中國能建:以創造價值為核心 推動采購管理向供應鏈管理升級

中國能源建(jian)(jian)設集團(tuan)有限公司(以(yi)下簡稱中國能建(jian)(jian))以(yi)對標世(shi)界(jie)一(yi)流(liu)和采購管(guan)(guan)理對標提升(sheng)(sheng)行動為(wei)契(qi)機,以(yi)支持(chi)“十四五”再造(zao)一(yi)個(ge)高質量發展(zhan)的新能建(jian)(jian)為(wei)目標,在公司“1466”戰略引領下,聚焦提升(sheng)(sheng)固鏈(lian)(lian)、補鏈(lian)(lian)、強鏈(lian)(lian)能力和建(jian)(jian)設現代產業鏈(lian)(lian)鏈(lian)(lian)長,不斷深化供應(ying)鏈(lian)(lian)體系(xi)機制改革,推(tui)動采購管(guan)(guan)理向供應(ying)鏈(lian)(lian)管(guan)(guan)理升(sheng)(sheng)級,初(chu)步構(gou)建(jian)(jian)具有中國能建(jian)(jian)特色(se)的供應(ying)鏈(lian)(lian)生(sheng)態(tai)。

切實摸清家底 制定三步走提升方案

遵照國(guo)(guo)務院國(guo)(guo)資委有關要(yao)求,中國(guo)(guo)能建(jian)(jian)持續推(tui)動采(cai)購(gou)管理(li)合規化(hua)、集約化(hua)、信息化(hua)和標準化(hua)。根據中國(guo)(guo)能建(jian)(jian)發展需要(yao),結合自身管理(li)水平(ping)和資源稟(bing)賦等因素,研究制(zhi)定了“三步走”的(de)采(cai)購(gou)管理(li)提升方(fang)案(an)。

2013年(nian)至2016年(nian),中(zhong)(zhong)國能(neng)建(jian)(jian)(jian)建(jian)(jian)(jian)章立(li)(li)制(zhi),搭建(jian)(jian)(jian)了統(tong)(tong)一的(de)(de)電(dian)子(zi)采(cai)(cai)(cai)購平(ping)臺(tai)(tai),實現由(you)(you)采(cai)(cai)(cai)購管理(li)(li)分散向(xiang)采(cai)(cai)(cai)購管理(li)(li)集中(zhong)(zhong)轉變;2017年(nian)至2020年(nian),中(zhong)(zhong)國能(neng)建(jian)(jian)(jian)建(jian)(jian)(jian)立(li)(li)以集采(cai)(cai)(cai)目錄(lu)為驅動(dong)的(de)(de)兩(liang)級集采(cai)(cai)(cai)運(yun)行機(ji)制(zhi),組建(jian)(jian)(jian)了電(dian)商公司支持集團級集采(cai)(cai)(cai)工(gong)作,實現了由(you)(you)采(cai)(cai)(cai)購管理(li)(li)集中(zhong)(zhong)向(xiang)采(cai)(cai)(cai)購行為集中(zhong)(zhong)蛻變;2020年(nian)8月開(kai)始,根據(ju)中(zhong)(zhong)國能(neng)建(jian)(jian)(jian)業務轉型和發(fa)展需(xu)要,中(zhong)(zhong)國能(neng)建(jian)(jian)(jian)探索采(cai)(cai)(cai)購管理(li)(li)向(xiang)兩(liang)端延(yan)伸,先(xian)后(hou)開(kai)展了供(gong)應(ying)鏈發(fa)展規(gui)劃編制(zhi)和供(gong)應(ying)鏈一體化管理(li)(li)平(ping)臺(tai)(tai)建(jian)(jian)(jian)設(she),擬通過系統(tong)(tong)整(zheng)合內外部資源(yuan)和平(ping)臺(tai)(tai),重構中(zhong)(zhong)國能(neng)建(jian)(jian)(jian)供(gong)應(ying)鏈“血脈”和“神經”,推動(dong)由(you)(you)傳統(tong)(tong)采(cai)(cai)(cai)購管理(li)(li)向(xiang)供(gong)應(ying)鏈管理(li)(li)蝶變。

加強頂層設計 重塑供應鏈運行體系

中國能建立足現代供(gong)(gong)應鏈(lian)(lian)(lian)融合(he)、協(xie)同(tong)的特征,按(an)照整體(ti)智治理(li)念,重塑(su)供(gong)(gong)應鏈(lian)(lian)(lian)管理(li)體(ti)系(xi)(xi)、制度體(ti)系(xi)(xi)和(he)支(zhi)撐保障體(ti)系(xi)(xi)。一是(shi)全(quan)面深(shen)化(hua)供(gong)(gong)應鏈(lian)(lian)(lian)管理(li)體(ti)系(xi)(xi)改革,構(gou)建多部(bu)門協(xie)同(tong)、上(shang)下聯動、敏捷(jie)高效型適應性組織,以體(ti)制變(bian)革,進(jin)一步(bu)激發(fa)企業(ye)競爭活(huo)力(li),按(an)照集約化(hua)、扁平(ping)(ping)化(hua)、柔性化(hua)原則,構(gou)建1個統籌決策型總(zong)部(bu)、2個專(zhuan)業(ye)支(zhi)撐平(ping)(ping)臺、X個區聯采中心(xin)、N個基層實施(shi)機(ji)構(gou)的“1+2+X+N”供(gong)(gong)應鏈(lian)(lian)(lian)管理(li)架(jia)構(gou);二(er)是(shi)圍繞供(gong)(gong)應鏈(lian)(lian)(lian)全(quan)流程管理(li)需(xu)要,遵循“明確(que)具體(ti)、實在(zai)管用(yong)、簡(jian)約高效”的原則,重塑(su)供(gong)(gong)應鏈(lian)(lian)(lian)管理(li)制度,構(gou)建1個一級制度、3個二(er)級制度、N個三級制度的“1+3+N”供(gong)(gong)應鏈(lian)(lian)(lian)管理(li)制度體(ti)系(xi)(xi);三是(shi)構(gou)建供(gong)(gong)應鏈(lian)(lian)(lian)標(biao)(biao)準(zhun)、供(gong)(gong)方資源、人才(cai)、價格、知(zhi)識(shi)等“五庫”支(zhi)撐保障體(ti)系(xi)(xi),實現供(gong)(gong)應鏈(lian)(lian)(lian)業(ye)務(wu)規(gui)范化(hua)、科學(xue)化(hua)、標(biao)(biao)準(zhun)化(hua)管理(li)。

注重數字賦能 提升供應鏈管控水平

中(zhong)國能(neng)(neng)(neng)建(jian)(jian)(jian)樹(shu)立科(ke)技(ji)是第(di)一(yi)(yi)生(sheng)產力觀念,保證供(gong)應鏈(lian)核心(xin)技(ji)術自主可(ke)控。充分(fen)利用“云大物移智鏈(lian)”等(deng)先進技(ji)術,解決物流(liu)、信息(xi)流(liu)、資金流(liu)的(de)信任和流(liu)動受阻等(deng)問題。按照統(tong)(tong)一(yi)(yi)標準、統(tong)(tong)一(yi)(yi)數據、統(tong)(tong)一(yi)(yi)架構、統(tong)(tong)一(yi)(yi)應用、統(tong)(tong)一(yi)(yi)管理的(de)設計(ji)思想,以(yi)中(zhong)國能(neng)(neng)(neng)建(jian)(jian)(jian)信息(xi)化“一(yi)(yi)張網、一(yi)(yi)朵云”為基礎(chu),打造包(bao)含能(neng)(neng)(neng)建(jian)(jian)(jian)客商(shang)(shang)(shang)、能(neng)(neng)(neng)建(jian)(jian)(jian)云采、能(neng)(neng)(neng)建(jian)(jian)(jian)云商(shang)(shang)(shang)、能(neng)(neng)(neng)建(jian)(jian)(jian)云造、能(neng)(neng)(neng)建(jian)(jian)(jian)云運、能(neng)(neng)(neng)建(jian)(jian)(jian)云倉、供(gong)應鏈(lian)運營中(zhong)心(xin)等(deng)“6P一(yi)(yi)中(zhong)心(xin)”供(gong)應鏈(lian)管理一(yi)(yi)體化平臺(tai)。各子平臺(tai)融合貫(guan)通,共同實現對(dui)供(gong)應商(shang)(shang)(shang)、電子采購、電子商(shang)(shang)(shang)務、合同履約、監造、倉儲物流(liu)等(deng)管理,提供(gong)采購全生(sheng)命周期的(de)信息(xi)化、數字化支撐(cheng),構建(jian)(jian)(jian)供(gong)應鏈(lian)的(de)生(sheng)態閉(bi)環。

深挖要素集約 拓展供應鏈價值水平

中國能(neng)建組(zu)織(zhi)建設了自主可控(kong)(kong)的(de)電子采(cai)(cai)購(gou)(gou)門戶網、電子采(cai)(cai)購(gou)(gou)平臺(tai)(tai)、能(neng)建商(shang)(shang)城電商(shang)(shang)平臺(tai)(tai),通過“一網雙(shuang)平臺(tai)(tai)”,實(shi)現了采(cai)(cai)購(gou)(gou)制(zhi)度流程(cheng)(cheng)化(hua),采(cai)(cai)購(gou)(gou)流程(cheng)(cheng)表單(dan)化(hua),采(cai)(cai)購(gou)(gou)表單(dan)電子化(hua),確保“業務公開(kai)、過程(cheng)(cheng)受控(kong)(kong)、全程(cheng)(cheng)在案、永久追溯(su)”。目前中國能(neng)建上網采(cai)(cai)購(gou)(gou)規(gui)模從2014年的(de)26.9億元(yuan)快速增(zeng)長(chang)至(zhi)2021年的(de)2357億元(yuan),累計采(cai)(cai)購(gou)(gou)金(jin)額(e)超(chao)萬(wan)億,上網采(cai)(cai)購(gou)(gou)率從12.7%增(zeng)長(chang)到96%以上,采(cai)(cai)購(gou)(gou)周期(qi)較過去縮短67%。

通過(guo)卡拉杰克(ke)模(mo)型對物(wu)資進行科學(xue)劃分,根據不同類(lei)型的物(wu)資施(shi)以(yi)有針對性的采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)策略,中國能(neng)建(jian)系(xi)統(tong)規劃了(le)戰略采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)、統(tong)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)框招(zhao)(zhao)、集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)實招(zhao)(zhao)、區(qu)域(yu)(yu)聯采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)、內部(bu)(bu)協同、限額采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)、直(zhi)管統(tong)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)和專項(xiang)專采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)等八大(da)類(lei)集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)模(mo)式(shi)和相(xiang)關流程,重點推動(dong)了(le)以(yi)總(zong)部(bu)(bu)拿總(zong)、區(qu)域(yu)(yu)轄(xia)統(tong)、重點抓大(da)、企業收攏的分級分類(lei)管控模(mo)式(shi)。通過(guo)開展戰略采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)、服務集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)、區(qu)域(yu)(yu)聯采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)等品類(lei)創(chuang)新和模(mo)式(shi)創(chuang)新,中國能(neng)建(jian)集(ji)(ji)(ji)(ji)中采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)管理體系(xi)逐步完(wan)善(shan),實施(shi)架構(gou)更加清晰,實施(shi)模(mo)式(shi)更加高效。集(ji)(ji)(ji)(ji)團級集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)金(jin)額實現由0到近450億的跨(kua)越,集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)落地率(lv)超(chao)92%,集(ji)(ji)(ji)(ji)采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)綜合降本(ben)率(lv)達4.85%,節(jie)約采(cai)(cai)(cai)(cai)(cai)(cai)(cai)(cai)購(gou)(gou)(gou)成(cheng)本(ben)逾(yu)21.8億。

深化內外協同 打造供應鏈價值生態

中國能(neng)建大力推動以裝備制造產品為(wei)主的(de)(de)設(she)備物資(zi)協同(tong)(tong)經營(ying),編制了協同(tong)(tong)目(mu)錄,開(kai)發了協同(tong)(tong)平臺,2021年共撮合(he)采(cai)購(gou)交易批次(ci)(ci)同(tong)(tong)比(bi)增加(jia)52.3%,成(cheng)交金額同(tong)(tong)比(bi)增加(jia)87.5%。同(tong)(tong)時,研(yan)發剩(sheng)余設(she)備物資(zi)調劑(ji)平臺,實(shi)現(xian)剩(sheng)余物資(zi)再(zai)利用(yong)和(he)閑置設(she)備再(zai)上崗(gang),充分發揮集團總部(bu)的(de)(de)資(zi)源配置作(zuo)用(yong),實(shi)現(xian)“1+1>2”的(de)(de)整合(he)效應。甄選了一批信用(yong)好、實(shi)力強的(de)(de)供應商(shang)開(kai)展深層(ceng)次(ci)(ci)合(he)作(zuo),目(mu)前(qian)已與ABB、華為(wei)、隆基、中外(wai)運等行(xing)業頭部(bu)企業簽訂戰略供應商(shang)合(he)作(zuo)協議,實(shi)現(xian)以點帶鏈、以鏈帶面,維護供應鏈安全可靠,促進產業鏈運轉暢通。
