近日,中(zhong)共(gong)中(zhong)央辦公(gong)廳(ting)(ting)、國務院辦公(gong)廳(ting)(ting)印發(fa)《中(zhong)央企業(ye)領導(dao)人員管理規(gui)定》(以下簡稱《規(gui)定》),這是貫徹習近平新(xin)時代中(zhong)國特色(se)社會主義思想和黨的十九大精神的重要舉(ju)措,是多年來(lai)特別是黨的十八大以來(lai)中(zhong)央企業(ye)領導(dao)人員管理經(jing)驗的科學總結提升。
《規(gui)(gui)定》適時(shi)回應了加強(qiang)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員管理的(de)(de)新(xin)時(shi)代(dai)(dai)(dai)新(xin)要求(qiu)。中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)新(xin)時(shi)代(dai)(dai)(dai)新(xin)發展,呼(hu)喚企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)家(jia)的(de)(de)新(xin)擔(dan)當新(xin)作為(wei)(wei),亟需(xu)完善培(pei)養造(zao)就(jiu)、吸引凝聚(ju)、用(yong)好用(yong)活優秀企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)家(jia)的(de)(de)政策法規(gui)(gui)。出臺旨在深入(ru)貫徹以習近(jin)平同志為(wei)(wei)核心的(de)(de)黨中(zhong)(zhong)央(yang)(yang)對(dui)國有企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)改革發展和黨的(de)(de)建設新(xin)思想新(xin)要求(qiu),更好激發和保護企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)家(jia)擔(dan)當創新(xin)有為(wei)(wei)精(jing)神,強(qiang)化從嚴從實管理中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員的(de)(de)《規(gui)(gui)定》,對(dui)于加強(qiang)黨對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)的(de)(de)全(quan)面領(ling)導(dao),完善適應中(zhong)(zhong)國特(te)色現代(dai)(dai)(dai)國有企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)制(zhi)度(du)要求(qiu)和市場競爭(zheng)需(xu)要的(de)(de)選人(ren)(ren)用(yong)人(ren)(ren)機制(zhi),提(ti)高中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員管理工(gong)作質量,造(zao)就(jiu)“對(dui)黨忠(zhong)誠、勇于創新(xin)、治企(qi)(qi)(qi)(qi)(qi)有方、興企(qi)(qi)(qi)(qi)(qi)有為(wei)(wei)、清正廉(lian)潔”的(de)(de)高素質中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員隊伍(wu),進一(yi)步激勵中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領(ling)導(dao)人(ren)(ren)員新(xin)時(shi)代(dai)(dai)(dai)新(xin)擔(dan)當新(xin)作為(wei)(wei),把中(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)建設成為(wei)(wei)黨和人(ren)(ren)民(min)可信賴、可依(yi)靠的(de)(de)“大(da)國重(zhong)器”,具有十分重(zhong)要的(de)(de)意義。
《規定》科(ke)學體現了(le)中(zhong)央企(qi)業領(ling)(ling)導(dao)人(ren)員管理(li)必須堅(jian)持(chi)黨(dang)管干部原則。國(guo)有企(qi)業是(shi)(shi)全面(mian)(mian)建設小康(kang)社(she)會(hui)的(de)(de)重要(yao)力量,是(shi)(shi)中(zhong)國(guo)特色社(she)會(hui)主(zhu)義的(de)(de)重要(yao)支柱,是(shi)(shi)我(wo)們黨(dang)執政的(de)(de)重要(yao)基(ji)礎(chu);中(zhong)央企(qi)業領(ling)(ling)導(dao)人(ren)員群體是(shi)(shi)黨(dang)在(zai)經濟(ji)領(ling)(ling)域的(de)(de)執政骨(gu)干隊伍,治國(guo)理(li)政復合型人(ren)才(cai)的(de)(de)重要(yao)來源。堅(jian)持(chi)黨(dang)管干部原則,是(shi)(shi)黨(dang)對國(guo)有企(qi)業全面(mian)(mian)領(ling)(ling)導(dao)的(de)(de)重要(yao)體現,是(shi)(shi)夯實(shi)中(zhong)國(guo)特色社(she)會(hui)主(zhu)義重要(yao)物質(zhi)基(ji)礎(chu)和政治基(ji)礎(chu)的(de)(de)根(gen)本保證(zheng)。《規定》的(de)(de)諸多環(huan)節科(ke)學體現了(le)黨(dang)管干部原則。比如(ru),在(zai)選拔任(ren)用(yong)(yong)工(gong)(gong)作(zuo)中(zhong),從提出工(gong)(gong)作(zuo)方案到確定考察對象,從嚴格考察到集體討論決定等各個環(huan)節,強(qiang)調都要(yao)發揮黨(dang)組織(zhi)的(de)(de)領(ling)(ling)導(dao)和把關作(zuo)用(yong)(yong)。再如(ru),在(zai)董事會(hui)選聘(pin)經理(li)層成員試點工(gong)(gong)作(zuo)中(zhong),強(qiang)調上級黨(dang)組織(zhi)要(yao)在(zai)確定標(biao)準、規范程序、參與考察、推薦人(ren)選等方面(mian)(mian)發揮作(zuo)用(yong)(yong)等等。
《規定(ding)(ding)》著重(zhong)(zhong)強調(diao)(diao)了在(zai)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)管理(li)(li)中(zhong)(zhong)的(de)市(shi)場規律作(zuo)(zuo)用。《規定(ding)(ding)》強調(diao)(diao),對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)的(de)管理(li)(li),必須準確把握市(shi)場規律,注(zhu)(zhu)重(zhong)(zhong)發(fa)揮市(shi)場機(ji)制作(zuo)(zuo)用。一是豐富和(he)完善市(shi)場化選(xuan)人(ren)方式,明(ming)(ming)確將公(gong)開(kai)遴選(xuan)作(zuo)(zuo)為選(xuan)拔(ba)任用中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)方式之一,明(ming)(ming)確對(dui)經(jing)(jing)理(li)(li)層(ceng)成(cheng)員(yuan)(yuan)(yuan)(yuan)(yuan)的(de)選(xuan)拔(ba)任用可以(yi)采取競聘(pin)(pin)上崗、公(gong)開(kai)招聘(pin)(pin)和(he)委托推(tui)(tui)薦等方式,進(jin)一步擴大選(xuan)人(ren)用人(ren)視野。二是明(ming)(ming)確提出(chu)(chu)對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)實(shi)行(xing)任期制(聘(pin)(pin)期制),對(dui)經(jing)(jing)理(li)(li)層(ceng)成(cheng)員(yuan)(yuan)(yuan)(yuan)(yuan)可以(yi)實(shi)行(xing)聘(pin)(pin)任制,推(tui)(tui)進(jin)契約化管理(li)(li)。三是強化中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)經(jing)(jing)營業(ye)(ye)(ye)(ye)(ye)績考核,注(zhu)(zhu)重(zhong)(zhong)區別企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)功能(neng)定(ding)(ding)位(wei),注(zhu)(zhu)重(zhong)(zhong)行(xing)業(ye)(ye)(ye)(ye)(ye)對(dui)標,注(zhu)(zhu)重(zhong)(zhong)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)班子成(cheng)員(yuan)(yuan)(yuan)(yuan)(yuan)全覆蓋。四是強化市(shi)場化退(tui)出(chu)(chu),包括對(dui)不適宜擔任現職的(de)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)進(jin)行(xing)組(zu)織調(diao)(diao)整,以(yi)及因企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發(fa)展戰略(lve)調(diao)(diao)整、產業(ye)(ye)(ye)(ye)(ye)轉型、兼并重(zhong)(zhong)組(zu)等需要對(dui)中(zhong)(zhong)央(yang)(yang)企(qi)(qi)業(ye)(ye)(ye)(ye)(ye)領(ling)導(dao)人(ren)員(yuan)(yuan)(yuan)(yuan)(yuan)進(jin)行(xing)調(diao)(diao)整等,形成(cheng)優勝劣汰、優進(jin)絀(chu)退(tui)的(de)機(ji)制。五是提出(chu)(chu)合理(li)(li)增加經(jing)(jing)理(li)(li)層(ceng)中(zhong)(zhong)市(shi)場化選(xuan)聘(pin)(pin)職業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)理(li)(li)人(ren)比例,穩妥推(tui)(tui)進(jin)職業(ye)(ye)(ye)(ye)(ye)經(jing)(jing)理(li)(li)人(ren)制度(du)建設(she),有序推(tui)(tui)進(jin)董事(shi)會選(xuan)聘(pin)(pin)經(jing)(jing)理(li)(li)層(ceng)成(cheng)員(yuan)(yuan)(yuan)(yuan)(yuan)試點工作(zuo)(zuo)。
《規定》更加(jia)明確了對(dui)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導人(ren)(ren)員的(de)高(gao)標準嚴(yan)要(yao)求。一是在(zai)選拔(ba)任(ren)用的(de)基本(ben)條(tiao)件中(zhong)(zhong)(zhong)逐一細化“對(dui)黨(dang)忠誠、勇于(yu)創(chuang)新、治(zhi)企(qi)(qi)(qi)有(you)(you)方、興企(qi)(qi)(qi)有(you)(you)為、清正廉(lian)潔”要(yao)求,強(qiang)(qiang)(qiang)調(diao)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導人(ren)(ren)員必(bi)(bi)(bi)須(xu)旗幟鮮明講政(zheng)治(zhi),牢固樹(shu)立“四個(ge)意(yi)識”,堅決(jue)維(wei)護習(xi)近(jin)平(ping)總書記的(de)核(he)心地位,堅決(jue)維(wei)護黨(dang)中(zhong)(zhong)(zhong)央權威和(he)(he)(he)集中(zhong)(zhong)(zhong)統一領(ling)導,堅決(jue)執(zhi)行黨(dang)和(he)(he)(he)國(guo)家的(de)方針(zhen)政(zheng)策(ce);必(bi)(bi)(bi)須(xu)具(ju)(ju)有(you)(you)強(qiang)(qiang)(qiang)烈的(de)創(chuang)新意(yi)識和(he)(he)(he)創(chuang)新自信,敢闖(chuang)敢試(shi)、敢為人(ren)(ren)先;必(bi)(bi)(bi)須(xu)具(ju)(ju)有(you)(you)較(jiao)強(qiang)(qiang)(qiang)的(de)治(zhi)企(qi)(qi)(qi)能(neng)力,善于(yu)把握市(shi)場經濟(ji)規律和(he)(he)(he)企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)發展(zhan)規律,懂(dong)經營、會(hui)管理、善決(jue)策(ce);必(bi)(bi)(bi)須(xu)具(ju)(ju)有(you)(you)正確的(de)業(ye)(ye)(ye)(ye)績觀,勇擔(dan)當,善作為,工作業(ye)(ye)(ye)(ye)績突出;必(bi)(bi)(bi)須(xu)具(ju)(ju)有(you)(you)良好的(de)職業(ye)(ye)(ye)(ye)操守(shou)和(he)(he)(he)個(ge)人(ren)(ren)品行,嚴(yan)守(shou)底(di)線,廉(lian)潔從業(ye)(ye)(ye)(ye)。二是強(qiang)(qiang)(qiang)調(diao)加(jia)強(qiang)(qiang)(qiang)對(dui)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導人(ren)(ren)員綜合考核(he)評(ping)價(jia)、經營業(ye)(ye)(ye)(ye)績考核(he)、黨(dang)建工作責任(ren)制(zhi)落實情況考核(he),強(qiang)(qiang)(qiang)化抓改革、強(qiang)(qiang)(qiang)黨(dang)建、促發展(zhan)導向,引導中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導人(ren)(ren)員做(zuo)到忠誠干凈(jing)擔(dan)當。三是強(qiang)(qiang)(qiang)調(diao)以強(qiang)(qiang)(qiang)化忠誠意(yi)識、拓展(zhan)國(guo)際(ji)視野、提高(gao)戰略思維(wei)、增(zeng)強(qiang)(qiang)(qiang)創(chuang)新精神(shen)、提升(sheng)治(zhi)企(qi)(qi)(qi)能(neng)力、鍛造優秀品行為重(zhong)點(dian),加(jia)強(qiang)(qiang)(qiang)對(dui)中(zhong)(zhong)(zhong)央企(qi)(qi)(qi)業(ye)(ye)(ye)(ye)領(ling)導人(ren)(ren)員的(de)教育培(pei)訓和(he)(he)(he)實踐鍛煉。
《規(gui)(gui)定(ding)(ding)(ding)》突(tu)出(chu)了(le)對(dui)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan)的(de)(de)擔當(dang)(dang)有為(wei)(wei)要求(qiu)和(he)正向激(ji)(ji)勵(li)(li)。中(zhong)央(yang)(yang)企(qi)(qi)(qi)業正處(chu)在高(gao)質量(liang)發(fa)(fa)展的(de)(de)攻關期(qi),急需充分調動中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan)干(gan)事(shi)創業的(de)(de)積極性(xing)、主(zhu)動性(xing)、創造性(xing)。對(dui)此(ci),《規(gui)(gui)定(ding)(ding)(ding)》堅持(chi)從實(shi)際出(chu)發(fa)(fa),明確(que)了(le)一些具體要求(qiu)。一是(shi)發(fa)(fa)揮(hui)正確(que)用(yong)人(ren)導向的(de)(de)激(ji)(ji)勵(li)(li)作用(yong)。《規(gui)(gui)定(ding)(ding)(ding)》提出(chu),對(dui)敢于(yu)負責、勇于(yu)擔當(dang)(dang)、善于(yu)作為(wei)(wei)、業績突(tu)出(chu)的(de)(de)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan),應當(dang)(dang)及時提拔重(zhong)(zhong)用(yong),激(ji)(ji)勵(li)(li)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan)講擔當(dang)(dang)、重(zhong)(zhong)擔當(dang)(dang)。二是(shi)建(jian)立(li)容錯糾(jiu)錯機制。《規(gui)(gui)定(ding)(ding)(ding)》從目(mu)的(de)(de)正當(dang)(dang)、禁止排除、程(cheng)序合(he)(he)規(gui)(gui)、行為(wei)(wei)合(he)(he)法、結果合(he)(he)理等五個維度明確(que)可以容錯的(de)(de)基本條件,引(yin)導中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan)爭當(dang)(dang)改革的(de)(de)促進派(pai)、實(shi)干(gan)家,專心致志為(wei)(wei)黨和(he)人(ren)民干(gan)事(shi)創業、建(jian)功立(li)業。三(san)是(shi)完(wan)善薪酬(chou)分配和(he)激(ji)(ji)勵(li)(li)機制。《規(gui)(gui)定(ding)(ding)(ding)》提出(chu)堅持(chi)物質激(ji)(ji)勵(li)(li)與精神激(ji)(ji)勵(li)(li)相(xiang)結合(he)(he)、短期(qi)激(ji)(ji)勵(li)(li)與任(ren)期(qi)激(ji)(ji)勵(li)(li)相(xiang)結合(he)(he),激(ji)(ji)發(fa)(fa)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan)創新活力(li)和(he)創業動力(li)。四是(shi)加大表(biao)彰宣傳力(li)度。《規(gui)(gui)定(ding)(ding)(ding)》提出(chu),對(dui)在企(qi)(qi)(qi)業改革發(fa)(fa)展、黨的(de)(de)建(jian)設中(zhong)作出(chu)突(tu)出(chu)貢獻(xian),以及在完(wan)成重(zhong)(zhong)大專項和(he)重(zhong)(zhong)大改革任(ren)務、處(chu)置突(tu)發(fa)(fa)事(shi)件等工(gong)作中(zhong)表(biao)現(xian)突(tu)出(chu)的(de)(de)中(zhong)央(yang)(yang)企(qi)(qi)(qi)業領導人(ren)員(yuan)(yuan),及時予以表(biao)彰。
《規(gui)定(ding)(ding)》切(qie)實加強(qiang)了對中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)(dao)人(ren)員(yuan)(yuan)的(de)(de)從嚴管(guan)(guan)(guan)理。堅持(chi)問題(ti)導(dao)(dao)向,針對一(yi)段時間以(yi)來(lai)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)(dao)人(ren)員(yuan)(yuan)管(guan)(guan)(guan)理上(shang)存在的(de)(de)寬松軟(ruan)問題(ti),《規(gui)定(ding)(ding)》提出(chu)了黨(dang)(dang)要(yao)(yao)管(guan)(guan)(guan)黨(dang)(dang)、全面(mian)從嚴治(zhi)黨(dang)(dang)的(de)(de)一(yi)系(xi)列(lie)措施。一(yi)是(shi)(shi)(shi)提出(chu)完善中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)(dao)人(ren)員(yuan)(yuan)管(guan)(guan)(guan)理監(jian)(jian)督(du)(du)體系(xi),進一(yi)步明(ming)確了各管(guan)(guan)(guan)理監(jian)(jian)督(du)(du)主(zhu)體的(de)(de)基本要(yao)(yao)求,有(you)利于優化監(jian)(jian)督(du)(du)資(zi)源、增強(qiang)監(jian)(jian)督(du)(du)合力(li)、提高監(jian)(jian)督(du)(du)效能(neng)。二是(shi)(shi)(shi)強(qiang)調上(shang)級(ji)黨(dang)(dang)組織及其組織部門、紀(ji)檢監(jian)(jian)察機關要(yao)(yao)全方位、多角度、近距離了解識(shi)別中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)(dao)人(ren)員(yuan)(yuan),加強(qiang)日常管(guan)(guan)(guan)理監(jian)(jian)督(du)(du),把管(guan)(guan)(guan)思想、管(guan)(guan)(guan)工作、管(guan)(guan)(guan)作風、管(guan)(guan)(guan)紀(ji)律統一(yi)起來(lai),做(zuo)到真(zhen)管(guan)(guan)(guan)真(zhen)嚴、敢管(guan)(guan)(guan)敢嚴、長(chang)管(guan)(guan)(guan)長(chang)嚴。三(san)是(shi)(shi)(shi)提出(chu)中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)黨(dang)(dang)委(黨(dang)(dang)組)應當以(yi)黨(dang)(dang)章為根本遵(zun)循,加強(qiang)和規(gui)范黨(dang)(dang)內(nei)政治(zhi)生(sheng)活,增強(qiang)黨(dang)(dang)內(nei)政治(zhi)生(sheng)活的(de)(de)政治(zhi)性、時代性、原則性、戰斗性,營造風清氣正的(de)(de)良好政治(zhi)生(sheng)態(tai)。四(si)是(shi)(shi)(shi)對中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)“三(san)重一(yi)大”事(shi)項集體決策和中(zhong)(zhong)(zhong)央(yang)(yang)企(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)(dao)人(ren)員(yuan)(yuan)兼職、出(chu)國管(guan)(guan)(guan)理、配偶子(zi)女(nv)經商辦企(qi)(qi)(qi)業(ye)(ye)(ye)等,都作出(chu)了明(ming)確規(gui)定(ding)(ding)。
