根據國(guo)(guo)務(wu)院(yuan)(yuan)(yuan)領(ling)導(dao)同(tong)志的(de)(de)指示(shi)精神,今天,國(guo)(guo)務(wu)院(yuan)(yuan)(yuan)國(guo)(guo)資委(wei)和(he)財政部(bu)共同(tong)組織召開(kai)全(quan)國(guo)(guo)國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)“三(san)(san)供(gong)一(yi)業(ye)(ye)”分(fen)離移交工(gong)(gong)作(zuo)(zuo)(zuo)視頻會(hui)議。這次會(hui)議的(de)(de)主要任務(wu)是:深入貫徹落(luo)實中共中央(yang)、國(guo)(guo)務(wu)院(yuan)(yuan)(yuan)《關(guan)(guan)于(yu)深化國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)改革(ge)的(de)(de)指導(dao)意(yi)見(jian)(jian)》、國(guo)(guo)務(wu)院(yuan)(yuan)(yuan)印發(fa)(fa)的(de)(de)《加快剝(bo)離國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)辦社會(hui)職(zhi)能和(he)解(jie)決歷(li)史(shi)遺(yi)留問題工(gong)(gong)作(zuo)(zuo)(zuo)方案》(以下簡稱國(guo)(guo)發(fa)(fa)19號文)精神,按照黨(dang)中央(yang)、國(guo)(guo)務(wu)院(yuan)(yuan)(yuan)有(you)(you)關(guan)(guan)工(gong)(gong)作(zuo)(zuo)(zuo)要求(qiu),加快剝(bo)離國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)辦社會(hui)職(zhi)能和(he)解(jie)決歷(li)史(shi)遺(yi)留問題,動員部(bu)署在全(quan)國(guo)(guo)全(quan)面(mian)推進國(guo)(guo)有(you)(you)企(qi)(qi)業(ye)(ye)“三(san)(san)供(gong)一(yi)業(ye)(ye)”分(fen)離移交工(gong)(gong)作(zuo)(zuo)(zuo)。剛才(cai),黑龍江、湖南、江西及長沙,兵器工(gong)(gong)業(ye)(ye)集(ji)團、中國(guo)(guo)石油和(he)國(guo)(guo)家電網負責同(tong)志作(zuo)(zuo)(zuo)了(le)很好的(de)(de)發(fa)(fa)言(yan),專項小(xiao)組副組長、財政部(bu)部(bu)長助理許宏才(cai)同(tong)志作(zuo)(zuo)(zuo)了(le)講(jiang)話,我完(wan)全(quan)贊(zan)同(tong)。下面(mian),我再講(jiang)三(san)(san)點意(yi)見(jian)(jian)。
一(yi)、統一(yi)思想,充分認識剝離國有企(qi)業辦社會職(zhi)能(neng)和解決(jue)歷史(shi)遺留問題的重要意(yi)義
(一(yi)(yi))黨(dang)中(zhong)央(yang)(yang)、國(guo)(guo)務(wu)院(yuan)高度重(zhong)視國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)剝離(li)(li)辦(ban)社會職能和(he)解(jie)決(jue)歷(li)史(shi)(shi)(shi)遺留(liu)(liu)問(wen)(wen)題(ti)(ti)。剝離(li)(li)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)辦(ban)社會職能和(he)解(jie)決(jue)歷(li)史(shi)(shi)(shi)遺留(liu)(liu)問(wen)(wen)題(ti)(ti)是(shi)全(quan)面深化(hua)國(guo)(guo)資國(guo)(guo)企(qi)(qi)(qi)(qi)(qi)(qi)改(gai)(gai)革(ge)(ge)的(de)重(zhong)要內(nei)容,也是(shi)供(gong)給側結構性改(gai)(gai)革(ge)(ge)的(de)重(zhong)大措施。黨(dang)中(zhong)央(yang)(yang)、國(guo)(guo)務(wu)院(yuan)高度重(zhong)視剝離(li)(li)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)辦(ban)社會職能和(he)解(jie)決(jue)歷(li)史(shi)(shi)(shi)遺留(liu)(liu)問(wen)(wen)題(ti)(ti),習(xi)近(jin)平總(zong)書(shu)(shu)記、李(li)克強(qiang)總(zong)理(li)等中(zhong)央(yang)(yang)領(ling)導同(tong)志多次(ci)作(zuo)出重(zhong)要指示。習(xi)近(jin)平總(zong)書(shu)(shu)記在(zai)2015年(nian)中(zhong)央(yang)(yang)經濟工(gong)作(zuo)會議(yi)上要求(qiu)(qiu),加大政(zheng)策支持力度,加快(kuai)(kuai)解(jie)決(jue)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)辦(ban)社會負擔和(he)歷(li)史(shi)(shi)(shi)遺留(liu)(liu)問(wen)(wen)題(ti)(ti)。李(li)克強(qiang)總(zong)理(li)在(zai)2016年(nian)《政(zheng)府工(gong)作(zuo)報告》中(zhong)強(qiang)調,要加快(kuai)(kuai)剝離(li)(li)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)辦(ban)社會職能,解(jie)決(jue)歷(li)史(shi)(shi)(shi)遺留(liu)(liu)問(wen)(wen)題(ti)(ti),讓國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)瘦身健(jian)體,增(zeng)強(qiang)核(he)心競爭力。國(guo)(guo)務(wu)院(yuan)第115次(ci)常務(wu)會議(yi)專題(ti)(ti)研(yan)究(jiu)并明確2016年(nian)在(zai)全(quan)國(guo)(guo)全(quan)面推開(kai)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)“三供(gong)一(yi)(yi)業(ye)(ye)”分離(li)(li)移交工(gong)作(zuo)。馬(ma)凱副(fu)總(zong)理(li)和(he)王勇國(guo)(guo)務(wu)委員多次(ci)主持召開(kai)會議(yi),研(yan)究(jiu)這(zhe)項工(gong)作(zuo),強(qiang)調這(zhe)是(shi)深化(hua)國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)改(gai)(gai)革(ge)(ge)的(de)前提和(he)重(zhong)要內(nei)容,有(you)(you)利于國(guo)(guo)有(you)(you)企(qi)(qi)(qi)(qi)(qi)(qi)業(ye)(ye)輕裝上陣,公平競爭,真正確立市場主體地位,要求(qiu)(qiu)各方(fang)面統一(yi)(yi)認識,要直面存(cun)在(zai)的(de)困難和(he)矛盾,不(bu)回避、不(bu)繞開(kai),下決(jue)心從根本(ben)上解(jie)決(jue)問(wen)(wen)題(ti)(ti)。
今年7月(yue)4日(ri),國務院(yuan)召開全國國有企業改革座談(tan)會(hui),習近平總(zong)書記、李(li)克強總(zong)理作了重要(yao)批示,強調(diao)要(yao)理直氣壯做強做優做大國有企業。馬凱副(fu)總(zong)理在講話中(zhong)特別強調(diao),企業辦(ban)社(she)會(hui)負擔(dan)和歷史遺留問題,越早解(jie)(jie)決(jue)、成本越小,越晚解(jie)(jie)決(jue)、工(gong)作越被(bei)動(dong)、成本也(ye)越大。要(yao)求切實抓好政策落地。
(二(er))剝(bo)離企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)和(he)解決(jue)歷史(shi)遺留問(wen)(wen)題(ti)是國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)真(zhen)正成為市(shi)場主體(ti)、公(gong)平參與市(shi)場競(jing)爭的重(zhong)要條件。經(jing)過多(duo)年來(lai)的改(gai)革發展,國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)逐步(bu)解決(jue)了體(ti)制轉(zhuan)軌過程(cheng)中的一(yi)些突出(chu)矛盾和(he)問(wen)(wen)題(ti)。黨(dang)中央(yang)、國(guo)(guo)(guo)務院(yuan)及有關部門先后出(chu)臺(tai)了一(yi)系(xi)列政(zheng)策措施,支持國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)分離辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)。企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)(ban)中小學、公(gong)檢(jian)法(fa)機(ji)構已基(ji)本移交,部分企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)所辦(ban)(ban)(ban)醫(yi)院(yuan)移交地(di)方(fang)或進行(xing)了改(gai)制。但(dan)目前(qian)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)仍然存(cun)在(zai)大量辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)和(he)歷史(shi)遺留問(wen)(wen)題(ti),制約著(zhu)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)進一(yi)步(bu)改(gai)革發展。據(ju)不完全統計,目前(qian)各級(ji)國(guo)(guo)(guo)資委(wei)監管企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)機(ji)構約1.66萬個(ge),其中職(zhi)(zhi)工(gong)家屬區“三供一(yi)業(ye)(ye)(ye)”管理機(ji)構約4900個(ge),國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)因(yin)辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)每(mei)年需承擔費(fei)用(yong)1400多(duo)億(yi)元。深(shen)化(hua)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)革必須(xu)使國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)成為真(zhen)正的市(shi)場主體(ti)。剝(bo)離企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)(ban)社會職(zhi)(zhi)能(neng)(neng)和(he)解決(jue)歷史(shi)遺留問(wen)(wen)題(ti)是深(shen)化(hua)國(guo)(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)革的一(yi)項不可缺(que)少的重(zhong)要基(ji)礎工(gong)作。
(三)剝(bo)離企(qi)業(ye)(ye)辦社會職能(neng)和(he)(he)解(jie)決(jue)歷史(shi)遺留問(wen)題(ti)是(shi)國(guo)有(you)企(qi)業(ye)(ye)瘦(shou)身(shen)健體、提質增(zeng)效、推(tui)(tui)進(jin)供給(gei)側(ce)(ce)結(jie)構(gou)性(xing)改(gai)革(ge)(ge)的重(zhong)要舉(ju)措(cuo)(cuo)。國(guo)有(you)企(qi)業(ye)(ye)辦社會職能(neng)和(he)(he)歷史(shi)遺留問(wen)題(ti),增(zeng)加企(qi)業(ye)(ye)經(jing)營成(cheng)(cheng)本(ben),降(jiang)(jiang)低企(qi)業(ye)(ye)生產(chan)運(yun)(yun)營效率,影響企(qi)業(ye)(ye)發(fa)(fa)展質量和(he)(he)效益。解(jie)決(jue)好這個問(wen)題(ti)是(shi)當前推(tui)(tui)進(jin)供給(gei)側(ce)(ce)改(gai)革(ge)(ge)、降(jiang)(jiang)低企(qi)業(ye)(ye)經(jing)營成(cheng)(cheng)本(ben)的重(zhong)大舉(ju)措(cuo)(cuo)。供給(gei)側(ce)(ce)結(jie)構(gou)性(xing)改(gai)革(ge)(ge)是(shi)黨中(zhong)央、國(guo)務院作出的重(zhong)大戰略(lve)決(jue)策,是(shi)當前和(he)(he)今后一段時期我國(guo)經(jing)濟工作的重(zhong)要任務,國(guo)有(you)企(qi)業(ye)(ye)要在(zai)推(tui)(tui)進(jin)供給(gei)側(ce)(ce)結(jie)構(gou)性(xing)改(gai)革(ge)(ge)中(zhong)發(fa)(fa)揮帶頭作用(yong)。只有(you)認真解(jie)決(jue)和(he)(he)剝(bo)離企(qi)業(ye)(ye)辦社會職能(neng)及歷史(shi)遺留問(wen)題(ti),國(guo)有(you)企(qi)業(ye)(ye)才能(neng)真正瘦(shou)身(shen)、減負和(he)(he)有(you)效降(jiang)(jiang)低經(jing)營成(cheng)(cheng)本(ben),才能(neng)集(ji)中(zhong)精力(li)和(he)(he)有(you)限資源發(fa)(fa)展主業(ye)(ye),推(tui)(tui)進(jin)提高國(guo)有(you)資本(ben)運(yun)(yun)營質量和(he)(he)效益,提升企(qi)業(ye)(ye)核心競爭力(li),也才能(neng)實現(xian)做(zuo)強做(zuo)優做(zuo)大、爭創世(shi)界一流(liu)目標(biao)。
(四)剝離企(qi)業(ye)辦社(she)會職能和解決(jue)歷(li)史(shi)遺留問題是(shi)(shi)健全基本公(gong)共(gong)服(fu)務(wu)(wu)體(ti)系、創新社(she)會治理(li)體(ti)制的必然要求(qiu)。承擔辦社(she)會職能的大(da)多(duo)是(shi)(shi)國有老企(qi)業(ye),設(she)(she)備設(she)(she)施超期服(fu)役,老化嚴重,管理(li)粗放,服(fu)務(wu)(wu)水平低(di)。部分企(qi)業(ye)職工飲用(yong)水不(bu)達標,用(yong)電存在安全隱患,不(bu)少企(qi)業(ye)家屬區與(yu)當地(di)城市發展(zhan)脫節。將國有老企(qi)業(ye)承擔的與(yu)主業(ye)發展(zhan)方向不(bu)符的公(gong)共(gong)服(fu)務(wu)(wu)職能歸位(wei)于相關政府部門或單位(wei),納入社(she)會基本公(gong)共(gong)服(fu)務(wu)(wu)體(ti)系,由專(zhuan)業(ye)化的服(fu)務(wu)(wu)機構(gou)實行集中管理(li)運營,有利于統籌協調和優(you)化公(gong)共(gong)服(fu)務(wu)(wu)資源配(pei)置,提高基本公(gong)共(gong)服(fu)務(wu)(wu)質(zhi)量和水平,更好服(fu)務(wu)(wu)群眾,惠(hui)及民生(sheng)。
為加(jia)強(qiang)對這項工(gong)作的組(zu)(zu)織領(ling)導(dao),國(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)明確,在(zai)國(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)有企業改革領(ling)導(dao)小(xiao)(xiao)(xiao)組(zu)(zu)統一領(ling)導(dao)下,成(cheng)立剝(bo)離(li)國(guo)(guo)(guo)有企業辦(ban)社(she)會職(zhi)能和解決歷史遺留問題專(zhuan)項小(xiao)(xiao)(xiao)組(zu)(zu),由國(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)國(guo)(guo)(guo)資委、財政(zheng)部、中(zhong)央(yang)組(zu)(zu)織部、發展(zhan)改革委、教育部、公安(an)部、民政(zheng)部、人(ren)力資源社(she)會保(bao)障部、住房城鄉建設(she)部、衛生計生委、銀監會、國(guo)(guo)(guo)防科工(gong)局等(deng)12個部門組(zu)(zu)成(cheng)。專(zhuan)項小(xiao)(xiao)(xiao)組(zu)(zu)負責制(zhi)定年度工(gong)作計劃,做(zuo)好督(du)促檢查,推(tui)動中(zhong)央(yang)企業、地方政(zheng)府認真落(luo)實相關(guan)改革措施。我們要認真貫徹(che)落(luo)實習近平總書記、李克強(qiang)總理等(deng)黨(dang)(dang)中(zhong)央(yang)、國(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)領(ling)導(dao)同(tong)志的重要指(zhi)示精神,充分(fen)認識剝(bo)離(li)國(guo)(guo)(guo)有企業辦(ban)社(she)會職(zhi)能和解決歷史遺留問題的重要意義,進一步增強(qiang)責任感(gan)和緊迫感(gan),把思想和行動統一到黨(dang)(dang)中(zhong)央(yang)、國(guo)(guo)(guo)務(wu)(wu)院(yuan)(yuan)決策(ce)部署上來。
二(er)、積(ji)極探索(suo),認真(zhen)總結各地區剝離國有(you)企業辦社會職能試點(dian)工作的有(you)效經(jing)驗(yan)
近年(nian)來,為(wei)認真貫徹落實(shi)黨中央、國(guo)(guo)務院關于深化國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)改革的決(jue)策部署(shu),在國(guo)(guo)務院國(guo)(guo)資委、財政部積(ji)極(ji)協調和(he)(he)各有關部門的支(zhi)持下,各地(di)區和(he)(he)有關中央企(qi)(qi)(qi)(qi)業(ye)(ye)、地(di)方企(qi)(qi)(qi)(qi)業(ye)(ye)積(ji)極(ji)探索解決(jue)國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)辦社(she)會負(fu)擔和(he)(he)歷史遺留問(wen)題的有效途徑(jing),取(qu)(qu)得(de)了顯著(zhu)成效。2012年(nian)黑龍江省(sheng)率先(xian)(xian)開展了國(guo)(guo)有企(qi)(qi)(qi)(qi)業(ye)(ye)“三供一業(ye)(ye)”分離移(yi)交(jiao)試(shi)(shi)點工作(zuo)(zuo),2014年(nian)和(he)(he)2015年(nian)試(shi)(shi)點工作(zuo)(zuo)逐步擴大到河南、湖南、重慶、遼(liao)寧、吉(ji)林、廣東、海南、四(si)川、貴州等省(sheng)市(shi)。2014年(nian)在黑龍江省(sheng)的分離移(yi)交(jiao)試(shi)(shi)點工作(zuo)(zuo)已基本(ben)完成,其(qi)他(ta)9個省(sheng)市(shi)試(shi)(shi)點工作(zuo)(zuo)進(jin)展總體順利。除全國(guo)(guo)試(shi)(shi)點工作(zuo)(zuo)外,不少省(sheng)市(shi)在剝(bo)離企(qi)(qi)(qi)(qi)業(ye)(ye)辦社(she)會職能(neng)和(he)(he)解決(jue)歷史遺留問(wen)題方面也進(jin)行了積(ji)極(ji)探索或先(xian)(xian)行先(xian)(xian)試(shi)(shi),取(qu)(qu)得(de)了寶(bao)貴經驗(yan)。
試(shi)點工(gong)(gong)作(zuo)(zuo)經驗表(biao)明,“三(san)供(gong)(gong)一(yi)業(ye)(ye)”分(fen)(fen)(fen)離移(yi)交工(gong)(gong)作(zuo)(zuo),實現(xian)了(le)多(duo)方(fang)共(gong)贏的(de)(de)局(ju)面。一(yi)是改(gai)善了(le)民生,廣(guang)大(da)職工(gong)(gong)群(qun)眾滿意(yi)。通(tong)過“三(san)供(gong)(gong)一(yi)業(ye)(ye)”設(she)施設(she)備維修(xiu)改(gai)造(zao),許(xu)多(duo)企(qi)業(ye)(ye)職工(gong)(gong)群(qun)眾用(yong)上了(le)安全電(dian)、喝(he)上了(le)干凈(jing)水(shui)(shui)(shui)、住上了(le)溫暖房,美化了(le)生活環境。如東北地(di)區(qu)有(you)的(de)(de)家屬區(qu)通(tong)過供(gong)(gong)熱管網改(gai)造(zao),冬季(ji)室內溫度平均提(ti)升了(le)5度左右。不少企(qi)業(ye)(ye)反(fan)映,“三(san)供(gong)(gong)一(yi)業(ye)(ye)”分(fen)(fen)(fen)離移(yi)交使廣(guang)大(da)群(qun)眾幸福指數(shu)得到(dao)提(ti)高,有(you)利于(yu)(yu)社會(hui)(hui)更(geng)加和諧(xie)。二是實現(xian)了(le)企(qi)業(ye)(ye)瘦(shou)身、減負,企(qi)業(ye)(ye)滿意(yi)。如哈電(dian)集團每年可節約(yue)(yue)費用(yong)9000多(duo)萬元(yuan)(yuan),兵器工(gong)(gong)業(ye)(ye)集團在黑(hei)龍江省的(de)(de)5戶企(qi)業(ye)(ye)每年可減少補貼5000多(duo)萬元(yuan)(yuan)。“三(san)供(gong)(gong)一(yi)業(ye)(ye)”分(fen)(fen)(fen)離移(yi)交工(gong)(gong)作(zuo)(zuo)也促進了(le)職工(gong)(gong)思想觀念的(de)(de)轉變(bian),有(you)利于(yu)(yu)企(qi)業(ye)(ye)機制(zhi)體(ti)制(zhi)轉換(huan)與(yu)創新。三(san)是提(ti)升了(le)城市(shi)(shi)公共(gong)服務水(shui)(shui)(shui)平,地(di)方(fang)政府(fu)滿意(yi)。試(shi)點城市(shi)(shi)普遍體(ti)會(hui)(hui)到(dao),“三(san)供(gong)(gong)一(yi)業(ye)(ye)”分(fen)(fen)(fen)離移(yi)交促進了(le)城市(shi)(shi)基(ji)礎(chu)設(she)施建設(she),消除了(le)安全隱患(huan),實現(xian)了(le)公共(gong)事(shi)業(ye)(ye)管理的(de)(de)專業(ye)(ye)化和集約(yue)(yue)化。許(xu)多(duo)城市(shi)(shi)因為(wei)這項工(gong)(gong)作(zuo)(zuo)的(de)(de)開(kai)展,拆(chai)除了(le)小鍋(guo)爐,取消了(le)水(shui)(shui)(shui)塔(ta)蓄水(shui)(shui)(shui),改(gai)造(zao)供(gong)(gong)熱、供(gong)(gong)水(shui)(shui)(shui)管網,減少了(le)二氧化碳排(pai)放,為(wei)節能降(jiang)耗、保護(hu)環境作(zuo)(zuo)出了(le)貢獻(xian)。
幾年來,各地(di)(di)(di)(di)區(qu)(qu)和(he)(he)(he)有(you)(you)關(guan)(guan)(guan)中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)、地(di)(di)(di)(di)方(fang)(fang)企(qi)(qi)業(ye)(ye)(ye)試(shi)點(dian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)實踐,對有(you)(you)效(xiao)(xiao)解(jie)決企(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)社(she)會負擔(dan)和(he)(he)(he)歷史遺留問(wen)題作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)了(le)(le)(le)重(zhong)要(yao)(yao)(yao)的(de)(de)探索(suo),發(fa)揮(hui)了(le)(le)(le)示范引領(ling)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)用(yong),為(wei)在全(quan)國(guo)推(tui)進“三(san)供一(yi)業(ye)(ye)(ye)”分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)奠(dian)定(ding)了(le)(le)(le)堅(jian)實基(ji)礎。各地(di)(di)(di)(di)區(qu)(qu)試(shi)點(dian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)的(de)(de)主要(yao)(yao)(yao)經(jing)驗:一(yi)是地(di)(di)(di)(di)方(fang)(fang)黨(dang)委、政(zheng)(zheng)府(fu)高度重(zhong)視、加強組(zu)(zu)(zu)(zu)織(zhi)領(ling)導(dao)是根本(ben)保(bao)(bao)障。試(shi)點(dian)省(sheng)市(shi)都(dou)成(cheng)立了(le)(le)(le)省(sheng)領(ling)導(dao)為(wei)組(zu)(zu)(zu)(zu)長的(de)(de)分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)領(ling)導(dao)小(xiao)組(zu)(zu)(zu)(zu)。黑龍江(jiang)省(sheng)省(sheng)委書記、省(sheng)長親(qin)自(zi)部署,遼寧省(sheng)將(jiang)此(ci)項任(ren)務(wu)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)為(wei)政(zheng)(zheng)府(fu)重(zhong)點(dian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)、納入(ru)對地(di)(di)(di)(di)市(shi)政(zheng)(zheng)府(fu)的(de)(de)考核,吉林省(sheng)領(ling)導(dao)多次到重(zhong)點(dian)企(qi)(qi)業(ye)(ye)(ye)調研(yan)、協(xie)調解(jie)決有(you)(you)關(guan)(guan)(guan)問(wen)題。河南(nan)(nan)、湖南(nan)(nan)、重(zhong)慶(qing)、廣東、海南(nan)(nan)、四川、貴(gui)州(zhou)等省(sheng)市(shi)對分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)也都(dou)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)了(le)(le)(le)周密(mi)部署。二是統一(yi)政(zheng)(zheng)策標(biao)準和(he)(he)(he)統一(yi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)組(zu)(zu)(zu)(zu)織(zhi)是實施關(guan)(guan)(guan)鍵。剝離(li)企(qi)(qi)業(ye)(ye)(ye)辦(ban)(ban)社(she)會職能的(de)(de)組(zu)(zu)(zu)(zu)織(zhi)實施主要(yao)(yao)(yao)在地(di)(di)(di)(di)市(shi)級。各試(shi)點(dian)地(di)(di)(di)(di)區(qu)(qu)統一(yi)執行地(di)(di)(di)(di)市(shi)級以上(shang)人(ren)民政(zheng)(zheng)府(fu)制(zhi)定(ding)的(de)(de)政(zheng)(zheng)策標(biao)準,充(chong)分(fen)(fen)(fen)(fen)發(fa)揮(hui)了(le)(le)(le)各級地(di)(di)(di)(di)方(fang)(fang)政(zheng)(zheng)府(fu)的(de)(de)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)用(yong),建(jian)(jian)(jian)立高效(xiao)(xiao)的(de)(de)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)協(xie)調機制(zhi),確保(bao)(bao)分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)順利推(tui)進。哈爾濱市(shi)組(zu)(zu)(zu)(zu)織(zhi)專(zhuan)(zhuan)家(jia)(jia)組(zu)(zu)(zu)(zu)對移(yi)交(jiao)接收(shou)(shou)雙方(fang)(fang)分(fen)(fen)(fen)(fen)歧進行第三(san)方(fang)(fang)裁定(ding),建(jian)(jian)(jian)立綠色通道對需政(zheng)(zheng)府(fu)部門辦(ban)(ban)理(li)的(de)(de)事(shi)項實行特(te)事(shi)特(te)辦(ban)(ban),減免行政(zheng)(zheng)事(shi)業(ye)(ye)(ye)性(xing)收(shou)(shou)費(fei)。三(san)是建(jian)(jian)(jian)立成(cheng)本(ben)合理(li)分(fen)(fen)(fen)(fen)擔(dan)機制(zhi)是必要(yao)(yao)(yao)條件。在中(zhong)央(yang)財(cai)政(zheng)(zheng)的(de)(de)積極支持下,中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)“三(san)供一(yi)業(ye)(ye)(ye)”分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)費(fei)用(yong),中(zhong)央(yang)國(guo)有(you)(you)資本(ben)經(jing)營預算補助50%,中(zhong)央(yang)企(qi)(qi)業(ye)(ye)(ye)集團公司和(he)(he)(he)移(yi)交(jiao)企(qi)(qi)業(ye)(ye)(ye)承(cheng)擔(dan)50%,地(di)(di)(di)(di)方(fang)(fang)財(cai)政(zheng)(zheng)對地(di)(di)(di)(di)方(fang)(fang)國(guo)有(you)(you)企(qi)(qi)業(ye)(ye)(ye)分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)也予以了(le)(le)(le)一(yi)定(ding)支持。四是移(yi)交(jiao)企(qi)(qi)業(ye)(ye)(ye)和(he)(he)(he)接收(shou)(shou)單位密(mi)切配合、協(xie)同推(tui)進是重(zhong)要(yao)(yao)(yao)基(ji)礎。各試(shi)點(dian)地(di)(di)(di)(di)區(qu)(qu)移(yi)交(jiao)與接收(shou)(shou)雙方(fang)(fang)主動(dong)對接,摸(mo)清底數,協(xie)商做好(hao)分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)。中(zhong)國(guo)石油(you)成(cheng)立集團領(ling)導(dao)為(wei)組(zu)(zu)(zu)(zu)長的(de)(de)分(fen)(fen)(fen)(fen)離(li)移(yi)交(jiao)領(ling)導(dao)小(xiao)組(zu)(zu)(zu)(zu),同時設立片(pian)區(qu)(qu)推(tui)進工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)小(xiao)組(zu)(zu)(zu)(zu)以及跨企(qi)(qi)業(ye)(ye)(ye)的(de)(de)協(xie)調工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)組(zu)(zu)(zu)(zu),加大(da)政(zheng)(zheng)策宣傳和(he)(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)(zuo)推(tui)動(dong)力度。國(guo)家(jia)(jia)電網、南(nan)(nan)方(fang)(fang)電網和(he)(he)(he)地(di)(di)(di)(di)方(fang)(fang)有(you)(you)關(guan)(guan)(guan)接收(shou)(shou)單位顧全(quan)大(da)局,積極承(cheng)擔(dan)接收(shou)(shou)任(ren)務(wu),指派專(zhuan)(zhuan)人(ren)負責(ze),建(jian)(jian)(jian)立定(ding)期報告制(zhi)度,及時協(xie)調解(jie)決有(you)(you)關(guan)(guan)(guan)問(wen)題。
三、精心組織,今年起在全國(guo)全面推進國(guo)有(you)企業“三供一業”分離移交工作
貫(guan)徹落實黨中央(yang)、國(guo)務(wu)院深化國(guo)有(you)企(qi)(qi)(qi)業(ye)改(gai)(gai)革重大(da)(da)(da)決(jue)策部署,涉及方(fang)方(fang)面(mian)面(mian),內容多、范(fan)圍(wei)廣、挑戰大(da)(da)(da)、任(ren)務(wu)艱巨。國(guo)有(you)企(qi)(qi)(qi)業(ye)辦(ban)社會(hui)(hui)職能和(he)歷史(shi)遺(yi)留(liu)(liu)問題(ti),是(shi)當(dang)前(qian)制約國(guo)有(you)企(qi)(qi)(qi)業(ye)持續健康(kang)發(fa)展的(de)突出問題(ti),是(shi)供(gong)給側結構性(xing)改(gai)(gai)革的(de)重大(da)(da)(da)舉措,也是(shi)當(dang)前(qian)國(guo)有(you)企(qi)(qi)(qi)業(ye)瘦(shou)身健體、提質增效的(de)重要工(gong)作(zuo)(zuo)措施(shi),我們(men)必須不等不靠,主(zhu)動作(zuo)(zuo)為,勇于(yu)擔當(dang),抓緊推進。為全面(mian)貫(guan)徹落實國(guo)發(fa)19號(hao)文(wen)件精神(shen),中央(yang)有(you)關(guan)部門(men)正(zheng)抓緊制定相關(guan)配(pei)套文(wen)件,今年6月11日國(guo)務(wu)院國(guo)資(zi)委(wei)、財政部《關(guan)于(yu)國(guo)有(you)企(qi)(qi)(qi)業(ye)職工(gong)家屬區“三供(gong)一(yi)業(ye)”分離移(yi)交工(gong)作(zuo)(zuo)指(zhi)導意(yi)見》(以(yi)下簡(jian)稱國(guo)辦(ban)發(fa)45號(hao))國(guo)辦(ban)已轉發(fa),關(guan)于(yu)加(jia)快推進廠辦(ban)大(da)(da)(da)集體改(gai)(gai)革工(gong)作(zuo)(zuo)的(de)指(zhi)導意(yi)見近日將印發(fa),關(guan)于(yu)企(qi)(qi)(qi)業(ye)辦(ban)醫療教(jiao)育機構深化改(gai)(gai)革、消防(fang)機構分類(lei)處理(li)和(he)市政社區分離移(yi)交的(de)配(pei)套文(wen)件將在(zai)今年內陸續出臺(tai)。關(guan)于(yu)國(guo)有(you)企(qi)(qi)(qi)業(ye)退休(xiu)人員社會(hui)(hui)化管理(li),已明確今年在(zai)上(shang)海、重慶、大(da)(da)(da)連(lian)、雞西和(he)長沙等5個城市率先試點(dian)。希望各(ge)(ge)地(di)區、各(ge)(ge)企(qi)(qi)(qi)業(ye)早謀劃(hua)、早安排,統(tong)籌(chou)做(zuo)好剝(bo)離企(qi)(qi)(qi)業(ye)辦(ban)社會(hui)(hui)職能和(he)解決(jue)歷史(shi)遺(yi)留(liu)(liu)問題(ti)工(gong)作(zuo)(zuo),確保到2020年基本完成。下面(mian)就全面(mian)推進國(guo)有(you)企(qi)(qi)(qi)業(ye)“三供(gong)一(yi)業(ye)”分離移(yi)交工(gong)作(zuo)(zuo),我再提幾點(dian)要求。
(一)明(ming)(ming)確目標任(ren)務。2016年開始,在全(quan)國(guo)全(quan)面推進(jin)國(guo)有企(qi)業(ye)(ye)“三供(gong)(gong)一業(ye)(ye)”分(fen)(fen)離(li)(li)移交(jiao)(jiao)(jiao)工(gong)作(zuo),對相關(guan)設(she)備(bei)設(she)施進(jin)行必要(yao)(yao)的(de)維(wei)修改造(zao),達到城市(shi)(shi)基礎設(she)施的(de)平(ping)均(jun)水平(ping),分(fen)(fen)戶設(she)表、按戶收費(fei),交(jiao)(jiao)(jiao)由專業(ye)(ye)化的(de)企(qi)業(ye)(ye)或其(qi)(qi)他機構實行市(shi)(shi)場化管理,到2018年底(di)基本完成。2019年起(qi)(qi)國(guo)有企(qi)業(ye)(ye)不(bu)得再(zai)以任(ren)何(he)方式(shi)為“三供(gong)(gong)一業(ye)(ye)”承擔相關(guan)費(fei)用,不(bu)得在工(gong)資福利(li)外對“三供(gong)(gong)一業(ye)(ye)”進(jin)行補貼。先(xian)期試點(dian)的(de)10個省市(shi)(shi)要(yao)(yao)進(jin)一步鞏固試點(dian)成果(guo),率先(xian)完成本地區分(fen)(fen)離(li)(li)移交(jiao)(jiao)(jiao)工(gong)作(zuo),已完成移交(jiao)(jiao)(jiao)的(de)國(guo)有企(qi)業(ye)(ye)從(cong)移交(jiao)(jiao)(jiao)日起(qi)(qi)不(bu)再(zai)為“三供(gong)(gong)一業(ye)(ye)”承擔相關(guan)費(fei)用。其(qi)(qi)他省市(shi)(shi)要(yao)(yao)抓緊明(ming)(ming)確職(zhi)責(ze)分(fen)(fen)工(gong),制定工(gong)作(zuo)方案(an),盡快啟動(dong)分(fen)(fen)離(li)(li)移交(jiao)(jiao)(jiao)工(gong)作(zuo),按期完成目標任(ren)務。
(二(er))加強組(zu)(zu)織(zhi)領導(dao)。按照(zhao)國(guo)發(fa)(fa)19號文和國(guo)辦發(fa)(fa)45號文件要求,地(di)方各級人(ren)民政(zheng)府(fu)要高度重視,加強組(zu)(zu)織(zhi)領導(dao),在國(guo)有(you)企業(ye)改革領導(dao)小組(zu)(zu)下設(she)立專項小組(zu)(zu),結合(he)本地(di)實際(ji),分(fen)解目(mu)標任(ren)務,制(zhi)(zhi)定(ding)具體落(luo)(luo)實措施。省(sheng)級人(ren)民政(zheng)府(fu)要明(ming)確責任(ren)分(fen)工(gong),制(zhi)(zhi)訂具體工(gong)作方案,協調推(tui)動本地(di)區中央企業(ye)、地(di)方國(guo)有(you)企業(ye)“三供(gong)一業(ye)”分(fen)離移交工(gong)作。地(di)市級人(ren)民政(zheng)府(fu)要制(zhi)(zhi)定(ding)完善“三供(gong)一業(ye)”分(fen)離移交的具體辦法和統一政(zheng)策標準,協調落(luo)(luo)實接(jie)收(shou)單位、研究解決有(you)關具體問題,對分(fen)離移交進(jin)行全過程控制(zhi)(zhi)管理。
(三(san)(san))落實(shi)工(gong)(gong)(gong)作責任(ren)。企(qi)業(ye)(ye)(ye)是分離(li)(li)移交(jiao)工(gong)(gong)(gong)作的(de)(de)(de)(de)(de)(de)責任(ren)主(zhu)體,要(yao)(yao)提高認識(shi)(shi),抓住機遇(yu),積(ji)極(ji)穩(wen)妥推(tui)進“三(san)(san)供一(yi)(yi)業(ye)(ye)(ye)”分離(li)(li)移交(jiao)工(gong)(gong)(gong)作。移交(jiao)企(qi)業(ye)(ye)(ye)和(he)接(jie)收單位要(yao)(yao)結(jie)合(he)實(shi)際情況(kuang),共同協(xie)(xie)(xie)商,簽訂分離(li)(li)移交(jiao)協(xie)(xie)(xie)議,明確雙方責任(ren),做(zuo)好相關工(gong)(gong)(gong)作銜接(jie),實(shi)現平穩(wen)過渡。要(yao)(yao)深入(ru)細致(zhi)開展(zhan)政策宣傳解(jie)釋工(gong)(gong)(gong)作,及時(shi)掌握職工(gong)(gong)(gong)的(de)(de)(de)(de)(de)(de)思想動(dong)(dong)態,研究解(jie)決職工(gong)(gong)(gong)關心的(de)(de)(de)(de)(de)(de)實(shi)際問(wen)題(ti),妥善安(an)置(zhi)轉崗(gang)職工(gong)(gong)(gong),維護企(qi)業(ye)(ye)(ye)和(he)社會(hui)穩(wen)定(ding)。“三(san)(san)供一(yi)(yi)業(ye)(ye)(ye)”涉及的(de)(de)(de)(de)(de)(de)有關從業(ye)(ye)(ye)人員原則上(shang)按照市級(ji)以(yi)上(shang)地(di)方人民政府(fu)制(zhi)定(ding)的(de)(de)(de)(de)(de)(de)政策標(biao)準移交(jiao),未移交(jiao)的(de)(de)(de)(de)(de)(de)人員由移交(jiao)企(qi)業(ye)(ye)(ye)妥善安(an)置(zhi)。國(guo)有企(qi)業(ye)(ye)(ye)集團公司要(yao)(yao)協(xie)(xie)(xie)調推(tui)進所(suo)屬(shu)企(qi)業(ye)(ye)(ye)“三(san)(san)供一(yi)(yi)業(ye)(ye)(ye)”分離(li)(li)移交(jiao)工(gong)(gong)(gong)作。中央(yang)企(qi)業(ye)(ye)(ye)集團公司應承擔的(de)(de)(de)(de)(de)(de)分離(li)(li)移交(jiao)資(zi)金要(yao)(yao)及時(shi)足額(e)到位,不得以(yi)任(ren)何方式轉嫁給所(suo)屬(shu)移交(jiao)企(qi)業(ye)(ye)(ye)。從事“三(san)(san)供一(yi)(yi)業(ye)(ye)(ye)”專業(ye)(ye)(ye)化運營(ying)的(de)(de)(de)(de)(de)(de)國(guo)有企(qi)業(ye)(ye)(ye)也要(yao)(yao)樹立大局(ju)意識(shi)(shi),主(zhu)動(dong)(dong)承擔社會(hui)責任(ren),積(ji)極(ji)參與分離(li)(li)移交(jiao)工(gong)(gong)(gong)作。國(guo)家電(dian)網、南(nan)方電(dian)網等中央(yang)企(qi)業(ye)(ye)(ye)為(wei)此(ci)一(yi)(yi)定(ding)要(yao)(yao)顧大體、識(shi)(shi)大局(ju),嚴(yan)格按照工(gong)(gong)(gong)作要(yao)(yao)求,主(zhu)動(dong)(dong)擔當(dang),積(ji)極(ji)作為(wei),做(zuo)好落實(shi)和(he)配(pei)合(he)工(gong)(gong)(gong)作。因分離(li)(li)移交(jiao)工(gong)(gong)(gong)作對有關企(qi)業(ye)(ye)(ye)經營(ying)業(ye)(ye)(ye)績考核(he)指標(biao)產生較大影響的(de)(de)(de)(de)(de)(de),考核(he)時(shi)可以(yi)合(he)理考慮。
(四)及(ji)時(shi)溝通協調。企(qi)業要主動向當地政(zheng)府有關部門溝通匯報分(fen)離移(yi)交工(gong)(gong)作(zuo)情況,地方有關部門要及(ji)時(shi)辦(ban)理“三供一業”分(fen)離移(yi)交涉及(ji)的相(xiang)關手(shou)續(xu),建(jian)立(li)綠色通道,簡(jian)化程序,提高效率,創造便利工(gong)(gong)作(zuo)環境(jing)。各級國資(zi)委要及(ji)時(shi)掌握工(gong)(gong)作(zuo)進展情況,協調推動分(fen)離移(yi)交工(gong)(gong)作(zuo)。專項小組將加強督促(cu)指導,建(jian)立(li)定期報告制度,匯總(zong)掌握各地和(he)中(zhong)央(yang)企(qi)業工(gong)(gong)作(zuo)進展情況,并適(shi)時(shi)組成聯(lian)合督查組,計劃于(yu)9月(yue)底左右(you)對地方和(he)中(zhong)央(yang)企(qi)業組織落(luo)實(shi)情況進行專項督查。
同(tong)志們,國資國企(qi)改革發展任(ren)務(wu)艱巨、使(shi)命光(guang)榮。加快剝離企(qi)業辦(ban)社會職能和解(jie)決歷史(shi)遺留問題,全(quan)面推進(jin)“三供一業”分離移交(jiao)工(gong)作(zuo)(zuo),是(shi)利企(qi)利民(min)的好事,也是(shi)深化(hua)改革、促進(jin)經(jing)(jing)濟轉型升級的實事,意義深遠。我們要認真(zhen)貫徹落實黨(dang)中央、國務(wu)院的決策(ce)部(bu)署,進(jin)一步統(tong)一思(si)想,凝心聚力,主動作(zuo)(zuo)為(wei),勇于擔當,真(zhen)抓實干,按期完成目標任(ren)務(wu),為(wei)做強做優做大國有企(qi)業、實現國民(min)經(jing)(jing)濟持續(xu)健康(kang)發展作(zuo)(zuo)出新的更大貢獻。
