對十三屆全國人大二次會議第1977號建議的答復

《關于提(ti)高國有(you)企業(ye)病退(tui)職工待遇修改相關條款的建議》(第1977號)收悉,經商人(ren)力資源社會保(bao)障部、財政部,現答復(fu)如下:

一、基本情況

黨中央(yang)、國(guo)(guo)務院(yuan)歷來(lai)高(gao)度(du)重(zhong)視人民群(qun)眾的醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)工(gong)作(zuo)(zuo),《中共中央(yang) 國(guo)(guo)務院(yuan)關于(yu)深化醫(yi)(yi)(yi)(yi)藥衛(wei)生體制改革的意見》(中發〔2009〕6號)提(ti)(ti)出,要(yao)加快建立和完(wan)(wan)善(shan)以基(ji)本(ben)醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)為主(zhu)體,其他多(duo)種形(xing)式補(bu)充醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)和商(shang)業(ye)健(jian)康保(bao)(bao)(bao)(bao)險(xian)為補(bu)充,覆蓋城(cheng)鄉居民的多(duo)層次醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)體系。《國(guo)(guo)務院(yuan)關于(yu)印發“十三五”深化醫(yi)(yi)(yi)(yi)藥衛(wei)生體制改革規(gui)劃的通知(zhi)》(國(guo)(guo)發〔2016〕78號)規(gui)定,要(yao)按照保(bao)(bao)(bao)(bao)基(ji)本(ben)、兜底(di)線、可持續的原則,建立起較為完(wan)(wan)善(shan)的基(ji)本(ben)醫(yi)(yi)(yi)(yi)保(bao)(bao)(bao)(bao)、大病(bing)(bing)(bing)保(bao)(bao)(bao)(bao)險(xian)、醫(yi)(yi)(yi)(yi)療(liao)(liao)救助(zhu)(zhu)(zhu)、疾(ji)病(bing)(bing)(bing)應急救助(zhu)(zhu)(zhu)、商(shang)業(ye)健(jian)康保(bao)(bao)(bao)(bao)險(xian)和慈善(shan)救助(zhu)(zhu)(zhu)銜接(jie)互動、相互聯(lian)通機制。健(jian)全(quan)重(zhong)特(te)大疾(ji)病(bing)(bing)(bing)保(bao)(bao)(bao)(bao)障(zhang)(zhang)機制,在全(quan)面實施(shi)城(cheng)鄉居民大病(bing)(bing)(bing)保(bao)(bao)(bao)(bao)險(xian)基(ji)礎(chu)上(shang),采取降(jiang)低起付(fu)線、提(ti)(ti)高(gao)報銷比例(li)、合(he)理(li)確定合(he)規(gui)醫(yi)(yi)(yi)(yi)療(liao)(liao)費(fei)用(yong)范圍等措施(shi),提(ti)(ti)高(gao)大病(bing)(bing)(bing)保(bao)(bao)(bao)(bao)險(xian)對困難群(qun)眾支付(fu)的精準性。完(wan)(wan)善(shan)職(zhi)工(gong)補(bu)充醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)險(xian)政(zheng)(zheng)策(ce),全(quan)面開展重(zhong)特(te)大疾(ji)病(bing)(bing)(bing)醫(yi)(yi)(yi)(yi)療(liao)(liao)救助(zhu)(zhu)(zhu)工(gong)作(zuo)(zuo),將低收入(ru)救助(zhu)(zhu)(zhu)對象以及因病(bing)(bing)(bing)致(zhi)(zhi)貧(pin)家庭(ting)重(zhong)病(bing)(bing)(bing)患(huan)者納入(ru)救助(zhu)(zhu)(zhu)范圍,發揮托(tuo)底(di)保(bao)(bao)(bao)(bao)障(zhang)(zhang)作(zuo)(zuo)用(yong)。在國(guo)(guo)家規(gui)定的政(zheng)(zheng)策(ce)范圍內(nei),各省(區、市)也出臺了城(cheng)鄉居民醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)方面的政(zheng)(zheng)策(ce)規(gui)定。這些政(zheng)(zheng)策(ce)也適用(yong)于(yu)國(guo)(guo)有企(qi)(qi)業(ye)職(zhi)工(gong),對提(ti)(ti)高(gao)國(guo)(guo)有企(qi)(qi)業(ye)職(zhi)工(gong)醫(yi)(yi)(yi)(yi)療(liao)(liao)保(bao)(bao)(bao)(bao)障(zhang)(zhang)水平,解決因病(bing)(bing)(bing)致(zhi)(zhi)貧(pin)等問(wen)題(ti),具有積極作(zuo)(zuo)用(yong)。

二(er)、關于(yu)國有企業(ye)病退職工(gong)待遇的有關問題

(一)關于職(zhi)工(gong)患病期間工(gong)資待(dai)遇(yu)問(wen)題。

根據原勞(lao)(lao)動部《關于發(fa)(fa)布<企業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)或(huo)(huo)(huo)非(fei)因(yin)(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷醫(yi)(yi)療(liao)(liao)期(qi)(qi)規(gui)定(ding)>的(de)(de)通(tong)知》(勞(lao)(lao)部發(fa)(fa)〔1994〕479號(hao))和(he)《關于貫(guan)徹<企業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)或(huo)(huo)(huo)非(fei)因(yin)(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷醫(yi)(yi)療(liao)(liao)期(qi)(qi)規(gui)定(ding)>的(de)(de)通(tong)知》(勞(lao)(lao)部發(fa)(fa)〔1995〕236號(hao)),職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)或(huo)(huo)(huo)非(fei)因(yin)(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷,根據本(ben)人(ren)(ren)實(shi)際(ji)參加工(gong)(gong)(gong)(gong)(gong)(gong)作年(nian)限和(he)本(ben)企業(ye)(ye)(ye)工(gong)(gong)(gong)(gong)(gong)(gong)作年(nian)限長短,享(xiang)受3-24個月(yue)(yue)的(de)(de)醫(yi)(yi)療(liao)(liao)期(qi)(qi)。對(dui)于某些患(huan)(huan)特殊疾病(bing)(bing)(如癌癥、精神病(bing)(bing)、癱瘓等)的(de)(de)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong),在(zai)(zai)24個月(yue)(yue)內(nei)尚不(bu)能痊愈(yu)的(de)(de),經(jing)企業(ye)(ye)(ye)和(he)當(dang)地(di)(di)勞(lao)(lao)動部門批準(zhun)(zhun),可以適當(dang)延長醫(yi)(yi)療(liao)(liao)期(qi)(qi)。根據原勞(lao)(lao)動部《關于貫(guan)徹執行<中(zhong)華(hua)人(ren)(ren)民共(gong)和(he)國勞(lao)(lao)動法>若干問題(ti)的(de)(de)意見》(勞(lao)(lao)部發(fa)(fa)〔1995〕309號(hao)),職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)或(huo)(huo)(huo)非(fei)因(yin)(yin)工(gong)(gong)(gong)(gong)(gong)(gong)負(fu)傷治療(liao)(liao)期(qi)(qi)間(jian)(jian),在(zai)(zai)規(gui)定(ding)的(de)(de)醫(yi)(yi)療(liao)(liao)期(qi)(qi)間(jian)(jian)由(you)(you)企業(ye)(ye)(ye)按有關規(gui)定(ding)支(zhi)付其(qi)病(bing)(bing)假(jia)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)或(huo)(huo)(huo)疾病(bing)(bing)救濟費,病(bing)(bing)假(jia)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)或(huo)(huo)(huo)疾病(bing)(bing)救濟費可以低于當(dang)地(di)(di)最低工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)標(biao)(biao)準(zhun)(zhun)支(zhi)付,但不(bu)能低于最低工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)標(biao)(biao)準(zhun)(zhun)的(de)(de)80%。目(mu)前(qian),病(bing)(bing)假(jia)期(qi)(qi)間(jian)(jian)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)待遇(yu)的(de)(de)具體(ti)(ti)標(biao)(biao)準(zhun)(zhun),由(you)(you)各地(di)(di)人(ren)(ren)民政府結(jie)合當(dang)地(di)(di)實(shi)際(ji)制定(ding),企業(ye)(ye)(ye)可根據自身的(de)(de)經(jing)營情(qing)(qing)況,在(zai)(zai)不(bu)低于當(dang)地(di)(di)法定(ding)標(biao)(biao)準(zhun)(zhun)的(de)(de)情(qing)(qing)況下,確(que)定(ding)本(ben)企業(ye)(ye)(ye)的(de)(de)標(biao)(biao)準(zhun)(zhun),如廣東(dong)省、江蘇省、北京市(shi)等省市(shi)規(gui)定(ding),勞(lao)(lao)動者(zhe)在(zai)(zai)國家(jia)規(gui)定(ding)醫(yi)(yi)療(liao)(liao)期(qi)(qi)內(nei)的(de)(de),用人(ren)(ren)單位(wei)(wei)應當(dang)按照勞(lao)(lao)動合同(tong)、集體(ti)(ti)合同(tong)的(de)(de)約定(ding)或(huo)(huo)(huo)者(zhe)國家(jia)有關規(gui)定(ding),向勞(lao)(lao)動者(zhe)支(zhi)付病(bing)(bing)假(jia)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)或(huo)(huo)(huo)者(zhe)疾病(bing)(bing)救濟費;陜西省、深圳市(shi)、青島市(shi)等省市(shi)規(gui)定(ding)用人(ren)(ren)單位(wei)(wei)應當(dang)按照不(bu)低于本(ben)人(ren)(ren)標(biao)(biao)準(zhun)(zhun)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)(或(huo)(huo)(huo)勞(lao)(lao)動合同(tong)約定(ding)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)標(biao)(biao)準(zhun)(zhun))的(de)(de)60%-70%支(zhi)付員工(gong)(gong)(gong)(gong)(gong)(gong)病(bing)(bing)傷假(jia)期(qi)(qi)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)。這些規(gui)定(ding)也(ye)適用于國有企業(ye)(ye)(ye)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)。您在(zai)(zai)建議(yi)中(zhong)提(ti)出的(de)(de)進(jin)一步出臺較為(wei)詳細(xi)的(de)(de)實(shi)施細(xi)則和(he)辦(ban)法等問題(ti),我們將積(ji)極建議(yi)業(ye)(ye)(ye)務主管部門進(jin)行研究,在(zai)(zai)國家(jia)政策范圍內(nei),指導(dao)國有企業(ye)(ye)(ye)合理確(que)定(ding)職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)期(qi)(qi)間(jian)(jian)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)待遇(yu)。同(tong)時,鼓勵企業(ye)(ye)(ye)將職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)(gong)(gong)患(huan)(huan)病(bing)(bing)期(qi)(qi)間(jian)(jian)工(gong)(gong)(gong)(gong)(gong)(gong)資(zi)標(biao)(biao)準(zhun)(zhun)作為(wei)集體(ti)(ti)協商的(de)(de)內(nei)容。

(二)關于加(jia)強國有企(qi)業患病職(zhi)工醫療保險保障力(li)度問題。

按照目前政策(ce),國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)職工(gong)(gong)通過(guo)參加職工(gong)(gong)醫(yi)(yi)(yi)(yi)保(bao)(bao)獲得基(ji)本(ben)(ben)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)障(zhang)。對于職工(gong)(gong)醫(yi)(yi)(yi)(yi)保(bao)(bao)報(bao)銷(xiao)外(wai)(wai)的(de)(de)(de)費(fei)(fei)用(yong),其(qi)所(suo)在(zai)(zai)(zai)單位還可(ke)通過(guo)為其(qi)購買商業(ye)(ye)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)險或建立(li)補(bu)(bu)(bu)充(chong)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)險等(deng)(deng)方(fang)式給予補(bu)(bu)(bu)充(chong)保(bao)(bao)障(zhang)。企(qi)(qi)業(ye)(ye)根據(ju)國(guo)家(jia)有(you)(you)關(guan)政策(ce)規定,為在(zai)(zai)(zai)本(ben)(ben)企(qi)(qi)業(ye)(ye)任職或者受雇的(de)(de)(de)全(quan)體(ti)(ti)員工(gong)(gong)支付的(de)(de)(de)補(bu)(bu)(bu)充(chong)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)險費(fei)(fei),在(zai)(zai)(zai)不(bu)超過(guo)職工(gong)(gong)工(gong)(gong)資(zi)總(zong)額5%標準內的(de)(de)(de)部分(fen),在(zai)(zai)(zai)計(ji)算(suan)應納稅所(suo)得額時準予扣除。同時根據(ju)《國(guo)務(wu)院辦公(gong)廳轉發(fa)民(min)(min)政部等(deng)(deng)部門關(guan)于進一步完善醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)(zhu)制(zhi)度全(quan)面開展重(zhong)(zhong)特大(da)疾病(bing)(bing)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)(zhu)工(gong)(gong)作(zuo)意見的(de)(de)(de)通知》(國(guo)辦發(fa)〔2015〕30號),可(ke)對發(fa)生高額醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)費(fei)(fei)用(yong)、超過(guo)家(jia)庭(ting)(ting)承(cheng)受能力、基(ji)本(ben)(ben)生活出(chu)現嚴重(zhong)(zhong)困難家(jia)庭(ting)(ting)中(zhong)的(de)(de)(de)重(zhong)(zhong)病(bing)(bing)患(huan)者實(shi)施救(jiu)(jiu)助(zhu)(zhu)(zhu),對重(zhong)(zhong)點救(jiu)(jiu)助(zhu)(zhu)(zhu)對象和(he)低收(shou)入救(jiu)(jiu)助(zhu)(zhu)(zhu)對象經基(ji)本(ben)(ben)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)險、城鄉(xiang)居民(min)(min)大(da)病(bing)(bing)保(bao)(bao)險及各(ge)類補(bu)(bu)(bu)充(chong)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)險、商業(ye)(ye)保(bao)(bao)險等(deng)(deng)報(bao)銷(xiao)后個(ge)人負擔(dan)(dan)的(de)(de)(de)合規醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)費(fei)(fei)用(yong),直接(jie)予以救(jiu)(jiu)助(zhu)(zhu)(zhu),多數省(區、市)也相(xiang)應出(chu)臺了因病(bing)(bing)致(zhi)貧家(jia)庭(ting)(ting)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)(zhu)辦法。此外(wai)(wai),對于符合條件(jian)的(de)(de)(de)特殊困難職工(gong)(gong),還可(ke)申請全(quan)國(guo)總(zong)工(gong)(gong)會等(deng)(deng)開展的(de)(de)(de)職工(gong)(gong)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)互助(zhu)(zhu)(zhu)幫扶。總(zong)體(ti)(ti)上看,伴隨著醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)衛生事業(ye)(ye)的(de)(de)(de)發(fa)展和(he)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)改革的(de)(de)(de)深(shen)化,我國(guo)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)障(zhang)體(ti)(ti)系不(bu)斷完善,現行制(zhi)度已經為國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)患(huan)病(bing)(bing)職工(gong)(gong)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)費(fei)(fei)用(yong)提供了解(jie)決渠道,對保(bao)(bao)障(zhang)國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)職工(gong)(gong)的(de)(de)(de)身體(ti)(ti)健康起到了重(zhong)(zhong)要作(zuo)用(yong)。您提出(chu)的(de)(de)(de)建立(li)大(da)病(bing)(bing)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)救(jiu)(jiu)助(zhu)(zhu)(zhu)基(ji)金等(deng)(deng)建議,我們將積極配合業(ye)(ye)務(wu)主管(guan)部門,通過(guo)完善現有(you)(you)制(zhi)度,提升包括國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)患(huan)病(bing)(bing)職工(gong)(gong)在(zai)(zai)(zai)內的(de)(de)(de)參保(bao)(bao)職工(gong)(gong)基(ji)本(ben)(ben)醫(yi)(yi)(yi)(yi)療(liao)(liao)(liao)(liao)(liao)保(bao)(bao)障(zhang)水平,將其(qi)個(ge)人負擔(dan)(dan)控制(zhi)在(zai)(zai)(zai)家(jia)庭(ting)(ting)可(ke)承(cheng)受范(fan)圍(wei)內。

(三)關于完善國有企(qi)業職工退休政(zheng)策(ce)問題。

社(she)(she)會保(bao)險遵(zun)循(xun)權(quan)利義務相(xiang)對應的(de)(de)(de)原(yuan)則,單位(wei)和(he)個人(ren)應依(yi)法繳(jiao)納社(she)(she)會保(bao)險費,才能(neng)享受相(xiang)應的(de)(de)(de)社(she)(she)會保(bao)險待(dai)遇。《中華(hua)人(ren)民共和(he)國(guo)(guo)社(she)(she)會保(bao)險法》規定(ding)(ding),參加基本養(yang)老(lao)保(bao)險的(de)(de)(de)個人(ren),達到(dao)法定(ding)(ding)退(tui)(tui)(tui)休年(nian)齡時累計繳(jiao)費滿(man)十五年(nian)的(de)(de)(de),按月領取基本養(yang)老(lao)金(jin)。根據1953年(nian)修(xiu)訂的(de)(de)(de)《中華(hua)人(ren)民共和(he)國(guo)(guo)勞(lao)(lao)(lao)動(dong)(dong)保(bao)險條(tiao)例》和(he)《國(guo)(guo)務院(yuan)關于頒發(fa)<國(guo)(guo)務院(yuan)關于安置(zhi)老(lao)弱病(bing)(bing)殘(can)(can)(can)干部(bu)暫行(xing)(xing)(xing)辦(ban)法>和(he)<國(guo)(guo)務院(yuan)關于工(gong)(gong)人(ren)退(tui)(tui)(tui)休、退(tui)(tui)(tui)職(zhi)的(de)(de)(de)暫行(xing)(xing)(xing)辦(ban)法>的(de)(de)(de)通(tong)知》(國(guo)(guo)發(fa)〔1978〕104號(hao)),企業職(zhi)工(gong)(gong)男60周歲(sui)(sui)、女干部(bu)55周歲(sui)(sui)、女工(gong)(gong)人(ren)50周歲(sui)(sui)應當退(tui)(tui)(tui)休;同(tong)時,因(yin)病(bing)(bing)或(huo)(huo)非因(yin)工(gong)(gong)致殘(can)(can)(can)、由醫(yi)院(yuan)證明(ming)(ming)并經(jing)勞(lao)(lao)(lao)動(dong)(dong)鑒(jian)(jian)(jian)定(ding)(ding)委(wei)員會確認完全喪(sang)失勞(lao)(lao)(lao)動(dong)(dong)能(neng)力(li)的(de)(de)(de),退(tui)(tui)(tui)休年(nian)齡為男滿(man)50周歲(sui)(sui)、女滿(man)45周歲(sui)(sui)。參加企業職(zhi)工(gong)(gong)基本養(yang)老(lao)保(bao)險的(de)(de)(de)國(guo)(guo)有企業職(zhi)工(gong)(gong),符(fu)合(he)條(tiao)件的(de)(de)(de)可(ke)以辦(ban)理病(bing)(bing)退(tui)(tui)(tui),按月領取基本養(yang)老(lao)金(jin)。關于病(bing)(bing)退(tui)(tui)(tui)鑒(jian)(jian)(jian)定(ding)(ding)問題,根據原(yuan)勞(lao)(lao)(lao)動(dong)(dong)部(bu)《關于印發(fa)<職(zhi)工(gong)(gong)非因(yin)工(gong)(gong)傷(shang)(shang)殘(can)(can)(can)或(huo)(huo)因(yin)病(bing)(bing)喪(sang)失勞(lao)(lao)(lao)動(dong)(dong)能(neng)力(li)程(cheng)度鑒(jian)(jian)(jian)定(ding)(ding)標準(zhun)(zhun)(試(shi)行(xing)(xing)(xing))>的(de)(de)(de)通(tong)知》(勞(lao)(lao)(lao)社(she)(she)部(bu)發(fa)〔2002〕8號(hao)),勞(lao)(lao)(lao)動(dong)(dong)者由于非因(yin)工(gong)(gong)傷(shang)(shang)殘(can)(can)(can)或(huo)(huo)因(yin)病(bing)(bing)后,于醫(yi)療(liao)期滿(man)或(huo)(huo)醫(yi)療(liao)終結時對傷(shang)(shang)殘(can)(can)(can)失能(neng)程(cheng)度做(zuo)出判定(ding)(ding)結論的(de)(de)(de)準(zhun)(zhun)則和(he)依(yi)據,統一了(le)分類標準(zhun)(zhun),明(ming)(ming)確了(le)病(bing)(bing)退(tui)(tui)(tui)條(tiao)件,規范(fan)了(le)病(bing)(bing)退(tui)(tui)(tui)鑒(jian)(jian)(jian)定(ding)(ding)工(gong)(gong)作(zuo)。您提出的(de)(de)(de)建立養(yang)老(lao)保(bao)險基金(jin)補償機制、改革病(bing)(bing)退(tui)(tui)(tui)工(gong)(gong)作(zuo)管理模式等(deng)建議,我們將積極配合(he)業務主(zhu)管部(bu)門(men),進一步(bu)研究完善相(xiang)關政策。
