中國(guo)(guo)(guo)節(jie)能環保(bao)集(ji)團有限公(gong)司(以下(xia)簡稱中國(guo)(guo)(guo)節(jie)能)堅決貫徹落實國(guo)(guo)(guo)企改革(ge)三年行(xing)動(dong)各項部署要求(qiu),堅持機制(zhi)創(chuang)新(xin)(xin)與科技(ji)創(chuang)新(xin)(xin)雙(shuang)輪驅動(dong),不斷完善市場化經營機制(zhi),充分發(fa)揮科技(ji)創(chuang)新(xin)(xin)的(de)支撐引(yin)領作(zuo)用,發(fa)展活力動(dong)力明(ming)顯(xian)增(zeng)(zeng)強,經營效(xiao)益明(ming)顯(xian)提升。2021年前三季度,營業(ye)收入和(he)利(li)潤總額同比分別增(zeng)(zeng)長32%和(he)49%,凈(jing)利(li)潤超年度考核目標(biao)23%。
健全市場化經營機制,激發微觀主體活力
一(yi)(yi)是全(quan)面推行(xing)經理(li)(li)(li)層(ceng)(ceng)成員任期制(zhi)和契約(yue)化(hua)管(guan)理(li)(li)(li)。按(an)照(zhao)“一(yi)(yi)企一(yi)(yi)策、一(yi)(yi)人(ren)(ren)一(yi)(yi)契”原則,設置(zhi)具有科學(xue)性(xing)、挑戰性(xing)的契約(yue)目(mu)標(biao),經理(li)(li)(li)層(ceng)(ceng)成員績(ji)效薪酬(chou)與經營業(ye)績(ji)考(kao)核(he)結果“強掛鉤”,真正(zheng)做(zuo)到(dao)憑能(neng)力任職(zhi)務,靠成績(ji)定去留(liu)。系(xi)統內532家子(zi)(zi)分企業(ye)在9月底前100%簽訂崗(gang)(gang)位(wei)(wei)(wei)(wei)聘(pin)任協議(yi)和經營業(ye)績(ji)責(ze)(ze)任書。實(shi)現(xian)管(guan)理(li)(li)(li)人(ren)(ren)員“能(neng)上能(neng)下”,今年以(yi)來各層(ceng)(ceng)級子(zi)(zi)公司管(guan)理(li)(li)(li)崗(gang)(gang)位(wei)(wei)(wei)(wei)人(ren)(ren)員調整退(tui)出33人(ren)(ren),占1.36%。二是全(quan)面推行(xing)用工(gong)(gong)(gong)市(shi)場化(hua)。2021年1-10月,系(xi)統內公開(kai)(kai)招聘(pin)人(ren)(ren)數(shu)(shu)達4208人(ren)(ren),公開(kai)(kai)招聘(pin)比(bi)例接近100%。建立(li)基于業(ye)績(ji)考(kao)核(he)的優(you)化(hua)調整機制(zhi),完善解聘(pin)標(biao)準與程(cheng)序,暢通員工(gong)(gong)(gong)退(tui)出渠(qu)道,促(cu)進(jin)員工(gong)(gong)(gong)合(he)理(li)(li)(li)流動(dong),實(shi)現(xian)員工(gong)(gong)(gong)“能(neng)進(jin)能(neng)出”,因考(kao)核(he)不合(he)格等解除員工(gong)(gong)(gong)勞動(dong)合(he)同人(ren)(ren)數(shu)(shu)280人(ren)(ren),占企業(ye)平均職(zhi)工(gong)(gong)(gong)人(ren)(ren)數(shu)(shu)0.76%。三(san)是開(kai)(kai)展總(zong)部(bu)(bu)層(ceng)(ceng)面崗(gang)(gang)位(wei)(wei)(wei)(wei)公開(kai)(kai)競聘(pin)。上半年,集團總(zong)部(bu)(bu)啟動(dong)7個部(bu)(bu)門副主任崗(gang)(gang)位(wei)(wei)(wei)(wei)、43個處室負責(ze)(ze)人(ren)(ren)崗(gang)(gang)位(wei)(wei)(wei)(wei)公開(kai)(kai)競聘(pin)工(gong)(gong)(gong)作,其中(zhong)總(zong)部(bu)(bu)原處室負責(ze)(ze)人(ren)(ren)“全(quan)體起立(li)”,參(can)加競聘(pin)。共計(ji)103人(ren)(ren)報(bao)名(ming)參(can)加,經過(guo)員工(gong)(gong)(gong)報(bao)名(ming)、資格審查,78人(ren)(ren)進(jin)入面試,最終45人(ren)(ren)競聘(pin)上崗(gang)(gang)(含平級調整18人(ren)(ren)),其中(zhong)“70后”12人(ren)(ren),“80后”33人(ren)(ren),處級以(yi)上干部(bu)(bu)的平均年齡從(cong)48歲降至45歲。
強化人才激勵和培養,培育干事創業團隊
一是深化人(ren)(ren)(ren)(ren)(ren)才培養(yang)開(kai)(kai)發(fa)機制。加大優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)輕干(gan)部(bu)培養(yang)使(shi)(shi)用(yong)力度。開(kai)(kai)展(zhan)優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)輕干(gan)部(bu)調研(yan),形成(cheng)包含(han)340人(ren)(ren)(ren)(ren)(ren)左右的各(ge)層級優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)輕干(gan)部(bu)人(ren)(ren)(ren)(ren)(ren)才庫,組織實施(shi)(shi)(shi)三(san)期(qi)優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)輕干(gan)部(bu)培訓班,系統內接受優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)輕干(gan)部(bu)轉訓人(ren)(ren)(ren)(ren)(ren)數(shu)(shu)達(da)(da)13000人(ren)(ren)(ren)(ren)(ren)次。建(jian)立人(ren)(ren)(ren)(ren)(ren)才培訓成(cheng)長(chang)(chang)檔案(an),長(chang)(chang)期(qi)跟蹤優(you)(you)(you)秀(xiu)(xiu)(xiu)年(nian)(nian)(nian)強(qiang)干(gan)部(bu)實踐鍛煉、成(cheng)長(chang)(chang)發(fa)展(zhan)情(qing)況。2021年(nian)(nian)(nian)以(yi)來,提拔(ba)使(shi)(shi)用(yong)“80后”年(nian)(nian)(nian)輕干(gan)部(bu)占(zhan)新提拔(ba)干(gan)部(bu)總(zong)(zong)數(shu)(shu)的27.3%。二(er)(er)是深化收(shou)入(ru)(ru)分(fen)配機制改革。在集團(tuan)總(zong)(zong)部(bu),增(zeng)加對員(yuan)工(gong)(gong)的季(ji)(ji)度考核,優(you)(you)(you)化調整(zheng)薪(xin)酬結(jie)構,在原固定發(fa)放的工(gong)(gong)資(zi)中(zhong)再切出40%與季(ji)(ji)度考核結(jie)果掛鉤。在二(er)(er)級子(zi)(zi)公(gong)(gong)(gong)司工(gong)(gong)資(zi)調控方面,利(li)潤(run)指標(biao)下(xia)降(jiang)或連續虧損企業(ye)(ye)工(gong)(gong)資(zi)總(zong)(zong)額必須(xu)下(xia)降(jiang),最大降(jiang)幅達(da)(da)到30%,推(tui)動工(gong)(gong)資(zi)總(zong)(zong)額按經營業(ye)(ye)績(ji)完(wan)成(cheng)進度實現(xian)動態調控管理(li)。在二(er)(er)級子(zi)(zi)公(gong)(gong)(gong)司負責人(ren)(ren)(ren)(ren)(ren)薪(xin)酬管理(li)方面,堅持考核剛性(xing)兌(dui)現(xian),3家(jia)(jia)二(er)(er)級子(zi)(zi)公(gong)(gong)(gong)司因未完(wan)成(cheng)考核目(mu)標(biao),未兌(dui)現(xian)績(ji)效(xiao)年(nian)(nian)(nian)薪(xin),企業(ye)(ye)負責人(ren)(ren)(ren)(ren)(ren)及班子(zi)(zi)成(cheng)員(yuan)僅領取基本(ben)年(nian)(nian)(nian)薪(xin)。二(er)(er)級子(zi)(zi)公(gong)(gong)(gong)司主要負責人(ren)(ren)(ren)(ren)(ren)收(shou)入(ru)(ru)差距倍數(shu)(shu)最高達(da)(da)4.22倍。三(san)是實施(shi)(shi)(shi)多種(zhong)類(lei)型中(zhong)長(chang)(chang)期(qi)激(ji)(ji)勵(li)(li)。截至(zhi)10月(yue)末,已開(kai)(kai)展(zhan)中(zhong)長(chang)(chang)期(qi)激(ji)(ji)勵(li)(li)的子(zi)(zi)企業(ye)(ye)數(shu)(shu)量154戶。實施(shi)(shi)(shi)國有科技型企業(ye)(ye)分(fen)紅激(ji)(ji)勵(li)(li)的企業(ye)(ye)3戶,累計激(ji)(ji)勵(li)(li)53人(ren)(ren)(ren)(ren)(ren),人(ren)(ren)(ren)(ren)(ren)均激(ji)(ji)勵(li)(li)4.54萬(wan)元;對大地公(gong)(gong)(gong)司、九(jiu)目(mu)化學等14家(jia)(jia)公(gong)(gong)(gong)司實施(shi)(shi)(shi)員(yuan)工(gong)(gong)持股(gu)(gu)(gu)(gu),累計激(ji)(ji)勵(li)(li)727人(ren)(ren)(ren)(ren)(ren),授出1.057億(yi)股(gu)(gu)(gu)(gu);在太陽能公(gong)(gong)(gong)司、風電公(gong)(gong)(gong)司、萬(wan)潤(run)公(gong)(gong)(gong)司等3家(jia)(jia)公(gong)(gong)(gong)司實施(shi)(shi)(shi)上市公(gong)(gong)(gong)司股(gu)(gu)(gu)(gu)權(quan)激(ji)(ji)勵(li)(li),授予股(gu)(gu)(gu)(gu)權(quan)875人(ren)(ren)(ren)(ren)(ren),授出7730.87萬(wan)股(gu)(gu)(gu)(gu),人(ren)(ren)(ren)(ren)(ren)均激(ji)(ji)勵(li)(li)44.33萬(wan)元。太陽能公(gong)(gong)(gong)司通過(guo)實施(shi)(shi)(shi)股(gu)(gu)(gu)(gu)權(quan)激(ji)(ji)勵(li)(li)充分(fen)激(ji)(ji)發(fa)了員(yuan)工(gong)(gong)積極(ji)性(xing),帶動了公(gong)(gong)(gong)司業(ye)(ye)績(ji)增(zeng)長(chang)(chang),截至(zhi)2021年(nian)(nian)(nian)三(san)季(ji)(ji)度,營業(ye)(ye)收(shou)入(ru)(ru)同比增(zeng)長(chang)(chang)38.10%,凈利(li)潤(run)同比增(zeng)長(chang)(chang)21.49%。風電公(gong)(gong)(gong)司通過(guo)實施(shi)(shi)(shi)股(gu)(gu)(gu)(gu)權(quan)激(ji)(ji)勵(li)(li),公(gong)(gong)(gong)司股(gu)(gu)(gu)(gu)價從2.91元/股(gu)(gu)(gu)(gu)上升(sheng)到6.61元/股(gu)(gu)(gu)(gu),增(zeng)幅達(da)(da)127%,截至(zhi)2021年(nian)(nian)(nian)三(san)季(ji)(ji)度,營業(ye)(ye)收(shou)入(ru)(ru)同比增(zeng)長(chang)(chang)28.91%,歸母凈利(li)潤(run)同比增(zeng)長(chang)(chang)38.36%。
加大科技創新力度,打造高質量發展新引擎
一(yi)(yi)是(shi)持續加(jia)大研發(fa)(fa)投(tou)入。中(zhong)國節能2021年(nian)(nian)1-11月,研發(fa)(fa)經費投(tou)入為11.65億(yi)元(yuan),研發(fa)(fa)投(tou)入強(qiang)度(du)為2.57%;新增(zeng)(zeng)授權專利406項,其中(zhong)發(fa)(fa)明專利93項;獲省部級(ji)以上獎(jiang)(jiang)勵(li)3項;綠色(se)發(fa)(fa)電量178.66億(yi)千瓦時(shi),相當于減排(pai)二(er)氧化(hua)(hua)碳1361萬噸,節約(yue)標(biao)煤546萬噸;累計處(chu)理固體(ti)(ti)(ti)廢(fei)棄物(wu)1549.65萬噸,穩居行業(ye)第一(yi)(yi)陣營;制(zhi)水(shui)及(ji)處(chu)理污水(shui)23.97億(yi)噸,同(tong)比(bi)增(zeng)(zeng)長1.2倍。二(er)是(shi)強(qiang)化(hua)(hua)產(chan)學(xue)(xue)研深度(du)合(he)作。與清(qing)(qing)華大學(xue)(xue)等(deng)13所(suo)(suo)高(gao)校和科(ke)(ke)(ke)(ke)(ke)研院所(suo)(suo)建立了全面(mian)戰(zhan)略合(he)作關(guan)系。子(zi)企業(ye)與清(qing)(qing)華大學(xue)(xue)等(deng)單位(wei)研發(fa)(fa)的(de)(de)“工業(ye)煙氣多污染物(wu)協同(tong)深度(du)治理技(ji)術與應用(yong)”等(deng)成果(guo)獲得2020年(nian)(nian)度(du)國家(jia)科(ke)(ke)(ke)(ke)(ke)技(ji)進(jin)(jin)步獎(jiang)(jiang)一(yi)(yi)等(deng)獎(jiang)(jiang)1項、二(er)等(deng)獎(jiang)(jiang)2項。三是(shi)加(jia)速科(ke)(ke)(ke)(ke)(ke)研成果(guo)產(chan)業(ye)轉化(hua)(hua)。積極(ji)搭建產(chan)學(xue)(xue)研用(yong)一(yi)(yi)體(ti)(ti)(ti)化(hua)(hua)的(de)(de)科(ke)(ke)(ke)(ke)(ke)技(ji)創(chuang)新體(ti)(ti)(ti)系,切實(shi)提升科(ke)(ke)(ke)(ke)(ke)研成果(guo)轉化(hua)(hua)的(de)(de)效(xiao)率和成功率,打(da)通科(ke)(ke)(ke)(ke)(ke)技(ji)成果(guo)轉化(hua)(hua)“最后(hou)一(yi)(yi)公(gong)里(li)”,增(zeng)(zeng)強(qiang)企業(ye)發(fa)(fa)展原動力(li)。所(suo)(suo)屬萬潤公(gong)司建立了“二(er)級(ji)研發(fa)(fa)管理體(ti)(ti)(ti)系”,通過打(da)造開(kai)放(fang)式(shi)創(chuang)新平臺進(jin)(jin)一(yi)(yi)步激發(fa)(fa)科(ke)(ke)(ke)(ke)(ke)技(ji)創(chuang)新動能,公(gong)司的(de)(de)研發(fa)(fa)能力(li)更加(jia)專業(ye)、研發(fa)(fa)管控工作更加(jia)靈(ling)活有效(xiao),為推動科(ke)(ke)(ke)(ke)(ke)研成果(guo)產(chan)業(ye)轉化(hua)(hua)、實(shi)現高(gao)質量發(fa)(fa)展奠定了堅實(shi)基礎。萬潤公(gong)司目(mu)前(qian)已成為世界上高(gao)端(duan)液晶單體(ti)(ti)(ti)材料和高(gao)端(duan)沸石系列環保材料的(de)(de)第一(yi)(yi)大供應商、OLED(有機(ji)發(fa)(fa)光半(ban)導體(ti)(ti)(ti))材料的(de)(de)升華前(qian)單體(ti)(ti)(ti)(半(ban)成品)和中(zhong)間(jian)體(ti)(ti)(ti)的(de)(de)第一(yi)(yi)大生產(chan)商。2020年(nian)(nian)以來,萬潤公(gong)司營業(ye)收(shou)入增(zeng)(zeng)長10.52%,市值由136.64億(yi)元(yuan)增(zeng)(zeng)長到171.46億(yi)元(yuan),增(zeng)(zeng)長率超過25.4%,連續四年(nian)(nian)研發(fa)(fa)投(tou)入占營業(ye)收(shou)入比(bi)重超過7%。
