央企總部“去機關化”取得積極成效 下一階段要加快轉變職能、落實授權放權
——中央企業“總部機關化”問題專項整改工作推進會側記

2019年12月11日,國務(wu)院(yuan)國資(zi)委組織召開(kai)中央企業(ye)“總部機關化”問題(ti)專項整改工(gong)作推進(jin)(jin)會,認真總結(jie)專項整改工(gong)作成果,交流好的做(zuo)法和經(jing)驗,并結(jie)合《改革國有資(zi)本授權經(jing)營(ying)體(ti)制方案(an)》的貫徹落實(shi),對下(xia)一(yi)步工(gong)作進(jin)(jin)行(xing)安(an)排(pai)部署。

當前(qian),國有(you)企業特別是(shi)中(zhong)央企業的“總部機關化”問題,一定程(cheng)度上制約了新形勢下企業的高質量發展,必(bi)須深化認識并切實加(jia)以解決。

對(dui)此,國(guo)務院國(guo)資委(wei)高(gao)度重(zhong)視。國(guo)資委(wei)黨委(wei)書記、主(zhu)任(ren)郝鵬先后三(san)次主(zhu)持(chi)召開(kai)黨委(wei)會,要求(qiu)進一步提高(gao)政治站位,采(cai)取切(qie)實有效(xiao)措(cuo)施,全面開(kai)展“總部機關化”問題專項整(zheng)改(gai)工(gong)(gong)(gong)(gong)作(zuo)。國(guo)資委(wei)成(cheng)立了(le)由國(guo)資委(wei)副主(zhu)任(ren)翁杰明(ming)任(ren)組長的專項整(zheng)改(gai)工(gong)(gong)(gong)(gong)作(zuo)組,統籌推進具體工(gong)(gong)(gong)(gong)作(zuo)。2019年10月31日,翁杰明(ming)組織(zhi)召開(kai)了(le)第一次工(gong)(gong)(gong)(gong)作(zuo)啟動會,對(dui)相關工(gong)(gong)(gong)(gong)作(zuo)進行了(le)全面部署。

時隔(ge)一個多月(yue),國(guo)資委再次召(zhao)開的(de)(de)這(zhe)次工(gong)作推進會上,國(guo)家電投、東方(fang)電氣(qi)集團(tuan)、中國(guo)遠(yuan)洋海運、國(guo)投、中煤集團(tuan)、中廣核6家企業負責(ze)同志就所在(zai)企業的(de)(de)整改工(gong)作,尤(you)其是多年來探索出來的(de)(de)“去機關化”經驗(yan)進行了交流(liu)發言。

國(guo)家(jia)電(dian)投(tou)(tou)黨組(zu)(zu)副書記時家(jia)林在(zai)發言中(zhong)表示,在(zai)解決(jue)(jue)“總部(bu)機關化(hua)”這(zhe)個問題(ti)上(shang),國(guo)家(jia)電(dian)投(tou)(tou)黨組(zu)(zu)思想認(ren)識(shi)高(gao)度(du)統一(yi)(yi),在(zai)國(guo)資(zi)(zi)(zi)委(wei)領(ling)導(dao)(dao)下,結(jie)合國(guo)有資(zi)(zi)(zi)本(ben)(ben)(ben)投(tou)(tou)資(zi)(zi)(zi)公司(si)(si)改(gai)革,自發地、主動地采取(qu)了一(yi)(yi)系列整(zheng)(zheng)改(gai)措施,取(qu)得了階段性整(zheng)(zheng)改(gai)成果。一(yi)(yi)是明(ming)確總部(bu)職(zhi)(zhi)能(neng)(neng)定位,推進(jin)組(zu)(zu)織結(jie)構精(jing)(jing)簡(jian)優化(hua)。國(guo)家(jia)電(dian)投(tou)(tou)將集團總部(bu)定位為戰略管(guan)理(li)(li)(li)中(zhong)心和資(zi)(zi)(zi)本(ben)(ben)(ben)運作(zuo)主體,聚焦黨建統領(ling)、戰略管(guan)控(kong)、資(zi)(zi)(zi)本(ben)(ben)(ben)運營(ying)、資(zi)(zi)(zi)源統籌、干(gan)部(bu)管(guan)理(li)(li)(li)和風險(xian)監控(kong)六項職(zhi)(zhi)能(neng)(neng)。總部(bu)不再(zai)從事(shi)(shi)(shi)具(ju)體生產經(jing)(jing)營(ying)活動,下放生產運營(ying)管(guan)理(li)(li)(li)職(zhi)(zhi)能(neng)(neng),總部(bu)人員(yuan)(yuan)大(da)幅精(jing)(jing)簡(jian)。11月(yue)初(chu)總部(bu)機構已經(jing)(jing)全部(bu)調整(zheng)(zheng)到位,目前已經(jing)(jing)按照新的(de)職(zhi)(zhi)能(neng)(neng)運轉。二級單位不斷加大(da)專(zhuan)業化(hua)整(zheng)(zheng)合力(li)度(du)。二是發布權(quan)責(ze)(ze)清單C版,大(da)幅度(du)精(jing)(jing)簡(jian)審批事(shi)(shi)(shi)項。與B版相比,C版權(quan)責(ze)(ze)事(shi)(shi)(shi)項由646項減(jian)少到129項,審批事(shi)(shi)(shi)項由197項減(jian)少到40項,精(jing)(jing)簡(jian)權(quan)責(ze)(ze)、審批事(shi)(shi)(shi)項達80%以上(shang)。三是以建設國(guo)有資(zi)(zi)(zi)本(ben)(ben)(ben)投(tou)(tou)資(zi)(zi)(zi)公司(si)(si)為方向,推進(jin)公司(si)(si)治(zhi)(zhi)理(li)(li)(li)體系和治(zhi)(zhi)理(li)(li)(li)能(neng)(neng)力(li)現(xian)代化(hua)。為提高(gao)決(jue)(jue)策(ce)效率,建立(li)董事(shi)(shi)(shi)會(hui)(hui)執(zhi)行委(wei)員(yuan)(yuan)會(hui)(hui),董事(shi)(shi)(shi)會(hui)(hui)授(shou)權(quan)一(yi)(yi)般性事(shi)(shi)(shi)項由執(zhi)委(wei)會(hui)(hui)決(jue)(jue)策(ce)。梳(shu)理(li)(li)(li)黨組(zu)(zu)、董事(shi)(shi)(shi)會(hui)(hui)、經(jing)(jing)理(li)(li)(li)層的(de)職(zhi)(zhi)能(neng)(neng)權(quan)限(xian)、決(jue)(jue)策(ce)邊界,明(ming)確了黨組(zu)(zu)、董事(shi)(shi)(shi)會(hui)(hui)、經(jing)(jing)理(li)(li)(li)層各(ge)自的(de)權(quan)限(xian)和程(cheng)序(xu)。對(dui)“三重一(yi)(yi)大(da)”事(shi)(shi)(shi)項等制(zhi)度(du)全面(mian)修訂,既體現(xian)了國(guo)企堅持黨的(de)領(ling)導(dao)(dao)這(zhe)一(yi)(yi)重大(da)政治(zhi)(zhi)原則(ze),又保證了其他治(zhi)(zhi)理(li)(li)(li)主體依法行使職(zhi)(zhi)權(quan)。在(zai)二級企業層面(mian),開展(zhan)了落實(shi)董事(shi)(shi)(shi)會(hui)(hui)職(zhi)(zhi)權(quan)試點改(gai)革,組(zu)(zu)建了一(yi)(yi)支20人的(de)專(zhuan)職(zhi)(zhi)董監事(shi)(shi)(shi)隊伍,實(shi)現(xian)二級單位董事(shi)(shi)(shi)會(hui)(hui)統一(yi)(yi)管(guan)理(li)(li)(li)。

東(dong)方(fang)電氣總(zong)(zong)(zong)(zong)經理(li)(li)、黨(dang)組副書記俞培根在發(fa)言(yan)中(zhong)(zhong)提到,要(yao)(yao)堅持(chi)(chi)主動改革(ge)、積極作為(wei)(wei)(wei),著力(li)補齊管理(li)(li)短板(ban)。要(yao)(yao)堅持(chi)(chi)解放思想(xiang)、不破不立(li),徹底重(zhong)建組織結構(gou)(gou)。要(yao)(yao)堅持(chi)(chi)下(xia)細功夫策劃、花大力(li)氣實(shi)施、以(yi)(yi)(yi)快節奏推動,確(que)保(bao)改革(ge)落(luo)(luo)實(shi)落(luo)(luo)地。通過整(zheng)改,全(quan)(quan)力(li)打(da)造(zao)“一(yi)(yi)個(ge)體(ti)系(xi)(xi)、一(yi)(yi)個(ge)總(zong)(zong)(zong)(zong)部、一(yi)(yi)支(zhi)隊伍”。一(yi)(yi)是全(quan)(quan)力(li)打(da)造(zao)高(gao)效率戰(zhan)略管控(kong)(kong)體(ti)系(xi)(xi)。將(jiang)集(ji)(ji)(ji)團管控(kong)(kong)模(mo)式由(you)“戰(zhan)略運營(ying)型”調整(zheng)為(wei)(wei)(wei)“戰(zhan)略管控(kong)(kong)型”,明(ming)確(que)了(le)(le)以(yi)(yi)(yi)戰(zhan)略落(luo)(luo)地為(wei)(wei)(wei)目標、以(yi)(yi)(yi)法人(ren)(ren)治理(li)(li)為(wei)(wei)(wei)基礎、以(yi)(yi)(yi)價(jia)值創造(zao)為(wei)(wei)(wei)重(zhong)點、以(yi)(yi)(yi)績效評(ping)價(jia)為(wei)(wei)(wei)導向、以(yi)(yi)(yi)改革(ge)創新為(wei)(wei)(wei)動力(li)、以(yi)(yi)(yi)預(yu)算(suan)管理(li)(li)為(wei)(wei)(wei)抓手、以(yi)(yi)(yi)加(jia)強監(jian)管為(wei)(wei)(wei)保(bao)障(zhang)、以(yi)(yi)(yi)優化(hua)服務為(wei)(wei)(wei)支(zhi)撐的(de)(de)(de)(de)(de)集(ji)(ji)(ji)團管控(kong)(kong)體(ti)系(xi)(xi)。二是全(quan)(quan)力(li)打(da)造(zao)高(gao)水平(ping)戰(zhan)略管控(kong)(kong)型總(zong)(zong)(zong)(zong)部。將(jiang)集(ji)(ji)(ji)團總(zong)(zong)(zong)(zong)部明(ming)確(que)為(wei)(wei)(wei)全(quan)(quan)集(ji)(ji)(ji)團的(de)(de)(de)(de)(de)戰(zhan)略管控(kong)(kong)中(zhong)(zhong)心(xin)、投資決(jue)策中(zhong)(zhong)心(xin)、內控(kong)(kong)監(jian)督中(zhong)(zhong)心(xin)、績效評(ping)價(jia)中(zhong)(zhong)心(xin)、黨(dang)的(de)(de)(de)(de)(de)建設(she)(she)中(zhong)(zhong)心(xin)。厘清了(le)(le)總(zong)(zong)(zong)(zong)部權責,從“零”開始全(quan)(quan)面重(zhong)建了(le)(le)總(zong)(zong)(zong)(zong)部組織結構(gou)(gou)。改革(ge)后,東(dong)方(fang)電氣集(ji)(ji)(ji)團總(zong)(zong)(zong)(zong)部部門數量由(you)15個(ge)減(jian)少(shao)到了(le)(le)11個(ge),其中(zhong)(zhong)黨(dang)的(de)(de)(de)(de)(de)工作機構(gou)(gou)以(yi)(yi)(yi)外的(de)(de)(de)(de)(de)職(zhi)(zhi)能(neng)部門僅有(you)7個(ge);總(zong)(zong)(zong)(zong)部部門內設(she)(she)機構(gou)(gou)數量由(you)50個(ge)減(jian)少(shao)到了(le)(le)39個(ge);集(ji)(ji)(ji)團總(zong)(zong)(zong)(zong)部人(ren)(ren)員(yuan)編制由(you)414人(ren)(ren)減(jian)少(shao)到154人(ren)(ren),下(xia)降(jiang)幅度達63%。三是全(quan)(quan)力(li)打(da)造(zao)高(gao)素質總(zong)(zong)(zong)(zong)部員(yuan)工隊伍。集(ji)(ji)(ji)團總(zong)(zong)(zong)(zong)部各部門基于職(zhi)(zhi)責定位的(de)(de)(de)(de)(de)調整(zheng)進行了(le)(le)全(quan)(quan)部重(zhong)新定編,總(zong)(zong)(zong)(zong)部全(quan)(quan)體(ti)員(yuan)工“原地起立(li)”,按照“擇優配置、雙向選擇、公平(ping)競爭”的(de)(de)(de)(de)(de)原則,根據員(yuan)工績效考(kao)核結果及個(ge)人(ren)(ren)意(yi)愿進行人(ren)(ren)崗適配。通過本次改革(ge),東(dong)方(fang)電氣集(ji)(ji)(ji)團管控(kong)(kong)模(mo)式更(geng)加(jia)明(ming)確(que)、總(zong)(zong)(zong)(zong)部定位更(geng)加(jia)清晰(xi)、機構(gou)(gou)設(she)(she)置更(geng)加(jia)精干、職(zhi)(zhi)能(neng)配置更(geng)加(jia)合(he)理(li)(li),從組織結構(gou)(gou)上(shang)避免了(le)(le)“總(zong)(zong)(zong)(zong)部機關(guan)化(hua)”問題的(de)(de)(de)(de)(de)滋(zi)生,為(wei)(wei)(wei)高(gao)質量發(fa)展奠定了(le)(le)基礎。

中煤集(ji)團(tuan)董事長、黨委書記李延江在發(fa)(fa)言中提到,中煤集(ji)團(tuan)堅(jian)持(chi)從(cong)(cong)實際出發(fa)(fa),實行(xing)戰(zhan)略(lve)+運營(ying)型管(guan)(guan)(guan)控(kong)模(mo)式(shi),對(dui)電(dian)力、煤礦裝備、礦建施工(gong)、能源(yuan)綜合服務等(deng)業(ye)務板塊實行(xing)戰(zhan)略(lve)型管(guan)(guan)(guan)控(kong);對(dui)煤炭和煤化(hua)工(gong)板塊實行(xing)運營(ying)型管(guan)(guan)(guan)控(kong)。專項(xiang)(xiang)整改(gai)啟動后,中煤能源(yuan)將(jiang)其(qi)作為(wei)(wei)當(dang)前重要的政(zheng)治(zhi)責(ze)(ze)任和政(zheng)治(zhi)任務抓(zhua)(zhua)實抓(zhua)(zhua)好(hao)。一(yi)(yi)是(shi)統一(yi)(yi)思想認(ren)識,提高政(zheng)治(zhi)站位。深(shen)刻認(ren)識開(kai)展中央企(qi)(qi)業(ye)“總(zong)(zong)部機關(guan)化(hua)”專項(xiang)(xiang)整改(gai)的重要意義(yi)。二(er)是(shi)立即調整帶有(you)行(xing)政(zheng)色彩的機構名(ming)稱(cheng)和職務職級稱(cheng)謂。將(jiang)集(ji)團(tuan)公司(si)(si)辦公廳更名(ming)為(wei)(wei)集(ji)團(tuan)公司(si)(si)辦公室,部門(men)負(fu)責(ze)(ze)人職務稱(cheng)謂相(xiang)(xiang)應(ying)變更為(wei)(wei)主任、副主任;將(jiang)安全監察(cha)局更名(ming)為(wei)(wei)安全監察(cha)管(guan)(guan)(guan)理(li)部,煤化(hua)工(gong)安全監察(cha)局更名(ming)為(wei)(wei)煤化(hua)工(gong)安全監察(cha)管(guan)(guan)(guan)理(li)部,部門(men)負(fu)責(ze)(ze)人職務稱(cheng)謂相(xiang)(xiang)應(ying)變更為(wei)(wei)總(zong)(zong)經理(li)、副總(zong)(zong)經理(li)。三是(shi)優化(hua)管(guan)(guan)(guan)控(kong)模(mo)式(shi),完善法人治(zhi)理(li)結構。根據(ju)企(qi)(qi)業(ye)發(fa)(fa)展現狀和下一(yi)(yi)步發(fa)(fa)展方(fang)向,明確了(le)逐(zhu)步建立以戰(zhan)略(lve)管(guan)(guan)(guan)控(kong)為(wei)(wei)主的管(guan)(guan)(guan)控(kong)模(mo)式(shi)改(gai)革方(fang)向。四是(shi)改(gai)進文(wen)(wen)風(feng)(feng)會(hui)風(feng)(feng),規(gui)范檢(jian)查調研(yan)。制定了(le)2020年文(wen)(wen)件、會(hui)議(yi)和檢(jian)查管(guan)(guan)(guan)理(li)計劃,爭取2020年印發(fa)(fa)文(wen)(wen)件、召開(kai)會(hui)議(yi)同比(bi)減(jian)(jian)少30%,檢(jian)查事項(xiang)(xiang)同比(bi)減(jian)(jian)少20%,除上級部門(men)有(you)明確要求(qiu)的專項(xiang)(xiang)檢(jian)查外(wai),一(yi)(yi)個領(ling)域每年只搞(gao)一(yi)(yi)次綜合性(xing)檢(jian)查。同時,還(huan)強調了(le)規(gui)范數(shu)據(ju)材(cai)料報送工(gong)作,從(cong)(cong)嚴規(gui)范履職待遇業(ye)務支出有(you)關(guan)標準,以交流培訓(xun)為(wei)(wei)抓(zhua)(zhua)手打(da)造(zao)高素質人才隊伍,持(chi)續推(tui)進集(ji)團(tuan)總(zong)(zong)部與基層企(qi)(qi)業(ye)人員(yuan)雙(shuang)向交流等(deng)內(nei)容(rong)。

記者注意到,在此次整改過(guo)程(cheng)中,國資委也將把自身擺進(jin)去——這兩(liang)次工作啟動會(hui)和推(tui)進(jin)會(hui)都是通過(guo)視頻形式召開的,明顯(xian)減輕了央(yang)企的負擔。

翁杰明表示(shi),央(yang)企“總(zong)部機(ji)關化(hua)”整改的(de)各項工作(zuo)已取(qu)得積極(ji)成(cheng)效(xiao),第(di)一階段的(de)目標(biao)任務(wu)順利(li)完(wan)成(cheng),原因主要是三(san)個方面:

一(yi)是(shi)高度(du)重視(shi),及時部署推進(jin)。各(ge)中(zhong)央(yang)企業(ye)黨委(黨組)將專項整(zheng)改作(zuo)(zuo)為當前(qian)重要的政治(zhi)責任和(he)政治(zhi)任務,切(qie)實加強組織領(ling)導,主要負責同志均在(zai)第(di)一(yi)時間作(zuo)(zuo)出批(pi)示(shi),并召(zhao)開黨委(黨組)會議、專題動員(yuan)部署會議,認(ren)真學習(xi)(xi)傳達習(xi)(xi)近平總書記重要指示(shi)批(pi)示(shi)精神,全面部署整(zheng)改工作(zuo)(zuo)。

二(er)是精心組織,研(yan)究制定(ding)整(zheng)改方(fang)案。各企(qi)業對“總部(bu)機關化(hua)”問題(ti)深(shen)入研(yan)究,明確整(zheng)改措施、完成(cheng)時(shi)限和(he)任(ren)務分工。截至11月30日(ri),中央企(qi)業已全部(bu)制定(ding)了專項整(zheng)改實(shi)施方(fang)案,并正式上報國資委備(bei)案。

三是突出重點,抓緊(jin)落(luo)實立(li)行(xing)立(li)改(gai)任(ren)務(wu)。按照立(li)行(xing)立(li)改(gai)清單要求(qiu),各企(qi)(qi)業(ye)快速行(xing)動,及(ji)時調整(zheng)“廳、局”等機構(gou)名(ming)稱(cheng),以及(ji)“局長、巡視員、調研(yan)員”等職務(wu)稱(cheng)謂。目前(qian),67家設置(zhi)“辦公廳”的企(qi)(qi)業(ye)全部(bu)(bu)完(wan)成了名(ming)稱(cheng)調整(zheng),其中,48家改(gai)為辦公室、19家改(gai)為綜合(he)(管理)部(bu)(bu)。14家設置(zhi)“局”的企(qi)(qi)業(ye)也(ye)全部(bu)(bu)調整(zheng)了名(ming)稱(cheng)。

翁(weng)杰明表示,在充分肯定成績的(de)同時(shi),我們也要清醒地看到(dao),各企業整改工作還不(bu)平衡,仍存在一些問題和不(bu)足。

翁杰明強(qiang)調,黨的(de)十九屆四中(zhong)全會對國資(zi)國企(qi)(qi)治(zhi)理(li)體系(xi)和(he)治(zhi)理(li)能(neng)力現代化提出(chu)了新的(de)要求(qiu)。隨著專項整(zheng)改工作的(de)深化,越來越多的(de)企(qi)(qi)業(ye)領導認(ren)識(shi)到,扎實做(zuo)好“總(zong)部(bu)機(ji)關化”問(wen)題(ti)專項整(zheng)改,是深入貫徹落實習近(jin)平總(zong)書記重要指示(shi)(shi)批示(shi)(shi)、增(zeng)強(qiang)“四個意識(shi)”、做(zuo)到“兩(liang)個維護”的(de)具體表現和(he)實際行動(dong),是推進市(shi)場化改革(ge)、增(zeng)強(qiang)企(qi)(qi)業(ye)活(huo)力動(dong)力的(de)內在需求(qiu),也是凝聚共識(shi)、攻堅克難,解(jie)決(jue)長期想解(jie)決(jue)而難以解(jie)決(jue)突出(chu)問(wen)題(ti)的(de)難得契機(ji)。

翁杰明表示(shi),專項整改(gai)工作(zuo)才剛剛起步(bu),下一步(bu)的首要任務(wu)是加快轉變職(zhi)能、落實(shi)(shi)授(shou)(shou)權(quan)(quan)放權(quan)(quan)。他(ta)強調,“加快轉變職(zhi)能、落實(shi)(shi)授(shou)(shou)權(quan)(quan)放權(quan)(quan),既是深(shen)入推(tui)進‘總部機關化’專項整改(gai)的核(he)心內容,更(geng)是認真(zhen)落實(shi)(shi)《改(gai)革國(guo)有資本(ben)授(shou)(shou)權(quan)(quan)經營(ying)體制方案》的重要舉措。”

針對下一步工作,翁杰明提出了(le)三點要求。

在加快轉(zhuan)變職能(neng)(neng)上(shang)狠下功夫,突出(chu)(chu)總部價值創造功能(neng)(neng)。要按照專項(xiang)整(zheng)改(gai)立(li)行立(li)改(gai)清單,抓緊研究提出(chu)(chu)總部職能(neng)(neng)、機構、崗(gang)位等(deng)調整(zheng)優(you)化的思路和(he)措(cuo)施。

在(zai)推動授(shou)權放(fang)權上狠下功夫(fu),不斷增強(qiang)企業內生(sheng)動力(li)和(he)發展活力(li)。加快研究制定總部權責事項清單(dan)、授(shou)權放(fang)權事項清單(dan),加大授(shou)權放(fang)權力(li)度。

在(zai)全面(mian)落(luo)實(shi)(shi)(shi)專(zhuan)項(xiang)整改實(shi)(shi)(shi)施(shi)(shi)方案上狠下(xia)功夫,確保各(ge)項(xiang)整改措施(shi)(shi)落(luo)實(shi)(shi)(shi)落(luo)地。在(zai)聚焦轉變總部職(zhi)能和落(luo)實(shi)(shi)(shi)授(shou)權(quan)放權(quan)兩項(xiang)重點(dian)工作(zuo)的同時,同步推(tui)(tui)進立行(xing)立改各(ge)項(xiang)任務,完(wan)善工作(zuo)措施(shi)(shi),加(jia)強指導推(tui)(tui)動,確保專(zhuan)項(xiang)整改各(ge)項(xiang)工作(zuo)取得實(shi)(shi)(shi)效。
