這次(ci)會(hui)議(yi)是國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)成立(li)四年多(duo)來召開的(de)第一次(ci)全(quan)(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)委(wei)系(xi)統信息(xi)(xi)化(hua)工(gong)作會(hui)議(yi)。會(hui)議(yi)的(de)主要目的(de)就是貫(guan)徹落(luo)實《2006-2020年國(guo)(guo)(guo)家信息(xi)(xi)化(hua)發展戰略(lve)》,按照國(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)資(zi)委(wei)“十一五”信息(xi)(xi)化(hua)規劃,部署(shu)全(quan)(quan)國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)監管信息(xi)(xi)化(hua)建設工(gong)作。
全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),主(zhu)要(yao)(yao)(yao)(yao)分(fen)三塊內(nei)(nei)(nei)容(rong)(rong):一(yi)是(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)機(ji)關(guan)(guan)的(de)(de)(de)辦(ban)公自動化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she);二是(shi)(shi)(shi)(shi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),包括國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與(yu)(yu)(yu)(yu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)之間的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)監(jian)(jian)管(guan)(guan)(guan)、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與(yu)(yu)(yu)(yu)各地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she);三是(shi)(shi)(shi)(shi)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和(he)(he)各地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)所(suo)監(jian)(jian)管(guan)(guan)(guan)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)。我(wo)(wo)們現(xian)在實施的(de)(de)(de)、經(jing)(jing)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家發改(gai)委(wei)(wei)(wei)(wei)批準(zhun)(zhun)的(de)(de)(de)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)系(xi)(xi)統(tong)(tong)一(yi)期(qi)(qi)工(gong)程(cheng)包括了(le)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)內(nei)(nei)(nei)容(rong)(rong)。國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)家宏觀經(jing)(jing)濟信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)共(gong)享系(xi)(xi)統(tong)(tong)工(gong)程(cheng)即(ji)金宏工(gong)程(cheng)中(zhong)(zhong),國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)承擔的(de)(de)(de)一(yi)個(ge)重(zhong)要(yao)(yao)(yao)(yao)方面(mian)就是(shi)(shi)(shi)(shi)建(jian)(jian)設(she)(she)(she)(she)(she)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)系(xi)(xi)統(tong)(tong)和(he)(he)數據庫。這(zhe)(zhe)些都涉及(ji)到(dao)各地方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)工(gong)作(zuo)(zuo)(zuo)范圍。從(cong)(cong)這(zhe)(zhe)三塊工(gong)作(zuo)(zuo)(zuo)來(lai)說,國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)機(ji)關(guan)(guan)的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),這(zhe)(zhe)幾年(nian)在委(wei)(wei)(wei)(wei)黨委(wei)(wei)(wei)(wei)和(he)(he)李榮融主(zhu)任的(de)(de)(de)高(gao)度重(zhong)視(shi)(shi)下(xia),進展非(fei)常(chang)快。特別是(shi)(shi)(shi)(shi)8月(yue)28日,我(wo)(wo)們開(kai)(kai)(kai)通(tong)了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與(yu)(yu)(yu)(yu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)視(shi)(shi)頻會(hui)(hui)議(yi)(yi)系(xi)(xi)統(tong)(tong)。這(zhe)(zhe)是(shi)(shi)(shi)(shi)一(yi)個(ge)專(zhuan)(zhuan)用商密級視(shi)(shi)訊(xun)系(xi)(xi)統(tong)(tong),可實現(xian)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)內(nei)(nei)(nei)部、國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)與(yu)(yu)(yu)(yu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)間、中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與(yu)(yu)(yu)(yu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)間的(de)(de)(de)視(shi)(shi)頻會(hui)(hui)議(yi)(yi)及(ji)可視(shi)(shi)通(tong)訊(xun)。開(kai)(kai)(kai)通(tong)以來(lai)短短的(de)(de)(de)半個(ge)月(yue)里(li),已經(jing)(jing)召(zhao)開(kai)(kai)(kai)了(le)數次會(hui)(hui)議(yi)(yi),從(cong)(cong)提高(gao)效率、降低成本來(lai)看,效果(guo)非(fei)常(chang)明顯。在視(shi)(shi)頻會(hui)(hui)議(yi)(yi)系(xi)(xi)統(tong)(tong)建(jian)(jian)設(she)(she)(she)(she)(she)過程(cheng)中(zhong)(zhong),我(wo)(wo)們專(zhuan)(zhuan)門預留(liu)了(le)與(yu)(yu)(yu)(yu)各地國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)的(de)(de)(de)接口,作(zuo)(zuo)(zuo)為(wei)后期(qi)(qi)建(jian)(jian)設(she)(she)(she)(she)(she)內(nei)(nei)(nei)容(rong)(rong)。關(guan)(guan)于(yu)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she),今年(nian)1月(yue)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)和(he)(he)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)(zuo)辦(ban)公室聯合下(xia)發了(le)《關(guan)(guan)于(yu)加強中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)(zuo)的(de)(de)(de)指導意見(jian)》,4月(yue)又共(gong)同召(zhao)開(kai)(kai)(kai)了(le)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)(zuo)會(hui)(hui)議(yi)(yi),對(dui)(dui)整個(ge)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)進行了(le)總體部署,明確了(le)目(mu)(mu)標(biao)和(he)(he)工(gong)作(zuo)(zuo)(zuo)要(yao)(yao)(yao)(yao)求(qiu)。最近,我(wo)(wo)們又對(dui)(dui)中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)工(gong)作(zuo)(zuo)(zuo)做了(le)全(quan)(quan)面(mian)的(de)(de)(de)摸底調(diao)查和(he)(he)分(fen)析排隊。從(cong)(cong)檢查情(qing)況看,目(mu)(mu)前中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)總體情(qing)況是(shi)(shi)(shi)(shi)喜人的(de)(de)(de)。有(you)不少中(zhong)(zhong)央(yang)(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)不但(dan)走到(dao)了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)(nei)(nei)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)的(de)(de)(de)前列(lie),而(er)且和(he)(he)世界先(xian)(xian)進企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)對(dui)(dui)標(biao),達(da)到(dao)了(le)世界先(xian)(xian)進水(shui)(shui)平(ping),這(zhe)(zhe)一(yi)部分(fen)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)約占5%。另外還(huan)(huan)有(you)30%的(de)(de)(de)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)達(da)到(dao)了(le)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)內(nei)(nei)(nei)先(xian)(xian)進水(shui)(shui)平(ping)。關(guan)(guan)于(yu)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)(tong)的(de)(de)(de)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua),各省(sheng)區市國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)這(zhe)(zhe)些年(nian)來(lai)做了(le)大量工(gong)作(zuo)(zuo)(zuo),取得了(le)不同程(cheng)度的(de)(de)(de)提高(gao),有(you)些地方做得比(bi)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)務(wu)(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)還(huan)(huan)要(yao)(yao)(yao)(yao)好。一(yi)些地方國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)監(jian)(jian)管(guan)(guan)(guan)的(de)(de)(de)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)水(shui)(shui)平(ping)也相當(dang)高(gao)。但(dan)是(shi)(shi)(shi)(shi),作(zuo)(zuo)(zuo)為(wei)整個(ge)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)(xi)統(tong)(tong)來(lai)講(jiang),從(cong)(cong)全(quan)(quan)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)信(xin)(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)(xi)化(hua)(hua)(hua)建(jian)(jian)設(she)(she)(she)(she)(she)來(lai)講(jiang),還(huan)(huan)沒有(you)一(yi)個(ge)統(tong)(tong)一(yi)的(de)(de)(de)平(ping)臺(tai),沒有(you)統(tong)(tong)一(yi)的(de)(de)(de)標(biao)準(zhun)(zhun),沒有(you)共(gong)同遵循的(de)(de)(de)目(mu)(mu)標(biao)要(yao)(yao)(yao (三)加(jia)(jia)快信(xin)息(xi)(xi)(xi)化(hua)建(jian)(jian)(jian)設是國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)工作(zuo)邁上新臺階的(de)迫(po)(po)切需(xu)要。近幾年來,各級國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委圍繞落實(shi)(shi)(shi)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)保值(zhi)增值(zhi)的(de)責任(ren),積極推(tui)進機構建(jian)(jian)(jian)設和制度建(jian)(jian)(jian)設,國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)組織體(ti)系和法規(gui)體(ti)系、國(guo)(guo)(guo)有(you)(you)(you)企(qi)業(ye)(ye)(ye)經營業(ye)(ye)(ye)績(ji)考核(he)體(ti)系、企(qi)業(ye)(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)產(chan)(chan)權管(guan)(guan)(guan)(guan)(guan)理制度體(ti)系、出(chu)資(zi)(zi)(zi)(zi)人財務(wu)監(jian)(jian)督(du)(du)體(ti)系等(deng)(deng)基本形成并不斷完善,國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)管(guan)(guan)(guan)(guan)(guan)理體(ti)制框架基本建(jian)(jian)(jian)立,初(chu)步(bu)(bu)實(shi)(shi)(shi)現了監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)制度創(chuang)新,基礎工作(zuo)進一步(bu)(bu)加(jia)(jia)強。但是,國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)要真正做(zuo)到“三結(jie)(jie)合、三統(tong)一”,仍需(xu)付出(chu)很大(da)(da)努力(li),必(bi)須大(da)(da)力(li)推(tui)進監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)制度創(chuang)新和監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方式創(chuang)新,提高監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)能力(li)和效(xiao)率。監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)方式的(de)創(chuang)新,現階段(duan)最主要的(de)是要實(shi)(shi)(shi)現監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)手段(duan)的(de)信(xin)息(xi)(xi)(xi)化(hua)。要充分應用(yong)信(xin)息(xi)(xi)(xi)技術,挖(wa)掘利用(yong)信(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源,改變目前國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)數(shu)據(ju)采(cai)集(ji)、處(chu)(chu)理方式落后,數(shu)據(ju)有(you)(you)(you)效(xiao)性和共享性弱,數(shu)據(ju)覆(fu)蓋(gai)范(fan)圍小、深度不夠,數(shu)據(ju)及時(shi)性和針對性差等(deng)(deng)現狀,建(jian)(jian)(jian)立有(you)(you)(you)效(xiao)的(de)信(xin)息(xi)(xi)(xi)采(cai)集(ji)與數(shu)據(ju)處(chu)(chu)理機制,實(shi)(shi)(shi)現信(xin)息(xi)(xi)(xi)共享和業(ye)(ye)(ye)務(wu)協同(tong)。比如,推(tui)進國(guo)(guo)(guo)有(you)(you)(you)經濟布(bu)局和結(jie)(jie)構戰略性調整,亟需(xu)收集(ji)和開(kai)發國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)信(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)(zi)源,及時(shi)準確地(di)掌握國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)分布(bu)狀況和經營情(qing)況。加(jia)(jia)強國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)督(du)(du)管(guan)(guan)(guan)(guan)(guan)理,規(gui)范(fan)國(guo)(guo)(guo)有(you)(you)(you)企(qi)業(ye)(ye)(ye)改制和產(chan)(chan)權轉讓行(xing)為,防止國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)流失(shi),必(bi)須大(da)(da)力(li)開(kai)發利用(yong)業(ye)(ye)(ye)務(wu)管(guan)(guan)(guan)(guan)(guan)理信(xin)息(xi)(xi)(xi)系統(tong),加(jia)(jia)強對企(qi)業(ye)(ye)(ye)國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)特別是重大(da)(da)財務(wu)信(xin)息(xi)(xi)(xi)和產(chan)(chan)權轉讓的(de)實(shi)(shi)(shi)時(shi)監(jian)(jian)測和規(gui)范(fan)管(guan)(guan)(guan)(guan)(guan)理。總(zong)之,大(da)(da)力(li)推(tui)進國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)管(guan)(guan)(guan)(guan)(guan)信(xin)息(xi)(xi)(xi)化(hua),既(ji)是加(jia)(jia)強國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)監(jian)(jian)督(du)(du)管(guan)(guan)(guan)(guan)(guan)理,實(shi)(shi)(shi)現國(guo)(guo)(guo)有(you)(you)(you)資(zi)(zi)(zi)(zi)產(chan)(chan)保值(zhi)增值(zhi)的(de)迫(po)(po)切需(xu)要,也是落實(shi)(shi)(shi)國(guo)(guo)(guo)家信(xin)息(xi)(xi)(xi)化(hua)發展(zhan)戰略的(de)緊(jin)迫(po)(po)任(ren)務(wu)。
二、充分肯定國資監管信息化工作取得的成績
幾年來(lai),各省區市國資(zi)委圍繞國資(zi)監管(guan)(guan)和國企改(gai)革的(de)中(zhong)心任務,相(xiang)繼開發(fa)(fa)建設了一批信息(xi)網(wang)(wang)絡、信息(xi)網(wang)(wang)站、網(wang)(wang)上辦公(gong)和業務管(guan)(guan)理系統(tong),為有效(xiao)履行出資(zi)人職責、加強國資(zi)監管(guan)(guan)、推(tui)進國企改(gai)革等(deng)發(fa)(fa)揮了積極的(de)作用(yong)。
(一)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)基(ji)礎工(gong)(gong)作(zuo)不斷(duan)加強(qiang)。一是(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)領導(dao)機構(gou)逐步(bu)建(jian)(jian)立(li)。部分(fen)省(sheng)區市國(guo)(guo)資委(wei)成立(li)了由(you)委(wei)主要領導(dao)掛帥(shuai)、各(ge)職能(neng)處室負(fu)責(ze)(ze)人為(wei)成員的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)領導(dao)小(xiao)組,加強(qiang)了對信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)的組織協調。二是(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)機構(gou)、編(bian)制、人員基(ji)本落(luo)實。大多數省(sheng)區市國(guo)(guo)資委(wei)明確由(you)辦公室負(fu)責(ze)(ze)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo);吉林、河北、山西、內蒙古(gu)、上海、湖北、深(shen)圳、青(qing)島等(deng)地方國(guo)(guo)資委(wei)設立(li)了信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)中心。貴(gui)州(zhou)、河南(nan)等(deng)省(sheng)國(guo)(guo)資委(wei)建(jian)(jian)立(li)了委(wei)機關各(ge)處室及(ji)監管(guan)企業的信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)聯絡員制度。三是(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設經費(fei)投入(ru)機制初步(bu)理(li)順。深(shen)圳市國(guo)(guo)資委(wei)把信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設經費(fei)作(zuo)為(wei)監管(guan)費(fei)用的一部分(fen),統一納入(ru)國(guo)(guo)有資本經營(ying)預算支(zhi)出范圍。四是(shi)制定(ding)了信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設總(zong)體(ti)(ti)規劃。上海、山西、四川、貴(gui)州(zhou)、廣西、寧(ning)波國(guo)(guo)資委(wei)編(bian)制完成國(guo)(guo)資監管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設總(zong)體(ti)(ti)規劃。五是(shi)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)工(gong)(gong)作(zuo)管(guan)理(li)制度逐步(bu)建(jian)(jian)立(li)。遼寧(ning)、寧(ning)波國(guo)(guo)資委(wei)制定(ding)了計算機網(wang)絡、網(wang)站、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)報送、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安全等(deng)一系(xi)列規章制度,信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化(hua)(hua)建(jian)(jian)設開(kai)始(shi)進入(ru)規范化(hua)(hua)軌道。
(二(er))網絡(luo)(luo)基(ji)礎設施得到改善。全國(guo)(guo)(guo)(guo)大多數省市國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)已經開通(tong)機關(guan)局域(yu)網和(he)電子(zi)郵件(jian)系(xi)統(tong),信(xin)息(xi)獲取(qu)和(he)傳(chuan)遞能力明顯提高(gao)。不少地方(fang)建(jian)成(cheng)(cheng)了(le)業務(wu)(wu)內(nei)網和(he)業務(wu)(wu)外網,為開展國(guo)(guo)(guo)(guo)資(zi)監管提供了(le)四(si)個網絡(luo)(luo)平(ping)臺(tai)(tai):(1)外網與(yu)國(guo)(guo)(guo)(guo)際(ji)互(hu)聯(lian)網連接,形(xing)成(cheng)(cheng)訪(fang)問互(hu)聯(lian)網平(ping)臺(tai)(tai);(2)內(nei)網與(yu)本級政(zheng)(zheng)府政(zheng)(zheng)務(wu)(wu)專網相聯(lian),形(xing)成(cheng)(cheng)政(zheng)(zheng)府機關(guan)公(gong)(gong)文(wen)流(liu)轉平(ping)臺(tai)(tai);(3)通(tong)過內(nei)部局域(yu)網,形(xing)成(cheng)(cheng)委(wei)(wei)內(nei)公(gong)(gong)文(wen)處(chu)理平(ping)臺(tai)(tai);(4)通(tong)過非涉(she)密公(gong)(gong)文(wen)傳(chuan)輸系(xi)統(tong),形(xing)成(cheng)(cheng)與(yu)國(guo)(guo)(guo)(guo)務(wu)(wu)院國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)公(gong)(gong)文(wen)報送平(ping)臺(tai)(tai)。同時,實行(xing)內(nei)網和(he)外網物理隔(ge)離(li),為涉(she)密信(xin)息(xi)系(xi)統(tong)安全運行(xing)提供了(le)技(ji)術保障。山西、安徽(hui)、廣西等地方(fang)國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)以(yi)專網方(fang)式實現了(le)與(yu)市級國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)和(he)監管企業的互(hu)聯(lian)互(hu)通(tong)。河南省國(guo)(guo)(guo)(guo)資(zi)委(wei)(wei)建(jian)立與(yu)省委(wei)(wei)、省政(zheng)(zheng)府信(xin)息(xi)傳(chuan)輸網絡(luo)(luo),實現報送公(gong)(gong)文(wen)、信(xin)息(xi)的無紙化傳(chuan)送,提高(gao)了(le)辦公(gong)(gong)效率。
(三)辦(ban)(ban)(ban)公(gong)系(xi)統應用效(xiao)果逐步顯現。北京(jing)、山東、黑龍(long)江、遼寧、河北、天津、上海(hai)、江蘇、福建(jian)、甘(gan)肅、廣西、青島(dao)、廈門(men)國(guo)資(zi)(zi)委(wei)相繼開發應用網絡協同(tong)辦(ban)(ban)(ban)公(gong)系(xi)統,提高了辦(ban)(ban)(ban)事效(xiao)率,節約了經(jing)(jing)費。山東、福建(jian)等(deng)地方國(guo)資(zi)(zi)委(wei)不涉(she)密的公(gong)文(wen)辦(ban)(ban)(ban)理(li)全部實現網上流轉。江蘇省(sheng)國(guo)資(zi)(zi)委(wei)來電(dian)、來文(wen)和發文(wen)的處理(li)基本實現無(wu)紙(zhi)化。青島(dao)市國(guo)資(zi)(zi)委(wei)的辦(ban)(ban)(ban)公(gong)系(xi)統已經(jing)(jing)由收文(wen)管(guan)理(li)、發文(wen)管(guan)理(li)拓展(zhan)到督查管(guan)理(li)、信息管(guan)理(li)、檔案管(guan)理(li)和會議管(guan)理(li)等(deng)內容,推(tui)動了機關辦(ban)(ban)(ban)公(gong)效(xiao)率的提高。北京(jing)、上海(hai)、山東等(deng)省(sheng)市國(guo)資(zi)(zi)委(wei)開通了和監管(guan)企業(ye)的視頻會議系(xi)統。湖北省(sheng)國(guo)資(zi)(zi)委(wei)建(jian)立多媒體會議室。
(四)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)建(jian)設(she)邁(mai)出實質性(xing)(xing)步伐。為提高監(jian)(jian)管(guan)的(de)(de)科學性(xing)(xing)和有(you)效(xiao)性(xing)(xing),各地國(guo)(guo)資(zi)(zi)委積極開發(fa)建(jian)設(she)國(guo)(guo)有(you)資(zi)(zi)產(chan)(chan)監(jian)(jian)督管(guan)理(li)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong),取得不同程度的(de)(de)進展(zhan)。廣(guang)(guang)西國(guo)(guo)資(zi)(zi)委正在建(jian)設(she)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)綜(zong)合業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)管(guan)理(li)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)。上(shang)海(hai)市的(de)(de)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)可研(yan)報告(gao)已經獲得主管(guan)部門(men)批準。山(shan)東省(sheng)制定了國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)總體建(jian)設(she)方(fang)案。青島市國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)已納入2007年青島市財政項(xiang)目(mu)投(tou)資(zi)(zi)計劃。云南省(sheng)國(guo)(guo)資(zi)(zi)委的(de)(de)財務(wu)(wu)(wu)及重(zhong)大事項(xiang)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)建(jian)成(cheng)投(tou)入使(shi)用(yong)(yong)。北(bei)京(jing)市國(guo)(guo)資(zi)(zi)委推廣(guang)(guang)應用(yong)(yong)了企(qi)業(ye)(ye)(ye)(ye)領導人員管(guan)理(li)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)和產(chan)(chan)權(quan)管(guan)理(li)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)。上(shang)海(hai)市國(guo)(guo)資(zi)(zi)委開發(fa)了國(guo)(guo)資(zi)(zi)經營預算(suan)管(guan)理(li)、高技能人才管(guan)理(li)等多(duo)個(ge)業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)應用(yong)(yong)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong),為國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)順(shun)利開展(zhan)、提高效(xiao)率提供(gong)了支(zhi)撐(cheng)。國(guo)(guo)務(wu)(wu)(wu)院國(guo)(guo)資(zi)(zi)委有(you)關業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)廳局初步建(jian)成(cheng)企(qi)業(ye)(ye)(ye)(ye)財務(wu)(wu)(wu)數(shu)據(ju)統(tong)(tong)(tong)(tong)(tong)計評(ping)價系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)人才數(shu)據(ju)庫系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)業(ye)(ye)(ye)(ye)績考(kao)核系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、企(qi)業(ye)(ye)(ye)(ye)國(guo)(guo)有(you)產(chan)(chan)權(quan)交(jiao)易監(jian)(jian)測系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、中(zhong)央(yang)企(qi)業(ye)(ye)(ye)(ye)固定資(zi)(zi)產(chan)(chan)投(tou)資(zi)(zi)統(tong)(tong)(tong)(tong)(tong)計調(diao)查系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、懲(cheng)防體系(xi)(xi)(xi)(xi)管(guan)理(li)信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)、監(jian)(jian)事會工作業(ye)(ye)(ye)(ye)務(wu)(wu)(wu)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong)等。這些信(xin)(xin)息(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)(tong)(tong)(tong),為做好國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)工作發(fa)揮了重(zhong)大作用(yong)(yong)。
以企業國(guo)(guo)(guo)有(you)產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)監(jian)(jian)測(ce)(ce)(ce)系統(tong)為(wei)例。2006年,國(guo)(guo)(guo)務院國(guo)(guo)(guo)資委正式啟動了企業國(guo)(guo)(guo)有(you)產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)監(jian)(jian)測(ce)(ce)(ce)系統(tong)的(de)(de)(de)建設工作,目前已實(shi)現(xian)了與北(bei)京、天津、上海國(guo)(guo)(guo)資委和產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)機構的(de)(de)(de)聯網。監(jian)(jian)測(ce)(ce)(ce)系統(tong)的(de)(de)(de)建成(cheng)(cheng)和推(tui)廣(guang),使各(ge)級國(guo)(guo)(guo)資委對產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)的(de)(de)(de)監(jian)(jian)管(guan)手段發生了實(shi)質性改變,實(shi)現(xian)了從事(shi)后的(de)(de)(de)靜態(tai)監(jian)(jian)管(guan)向全(quan)過(guo)程(cheng)的(de)(de)(de)動態(tai)監(jian)(jian)管(guan)的(de)(de)(de)轉變;產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)機構的(de)(de)(de)操(cao)(cao)作得(de)到進一步規范;產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)嚴格按(an)照操(cao)(cao)作規則和程(cheng)序進行,大大減(jian)少了違規操(cao)(cao)作行為(wei);為(wei)今(jin)后全(quan)國(guo)(guo)(guo)統(tong)一的(de)(de)(de)產(chan)權(quan)(quan)(quan)交(jiao)(jiao)易(yi)市場(chang)的(de)(de)(de)形成(cheng)(cheng)奠(dian)定了基礎。
(五(wu))國(guo)資(zi)監管(guan)網站和(he)(he)(he)政(zheng)務(wu)信(xin)(xin)息(xi)公(gong)開(kai)(kai)成(cheng)效(xiao)明(ming)顯。各省區市國(guo)資(zi)委高度(du)重(zhong)視開(kai)(kai)發(fa)(fa)建設互聯網站,大力(li)宣傳國(guo)資(zi)監管(guan)的政(zheng)策措施和(he)(he)(he)工(gong)作成(cheng)績(ji),宣傳國(guo)有企業改(gai)革發(fa)(fa)展的嶄新(xin)風(feng)貌和(he)(he)(he)重(zhong)大成(cheng)果(guo),大力(li)推進(jin)國(guo)資(zi)監管(guan)信(xin)(xin)息(xi)公(gong)開(kai)(kai)和(he)(he)(he)電子政(zheng)務(wu),提高監管(guan)工(gong)作透明(ming)度(du)和(he)(he)(he)辦(ban)事效(xiao)率。據不完全統計,全國(guo)37個省(自治區、直轄市、計劃單列市和(he)(he)(he)新(xin)疆生產建設兵團)中,已(yi)有30個國(guo)資(zi)委開(kai)(kai)通互聯網站,成(cheng)為宣傳國(guo)資(zi)監管(guan)工(gong)作的重(zhong)要陣地。按照(zhao)信(xin)(xin)息(xi)公(gong)開(kai)(kai)、在線辦(ban)事和(he)(he)(he)公(gong)眾參與(yu)等(deng)要求(qiu),各地國(guo)資(zi)委互聯網站信(xin)(xin)息(xi)公(gong)開(kai)(kai)的及時性和(he)(he)(he)全面性得(de)到加(jia)強(qiang),在線辦(ban)事、公(gong)眾參與(yu)和(he)(he)(he)互動交流明(ming)顯改(gai)進(jin)。
(六)信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源(yuan)開(kai)發(fa)利用取得積極進展。一是開(kai)始建立企(qi)(qi)業(ye)(ye)(ye)信(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)(zi)源(yuan)庫。河(he)北(bei)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建立河(he)北(bei)國(guo)(guo)資(zi)(zi)(zi)企(qi)(qi)業(ye)(ye)(ye)經(jing)濟(ji)信(xin)(xin)息(xi)(xi)(xi)平臺和(he)領導決(jue)策(ce)(ce)信(xin)(xin)息(xi)(xi)(xi)支持系(xi)統(tong)。安徽(hui)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)建成(cheng)全省(sheng)(sheng)國(guo)(guo)有及國(guo)(guo)有控(kong)股(gu)工(gong)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)主(zhu)要(yao)(yao)(yao)經(jing)濟(ji)指標(biao)、省(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)財(cai)(cai)務快報、省(sheng)(sheng)屬工(gong)業(ye)(ye)(ye)企(qi)(qi)業(ye)(ye)(ye)主(zhu)要(yao)(yao)(yao)經(jing)濟(ji)效(xiao)益(yi)等多個數(shu)據庫,為(wei)全省(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)系(xi)統(tong)提(ti)(ti)供(gong)(gong)(gong)便(bian)捷的(de)信(xin)(xin)息(xi)(xi)(xi)查詢服(fu)務。甘肅(su)省(sheng)(sheng)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)組織錄入監(jian)(jian)管(guan)企(qi)(qi)業(ye)(ye)(ye)10年的(de)主(zhu)要(yao)(yao)(yao)經(jing)濟(ji)指標(biao),形成(cheng)了(le)完整的(de)省(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)歷史財(cai)(cai)務決(jue)算數(shu)據庫,為(wei)分(fen)析監(jian)(jian)管(guan)企(qi)(qi)業(ye)(ye)(ye)國(guo)(guo)有資(zi)(zi)(zi)產(chan)分(fen)布(bu)狀況、運營質量(liang)、發(fa)展趨勢等提(ti)(ti)供(gong)(gong)(gong)了(le)豐富的(de)基(ji)礎(chu)資(zi)(zi)(zi)料。二是內(nei)部信(xin)(xin)息(xi)(xi)(xi)網(wang)內(nei)容(rong)不(bu)斷豐富。遼寧、天(tian)津、湖北(bei)等省(sheng)(sheng)市(shi)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)都開(kai)通(tong)了(le)內(nei)部信(xin)(xin)息(xi)(xi)(xi)網(wang),成(cheng)為(wei)學習交流的(de)重(zhong)(zhong)要(yao)(yao)(yao)平臺。天(tian)津市(shi)國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)在內(nei)部信(xin)(xin)息(xi)(xi)(xi)網(wang)設立專(zhuan)欄(lan),發(fa)布(bu)170余個國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)法(fa)律法(fa)規文(wen)件,為(wei)全委(wei)(wei)(wei)(wei)人員(yuan)規范高效(xiao)開(kai)展工(gong)作(zuo)提(ti)(ti)供(gong)(gong)(gong)了(le)信(xin)(xin)息(xi)(xi)(xi)咨詢。三(san)是國(guo)(guo)資(zi)(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)加工(gong)成(cheng)果(guo)明顯。內(nei)蒙(meng)古、吉林等地方國(guo)(guo)資(zi)(zi)(zi)委(wei)(wei)(wei)(wei)重(zhong)(zhong)視對監(jian)(jian)管(guan)企(qi)(qi)業(ye)(ye)(ye)經(jing)濟(ji)運行數(shu)據的(de)收集(ji)加工(gong)和(he)分(fen)析研(yan)究,為(wei)各級領導決(jue)策(ce)(ce)提(ti)(ti)供(gong)(gong)(gong)了(le)重(zhong)(zhong)要(yao)(yao)(yao)依(yi)據。
(七)推(tui)(tui)進企(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)和軟(ruan)件正(zheng)版化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作取得積(ji)極(ji)成效。部分(fen)(fen)省(sheng)區市(shi)國(guo)(guo)(guo)(guo)資(zi)委把企(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)(she)作為信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作的(de)一項(xiang)重要內容,大力(li)推(tui)(tui)動監管(guan)(guan)企(qi)業(ye)(ye)加快(kuai)利(li)用信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)手(shou)段提升管(guan)(guan)理水平和增強企(qi)業(ye)(ye)核心(xin)競(jing)爭力(li)。河(he)(he)北(bei)、山東、廣西等(deng)省(sheng)(區)國(guo)(guo)(guo)(guo)資(zi)委出臺了推(tui)(tui)動監管(guan)(guan)企(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作的(de)指(zhi)(zhi)導(dao)意見(jian),明(ming)確了監管(guan)(guan)企(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)建設(she)(she)的(de)指(zhi)(zhi)導(dao)思想、總體目標、工(gong)(gong)(gong)(gong)作重點和政策措施(shi)。河(he)(he)北(bei)省(sheng)國(guo)(guo)(guo)(guo)資(zi)委要求企(qi)業(ye)(ye)設(she)(she)立信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)專項(xiang)資(zi)金,并(bing)組織部分(fen)(fen)企(qi)業(ye)(ye)到全(quan)國(guo)(guo)(guo)(guo)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作標桿企(qi)業(ye)(ye)考察學習。山東省(sheng)國(guo)(guo)(guo)(guo)資(zi)委堅持(chi)每年召開一次省(sheng)管(guan)(guan)企(qi)業(ye)(ye)信(xin)息(xi)(xi)化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作座談會(hui),總結工(gong)(gong)(gong)(gong)作,交流(liu)經驗,商討工(gong)(gong)(gong)(gong)作措施(shi)。各地國(guo)(guo)(guo)(guo)資(zi)委按照國(guo)(guo)(guo)(guo)家(jia)總體要求,積(ji)極(ji)配合版權部門(men),采取切實(shi)措施(shi),推(tui)(tui)進軟(ruan)件正(zheng)版化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作穩步有序展(zhan)開,在做好委機關軟(ruan)件正(zheng)版化(hua)(hua)(hua)(hua)(hua)的(de)同時,積(ji)極(ji)推(tui)(tui)進監管(guan)(guan)企(qi)業(ye)(ye)軟(ruan)件正(zheng)版化(hua)(hua)(hua)(hua)(hua)工(gong)(gong)(gong)(gong)作。
在充分肯定成績(ji)的同時(shi),我們(men)也要清醒地看到,全國(guo)(guo)國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)息(xi)化建(jian)設(she)總體上仍處于起步(bu)階(jie)段,存在一些問題,主要是:基礎網絡不夠健全,互聯互通(tong)不暢(chang);業務(wu)系統(tong)水平較(jiao)低(di),應用(yong)和(he)服務(wu)范圍較(jiao)窄;信(xin)息(xi)資(zi)(zi)源開發(fa)利用(yong)滯后,共享和(he)對外(wai)公開程度(du)不高(gao);標準不統(tong)一,制度(du)建(jian)設(she)薄(bo)弱(ruo),安全存在隱患;缺(que)少統(tong)籌規劃,自(zi)成體系,重(zhong)復建(jian)設(she)現象(xiang)嚴重(zhong)。國(guo)(guo)資(zi)(zi)監(jian)(jian)管信(xin)息(xi)化水平與加(jia)強(qiang)國(guo)(guo)資(zi)(zi)監(jian)(jian)管的要求相(xiang)比(bi),與全球信(xin)息(xi)化發(fa)展(zhan)趨勢和(he)國(guo)(guo)家信(xin)息(xi)化發(fa)展(zhan)要求相(xiang)比(bi),還有較(jiao)大差距。我們(men)必(bi)須增強(qiang)緊迫感,采(cai)取有力措施加(jia)快解(jie)決。
三、進一步明確國資監管信息化“十一五”發展目標和任務
根據國(guo)(guo)(guo)家“十(shi)一五”信(xin)(xin)息(xi)(xi)(xi)化發展(zhan)的(de)(de)(de)(de)總體(ti)要求,結合國(guo)(guo)(guo)資(zi)監(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)化的(de)(de)(de)(de)現狀與實(shi)際需求,我們初(chu)步(bu)考慮國(guo)(guo)(guo)資(zi)監(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)化發展(zhan)的(de)(de)(de)(de)“十(shi)一五”目(mu)標是:基本建成覆蓋中央、省(sheng)級(ji)和計(ji)劃單列市國(guo)(guo)(guo)資(zi)委及所監(jian)管(guan)企(qi)業(ye)的(de)(de)(de)(de)國(guo)(guo)(guo)資(zi)監(jian)管(guan)信(xin)(xin)息(xi)(xi)(xi)網絡(luo)平臺,各(ge)級(ji)國(guo)(guo)(guo)資(zi)委普遍建立起業(ye)務(wu)內網和外網;重點應(ying)用系統實(shi)現互聯互通,信(xin)(xin)息(xi)(xi)(xi)資(zi)源(yuan)共享機制初(chu)步(bu)建立;基礎性信(xin)(xin)息(xi)(xi)(xi)數(shu)據庫(ku)、信(xin)(xin)息(xi)(xi)(xi)資(zi)源(yuan)目(mu)標體(ti)系與交換體(ti)系、標準(zhun)規(gui)范體(ti)系、信(xin)(xin)息(xi)(xi)(xi)安(an)全基礎設施(shi)初(chu)步(bu)建立;各(ge)級(ji)國(guo)(guo)(guo)資(zi)委門(men)戶網站全部開(kai)通,并成為信(xin)(xin)息(xi)(xi)(xi)公開(kai)的(de)(de)(de)(de)重要渠(qu)道,可在線處理的(de)(de)(de)(de)業(ye)務(wu)項目(mu)基本實(shi)現網上(shang)辦理。
實現(xian)上述目標,關鍵是(shi)要(yao)(yao)實現(xian)四(si)(si)個轉(zhuan)變:一是(shi)要(yao)(yao)從(cong)分散建(jian)設向現(xian)有(you)資源整合利用轉(zhuan)變;二是(shi)要(yao)(yao)從(cong)信息(xi)(xi)系統獨立運(yun)行向互聯(lian)互通和(he)資源共享(xiang)轉(zhuan)變;三是(shi)要(yao)(yao)從(cong)重建(jian)設向注重深化應用轉(zhuan)變;四(si)(si)是(shi)要(yao)(yao)從(cong)信息(xi)(xi)管理偏重自我服務向注重公共服務轉(zhuan)變。當前和(he)今后一個時期,國資監管信息(xi)(xi)化建(jian)設要(yao)(yao)著力抓好以下六項工作(zuo):
(一)建設(she)和(he)整(zheng)合統(tong)一的(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)網(wang)(wang)(wang)絡(luo)平(ping)臺,推(tui)進互聯互通(tong)。榮融同志(zhi)今年1月(yue)25日在全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)督(du)管(guan)(guan)理(li)工作(zuo)會議上強(qiang)調,要按照《地(di)方國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)工作(zuo)指導監(jian)(jian)(jian)督(du)暫行辦法》的(de)要求(qiu),抓緊(jin)建立各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)之間(jian)交流(liu)聯系的(de)信(xin)息(xi)網(wang)(wang)(wang)絡(luo),及時組織工作(zuo)交流(liu),總結推(tui)廣國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)工作(zuo)經驗(yan),提高國(guo)(guo)(guo)(guo)有資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)系統(tong)的(de)整(zheng)體素質。為(wei)此,要充(chong)分(fen)利用各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)的(de)現(xian)有網(wang)(wang)(wang)絡(luo)資(zi)(zi)(zi)(zi)源(yuan),按照《國(guo)(guo)(guo)(guo)家(jia)(jia)電(dian)(dian)子(zi)政務(wu)總體框架》的(de)要求(qiu),加快(kuai)建設(she)各級(ji)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)上下之間(jian)、國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)與所監(jian)(jian)(jian)管(guan)(guan)企業之間(jian)相(xiang)互聯接的(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)外(wai)網(wang)(wang)(wang),實(shi)現(xian)相(xiang)互之間(jian)的(de)信(xin)息(xi)交換和(he)信(xin)息(xi)共享。基于(yu)國(guo)(guo)(guo)(guo)家(jia)(jia)電(dian)(dian)子(zi)政務(wu)內(nei)(nei)網(wang)(wang)(wang),建立國(guo)(guo)(guo)(guo)務(wu)院國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)與各省級(ji)、計劃(hua)單列市(shi)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)(wei)及中央企業之間(jian)相(xiang)互聯接的(de)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)內(nei)(nei)網(wang)(wang)(wang),滿足內(nei)(nei)部辦公(gong)、管(guan)(guan)理(li)、協調、監(jian)(jian)(jian)督(du)和(he)決策的(de)需要。內(nei)(nei)網(wang)(wang)(wang)和(he)外(wai)網(wang)(wang)(wang)實(shi)現(xian)物理(li)隔離,在信(xin)息(xi)內(nei)(nei)容上內(nei)(nei)網(wang)(wang)(wang)的(de)信(xin)息(xi)不(bu)能上外(wai)網(wang)(wang)(wang),能上外(wai)網(wang)(wang)(wang)的(de)信(xin)息(xi)盡可能不(bu)上內(nei)(nei)網(wang)(wang)(wang)。
(二)建(jian)(jian)(jian)立(li)和(he)(he)(he)(he)完善(shan)國資(zi)(zi)監(jian)管(guan)業(ye)務(wu)(wu)系(xi)(xi)(xi)(xi)統(tong)(tong),推進信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共享和(he)(he)(he)(he)業(ye)務(wu)(wu)協(xie)同。根(gen)據《國家信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)化(hua)領導小組關于推進國家電子政(zheng)務(wu)(wu)網絡建(jian)(jian)(jian)設的(de)意見》關于“各地(di)各部門(men)要按(an)照(zhao)統(tong)(tong)一要求和(he)(he)(he)(he)相關標準,根(gen)據各自(zi)職能和(he)(he)(he)(he)工作實(shi)際,明確本(ben)(ben)地(di)區本(ben)(ben)部門(men)業(ye)務(wu)(wu)應用系(xi)(xi)(xi)(xi)統(tong)(tong)的(de)部署范圍,加(jia)強(qiang)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)資(zi)(zi)源開發,推動相關業(ye)務(wu)(wu)應用”的(de)要求,緊(jin)緊(jin)圍繞履(lv)行出資(zi)(zi)人職責(ze)關于管(guan)資(zi)(zi)產和(he)(he)(he)(he)管(guan)人、管(guan)事(shi)的(de)權利、義務(wu)(wu)和(he)(he)(he)(he)責(ze)任的(de)要求,規(gui)范和(he)(he)(he)(he)優化(hua)業(ye)務(wu)(wu)流(liu)程,統(tong)(tong)籌規(gui)劃建(jian)(jian)(jian)立(li)所監(jian)管(guan)企(qi)(qi)業(ye)人才管(guan)理信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)重(zhong)大事(shi)項管(guan)理信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)國有資(zi)(zi)產管(guan)理信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)國有資(zi)(zi)產監(jian)督信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)經(jing)濟運行信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)、企(qi)(qi)業(ye)黨建(jian)(jian)(jian)紀檢監(jian)察信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)系(xi)(xi)(xi)(xi)統(tong)(tong)。同時(shi),按(an)照(zhao)職責(ze)明確、流(liu)程規(gui)范、功(gong)能完備(bei)的(de)要求,建(jian)(jian)(jian)立(li)和(he)(he)(he)(he)完善(shan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)共享機制,實(shi)現業(ye)務(wu)(wu)協(xie)同。
(三)建(jian)立(li)(li)和完善國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)數(shu)據(ju)(ju)庫,大力開(kai)發(fa)(fa)利(li)(li)用信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)。按照《中(zhong)共(gong)中(zhong)央辦公廳、國(guo)(guo)務院辦公廳關于加(jia)強信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)開(kai)發(fa)(fa)利(li)(li)用工(gong)作的(de)若干意見》的(de)要求,統一(yi)標準和規范,編制國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)工(gong)作信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)目錄體(ti)系(xi)和信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)交換(huan)體(ti)系(xi)。分(fen)工(gong)負(fu)責(ze)建(jian)立(li)(li)各(ge)類國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)庫和信(xin)(xin)(xin)(xin)息(xi)(xi)采集(ji)系(xi)統,形成比(bi)較(jiao)完善的(de)全(quan)國(guo)(guo)國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)體(ti)系(xi)。要充分(fen)開(kai)發(fa)(fa)利(li)(li)用現有國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan),建(jian)立(li)(li)企(qi)(qi)(qi)業(ye)(ye)(ye)基本信(xin)(xin)(xin)(xin)息(xi)(xi)、企(qi)(qi)(qi)業(ye)(ye)(ye)績效(xiao)評價、企(qi)(qi)(qi)業(ye)(ye)(ye)人員管(guan)理、企(qi)(qi)(qi)業(ye)(ye)(ye)財務、國(guo)(guo)有產(chan)權、資(zi)(zi)產(chan)統計(ji)、企(qi)(qi)(qi)業(ye)(ye)(ye)經濟運行、企(qi)(qi)(qi)業(ye)(ye)(ye)投資(zi)(zi)、黨(dang)建(jian)紀(ji)檢監(jian)(jian)察、政策法規文(wen)獻(xian)等數(shu)據(ju)(ju)庫。在保(bao)證(zheng)數(shu)據(ju)(ju)信(xin)(xin)(xin)(xin)息(xi)(xi)保(bao)密安全(quan)的(de)前提下(xia),建(jian)立(li)(li)內部信(xin)(xin)(xin)(xin)息(xi)(xi)門戶、領導決策支持(chi)系(xi)統等信(xin)(xin)(xin)(xin)息(xi)(xi)共(gong)享(xiang)查詢系(xi)統,完善信(xin)(xin)(xin)(xin)息(xi)(xi)授權共(gong)享(xiang)機制,促進國(guo)(guo)資(zi)(zi)監(jian)(jian)管(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)資(zi)(zi)源(yuan)在各(ge)級國(guo)(guo)資(zi)(zi)委內部、跨層(ceng)次、跨地區交流(liu)共(gong)享(xiang)和開(kai)發(fa)(fa)利(li)(li)用,為各(ge)項(xiang)監(jian)(jian)管(guan)工(gong)作提供及時可靠的(de)信(xin)(xin)(xin)(xin)息(xi)(xi)服務。
(四(si))改進(jin)和(he)(he)完(wan)善國(guo)(guo)(guo)資(zi)監(jian)管(guan)對外(wai)門(men)戶(hu)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan),推進(jin)信(xin)息(xi)公開和(he)(he)在(zai)線服(fu)務(wu)(wu)。按照(zhao)《國(guo)(guo)(guo)務(wu)(wu)院辦(ban)(ban)公廳關于加強(qiang)(qiang)政(zheng)府網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)建設(she)和(he)(he)管(guan)理(li)(li)工(gong)作(zuo)的(de)(de)意(yi)見(jian)(jian)》的(de)(de)要(yao)(yao)求,充分認識辦(ban)(ban)好政(zheng)府網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)的(de)(de)重要(yao)(yao)意(yi)義,不斷健全和(he)(he)完(wan)善政(zheng)府網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)體系,增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)功(gong)能。未開通對外(wai)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)的(de)(de)省(sheng)市國(guo)(guo)(guo)資(zi)委(wei)要(yao)(yao)盡快開通,已開通的(de)(de)要(yao)(yao)努力提(ti)升建設(she)和(he)(he)管(guan)理(li)(li)水平,加快建立比(bi)較完(wan)善的(de)(de)全國(guo)(guo)(guo)國(guo)(guo)(guo)資(zi)監(jian)管(guan)對外(wai)門(men)戶(hu)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)體系。各級國(guo)(guo)(guo)資(zi)委(wei)要(yao)(yao)按照(zhao)“及時(shi)、準確、豐(feng)富、活躍”的(de)(de)要(yao)(yao)求,建立網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)內容保障機制,落(luo)實信(xin)息(xi)上(shang)網(wang)(wang)(wang)(wang)責任。完(wan)善網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)管(guan)理(li)(li)制度(du),增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)服(fu)務(wu)(wu)功(gong)能,增強(qiang)(qiang)網(wang)(wang)(wang)(wang)站(zhan)(zhan)(zhan)權威性和(he)(he)影響力。加大信(xin)息(xi)發布(bu)力度(du),提(ti)升信(xin)息(xi)質量,提(ti)高(gao)國(guo)(guo)(guo)資(zi)監(jian)管(guan)工(gong)作(zuo)透明度(du)和(he)(he)效(xiao)能,自覺主動(dong)接受各方面的(de)(de)監(jian)督。大力開發應(ying)用網(wang)(wang)(wang)(wang)上(shang)辦(ban)(ban)事系統(tong),公布(bu)辦(ban)(ban)事流程,實行(xing)審批(pi)業(ye)務(wu)(wu)網(wang)(wang)(wang)(wang)上(shang)受理(li)(li)、審批(pi)進(jin)程在(zai)線查詢(xun)和(he)(he)反(fan)(fan)饋(kui),為企(qi)業(ye)提(ti)供便捷(jie)高(gao)效(xiao)的(de)(de)服(fu)務(wu)(wu)。積極推進(jin)網(wang)(wang)(wang)(wang)上(shang)互動(dong)交流,開展在(zai)線訪談和(he)(he)網(wang)(wang)(wang)(wang)上(shang)調查,提(ti)供網(wang)(wang)(wang)(wang)上(shang)咨詢(xun)、便民問答、監(jian)督投(tou)訴(su)、領導信(xin)箱等服(fu)務(wu)(wu)。落(luo)實網(wang)(wang)(wang)(wang)民意(yi)見(jian)(jian)、問題、投(tou)訴(su)的(de)(de)受理(li)(li)反(fan)(fan)饋(kui)責任,提(ti)高(gao)網(wang)(wang)(wang)(wang)上(shang)服(fu)務(wu)(wu)效(xiao)率。
(五(wu))加強(qiang)(qiang)技術(shu)標(biao)(biao)(biao)(biao)準(zhun)和(he)(he)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)體(ti)系(xi)(xi)(xi)建(jian)設,保(bao)(bao)障信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)。按照《國(guo)家信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化領導小(xiao)組關于加強(qiang)(qiang)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)保(bao)(bao)障工作的(de)意見》的(de)要求,堅持積極防(fang)御、綜合防(fang)范(fan)的(de)方(fang)針(zhen),全(quan)(quan)(quan)面提高信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)防(fang)護(hu)(hu)能力。根(gen)據國(guo)家標(biao)(biao)(biao)(biao)準(zhun),結合國(guo)資(zi)監(jian)管(guan)(guan)工作實際,建(jian)立(li)統一的(de)國(guo)資(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化總體(ti)標(biao)(biao)(biao)(biao)準(zhun)、應(ying)用(yong)標(biao)(biao)(biao)(biao)準(zhun)、應(ying)用(yong)支撐標(biao)(biao)(biao)(biao)準(zhun)、信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)標(biao)(biao)(biao)(biao)準(zhun)、網(wang)(wang)(wang)絡基礎(chu)設施標(biao)(biao)(biao)(biao)準(zhun)、管(guan)(guan)理標(biao)(biao)(biao)(biao)準(zhun)和(he)(he)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)編碼標(biao)(biao)(biao)(biao)準(zhun),規范(fan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)化建(jian)設,確保(bao)(bao)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)共享和(he)(he)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)。要把日(ri)常管(guan)(guan)理、技術(shu)手段和(he)(he)應(ying)急機制(zhi)結合起來(lai),確保(bao)(bao)國(guo)資(zi)監(jian)管(guan)(guan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)系(xi)(xi)(xi)統穩(wen)定(ding)(ding)運行和(he)(he)重要數(shu)據安(an)(an)全(quan)(quan)(quan)保(bao)(bao)密。抓(zhua)緊建(jian)立(li)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)等(deng)級保(bao)(bao)護(hu)(hu)制(zhi)度,制(zhi)定(ding)(ding)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)等(deng)級保(bao)(bao)護(hu)(hu)的(de)管(guan)(guan)理辦法,加強(qiang)(qiang)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)風險評估。建(jian)立(li)科學的(de)密鑰管(guan)(guan)理體(ti)系(xi)(xi)(xi),規范(fan)和(he)(he)加強(qiang)(qiang)以身份認(ren)證、授權管(guan)(guan)理、責任認(ren)定(ding)(ding)等(deng)為主要內容的(de)網(wang)(wang)(wang)絡信(xin)(xin)(xin)(xin)任體(ti)系(xi)(xi)(xi)建(jian)設。建(jian)立(li)和(he)(he)完善(shan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)監(jian)控系(xi)(xi)(xi)統,提高對網(wang)(wang)(wang)絡攻擊、病(bing)毒入侵、網(wang)(wang)(wang)絡失(shi)竊(qie)密的(de)防(fang)范(fan)能力。要充(chong)分考慮信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)網(wang)(wang)(wang)絡系(xi)(xi)(xi)統的(de)抗毀性(xing)與災難恢復,制(zhi)定(ding)(ding)并(bing)不斷完善(shan)信(xin)(xin)(xin)(xin)息(xi)(xi)(xi)(xi)安(an)(an)全(quan)(quan)(quan)應(ying)急處(chu)置(zhi)預案(an)。
(六)加強(qiang)對(dui)所(suo)出資企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化建(jian)設的(de)(de)指導(dao),推(tui)動企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加快(kuai)提(ti)高(gao)信(xin)(xin)(xin)(xin)息(xi)(xi)化水平。促進企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加快(kuai)建(jian)設和(he)(he)(he)完善綜合管理(li)信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統,推(tui)進信(xin)(xin)(xin)(xin)息(xi)(xi)集成、共享、協同,提(ti)高(gao)管理(li)水平和(he)(he)(he)集團控制力(li),加強(qiang)對(dui)所(suo)屬各級子企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)實時監控和(he)(he)(he)管理(li)。促進企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加快(kuai)開發(fa)(fa)專業(ye)(ye)(ye)(ye)應(ying)用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)系(xi)統,強(qiang)化生(sheng)產(chan)營運(yun)過程的(de)(de)在線監測(ce)、預警和(he)(he)(he)控制,實現精準、高(gao)效生(sheng)產(chan)。推(tui)動企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)利用(yong)信(xin)(xin)(xin)(xin)息(xi)(xi)化手(shou)段(duan),加強(qiang)對(dui)高(gao)能(neng)(neng)耗(hao)(hao)、高(gao)物耗(hao)(hao)、高(gao)污染環節的(de)(de)監督(du)管理(li),改進監測(ce)、預警手(shou)段(duan)和(he)(he)(he)控制方法,進一步搞好資源能(neng)(neng)源節約利用(yong)和(he)(he)(he)環境保護。發(fa)(fa)揮企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)主體(ti)作(zuo)用(yong),加快(kuai)發(fa)(fa)展電(dian)子商務,通過供應(ying)鏈、客(ke)戶關系(xi)管理(li)等,形成完整的(de)(de)電(dian)子商務價值體(ti)系(xi),增強(qiang)市場競(jing)爭能(neng)(neng)力(li)。發(fa)(fa)揮專業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)服(fu)務企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)的(de)(de)優(you)勢,承攬外(wai)包服(fu)務,幫助企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)低成本、低風險地推(tui)進信(xin)(xin)(xin)(xin)息(xi)(xi)化。積(ji)極探(tan)索(suo)開展企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)信(xin)(xin)(xin)(xin)息(xi)(xi)化水平評估工作(zuo)。推(tui)動企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)加快(kuai)實現軟件正版化,在符合標準的(de)(de)條件下優(you)先使用(yong)國產(chan)設備與(yu)軟件。
四、切實加強對國資監管信息化工作的領導和協調
推行國資(zi)(zi)監管信(xin)息(xi)化是監管方式的一(yi)場深(shen)(shen)刻(ke)變革,影響(xiang)到方方面面,涉及體制改革和(he)利(li)益調整,難(nan)度很大,任務(wu)艱巨。各地國資(zi)(zi)委要深(shen)(shen)刻(ke)認識實(shi)現(xian)國資(zi)(zi)監管信(xin)息(xi)化的重要性(xing)和(he)緊迫(po)性(xing),樹立全國“一(yi)盤棋”的思想,按照總體部署的要求,切實(shi)加(jia)強領導,精心(xin)組織建(jian)設,狠(hen)抓(zhua)任務(wu)落實(shi)。
(一)加(jia)強(qiang)組(zu)織領(ling)導(dao)(dao)(dao),做到機構(gou)、人(ren)(ren)員(yuan)、職能(neng)和責任“四到位(wei)”。信(xin)息(xi)(xi)化(hua)是(shi)先進技術和管理的集成創新,各級國(guo)資委要(yao)(yao)把(ba)信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)擺到重要(yao)(yao)位(wei)置,建立(li)健全(quan)信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)管理體(ti)制和機制,切實加(jia)強(qiang)對信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)的統(tong)一領(ling)導(dao)(dao)(dao)和重大項(xiang)目的協調推進。要(yao)(yao)把(ba)這項(xiang)工(gong)(gong)作(zuo)納(na)入重要(yao)(yao)議(yi)事日程,主要(yao)(yao)領(ling)導(dao)(dao)(dao)要(yao)(yao)親(qin)自過問,分管領(ling)導(dao)(dao)(dao)要(yao)(yao)負責抓(zhua)落實。要(yao)(yao)落實信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)機構(gou)、職責和人(ren)(ren)員(yuan)編制,保證(zheng)機構(gou)和人(ren)(ren)員(yuan)穩定(ding),優化(hua)人(ren)(ren)員(yuan)專(zhuan)業結構(gou)。有(you)條件(jian)的地方要(yao)(yao)設立(li)專(zhuan)門的信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)機構(gou)。積極探索試行統(tong)籌信(xin)息(xi)(xi)化(hua)工(gong)(gong)作(zuo)的信(xin)息(xi)(xi)主管制度。
(二)加強規劃(hua)預(yu)算,確保(bao)信(xin)息化(hua)持(chi)續健(jian)康發展。各級國(guo)資(zi)委要緊密結合加強國(guo)資(zi)監(jian)管(guan)工作的(de)(de)需要,抓緊編(bian)制國(guo)資(zi)監(jian)管(guan)信(xin)息化(hua)建(jian)(jian)(jian)設(she)總(zong)體規劃(hua),明(ming)確工作目(mu)標、建(jian)(jian)(jian)設(she)項(xiang)目(mu)和(he)經(jing)費(fei)預(yu)算。按(an)照項(xiang)目(mu)之間的(de)(de)邏輯關系和(he)優先(xian)次(ci)序,落實年度建(jian)(jian)(jian)設(she)計劃(hua)和(he)項(xiang)目(mu)資(zi)金。辦大(da)事不要怕花小錢,關鍵(jian)是(shi)要把錢用(yong)好。要保(bao)證(zheng)建(jian)(jian)(jian)設(she)和(he)運行(xing)經(jing)費(fei)持(chi)續投(tou)(tou)入(ru)(ru),信(xin)息化(hua)項(xiang)目(mu)的(de)(de)建(jian)(jian)(jian)設(she)經(jing)費(fei),要按(an)照中央政(zheng)府和(he)地(di)(di)方政(zheng)府分別負擔的(de)(de)原則,積極向當地(di)(di)政(zheng)府主管(guan)部門申請解決;項(xiang)目(mu)建(jian)(jian)(jian)成投(tou)(tou)入(ru)(ru)使用(yong)后的(de)(de)運行(xing)和(he)管(guan)理經(jing)費(fei),要列入(ru)(ru)年度行(xing)政(zheng)經(jing)費(fei)預(yu)算范圍。有條件的(de)(de)地(di)(di)方可(ke)把信(xin)息化(hua)建(jian)(jian)(jian)設(she)和(he)運行(xing)維護經(jing)費(fei)列入(ru)(ru)國(guo)有資(zi)本經(jing)營預(yu)算。
(三(san))加(jia)強制(zhi)(zhi)(zhi)度建(jian)設(she),科學規范信(xin)息(xi)(xi)化工(gong)作管理。建(jian)立健全規范的(de)信(xin)息(xi)(xi)化工(gong)程預(yu)算、建(jian)設(she)、運行(xing)(xing)、維護和管理制(zhi)(zhi)(zhi)度,確(que)保國(guo)(guo)資(zi)監管信(xin)息(xi)(xi)系統建(jian)設(she)和應(ying)用(yong)規范有序。制(zhi)(zhi)(zhi)定(ding)信(xin)息(xi)(xi)化建(jian)設(she)績(ji)效(xiao)評價和考核辦(ban)法,加(jia)強對信(xin)息(xi)(xi)化投入的(de)審計、監督和績(ji)效(xiao)評估,建(jian)立和完善信(xin)息(xi)(xi)化工(gong)程建(jian)設(she)問(wen)責制(zhi)(zhi)(zhi)。推進(jin)國(guo)(guo)資(zi)監管信(xin)息(xi)(xi)化建(jian)設(she),要堅(jian)持使(shi)用(yong)正版軟(ruan)件(jian),優先采用(yong)國(guo)(guo)產設(she)備和軟(ruan)件(jian)。對于軟(ruan)件(jian)開發、個(ge)人(ren)終端及網(wang)絡系統的(de)運行(xing)(xing)維護,要積極面向專業機構探索實行(xing)(xing)技(ji)術外包,以節省(sheng)投資(zi)和縮(suo)短(duan)周期,獲取更優質的(de)技(ji)術服務。
(四)加(jia)強隊伍建(jian)設(she),提(ti)高(gao)(gao)全員信(xin)(xin)息(xi)(xi)化(hua)應(ying)用(yong)水平(ping)。適(shi)應(ying)國(guo)(guo)資監管技(ji)(ji)術創(chuang)新的(de)(de)(de)(de)需(xu)要,制(zhi)訂信(xin)(xin)息(xi)(xi)化(hua)培訓計劃(hua),組織各(ge)級公務(wu)(wu)員特別是(shi)領導干(gan)部開(kai)展信(xin)(xin)息(xi)(xi)化(hua)培訓,宣傳(chuan)和(he)普及信(xin)(xin)息(xi)(xi)化(hua)知(zhi)識,強化(hua)信(xin)(xin)息(xi)(xi)化(hua)意識,提(ti)高(gao)(gao)信(xin)(xin)息(xi)(xi)化(hua)技(ji)(ji)能。在(zai)公務(wu)(wu)員考錄和(he)職位(wei)競爭上崗考試中,適(shi)當增(zeng)加(jia)信(xin)(xin)息(xi)(xi)化(hua)知(zhi)識的(de)(de)(de)(de)內容。選(xuan)聘有(you)經驗(yan)、懂技(ji)(ji)術的(de)(de)(de)(de)專業(ye)人(ren)員從(cong)事(shi)信(xin)(xin)息(xi)(xi)化(hua)建(jian)設(she)工作。積極引進和(he)培養國(guo)(guo)資監管工作亟需(xu)的(de)(de)(de)(de)信(xin)(xin)息(xi)(xi)化(hua)專業(ye)人(ren)才和(he)復(fu)合型人(ren)才。通過多種形式的(de)(de)(de)(de)學習培訓,提(ti)高(gao)(gao)信(xin)(xin)息(xi)(xi)化(hua)工作人(ren)員的(de)(de)(de)(de)專業(ye)素(su)質。
(五)加(jia)強工(gong)作(zuo)(zuo)交(jiao)流(liu),推(tui)廣信(xin)息(xi)化建(jian)(jian)設(she)先(xian)進(jin)經驗。定期組織(zhi)開展國資(zi)監(jian)管(guan)信(xin)息(xi)化工(gong)作(zuo)(zuo)交(jiao)流(liu)研討活動,及(ji)時通報(bao)信(xin)息(xi)化工(gong)作(zuo)(zuo)進(jin)展情況,深(shen)入總結經驗,研究(jiu)解決共(gong)(gong)同面臨(lin)的(de)(de)(de)問題,部(bu)署共(gong)(gong)建(jian)(jian)項目工(gong)作(zuo)(zuo)任務(wu)。有條件的(de)(de)(de)地方要通過請進(jin)來和(he)(he)(he)走(zou)出去相結合的(de)(de)(de)方式,學習借(jie)鑒國內外先(xian)進(jin)的(de)(de)(de)國資(zi)監(jian)管(guan)信(xin)息(xi)化經驗。建(jian)(jian)立國資(zi)監(jian)管(guan)信(xin)息(xi)化工(gong)作(zuo)(zuo)交(jiao)流(liu)機制和(he)(he)(he)載體,宣傳信(xin)息(xi)化建(jian)(jian)設(she)的(de)(de)(de)成(cheng)效和(he)(he)(he)成(cheng)功做法(fa)。適時組織(zhi)對信(xin)息(xi)化建(jian)(jian)設(she)的(de)(de)(de)檢查(cha)評估,評選(xuan)表彰(zhang)國資(zi)監(jian)管(guan)信(xin)息(xi)化工(gong)作(zuo)(zuo)先(xian)進(jin)單(dan)位和(he)(he)(he)個人,為做好(hao)國資(zi)監(jian)管(guan)信(xin)息(xi)化工(gong)作(zuo)(zuo)創造良好(hao)的(de)(de)(de)環境和(he)(he)(he)條件。
