關于進一步推進中央企業信息化工作的意見
各中央企業:
為進(jin)(jin)一(yi)步(bu)貫徹落(luo)實《關于加(jia)強(qiang)中央企(qi)(qi)業信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)的(de)指導意(yi)見》(國資發[2007]8號),加(jia)快推進(jin)(jin)中央企(qi)(qi)業信(xin)息(xi)(xi)(xi)化建設,實現(xian)2010年信(xin)息(xi)(xi)(xi)化發展目標,結合中央企(qi)(qi)業信(xin)息(xi)(xi)(xi)化工作(zuo)(zuo)的(de)實際情況,針對存在的(de)不足與差距,提(ti)出如下意(yi)見。
一(yi)、制(zhi)訂信息化(hua)發展“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”。各中央企(qi)業(ye)要(yao)(yao)根據2007年度信息化(hua)水(shui)平(ping)(ping)評價結果,制(zhi)訂信息化(hua)發展“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”。“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”主(zhu)要(yao)(yao)包括:信息化(hua)水(shui)平(ping)(ping)登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)目(mu)標(biao)(biao)、主(zhu)要(yao)(yao)任務、采取的(de)(de)措施及達到(dao)目(mu)標(biao)(biao)的(de)(de)時間進度等內容。信息化(hua)水(shui)平(ping)(ping)處(chu)于E級(ji)(ji)(ji)和D級(ji)(ji)(ji)的(de)(de)企(qi)業(ye),“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”目(mu)標(biao)(biao)要(yao)(yao)在(zai)2010年底(di)以前達到(dao)C級(ji)(ji)(ji)以上(shang)。處(chu)于C級(ji)(ji)(ji)、B級(ji)(ji)(ji)的(de)(de)企(qi)業(ye)要(yao)(yao)制(zhi)訂達到(dao)上(shang)一(yi)級(ji)(ji)(ji)別(bie)的(de)(de)“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”。A級(ji)(ji)(ji)企(qi)業(ye)要(yao)(yao)與(yu)國際(ji)先進水(shui)平(ping)(ping)全面對標(biao)(biao),努力(li)達到(dao)和超過世(shi)界先進水(shui)平(ping)(ping)。各中央企(qi)業(ye)“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”請于6月底(di)前報國資委備案。國資委將定期監督檢查(cha)“登(deng)(deng)(deng)高(gao)(gao)(gao)(gao)計(ji)劃(hua)(hua)”的(de)(de)執行情況。
二、建(jian)立(li)首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官(CIO)制(zhi)度(du),設立(li)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)專職(zhi)管(guan)理部(bu)門(men)。為加(jia)強企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)工作的(de)組(zu)織領導,各中央(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)可建(jian)立(li)首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官制(zhi)度(du),設立(li)首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官。首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官的(de)主(zhu)要(yao)職(zhi)責(ze)(ze)是:挖掘企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)資(zi)源、制(zhi)定企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)戰略(lve)、為企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)布局、評估信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)價(jia)值;負(fu)責(ze)(ze)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)流(liu)(liu)、物流(liu)(liu)、資(zi)金(jin)流(liu)(liu)的(de)整合(he),完(wan)成信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)系統(tong)的(de)選型實施(shi);收集研究企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)內(nei)外部(bu)的(de)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi),為決(jue)策(ce)提供(gong)依據;協助完(wan)成企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)(ye)務(wu)流(liu)(liu)程重組(zu)、運用信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)管(guan)理技術重建(jian)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)決(jue)策(ce)體(ti)系和執行體(ti)系;安排企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)方面(mian)的(de)培訓,發(fa)現信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)應(ying)(ying)用的(de)瓶(ping)頸、觀察研究企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)運作中的(de)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)流(liu)(liu)及其(qi)作用。對(dui)應(ying)(ying)首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官的(de)職(zhi)責(ze)(ze)要(yao)求,各企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)應(ying)(ying)賦予首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官相應(ying)(ying)的(de)決(jue)策(ce)權和審批權,有關重大決(jue)策(ce)應(ying)(ying)聽取首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官的(de)意見。條件暫(zan)不成熟的(de)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye),可先(xian)由現任(ren)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)化(hua)主(zhu)管(guan)領導兼任(ren)首(shou)(shou)(shou)(shou)席(xi)信(xin)(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)(xi)官。
到(dao)2009年底,所有中央(yang)企業都應建立信息化(hua)專職(zhi)管理部門,做到(dao)機構(gou)、職(zhi)能、人員和責任“四落實”。
三、全面建(jian)(jian)立(li)信息化(hua)(hua)績(ji)(ji)效考核制度(du)(du)。2009年(nian),所有中央企(qi)業都應建(jian)(jian)立(li)信息化(hua)(hua)工(gong)作績(ji)(ji)效考核制度(du)(du),切(qie)實(shi)把(ba)信息化(hua)(hua)建(jian)(jian)設的責(ze)任和義務(wu)傳(chuan)遞到各級(ji)領導和全體員(yuan)(yuan)工(gong),實(shi)現“一把(ba)手工(gong)程”向“全員(yuan)(yuan)工(gong)程”的轉變。確(que)保(bao)層層落實(shi)信息化(hua)(hua)建(jian)(jian)設、應用、維護、升級(ji)和優(you)化(hua)(hua)的責(ze)任。
四、全(quan)面建立軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)管理(li)(li)制度。為(wei)加(jia)快推(tui)進使(shi)用正版軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)工作,加(jia)強軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)的(de)管理(li)(li),維(wei)護軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)使(shi)用的(de)合(he)法性(xing),提高軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)的(de)使(shi)用效率,中央企業(ye)要全(quan)面建立軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)管理(li)(li)制度,將軟(ruan)(ruan)(ruan)(ruan)件(jian)(jian)資(zi)產(chan)納入企業(ye)資(zi)產(chan)統一管理(li)(li)的(de)范疇,由資(zi)產(chan)管理(li)(li)部門集中管理(li)(li)。
五、全(quan)面建立信(xin)息(xi)安(an)全(quan)等級保(bao)(bao)護(hu)制(zhi)度。各企業信(xin)息(xi)化建設(she)要(yao)(yao)有統一的安(an)全(quan)管(guan)理(li)要(yao)(yao)求,建立信(xin)息(xi)系統安(an)全(quan)應急處理(li)機(ji)(ji)制(zhi),重(zhong)特大風險(xian)識(shi)別、防范和(he)控制(zhi)機(ji)(ji)制(zhi),重(zhong)要(yao)(yao)信(xin)息(xi)的保(bao)(bao)密和(he)防護(hu)機(ji)(ji)制(zhi),信(xin)息(xi)系統的災難恢復(fu)機(ji)(ji)制(zhi),信(xin)息(xi)安(an)全(quan)崗位職責規范。要(yao)(yao)按照國家信(xin)息(xi)安(an)全(quan)等級保(bao)(bao)護(hu)要(yao)(yao)求,完善信(xin)息(xi)安(an)全(quan)運(yun)行(xing)和(he)場地安(an)全(quan),確(que)保(bao)(bao)重(zhong)要(yao)(yao)數據安(an)全(quan)和(he)信(xin)息(xi)系統穩定運(yun)行(xing)。
六、樹立信(xin)息化示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)。為大力推廣信(xin)息化優異成果,發揮其示(shi)范(fan)(fan)作用(yong)(yong),國資(zi)委將根(gen)據各企業的申報(bao),選擇應(ying)(ying)用(yong)(yong)成果顯(xian)著的應(ying)(ying)用(yong)(yong)系統(tong)(tong)工(gong)(gong)(gong)(gong)程(cheng)(cheng),經(jing)專家評(ping)審確認(ren),樹立十個示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng),分別是:ERP示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、重大設備物資(zi)管(guan)理示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、資(zi)金集(ji)中管(guan)理示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、決策(ce)支持與綜合管(guan)理信(xin)息系統(tong)(tong)示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、軟件(jian)資(zi)產管(guan)理系統(tong)(tong)示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、技(ji)術創新示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、風險防(fang)范(fan)(fan)管(guan)理系統(tong)(tong)示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、人(ren)力資(zi)源系統(tong)(tong)示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、電子商務示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)、信(xin)息安全示(shi)范(fan)(fan)工(gong)(gong)(gong)(gong)程(cheng)(cheng)。
七、開(kai)展(zhan)中(zhong)央企業(ye)(ye)(ye)(ye)間信(xin)息(xi)(xi)化(hua)建設的幫扶(fu)。信(xin)息(xi)(xi)化(hua)建設相對(dui)落后(hou)(hou)(hou)的企業(ye)(ye)(ye)(ye)可以向國資(zi)委(wei)提出(chu)具(ju)體幫扶(fu)要求,由國資(zi)委(wei)統一(yi)組織采取“一(yi)幫一(yi)”或(huo)“多幫一(yi)”的方(fang)式(shi),從先(xian)(xian)進企業(ye)(ye)(ye)(ye)借調優秀(xiu)人才到后(hou)(hou)(hou)進企業(ye)(ye)(ye)(ye)掛職,時間不超(chao)過半年;或(huo)根(gen)據提出(chu)的具(ju)體幫扶(fu)項目(mu),一(yi)個項目(mu)一(yi)個項目(mu)地幫扶(fu)。先(xian)(xian)進企業(ye)(ye)(ye)(ye)要發(fa)揚風(feng)格,派(pai)出(chu)得力人員支(zhi)持后(hou)(hou)(hou)進企業(ye)(ye)(ye)(ye)加快發(fa)展(zhan)。
八(ba)、實施中央企(qi)(qi)(qi)業(ye)(ye)信息化建(jian)(jian)設成果的(de)共享(xiang)。鼓勵中央企(qi)(qi)(qi)業(ye)(ye)將擁(yong)(yong)有(you)自主知識(shi)產(chan)權的(de)應用(yong)(yong)軟件(jian),在中央企(qi)(qi)(qi)業(ye)(ye)范圍實施共享(xiang),有(you)償使用(yong)(yong),以避免(mian)重(zhong)復(fu)(fu)開發(fa)、重(zhong)復(fu)(fu)投(tou)資,縮短開發(fa)建(jian)(jian)設周期(qi)。擁(yong)(yong)有(you)自主知識(shi)產(chan)權應用(yong)(yong)軟件(jian)的(de)企(qi)(qi)(qi)業(ye)(ye)可將其軟件(jian)產(chan)品報國資委備(bei)案,由國資委向(xiang)其他中央企(qi)(qi)(qi)業(ye)(ye)推薦。
九、開展中(zhong)央企(qi)業信息(xi)化合作外(wai)(wai)包(bao)(bao)。由于缺(que)乏資金(jin)投(tou)入,技術人(ren)(ren)員(yuan)不夠,信息(xi)化建設推進(jin)比較慢的企(qi)業可以(yi)考慮采(cai)用(yong)外(wai)(wai)包(bao)(bao)的方(fang)(fang)式(shi)(shi),提(ti)出具體(ti)需求,由中(zhong)央企(qi)業中(zhong)的網(wang)絡(luo)運營商、系(xi)統集成商、軟件開發商承(cheng)包(bao)(bao)統一(yi)建設信息(xi)網(wang)絡(luo)平臺和管(guan)理(li)信息(xi)系(xi)統,并負責日常運維,企(qi)業按年支付租金(jin),以(yi)減少一(yi)次性集中(zhong)投(tou)資,縮短(duan)建設周期,解決技術人(ren)(ren)員(yuan)缺(que)乏問題,加快推進(jin)信息(xi)化建設。選(xuan)擇這種外(wai)(wai)包(bao)(bao)方(fang)(fang)式(shi)(shi)的企(qi)業,可向國資委申報,由國資委協調組織。
十(shi)、組(zu)(zu)織(zhi)開(kai)展專家咨詢和培訓工作。為(wei)(wei)盡快提高中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)整體水平,國資(zi)委將應企(qi)業(ye)(ye)(ye)(ye)(ye)要求(qiu),組(zu)(zu)織(zhi)專家為(wei)(wei)中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)建(jian)設提供(gong)專業(ye)(ye)(ye)(ye)(ye)咨詢,指導企(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)建(jian)設。為(wei)(wei)提高首席信(xin)息(xi)(xi)官的業(ye)(ye)(ye)(ye)(ye)務(wu)水平,國資(zi)委將定期舉(ju)辦中(zhong)(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)(ye)首席信(xin)息(xi)(xi)官業(ye)(ye)(ye)(ye)(ye)務(wu)培訓班。
十一(yi)、組織開展(zhan)中央(yang)(yang)企業(ye)門(men)戶(hu)(hu)網(wang)(wang)(wang)站績效評(ping)估工(gong)作。企業(ye)門(men)戶(hu)(hu)網(wang)(wang)(wang)站是(shi)企業(ye)信息化建設(she)重要內(nei)容之一(yi),為打造中央(yang)(yang)企業(ye)網(wang)(wang)(wang)上形(xing)象(xiang),擴展(zhan)網(wang)(wang)(wang)上服務的種類和質量,提(ti)高(gao)網(wang)(wang)(wang)站建設(she)水平,國資委將制定中央(yang)(yang)企業(ye)門(men)戶(hu)(hu)網(wang)(wang)(wang)站績效評(ping)估辦法,對各(ge)企業(ye)門(men)戶(hu)(hu)網(wang)(wang)(wang)站開展(zhan)績效評(ping)估。
十二、表彰(zhang)中央企業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)作先(xian)進(jin)(jin)集體(ti)和先(xian)進(jin)(jin)個(ge)(ge)人(ren)。國資委將制(zhi)定中央企業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)作先(xian)進(jin)(jin)集體(ti)和先(xian)進(jin)(jin)個(ge)(ge)人(ren)評選辦法(fa),適時對(dui)中央企業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)作成效顯著(zhu)的(de)先(xian)進(jin)(jin)集體(ti)和為企業(ye)(ye)信(xin)(xin)息(xi)(xi)化(hua)工(gong)作作出(chu)突出(chu)貢(gong)獻的(de)先(xian)進(jin)(jin)個(ge)(ge)人(ren)進(jin)(jin)行(xing)表彰(zhang)。
