中交集團交通災害評估預警及服務關鍵技術取得重大突破

我國(guo)交通運輸干線面臨的自然災害(hai)種類多(duo)、頻率高、范圍廣,給國(guo)民經濟發(fa)展(zhan)和(he)人(ren)民生命財產安全帶(dai)來嚴重危害(hai)。切實提高災害(hai)監測預(yu)警時效性(xing)、風(feng)險評(ping)估精準性(xing),降(jiang)低重大交通自然災害(hai)對社(she)會經濟健(jian)康(kang)發(fa)展(zhan)的沖擊和(he)影響,是我國(guo)亟待解決的重大問題。

中交(jiao)(jiao)集(ji)(ji)團牽頭開(kai)展技(ji)術(shu)(shu)(shu)攻關(guan),通(tong)(tong)(tong)過(guo)產學研合作,取(qu)得重(zhong)(zhong)要技(ji)術(shu)(shu)(shu)突破。一是(shi)提出基(ji)于云計(ji)算(suan)的交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)時(shi)空(kong)大(da)(da)數(shu)(shu)(shu)據(ju)(ju)存儲理(li)(li)論與協同處理(li)(li)方(fang)法(fa),在不(bu)同時(shi)空(kong)尺度(du)突破交(jiao)(jiao)通(tong)(tong)(tong)干線空(kong)間(jian)信息與地(di)面傳感網數(shu)(shu)(shu)據(ju)(ju)的動(dong)(dong)態(tai)更新和協同計(ji)算(suan)技(ji)術(shu)(shu)(shu),研制完全自(zi)主可控(kong)交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)時(shi)空(kong)大(da)(da)數(shu)(shu)(shu)據(ju)(ju)系統。二是(shi)開(kai)發出區域-單(dan)(dan)點(dian)聯動(dong)(dong)交(jiao)(jiao)通(tong)(tong)(tong)干線災(zai)(zai)(zai)(zai)害(hai)定(ding)量風險評(ping)估技(ji)術(shu)(shu)(shu),以時(shi)空(kong)大(da)(da)數(shu)(shu)(shu)據(ju)(ju)為基(ji)礎,建(jian)(jian)立(li)(li)(li)交(jiao)(jiao)通(tong)(tong)(tong)干線區域災(zai)(zai)(zai)(zai)害(hai)風險判識模(mo)型,研發了基(ji)于災(zai)(zai)(zai)(zai)害(hai)動(dong)(dong)力學模(mo)擬(ni)技(ji)術(shu)(shu)(shu)的重(zhong)(zhong)點(dian)路段單(dan)(dan)點(dian)交(jiao)(jiao)通(tong)(tong)(tong)風險評(ping)估軟件,支撐了交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)風險評(ping)估從靜態(tai)到動(dong)(dong)態(tai)、從定(ding)性到定(ding)量的重(zhong)(zhong)大(da)(da)跨越。三是(shi)率(lv)先提出動(dong)(dong)態(tai)數(shu)(shu)(shu)據(ju)(ju)模(mo)型驅(qu)動(dong)(dong)的交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)立(li)(li)(li)體監(jian)測與融合方(fang)法(fa),創立(li)(li)(li)交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)時(shi)空(kong)數(shu)(shu)(shu)據(ju)(ju)實時(shi)采集(ji)(ji)與匯聚技(ji)術(shu)(shu)(shu)體系,從源頭解(jie)決(jue)單(dan)(dan)一交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)監(jian)測預警(jing)(jing)方(fang)法(fa)覆蓋面積不(bu)大(da)(da)、采樣頻(pin)度(du)不(bu)高、數(shu)(shu)(shu)據(ju)(ju)精度(du)不(bu)足的難題。四是(shi)基(ji)于交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)形成時(shi)的物理(li)(li)量特征(zheng),建(jian)(jian)立(li)(li)(li)臨(lin)界閾(yu)值計(ji)算(suan)理(li)(li)論,形成時(shi)空(kong)大(da)(da)數(shu)(shu)(shu)據(ju)(ju)驅(qu)動(dong)(dong)的交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)監(jian)測預警(jing)(jing)評(ping)估成套技(ji)術(shu)(shu)(shu),研制了具有自(zi)主知識產權的交(jiao)(jiao)通(tong)(tong)(tong)災(zai)(zai)(zai)(zai)害(hai)監(jian)測預警(jing)(jing)云平臺(tai),預警(jing)(jing)準確(que)率(lv)達87%,災(zai)(zai)(zai)(zai)后(hou)損毀評(ping)估精度(du)達93%。

該項成果(guo)獲(huo)得國家授(shou)權專(zhuan)利(li)8項、軟件(jian)著作權18項,獲(huo)得省(sheng)部級(ji)特等獎(jiang)1項、一等獎(jiang)2項。該成果(guo)應用于浙江、云南和新疆等9個省(sheng)市的交(jiao)通(tong)基(ji)(ji)礎(chu)設(she)施建(jian)設(she),提(ti)高了(le)交(jiao)通(tong)災害防御能力(li),提(ti)升了(le)道路環(huan)境安全(quan)性能,為(wei)建(jian)設(she)全(quan)國、區(qu)域(yu)、重點(dian)路段三級(ji)災害防治體(ti)系奠定了(le)重要基(ji)(ji)礎(chu)。
