黨的(de)(de)十(shi)九(jiu)大(da)報(bao)告指出(chu),要(yao)完善(shan)(shan)各類國有(you)(you)資(zi)(zi)(zi)(zi)產管(guan)理(li)體(ti)(ti)制,改(gai)革(ge)國有(you)(you)資(zi)(zi)(zi)(zi)本授權(quan)經營體(ti)(ti)制,加快國有(you)(you)經濟布局優化(hua)、結構(gou)調整(zheng)、戰(zhan)略(lve)(lve)性重組(zu),促(cu)進(jin)國有(you)(you)資(zi)(zi)(zi)(zi)產保(bao)值(zhi)增值(zhi),推動國有(you)(you)資(zi)(zi)(zi)(zi)本做強做優做大(da),有(you)(you)效防止國有(you)(you)資(zi)(zi)(zi)(zi)產流失(shi)。國有(you)(you)資(zi)(zi)(zi)(zi)本投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)司(si)(si)是完善(shan)(shan)國有(you)(you)資(zi)(zi)(zi)(zi)產管(guan)理(li)體(ti)(ti)制、改(gai)革(ge)國有(you)(you)資(zi)(zi)(zi)(zi)本授權(quan)經營體(ti)(ti)制的(de)(de)重要(yao)載體(ti)(ti),是國有(you)(you)經濟布局優化(hua)、結構(gou)調整(zheng)、戰(zhan)略(lve)(lve)性重組(zu)的(de)(de)重要(yao)平臺。國有(you)(you)資(zi)(zi)(zi)(zi)本投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)司(si)(si)在授權(quan)范圍內(nei)市場化(hua)、規(gui)范化(hua)運作國有(you)(you)資(zi)(zi)(zi)(zi)本,有(you)(you)利于(yu)促(cu)進(jin)國有(you)(you)資(zi)(zi)(zi)(zi)產保(bao)值(zhi)增值(zhi)、推動國有(you)(you)資(zi)(zi)(zi)(zi)本做強做優做大(da)。當前,國有(you)(you)資(zi)(zi)(zi)(zi)本投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)司(si)(si)試點(dian)改(gai)革(ge)進(jin)入全(quan)面深(shen)化(hua)、鞏固提(ti)高的(de)(de)階段(duan),需(xu)要(yao)政(zheng)府部門、國資(zi)(zi)(zi)(zi)監管(guan)機構(gou)、試點(dian)公(gong)(gong)司(si)(si)加強統(tong)籌聯動、實現創(chuang)新突破(po),努力取得更大(da)成(cheng)效。
進(jin)一步理(li)順政(zheng)府、國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管機(ji)構(gou)和(he)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)(gong)司的關系。政(zheng)府結合“放管服”改(gai)革,進(jin)一步減少行(xing)(xing)政(zheng)審批事(shi)(shi)項(xiang),制(zhi)定企(qi)業(ye)審批事(shi)(shi)項(xiang)正面清(qing)單(dan)(dan),大(da)幅度削減通過國(guo)(guo)(guo)有(you)(you)企(qi)業(ye)行(xing)(xing)政(zheng)性配置資(zi)(zi)(zi)(zi)源(yuan)事(shi)(shi)項(xiang);制(zhi)定完善經(jing)濟(ji)社(she)會(hui)發展(zhan)規劃、產業(ye)政(zheng)策(ce)和(he)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)收益管理(li)規劃,營造(zao)公(gong)(gong)(gong)平(ping)競爭的市場環(huan)境。國(guo)(guo)(guo)資(zi)(zi)(zi)(zi)監管機(ji)構(gou)圍繞增強(qiang)企(qi)業(ye)活力(li)(li)和(he)提高效率,建立監管權(quan)力(li)(li)清(qing)單(dan)(dan)和(he)責任(ren)清(qing)單(dan)(dan);建立健全國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)有(you)(you)進(jin)有(you)(you)退機(ji)制(zhi),制(zhi)定國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)負(fu)面清(qing)單(dan)(dan),推動國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)更多投(tou)向關系國(guo)(guo)(guo)家安全、國(guo)(guo)(guo)民(min)經(jing)濟(ji)命脈、國(guo)(guo)(guo)計民(min)生(sheng)的重要行(xing)(xing)業(ye)和(he)關鍵領域;按照“一企(qi)一策(ce)”原則,加大(da)對國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)(gong)司重大(da)決策(ce)、人事(shi)(shi)任(ren)免、考(kao)核(he)激勵的授權(quan)力(li)(li)度。做實做強(qiang)國(guo)(guo)(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)(ben)投(tou)資(zi)(zi)(zi)(zi)公(gong)(gong)(gong)司董(dong)事(shi)(shi)會(hui),規范(fan)公(gong)(gong)(gong)司治理(li),保障董(dong)事(shi)(shi)會(hui)依法獨立行(xing)(xing)使(shi)權(quan)力(li)(li)、履行(xing)(xing)職責。
