國務院國資委有關負責人就《中央企業工資總額管理辦法》答記者問

近(jin)日,國(guo)務院國(guo)資(zi)委發布了(le)《中央企業工資(zi)總額管理辦法》(國(guo)資(zi)委令第39號(hao),以下簡稱《辦法》)。《辦法》出臺后,國(guo)務院國(guo)資(zi)委有(you)關負責同志(zhi)接(jie)受了(le)記者(zhe)采訪。

問:請介紹《辦法》的起(qi)草(cao)背景。

答:中(zhong)央(yang)(yang)企業(ye)工資總(zong)額(e)管理是調節國家(jia)、企業(ye)、職(zhi)(zhi)工三者(zhe)利(li)益(yi)關系的(de)重(zhong)要方式,也是國資委依法履(lv)行出資人職(zhi)(zhi)責的(de)重(zhong)要手(shou)段(duan),一直以來(lai),在推動中(zhong)央(yang)(yang)企業(ye)改革發展、確(que)保(bao)國有資產保(bao)值(zhi)增值(zhi)方面發揮了重(zhong)要作用,同時,工資總(zong)額(e)管理又是關乎民生福祉的(de)重(zhong)要內容,涉及中(zhong)央(yang)(yang)企業(ye)廣大(da)干部職(zhi)(zhi)工的(de)切(qie)身利(li)益(yi),歷來(lai)受到各方面的(de)高度關注。

國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)成(cheng)立以(yi)來(lai),對(dui)(dui)完(wan)善工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)管理制(zhi)(zhi)度(du)做(zuo)了(le)(le)(le)大量積極(ji)(ji)有效(xiao)探索(suo),總體(ti)(ti)上(shang)(shang)分(fen)(fen)為(wei)(wei)三(san)個階(jie)段(duan)。第(di)一階(jie)段(duan)為(wei)(wei)承(cheng)接起(qi)步(bu)期(qi),從(cong)2003年(nian)至(zhi)2007年(nian),國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)在(zai)依法(fa)(fa)(fa)承(cheng)接原勞動保(bao)障部門對(dui)(dui)中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)監管職(zhi)能(neng)的(de)(de)(de)(de)基礎上(shang)(shang),從(cong)出資(zi)(zi)(zi)(zi)(zi)人(ren)的(de)(de)(de)(de)角度(du),持(chi)續對(dui)(dui)工(gong)(gong)效(xiao)掛鉤管理辦法(fa)(fa)(fa)進行改(gai)革(ge)和(he)(he)完(wan)善,初步(bu)構(gou)(gou)建(jian)了(le)(le)(le)出資(zi)(zi)(zi)(zi)(zi)人(ren)對(dui)(dui)企(qi)(qi)(qi)(qi)業(ye)(ye)的(de)(de)(de)(de)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)調(diao)控(kong)(kong)體(ti)(ti)系(xi),在(zai)促進企(qi)(qi)(qi)(qi)業(ye)(ye)經濟(ji)效(xiao)益(yi)高(gao)速(su)增長的(de)(de)(de)(de)同(tong)時,保(bao)障了(le)(le)(le)職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)較快提(ti)高(gao)。第(di)二階(jie)段(duan)是(shi)改(gai)革(ge)突(tu)破期(qi),重(zhong)(zhong)(zhong)點(dian)是(shi)探索(suo)和(he)(he)建(jian)立工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理的(de)(de)(de)(de)體(ti)(ti)制(zhi)(zhi)機(ji)制(zhi)(zhi)。2008年(nian)國(guo)(guo)資(zi)(zi)(zi)(zi)(zi)委(wei)在(zai)部分(fen)(fen)重(zhong)(zhong)(zhong)點(dian)行業(ye)(ye)啟動了(le)(le)(le)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)試點(dian),著手建(jian)立工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理制(zhi)(zhi)度(du)體(ti)(ti)系(xi),2010年(nian)、2012年(nian)先后印發了(le)(le)(le)《中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理暫行辦法(fa)(fa)(fa)》和(he)(he)《中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理暫行辦法(fa)(fa)(fa)實(shi)施細則》,2014年(nian)實(shi)現(xian)了(le)(le)(le)中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理全(quan)覆蓋。這個時期(qi)的(de)(de)(de)(de)改(gai)革(ge)突(tu)破,在(zai)中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)構(gou)(gou)建(jian)起(qi)了(le)(le)(le)既符合(he)現(xian)代企(qi)(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)度(du),又與中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)實(shi)際相結(jie)合(he)的(de)(de)(de)(de)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理制(zhi)(zhi)度(du)體(ti)(ti)系(xi),也為(wei)(wei)全(quan)國(guo)(guo)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)全(quan)面實(shi)行工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)管理提(ti)供了(le)(le)(le)可復制(zhi)(zhi)、可推廣的(de)(de)(de)(de)經驗(yan)和(he)(he)改(gai)革(ge)藍(lan)本。2014年(nian)以(yi)后,在(zai)深化(hua)國(guo)(guo)企(qi)(qi)(qi)(qi)改(gai)革(ge)的(de)(de)(de)(de)大背景下,工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)管理進入(ru)第(di)三(san)階(jie)段(duan),即持(chi)續深化(hua)期(qi),重(zhong)(zhong)(zhong)點(dian)以(yi)分(fen)(fen)類管理為(wei)(wei)手段(duan),制(zhi)(zhi)定了(le)(le)(le)工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)預(yu)算(suan)(suan)(suan)(suan)備案制(zhi)(zhi)周期(qi)制(zhi)(zhi)管理、工(gong)(gong)資(zi)(zi)(zi)(zi)(zi)總額(e)(e)(e)(e)特(te)別獎勵等一系(xi)列政策措施,進一步(bu)增強了(le)(le)(le)職(zhi)工(gong)(gong)收入(ru)分(fen)(fen)配(pei)調(diao)控(kong)(kong)的(de)(de)(de)(de)針對(dui)(dui)性和(he)(he)有效(xiao)性,在(zai)經濟(ji)發展新常態下,發揮了(le)(le)(le)助力中(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)業(ye)(ye)穩增長、激發和(he)(he)調(diao)動企(qi)(qi)(qi)(qi)業(ye)(ye)干部職(zhi)工(gong)(gong)積極(ji)(ji)性的(de)(de)(de)(de)重(zhong)(zhong)(zhong)要(yao)作用(yong)。

黨的(de)(de)(de)(de)十九(jiu)大站在新(xin)的(de)(de)(de)(de)歷史起點上,明確我國(guo)(guo)經(jing)濟已經(jing)由(you)高速(su)增長(chang)階段轉向高質量發(fa)(fa)展階段,作出了貫徹(che)新(xin)發(fa)(fa)展理(li)念(nian)、實現高質量發(fa)(fa)展的(de)(de)(de)(de)部(bu)(bu)署(shu),提(ti)出了培(pei)育具有全球競爭力的(de)(de)(de)(de)世界一(yi)流企(qi)(qi)業(ye)(ye)目標。按照黨中(zhong)(zhong)央(yang)、國(guo)(guo)務院(yuan)(yuan)的(de)(de)(de)(de)決(jue)策(ce)部(bu)(bu)署(shu),以(yi)及《中(zhong)(zhong)共(gong)(gong)中(zhong)(zhong)央(yang) 國(guo)(guo)務院(yuan)(yuan)關于(yu)深化國(guo)(guo)有企(qi)(qi)業(ye)(ye)改(gai)革(ge)的(de)(de)(de)(de)指導(dao)意(yi)見(jian)》(中(zhong)(zhong)發(fa)(fa)〔2015〕22號(hao),以(yi)下簡稱中(zhong)(zhong)發(fa)(fa)22號(hao)文件(jian))提(ti)出的(de)(de)(de)(de)“建(jian)立(li)健全與勞動(dong)力市場基本適應(ying)、與企(qi)(qi)業(ye)(ye)經(jing)濟效益和勞動(dong)生產率掛鉤(gou)的(de)(de)(de)(de)工資(zi)決(jue)定(ding)和正常增長(chang)機(ji)制(zhi)(zhi)”,即“一(yi)適應(ying)、兩掛鉤(gou)”的(de)(de)(de)(de)總(zong)要求,人力資(zi)源社會保(bao)障部(bu)(bu)、財政部(bu)(bu)、國(guo)(guo)資(zi)委共(gong)(gong)同(tong)研究起草《關于(yu)改(gai)革(ge)國(guo)(guo)有企(qi)(qi)業(ye)(ye)工資(zi)決(jue)定(ding)機(ji)制(zhi)(zhi)的(de)(de)(de)(de)意(yi)見(jian)》(以(yi)下簡稱《意(yi)見(jian)》),2018年5月,《意(yi)見(jian)》經(jing)由(you)中(zhong)(zhong)央(yang)全面深化改(gai)革(ge)委員(yuan)會第(di)一(yi)次會議審議通(tong)過,國(guo)(guo)務院(yuan)(yuan)正式印發(fa)(fa)。國(guo)(guo)資(zi)委作為(wei)共(gong)(gong)同(tong)牽頭單位,在積極參與《意(yi)見(jian)》制(zhi)(zhi)定(ding)工作的(de)(de)(de)(de)同(tong)時,根據《意(yi)見(jian)》精神,結合中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)改(gai)革(ge)發(fa)(fa)展的(de)(de)(de)(de)實際情況,對中(zhong)(zhong)央(yang)企(qi)(qi)業(ye)(ye)工資(zi)總(zong)額管理(li)制(zhi)(zhi)度體系(xi)進行(xing)全面修訂完善,同(tong)步制(zhi)(zhi)定(ding)了《辦法》。

作為《意(yi)見(jian)》在(zai)中央企業落地(di)落實的配套文件制(zhi)度,在(zai)近(jin)兩年的起草制(zhi)定過(guo)程中,國(guo)(guo)資委(wei)(wei)(wei)廣泛征求了各有關(guan)部門、地(di)方國(guo)(guo)資委(wei)(wei)(wei)以及(ji)全部中央企業意(yi)見(jian),期間數易(yi)其稿,最(zui)終(zhong)由國(guo)(guo)務院(yuan)(yuan)國(guo)(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)會(hui)和主任辦(ban)公(gong)會(hui)審(shen)議通過(guo),以國(guo)(guo)務院(yuan)(yuan)國(guo)(guo)資委(wei)(wei)(wei)令的形式(shi)正式(shi)公(gong)布。

問:制定《辦法(fa)》的主要目的和意義是什么(me)。

答(da):《辦(ban)法》是國資委首次以委令形(xing)式公開發(fa)布的(de)(de)中(zhong)(zhong)央企(qi)(qi)業工資總額(e)管理(li)制度(du)文件(jian),充分體現(xian)了國資委對這項工作的(de)(de)高度(du)重(zhong)視。制定《辦(ban)法》的(de)(de)根本目的(de)(de),是貫徹落實習近平新時代中(zhong)(zhong)國特(te)色社會主義思(si)想,增強中(zhong)(zhong)央企(qi)(qi)業活力(li)和競爭(zheng)力(li),促(cu)進(jin)中(zhong)(zhong)央企(qi)(qi)業實現(xian)高質量發(fa)展(zhan)。

中央企(qi)業(ye)(ye)工(gong)(gong)資(zi)總額管理,既要(yao)與國有(you)企(qi)業(ye)(ye)工(gong)(gong)資(zi)決定機(ji)制改革的總體(ti)方向保持一致(zhi),又要(yao)充分體(ti)現中央企(qi)業(ye)(ye)自身的經營發展特點。此次出臺(tai)的《辦(ban)法(fa)》,緊扣《意見》的精(jing)神實質(zhi),切(qie)實做到了將出資(zi)人依(yi)法(fa)調控(kong)和企(qi)業(ye)(ye)自主分配有(you)機(ji)結(jie)合。

一(yi)是(shi)明確提出按中央企(qi)業(ye)功能定(ding)位(wei)對工資總額(e)實(shi)行(xing)分類(lei)管(guan)(guan)理。此次改革的(de)重(zhong)要創(chuang)新點之一(yi)就是(shi)分類(lei)管(guan)(guan)理,將工資總額(e)預(yu)算備(bei)案制管(guan)(guan)理的(de)實(shi)施范圍,擴大(da)到全部主(zhu)(zhu)業(ye)處于充分競(jing)爭行(xing)業(ye)和(he)(he)領域的(de)商業(ye)類(lei)中央企(qi)業(ye),由企(qi)業(ye)董事(shi)會(hui)依(yi)(yi)法依(yi)(yi)規自主(zhu)(zhu)決(jue)定(ding)年度工資總額(e)預(yu)算,國資委由事(shi)前(qian)核(he)準轉變為(wei)事(shi)前(qian)引導、事(shi)中監測(ce)和(he)(he)事(shi)后(hou)監督。

二(er)是(shi)明確提出了對中(zhong)央企(qi)業工(gong)資總(zong)額實行分級(ji)管(guan)理。國資委(wei)(wei)負(fu)責(ze)管(guan)制度、管(guan)總(zong)量、管(guan)監督,中(zhong)央企(qi)業負(fu)責(ze)管(guan)內部自主分配、管(guan)預算分解(jie)落實、管(guan)具(ju)體操作(zuo)執行,國資委(wei)(wei)與中(zhong)央企(qi)業權責(ze)清晰(xi)、各(ge)司其職。

三是進一(yi)(yi)步(bu)完善中央(yang)企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)(zi)(zi)(zi)總額與經濟效(xiao)益掛(gua)鉤決定機制(zhi)。《辦(ban)法》圍繞(rao)建(jian)立健全(quan)“一(yi)(yi)適應、兩掛(gua)鉤”工(gong)資(zi)(zi)(zi)(zi)決定機制(zhi)的(de)目標要求(qiu),進行了一(yi)(yi)系列(lie)重大(da)創新。如(ru)明確了中央(yang)企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)(zi)(zi)(zi)總額根(gen)據效(xiao)益決定,并按(an)照效(xiao)率調整,進一(yi)(yi)步(bu)豐(feng)富了工(gong)資(zi)(zi)(zi)(zi)與效(xiao)益掛(gua)鉤的(de)內涵,全(quan)面樹立“工(gong)資(zi)(zi)(zi)(zi)是掙(zheng)出(chu)來”的(de)核心(xin)理念。再(zai)比如(ru)《辦(ban)法》進一(yi)(yi)步(bu)簡(jian)化了出(chu)資(zi)(zi)(zi)(zi)人根(gen)據國家要求(qiu)調控企(qi)(qi)(qi)業(ye)(ye)工(gong)資(zi)(zi)(zi)(zi)水平的(de)規(gui)定,突(tu)出(chu)了出(chu)資(zi)(zi)(zi)(zi)人以管(guan)(guan)資(zi)(zi)(zi)(zi)本為主加(jia)強(qiang)監管(guan)(guan)、簡(jian)政放(fang)權的(de)管(guan)(guan)理導向,釋放(fang)了積(ji)極的(de)改革信號。同(tong)時,《辦(ban)法》還明確了企(qi)(qi)(qi)業(ye)(ye)同(tong)口(kou)徑增人不增工(gong)資(zi)(zi)(zi)(zi)總額、減人不減工(gong)資(zi)(zi)(zi)(zi)總額的(de)有(you)關規(gui)定,鼓勵中央(yang)企(qi)(qi)(qi)業(ye)(ye)提高用人效(xiao)率。

四是進一步強調(diao)深化(hua)企(qi)(qi)(qi)業(ye)內(nei)部分配(pei)(pei)(pei)制度改革。《辦法(fa)》在宏(hong)觀層面完善(shan)國(guo)家(jia)、企(qi)(qi)(qi)業(ye)和(he)職(zhi)工(gong)三(san)(san)者工(gong)資分配(pei)(pei)(pei)關系的(de)(de)同時,強調(diao)企(qi)(qi)(qi)業(ye)作為內(nei)部分配(pei)(pei)(pei)的(de)(de)責任主體,應(ying)當(dang)持續深化(hua)內(nei)部三(san)(san)項制度改革,構(gou)建形(xing)成企(qi)(qi)(qi)業(ye)內(nei)部管(guan)(guan)理人員能(neng)(neng)上(shang)能(neng)(neng)下、員工(gong)能(neng)(neng)進能(neng)(neng)出、收入(ru)能(neng)(neng)增能(neng)(neng)減的(de)(de)市場化(hua)勞動用工(gong)和(he)收入(ru)分配(pei)(pei)(pei)管(guan)(guan)理機制,切實(shi)承(cheng)擔起搞好、搞活企(qi)(qi)(qi)業(ye)內(nei)部分配(pei)(pei)(pei)的(de)(de)職(zhi)責。

五是(shi)進一步強調工(gong)資總(zong)(zong)額管(guan)(guan)理的監(jian)督(du)檢(jian)查,明確(que)(que)界定(ding)企(qi)(qi)業(ye)的違規責任(ren)。如(ru)明確(que)(que)對于實施備(bei)案制管(guan)(guan)理的企(qi)(qi)業(ye),出(chu)現嚴重違反國(guo)家和國(guo)資委關(guan)于收入分配(pei)有關(guan)規定(ding)的,將其工(gong)資總(zong)(zong)額預算管(guan)(guan)理方式由備(bei)案制調整為核準制,確(que)(que)保做到權責對等(deng)(deng)。同時(shi),《辦(ban)法(fa)》明確(que)(que)將企(qi)(qi)業(ye)工(gong)資總(zong)(zong)額管(guan)(guan)理情況(kuang)納入各項監(jian)督(du)檢(jian)查范圍,與審計、巡視等(deng)(deng)工(gong)作形成合力,切實保證監(jian)管(guan)(guan)到位(wei)。

總的來說(shuo),《辦法(fa)》較(jiao)好地體(ti)現了中(zhong)(zhong)發22號文件的改革要求,體(ti)現了黨(dang)的十九大提(ti)出(chu)的堅持質量(liang)(liang)第一(yi)、效益(yi)優先的發展理念,符合此(ci)前國(guo)有企業(ye)(ye)改革座(zuo)談會提(ti)出(chu)強化正向激(ji)勵(li)的有關精神,符合中(zhong)(zhong)央關于簡政放權(quan)、“放管服”的改革要求,對促(cu)進中(zhong)(zhong)央企業(ye)(ye)實現高質量(liang)(liang)發展、推動國(guo)有資(zi)本做(zuo)強做(zuo)優做(zuo)大,加快培育具(ju)有全球競爭力的世界一(yi)流(liu)企業(ye)(ye)具(ju)有重要意義。

問:根據新的《辦法(fa)》,中央企業(ye)職工工資總額具體如何決定?

答:《辦法》于2019年在中央(yang)(yang)企業全(quan)面施行,此次對中央(yang)(yang)企業工(gong)(gong)資總(zong)額決定機制(zhi)和管(guan)理制(zhi)度體系進行全(quan)面改(gai)革(ge),事(shi)關(guan)中央(yang)(yang)企業改(gai)革(ge)發展(zhan),事(shi)關(guan)廣(guang)大(da)企業職工(gong)(gong)切(qie)身利益(yi),事(shi)關(guan)收入分配和諧有序(xu),涉及面廣(guang)、政策性強、影響(xiang)力(li)大(da)。國資委將(jiang)在今后一個時期(qi),采取積極(ji)措(cuo)施,統籌推進工(gong)(gong)作,確保《辦法》全(quan)面貫徹落實(shi)。

一是國資(zi)委將(jiang)按照《辦法》,全面部(bu)署2019年中央企業工資(zi)總額(e)預算管理(li)相關工作。

二是(shi)加快相關配套文件的正式出臺。包括(kuo)《辦法》中工(gong)(gong)資(zi)決定機(ji)制的具體(ti)實(shi)施(shi)規程、備案制管理實(shi)施(shi)方案、周期制管理實(shi)施(shi)方案以(yi)及工(gong)(gong)資(zi)管理特殊事項清單等,將(jiang)盡快研究出臺完整的工(gong)(gong)資(zi)管理政策體(ti)系,以(yi)利(li)企業(ye)執行。

三是加大政策(ce)宣(xuan)貫(guan)和培訓(xun)力度(du)。國資委將(jiang)組織系列面向中(zhong)央(yang)企(qi)(qi)業的(de)政策(ce)培訓(xun),通過政策(ce)宣(xuan)講、專家解讀、專題培訓(xun)等多種(zhong)形式,確保(bao)各中(zhong)央(yang)企(qi)(qi)業準確把握《辦法》精神實質,并(bing)推動中(zhong)央(yang)企(qi)(qi)業制(zhi)定和完善本企(qi)(qi)業的(de)工資總(zong)額管理制(zhi)度(du)體(ti)系。
