——建筑類企業數字化轉型推進重點

【編者按】近日,國務院國資委印發《關于加快推進國有企業數字化轉型工作的通知》(以下簡稱《通知》),開啟了國企數字化轉型的新篇章。近年來,中國電建將數字化轉型融入公司戰略,不斷探索數字化與建造方式、經營理念、市場形態和行業管理的深度融合,充分發揮數字化轉型推動企業轉型的重要作用。經認真學習《通知》要求,結合相關工作實踐,對《通知》有關內容進行解讀。

建筑類企業數字化轉型的背景和意義

世界正處在(zai)從工(gong)(gong)(gong)(gong)(gong)業(ye)(ye)經(jing)濟向(xiang)數(shu)字經(jing)濟加速轉(zhuan)型(xing)(xing)過渡的(de)(de)大(da)(da)變革時代,國(guo)內經(jing)濟正處于新(xin)(xin)舊動(dong)能轉(zhuan)換(huan)的(de)(de)關鍵(jian)時期。但當(dang)下,我(wo)國(guo)建筑企業(ye)(ye)工(gong)(gong)(gong)(gong)(gong)程業(ye)(ye)務(wu)條塊劃分的(de)(de)方(fang)式(shi),加大(da)(da)了(le)各專(zhuan)業(ye)(ye)間的(de)(de)壁壘,嚴(yan)重影(ying)響(xiang)了(le)工(gong)(gong)(gong)(gong)(gong)程的(de)(de)整體(ti)策劃和(he)資源協同,對(dui)工(gong)(gong)(gong)(gong)(gong)程管理整體(ti)效果的(de)(de)影(ying)響(xiang)越(yue)(yue)來(lai)越(yue)(yue)明(ming)顯。建筑行(xing)業(ye)(ye)項目制為主的(de)(de)管理方(fang)式(shi),強調(diao)縱向(xiang)管控(kong),缺乏橫向(xiang)溝通(tong),標準化(hua)程度低,管理難度大(da)(da)。同時,建筑行(xing)業(ye)(ye)存在(zai)用工(gong)(gong)(gong)(gong)(gong)難問(wen)題,施(shi)工(gong)(gong)(gong)(gong)(gong)現場(chang)的(de)(de)一線工(gong)(gong)(gong)(gong)(gong)人已經(jing)老去(qu),愿意去(qu)工(gong)(gong)(gong)(gong)(gong)地的(de)(de)年輕(qing)人越(yue)(yue)來(lai)越(yue)(yue)少,隨著對(dui)建造水平要(yao)求(qiu)的(de)(de)提高,需(xu)要(yao)吸納更多掌握新(xin)(xin)工(gong)(gong)(gong)(gong)(gong)藝(yi)工(gong)(gong)(gong)(gong)(gong)法(fa)的(de)(de)工(gong)(gong)(gong)(gong)(gong)人。這些建筑行(xing)業(ye)(ye)發(fa)展(zhan)(zhan)中(zhong)固有(you)的(de)(de)痛(tong)點(dian)難點(dian),在(zai)數(shu)字經(jing)濟浪(lang)潮下更為凸顯。隨著建筑業(ye)(ye)進入(ru)穩定(ding)增(zeng)長(chang)階(jie)段(duan),傳統模式(shi)已無法(fa)滿足行(xing)業(ye)(ye)高質量發(fa)展(zhan)(zhan)需(xu)求(qiu)。面(mian)對(dui)著力推動(dong)互聯網和(he)實體(ti)經(jing)濟深度融合的(de)(de)機遇,我(wo)國(guo)大(da)(da)型(xing)(xing)企業(ye)(ye)發(fa)展(zhan)(zhan)在(zai)數(shu)字化(hua)轉(zhuan)型(xing)(xing)的(de)(de)潮流中(zhong)進入(ru)新(xin)(xin)階(jie)段(duan),建筑類企業(ye)(ye)數(shu)字化(hua)轉(zhuan)型(xing)(xing)升級應(ying)運而(er)生。

(一)數字化轉型是建筑行業轉型升級的核心引擎。新一代(dai)信息技術(shu)的(de)(de)全方(fang)位滲透正(zheng)深刻地顛覆著建筑(zhu)(zhu)行(xing)業(ye)原有的(de)(de)生產方(fang)式(shi)(shi)(shi)(shi)、組織(zhi)方(fang)式(shi)(shi)(shi)(shi)、商(shang)業(ye)模式(shi)(shi)(shi)(shi)、價值鏈分布和競(jing)爭格局,數(shu)(shu)字(zi)化應(ying)用(yong)在有效推進(jin)建筑(zhu)(zhu)業(ye)供給(gei)側(ce)結(jie)構(gou)性改革、推動完善建筑(zhu)(zhu)市場監管體制和機制、創(chuang)新業(ye)務(wu)模式(shi)(shi)(shi)(shi)、創(chuang)新商(shang)業(ye)模式(shi)(shi)(shi)(shi)、提高生產力(li)等方(fang)面發揮了重(zhong)要作用(yong),數(shu)(shu)字(zi)化轉型(xing)已(yi)成為建筑(zhu)(zhu)行(xing)業(ye)進(jin)行(xing)轉型(xing)升級的(de)(de)核心引擎。

(二)數字化轉型是建筑企業高質量發展的內生動力。能夠多大范圍、多高(gao)層次、多強密度去組織(zhi)整合資源(yuan),將決定企(qi)(qi)業(ye)(ye)的價值(zhi)創造力(li)和發展(zhan)邊界。現(xian)代數字(zi)化技術(shu)應用與(yu)業(ye)(ye)務(wu)的深度融合正在改變,甚至顛覆企(qi)(qi)業(ye)(ye)原有(you)(you)的核心能力(li)和市(shi)場競(jing)爭力(li)。企(qi)(qi)業(ye)(ye)的傳統優勢正在消解,新(xin)的優勢正在培育,時代呼喚企(qi)(qi)業(ye)(ye)需要有(you)(you)更(geng)大的胸懷擁抱新(xin)技術(shu)、新(xin)產(chan)品、新(xin)市(shi)場,需在結合自身業(ye)(ye)務(wu)特性和長(chang)期(qi)優勢的基礎上不斷思(si)考和探索(suo)企(qi)(qi)業(ye)(ye)數字(zi)化轉型,為企(qi)(qi)業(ye)(ye)高(gao)質(zhi)量發展(zhan)注入新(xin)動能。

加快推動建筑類企業數字化轉型的重點內容

(一)搭建以BIM為核心的基礎數字技術平臺

基于(yu)行業先進(jin)(jin)的三維(wei)圖形引擎,運用建(jian)(jian)(jian)筑信息模(mo)型(xing)(BIM),結合GIS、大數(shu)(shu)(shu)據、人工(gong)(gong)智(zhi)能、虛擬現實、數(shu)(shu)(shu)值模(mo)型(xing)等先進(jin)(jin)技(ji)術,建(jian)(jian)(jian)設(she)具有(you)自(zi)主知識產(chan)權的BIM基礎數(shu)(shu)(shu)字(zi)(zi)技(ji)術平(ping)臺(tai),探索工(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)筑行業數(shu)(shu)(shu)字(zi)(zi)化(hua)規劃、設(she)計(ji)、施工(gong)(gong)的多(duo)方協同(tong)。同(tong)時(shi)對(dui)多(duo)源異(yi)構(gou)數(shu)(shu)(shu)據與模(mo)型(xing)進(jin)(jin)行集成(cheng),形成(cheng)勘測(ce)、設(she)計(ji)一(yi)體化(hua)服務支(zhi)撐基礎,幫(bang)助(zhu)發現項目(mu)設(she)計(ji)、施工(gong)(gong)的潛(qian)在性問題(ti)。有(you)利于(yu)解決傳統(tong)模(mo)式下工(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)設(she)產(chan)業鏈(lian)各(ge)環節信息割裂、脫節等問題(ti),為工(gong)(gong)程(cheng)(cheng)全壽命周期數(shu)(shu)(shu)字(zi)(zi)化(hua)建(jian)(jian)(jian)造提(ti)(ti)供強有(you)力的底(di)層支(zhi)撐。中國電(dian)建(jian)(jian)(jian)通過自(zi)主研究的BIM仿真平(ping)臺(tai)系統(tong),為工(gong)(gong)程(cheng)(cheng)數(shu)(shu)(shu)字(zi)(zi)化(hua)建(jian)(jian)(jian)設(she)提(ti)(ti)供底(di)層支(zhi)撐,成(cheng)功應用于(yu)數(shu)(shu)(shu)字(zi)(zi)橫琴(qin)、數(shu)(shu)(shu)字(zi)(zi)前海、數(shu)(shu)(shu)字(zi)(zi)雄(xiong)安等工(gong)(gong)程(cheng)(cheng),有(you)效提(ti)(ti)升了工(gong)(gong)程(cheng)(cheng)數(shu)(shu)(shu)字(zi)(zi)化(hua)水平(ping),推進(jin)(jin)工(gong)(gong)程(cheng)(cheng)建(jian)(jian)(jian)筑行業數(shu)(shu)(shu)字(zi)(zi)化(hua)轉型(xing)。

(二)形成支撐服務工程建管運的大數據平臺

依托以(yi)BIM為核(he)心(xin)的(de)信(xin)息技術搭建工(gong)程(cheng)(cheng)(cheng)大數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)平(ping)臺(tai),推動(dong)建筑工(gong)程(cheng)(cheng)(cheng)從物(wu)理(li)資(zi)(zi)產(chan)(chan)(chan)(chan)到數(shu)(shu)(shu)字(zi)資(zi)(zi)產(chan)(chan)(chan)(chan)的(de)轉變(bian)。圍繞工(gong)程(cheng)(cheng)(cheng)環(huan)境數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)、工(gong)程(cheng)(cheng)(cheng)產(chan)(chan)(chan)(chan)品數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)、工(gong)程(cheng)(cheng)(cheng)過程(cheng)(cheng)(cheng)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)、工(gong)程(cheng)(cheng)(cheng)要素數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)進行數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)的(de)采集(ji)(ji)、存儲、集(ji)(ji)成、共享、分析(xi),借助大數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)平(ping)臺(tai)規模(mo)化(hua)(hua)效應(ying)將低價(jia)值(zhi)(zhi)密度(du)的(de)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)整合(he)為高價(jia)值(zhi)(zhi)密度(du)的(de)信(xin)息資(zi)(zi)產(chan)(chan)(chan)(chan),使工(gong)程(cheng)(cheng)(cheng)建造(zao)由(you)“經驗驅動(dong)”到“數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)驅動(dong)”轉變(bian),從數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)中(zhong)提(ti)取知識(shi)、預測未(wei)來(lai),服(fu)務(wu)(wu)工(gong)程(cheng)(cheng)(cheng)優化(hua)(hua)、風險控制、項目(mu)管理(li)等,以(yi)行為數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)分析(xi)實現(xian)對客戶的(de)全面理(li)解(jie),以(yi)大數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)預測實現(xian)敏捷的(de)服(fu)務(wu)(wu)能力,以(yi)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)的(de)互聯驅動(dong)開展(zhan)個性化(hua)(hua)服(fu)務(wu)(wu),逐步向(xiang)以(yi)客戶需求為主要驅動(dong)力的(de)模(mo)式轉變(bian),支(zhi)撐和(he)快(kuai)速(su)響應(ying)業務(wu)(wu)變(bian)化(hua)(hua)和(he)需求,支(zhi)撐未(wei)來(lai)業務(wu)(wu)發展(zhan)各類場(chang)景,從而創(chuang)造(zao)數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)資(zi)(zi)產(chan)(chan)(chan)(chan)價(jia)值(zhi)(zhi)和(he)工(gong)程(cheng)(cheng)(cheng)業務(wu)(wu)價(jia)值(zhi)(zhi)。中(zhong)國電建通(tong)過構建符合(he)集(ji)(ji)團管理(li)特色的(de)PRP-ERP-GRP項目(mu)管理(li)體系,形成“項目(mu)-企業-集(ji)(ji)團”三層架構的(de)生產(chan)(chan)(chan)(chan)運營大數(shu)(shu)(shu)據(ju)(ju)(ju)(ju)平(ping)臺(tai),不斷加快(kuai)工(gong)程(cheng)(cheng)(cheng)資(zi)(zi)產(chan)(chan)(chan)(chan)信(xin)息化(hua)(hua)數(shu)(shu)(shu)字(zi)化(hua)(hua)步伐,創(chuang)新生產(chan)(chan)(chan)(chan)和(he)服(fu)務(wu)(wu)模(mo)式,賦能企業提(ti)質增(zeng)效,提(ti)高工(gong)程(cheng)(cheng)(cheng)建設質量和(he)效率。

(三)通過“工程產品+服務”推動建造服務化轉型

保障措施

企業數字化轉(zhuan)型的推進是一項(xiang)系統工程,企業要結合自身(shen)特點,重點從規(gui)劃牽(qian)引(yin)、管理機制(zhi)、組織保障、人(ren)才(cai)培(pei)養、資(zi)金(jin)投入(ru)等五(wu)個(ge)方(fang)面提供(gong)保障措(cuo)施,持(chi)續(xu)(xu)夯實企業數字化轉(zhuan)型基礎,為企業數字化轉(zhuan)型的持(chi)續(xu)(xu)推進與落地實施保駕護航。

(一)制定總體戰略規劃

戰略規劃(hua)是(shi)企業數(shu)(shu)字(zi)(zi)化(hua)轉(zhuan)型(xing)的思想(xiang)引領。傳統企業數(shu)(shu)字(zi)(zi)化(hua)轉(zhuan)型(xing)不是(shi)一(yi)蹴而(er)(er)就的事情(qing),而(er)(er)是(shi)一(yi)個(ge)長期的艱巨(ju)的工程,要求企業必須(xu)從戰略層(ceng)面(mian)高度關注(zhu)和(he)重視數(shu)(shu)字(zi)(zi)化(hua),正視自(zi)身面(mian)臨(lin)的競爭(zheng)環境和(he)轉(zhuan)型(xing)壓力,找準自(zi)身定位和(he)目標需求,加強(qiang)數(shu)(shu)字(zi)(zi)化(hua)統籌協調和(he)戰略規劃(hua),做好頂(ding)層(ceng)架(jia)構(gou)和(he)路線圖(tu)設(she)計,分階段(duan)分步驟進(jin)(jin)行(xing)實施。中國(guo)電建成立以來,把(ba)信(xin)息化(hua)作為(wei)集(ji)團(tuan)戰略方針(zhen)之(zhi)一(yi),統籌規劃(hua)、頂(ding)層(ceng)設(she)計、系(xi)統推進(jin)(jin),始終堅持“一(yi)張藍(lan)(lan)圖(tu)繪到底”,“十(shi)二五(wu)”、“十(shi)三五(wu)”期間確定“3521”、“3523”架(jia)構(gou)藍(lan)(lan)圖(tu),“十(shi)四五(wu)”把(ba)“數(shu)(shu)字(zi)(zi)融(rong)合能力”作為(wei)集(ji)團(tuan)總體戰略六大(da)能力之(zhi)一(yi),持續推進(jin)(jin)保障(zhang)企業數(shu)(shu)字(zi)(zi)化(hua)轉(zhuan)型(xing)。

(二)強化統籌組織領導

組(zu)織領(ling)導是企業數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型成敗(bai)的關鍵(jian)因素。加強組(zu)織領(ling)導,完(wan)善組(zu)織體系,明確推進(jin)主(zhu)體,落實“一(yi)把手”負(fu)責制。建(jian)立一(yi)把手負(fu)責制的企業數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型領(ling)導工作小組(zu),統攬企業數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型工作,研(yan)究決(jue)定數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型路線圖及關鍵(jian)工作,協調解(jie)決(jue)轉(zhuan)型過(guo)程中(zhong)的重大問題(ti)。按(an)照(zhao)“管理(li)、建(jian)設、運(yun)維(wei)、應(ying)用”打造一(yi)支高素質高水平的數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型人(ren)才(cai)隊(dui)伍,建(jian)立信息(xi)(xi)化(hua)(hua)專家、信息(xi)(xi)化(hua)(hua)專業人(ren)才(cai)和信息(xi)(xi)化(hua)(hua)從業人(ren)員(yuan)三個層次(ci)的梯隊(dui),從人(ren)員(yuan)數(shu)(shu)(shu)量和能(neng)力(li)結構(gou)兩個方(fang)面充實和強化(hua)(hua)人(ren)才(cai)隊(dui)伍,為企業數(shu)(shu)(shu)字(zi)(zi)(zi)化(hua)(hua)轉(zhuan)型提供堅實的人(ren)才(cai)保障。中(zhong)國電建(jian)

通過(guo)成立數字(zi)(zi)(zi)化(hua)轉(zhuan)型(xing)(xing)小組,持續推進“數字(zi)(zi)(zi)電建”的研(yan)究,規(gui)劃(hua)建設新(xin)賽道,進一(yi)步(bu)構建數字(zi)(zi)(zi)化(hua)轉(zhuan)型(xing)(xing)地圖,清晰實施路(lu)徑,指導公司和子企(qi)業(ye)的數字(zi)(zi)(zi)化(hua)轉(zhuan)型(xing)(xing),適應新(xin)型(xing)(xing)建筑工業(ye)化(hua)發展趨勢,打造公司競爭(zheng)新(xin)優勢。

(三)建立轉型管理機制

(四)加強人才隊伍培養

人(ren)才(cai)保障是企(qi)業(ye)(ye)數字化(hua)轉型的核心動能(neng)(neng)。傳統企(qi)業(ye)(ye)在數字化(hua)轉型過程中需(xu)要大量規劃設計(ji)、平臺建設、實施運維(wei)、技術支持等(deng)IT人(ren)員(yuan),也需(xu)要能(neng)(neng)夠具備(bei)IT視野(ye)的流程管(guan)理、業(ye)(ye)務分析等(deng)業(ye)(ye)務人(ren)員(yuan),企(qi)業(ye)(ye)應制定(ding)(ding)鼓勵各種(zhong)人(ren)才(cai)成(cheng)長的激勵政策和(he)措施,加強對人(ren)才(cai)的引進和(he)培養,努力塑(su)造人(ren)才(cai)成(cheng)長和(he)鍛煉的環境,從(cong)而(er)為數字化(hua)轉型的成(cheng)功奠定(ding)(ding)堅實的基礎。中國電建不斷加強企(qi)業(ye)(ye)數字科技創新人(ren)才(cai)保障,提(ti)高信(xin)(xin)(xin)息技術研發、集(ji)成(cheng)應用和(he)運維(wei)保障等(deng)領域人(ren)員(yuan)比例,增強信(xin)(xin)(xin)息服務部門保障能(neng)(neng)力。組(zu)織(zhi)開展年度集(ji)團(tuan)信(xin)(xin)(xin)息化(hua)先進集(ji)體及先進個人(ren)評選(xuan),推進全集(ji)團(tuan)信(xin)(xin)(xin)息化(hua)工作的持續健康發展。提(ti)高企(qi)業(ye)(ye)全體員(yuan)工信(xin)(xin)(xin)息素(su)養,加強員(yuan)工信(xin)(xin)(xin)息技能(neng)(neng)培訓,弘(hong)揚信(xin)(xin)(xin)息文化(hua),營造人(ren)人(ren)積極擁抱信(xin)(xin)(xin)息技術的企(qi)業(ye)(ye)發展氛圍。

(五)匹配專項資金投入

專(zhuan)(zhuan)項(xiang)資金(jin)投(tou)入(ru)(ru)(ru)是企業(ye)數(shu)字(zi)(zi)化(hua)(hua)(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)的(de)持(chi)續保障。數(shu)字(zi)(zi)化(hua)(hua)(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)具有(you)前期成(cheng)本投(tou)入(ru)(ru)(ru)大,有(you)效(xiao)(xiao)回報周期長的(de)特點(dian)。對此建立數(shu)字(zi)(zi)化(hua)(hua)(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)專(zhuan)(zhuan)項(xiang)資金(jin),確保數(shu)字(zi)(zi)化(hua)(hua)(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)基礎平臺、功能應(ying)用(yong)、數(shu)據采(cai)集(ji)、互聯互通、成(cheng)效(xiao)(xiao)展(zhan)示等(deng)(deng)方面(mian)有(you)效(xiao)(xiao)投(tou)入(ru)(ru)(ru),依托激勵(li)政策調(diao)動人員自主探索積極性,從企業(ye)戰略(lve)統籌和長期發展(zhan)的(de)角度,保障轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)工作有(you)序開(kai)展(zhan)。中國電(dian)建不斷加(jia)強信息化(hua)(hua)(hua)、數(shu)字(zi)(zi)化(hua)(hua)(hua)專(zhuan)(zhuan)項(xiang)資金(jin)投(tou)入(ru)(ru)(ru),持(chi)續加(jia)大數(shu)字(zi)(zi)化(hua)(hua)(hua)產品研發、創新、升級、應(ying)用(yong)等(deng)(deng)方面(mian)的(de)投(tou)入(ru)(ru)(ru),推進(jin)企業(ye)信息系統互聯互通,以(yi)新技術應(ying)用(yong)投(tou)入(ru)(ru)(ru)引領企業(ye)業(ye)務數(shu)字(zi)(zi)化(hua)(hua)(hua)轉(zhuan)(zhuan)(zhuan)(zhuan)型(xing)(xing)。
