構建長效機制 加強動態管控 中國華能持續推動壓減工作走深走實

2016年以來,中(zhong)(zhong)國(guo)(guo)華能集(ji)團有限公司(以下簡稱中(zhong)(zhong)國(guo)(guo)華能)深入貫徹黨中(zhong)(zhong)央、國(guo)(guo)務院關(guan)于推進供給(gei)側結構性改革的(de)(de)(de)決策部署,全(quan)面落實國(guo)(guo)資委壓(ya)(ya)減工作要求,以瘦(shou)身健體、提質增效為目(mu)標(biao),堅持(chi)有保有壓(ya)(ya)、精(jing)準施策,嚴(yan)控增量、優化存量,在與(yu)同類(lei)發電集(ji)團平均水(shui)平相比裝機(ji)規模大30%、法(fa)人(ren)戶(hu)數少30%的(de)(de)(de)情況下,管理層級(ji)由5級(ji)降至(zhi)4級(ji),法(fa)人(ren)層級(ji)由7級(ji)降至(zhi)6級(ji),累計減少法(fa)人(ren)138戶(hu),壓(ya)(ya)減比例超過26%。2020年,在凈利潤同比增長31.6%的(de)(de)(de)情況下,法(fa)人(ren)戶(hu)數較2019年僅增長6.9%,遠低于凈利潤增幅的(de)(de)(de)50%,全(quan)面實現年度壓(ya)(ya)減工作目(mu)標(biao)。
一、強化頂層設計,著力構建責任落實機制。一(yi)(yi)是堅持制(zhi)(zhi)(zhi)(zhi)度(du)先行(xing)(xing)。制(zhi)(zhi)(zhi)(zhi)定(ding)(ding)印發《企(qi)(qi)業(ye)(ye)機(ji)構(gou)設立管(guan)理辦法(fa)(fa)(fa)(fa)(fa)》,優化(hua)完(wan)(wan)善(shan)新增(zeng)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)管(guan)控(kong)(kong)工作機(ji)制(zhi)(zhi)(zhi)(zhi),落(luo)實“一(yi)(yi)個(ge)制(zhi)(zhi)(zhi)(zhi)度(du)、一(yi)(yi)次審(shen)批(pi)”要求(qiu)(qiu),因項目開(kai)發等(deng)需要,確需新增(zeng)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)單位的(de)(de)(de),在有(you)關(guan)業(ye)(ye)務(wu)論證(zheng)報告中一(yi)(yi)并提(ti)出,從而(er)將(jiang)此前先審(shen)業(ye)(ye)務(wu)、再審(shen)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)的(de)(de)(de)兩次審(shen)批(pi),優化(hua)整(zheng)合(he)為(wei)一(yi)(yi)次審(shen)批(pi),確保既滿足業(ye)(ye)務(wu)增(zeng)長需要,又(you)落(luo)實好(hao)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)戶數(shu)(shu)少增(zeng)長、緩(huan)增(zeng)長的(de)(de)(de)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)要求(qiu)(qiu)。制(zhi)(zhi)(zhi)(zhi)定(ding)(ding)印發《管(guan)理層(ceng)(ceng)級(ji)和(he)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)戶數(shu)(shu)管(guan)理辦法(fa)(fa)(fa)(fa)(fa)》,確保管(guan)理層(ceng)(ceng)級(ji)控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)在4級(ji)以(yi)(yi)(yi)內、每(mei)年(nian)(nian)(nian)(nian)(nian)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)戶數(shu)(shu)凈(jing)增(zeng)幅控(kong)(kong)制(zhi)(zhi)(zhi)(zhi)在上(shang)一(yi)(yi)年(nian)(nian)(nian)(nian)(nian)度(du)凈(jing)利潤(run)增(zeng)幅50%以(yi)(yi)(yi)內。二(er)是強化(hua)預(yu)算管(guan)控(kong)(kong)。以(yi)(yi)(yi)2019年(nian)(nian)(nian)(nian)(nian)度(du)凈(jing)利潤(run)增(zeng)幅的(de)(de)(de)50%為(wei)基準(zhun),結合(he)各(ge)二(er)級(ji)單位年(nian)(nian)(nian)(nian)(nian)度(du)發展目標進行(xing)(xing)統(tong)籌平衡,制(zhi)(zhi)(zhi)(zhi)定(ding)(ding)年(nian)(nian)(nian)(nian)(nian)度(du)公司法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)戶數(shu)(shu)凈(jing)增(zeng)幅預(yu)算,分解納入各(ge)二(er)級(ji)單位年(nian)(nian)(nian)(nian)(nian)度(du)預(yu)算與綜(zong)合(he)計(ji)劃。制(zhi)(zhi)(zhi)(zhi)定(ding)(ding)年(nian)(nian)(nian)(nian)(nian)度(du)壓(ya)減企(qi)(qi)業(ye)(ye)清(qing)單,確保年(nian)(nian)(nian)(nian)(nian)度(du)存量(liang)法(fa)(fa)(fa)(fa)(fa)人(ren)(ren)(ren)(ren)壓(ya)減計(ji)劃按期有(you)序完(wan)(wan)成(cheng)。三(san)是完(wan)(wan)善(shan)考(kao)核(he)機(ji)制(zhi)(zhi)(zhi)(zhi)。建(jian)立科學、客觀(guan)的(de)(de)(de)考(kao)核(he)評價(jia)體系(xi),嚴格(ge)考(kao)核(he)約束。充分考(kao)慮各(ge)單位面臨的(de)(de)(de)歷史情況(kuang)、板塊差異和(he)地方政(zheng)策等(deng)情況(kuang),專門設置年(nian)(nian)(nian)(nian)(nian)度(du)壓(ya)減工作單項獎勵(li),對(dui)超(chao)額完(wan)(wan)成(cheng)壓(ya)減年(nian)(nian)(nian)(nian)(nian)度(du)預(yu)算、整(zheng)體完(wan)(wan)成(cheng)國資委(wei)考(kao)核(he)任務(wu)貢獻大(da)的(de)(de)(de)相關(guan)子企(qi)(qi)業(ye)(ye)給予(yu)額外獎勵(li),通過獎懲結合(he)實現壓(ya)力層(ceng)(ceng)層(ceng)(ceng)傳導。
二、強化過程管控,著力構建跟蹤督導機制。一是研究建(jian)立(li)存量法(fa)(fa)(fa)人(ren)(ren)(ren)常態化(hua)壓(ya)(ya)減(jian)(jian)機(ji)制。加強壓(ya)(ya)減(jian)(jian)與瘦身健體、處(chu)僵(jiang)治(zhi)(zhi)困、虧損企業治(zhi)(zhi)理等(deng)工(gong)作的(de)(de)統籌協同(tong)(tong),指導推(tui)動(dong)(dong)各單位(wei)在“兩非”剝(bo)離、“兩資”處(chu)置工(gong)作中,同(tong)(tong)步研究、安排(pai)和(he)落(luo)實(shi)壓(ya)(ya)減(jian)(jian)工(gong)作,進(jin)(jin)一步深挖潛(qian)力,確保年度壓(ya)(ya)減(jian)(jian)企業清單和(he)年度法(fa)(fa)(fa)人(ren)(ren)(ren)凈(jing)增(zeng)預(yu)算(suan)(suan)目(mu)(mu)標全面完成。二是嚴(yan)格落(luo)實(shi)新增(zeng)法(fa)(fa)(fa)人(ren)(ren)(ren)審核機(ji)制。在保證企業持續健康發展的(de)(de)前(qian)提(ti)下(xia),進(jin)(jin)一步規范(fan)投(tou)資決(jue)策(ce)程序(xu),嚴(yan)格執行新增(zeng)法(fa)(fa)(fa)人(ren)(ren)(ren)的(de)(de)審核論證工(gong)作,明(ming)確同(tong)(tong)一納稅(shui)地(di)(di)區內,同(tong)(tong)一投(tou)資主體原則上只設(she)一個企業法(fa)(fa)(fa)人(ren)(ren)(ren),統一開發建(jian)設(she)電力能(neng)源項(xiang)目(mu)(mu);擴建(jian)項(xiang)目(mu)(mu)、利用自(zi)有場地(di)(di)建(jian)設(she)風電、光伏項(xiang)目(mu)(mu)等(deng),原則上不新設(she)企業法(fa)(fa)(fa)人(ren)(ren)(ren);水(shui)電流域梯(ti)級(ji)開發項(xiang)目(mu)(mu)原則上設(she)立(li)非法(fa)(fa)(fa)人(ren)(ren)(ren)分支機(ji)構。三是建(jian)立(li)實(shi)施(shi)動(dong)(dong)態監(jian)控機(ji)制。建(jian)立(li)年度法(fa)(fa)(fa)人(ren)(ren)(ren)戶(hu)(hu)數(shu)凈(jing)增(zeng)預(yu)算(suan)(suan)執行臺賬,加強法(fa)(fa)(fa)人(ren)(ren)(ren)戶(hu)(hu)數(shu)月(yue)(yue)度監(jian)控,結(jie)合每月(yue)(yue)壓(ya)(ya)減(jian)(jian)信息常態化(hua)報(bao)送工(gong)作,動(dong)(dong)態監(jian)控各單位(wei)管理層級(ji)和(he)法(fa)(fa)(fa)人(ren)(ren)(ren)戶(hu)(hu)數(shu)變(bian)動(dong)(dong)情況,與年度預(yu)算(suan)(suan)目(mu)(mu)標做(zuo)好比對分析。對照年度壓(ya)(ya)減(jian)(jian)企業清單,按月(yue)(yue)進(jin)(jin)行跟蹤督導,對每一戶(hu)(hu)擬(ni)壓(ya)(ya)減(jian)(jian)的(de)(de)法(fa)(fa)(fa)人(ren)(ren)(ren)單位(wei),細化(hua)明(ming)確各流程環(huan)節的(de)(de)完成時(shi)限,每月(yue)(yue)動(dong)(dong)態更新,及時(shi)掌握壓(ya)(ya)減(jian)(jian)推(tui)進(jin)(jin)情況。
三、強化工作協同,著力構建融合機制。一(yi)是推進壓減(jian)(jian)工作(zuo)與業務發(fa)(fa)展深(shen)度(du)(du)(du)融(rong)合。堅持(chi)把清潔能源作(zuo)為(wei)業務開拓發(fa)(fa)展的重(zhong)(zhong)中之(zhi)重(zhong)(zhong),積極對(dui)接地方能源轉型發(fa)(fa)展需求,對(dui)于符合規劃(hua)發(fa)(fa)展要(yao)求的新能源項目,在法(fa)(fa)人設立方面給予適度(du)(du)(du)政(zheng)策支持(chi)。2020年(nian),壓減(jian)(jian)法(fa)(fa)人12戶,新增(zeng)(zeng)法(fa)(fa)人54戶中44戶為(wei)新能源項目法(fa)(fa)人,占比超過(guo)80%。二是推進壓減(jian)(jian)工作(zuo)與提(ti)質增(zeng)(zeng)效(xiao)深(shen)度(du)(du)(du)融(rong)合。將壓減(jian)(jian)工作(zuo)納入瘦(shou)身(shen)健體(ti)提(ti)質增(zeng)(zeng)效(xiao)工作(zuo)方案,明確(que)壓減(jian)(jian)工作(zuo)目標,分類(lei)提(ti)出(chu)股權(quan)轉讓(rang)、政(zheng)府控股、破產(chan)(chan)清算、關閉撤銷、強化(hua)管(guan)理等多種(zhong)治理方式。119戶重(zhong)(zhong)點虧(kui)損(sun)企業中,已實現(xian)61戶企業扭(niu)虧(kui)為(wei)盈,12戶按照國資委(wei)進度(du)(du)(du)減(jian)(jian)虧(kui),12戶銷戶退出(chu),較2018年(nian)大幅減(jian)(jian)虧(kui)。截至(zhi)2020年(nian)底,中國華能資產(chan)(chan)負債率降至(zhi)70%以下(xia)。三是推進壓減(jian)(jian)工作(zuo)與機(ji)(ji)構(gou)改革深(shen)度(du)(du)(du)融(rong)合。構(gou)建職責(ze)清晰、精(jing)干高效(xiao)的組織(zhi)機(ji)(ji)構(gou),動(dong)真(zhen)碰硬實施總(zong)部(bu)機(ji)(ji)構(gou)改革。總(zong)部(bu)部(bu)門(men)由25個(ge)精(jing)簡(jian)至(zhi)17個(ge)(含(han)5個(ge)黨組織(zhi)工作(zuo)部(bu)門(men)),精(jing)簡(jian)32%;部(bu)門(men)內(nei)設機(ji)(ji)構(gou)由133個(ge)精(jing)簡(jian)到73個(ge),精(jing)簡(jian)45%;編制定(ding)員精(jing)簡(jian)到360人。
