【特別策劃——國有經濟半年報(地方案例②)】以改革創新的辦法 保持國有企業平穩健康發展

今年(nian)以來(lai),江蘇省(sheng)(sheng)國(guo)(guo)資系統堅持以習近平新時代中(zhong)國(guo)(guo)特色(se)社會主(zhu)義思想為(wei)指導(dao),堅決(jue)貫徹(che)黨中(zhong)央、國(guo)(guo)務院決(jue)策部署,認真落實郝鵬書記在年(nian)初地方國(guo)(guo)資委負(fu)責人(ren)會議和2月(yue)5日、4月(yue)24日視頻會等會議上的講話精神,咬定(ding)全年(nian)目標(biao)不放松,迎難而上,主(zhu)動作(zuo)為(wei),做好“六(liu)穩”工作(zuo)、落實“六(liu)保”任務,奮力奪(duo)取疫(yi)情防控(kong)和改(gai)革發(fa)展“雙(shuang)勝利”,全省(sheng)(sheng)國(guo)(guo)有企業(ye)主(zhu)要經營(ying)指標(biao)持續改(gai)善,發(fa)展勢頭(tou)持續向好。1-6月(yue),省(sheng)(sheng)市(shi)國(guo)(guo)資委監管企業(ye)實現(xian)營(ying)業(ye)收(shou)入4312.73億(yi)元,同(tong)比增長(chang)0.6%;實現(xian)利潤460.39億(yi)元,同(tong)比下降12.9%。

一(yi)(yi)、以改(gai)革(ge)促發展(zhan),創新(xin)經(jing)營(ying)方(fang)式,拓(tuo)(tuo)展(zhan)市(shi)場(chang)(chang)增(zeng)(zeng)量。一(yi)(yi)是(shi)著(zhu)力(li)深化國資(zi)(zi)國企(qi)改(gai)革(ge)。依靠改(gai)革(ge)應對變局,對沖(chong)疫情帶來的(de)沖(chong)擊(ji)和(he)影響。啟動(dong)(dong)編制全(quan)省國有(you)(you)資(zi)(zi)本(ben)布局和(he)結(jie)構戰(zhan)略(lve)性(xing)調整(zheng)“十(shi)四(si)五”規劃(hua),推(tui)動(dong)(dong)省屬(shu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)全(quan)力(li)打(da)好創建(jian)(jian)一(yi)(yi)流企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)三年(nian)行(xing)動(dong)(dong)計劃(hua)收官(guan)戰(zhan)。持(chi)續推(tui)進(jin)戰(zhan)略(lve)性(xing)重組,整(zheng)合組建(jian)(jian)省環保(bao)集(ji)團(tuan),今年(nian)5月(yue)掛(gua)牌運營(ying)。初步遴(lin)選9戶省市(shi)國有(you)(you)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)納入全(quan)省第(di)二(er)批混(hun)改(gai)試點。持(chi)續推(tui)進(jin)經(jing)理層(ceng)成(cheng)員任(ren)期(qi)制與(yu)契(qi)約(yue)化管(guan)理。省屬(shu)商(shang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)一(yi)(yi)類(lei)二(er)級(ji)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)70戶于2019年(nian)先行(xing)啟動(dong)(dong),今年(nian)又選擇89戶企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)繼續實(shi)施,在省屬(shu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)建(jian)(jian)立董事會的(de)商(shang)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)一(yi)(yi)類(lei)二(er)級(ji)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)中(zhong)占比(bi)達(da)(da)77.5%。深入推(tui)進(jin)改(gai)革(ge)專項工(gong)(gong)程(cheng),加快(kuai)4戶市(shi)屬(shu)國有(you)(you)資(zi)(zi)本(ben)投資(zi)(zi)運營(ying)公司(si)試點,指導6戶“雙百企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)”、2戶“科改(gai)示范企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)”、8戶參(can)照“雙百行(xing)動(dong)(dong)”企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)實(shi)施綜合改(gai)革(ge),打(da)通(tong)(tong)(tong)政策落(luo)地(di)“最后一(yi)(yi)公里”。二(er)是(shi)著(zhu)力(li)拓(tuo)(tuo)展(zhan)外貿業(ye)(ye)(ye)(ye)(ye)(ye)(ye)務(wu)(wu)新(xin)模式。加快(kuai)國際營(ying)銷網絡(luo)建(jian)(jian)設,布局海外生(sheng)(sheng)產基地(di)和(he)“海外倉(cang)”,增(zeng)(zeng)強承接國內外訂(ding)單和(he)提供(gong)優(you)質服務(wu)(wu)能力(li),推(tui)動(dong)(dong)跨境(jing)電(dian)商(shang)出(chu)口(kou)(kou)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)務(wu)(wu)發展(zhan),積極參(can)加首屆線上(shang)廣交會,增(zeng)(zeng)設展(zhan)區,通(tong)(tong)(tong)過(guo)三維展(zhan)示、直播等多種(zhong)網絡(luo)宣(xuan)傳形式擴大貿易量。6月(yue)份(fen),省屬(shu)外貿企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)進(jin)出(chu)口(kou)(kou)總額8.92億美元,同比(bi)增(zeng)(zeng)長(chang)(chang)5.72%。三是(shi)著(zhu)力(li)鞏固和(he)開拓(tuo)(tuo)市(shi)場(chang)(chang)。交通(tong)(tong)(tong)運輸類(lei)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)通(tong)(tong)(tong)過(guo)“客改(gai)貨(huo)”等方(fang)式,積極開辟(pi)航空貨(huo)運市(shi)場(chang)(chang),上(shang)線港口(kou)(kou)物(wu)流電(dian)商(shang)平臺,營(ying)收實(shi)現正(zheng)增(zeng)(zeng)長(chang)(chang)。旅游類(lei)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)提供(gong)“云游”產品(pin)、舉(ju)辦超(chao)級(ji)品(pin)牌周線上(shang)營(ying)銷活動(dong)(dong),擴大品(pin)牌影響力(li),保(bao)持(chi)游客黏性(xing)。醫藥(yao)板塊(kuai)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)充(chong)分(fen)釋放產能,全(quan)力(li)做(zuo)好抗(kang)疫物(wu)資(zi)(zi)生(sheng)(sheng)產調度(du)和(he)國內外市(shi)場(chang)(chang)投放,營(ying)收和(he)利潤實(shi)現大幅增(zeng)(zeng)長(chang)(chang)。四(si)是(shi)著(zhu)力(li)擴大有(you)(you)效投資(zi)(zi),抓好重大項目建(jian)(jian)設。上(shang)半年(nian)省屬(shu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)實(shi)現投資(zi)(zi)總額達(da)(da)577.3億元,同比(bi)增(zeng)(zeng)長(chang)(chang)53.9%。省屬(shu)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)承擔的(de)重點工(gong)(gong)程(cheng)項目建(jian)(jian)設已(yi)全(quan)部(bu)復工(gong)(gong)并(bing)加快(kuai)推(tui)進(jin)。其(qi)中(zhong),在建(jian)(jian)6條高(gao)鐵線路于2月(yue)底全(quan)面復工(gong)(gong),滬蘇通(tong)(tong)(tong)長(chang)(chang)江(jiang)公鐵大橋(qiao)如期(qi)通(tong)(tong)(tong)車(che)。南京(jing)祿口(kou)(kou)國際機場(chang)(chang)T1航站樓(lou)改(gai)擴建(jian)(jian)工(gong)(gong)程(cheng)已(yi)通(tong)(tong)(tong)過(guo)行(xing)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)驗收,即將投運。江(jiang)蘇高(gao)投集(ji)團(tuan)逆勢發力(li),上(shang)半年(nian)新(xin)募(mu)基金5支,投資(zi)(zi)項目達(da)(da)44個(ge),同比(bi)增(zeng)(zeng)長(chang)(chang)22.2%,有(you)(you)力(li)推(tui)動(dong)(dong)創新(xin)型(xing)中(zhong)小(xiao)型(xing)企(qi)業(ye)(ye)(ye)(ye)(ye)(ye)(ye)成(cheng)長(chang)(chang)壯大。

二、大力提(ti)質增(zeng)(zeng)效(xiao)(xiao),優(you)(you)化負債(zhai)結構,降(jiang)(jiang)(jiang)低資(zi)(zi)金(jin)(jin)成本(ben)。一是持續瘦(shou)身健體(ti)。聚焦主(zhu)業(ye)(ye)(ye)(ye)(ye)發(fa)展,省(sheng)屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)主(zhu)業(ye)(ye)(ye)(ye)(ye)全(quan)部(bu)(bu)控(kong)制在3個以內,96%的(de)增(zeng)(zeng)量投資(zi)(zi)聚焦主(zhu)業(ye)(ye)(ye)(ye)(ye)。加快處(chu)僵退(tui)劣,已全(quan)部(bu)(bu)出(chu)清(qing)118戶(hu)“僵尸企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)”,還清(qing)理退(tui)出(chu)劣勢企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)和(he)低效(xiao)(xiao)無效(xiao)(xiao)投資(zi)(zi)累(lei)計(ji)443戶(hu)(項),止住了(le)“出(chu)血點(dian)”。壓(ya)縮(suo)管(guan)(guan)(guan)理層級(ji),除(chu)國有(you)資(zi)(zi)本(ben)投資(zi)(zi)運營(ying)(ying)公司(si)(si)及二三級(ji)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)有(you)上(shang)(shang)市(shi)公司(si)(si)外,省(sheng)屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)管(guan)(guan)(guan)理層級(ji)基本(ben)壓(ya)縮(suo)至3級(ji)以內,實現(xian)了(le)“扁平(ping)化”高(gao)效(xiao)(xiao)管(guan)(guan)(guan)理。二是搶(qiang)抓機遇降(jiang)(jiang)(jiang)低企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)融(rong)(rong)資(zi)(zi)成本(ben)。鼓勵支(zhi)(zhi)持企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)充分(fen)利(li)(li)用(yong)國家貨幣政策窗口期(qi),通(tong)過(guo)提(ti)升信用(yong)等級(ji)、擴大直接融(rong)(rong)資(zi)(zi)、置換高(gao)利(li)(li)率債(zhai)務(wu)(wu)等方式,優(you)(you)化債(zhai)務(wu)(wu)結構。上(shang)(shang)半年(nian),省(sheng)屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)帶(dai)息(xi)(xi)負債(zhai)規模(mo)增(zeng)(zeng)長(chang)12.5%,利(li)(li)息(xi)(xi)支(zhi)(zhi)出(chu)僅增(zeng)(zeng)長(chang)3.4%。積(ji)極(ji)爭取疫(yi)情(qing)期(qi)間優(you)(you)惠(hui)政策流動資(zi)(zi)金(jin)(jin)貸(dai)(dai)款(kuan)(kuan),推進集(ji)團(tuan)(tuan)公司(si)(si)存量貸(dai)(dai)款(kuan)(kuan)定價基準向LPR轉化,貸(dai)(dai)款(kuan)(kuan)利(li)(li)率水(shui)平(ping)明顯下調(diao)。支(zhi)(zhi)持企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)發(fa)行(xing)綠色(se)中(zhong)票,降(jiang)(jiang)(jiang)低同類(lei)債(zhai)券利(li)(li)率。舉辦(ban)國有(you)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)與銀行(xing)機構融(rong)(rong)資(zi)(zi)洽談(tan)會,支(zhi)(zhi)持企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)置換高(gao)息(xi)(xi)貸(dai)(dai)款(kuan)(kuan)。三是加強資(zi)(zi)金(jin)(jin)管(guan)(guan)(guan)控(kong)、提(ti)高(gao)資(zi)(zi)金(jin)(jin)使用(yong)效(xiao)(xiao)率。推動企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)深化內部(bu)(bu)挖潛,選擇(ze)適合本(ben)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)特點(dian)的(de)資(zi)(zi)金(jin)(jin)集(ji)中(zhong)管(guan)(guan)(guan)理模(mo)式,強化集(ji)團(tuan)(tuan)內部(bu)(bu)資(zi)(zi)金(jin)(jin)調(diao)配,控(kong)制債(zhai)務(wu)(wu)規模(mo),降(jiang)(jiang)(jiang)低對(dui)外部(bu)(bu)融(rong)(rong)資(zi)(zi)的(de)依賴(lai)。充分(fen)發(fa)揮集(ji)團(tuan)(tuan)財務(wu)(wu)公司(si)(si)內部(bu)(bu)資(zi)(zi)金(jin)(jin)管(guan)(guan)(guan)理平(ping)臺作用(yong),通(tong)過(guo)對(dui)歸集(ji)資(zi)(zi)金(jin)(jin)管(guan)(guan)(guan)理、發(fa)放優(you)(you)惠(hui)貸(dai)(dai)款(kuan)(kuan)、提(ti)供優(you)(you)惠(hui)存款(kuan)(kuan)利(li)(li)率、提(ti)供供應(ying)鏈金(jin)(jin)融(rong)(rong)等創新產品(pin)方式,節約大量財務(wu)(wu)費用(yong)。制定《2020年(nian)度(du)省(sheng)屬(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負責人經營(ying)(ying)業(ye)(ye)(ye)(ye)(ye)績考(kao)核(he)約束(shu)性指標計(ji)分(fen)辦(ban)法》,將資(zi)(zi)產負債(zhai)約束(shu)等重點(dian)工作納(na)入(ru)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)(ye)(ye)(ye)負責人經營(ying)(ying)業(ye)(ye)(ye)(ye)(ye)績考(kao)核(he)。樹立過(guo)緊日(ri)子思(si)想,全(quan)面(mian)壓(ya)縮(suo)非(fei)生產性開支(zhi)(zhi)。

三、嚴格(ge)制(zhi)度(du)(du)執行(xing)(xing),強化問(wen)題(ti)(ti)整改(gai),構建國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)大(da)(da)格(ge)局(ju)。一(yi)是(shi)組織開展國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)制(zhi)度(du)(du)執行(xing)(xing)情況排查(cha)。組成(cheng)8個督(du)查(cha)組,采取企(qi)(qi)業(ye)(ye)(ye)自查(cha)、現場核查(cha)、跟蹤督(du)辦(ban)等方式,深(shen)入查(cha)找糾治省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)有(you)章不循、有(you)規(gui)不依問(wen)題(ti)(ti),“一(yi)企(qi)(qi)一(yi)單”下發(fa)問(wen)題(ti)(ti)整改(gai)提(ti)醒函(han),督(du)促落實(shi)(shi),嚴肅制(zhi)度(du)(du)執行(xing)(xing),阻斷違規(gui)決策的(de)風(feng)險(xian)(xian)源頭。二是(shi)完善(shan)落實(shi)(shi)國有(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)(jian)(jian)督(du)閉環機制(zhi)。重(zhong)新(xin)修訂《省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)問(wen)題(ti)(ti)整改(gai)監(jian)(jian)(jian)(jian)督(du)閉環管(guan)(guan)理(li)實(shi)(shi)施辦(ban)法(fa)(fa)》,提(ti)高“發(fa)現問(wen)題(ti)(ti)、整改(gai)落實(shi)(shi)、檢(jian)查(cha)驗收(shou)(shou)、追責問(wen)責”閉環機制(zhi)效能。現已(yi)推(tui)動省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)累計修訂制(zhi)度(du)(du)或(huo)業(ye)(ye)(ye)務規(gui)程512項(xiang)(xiang)(xiang),清收(shou)(shou)到(dao)賬應收(shou)(shou)款項(xiang)(xiang)(xiang)7.85億元,并(bing)對7.48億元各類債權(quan)進(jin)行(xing)(xing)資(zi)(zi)(zi)產(chan)保(bao)全,追責問(wen)責116人。三是(shi)鞏固擴大(da)(da)制(zhi)度(du)(du)創(chuang)新(xin)成(cheng)果。推(tui)動企(qi)(qi)業(ye)(ye)(ye)全面建立重(zhong)大(da)(da)事項(xiang)(xiang)(xiang)清單,明確“哪些事項(xiang)(xiang)(xiang)上(shang)什(shen)么(me)會、履行(xing)(xing)什(shen)么(me)程序”。實(shi)(shi)施對非主業(ye)(ye)(ye)投(tou)資(zi)(zi)(zi)項(xiang)(xiang)(xiang)目由企(qi)(qi)業(ye)(ye)(ye)與(yu)國資(zi)(zi)(zi)委分別組織第三方論證的(de)“雙(shuang)重(zhong)論證”制(zhi)度(du)(du),防(fang)(fang)止企(qi)(qi)業(ye)(ye)(ye)盲目投(tou)資(zi)(zi)(zi)非主業(ye)(ye)(ye)高風(feng)險(xian)(xian)項(xiang)(xiang)(xiang)目。近年來,省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)沒有(you)發(fa)生(sheng)一(yi)次較大(da)(da)以上(shang)投(tou)資(zi)(zi)(zi)損失。推(tui)行(xing)(xing)企(qi)(qi)業(ye)(ye)(ye)重(zhong)大(da)(da)決策由企(qi)(qi)業(ye)(ye)(ye)內、外部法(fa)(fa)律顧問(wen)進(jin)行(xing)(xing)“雙(shuang)重(zhong)法(fa)(fa)律審核”,有(you)效防(fang)(fang)止了重(zhong)大(da)(da)法(fa)(fa)律風(feng)險(xian)(xian)事件的(de)發(fa)生(sheng)。深(shen)入宣貫《省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)風(feng)險(xian)(xian)管(guan)(guan)理(li)應用指(zhi)引(yin)(yin)》,出臺《省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)合(he)(he)規(gui)管(guan)(guan)理(li)指(zhi)引(yin)(yin)》,完善(shan)了風(feng)險(xian)(xian)防(fang)(fang)控體系。四(si)是(shi)構建全省(sheng)(sheng)(sheng)國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)大(da)(da)格(ge)局(ju)。將省(sheng)(sheng)(sheng)級層面行(xing)(xing)之(zhi)有(you)效的(de)國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)制(zhi)度(du)(du)、做法(fa)(fa),向市縣國資(zi)(zi)(zi)系統延伸;制(zhi)定(ding)指(zhi)導市縣國資(zi)(zi)(zi)監(jian)(jian)(jian)(jian)管(guan)(guan)年度(du)(du)工作(zuo)要(yao)點,深(shen)入市縣調研指(zhi)導;組織省(sheng)(sheng)(sheng)屬企(qi)(qi)業(ye)(ye)(ye)與(yu)市縣國有(you)企(qi)(qi)業(ye)(ye)(ye)合(he)(he)資(zi)(zi)(zi)合(he)(he)作(zuo),推(tui)進(jin)融(rong)合(he)(he)發(fa)展。

四、全面從嚴治(zhi)黨(dang),健全“三項機制”,優(you)化發展環(huan)(huan)境。堅(jian)持全面從嚴治(zhi)黨(dang)與敞開(kai)正向(xiang)激勵大(da)門(men)“雙(shuang)管(guan)齊下”,通過發揮查(cha)辦(ban)案件功能作用(yong),保持反腐敗高壓(ya)態勢;推(tui)行員工薪酬(chou)市場化制度,落(luo)實“鼓勵激勵、能上能下、容(rong)錯(cuo)糾錯(cuo)”三項機制,充(chong)分調(diao)動廣大(da)干(gan)部職工干(gan)事(shi)創業積極(ji)性。省國資委黨(dang)委現已總結(jie)推(tui)廣落(luo)實“三項機制”典型案例46個,進一步營造了風清氣正的政治(zhi)生態和(he)良(liang)好的發展環(huan)(huan)境。

下(xia)一(yi)步(bu),我們將按照國(guo)(guo)務院國(guo)(guo)資(zi)委的統(tong)一(yi)部署和(he)郝鵬書記的講(jiang)話要求,以管資(zi)本(ben)為主加強國(guo)(guo)資(zi)監管,進(jin)一(yi)步(bu)做(zuo)好(hao)發(fa)展、改革、監管和(he)黨建各(ge)項工作,做(zuo)強做(zuo)優(you)做(zuo)大國(guo)(guo)有資(zi)本(ben),努力推(tui)動江(jiang)(jiang)蘇(su)國(guo)(guo)有企業高質量(liang)發(fa)展走在前列。(江(jiang)(jiang)蘇(su)省(sheng)國(guo)(guo)資(zi)委)
