配(pei)(pei)(pei)齊配(pei)(pei)(pei)強國(guo)(guo)有(you)企(qi)(qi)業黨(dang)(dang)務干(gan)部(bu)隊伍,是破解國(guo)(guo)企(qi)(qi)黨(dang)(dang)建(jian)(jian)“四個化”問題、做好國(guo)(guo)企(qi)(qi)黨(dang)(dang)建(jian)(jian)工作的重要基礎。“國(guo)(guo)有(you)企(qi)(qi)業黨(dang)(dang)建(jian)(jian)工作做得好不(bu)(bu)好,黨(dang)(dang)建(jian)(jian)責任能否落實落地(di),很大(da)程度上取(qu)決于(yu)黨(dang)(dang)務干(gan)部(bu)配(pei)(pei)(pei)得強不(bu)(bu)強、素質怎么(me)樣(yang)。配(pei)(pei)(pei)齊配(pei)(pei)(pei)強黨(dang)(dang)務干(gan)部(bu),有(you)利于(yu)落實黨(dang)(dang)建(jian)(jian)工作責任,有(you)利于(yu)落實黨(dang)(dang)建(jian)(jian)工作任務,有(you)利于(yu)培養(yang)復(fu)合型領導(dao)干(gan)部(bu)。”國(guo)(guo)務院國(guo)(guo)資委黨(dang)(dang)建(jian)(jian)工作局局長姚煥表示。
編制增加、人員配齊
破解“有沒有”問題
曾幾何時,在相當長一(yi)段時間(jian)里,由于不重(zhong)視(shi)企業(ye)(ye)黨(dang)(dang)(dang)建(jian)工作(zuo)(zuo),一(yi)些國有(you)企業(ye)(ye)黨(dang)(dang)(dang)的(de)建(jian)設(she)滯后于企業(ye)(ye)改革(ge)發展,將(jiang)黨(dang)(dang)(dang)務(wu)(wu)(wu)機(ji)構和(he)人員(yuan)當作(zuo)(zuo)改革(ge)對象(xiang),“一(yi)改革(ge)就撤并黨(dang)(dang)(dang)務(wu)(wu)(wu)工作(zuo)(zuo)機(ji)構、一(yi)精簡就分(fen)流(liu)黨(dang)(dang)(dang)務(wu)(wu)(wu)工作(zuo)(zuo)人員(yuan)”,導致黨(dang)(dang)(dang)務(wu)(wu)(wu)干部(bu)配(pei)備普遍不足,有(you)的(de)企業(ye)(ye)總(zong)部(bu)黨(dang)(dang)(dang)務(wu)(wu)(wu)部(bu)門(men)(men)只有(you)兩三(san)人,卻承擔(dan)著組織建(jian)設(she)、宣傳工作(zuo)(zuo)、機(ji)關(guan)黨(dang)(dang)(dang)委(wei)、機(ji)關(guan)紀(ji)委(wei)、機(ji)關(guan)工會、系統團委(wei)等多項(xiang)職能;有(you)的(de)企業(ye)(ye)專職副書(shu)記配(pei)備不足,省屬企業(ye)(ye)配(pei)備不到(dao)1/3;有(you)的(de)企業(ye)(ye)黨(dang)(dang)(dang)務(wu)(wu)(wu)部(bu)門(men)(men)被劃為三(san)類甚至(zhi)四類部(bu)門(men)(men),黨(dang)(dang)(dang)務(wu)(wu)(wu)干部(bu)待遇普遍低(di)于同(tong)級管理部(bu)門(men)(men),黨(dang)(dang)(dang)務(wu)(wu)(wu)工作(zuo)(zuo)崗位被視(shi)作(zuo)(zuo)“養(yang)老型”“安置型”崗位。
“為(wei)解決這個問題,我們一方面加快(kuai)配(pei)(pei)備(bei)企(qi)(qi)業(ye)專職(zhi)副(fu)書記(ji),另一方面要求(qiu)各(ge)央(yang)(yang)企(qi)(qi)總部(bu)按照不(bu)少于(yu)同(tong)級(ji)部(bu)門(men)平(ping)均(jun)(jun)編(bian)制的(de)原則(ze)配(pei)(pei)齊配(pei)(pei)強(qiang)黨(dang)務工作人員。”姚煥說。目(mu)前(qian),中央(yang)(yang)企(qi)(qi)業(ye)專職(zhi)副(fu)書記(ji)實現“應配(pei)(pei)盡配(pei)(pei)”,中央(yang)(yang)企(qi)(qi)業(ye)所屬二、三級(ji)單(dan)位中已有(you)2636家配(pei)(pei)備(bei)了專職(zhi)副(fu)書記(ji),中央(yang)(yang)企(qi)(qi)業(ye)集團總部(bu)黨(dang)務部(bu)門(men)編(bian)制全部(bu)達到了不(bu)少于(yu)同(tong)級(ji)部(bu)門(men)平(ping)均(jun)(jun)編(bian)制的(de)要求(qiu)。
中(zhong)(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)(zhong)鐵公(gong)(gong)司在(zai)配(pei)齊黨(dang)務干部方面走在(zai)了(le)(le)(le)前列。“人(ren)配(pei)齊了(le)(le)(le),黨(dang)建工作才能(neng)扛(kang)在(zai)肩上、抓在(zai)手(shou)上。雖然(ran)公(gong)(gong)司經歷(li)了(le)(le)(le)很多(duo)變革,但這一(yi)點我們一(yi)直堅(jian)持。”中(zhong)(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)(zhong)鐵黨(dang)委副書記姚桂清說(shuo)。長期以來(lai),中(zhong)(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)(zhong)鐵黨(dang)委堅(jian)持各級(ji)(ji)黨(dang)的組織機(ji)構健全(quan),配(pei)齊黨(dang)群(qun)(qun)干部。黨(dang)的十八屆三(san)中(zhong)(zhong)(zhong)(zhong)全(quan)會(hui)后,中(zhong)(zhong)(zhong)(zhong)國中(zhong)(zhong)(zhong)(zhong)鐵又研究出臺了(le)(le)(le)6個加(jia)強和(he)改進黨(dang)群(qun)(qun)工作的重要指導(dao)意見,并重新明確了(le)(le)(le)黨(dang)群(qun)(qun)組織的機(ji)構設置、人(ren)員編制,規定二、三(san)級(ji)(ji)企業(ye)機(ji)關黨(dang)群(qun)(qun)干部定員占機(ji)關總(zong)(zong)編15%以上,在(zai)12家骨干企業(ye)增加(jia)了(le)(le)(le)專職黨(dang)委副書記職數,全(quan)公(gong)(gong)司黨(dang)群(qun)(qun)干部總(zong)(zong)數由原來(lai)的7858人(ren)增加(jia)到(dao)9826人(ren)。
“我們通(tong)過配(pei)強黨(dang)(dang)務干(gan)部(bu)(bu),尤其是(shi)專(zhuan)職黨(dang)(dang)委副書記,努力打造一支政治過硬、作風優(you)良(liang)、業務精通(tong)的(de)適應新(xin)常態的(de)黨(dang)(dang)務干(gan)部(bu)(bu)隊伍。”中(zhong)核集團(tuan)(tuan)副總經理和(he)自興介紹,中(zhong)核集團(tuan)(tuan)把(ba)總部(bu)(bu)黨(dang)(dang)建部(bu)(bu)門(men)(men)(黨(dang)(dang)群工作部(bu)(bu))編(bian)制(zhi)由8個擴編(bian)到14個,專(zhuan)門(men)(men)增加了黨(dang)(dang)建工作處,“抓(zhua)黨(dang)(dang)建工作,光(guang)靠書記一人(ren)遠(yuan)遠(yuan)不夠(gou),目前(qian)我們已為6家黨(dang)(dang)員人(ren)數(shu)1000人(ren)以上的(de)成(cheng)員單位配(pei)備了專(zhuan)職黨(dang)(dang)委副書記。”
在中(zhong)央第十二巡視組巡視后,中(zhong)國移動黨(dang)群(qun)工(gong)(gong)作(zuo)(zuo)部(bu)人員(yuan)編(bian)(bian)制(zhi)由(you)原來的(de)(de)11人增加(jia)(jia)至(zhi)23人。此(ci)外,還根(gen)據各(ge)所屬(shu)單(dan)位的(de)(de)員(yuan)工(gong)(gong)總(zong)數和業(ye)務規(gui)模,對(dui)各(ge)省(sheng)級(ji)公(gong)(gong)(gong)司(si)、地市公(gong)(gong)(gong)司(si)、各(ge)專業(ye)公(gong)(gong)(gong)司(si)、直屬(shu)單(dan)位黨(dang)群(qun)工(gong)(gong)作(zuo)(zuo)部(bu)門(men)的(de)(de)設(she)置(zhi)和人員(yuan)編(bian)(bian)制(zhi)作(zuo)(zuo)出了(le)規(gui)定。2016年(nian)全國國企黨(dang)建會以來,中(zhong)國移動各(ge)省(sheng)級(ji)公(gong)(gong)(gong)司(si)黨(dang)群(qun)部(bu)門(men)的(de)(de)人員(yuan)編(bian)(bian)制(zhi)總(zong)數就增加(jia)(jia)了(le)74.5%。截至(zhi)2016年(nian)底,全集團專職黨(dang)務人員(yuan)總(zong)數達(da)到2087人,各(ge)級(ji)單(dan)位黨(dang)建工(gong)(gong)作(zuo)(zuo)崗位編(bian)(bian)制(zhi)比2015年(nian)底增加(jia)(jia)了(le)70%。
加強培訓、“同級同酬”
破解“好不好”問題
破解國企(qi)(qi)黨(dang)建“四個化”問(wen)題(ti)、做好國企(qi)(qi)黨(dang)建工作,解決(jue)“有(you)沒有(you)”的問(wen)題(ti)還(huan)遠遠不(bu)夠(gou),更需下大力(li)氣解決(jue)“好不(bu)好”的問(wen)題(ti),打(da)造一支職業型(xing)、專家型(xing)黨(dang)務干部隊伍。
“要加(jia)強黨務干(gan)部(bu)培訓,通過集(ji)中輪訓、實(shi)踐(jian)鍛煉(lian)、崗位練(lian)兵(bing)等(deng)方式,提高黨務干(gan)部(bu)政治(zhi)素質和業(ye)務能(neng)力。”姚煥(huan)說,“同(tong)時(shi)要落實(shi)好‘同(tong)職級、同(tong)待遇’政策(ce),加(jia)大優秀黨務干(gan)部(bu)培養使(shi)用力度,積極為他(ta)們的成長進步創造條件(jian)。”
在中(zhong)國中(zhong)鐵,黨群(qun)干部的(de)待遇(yu)一直(zhi)是“同級(ji)同酬”,黨群(qun)工作經費列入年(nian)(nian)(nian)度財務(wu)預算。除此之外,中(zhong)國中(zhong)鐵每(mei)年(nian)(nian)(nian)集(ji)中(zhong)輪訓(xun)集(ji)團(tuan)黨群(qun)干部,還制定了加強項(xiang)目(mu)黨組織(zhi)書(shu)(shu)記培(pei)訓(xun)的(de)指導意見(jian),股份公司堅持每(mei)年(nian)(nian)(nian)舉辦(ban)兩期黨支部書(shu)(shu)記培(pei)訓(xun)班,各二(er)、三(san)級(ji)企業(ye)每(mei)年(nian)(nian)(nian)至少舉辦(ban)三(san)期培(pei)訓(xun)班,每(mei)年(nian)(nian)(nian)培(pei)訓(xun)4000多人次,確保每(mei)兩年(nian)(nian)(nian)對黨支部書(shu)(shu)記輪訓(xun)一遍。
在中核(he)集團,成員(yuan)單位(wei)黨委工(gong)作(zuo)部(bu)門(men)負責(ze)人(ren)和黨務人(ren)員(yuan)培(pei)訓班每年(nian)都辦,通過脫產培(pei)訓等方式,專(zhuan)職(zhi)黨務人(ren)員(yuan)在3—5年(nian)內輪訓一(yi)遍。此(ci)外,集團將黨務工(gong)作(zuo)人(ren)員(yuan)納(na)入企業管(guan)理(li)人(ren)員(yuan)考核(he)體系,確(que)保與同一(yi)層(ceng)級經營(ying)管(guan)理(li)人(ren)員(yuan)同待(dai)遇、同考核(he)、同獎懲,讓黨務工(gong)作(zuo)人(ren)員(yuan)有(you)地(di)位(wei)、有(you)作(zuo)為、有(you)奔(ben)頭。
中(zhong)國移(yi)動(dong)(dong)(dong)各省公司(si)(si)均按集團(tuan)公司(si)(si)要求成立了(le)黨委辦(ban)公室(黨群(qun)工(gong)(gong)作(zuo)(zuo)(zuo)部(bu)(bu)(bu)),提高了(le)黨務(wu)(wu)(wu)(wu)部(bu)(bu)(bu)門(men)的(de)(de)級別,職級待(dai)遇與同類綜合部(bu)(bu)(bu)門(men)保持一(yi)致。15家(jia)公司(si)(si)在黨群(qun)部(bu)(bu)(bu)內設了(le)三級室,多數(shu)單位黨務(wu)(wu)(wu)(wu)人(ren)(ren)(ren)員崗(gang)(gang)位普遍提高了(le)1—2級。在關注黨務(wu)(wu)(wu)(wu)干(gan)部(bu)(bu)(bu)成長(chang)進步方(fang)面(mian),中(zhong)國移(yi)動(dong)(dong)(dong)正(zheng)在制(zhi)定印發《中(zhong)國移(yi)動(dong)(dong)(dong)黨務(wu)(wu)(wu)(wu)工(gong)(gong)作(zuo)(zuo)(zuo)人(ren)(ren)(ren)員和(he)經(jing)營(ying)管理(li)(li)人(ren)(ren)(ren)員雙向(xiang)交流指(zhi)導意(yi)見》,建立雙向(xiang)交流、輪(lun)崗(gang)(gang)鍛(duan)煉(lian)的(de)(de)常態化機制(zhi),明確對有黨務(wu)(wu)(wu)(wu)工(gong)(gong)作(zuo)(zuo)(zuo)經(jing)驗的(de)(de)復(fu)合型(xing)人(ren)(ren)(ren)才(cai)的(de)(de)培(pei)養(yang)(yang)使用。通(tong)(tong)過壓擔子、輪(lun)崗(gang)(gang)鍛(duan)煉(lian)和(he)教育培(pei)訓,中(zhong)國移(yi)動(dong)(dong)(dong)把黨務(wu)(wu)(wu)(wu)干(gan)部(bu)(bu)(bu)培(pei)養(yang)(yang)成為(wei)既精通(tong)(tong)黨務(wu)(wu)(wu)(wu)工(gong)(gong)作(zuo)(zuo)(zuo),又(you)熟悉企業(ye)(ye)生(sheng)產經(jing)營(ying)和(he)管理(li)(li)工(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)企業(ye)(ye)復(fu)合型(xing)人(ren)(ren)(ren)才(cai)。“現(xian)在如(ru)此重(zhong)視(shi)黨建工(gong)(gong)作(zuo)(zuo)(zuo)、黨務(wu)(wu)(wu)(wu)干(gan)部(bu)(bu)(bu),一(yi)方(fang)面(mian),讓(rang)我(wo)們(men)(men)深受激勵和(he)鼓舞,鉚足了(le)勁(jing)向(xiang)前沖(chong);另一(yi)方(fang)面(mian),又(you)讓(rang)我(wo)們(men)(men)深感(gan)如(ru)履薄冰(bing),我(wo)們(men)(men)一(yi)定要把壓力(li)轉變為(wei)干(gan)事創業(ye)(ye)的(de)(de)動(dong)(dong)(dong)力(li)。”中(zhong)國移(yi)動(dong)(dong)(dong)黨群(qun)工(gong)(gong)作(zuo)(zuo)(zuo)部(bu)(bu)(bu)副部(bu)(bu)(bu)長(chang)盧小山說。
黨建與企業經營兩結合
破解“兩張皮”問題
為(wei)什么(me)“加(jia)強(qiang)企業(ye)黨建(jian)工(gong)作(zuo)(zuo)”這一要求,在一些國企沒落到實處(chu)?究其(qi)根本,還(huan)是思(si)想存在障礙。長期以來,一些企業(ye)認為(wei)黨建(jian)工(gong)作(zuo)(zuo)不是產(chan)生效(xiao)益的(de)工(gong)作(zuo)(zuo),加(jia)強(qiang)黨建(jian)工(gong)作(zuo)(zuo)甚至會給企業(ye)增加(jia)成本。“我們要算大賬,通過黨建(jian)工(gong)作(zuo)(zuo)的(de)持續提(ti)升,企業(ye)風清氣正了,干事創(chuang)業(ye)的(de)勁頭足了,企業(ye)黨組織的(de)政(zheng)治優(you)勢就會轉化為(wei)發展優(you)勢。”姚(yao)煥說。
但(dan)是(shi),如何把政治優(you)勢轉化為發展優(you)勢?如何解決黨建工(gong)作責任意(yi)識層層衰減、黨建工(gong)作和企(qi)(qi)業經營發展“兩張皮(pi)”等問題?這是(shi)擺在(zai)企(qi)(qi)業黨務干部甚至是(shi)企(qi)(qi)業黨委面前(qian)的重大課題。
“抓(zhua)黨(dang)建(jian)工(gong)作(zuo),如果與企業改革發展相脫節,自我循環、自彈自唱,黨(dang)組織就不會有創造力(li)、凝聚力(li)、戰斗力(li)。”姚桂清(qing)說(shuo),“對企業黨(dang)務干部(bu)來說(shuo),既要(yao)熱愛黨(dang)務、精通黨(dang)務,又要(yao)把黨(dang)務工(gong)作(zuo)與企業經營結合起(qi)來,絕不能做‘空頭’黨(dang)務干部(bu)。”
將(jiang)黨(dang)(dang)(dang)務與(yu)經營有(you)機(ji)結(jie)合起來是(shi)難(nan)點。對此(ci),中國(guo)中鐵有(you)一(yi)套“法(fa)寶(bao)”,將(jiang)黨(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)延伸至(zhi)基層,把(ba)黨(dang)(dang)(dang)務干部往基層配、往項(xiang)目(mu)(mu)上配。“面對公(gong)司(si)由(you)過去‘深山老林’到(dao)現在(zai)比較多(duo)‘進城’、部分企業由(you)‘乙方’變(bian)成‘甲(jia)方’、生產一(yi)線作(zuo)(zuo)(zuo)業由(you)員(yuan)(yuan)工(gong)(gong)(gong)(gong)(gong)變(bian)成多(duo)為農民(min)(min)工(gong)(gong)(gong)(gong)(gong)兄弟(di)等(deng)重(zhong)大(da)變(bian)化,公(gong)司(si)黨(dang)(dang)(dang)委(wei)努力構建(jian)(jian)項(xiang)目(mu)(mu)黨(dang)(dang)(dang)建(jian)(jian)、區(qu)域(yu)黨(dang)(dang)(dang)建(jian)(jian)、農民(min)(min)工(gong)(gong)(gong)(gong)(gong)黨(dang)(dang)(dang)建(jian)(jian)等(deng)‘八位一(yi)體’的基層黨(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)新(xin)格局,做(zuo)到(dao)施工(gong)(gong)(gong)(gong)(gong)戰線延伸到(dao)哪里(li)、黨(dang)(dang)(dang)的組織就(jiu)建(jian)(jian)立在(zai)哪里(li),使黨(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)上橋頭(tou)、進峒口、下工(gong)(gong)(gong)(gong)(gong)班、到(dao)宿舍、連(lian)網絡。”姚桂清(qing)介紹,在(zai)農民(min)(min)工(gong)(gong)(gong)(gong)(gong)黨(dang)(dang)(dang)建(jian)(jian)工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)中,中國(guo)中鐵2014年(nian)就(jiu)全(quan)面推行黨(dang)(dang)(dang)群工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)協(xie)理員(yuan)(yuan)制度,目(mu)(mu)前(qian)4900多(duo)名黨(dang)(dang)(dang)群工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)協(xie)理員(yuan)(yuan)充(chong)分發(fa)揮了政(zheng)策法(fa)規(gui)宣傳員(yuan)(yuan)、安全(quan)質(zhi)量(liang)督導員(yuan)(yuan)、內外關系(xi)協(xie)調員(yuan)(yuan)、思想工(gong)(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)疏導員(yuan)(yuan)的特殊作(zuo)(zuo)(zuo)用(yong)。(吳儲(chu)岐)
