聚焦關鍵環節 強力改革攻堅
不斷提升國資國企改革成效

今(jin)年以來,山東省(sheng)國資委(wei)堅持(chi)以習近平新時(shi)代(dai)中國特(te)色(se)社會主義思(si)想為(wei)指導(dao),認真落(luo)實黨中央、國務院關于(yu)國企(qi)(qi)改革(ge)決策部署,在國務院國資委(wei)指導(dao)下,聚焦(jiao)重(zhong)點領域和關鍵環(huan)節,實施了一系列改革(ge)舉(ju)措,各項工(gong)作(zuo)取得明(ming)顯成效。1—6月(yue),省(sheng)屬企(qi)(qi)業(ye)(ye)實現營(ying)業(ye)(ye)收(shou)入7710億(yi)(yi)元,同比增(zeng)長2.3%;利(li)潤總額(e)320億(yi)(yi)元,同比下降22%,降幅(fu)較(jiao)1—5月(yue)收(shou)窄(zhai)18.3個百分點;6月(yue)當月(yue)實現營(ying)業(ye)(ye)收(shou)入1706億(yi)(yi)元、利(li)潤總額(e)120億(yi)(yi)元,環(huan)比分別(bie)增(zeng)長16.2%、28.3%,經濟(ji)運行持(chi)續企(qi)(qi)穩向好。

一(yi)、健全市場(chang)化經(jing)營機制(zhi)(zhi),激(ji)發(fa)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)內生活(huo)力(li)。一(yi)是(shi)(shi)積(ji)極穩(wen)妥(tuo)推(tui)(tui)(tui)進混(hun)改(gai)(gai)。圍繞“2021年(nian)省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)混(hun)改(gai)(gai)戶(hu)(hu)(hu)(hu)數和資產占(zhan)比(bi)(bi)達到‘雙(shuang)75%’”目標,扎(zha)實(shi)推(tui)(tui)(tui)進混(hun)改(gai)(gai)三年(nian)(2019-2021)工(gong)作計劃(hua),截至去年(nian)底(di)省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)各級(ji)權屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)混(hun)改(gai)(gai)比(bi)(bi)例(li)已達67.8%,今年(nian)上(shang)半年(nian)又(you)有(you)72戶(hu)(hu)(hu)(hu)權屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)完(wan)(wan)成(cheng)(cheng)混(hun)改(gai)(gai)。全面(mian)啟動(dong)(dong)一(yi)級(ji)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)混(hun)改(gai)(gai),12戶(hu)(hu)(hu)(hu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)制(zhi)(zhi)定(ding)(ding)方(fang)(fang)案,4戶(hu)(hu)(hu)(hu)完(wan)(wan)成(cheng)(cheng)中(zhong)(zhong)(zhong)介機構選聘,泰山(shan)保(bao)險引(yin)入(ru)世(shi)界級(ji)保(bao)險龍頭企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)德國(guo)安(an)顧集團實(shi)現(xian)增資混(hun)改(gai)(gai)。加大上(shang)市力(li)度(du),今年(nian)以來(lai)省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)新增上(shang)市公(gong)司(si)(si)3家(jia),控股(gu)上(shang)市公(gong)司(si)(si)已達42家(jia)。二是(shi)(shi)強力(li)推(tui)(tui)(tui)進三項(xiang)制(zhi)(zhi)度(du)改(gai)(gai)革(ge)。開(kai)展三項(xiang)制(zhi)(zhi)度(du)改(gai)(gai)革(ge)專項(xiang)行動(dong)(dong),逐戶(hu)(hu)(hu)(hu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)審(shen)定(ding)(ding)實(shi)施(shi)方(fang)(fang)案,30戶(hu)(hu)(hu)(hu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)將考核結果與職務調整(zheng)掛鉤,其中(zhong)(zhong)(zhong)11戶(hu)(hu)(hu)(hu)對管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)按每年(nian)2%—5%比(bi)(bi)例(li)末位(wei)淘汰,去年(nian)以來(lai)共有(you)500余名(ming)中(zhong)(zhong)(zhong)層(ceng)管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)被降(jiang)職或免(mian)職,2700多人(ren)(ren)(ren)因不符合相(xiang)關規定(ding)(ding)解除勞動(dong)(dong)合同(tong),管(guan)(guan)(guan)理(li)(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)薪酬結構中(zhong)(zhong)(zhong)績效薪酬占(zhan)比(bi)(bi)已達60%以上(shang)。三是(shi)(shi)深(shen)化經(jing)理(li)(li)層(ceng)管(guan)(guan)(guan)理(li)(li)方(fang)(fang)式改(gai)(gai)革(ge)。制(zhi)(zhi)定(ding)(ding)推(tui)(tui)(tui)行經(jing)理(li)(li)層(ceng)成(cheng)(cheng)員(yuan)(yuan)(yuan)(yuan)任(ren)(ren)期(qi)制(zhi)(zhi)和契約(yue)化管(guan)(guan)(guan)理(li)(li)、職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)制(zhi)(zhi)度(du)“兩項(xiang)規范(fan)”,在3戶(hu)(hu)(hu)(hu)省(sheng)屬(shu)(shu)一(yi)級(ji)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)開(kai)展職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)制(zhi)(zhi)度(du)試點,遴(lin)選百戶(hu)(hu)(hu)(hu)以上(shang)控股(gu)子企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)推(tui)(tui)(tui)行經(jing)理(li)(li)層(ceng)成(cheng)(cheng)員(yuan)(yuan)(yuan)(yuan)任(ren)(ren)期(qi)制(zhi)(zhi)和契約(yue)化管(guan)(guan)(guan)理(li)(li)、開(kai)展職業(ye)(ye)經(jing)理(li)(li)人(ren)(ren)(ren)制(zhi)(zhi)度(du)試點。四(si)是(shi)(shi)積(ji)極實(shi)施(shi)中(zhong)(zhong)(zhong)長(chang)期(qi)激(ji)勵(li)。出臺省(sheng)屬(shu)(shu)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)中(zhong)(zhong)(zhong)長(chang)期(qi)激(ji)勵(li)制(zhi)(zhi)度(du),推(tui)(tui)(tui)動(dong)(dong)符合條件的10戶(hu)(hu)(hu)(hu)上(shang)市公(gong)司(si)(si)全部實(shi)施(shi)股(gu)權激(ji)勵(li),占(zhan)省(sheng)屬(shu)(shu)控股(gu)上(shang)市公(gong)司(si)(si)近四(si)分(fen)之(zhi)一(yi);累計在195戶(hu)(hu)(hu)(hu)非(fei)上(shang)市公(gong)司(si)(si)開(kai)展中(zhong)(zhong)(zhong)長(chang)期(qi)激(ji)勵(li)試點,覆蓋面(mian)達7.63%;推(tui)(tui)(tui)動(dong)(dong)3戶(hu)(hu)(hu)(hu)符合條件的非(fei)上(shang)市科技型(xing)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)實(shi)施(shi)了(le)股(gu)權和分(fen)紅(hong)激(ji)勵(li)。五是(shi)(shi)扎(zha)實(shi)推(tui)(tui)(tui)進綜合改(gai)(gai)革(ge)試點。6戶(hu)(hu)(hu)(hu)“雙(shuang)百企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)”累計完(wan)(wan)成(cheng)(cheng)改(gai)(gai)革(ge)任(ren)(ren)務103項(xiang),占(zhan)全部任(ren)(ren)務的70%。兩戶(hu)(hu)(hu)(hu)“科改(gai)(gai)示范(fan)企(qi)(qi)(qi)(qi)(qi)業(ye)(ye)”全面(mian)啟動(dong)(dong)改(gai)(gai)革(ge)工(gong)作。退(tui)休人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)社會化管(guan)(guan)(guan)理(li)(li)按計劃(hua)推(tui)(tui)(tui)進,104萬需移交人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)已簽訂(ding)協議65.1萬人(ren)(ren)(ren)、完(wan)(wan)成(cheng)(cheng)移交11.9萬人(ren)(ren)(ren)。

二、加快(kuai)優化布局(ju)結構,提(ti)升(sheng)國(guo)(guo)有(you)經濟質量。一是加大(da)重組整合(he)力度。著(zhu)眼于(yu)(yu)提(ti)高(gao)國(guo)(guo)有(you)資(zi)本配置效率、更好發揮國(guo)(guo)有(you)資(zi)本功能,整合(he)省(sheng)(sheng)內國(guo)(guo)有(you)資(zi)源,打造(zao)一批(pi)具有(you)較強引領(ling)帶動(dong)作(zuo)用的(de)(de)(de)企(qi)(qi)(qi)業(ye)集(ji)團(tuan)。先后組建(jian)(jian)港口(kou)(kou)集(ji)團(tuan)、機(ji)場管理(li)(li)集(ji)團(tuan)和鐵路投(tou)資(zi)集(ji)團(tuan),港口(kou)(kou)集(ji)團(tuan)組建(jian)(jian)后年貨物(wu)吞吐(tu)(tu)量躍(yue)居(ju)全(quan)球首位,今年上半年吞吐(tu)(tu)量、集(ji)裝箱(xiang)量、效益三(san)大(da)指標逆(ni)勢增(zeng)長,領(ling)跑全(quan)國(guo)(guo)沿(yan)海(hai)港口(kou)(kou)。完成(cheng)山(shan)東重工與(yu)(yu)中國(guo)(guo)重汽重組,重卡產銷量躍(yue)居(ju)國(guo)(guo)內第一、全(quan)球第三(san)。近期,啟動(dong)實施(shi)山(shan)東能源與(yu)(yu)兗(yan)礦集(ji)團(tuan)、山(shan)東高(gao)速與(yu)(yu)齊魯(lu)交(jiao)通聯合(he)重組,加快(kuai)組建(jian)(jian)醫養健康、文(wen)化旅游和綜(zong)合(he)性(xing)要素交(jiao)易集(ji)團(tuan),另有(you)5戶(hu)一級企(qi)(qi)(qi)業(ye)整合(he)到其他企(qi)(qi)(qi)業(ye)。二是推動(dong)資(zi)源向主業(ye)集(ji)聚。實施(shi)非(fei)主業(ye)資(zi)產清(qing)(qing)理(li)(li)整合(he)三(san)年行動(dong),列入(ru)計劃的(de)(de)(de)388戶(hu)企(qi)(qi)(qi)業(ye)已(yi)有(you)82戶(hu)清(qing)(qing)理(li)(li)退(tui)出。加快(kuai)“僵尸(shi)(shi)企(qi)(qi)(qi)業(ye)”處置,納入(ru)省(sheng)(sheng)政府清(qing)(qing)單的(de)(de)(de)213戶(hu)省(sheng)(sheng)屬“僵尸(shi)(shi)企(qi)(qi)(qi)業(ye)”完成(cheng)處置95戶(hu),安(an)置職(zhi)工5695人。三(san)是引導(dao)企(qi)(qi)(qi)業(ye)加大(da)開(kai)放創新力度。出臺省(sheng)(sheng)屬企(qi)(qi)(qi)業(ye)“雙招(zhao)(zhao)雙引”(招(zhao)(zhao)商(shang)引資(zi)招(zhao)(zhao)才(cai)引智)考(kao)核(he)意見,對考(kao)核(he)得分前兩(liang)名(ming)的(de)(de)(de),給予(yu)作(zuo)出突出貢獻的(de)(de)(de)人員100萬元獎(jiang)勵,考(kao)核(he)得分后三(san)位的(de)(de)(de),約談企(qi)(qi)(qi)業(ye)負(fu)責人。建(jian)(jian)立(li)研(yan)發投(tou)入(ru)剛性(xing)約束機(ji)制,要求省(sheng)(sheng)屬工業(ye)企(qi)(qi)(qi)業(ye)從2020年起(qi),未來(lai)三(san)年研(yan)發投(tou)入(ru)年均增(zeng)幅(fu)不低于(yu)(yu)10%。

三(san)、持續轉變監管(guan)方式,提升國(guo)資(zi)監管(guan)效(xiao)能。一是深化(hua)授權(quan)(quan)經(jing)營(ying)體(ti)制改(gai)革。制定(ding)國(guo)資(zi)委授權(quan)(quan)放權(quan)(quan)清(qing)單,在(zai)(zai)戰略(lve)規劃、主業管(guan)理等方面加大向投資(zi)運營(ying)公司授權(quan)(quan)放權(quan)(quan)力度。二(er)是實施監管(guan)流(liu)程(cheng)再造。簡化(hua)監管(guan)事項工(gong)作流(liu)程(cheng),精簡辦理要件、辦事環節12項,對涉(she)企(qi)(qi)審(shen)核備案事項全部(bu)明確辦理時(shi)限,實現“一處受理、并聯(lian)審(shen)核、網上辦理、限時(shi)辦結”。三(san)是加快推進信(xin)息化(hua)監管(guan)。建(jian)成“國(guo)資(zi)云(yun)”平臺(tai),基(ji)本實現企(qi)(qi)業經(jing)營(ying)活動和(he)重大決(jue)策動態(tai)監管(guan)。推進國(guo)資(zi)國(guo)企(qi)(qi)在(zai)(zai)線(xian)監管(guan)系(xi)統建(jian)設(she),建(jian)成省級數據采集交換平臺(tai),已有(you)4個市(shi)完成系(xi)統建(jian)設(she)。

四、嚴格落實(shi)主體(ti)責(ze)任,全(quan)面加強黨的(de)建(jian)(jian)設。一是(shi)深(shen)化黨的(de)領導(dao)融入公司(si)治理。起草(cao)國有(you)企(qi)(qi)業(ye)(ye)黨組(zu)織研(yan)究決定(ding)、前置研(yan)究討論事(shi)項清單(dan)(dan)示范(fan)文本,指導(dao)省(sheng)屬(shu)企(qi)(qi)業(ye)(ye)全(quan)面建(jian)(jian)立黨委會、董事(shi)會、總經理辦(ban)公會議事(shi)規則“三張清單(dan)(dan)”。二是(shi)抓實(shi)基層組(zu)織建(jian)(jian)設。修訂(ding)省(sheng)屬(shu)企(qi)(qi)業(ye)(ye)黨建(jian)(jian)工作考(kao)核(he)(he)辦(ban)法,把黨建(jian)(jian)工作考(kao)核(he)(he)同領導(dao)班子綜(zong)合評價、經營(ying)業(ye)(ye)績考(kao)核(he)(he)相銜(xian)接,同企(qi)(qi)業(ye)(ye)黨委領導(dao)人員(yuan)任免(mian)(mian)、薪酬、獎懲相掛(gua)鉤。開展“黨建(jian)(jian)創新提升年(nian)”活動,確保省(sheng)屬(shu)企(qi)(qi)業(ye)(ye)年(nian)內過硬(ying)黨支(zhi)部占比超過50%。三是(shi)加強企(qi)(qi)業(ye)(ye)領導(dao)人員(yuan)隊伍建(jian)(jian)設。大(da)力推進(jin)干(gan)部年(nian)輕化,組(zu)建(jian)(jian)“雛鷹”人才庫,計(ji)劃每年(nian)選派(pai)100名經營(ying)管理人才到(dao)行(xing)業(ye)(ye)領軍(jun)企(qi)(qi)業(ye)(ye)掛(gua)職(zhi)實(shi)訓。6戶(hu)企(qi)(qi)業(ye)(ye)已基本實(shi)現40歲左右中層正(zheng)職(zhi)達(da)到(dao)20%目標。制(zhi)定(ding)《國有(you)企(qi)(qi)業(ye)(ye)領導(dao)人員(yuan)履(lv)職(zhi)行(xing)為(wei)容(rong)錯免(mian)(mian)責(ze)清單(dan)(dan)》,明確23條(tiao)容(rong)錯免(mian)(mian)責(ze)情形,優化干(gan)事(shi)創業(ye)(ye)環境。

五、健全改(gai)革(ge)(ge)(ge)推進機(ji)制(zhi),壓(ya)緊壓(ya)實(shi)改(gai)革(ge)(ge)(ge)責任。一(yi)是(shi)堅持“一(yi)企一(yi)策”精(jing)準化推進改(gai)革(ge)(ge)(ge)。逐戶企業制(zhi)定個(ge)性化改(gai)革(ge)(ge)(ge)方(fang)案,定期調度(du)進展情(qing)況(kuang)(kuang),每季度(du)在省(sheng)(sheng)(sheng)級(ji)媒體公(gong)布一(yi)次(ci)。二是(shi)推行(xing)改(gai)革(ge)(ge)(ge)述職問(wen)詢制(zhi)度(du)。組織(zhi)部分省(sheng)(sheng)(sheng)直部門負(fu)責人(ren)(ren)(ren)、人(ren)(ren)(ren)大代表、政協委員和職工(gong)代表對省(sheng)(sheng)(sheng)屬企業主(zhu)要(yao)負(fu)責人(ren)(ren)(ren)抓(zhua)改(gai)革(ge)(ge)(ge)述職情(qing)況(kuang)(kuang)進行(xing)現場評議(yi),凌文副省(sheng)(sheng)(sheng)長直接抓(zhua)、現場問(wen),企業負(fu)責人(ren)(ren)(ren)承諾事項及落實(shi)情(qing)況(kuang)(kuang)在省(sheng)(sheng)(sheng)級(ji)媒體公(gong)布、接受社會監督(du)。三是(shi)建立企業負(fu)責人(ren)(ren)(ren)末位淘汰(tai)制(zhi)度(du)。出臺省(sheng)(sheng)(sheng)屬企業主(zhu)要(yao)負(fu)責人(ren)(ren)(ren)和領導班子改(gai)革(ge)(ge)(ge)績效考(kao)核評價(jia)辦(ban)法(fa),對改(gai)革(ge)(ge)(ge)任務落實(shi)情(qing)況(kuang)(kuang)進行(xing)量(liang)化考(kao)核,依據考(kao)核結果對領導人(ren)(ren)(ren)員實(shi)行(xing)常態化末位淘汰(tai)。

在抓好(hao)改革舉措(cuo)落實的同時,推(tui)動企(qi)業認真落實“六(liu)(liu)穩”“六(liu)(liu)保”部(bu)署,統籌(chou)推(tui)進疫情防控(kong)和復工(gong)復產(chan),省屬企(qi)業累計(ji)減免中小企(qi)業和個(ge)體工(gong)商戶房(fang)租7.2億元,今年(nian)計(ji)劃新增(zeng)崗位(wei)較去年(nian)增(zeng)長(chang)30%,其中高校畢業生(sheng)占比超過50%,有(you)效發揮(hui)了(le)國有(you)企(qi)業中流砥柱作用。

下一步(bu),我們將認真落實(shi)本次會議精(jing)神,按照國(guo)(guo)務院國(guo)(guo)資(zi)委(wei)部署(shu)要求,全力抓好國(guo)(guo)企改革三(san)年行動(dong)方案細(xi)化落實(shi),推動(dong)國(guo)(guo)資(zi)國(guo)(guo)企工作(zuo)取(qu)得更大(da)(da)成(cheng)效,促進國(guo)(guo)有經濟(ji)高質(zhi)量發展(zhan),為全國(guo)(guo)國(guo)(guo)資(zi)國(guo)(guo)企工作(zuo)大(da)(da)局和地方經濟(ji)社會發展(zhan)作(zuo)出新的(de)貢(gong)獻。(山東省國(guo)(guo)資(zi)委(wei))
