si)(si)總經理經天亮(liang)同志親自擔任領導小(xiao)組組長。公(gong)(gong)司(si)(si)(si)各所屬企(qi)業也按集團(tuan)公(gong)(gong)司(si)(si)(si)要(yao)求,成立了(le)由(you)企(qi)業“一(yi)把(ba)手(shou)”掛(gua)帥的(de)信(xin)息(xi)(xi)化(hua)工(gong)作(zuo)(zuo)領導小(xiao)組。
針(zhen)對(dui)信(xin)(xin)息(xi)化(hua)工作中(zhong)常見的(de)信(xin)(xin)息(xi)化(hua)項目(mu)無序上馬、易出現信(xin)(xin)息(xi)孤島等問題,公(gong)司(si)陸續出臺(tai)了(le)一系列相關(guan)制度,要求所(suo)屬企(qi)業須將擬(ni)建(jian)的(de)信(xin)(xin)息(xi)化(hua)項目(mu)、或擬(ni)建(jian)項目(mu)中(zhong)包含的(de)信(xin)(xin)息(xi)化(hua)建(jian)設子項的(de)技(ji)術方案報(bao)集團公(gong)司(si)信(xin)(xin)息(xi)化(hua)建(jian)設領(ling)導(dao)小組(zu)(zu),經(jing)審核并批準后方可實施(shi)(shi)。未經(jing)批準的(de)項目(mu),各單位(wei)不得擅自建(jian)設。同時規定,凡涉及整(zheng)個集團公(gong)司(si)全局管(guan)控、主營業務的(de)綜(zong)合(he)管(guan)理信(xin)(xin)息(xi)系統(tong),必(bi)須由(you)集團公(gong)司(si)統(tong)一組(zu)(zu)織實施(shi)(shi),各所(suo)屬企(qi)業不得單獨建(jian)設。
信息(xi)化工作領(ling)導小組的(de)(de)(de)建立,加之相(xiang)關制(zhi)度的(de)(de)(de)有效(xiao)施行,初步遏制(zhi)了信息(xi)化建設中各所屬企業“自掃門前雪”的(de)(de)(de)勢頭,確立了中煤(mei)集團公司(si)信息(xi)化建設“一盤棋”的(de)(de)(de)格局。
(二)推動信息化專職管理機構的建設(she)。
信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou)在企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)內的(de)(de)地(di)位特殊(shu),相對(dui)于(yu)提出需求的(de)(de)業(ye)(ye)(ye)(ye)務部(bu)門(men),它是(shi)(shi)乙方,而對(dui)于(yu)各(ge)類信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)系統(tong)承建(jian)方,它是(shi)(shi)甲方。信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou)能否做好角色(se)的(de)(de)轉換,發揮好橋(qiao)梁和紐帶作用,對(dui)于(yu)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)(she)(she)工(gong)作意義重(zhong)大(da)(da)。中(zhong)(zhong)煤集(ji)(ji)團(tuan)公(gong)司信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)設(she)(she)(she)的(de)(de)具體工(gong)作由集(ji)(ji)團(tuan)公(gong)司信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)技術(shu)管(guan)(guan)理(li)(li)中(zhong)(zhong)心(xin)歸口管(guan)(guan)理(li)(li)。信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)技術(shu)管(guan)(guan)理(li)(li)中(zhong)(zhong)心(xin)成(cheng)立(li)(li)之初(chu),即將推動集(ji)(ji)團(tuan)公(gong)司所屬企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou)的(de)(de)建(jian)設(she)(she)(she)作為中(zhong)(zhong)心(xin)的(de)(de)一(yi)(yi)項重(zhong)要(yao)工(gong)作來抓。目(mu)前,中(zhong)(zhong)煤集(ji)(ji)團(tuan)公(gong)司所屬重(zhong)點生產(chan)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)中(zhong)(zhong),絕大(da)(da)多數已成(cheng)立(li)(li)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou),但仍(reng)有部(bu)分(fen)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)將信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)管(guan)(guan)理(li)(li)職(zhi)(zhi)能掛靠在企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)管(guan)(guan)理(li)(li)部(bu)、技術(shu)中(zhong)(zhong)心(xin)或辦公(gong)室等(deng)部(bu)門(men)。針對(dui)這(zhe)種情況,在過去的(de)(de)幾年中(zhong)(zhong),我(wo)們(men)一(yi)(yi)面繼續推動未建(jian)立(li)(li)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou)的(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)抓緊設(she)(she)(she)立(li)(li)相關(guan)機構(gou),另一(yi)(yi)方面,對(dui)已設(she)(she)(she)立(li)(li)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)專(zhuan)(zhuan)(zhuan)職(zhi)(zhi)管(guan)(guan)理(li)(li)機構(gou)的(de)(de)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye),我(wo)們(men)要(yao)求不(bu)但要(yao)給(gei)牌(pai)子(zi),還要(yao)賦予(yu)相應的(de)(de)職(zhi)(zhi)能,使這(zhe)些機構(gou)能夠(gou)真正(zheng)成(cheng)為企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作的(de)(de)“大(da)(da)管(guan)(guan)家”。
2006年(nian)4月間,信(xin)息(xi)中心(xin)在多次調研的(de)(de)(de)基礎上(shang)提出:平朔(shuo)(shuo)公(gong)司(si)作為集(ji)團公(gong)司(si)所屬重(zhong)點煤炭生產企業,其信(xin)息(xi)化(hua)(hua)建設工作繁重(zhong)且復雜,平朔(shuo)(shuo)公(gong)司(si)必須成(cheng)立獨(du)立的(de)(de)(de)信(xin)息(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)理(li)機(ji)構,統一管(guan)(guan)(guan)理(li)公(gong)司(si)信(xin)息(xi)化(hua)(hua)工作。此建議得到集(ji)團公(gong)司(si)領導的(de)(de)(de)大力支持,平朔(shuo)(shuo)公(gong)司(si)隨(sui)即成(cheng)立了獨(du)立的(de)(de)(de)信(xin)息(xi)化(hua)(hua)專(zhuan)職管(guan)(guan)(guan)理(li)機(ji)構。目前,平朔(shuo)(shuo)公(gong)司(si)的(de)(de)(de)信(xin)息(xi)化(hua)(hua)建設工作已在其信(xin)息(xi)中心(xin)的(de)(de)(de)管(guan)(guan)(guan)理(li)下有序(xu)展開。
伴(ban)隨著企(qi)業信(xin)息化工作的深(shen)入(ru)進行(xing),企(qi)業信(xin)息化專(zhuan)職管理機(ji)構也將(jiang)逐步(bu)建(jian)(jian)立、發展和(he)壯大。我們(men)將(jiang)繼(ji)續就專(zhuan)職管理機(ji)構建(jian)(jian)設問(wen)題展開調查研(yan)究并提出意見和(he)建(jian)(jian)議。同時,我們(men)還(huan)將(jiang)采取以項目建(jian)(jian)設促(cu)機(ji)構建(jian)(jian)設的方式,通過信(xin)息系(xi)統(tong)的成功建(jian)(jian)設和(he)應用來逐步(bu)建(jian)(jian)立健全企(qi)業信(xin)息化專(zhuan)職管理機(ji)構。
(三)初步制定了(le)企(qi)業信息化(hua)規劃。
信(xin)息(xi)化建設(she)必須有(you)(you)(you)的(de)(de)(de)(de)放矢,在(zai)信(xin)息(xi)化規(gui)(gui)劃(hua)的(de)(de)(de)(de)指導下有(you)(you)(you)序進行(xing)。中煤集(ji)團(tuan)公(gong)(gong)(gong)(gong)司對企業(ye)(ye)(ye)信(xin)息(xi)化規(gui)(gui)劃(hua)的(de)(de)(de)(de)編制工作(zuo)提出(chu)(chu)的(de)(de)(de)(de)要(yao)求是,既要(yao)有(you)(you)(you)三至五年的(de)(de)(de)(de)長(chang)遠規(gui)(gui)劃(hua),也要(yao)有(you)(you)(you)一(yi)(yi)年的(de)(de)(de)(de)短(duan)期規(gui)(gui)劃(hua);規(gui)(gui)劃(hua)中要(yao)體現“統(tong)一(yi)(yi)規(gui)(gui)劃(hua)、統(tong)一(yi)(yi)標準(zhun)、統(tong)一(yi)(yi)投資、統(tong)一(yi)(yi)建設(she)、統(tong)一(yi)(yi)管理”的(de)(de)(de)(de)信(xin)息(xi)化建設(she)基本(ben)原則;要(yao)符合(he)集(ji)團(tuan)公(gong)(gong)(gong)(gong)司和(he)本(ben)企業(ye)(ye)(ye)總(zong)體發展(zhan)規(gui)(gui)劃(hua),要(yao)體現出(chu)(chu)通(tong)過信(xin)息(xi)化建設(she)提升和(he)發展(zhan)主(zhu)營業(ye)(ye)(ye)務的(de)(de)(de)(de)思(si)路(lu)和(he)措施;要(yao)包含資金(jin)、人員及培訓(xun)的(de)(de)(de)(de)組(zu)織安排,還要(yao)包括舊有(you)(you)(you)信(xin)息(xi)化系統(tong)的(de)(de)(de)(de)改造和(he)處理辦(ban)法。按照這個思(si)路(lu),集(ji)團(tuan)公(gong)(gong)(gong)(gong)司及部分所屬企業(ye)(ye)(ye)先后編制了信(xin)息(xi)化建設(she)的(de)(de)(de)(de)短(duan)期規(gui)(gui)劃(hua)。同(tong)時,集(ji)團(tuan)公(gong)(gong)(gong)(gong)司信(xin)息(xi)化總(zong)體規(gui)(gui)劃(hua)也已被納入(ru)《中煤集(ji)團(tuan)公(gong)(gong)(gong)(gong)司“十一(yi)(yi)五”發展(zhan)規(gui)(gui)劃(hua)》中。
(四)完成了企業廣域網(wang)、視頻會議系統等信息化基礎設施的建設。
中煤集(ji)團公司(si)(si)廣域網及(ji)(ji)視(shi)頻(pin)會(hui)(hui)議(yi)系(xi)(xi)(xi)(xi)統(tong)于(yu)2005年9月建(jian)成(cheng)并(bing)投入(ru)使(shi)用。該系(xi)(xi)(xi)(xi)統(tong)是中煤集(ji)團公司(si)(si)開展信息化(hua)建(jian)設以(yi)來投入(ru)最大、涉(she)及(ji)(ji)范圍(wei)最廣的(de)項目,涉(she)及(ji)(ji)公司(si)(si)所(suo)屬二、三級企業36家。廣域網建(jian)設完成(cheng)后(hou),為(wei)公司(si)(si)資金集(ji)中管理系(xi)(xi)(xi)(xi)統(tong)、視(shi)頻(pin)會(hui)(hui)議(yi)系(xi)(xi)(xi)(xi)統(tong)、生產調(diao)度報表系(xi)(xi)(xi)(xi)統(tong)、VOIP系(xi)(xi)(xi)(xi)統(tong)及(ji)(ji)正在實施中的(de)人力資源管理系(xi)(xi)(xi)(xi)統(tong)和安(an)全監控系(xi)(xi)(xi)(xi)統(tong)提供了(le)安(an)全、穩定的(de)網絡平(ping)臺。其中,自視(shi)頻(pin)會(hui)(hui)議(yi)系(xi)(xi)(xi)(xi)統(tong)投入(ru)使(shi)用以(yi)來,集(ji)團公司(si)(si)總部已先(xian)后(hou)召開視(shi)頻(pin)會(hui)(hui)議(yi)30余次,參會(hui)(hui)人數約5500人,除提高辦公效率、擴大會(hui)(hui)議(yi)受眾面以(yi)及(ji)(ji)減少(shao)會(hui)(hui)議(yi)出差履行外,每年可直(zhi)接節(jie)約經費約600萬元。
(五)實施了(le)資金集中管理、人力資源管理、安全監(jian)控(kong)等大(da)型信息系(xi)統。
1.資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)理(li)(li)系(xi)統(tong)。中(zhong)(zhong)(zhong)煤(mei)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)2003年開(kai)(kai)始全面(mian)推行(xing)資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo)。針對(dui)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)銀行(xing)賬戶(hu)多(duo),資(zi)(zi)(zi)(zi)金(jin)分(fen)散且利用效率(lv)低(di)的(de)(de)突出問題,我(wo)(wo)們經過(guo)研究,選定了(le)5家(jia)合(he)作(zuo)(zuo)銀行(xing),對(dui)不(bu)同(tong)(tong)企業規定了(le)不(bu)同(tong)(tong)的(de)(de)開(kai)(kai)戶(hu)限額,對(dui)不(bu)符合(he)要求的(de)(de)賬戶(hu)加大力度進行(xing)了(le)清理(li)(li)。為便于(yu)資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)和(he)(he)(he)運行(xing)各(ge)環節有(you)(you)章可(ke)循,集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)先后(hou)制定了(le)《中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)煤(mei)能(neng)源(yuan)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)理(li)(li)暫(zan)行(xing)辦(ban)法》、《中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)煤(mei)能(neng)源(yuan)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)資(zi)(zi)(zi)(zi)金(jin)預(yu)算編制管(guan)(guan)理(li)(li)辦(ban)法》、《中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)煤(mei)能(neng)源(yuan)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)結(jie)(jie)算中(zhong)(zhong)(zhong)心(xin)網(wang)(wang)(wang)上(shang)(shang)銀行(xing)管(guan)(guan)理(li)(li)辦(ban)法》、《中(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)煤(mei)能(neng)源(yuan)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)結(jie)(jie)算中(zhong)(zhong)(zhong)心(xin)會計核(he)算辦(ban)法》、《集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)本部(bu)結(jie)(jie)算中(zhong)(zhong)(zhong)心(xin)資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)暫(zan)行(xing)辦(ban)法》等(deng)管(guan)(guan)理(li)(li)辦(ban)法。在此基(ji)(ji)礎上(shang)(shang),與合(he)作(zuo)(zuo)銀行(xing)建立網(wang)(wang)(wang)上(shang)(shang)銀行(xing)系(xi)統(tong),逐(zhu)步(bu)開(kai)(kai)始實現(xian)資(zi)(zi)(zi)(zi)金(jin)的(de)(de)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)和(he)(he)(he)監控(kong)管(guan)(guan)理(li)(li),初步(bu)形成了(le)“統(tong)一銀行(xing)帳(zhang)戶(hu)、統(tong)一銀行(xing)授(shou)信(xin)、統(tong)一監管(guan)(guan)資(zi)(zi)(zi)(zi)金(jin)收支、統(tong)一調(diao)劑(ji)資(zi)(zi)(zi)(zi)金(jin)余缺”即(ji)“四統(tong)一”資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)機制。在資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)和(he)(he)(he)運行(xing)過(guo)程中(zhong)(zhong)(zhong),由于(yu)網(wang)(wang)(wang)銀系(xi)統(tong)數據(ju)分(fen)散于(yu)各(ge)銀行(xing)所(suo)提供的(de)(de)平(ping)臺(tai)上(shang)(shang),而且格式、內容不(bu)統(tong)一,監控(kong)和(he)(he)(he)調(diao)配資(zi)(zi)(zi)(zi)金(jin)效率(lv)低(di),工(gong)(gong)作(zuo)(zuo)量大,我(wo)(wo)們在重新(xin)設計優(you)化管(guan)(guan)理(li)(li)流(liu)程的(de)(de)基(ji)(ji)礎上(shang)(shang),開(kai)(kai)發了(le)適合(he)集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)管(guan)(guan)理(li)(li)特點的(de)(de)資(zi)(zi)(zi)(zi)金(jin)管(guan)(guan)理(li)(li)軟件,與合(he)作(zuo)(zuo)銀行(xing)建立起了(le)銀企數據(ju)信(xin)息直聯系(xi)統(tong),使資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)統(tong)一在了(le)一個平(ping)臺(tai)上(shang)(shang),集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)及各(ge)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)可(ke)以通過(guo)統(tong)一的(de)(de)平(ping)臺(tai)進行(xing)資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)撥付和(he)(he)(he)監控(kong),基(ji)(ji)本上(shang)(shang)實現(xian)了(le)全面(mian)的(de)(de)資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)理(li)(li)。目前,集(ji)(ji)(ji)(ji)團(tuan)(tuan)(tuan)(tuan)(tuan)公(gong)(gong)(gong)(gong)(gong)(gong)司(si)(si)所(suo)屬各(ge)單位所(suo)有(you)(you)流(liu)動(dong)資(zi)(zi)(zi)(zi)金(jin)銀行(xing)帳(zhang)戶(hu)全部(bu)納入資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)理(li)(li)系(xi)統(tong)。我(wo)(wo)們將(jiang)繼(ji)續做好資(zi)(zi)(zi)(zi)金(jin)集(ji)(ji)(ji)(ji)中(zhong)(zhong)(zhong)管(guan)(guan)理(li)(li)系(xi)統(tong)的(de)(de)維護(hu)和(he)(he)(he)管(guan)(guan)理(li)(li)工(gong)(gong)作(zuo)(zuo),并有(you)(you)計劃地展開(kai)(kai)與系(xi)統(tong)相(xiang)關的(de)(de)廣(guang)域網(wang)(wang)(wang)補網(wang)(wang)(wang)及網(wang)(wang)(wang)絡安全建設等(deng)工(gong)(gong)作(zuo)(zuo)。
實(shi)踐(jian)證(zheng)明,該套資金(jin)(jin)(jin)(jin)集(ji)中(zhong)管(guan)理(li)系統有(you)利于降(jiang)低(di)資金(jin)(jin)(jin)(jin)成本(ben),提(ti)高經濟效益(yi);有(you)利于集(ji)團(tuan)內部資金(jin)(jin)(jin)(jin)的(de)合(he)力配置(zhi)和(he)流動(dong),提(ti)高資金(jin)(jin)(jin)(jin)使用效率;有(you)利于化(hua)解風險,規范資金(jin)(jin)(jin)(jin)流向,保證(zheng)資金(jin)(jin)(jin)(jin)健(jian)康運(yun)營(ying)(ying)。據初步統計,實(shi)行資金(jin)(jin)(jin)(jin)集(ji)中(zhong)管(guan)理(li)以來,集(ji)團(tuan)公司通過(guo)提(ti)前還貸、置(zhi)換高息(xi)貸款、盤活存量(liang)資金(jin)(jin)(jin)(jin)、內部調(diao)劑及利用銀行綜合(he)授信降(jiang)低(di)融(rong)資成本(ben)等方(fang)式(shi)產生的(de)直接和(he)間(jian)接經濟效益(yi)超過(guo)1.45億元,有(you)利地支持(chi)了集(ji)團(tuan)的(de)生產經營(ying)(ying)。
2.安(an)全(quan)(quan)(quan)監(jian)(jian)控系(xi)(xi)統(tong)。中煤集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)司(si)安(an)全(quan)(quan)(quan)監(jian)(jian)控系(xi)(xi)統(tong)是(shi)涵蓋(gai)集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總(zong)部(bu)及(ji)所屬(shu)煤礦(kuang)(kuang)生(sheng)產(chan)(chan)企業的計算機應(ying)用系(xi)(xi)統(tong),能夠提(ti)供(gong)基于地理信息系(xi)(xi)統(tong)的遠程(cheng)(cheng)監(jian)(jian)測(ce)聯網、日常安(an)全(quan)(quan)(quan)監(jian)(jian)管和應(ying)急(ji)救援指(zhi)(zhi)揮等功(gong)能,初(chu)步建(jian)立縱貫中煤集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總(zong)部(bu)及(ji)所屬(shu)煤礦(kuang)(kuang)生(sheng)產(chan)(chan)單位的安(an)全(quan)(quan)(quan)監(jian)(jian)控體系(xi)(xi)。目前項目一期(qi)(qi)已(yi)上(shang)線運行,在(zai)(zai)集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)司(si)總(zong)部(bu)即可實時(shi)監(jian)(jian)測(ce)所屬(shu)主要礦(kuang)(kuang)井各工(gong)(gong)作(zuo)面的瓦斯、一氧化碳、風速、溫度等實時(shi)數據及(ji)報(bao)警情況。二期(qi)(qi)工(gong)(gong)程(cheng)(cheng)完工(gong)(gong)后,集(ji)(ji)團(tuan)(tuan)(tuan)公(gong)司(si)及(ji)各煤礦(kuang)(kuang)生(sheng)產(chan)(chan)單位可根據瓦斯超限等事故(gu)情況啟動存儲在(zai)(zai)系(xi)(xi)統(tong)中的相(xiang)應(ying)預案,根據應(ying)急(ji)預案向各相(xiang)關(guan)(guan)部(bu)門和人員下達應(ying)急(ji)救援指(zhi)(zhi)令,指(zhi)(zhi)揮相(xiang)關(guan)(guan)部(bu)門與人員展開救助工(gong)(gong)作(zuo)。此(ci)項目預計于年內完工(gong)(gong)。
3.人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)系統。為(wei)實(shi)現(xian)中(zhong)煤集團(tuan)公(gong)司(si)人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)科學化、規范化,公(gong)司(si)人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)總(zong)部(bu)及(ji)(ji)信息(xi)中(zhong)心共(gong)同(tong)牽頭實(shi)施了(le)人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)系統,該系統涉(she)及(ji)(ji)公(gong)司(si)各級人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)部(bu)門(men),涵蓋了(le)從人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)計劃(包括機構管(guan)(guan)(guan)理(li)(li)(li)、職(zhi)(zhi)位管(guan)(guan)(guan)理(li)(li)(li)、職(zhi)(zhi)位分析)、人(ren)(ren)才(cai)招(zhao)聘到人(ren)(ren)事(shi)(shi)管(guan)(guan)(guan)理(li)(li)(li)(包括人(ren)(ren)事(shi)(shi)信息(xi)管(guan)(guan)(guan)理(li)(li)(li)、合同(tong)管(guan)(guan)(guan)理(li)(li)(li)、考勤休假(jia)管(guan)(guan)(guan)理(li)(li)(li)、保險(xian)管(guan)(guan)(guan)理(li)(li)(li)、績效評估(gu)、轉崗離職(zhi)(zhi)管(guan)(guan)(guan)理(li)(li)(li))、薪資(zi)/福(fu)利管(guan)(guan)(guan)理(li)(li)(li)以及(ji)(ji)員工的(de)(de)培(pei)訓(xun)、職(zhi)(zhi)業生涯(ya)規劃等各方面管(guan)(guan)(guan)理(li)(li)(li)內容(rong),為(wei)人(ren)(ren)力資(zi)源(yuan)(yuan)(yuan)管(guan)(guan)(guan)理(li)(li)(li)輔助(zhu)辦公(gong)及(ji)(ji)決策提供了(le)全面而高效的(de)(de)支持(chi)。
目前,人力資源管理系統一(yi)期工程已經(jing)完(wan)成,系統已在集(ji)團總部及兩家重(zhong)要(yao)二級企業投入運行(xing);二期工程正在實(shi)施中。
二、中煤集團公(gong)司(si)推進信(xin)息化(hua)工作的主(zhu)要經驗體會
(一)轉變觀念,提高認識,將信息化建設與促生產、保安(an)全(quan)、加強企(qi)業管控緊密結合。
中(zhong)煤集團公(gong)司(si)一(yi)(yi)貫重(zhong)視信(xin)息(xi)化(hua)建設(she)在企業發(fa)展(zhan)中(zhong)的重(zhong)要(yao)作(zuo)用,不但從機構設(she)置上給予信(xin)息(xi)化(hua)工作(zuo)充分保證,包(bao)括(kuo)經天(tian)亮總經理在內的集團公(gong)司(si)領導(dao)還(huan)在信(xin)息(xi)化(hua)領導(dao)小組和一(yi)(yi)些重(zhong)要(yao)信(xin)息(xi)化(hua)項目親自掛帥。集團公(gong)司(si)領導(dao)層的信(xin)息(xi)化(hua)意(yi)識到(dao)位(wei)和對信(xin)息(xi)化(hua)工作(zuo)的高度重(zhong)視,是近年來(lai)中(zhong)煤集團公(gong)司(si)信(xin)息(xi)化(hua)建設(she)工作(zuo)取(qu)得較快發(fa)展(zhan)的重(zhong)要(yao)原因。
在信(xin)息化建(jian)設過程中,我們一(yi)貫強調注重(zhong)利用信(xin)息技術和(he)手段(duan)為公司(si)創(chuang)造效益,節約成本,講實(shi)際、求(qiu)實(shi)效,量力而行,絕(jue)不(bu)貪大圖洋。我們堅持信(xin)息系統建(jian)設要(yao)靠“需(xu)求(qiu)拉(la)動、業務(wu)驅動”,切忌出現因企(qi)業信(xin)息化戰(zhan)略和(he)企(qi)業發展戰(zhan)略脫(tuo)節,信(xin)息技術的應用與企(qi)業經(jing)營目標脫(tuo)鉤(gou)而形成的“空中樓閣”。
(二)找準信(xin)息化工作的切入點,注重(zhong)應用信(xin)息化手(shou)段解決企業經營管(guan)理中主要矛(mao)盾。
中(zhong)煤集(ji)(ji)團公司信(xin)(xin)息(xi)(xi)化(hua)工(gong)作近年來的(de)穩步發(fa)展是與(yu)集(ji)(ji)團公司領導層的(de)高度重視(shi)分(fen)不開(kai)的(de)。而(er)信(xin)(xin)息(xi)(xi)化(hua)工(gong)作要(yao)獲得企業(ye)管理(li)(li)者的(de)持續重視(shi),就必(bi)須(xu)(xu)為增(zeng)強企業(ye)核心競爭力作出貢獻,必(bi)須(xu)(xu)能(neng)夠解決企業(ye)經營管理(li)(li)中(zhong)存在的(de)矛盾和(he)(he)遇到的(de)實際困難。在廣域(yu)網、視(shi)頻(pin)會(hui)議系統、資金集(ji)(ji)中(zhong)管理(li)(li)系統等(deng)信(xin)(xin)息(xi)(xi)化(hua)項目的(de)選(xuan)擇上,集(ji)(ji)中(zhong)體現了我公司在選(xuan)擇信(xin)(xin)息(xi)(xi)化(hua)工(gong)作切入點(dian)時,注(zhu)重信(xin)(xin)息(xi)(xi)化(hua)建設與(yu)提升(sheng)企業(ye)管理(li)(li)水平和(he)(he)提高企業(ye)經濟效益的(de)緊密結合的(de)特點(dian)。而(er)中(zhong)煤集(ji)(ji)團公司信(xin)(xin)息(xi)(xi)化(hua)今后的(de)重點(dian)工(gong)作仍將按照國資委提出的(de)“需求主導、實用高效”的(de)原則,緊密地圍繞著財(cai)務(wu)管理(li)(li)、安全(quan)生(sheng)產、綜合管理(li)(li)等(deng)企業(ye)經營管理(li)(li)的(de)重點(dian)工(gong)作展開(kai),注(zhu)重信(xin)(xin)息(xi)(xi)化(hua)的(de)投資回報。
(三)堅持(chi)“五統一(yi)”原則,使(shi)信息化建設有章可循。
“統(tong)(tong)一(yi)(yi)規劃、統(tong)(tong)一(yi)(yi)標準(zhun)、統(tong)(tong)一(yi)(yi)投(tou)資、統(tong)(tong)一(yi)(yi)建(jian)設(she)(she)(she)(she)、統(tong)(tong)一(yi)(yi)管理(li)”是(shi)中煤集(ji)(ji)團公(gong)司(si)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設(she)(she)(she)(she)的(de)(de)(de)(de)(de)(de)基(ji)(ji)本原(yuan)則,這也是(shi)從國(guo)資委中央企(qi)業CIO年會學來的(de)(de)(de)(de)(de)(de)經驗。近年來,我們將(jiang)“五統(tong)(tong)一(yi)(yi)”原(yuan)則貫徹于(yu)信(xin)(xin)(xin)息(xi)建(jian)設(she)(she)(she)(she)中每一(yi)(yi)個環節。制定了統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設(she)(she)(she)(she)規劃,統(tong)(tong)籌安排信(xin)(xin)(xin)息(xi)化(hua)建(jian)設(she)(she)(she)(she)的(de)(de)(de)(de)(de)(de)投(tou)資和計(ji)劃;建(jian)立了統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)(de)領(ling)導機構集(ji)(ji)團公(gong)司(si)信(xin)(xin)(xin)息(xi)化(hua)領(ling)導小組,重大事項統(tong)(tong)一(yi)(yi)決策;在集(ji)(ji)團公(gong)司(si)各企(qi)業中推(tui)動成立統(tong)(tong)一(yi)(yi)的(de)(de)(de)(de)(de)(de)信(xin)(xin)(xin)息(xi)化(hua)管理(li)專職機構;重視信(xin)(xin)(xin)息(xi)化(hua)管理(li)制度和標準(zhun)化(hua)建(jian)設(she)(she)(she)(she)。“五統(tong)(tong)一(yi)(yi)”的(de)(de)(de)(de)(de)(de)原(yuan)則的(de)(de)(de)(de)(de)(de)貫徹實施,是(shi)實現集(ji)(ji)團公(gong)司(si)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設(she)(she)(she)(she)“一(yi)(yi)盤棋(qi)”的(de)(de)(de)(de)(de)(de)重要保障(zhang),也是(shi)信(xin)(xin)(xin)息(xi)化(hua)建(jian)設(she)(she)(she)(she)持(chi)續發(fa)展的(de)(de)(de)(de)(de)(de)基(ji)(ji)礎。
(四)注重(zhong)人(ren)員(yuan)培訓(xun),加強人(ren)才隊伍建設(she)。
通過多年的(de)信息(xi)(xi)化(hua)實(shi)踐,我們(men)認識到,企業(ye)(ye)(ye)信息(xi)(xi)化(hua)需要既懂信息(xi)(xi)技(ji)術(shu)、又了解(jie)公(gong)司業(ye)(ye)(ye)務(wu)的(de)復合型人(ren)(ren)才,而信息(xi)(xi)系統在企業(ye)(ye)(ye)內(nei)順利地推(tui)廣使用依賴于企業(ye)(ye)(ye)員工的(de)信息(xi)(xi)技(ji)術(shu)水平。因此,中煤集(ji)團(tuan)公(gong)司充(chong)分重視并加強了人(ren)(ren)員培(pei)(pei)訓(xun)和(he)人(ren)(ren)才隊伍建設。一(yi)方(fang)面(mian),我們(men)做好機構(gou)(gou)建設工作(zuo)(zuo),給信息(xi)(xi)化(hua)管(guan)理機構(gou)(gou)增加編制(zhi)、補充(chong)人(ren)(ren)員;另(ling)一(yi)方(fang)面(mian),我們(men)注重作(zuo)(zuo)好人(ren)(ren)員培(pei)(pei)訓(xun)工作(zuo)(zuo),為信息(xi)(xi)化(hua)從業(ye)(ye)(ye)人(ren)(ren)員提(ti)供信息(xi)(xi)技(ji)術(shu)和(he)公(gong)司業(ye)(ye)(ye)務(wu)管(guan)理知識的(de)培(pei)(pei)訓(xun)。同時,在信息(xi)(xi)化(hua)項(xiang)目(mu)方(fang)案制(zhi)訂和(he)實(shi)施過程(cheng)中,始終堅持“培(pei)(pei)訓(xun)先行”,將培(pei)(pei)訓(xun)工作(zuo)(zuo)作(zuo)(zuo)為項(xiang)目(mu)建設的(de)重要組成內(nei)容。
根(gen)據國資委提(ti)出的中央(yang)企業信息化工作發展目(mu)標(biao),在2010年前,圍繞著信息化基礎設施、核心業務(wu)應用(yong)系統和綜(zong)合管理信息系統的建設,我們還將做好以下幾(ji)件事(shi)情:
