黨中(zhong)(zhong)央(yang)、國務(wu)院(yuan)高度重視加強和改進國有資產(chan)監管(guan)工作(zuo)。黨的(de)十九屆(jie)四中(zhong)(zhong)全(quan)會(hui)(hui)明(ming)確要(yao)求,形(xing)成(cheng)以(yi)(yi)(yi)管(guan)資本(ben)為(wei)主的(de)國有資產(chan)監管(guan)體制(zhi)(zhi)。這是(shi)以(yi)(yi)(yi)習(xi)近平(ping)同志為(wei)核心(xin)的(de)黨中(zhong)(zhong)央(yang)立足黨和國家事業發展全(quan)局、對深(shen)化國資國企改革作(zuo)出的(de)重大決策,對于增(zeng)強國有經濟競爭(zheng)力(li)(li)、創新力(li)(li)、控制(zhi)(zhi)力(li)(li)、影響(xiang)力(li)(li)、抗風險能(neng)(neng)力(li)(li),做強做優(you)做大國有資本(ben)具有十分重要(yao)的(de)意義(yi)。會(hui)(hui)后,貫徹落實(shi)四中(zhong)(zhong)全(quan)會(hui)(hui)精神,郝鵬同志在《學習(xi)時報》上發表《加快實(shi)現從管(guan)企業向(xiang)管(guan)資本(ben)轉(zhuan)變 形(xing)成(cheng)以(yi)(yi)(yi)管(guan)資本(ben)為(wei)主的(de)國有資產(chan)監管(guan)體制(zhi)(zhi)》的(de)署(shu)名文章。11月11日,國務(wu)院(yuan)國資委(wei)正(zheng)式印(yin)發了《關于以(yi)(yi)(yi)管(guan)資本(ben)為(wei)主加快國有資產(chan)監管(guan)職(zhi)能(neng)(neng)轉(zhuan)變的(de)實(shi)施(shi)意見》(以(yi)(yi)(yi)下簡稱《實(shi)施(shi)意見》)。
一、文件出臺背景
黨的十八屆三中(zhong)全會(hui)指出(chu)(chu),要(yao)完(wan)善國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產管(guan)(guan)(guan)(guan)理(li)體制,以(yi)管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本為(wei)主加強(qiang)(qiang)(qiang)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)。習(xi)近平總書記在2018年(nian)(nian)中(zhong)央經(jing)濟工作會(hui)議上再次(ci)強(qiang)(qiang)(qiang)調(diao)(diao),要(yao)加快實(shi)現從管(guan)(guan)(guan)(guan)企(qi)(qi)業向(xiang)管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本轉(zhuan)變,履行(xing)(xing)好出(chu)(chu)資(zi)(zi)(zi)(zi)人職責。黨的十九屆四中(zhong)全會(hui)提出(chu)(chu)形成以(yi)管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本為(wei)主的國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)體制。貫徹落實(shi)黨中(zhong)央決策部署,國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)立(li)足全面(mian)深(shen)化(hua)改(gai)(gai)革(ge)大(da)局(ju)(ju),將深(shen)化(hua)自(zi)身改(gai)(gai)革(ge)作為(wei)一(yi)項(xiang)重要(yao)的政治任務來抓,在中(zhong)央全面(mian)深(shen)化(hua)改(gai)(gai)革(ge)委(wei)員會(hui)和國(guo)(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)(guo)有(you)(you)企(qi)(qi)業改(gai)(gai)革(ge)領導(dao)小組的領導(dao)下,扎實(shi)推進(jin)職能(neng)轉(zhuan)變取(qu)得(de)積(ji)極進(jin)展(zhan):一(yi)是(shi)調(diao)(diao)整內設機構職能(neng)。2019年(nian)(nian)開展(zhan)廳局(ju)(ju)職能(neng)調(diao)(diao)整,進(jin)一(yi)步突出(chu)(chu)推動科技創(chuang)新、強(qiang)(qiang)(qiang)化(hua)出(chu)(chu)資(zi)(zi)(zi)(zi)人監(jian)(jian)(jian)督、推進(jin)董(dong)事會(hui)建設、加強(qiang)(qiang)(qiang)宏觀研究、深(shen)化(hua)經(jing)濟運行(xing)(xing)分析(xi)等五(wu)項(xiang)工作。二是(shi)強(qiang)(qiang)(qiang)化(hua)管(guan)(guan)(guan)(guan)資(zi)(zi)(zi)(zi)本職能(neng)。調(diao)(diao)整優化(hua)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本布局(ju)(ju),完(wan)善投資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)督管(guan)(guan)(guan)(guan)理(li)體系,指導(dao)21家國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本投資(zi)(zi)(zi)(zi)、運營(ying)公(gong)司試點企(qi)(qi)業深(shen)入推進(jin)改(gai)(gai)革(ge)試點工作,加強(qiang)(qiang)(qiang)國(guo)(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)督,加大(da)違規經(jing)營(ying)投資(zi)(zi)(zi)(zi)責任追(zhui)究力(li)度(du)。三是(shi)開展(zhan)授(shou)權(quan)(quan)(quan)放(fang)權(quan)(quan)(quan)。今(jin)年(nian)(nian)6月(yue)印(yin)發(fa)(fa)《國(guo)(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)授(shou)權(quan)(quan)(quan)放(fang)權(quan)(quan)(quan)清(qing)單(2019年(nian)(nian)版)》,列入5大(da)類、35項(xiang)授(shou)權(quan)(quan)(quan)放(fang)權(quan)(quan)(quan)事項(xiang),最大(da)程度(du)調(diao)(diao)動和激(ji)發(fa)(fa)企(qi)(qi)業的積(ji)極性。四是(shi)改(gai)(gai)進(jin)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)方式手段。建設全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)(guo)(guo)企(qi)(qi)在線監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)系統,編制并及時修訂《國(guo)(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)權(quan)(quan)(quan)力(li)和責任清(qing)單(試行(xing)(xing))》,截至今(jin)年(nian)(nian)10月(yue),國(guo)(guo)(guo)(guo)務院(yuan)(yuan)國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)委(wei)現行(xing)(xing)有(you)(you)效規章(zhang)27件、規范性文件207件,國(guo)(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)(guan)(guan)(guan)的法規制度(du)框架基本健全。
習(xi)近平總(zong)書記(ji)在黨(dang)的(de)(de)(de)十九屆四中(zhong)全(quan)(quan)會對國(guo)(guo)(guo)(guo)(guo)(guo)企改(gai)(gai)革和國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)監管(guan)作(zuo)出了重大部署,對做好國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企工作(zuo)具(ju)有重要(yao)指(zhi)導意(yi)義。深入學習(xi)貫徹黨(dang)的(de)(de)(de)十九屆四中(zhong)全(quan)(quan)會特別是習(xi)近平總(zong)書記(ji)重要(yao)講話精神,按(an)照黨(dang)中(zhong)央、國(guo)(guo)(guo)(guo)(guo)(guo)務院(yuan)關于(yu)深化(hua)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)國(guo)(guo)(guo)(guo)(guo)(guo)企改(gai)(gai)革的(de)(de)(de)有關要(yao)求(qiu),根據(ju)巡視整改(gai)(gai)意(yi)見,國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)深入研(yan)究(jiu)從管(guan)企業向管(guan)資(zi)本(ben)轉變的(de)(de)(de)內涵、路徑和措施,廣(guang)泛(fan)開(kai)展(zhan)調查研(yan)究(jiu),結合(he)前期研(yan)究(jiu)成果,制定了《關于(yu)以管(guan)資(zi)本(ben)為主加快國(guo)(guo)(guo)(guo)(guo)(guo)有資(zi)產監管(guan)職能轉變的(de)(de)(de)實施意(yi)見》,經由國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)委(wei)黨(dang)委(wei)會議(yi)審(shen)議(yi)通過后正(zheng)式印發。
二、主要內容
《實(shi)施(shi)(shi)意見》緊緊圍(wei)繞“管(guan)資本”這條主(zhu)線(xian),從總體(ti)(ti)要求、重點(dian)措(cuo)施(shi)(shi)、主(zhu)要路徑(jing)、支撐保(bao)障(zhang)四個(ge)維度,構建(jian)以管(guan)資本為主(zhu)加快國有資產監管(guan)職(zhi)(zhi)能(neng)轉變的(de)工作(zuo)體(ti)(ti)系。《實(shi)施(shi)(shi)意見》的(de)主(zhu)要內容可(ke)以概括為“實(shi)現四個(ge)轉向、突出五項職(zhi)(zhi)能(neng)、優(you)化四個(ge)路徑(jing)、強化四個(ge)保(bao)障(zhang)”。
一(yi)是(shi)實(shi)現四個轉(zhuan)向(xiang)(xiang),確保(bao)(bao)轉(zhuan)變精準到位。《實(shi)施(shi)意見》結合(he)近年來推進(jin)職(zhi)能(neng)轉(zhuan)變的工作實(shi)際,堅持(chi)問題導(dao)(dao)向(xiang)(xiang),進(jin)一(yi)步明確了轉(zhuan)變的起點和目標。“4個轉(zhuan)向(xiang)(xiang)”分別是(shi)轉(zhuan)變監(jian)管(guan)(guan)(guan)理念,從(cong)(cong)對企(qi)業(ye)的直接管(guan)(guan)(guan)理轉(zhuan)向(xiang)(xiang)更(geng)(geng)(geng)加(jia)強(qiang)調基(ji)于出資(zi)關(guan)系(xi)的監(jian)管(guan)(guan)(guan),確保(bao)(bao)該(gai)管(guan)(guan)(guan)的科學管(guan)(guan)(guan)理、決不(bu)缺位,不(bu)該(gai)管(guan)(guan)(guan)的依(yi)法(fa)放權、決不(bu)越位;調整(zheng)監(jian)管(guan)(guan)(guan)重(zhong)(zhong)點,從(cong)(cong)關(guan)注(zhu)企(qi)業(ye)個體(ti)發(fa)展(zhan)(zhan)轉(zhuan)向(xiang)(xiang)更(geng)(geng)(geng)加(jia)注(zhu)重(zhong)(zhong)國有(you)資(zi)本整(zheng)體(ti)功能(neng),更(geng)(geng)(geng)多著眼于國有(you)資(zi)本整(zheng)體(ti)功能(neng)和效(xiao)(xiao)率,加(jia)強(qiang)系(xi)統謀劃和整(zheng)體(ti)調控;改(gai)進(jin)監(jian)管(guan)(guan)(guan)方式,從(cong)(cong)習慣于行政化(hua)管(guan)(guan)(guan)理轉(zhuan)向(xiang)(xiang)更(geng)(geng)(geng)多運用(yong)市場化(hua)法(fa)治化(hua)手(shou)段,更(geng)(geng)(geng)加(jia)注(zhu)重(zhong)(zhong)以(yi)產權為(wei)基(ji)礎、以(yi)資(zi)本為(wei)紐帶,通過法(fa)人(ren)治理結構履行出資(zi)人(ren)職(zhi)責;優化(hua)監(jian)管(guan)(guan)(guan)導(dao)(dao)向(xiang)(xiang),從(cong)(cong)關(guan)注(zhu)規模速度轉(zhuan)向(xiang)(xiang)更(geng)(geng)(geng)加(jia)注(zhu)重(zhong)(zhong)提升(sheng)質量(liang)效(xiao)(xiao)益,按照高質量(liang)發(fa)展(zhan)(zhan)的要求,引導(dao)(dao)企(qi)業(ye)加(jia)快轉(zhuan)變發(fa)展(zhan)(zhan)方式,不(bu)斷增強(qiang)國有(you)經濟(ji)競爭力(li)(li)、創(chuang)新力(li)(li)、控制力(li)(li)、影(ying)響力(li)(li)、抗(kang)風(feng)險能(neng)力(li)(li)。
二是突出五項(xiang)職能,確保(bao)重(zhong)點管(guan)(guan)(guan)住管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)。《實(shi)施意見(jian)》按照《中共中央國(guo)(guo)(guo)(guo)務院關于深(shen)化國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)改革的(de)指導意見(jian)》等有(you)(you)(you)(you)關要求,結(jie)合工作(zuo)重(zhong)點,進一(yi)(yi)(yi)(yi)步(bu)細化明確了管(guan)(guan)(guan)資(zi)(zi)本(ben)(ben)(ben)的(de)實(shi)質內(nei)涵,可以總(zong)結(jie)為“5個聚(ju)(ju)(ju)焦(jiao)(jiao)、5個管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)”。即聚(ju)(ju)(ju)焦(jiao)(jiao)優化國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)配置,管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)資(zi)(zi)本(ben)(ben)(ben)布局,通(tong)過(guo)加強整(zheng)體(ti)(ti)調(diao)控,構建(jian)(jian)全國(guo)(guo)(guo)(guo)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)規劃(hua)體(ti)(ti)系(xi),引導企業(ye)聚(ju)(ju)(ju)焦(jiao)(jiao)主責(ze)主業(ye),進一(yi)(yi)(yi)(yi)步(bu)發(fa)(fa)揮(hui)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)功(gong)能作(zuo)用;聚(ju)(ju)(ju)焦(jiao)(jiao)增強國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)活力,管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)資(zi)(zi)本(ben)(ben)(ben)運(yun)作(zuo),通(tong)過(guo)加強國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)運(yun)作(zuo)統籌謀劃(hua)和基礎管(guan)(guan)(guan)理(li),更好(hao)(hao)(hao)(hao)發(fa)(fa)揮(hui)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)投資(zi)(zi)、運(yun)營(ying)公司的(de)功(gong)能作(zuo)用,進一(yi)(yi)(yi)(yi)步(bu)提高國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)運(yun)營(ying)效率;聚(ju)(ju)(ju)焦(jiao)(jiao)提高國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)本(ben)(ben)(ben)回(hui)報,管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)資(zi)(zi)本(ben)(ben)(ben)收益,通(tong)過(guo)完善考(kao)核指標(biao)體(ti)(ti)系(xi),發(fa)(fa)揮(hui)考(kao)核導向作(zuo)用,推動資(zi)(zi)本(ben)(ben)(ben)預算市場化運(yun)作(zuo),進一(yi)(yi)(yi)(yi)步(bu)促進國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產保(bao)值(zhi)(zhi)增值(zhi)(zhi);聚(ju)(ju)(ju)焦(jiao)(jiao)防(fang)止國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產流(liu)失,管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)資(zi)(zi)本(ben)(ben)(ben)安(an)全,通(tong)過(guo)健(jian)全覆蓋國(guo)(guo)(guo)(guo)資(zi)(zi)監(jian)管(guan)(guan)(guan)全部(bu)業(ye)務領(ling)域的(de)出資(zi)(zi)人監(jian)督(du)制度,構建(jian)(jian)業(ye)務監(jian)督(du)、綜合監(jian)督(du)、責(ze)任(ren)追(zhui)究三位一(yi)(yi)(yi)(yi)體(ti)(ti)的(de)監(jian)督(du)工作(zuo)閉環,進一(yi)(yi)(yi)(yi)步(bu)筑牢防(fang)止國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)資(zi)(zi)產流(liu)失的(de)底線;聚(ju)(ju)(ju)焦(jiao)(jiao)加強黨的(de)領(ling)導,管(guan)(guan)(guan)好(hao)(hao)(hao)(hao)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)黨的(de)建(jian)(jian)設,堅(jian)持“兩個一(yi)(yi)(yi)(yi)以貫之”,堅(jian)持管(guan)(guan)(guan)資(zi)(zi)本(ben)(ben)(ben)就(jiu)要管(guan)(guan)(guan)黨建(jian)(jian),進一(yi)(yi)(yi)(yi)步(bu)以高質量(liang)黨建(jian)(jian)引領(ling)國(guo)(guo)(guo)(guo)有(you)(you)(you)(you)企業(ye)高質量(liang)發(fa)(fa)展。
三是優(you)化(hua)四個路(lu)徑(jing),確保(bao)轉(zhuan)變(bian)系(xi)統(tong)有(you)效。《實(shi)(shi)施意見》堅持授權(quan)(quan)(quan)(quan)與(yu)監(jian)管(guan)(guan)相結合(he)、放(fang)活與(yu)管(guan)(guan)好(hao)相統(tong)一,在(zai)(zai)明確管(guan)(guan)資(zi)本(ben)重點內(nei)容的基礎上(shang),同步調整優(you)化(hua)監(jian)管(guan)(guan)方(fang)(fang)式,更(geng)多(duo)采(cai)用市場化(hua)、法治(zhi)化(hua)、信息化(hua)監(jian)管(guan)(guan)方(fang)(fang)式,實(shi)(shi)現(xian)(xian)監(jian)管(guan)(guan)職能(neng)與(yu)方(fang)(fang)式相互融合(he)、相互促進(jin)。四個路(lu)徑(jing)是:以(yi)國(guo)資(zi)委權(quan)(quan)(quan)(quan)力(li)(li)責(ze)任(ren)清單(dan)為基礎,厘清職責(ze)邊(bian)界(jie),將(jiang)不該有(you)的權(quan)(quan)(quan)(quan)力(li)(li)攔在(zai)(zai)清單(dan)之(zhi)外(wai),保(bao)證(zheng)清單(dan)內(nei)的權(quan)(quan)(quan)(quan)力(li)(li)規范(fan)運行;以(yi)法人治(zhi)理結構為載(zai)體,依(yi)法制(zhi)定或參與(yu)制(zhi)訂公司章程,依(yi)據股(gu)權(quan)(quan)(quan)(quan)關系(xi)向(xiang)國(guo)家出資(zi)企(qi)業(ye)委派董事(shi)或提(ti)名(ming)董事(shi)人選,更(geng)好(hao)體現(xian)(xian)出資(zi)人意志;以(yi)分(fen)類授權(quan)(quan)(quan)(quan)放(fang)權(quan)(quan)(quan)(quan)為手段,根據企(qi)業(ye)不同特點,有(you)針對性地開展授權(quan)(quan)(quan)(quan)放(fang)權(quan)(quan)(quan)(quan),充分(fen)激發企(qi)業(ye)活力(li)(li);以(yi)加強事(shi)中(zhong)事(shi)后監(jian)管(guan)(guan)為重點,切實(shi)(shi)減少審批事(shi)項,實(shi)(shi)現(xian)(xian)實(shi)(shi)時(shi)在(zai)(zai)線動態監(jian)管(guan)(guan),加大對制(zhi)度執行情況的監(jian)督(du)檢查力(li)(li)度,不斷提(ti)高監(jian)管(guan)(guan)效能(neng)。
四是強(qiang)化四個保障,確保轉變(bian)全面(mian)落(luo)(luo)地。圍繞以管(guan)(guan)資(zi)本為(wei)主(zhu)(zhu)的目標任務,《實(shi)(shi)施意見》提出要從四個方(fang)面(mian)著手,為(wei)形成以管(guan)(guan)資(zi)本為(wei)主(zhu)(zhu)的國(guo)有(you)資(zi)產監管(guan)(guan)體制提供堅實(shi)(shi)保障,即:統(tong)一思(si)想認識,凝聚系統(tong)共識,構建(jian)國(guo)資(zi)監管(guan)(guan)大格(ge)局;加強(qiang)組織領導,有(you)效落(luo)(luo)實(shi)(shi)責任,確保改革(ge)要求落(luo)(luo)地;完善制度體系,強(qiang)化法治保障,推動(dong)將管(guan)(guan)資(zi)本有(you)關(guan)要求體現到(dao)有(you)關(guan)法律法規(gui)修訂中;改進工(gong)作作風(feng),提升隊(dui)伍素質(zhi)(zhi),建(jian)設(she)一支高素質(zhi)(zhi)專業化國(guo)資(zi)監管(guan)(guan)干(gan)部隊(dui)伍。
三、當前及下一步有關工作
黨的(de)(de)十九屆四中全會作出“形成以管(guan)資本(ben)為主的(de)(de)國(guo)(guo)有(you)資產監管(guan)體制”的(de)(de)部(bu)署,結合(he)《實施意見》的(de)(de)印發,近期國(guo)(guo)資委在加快推進國(guo)(guo)資監管(guan)職能轉變方(fang)面(mian)主要開展了以下工作:

二是修(xiu)訂完善國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委權(quan)(quan)力和責(ze)(ze)任(ren)清(qing)單,進(jin)一步厘清(qing)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)監管職(zhi)責(ze)(ze)邊(bian)界。落實以管資(zi)(zi)本(ben)為(wei)主(zhu)加強國(guo)(guo)(guo)(guo)(guo)(guo)有(you)資(zi)(zi)產監管的(de)要求,首先要明確(que)管資(zi)(zi)本(ben)的(de)重(zhong)點職(zhi)責(ze)(ze)和履職(zhi)方式(shi)。結合(he)機構改革和職(zhi)能調(diao)整情況(kuang),做(zuo)好與《國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委授(shou)權(quan)(quan)放權(quan)(quan)清(qing)單(2019年(nian)版)》的(de)銜接,國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委在廣泛征求中央(yang)企業和地方國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委意見的(de)基礎上(shang),對2018年(nian)編制形成的(de)權(quan)(quan)力和責(ze)(ze)任(ren)清(qing)單進(jin)行了修(xiu)訂,形成國(guo)(guo)(guo)(guo)(guo)(guo)務(wu)院(yuan)(yuan)國(guo)(guo)(guo)(guo)(guo)(guo)資(zi)(zi)委權(quan)(quan)力和責(ze)(ze)任(ren)清(qing)單。
三是(shi)著眼全國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)發(fa)展改(gai)革監(jian)(jian)(jian)管(guan)和黨的(de)建(jian)(jian)設,加快(kuai)構(gou)建(jian)(jian)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)大格局(ju)。近年來,各級國(guo)(guo)資(zi)(zi)(zi)(zi)委統(tong)(tong)(tong)籌推(tui)進國(guo)(guo)資(zi)(zi)(zi)(zi)國(guo)(guo)企(qi)改(gai)革發(fa)展,國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)系(xi)統(tong)(tong)(tong)建(jian)(jian)設取得積(ji)極進展。但仍然存在上下級國(guo)(guo)資(zi)(zi)(zi)(zi)委溝通聯系(xi)不(bu)夠緊密(mi)、全國(guo)(guo)國(guo)(guo)資(zi)(zi)(zi)(zi)系(xi)統(tong)(tong)(tong)合力有(you)待(dai)增強(qiang)等問題。為加快(kuai)形(xing)成以管(guan)資(zi)(zi)(zi)(zi)本為主的(de)國(guo)(guo)有(you)資(zi)(zi)(zi)(zi)產監(jian)(jian)(jian)管(guan)體制,推(tui)動(dong)構(gou)建(jian)(jian)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)大格局(ju),日前(qian),國(guo)(guo)資(zi)(zi)(zi)(zi)委印(yin)發(fa)了《關于進一(yi)步推(tui)動(dong)構(gou)建(jian)(jian)國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)大格局(ju)有(you)關工作的(de)通知(zhi)》(國(guo)(guo)資(zi)(zi)(zi)(zi)發(fa)法規〔2019〕117號),明確(que)提出力爭用2-3年時間推(tui)動(dong)實現機(ji)構(gou)職能(neng)上下貫通、法規制度協同一(yi)致、行權履職規范統(tong)(tong)(tong)一(yi)、改(gai)革發(fa)展統(tong)(tong)(tong)籌有(you)序、黨的(de)領導(dao)堅強(qiang)有(you)力、系(xi)統(tong)(tong)(tong)合力明顯增強(qiang),加快(kuai)形(xing)成國(guo)(guo)資(zi)(zi)(zi)(zi)監(jian)(jian)(jian)管(guan)一(yi)盤棋。
