改(gai)革(ge)(ge)是(shi)國(guo)(guo)有企業(ye)增強(qiang)核(he)心(xin)功能、提(ti)(ti)高核(he)心(xin)競爭力的(de)(de)(de)重(zhong)要舉措。在國(guo)(guo)企改(gai)革(ge)(ge)三年行(xing)動(dong)成果基礎上,黨中央(yang)作(zuo)(zuo)出(chu)了實(shi)(shi)施國(guo)(guo)企改(gai)革(ge)(ge)深(shen)化(hua)提(ti)(ti)升(sheng)行(xing)動(dong)的(de)(de)(de)重(zhong)大(da)戰略安排。1月(yue)24日,國(guo)(guo)務(wu)院國(guo)(guo)資委副主任袁野在國(guo)(guo)務(wu)院新聞辦舉行(xing)的(de)(de)(de)新聞發(fa)布(bu)會上就持續推動(dong)國(guo)(guo)企改(gai)革(ge)(ge)走深(shen)走實(shi)(shi)作(zuo)(zuo)了專門介(jie)紹。國(guo)(guo)有企業(ye)改(gai)革(ge)(ge)再深(shen)化(hua),是(shi)我國(guo)(guo)進(jin)一步全(quan)面(mian)深(shen)化(hua)改(gai)革(ge)(ge)的(de)(de)(de)重(zhong)要組成部(bu)分。作(zuo)(zuo)為黨執政(zheng)興(xing)國(guo)(guo)的(de)(de)(de)重(zhong)要支(zhi)柱和依靠力量(liang),中央(yang)企業(ye)立足新時代新征程,聚焦高質量(liang)發(fa)展(zhan),拿出(chu)更大(da)的(de)(de)(de)勇(yong)氣、更多的(de)(de)(de)舉措,大(da)膽實(shi)(shi)踐探索,通過改(gai)革(ge)(ge)推動(dong)企業(ye)發(fa)展(zhan),更好發(fa)揮科(ke)技創新、產業(ye)控制、安全(quan)支(zhi)撐作(zuo)(zuo)用。
一(yi)(yi)(yi)是(shi)聚焦完善(shan)中(zhong)(zhong)國(guo)特(te)(te)色(se)國(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)現(xian)(xian)(xian)代(dai)公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)深化(hua)改革。堅持(chi)黨(dang)對國(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)的領導(dao)是(shi)重大政(zheng)治(zhi)原則,必(bi)(bi)須一(yi)(yi)(yi)以(yi)(yi)貫之(zhi);建立現(xian)(xian)(xian)代(dai)企(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)(zhi)度(du)是(shi)國(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)改革的方(fang)向,也必(bi)(bi)須一(yi)(yi)(yi)以(yi)(yi)貫之(zhi)。近年(nian)來,中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)圍繞建設中(zhong)(zhong)國(guo)特(te)(te)色(se)現(xian)(xian)(xian)代(dai)企(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)(zhi)度(du)開展了大量實踐探索(suo)。以(yi)(yi)中(zhong)(zhong)國(guo)石化(hua)為例,全面落實“兩個一(yi)(yi)(yi)以(yi)(yi)貫之(zhi)”,加快健全權責法(fa)定、權責透明、協調運轉、有(you)(you)(you)效制(zhi)(zhi)(zhi)衡的公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)機(ji)制(zhi)(zhi)(zhi),總部(bu)和(he)直屬單(dan)位(wei)全面制(zhi)(zhi)(zhi)定“定”和(he)“議”兩個清單(dan),積(ji)極推進(jin)(jin)董(dong)(dong)事(shi)會規(gui)范高(gao)效運行(xing),子企(qi)(qi)(qi)業(ye)(ye)董(dong)(dong)事(shi)會實現(xian)(xian)(xian)應(ying)建盡建和(he)外部(bu)董(dong)(dong)事(shi)占多(duo)數,探索(suo)解決了企(qi)(qi)(qi)業(ye)(ye)黨(dang)委(wei)“定”和(he)“議”的內容、不同(tong)類型企(qi)(qi)(qi)業(ye)(ye)的黨(dang)委(wei)前置研究討論程序、各治(zhi)理(li)(li)主體(ti)權責邊界等(deng)系(xi)(xi)列問題。實踐表明,進(jin)(jin)一(yi)(yi)(yi)步完善(shan)中(zhong)(zhong)國(guo)特(te)(te)色(se)現(xian)(xian)(xian)代(dai)企(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)(zhi)度(du),關(guan)鍵在于如何有(you)(you)(you)效地把加強黨(dang)的領導(dao)和(he)完善(shan)公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)有(you)(you)(you)機(ji)統一(yi)(yi)(yi)起來。中(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)應(ying)在完善(shan)公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)中(zhong)(zhong)加強黨(dang)的領導(dao),把黨(dang)委(wei)前置研究、董(dong)(dong)事(shi)會科學決策(ce)、經(jing)理(li)(li)層高(gao)效履(lv)職等(deng)探索(suo)性措施(shi)固化(hua)下來,把黨(dang)的領導(dao)融入(ru)公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)各環(huan)節制(zhi)(zhi)(zhi)度(du)化(hua)機(ji)制(zhi)(zhi)(zhi)化(hua)常態(tai)化(hua),探索(suo)出一(yi)(yi)(yi)條具(ju)有(you)(you)(you)中(zhong)(zhong)國(guo)特(te)(te)色(se)的國(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)現(xian)(xian)(xian)代(dai)公(gong)(gong)(gong)司(si)(si)治(zhi)理(li)(li)新模(mo)式,讓黨(dang)的政(zheng)治(zhi)優勢(shi)(shi)、組織(zhi)優勢(shi)(shi)、密切聯系(xi)(xi)群眾優勢(shi)(shi)轉化(hua)為企(qi)(qi)(qi)業(ye)(ye)發展優勢(shi)(shi)。
二是(shi)聚焦增強(qiang)戰略引(yin)(yin)領(ling)(ling)能(neng)(neng)(neng)(neng)力深化(hua)(hua)改革。戰略決定方向(xiang)(xiang),在(zai)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)(fa)(fa)展(zhan)中(zhong)發(fa)(fa)(fa)揮綱領(ling)(ling)性作用。當(dang)前,全(quan)球科技創新(xin)密集活躍,傳(chuan)統產業(ye)(ye)(ye)(ye)(ye)(ye)加(jia)速(su)(su)(su)迭代(dai)升級,新(xin)經濟新(xin)業(ye)(ye)(ye)(ye)(ye)(ye)態層出不窮,對(dui)(dui)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)戰略引(yin)(yin)領(ling)(ling)能(neng)(neng)(neng)(neng)力提出了新(xin)挑戰。近年來(lai)(lai),中(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)積極應對(dui)(dui)形勢變(bian)化(hua)(hua),以(yi)(yi)服(fu)務(wu)國(guo)(guo)家(jia)戰略、做(zuo)強(qiang)做(zuo)優(you)做(zuo)大為(wei)基(ji)點,不斷調整優(you)化(hua)(hua)自(zi)身戰略。以(yi)(yi)石(shi)油石(shi)化(hua)(hua)領(ling)(ling)域為(wei)例,能(neng)(neng)(neng)(neng)源(yuan)(yuan)化(hua)(hua)工行業(ye)(ye)(ye)(ye)(ye)(ye)轉(zhuan)(zhuan)(zhuan)型發(fa)(fa)(fa)展(zhan)已由起步蓄力期轉(zhuan)(zhuan)(zhuan)向(xiang)(xiang)全(quan)面(mian)(mian)加(jia)速(su)(su)(su)期,“雙碳”目標(biao)正在(zai)驅動(dong)(dong)能(neng)(neng)(neng)(neng)源(yuan)(yuan)結構(gou)向(xiang)(xiang)綠色化(hua)(hua)多(duo)元化(hua)(hua)轉(zhuan)(zhuan)(zhuan)型,非(fei)化(hua)(hua)石(shi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)加(jia)速(su)(su)(su)崛起,高(gao)端石(shi)化(hua)(hua)產品(pin)(pin)迎(ying)來(lai)(lai)新(xin)空(kong)間(jian)。面(mian)(mian)對(dui)(dui)新(xin)形勢新(xin)變(bian)化(hua)(hua),中(zhong)國(guo)(guo)石(shi)化(hua)(hua)提出了打(da)造世界領(ling)(ling)先潔凈能(neng)(neng)(neng)(neng)源(yuan)(yuan)化(hua)(hua)工公司(si)的(de)戰略目標(biao),明確(que)了以(yi)(yi)能(neng)(neng)(neng)(neng)源(yuan)(yuan)資源(yuan)(yuan)為(wei)基(ji)礎、以(yi)(yi)潔凈油品(pin)(pin)和現代(dai)化(hua)(hua)工為(wei)兩翼(yi)、以(yi)(yi)新(xin)能(neng)(neng)(neng)(neng)源(yuan)(yuan)新(xin)材料(liao)新(xin)經濟為(wei)重要增長(chang)極的(de)“一(yi)基(ji)兩翼(yi)三新(xin)”產業(ye)(ye)(ye)(ye)(ye)(ye)格(ge)局(ju),為(wei)主動(dong)(dong)應對(dui)(dui)能(neng)(neng)(neng)(neng)源(yuan)(yuan)轉(zhuan)(zhuan)(zhuan)型、保持未來(lai)(lai)競爭優(you)勢提供了戰略引(yin)(yin)領(ling)(ling)。實踐表明,戰略事關(guan)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)(fa)(fa)展(zhan)全(quan)局(ju)和長(chang)遠,諾基(ji)亞、柯達等知名企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)的(de)衰敗,無一(yi)不與戰略失誤相關(guan)。中(zhong)央企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)(ye)應把戰略引(yin)(yin)領(ling)(ling)能(neng)(neng)(neng)(neng)力擺在(zai)更加(jia)重要的(de)位置(zhi),準確(que)把握(wo)技術(shu)發(fa)(fa)(fa)展(zhan)趨勢,及時洞察(cha)行業(ye)(ye)(ye)(ye)(ye)(ye)發(fa)(fa)(fa)展(zhan)動(dong)(dong)態,立(li)足(zu)國(guo)(guo)資央企(qi)(qi)使命責任,明確(que)戰略定位,做(zuo)好(hao)戰略選擇,看準方向(xiang)(xiang),搶抓機會,在(zai)服(fu)務(wu)國(guo)(guo)家(jia)戰略目標(biao)、發(fa)(fa)(fa)展(zhan)戰略性新(xin)興產業(ye)(ye)(ye)(ye)(ye)(ye)和未來(lai)(lai)產業(ye)(ye)(ye)(ye)(ye)(ye)等方面(mian)(mian)下好(hao)“先手棋”,掌握(wo)戰略主動(dong)(dong)權。
