2月(yue)15日,黑(hei)龍江省國(guo)資委為深入貫徹習(xi)近平總書記關(guan)于(yu)(yu)堅決打贏新冠肺(fei)(fei)炎疫(yi)(yi)情(qing)防控阻擊戰的重要(yao)指示精神,進一步(bu)落實(shi)黨(dang)中央、國(guo)務院和(he)省委、省政(zheng)府工(gong)(gong)作決策部署(shu),引(yin)導(dao)推動出(chu)資企業切實(shi)做好(hao)新冠肺(fei)(fei)炎疫(yi)(yi)情(qing)防控工(gong)(gong)作、有序復工(gong)(gong)復產(chan),研究出(chu)臺了《黑(hei)龍江省國(guo)資委關(guan)于(yu)(yu)支持出(chu)資企業防控新冠肺(fei)(fei)炎疫(yi)(yi)情(qing)有關(guan)措(cuo)施的通知》。
《通知》從十二個方面支(zhi)持(chi)出資(zi)企業(ye)加大對(dui)抗(kang)擊(ji)疫情和(he)復(fu)工(gong)復(fu)產的支(zhi)持(chi)力(li)度,全力(li)支(zhi)持(chi)企業(ye)做好疫情防控,推進生產經營,凝(ning)心聚力(li)共(gong)克時(shi)艱。其中涉及業(ye)績考核、穩定(ding)就業(ye)、減免租金、干部獎(jiang)懲、法(fa)律(lv)指導(dao)等(deng)多(duo)個領域的具體政策支(zhi)持(chi)。
在(zai)(zai)支持企(qi)業做好疫(yi)(yi)情防(fang)控(kong)(kong)工(gong)(gong)(gong)作(zuo)方面(mian)。對企(qi)業醫護人(ren)員和防(fang)疫(yi)(yi)工(gong)(gong)(gong)作(zuo)者參加疫(yi)(yi)情防(fang)控(kong)(kong)工(gong)(gong)(gong)作(zuo)的(de),按照國(guo)家規定標準(zhun)可以給(gei)予臨時(shi)性工(gong)(gong)(gong)作(zuo)補助。鼓(gu)勵出資企(qi)業對在(zai)(zai)抗疫(yi)(yi)工(gong)(gong)(gong)作(zuo)中(zhong)做出突出貢獻(xian)的(de)子(zi)企(qi)業集(ji)體或個(ge)人(ren)給(gei)予物質或精神獎勵。因開展(zhan)疫(yi)(yi)情防(fang)控(kong)(kong)工(gong)(gong)(gong)作(zuo)發(fa)生(sheng)的(de)加班工(gong)(gong)(gong)資等(deng)人(ren)工(gong)(gong)(gong)成(cheng)本(ben)支出,在(zai)(zai)企(qi)業負(fu)責(ze)人(ren)經營業績(ji)考核核算(suan)人(ren)工(gong)(gong)(gong)成(cheng)本(ben)利潤率指標時(shi),可以作(zuo)為(wei)政策(ce)性因素(su)在(zai)(zai)人(ren)工(gong)(gong)(gong)成(cheng)本(ben)中(zhong)剔除計算(suan)。對在(zai)(zai)疫(yi)(yi)情防(fang)控(kong)(kong)工(gong)(gong)(gong)作(zuo)中(zhong)做出突出貢獻(xian)的(de),在(zai)(zai)經營業績(ji)考核中(zhong)給(gei)予加分(fen);疫(yi)(yi)情防(fang)控(kong)(kong)工(gong)(gong)(gong)作(zuo)不力(li)的(de),給(gei)予扣分(fen)。
在支(zhi)(zhi)持(chi)企業(ye)積(ji)極履行社會(hui)責任方面(mian)。將各企業(ye)在疫情防(fang)控工(gong)作(zuo)中的(de)表現納(na)入出資(zi)(zi)企業(ye)領導班子及領導人(ren)員2020年度考(kao)核(he)范圍,作(zuo)為(wei)評定(ding)檔次的(de)重要(yao)參考(kao)。支(zhi)(zhi)持(chi)出資(zi)(zi)企業(ye)積(ji)極進口疫情防(fang)控所(suo)需(xu)藥品物資(zi)(zi),相(xiang)(xiang)關加價費用以及所(suo)產生的(de)成(cheng)本費用不(bu)能通過相(xiang)(xiang)關收(shou)入彌補的(de),在經營業(ye)績(ji)(ji)考(kao)核(he)時(shi)作(zuo)為(wei)特(te)殊事項處理。出資(zi)(zi)企業(ye)因疫情防(fang)控形成(cheng)的(de),雖積(ji)極采取增收(shou)節(jie)支(zhi)(zhi)措施仍無法彌補的(de)政(zheng)策性(xing)損失,包(bao)括(kuo)響應號召減收(shou)租(zu)金、為(wei)疫情防(fang)控對(dui)外捐贈等,在企業(ye)負責人(ren)經營業(ye)績(ji)(ji)考(kao)核(he)時(shi)予以利潤(run)還原。
在(zai)支持(chi)企業(ye)安全有序復工(gong)(gong)(gong)(gong)(gong)(gong)復產(chan)方面。鼓勵出資(zi)(zi)企業(ye)積極穩(wen)就業(ye)、穩(wen)崗位,在(zai)疫(yi)情(qing)防(fang)控期(qi)間(jian)不裁(cai)員。企業(ye)因(yin)受疫(yi)情(qing)影響導致生產(chan)經營困難的(de),可以通(tong)過與職(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)協商(shang)一致采取調(diao)整薪酬、輪崗輪休、縮(suo)短工(gong)(gong)(gong)(gong)(gong)(gong)時(shi)等(deng)方式穩(wen)定工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)崗位,盡量不裁(cai)員或(huo)者(zhe)少裁(cai)員。對疫(yi)情(qing)防(fang)控重點企業(ye),因(yin)積極開(kai)展疫(yi)情(qing)防(fang)控工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)發生加班等(deng)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)支出對工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額影響較(jiao)大的(de),可作(zuo)為本年度(du)一次性特殊因(yin)素,在(zai)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額預算(suan)中據實核增,但不納入下一年度(du)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(zi)總(zong)(zong)額預算(suan)基數。掌握并及(ji)時(shi)宣傳貫徹有關應對疫(yi)情(qing)的(de)減免(mian)稅(shui)費、金融(rong)貸款(kuan)、財政(zheng)補貼(tie)等(deng)支持(chi)政(zheng)策,幫助符合條件(jian)的(de)出資(zi)(zi)企業(ye)做好(hao)爭取工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo)。對企業(ye)在(zai)疫(yi)情(qing)防(fang)控期(qi)間(jian)勞(lao)動(dong)用(yong)工(gong)(gong)(gong)(gong)(gong)(gong)、合同(tong)履行、物資(zi)(zi)采購等(deng)領域(yu)法律風險防(fang)范工(gong)(gong)(gong)(gong)(gong)(gong)作(zuo),加強(qiang)法律指導支持(chi)。
《通(tong)知》還(huan)強調,要(yao)注(zhu)重在(zai)疫情防(fang)控工(gong)作中考察識別(bie)和發現(xian)(xian)(xian)選拔(ba)干部(bu)(bu),對(dui)落實(shi)要(yao)求(qiu)堅決、顧全大局、敢于(yu)(yu)擔當、善于(yu)(yu)作為等(deng)表(biao)現(xian)(xian)(xian)突出的干部(bu)(bu),要(yao)結合日常表(biao)現(xian)(xian)(xian),按干部(bu)(bu)管理權限大膽選拔(ba)、優(you)先使用。
