電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)之間(jian)的(de)互(hu)(hu)聯是世界(jie)各國(guo)發展電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)的(de)主要經驗,跨(kua)區聯網(wang)(wang)(wang)(wang)(wang)和跨(kua)國(guo)聯網(wang)(wang)(wang)(wang)(wang)是實現(xian)更(geng)大范(fan)(fan)圍(wei)(wei)內能源資源優化配置和提高(gao)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)整體(ti)經濟效益的(de)重要途徑。互(hu)(hu)聯電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)作為一個動(dong)態平衡系統,故障發生(sheng)時,原有(you)平衡被打破(po),故障能量瞬(shun)間(jian)傳至整個電(dian)(dian)網(wang)(wang)(wang)(wang)(wang),系統狀態迅速惡化,防(fang)(fang)御不當(dang)將導致故障范(fan)(fan)圍(wei)(wei)迅速擴大,甚至發生(sheng)大停電(dian)(dian)。據統計,21世紀發生(sheng)的(de)負荷損(sun)(sun)失超(chao)過300萬千瓦(wa)的(de)大停電(dian)(dian)事故中,90%以上與故障后動(dong)態過程中輸(shu)電(dian)(dian)斷(duan)面連鎖斷(duan)開(kai)和受端電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)電(dian)(dian)壓崩潰相(xiang)關,造成的(de)總經濟損(sun)(sun)失超(chao)過1000億美元。與國(guo)外相(xiang)比,我國(guo)電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)輸(shu)電(dian)(dian)規(gui)模(mo)、輸(shu)電(dian)(dian)距離(li)、電(dian)(dian)壓等(deng)級均居世界(jie)第(di)一,電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)運行(xing)面臨的(de)輸(shu)電(dian)(dian)安(an)全運行(xing)、電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)電(dian)(dian)壓穩定(ding)等(deng)問題更(geng)為嚴峻,建立可靠的(de)互(hu)(hu)聯電(dian)(dian)網(wang)(wang)(wang)(wang)(wang)動(dong)態過程安(an)全防(fang)(fang)御體(ti)系成為亟需解決的(de)任務。
國(guo)家電(dian)(dian)(dian)(dian)網所屬中國(guo)電(dian)(dian)(dian)(dian)力科(ke)學研究(jiu)院歷時14年,一(yi)是(shi)建(jian)立了電(dian)(dian)(dian)(dian)力系統強迫振(zhen)蕩(dang)理論(lun),攻克了輸(shu)電(dian)(dian)(dian)(dian)斷面(mian)動(dong)態(tai)功率分(fen)析(xi)與控(kong)制(zhi)技(ji)術,研制(zhi)出分(fen)類分(fen)時聯合控(kong)制(zhi)系統,解決了輸(shu)電(dian)(dian)(dian)(dian)斷面(mian)功率波動(dong)和振(zhen)蕩(dang)“預測、辨識、定(ding)(ding)位、控(kong)制(zhi)”4項(xiang)難題;二是(shi)突破了受端電(dian)(dian)(dian)(dian)網全過程(cheng)電(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)評估與控(kong)制(zhi)技(ji)術,制(zhi)定(ding)(ding)了我國(guo)首個(ge)電(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)評價標準,研制(zhi)出電(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)全過程(cheng)防控(kong)系統,提(ti)出了國(guo)家電(dian)(dian)(dian)(dian)網動(dong)態(tai)電(dian)(dian)(dian)(dian)壓支撐能力提(ti)升方案,大幅提(ti)升電(dian)(dian)(dian)(dian)網電(dian)(dian)(dian)(dian)壓穩(wen)(wen)定(ding)(ding)水平;三是(shi)研發出世界首套(tao)“毫秒級(ji)-秒級(ji)-分(fen)鐘(zhong)級(ji)”多時間(jian)尺(chi)度統一(yi)仿真的(de)電(dian)(dian)(dian)(dian)力系統全過程(cheng)動(dong)態(tai)仿真軟件,實現了國(guo)家電(dian)(dian)(dian)(dian)網(約50000節點)數(shu)十(shi)分(fen)鐘(zhong)乃至(zhi)數(shu)小時動(dong)態(tai)過程(cheng)的(de)準確仿真。
該項(xiang)目產生直(zhi)接經濟效益11.6億元,成果(guo)應用于34個(ge)省級及以上電(dian)網(wang)規劃調(diao)度運(yun)行,有力(li)保障了西南水電(dian)大(da)規模送出(chu),近三年減少長江上游棄水電(dian)量533億千(qian)瓦時(shi)。成果(guo)應用于22個(ge)輸(shu)(shu)電(dian)工程、45套動(dong)態無功補償設備,累計提升輸(shu)(shu)電(dian)能力(li)約1600萬千(qian)瓦。成果(guo)還應用于巴西、葡萄牙(ya)等國家的(de)電(dian)網(wang)安全分析(xi)中,大(da)幅提升我國在相關領域的(de)國際影(ying)響(xiang)力(li)。
