湖州(zhou)科(ke)技城公(gong)(gong)司(si)圍(wei)繞提(ti)(ti)質增(zeng)效(xiao)(xiao)專項(xiang)(xiang)(xiang)行(xing)動(dong)方案(an)要求,多(duo)措并(bing)舉,減少(shao)資(zi)(zi)源(yuan)浪費,壓縮(suo)運營成(cheng)(cheng)(cheng)本(ben),提(ti)(ti)升管(guan)理(li)(li)(li)(li)水平(ping)。一(yi)是(shi)加(jia)速(su)推(tui)進(jin)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)建(jian)(jian)(jian)(jian)設(she)(she),實(shi)現智(zhi)(zhi)谷產(chan)業(ye)園(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)提(ti)(ti)早開工(gong)(gong)。智(zhi)(zhi)谷產(chan)業(ye)園(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)一(yi)期(qi)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)于3月(yue)18日(ri)(ri)完(wan)成(cheng)(cheng)(cheng)一(yi)期(qi)土地摘(zhai)牌,4月(yue)3日(ri)(ri)完(wan)成(cheng)(cheng)(cheng)了(le)(le)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)備(bei)(bei)案(an),4月(yue)30日(ri)(ri)取得(de)施(shi)(shi)工(gong)(gong)許(xu)可證,自立(li)項(xiang)(xiang)(xiang)備(bei)(bei)案(an)到取得(de)施(shi)(shi)工(gong)(gong)許(xu)可證僅用(yong)(yong)(yong)了(le)(le)27天,較(jiao)(jiao)(jiao)中節(jie)(jie)能實(shi)業(ye)發(fa)展有限公(gong)(gong)司(si)考(kao)核(he)節(jie)(jie)點目(mu)(mu)(mu)(mu)標(biao)提(ti)(ti)早了(le)(le)1個(ge)月(yue),較(jiao)(jiao)(jiao)集(ji)團公(gong)(gong)司(si)考(kao)核(he)節(jie)(jie)點目(mu)(mu)(mu)(mu)標(biao)提(ti)(ti)早了(le)(le)2個(ge)月(yue),跑出(chu)了(le)(le)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)審批“新(xin)速(su)度”,注(zhu)入了(le)(le)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)開工(gong)(gong)“新(xin)引擎”,為項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)后(hou)續建(jian)(jian)(jian)(jian)設(she)(she)奠定了(le)(le)堅(jian)實(shi)基礎。截至8月(yue)末(mo),順(shun)利完(wan)成(cheng)(cheng)(cheng)了(le)(le)出(chu)正負零節(jie)(jie)點考(kao)核(he)目(mu)(mu)(mu)(mu)標(biao)。二是(shi)積(ji)(ji)極(ji)整合政府資(zi)(zi)源(yuan),努力節(jie)(jie)約(yue)工(gong)(gong)程成(cheng)(cheng)(cheng)本(ben)。在產(chan)業(ye)園(yuan)(yuan)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)一(yi)期(qi)開工(gong)(gong)之初,市(shi)政配套(主路(lu)開口)經(jing)與(yu)(yu)管(guan)委會協調(diao)由(you)政府安排(pai)實(shi)施(shi)(shi),節(jie)(jie)省費用(yong)(yong)(yong)20余萬(wan)元(yuan)(yuan)(yuan);項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)外(wai)圍(wei)“雙來回”供電(dian)設(she)(she)備(bei)(bei)(含園(yuan)(yuan)區開關站設(she)(she)備(bei)(bei)),經(jing)協調(diao)由(you)湖州(zhou)市(shi)電(dian)力局(ju)組織實(shi)施(shi)(shi),節(jie)(jie)約(yue)費用(yong)(yong)(yong)80余萬(wan)元(yuan)(yuan)(yuan);積(ji)(ji)極(ji)對接(jie)省人(ren)防(fang)辦出(chu)臺(tai)(tai)的新(xin)政,謀劃合理(li)(li)(li)(li)措施(shi)(shi),采(cai)用(yong)(yong)(yong)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)重新(xin)立(li)項(xiang)(xiang)(xiang)的方案(an),節(jie)(jie)約(yue)人(ren)防(fang)異地建(jian)(jian)(jian)(jian)設(she)(she)費約(yue)600余萬(wan)元(yuan)(yuan)(yuan)。三(san)是(shi)優(you)化(hua)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)資(zi)(zi)金調(diao)度,統籌日(ri)(ri)常(chang)費用(yong)(yong)(yong)管(guan)控。通(tong)過合理(li)(li)(li)(li)安排(pai)資(zi)(zi)金調(diao)度和(he)優(you)化(hua)項(xiang)(xiang)(xiang)目(mu)(mu)(mu)(mu)融(rong)資(zi)(zi)方案(an),降低年度融(rong)資(zi)(zi)成(cheng)(cheng)(cheng)本(ben),預(yu)計(ji)全年財務費用(yong)(yong)(yong)350萬(wan)元(yuan)(yuan)(yuan),較(jiao)(jiao)(jiao)年初預(yu)算數808萬(wan)元(yuan)(yuan)(yuan)減少(shao)約(yue)57%。四是(shi)強化(hua)物料(liao)采(cai)購(gou)(gou)管(guan)理(li)(li)(li)(li),壓縮(suo)日(ri)(ri)常(chang)采(cai)購(gou)(gou)成(cheng)(cheng)(cheng)本(ben)。按照貨比(bi)(bi)(bi)(bi)三(san)家和(he)高性價比(bi)(bi)(bi)(bi)原則進(jin)行(xing)詢(xun)(xun)價比(bi)(bi)(bi)(bi)價,包括在集(ji)團電(dian)子采(cai)購(gou)(gou)平(ping)臺(tai)(tai)購(gou)(gou)買(mai)物料(liao),也同時進(jin)行(xing)線下價格比(bi)(bi)(bi)(bi)詢(xun)(xun),如遇(yu)平(ping)臺(tai)(tai)上價格偏(pian)高情況,通(tong)過與(yu)(yu)后(hou)臺(tai)(tai)人(ren)員(yuan)溝通(tong)調(diao)價后(hou)再下單。此外(wai),積(ji)(ji)極(ji)開展“五小(xiao)”創新(xin)活動(dong),全體員(yuan)工(gong)(gong)積(ji)(ji)極(ji)響應,累計(ji)共收到各類小(xiao)建(jian)(jian)(jian)(jian)議(yi)18項(xiang)(xiang)(xiang),內(nei)容涵(han)蓋建(jian)(jian)(jian)(jian)立(li)健全學習交流機制(zhi)、強化(hua)票(piao)據管(guan)理(li)(li)(li)(li)、釘釘考(kao)勤管(guan)理(li)(li)(li)(li)、圖(tu)紙方案(an)優(you)化(hua)、流動(dong)駐點招商等方面,切實(shi)提(ti)(ti)升了(le)(le)公(gong)(gong)司(si)運營管(guan)控效(xiao)(xiao)率。

蘇州公(gong)司一方(fang)面(mian)切實(shi)貫徹(che)落實(shi)國資(zi)委租(zu)(zu)金(jin)(jin)(jin)減(jian)免(mian)(mian)(mian)政策,制定并(bing)實(shi)施《租(zu)(zu)金(jin)(jin)(jin)減(jian)免(mian)(mian)(mian)管理辦法》,對(dui)餐飲、住宿(su)、旅游、教(jiao)育培訓(xun)等小微服(fu)務企(qi)業租(zu)(zu)戶(hu)給予租(zu)(zu)金(jin)(jin)(jin)減(jian)免(mian)(mian)(mian);另一方(fang)面(mian)積極應(ying)對(dui)租(zu)(zu)金(jin)(jin)(jin)減(jian)免(mian)(mian)(mian)造成的(de)公(gong)司租(zu)(zu)賃(lin)收入(ru)壓力。一是聯合物業公(gong)司梳理并(bing)制定相(xiang)應(ying)的(de)改(gai)造提(ti)(ti)(ti)升(sheng)(sheng)方(fang)案,通(tong)過完善(shan)產業園內綠(lv)化環(huan)境、設施設備維(wei)修改(gai)造、配套設施和服(fu)務,提(ti)(ti)(ti)升(sheng)(sheng)園區(qu)品質(zhi)。經(jing)(jing)預測,今(jin)年(nian)度產業園租(zu)(zu)金(jin)(jin)(jin)水平(ping)提(ti)(ti)(ti)升(sheng)(sheng)15%-30%,調整到位后全年(nian)(12個(ge)月)收益將(jiang)增加500萬。二是通(tong)過優選重點優勢產業客(ke)戶(hu)進(jin)駐,以騰籠換鳥實(shi)現存(cun)量租(zu)(zu)賃(lin)收益提(ti)(ti)(ti)升(sheng)(sheng)。其中,中蘇環(huan)產業園1號廠房(fang)(8238㎡)由耐世特公(gong)司租(zu)(zu)賃(lin),因(yin)其發展需要另擇(ze)經(jing)(jing)營場所(suo),擬提(ti)(ti)(ti)前一年(nian)終止租(zu)(zu)賃(lin)合同。公(gong)司以免(mian)(mian)(mian)違約金(jin)(jin)(jin)為優惠條件(jian),借力老客(ke)戶(hu)引進(jin)優質(zhi)新(xin)客(ke)戶(hu),成功引進(jin)一家(jia)年(nian)產值近(jin)10億(yi)元(yuan)的(de)生(sheng)物科技企(qi)業入(ru)駐,實(shi)現房(fang)屋零(ling)空置,且(qie)房(fang)租(zu)(zu)單價提(ti)(ti)(ti)升(sheng)(sheng)43%,預計年(nian)租(zu)(zu)金(jin)(jin)(jin)增加約148萬元(yuan)。
物(wu)業(ye)公司(si)積極推進(jin)降本增效(xiao)(xiao),對2018年12月31日(含)之前領取工裝的(de)(de)管理人員采用工裝增補的(de)(de)方(fang)式(shi),代替(ti)以往全(quan)部重新定制(zhi)的(de)(de)方(fang)式(shi),降低(di)工服(fu)重復制(zhi)做成本,從而達到節(jie)省(sheng)費用、降本增效(xiao)(xiao)的(de)(de)目的(de)(de)。工裝費用約從22萬(wan)(wan)元(yuan)降至9萬(wan)(wan)余元(yuan),共節(jie)省(sheng)近13萬(wan)(wan)元(yuan)。
