經濟日報:不斷完善國有資產管理體制

  完善國有(you)資(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)(zhi)是深(shen)化經濟(ji)體(ti)制(zhi)(zhi)改革(ge)的(de)(de)(de)(de)一項重要任務(wu),是推進行政體(ti)制(zhi)(zhi)改革(ge)的(de)(de)(de)(de)重要組成部分(fen)。有(you)效(xiao)的(de)(de)(de)(de)國有(you)資(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)(zhi)是增強國有(you)經濟(ji)活力和競爭(zheng)力、實現國有(you)企業持續(xu)健康發(fa)展、防止國有(you)資(zi)產(chan)流失的(de)(de)(de)(de)制(zhi)(zhi)度保障(zhang)。黨的(de)(de)(de)(de)十八屆三中全會從(cong)積(ji)極(ji)發(fa)展混合(he)所有(you)制(zhi)(zhi)經濟(ji)的(de)(de)(de)(de)要求(qiu)出發(fa)強調,完善國有(you)資(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)(zhi),以管(guan)(guan)資(zi)本為主加(jia)強國有(you)資(zi)產(chan)監管(guan)(guan)。這既(ji)是對(dui)國有(you)資(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)(zhi)改革(ge)已經取(qu)得(de)成效(xiao)的(de)(de)(de)(de)充分(fen)肯定,也是對(dui)加(jia)強國有(you)資(zi)產(chan)監管(guan)(guan)作出的(de)(de)(de)(de)新的(de)(de)(de)(de)部署(shu)。我們要深(shen)刻領會和認真貫徹這一精神,以改革(ge)創新的(de)(de)(de)(de)精神不(bu)斷完善國有(you)資(zi)產(chan)管(guan)(guan)理體(ti)制(zhi)(zhi)。


  完善國有資產管理體制的意義


  我們黨(dang)歷(li)來十分重視(shi)國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)(guan)理(li)(li)體(ti)制的(de)(de)改革(ge)和(he)完善(shan)(shan)。黨(dang)的(de)(de)十七大(da)報告(gao)提(ti)(ti)出(chu),加快(kuai)建設(she)國(guo)有(you)(you)(you)資(zi)本(ben)經營(ying)預算制度。黨(dang)的(de)(de)十八(ba)大(da)報告(gao)再次強調,完善(shan)(shan)各類國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)(guan)理(li)(li)體(ti)制。黨(dang)的(de)(de)十八(ba)屆三中全會(hui)從積極發(fa)展(zhan)混合(he)所有(you)(you)(you)制經濟出(chu)發(fa),對完善(shan)(shan)國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)(guan)理(li)(li)體(ti)制作出(chu)了新的(de)(de)部(bu)署。完善(shan)(shan)國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)(guan)理(li)(li)體(ti)制,就(jiu)是要(yao)在(zai)國(guo)有(you)(you)(you)資(zi)產(chan)改革(ge)已(yi)經取得成效的(de)(de)基礎上,認(ren)真(zhen)總結經驗(yan),分析(xi)不足,進一(yi)步健全適應社會(hui)主義(yi)市場經濟要(yao)求的(de)(de)國(guo)有(you)(you)(you)資(zi)產(chan)管(guan)(guan)理(li)(li)體(ti)制,為保(bao)護好(hao)、利用(yong)好(hao)、經營(ying)好(hao)各類國(guo)有(you)(you)(you)資(zi)產(chan)提(ti)(ti)供(gong)可靠的(de)(de)制度保(bao)障,以最大(da)限度地發(fa)揮好(hao)各類國(guo)有(you)(you)(you)資(zi)產(chan)的(de)(de)作用(yong),創造更好(hao)的(de)(de)經濟效益和(he)社會(hui)效益,為建設(she)中國(guo)特色社會(hui)主義(yi)提(ti)(ti)供(gong)堅實的(de)(de)基礎。


  第一(yi),完(wan)善國(guo)(guo)有(you)資產(chan)管理(li)(li)(li)體(ti)(ti)制是健(jian)全(quan)社會主義(yi)市(shi)場經(jing)(jing)(jing)濟(ji)(ji)體(ti)(ti)制的(de)(de)(de)必然選擇。完(wan)善國(guo)(guo)有(you)資產(chan)管理(li)(li)(li)體(ti)(ti)制既是經(jing)(jing)(jing)濟(ji)(ji)體(ti)(ti)制改革(ge)的(de)(de)(de)重(zhong)(zhong)要(yao)內(nei)容,也是深化行政體(ti)(ti)制改革(ge)的(de)(de)(de)重(zhong)(zhong)要(yao)組成部分,是理(li)(li)(li)順政府與市(shi)場關系的(de)(de)(de)一(yi)個重(zhong)(zhong)要(yao)方(fang)面。完(wan)善國(guo)(guo)有(you)資產(chan)管理(li)(li)(li)體(ti)(ti)制,重(zhong)(zhong)點就在(zai)于使國(guo)(guo)有(you)資產(chan)管理(li)(li)(li)更(geng)好地適應健(jian)全(quan)社會主義(yi)市(shi)場經(jing)(jing)(jing)濟(ji)(ji)體(ti)(ti)制的(de)(de)(de)要(yao)求(qiu)。健(jian)全(quan)社會主義(yi)市(shi)場經(jing)(jing)(jing)濟(ji)(ji)體(ti)(ti)制,要(yao)求(qiu)公(gong)有(you)制與市(shi)場經(jing)(jing)(jing)濟(ji)(ji)更(geng)好結合,要(yao)求(qiu)更(geng)好發揮國(guo)(guo)有(you)經(jing)(jing)(jing)濟(ji)(ji)的(de)(de)(de)主導作用,要(yao)求(qiu)國(guo)(guo)有(you)企業更(geng)好適應市(shi)場化和(he)國(guo)(guo)際化的(de)(de)(de)要(yao)求(qiu),這些(xie)都需(xu)要(yao)以完(wan)善的(de)(de)(de)國(guo)(guo)有(you)資產(chan)管理(li)(li)(li)體(ti)(ti)制為(wei)保障。


  第(di)二(er),完善國(guo)有(you)(you)資(zi)產管理體制是(shi)堅(jian)持和完善基(ji)本(ben)經(jing)(jing)(jing)濟制度(du)的(de)(de)必然(ran)要(yao)求。堅(jian)持和完善公有(you)(you)制為主體、多種所有(you)(you)制經(jing)(jing)(jing)濟共(gong)同發展的(de)(de)基(ji)本(ben)經(jing)(jing)(jing)濟制度(du),必須保(bao)護好、利用好、經(jing)(jing)(jing)營(ying)好全(quan)國(guo)人民多年發展和積累的(de)(de)國(guo)有(you)(you)資(zi)產。能否通過體制改革(ge)和制度(du)創新,進(jin)一步提(ti)高國(guo)有(you)(you)資(zi)產的(de)(de)質量和效益,直接關系(xi)(xi)到(dao)國(guo)有(you)(you)經(jing)(jing)(jing)濟主導作(zuo)用的(de)(de)發揮,關系(xi)(xi)到(dao)公有(you)(you)制主體地位的(de)(de)堅(jian)持,關系(xi)(xi)到(dao)基(ji)本(ben)經(jing)(jing)(jing)濟制度(du)的(de)(de)完善,關系(xi)(xi)到(dao)社會主義制度(du)優越性的(de)(de)更好發揮。


  第(di)三,完(wan)善國有(you)資(zi)(zi)(zi)產管(guan)理(li)(li)體制(zhi)(zhi)是(shi)深化(hua)行(xing)政(zheng)(zheng)體制(zhi)(zhi)改(gai)(gai)革、轉變政(zheng)(zheng)府(fu)(fu)職(zhi)能(neng)的客觀需要。深化(hua)行(xing)政(zheng)(zheng)體制(zhi)(zhi)改(gai)(gai)革,轉變政(zheng)(zheng)府(fu)(fu)職(zhi)能(neng),是(shi)全面深化(hua)改(gai)(gai)革的一(yi)項(xiang)重要內容,深入推(tui)(tui)進政(zheng)(zheng)企分(fen)(fen)開(kai)、政(zheng)(zheng)資(zi)(zi)(zi)分(fen)(fen)開(kai)、政(zheng)(zheng)事(shi)分(fen)(fen)開(kai)、政(zheng)(zheng)社分(fen)(fen)開(kai),對完(wan)善國有(you)資(zi)(zi)(zi)產管(guan)理(li)(li)體制(zhi)(zhi)提出了新的要求(qiu)。近年來(lai),我國行(xing)政(zheng)(zheng)體制(zhi)(zhi)改(gai)(gai)革、政(zheng)(zheng)府(fu)(fu)職(zhi)能(neng)轉變取得積極進展,但(dan)目前很多改(gai)(gai)革措施(shi)還不(bu)(bu)到位,在(zai)(zai)國有(you)資(zi)(zi)(zi)產管(guan)理(li)(li)體制(zhi)(zhi)方面亦有(you)一(yi)些政(zheng)(zheng)企不(bu)(bu)分(fen)(fen)的現(xian)象存在(zai)(zai)。從根本上解決這些問題,需要進一(yi)步完(wan)善國有(you)資(zi)(zi)(zi)產管(guan)理(li)(li)體制(zhi)(zhi),進一(yi)步促(cu)進行(xing)政(zheng)(zheng)體制(zhi)(zhi)改(gai)(gai)革和政(zheng)(zheng)府(fu)(fu)職(zhi)能(neng)轉變,推(tui)(tui)動各級(ji)政(zheng)(zheng)府(fu)(fu)公共(gong)管(guan)理(li)(li)部門與所屬(shu)企業脫鉤(gou),把精力集中到社會公共(gong)管(guan)理(li)(li)上來(lai)。


  第四,完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)管理(li)(li)體(ti)(ti)制(zhi)(zhi)是(shi)深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)(gai)(gai)(gai)革(ge)的(de)(de)(de)迫切要求。完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)管理(li)(li)體(ti)(ti)制(zhi)(zhi)與深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)(gai)(gai)(gai)革(ge)具有(you)(you)(you)內在的(de)(de)(de)緊密聯系,國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)要適應市場化(hua)、國(guo)(guo)際化(hua)新形勢,在作為(wei)獨立法人和市場競爭(zheng)主體(ti)(ti)方面必(bi)須(xu)(xu)更進(jin)一步,這就要求進(jin)一步做到政企(qi)(qi)(qi)分(fen)(fen)開(kai)(kai)、政資(zi)(zi)分(fen)(fen)開(kai)(kai),相應地必(bi)須(xu)(xu)完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)管理(li)(li)體(ti)(ti)制(zhi)(zhi)。而且,完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)管理(li)(li)體(ti)(ti)制(zhi)(zhi)對(dui)(dui)突破國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)體(ti)(ti)制(zhi)(zhi)障礙具有(you)(you)(you)較(jiao)強的(de)(de)(de)牽引作用,遇到的(de)(de)(de)障礙和阻(zu)力(li)相對(dui)(dui)較(jiao)小,成(cheng)為(wei)深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)(gai)(gai)(gai)革(ge)的(de)(de)(de)推進(jin)器和加速器。從(cong)這些(xie)意義上講,完善國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)(chan)管理(li)(li)體(ti)(ti)制(zhi)(zhi)是(shi)深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改(gai)(gai)(gai)(gai)革(ge)的(de)(de)(de)一個重要條件,構成(cheng)了深(shen)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)(ye)(ye)市場化(hua)改(gai)(gai)(gai)(gai)革(ge)的(de)(de)(de)重要基礎。


  第五(wu),完善(shan)(shan)國(guo)有資產(chan)管(guan)(guan)理體(ti)制是積(ji)極發(fa)展混合(he)(he)所有制經濟(ji)的內(nei)在要(yao)(yao)求(qiu)。積(ji)極發(fa)展“國(guo)有資本(ben)、集體(ti)資本(ben)、非公有資本(ben)等(deng)交叉持股、相互融(rong)合(he)(he)的混合(he)(he)所有制經濟(ji),”必然(ran)要(yao)(yao)求(qiu)完善(shan)(shan)國(guo)有資產(chan)管(guan)(guan)理體(ti)制。隨(sui)著混合(he)(he)所有制經濟(ji)的發(fa)展,國(guo)有企(qi)業的產(chan)權(quan)制度和(he)產(chan)權(quan)結構(gou)必然(ran)發(fa)生(sheng)重(zhong)大調整和(he)變(bian)化,對現有的國(guo)有資產(chan)管(guan)(guan)理體(ti)制會(hui)帶來新的挑戰和(he)問題,要(yao)(yao)求(qiu)各級國(guo)有資產(chan)出(chu)資人機構(gou)與國(guo)有企(qi)業的關系(xi)進行(xing)調整,要(yao)(yao)求(qiu)國(guo)有資產(chan)監管(guan)(guan)機構(gou)承擔的職責(ze)任務(wu)、組織設置等(deng)進行(xing)變(bian)動,要(yao)(yao)求(qiu)現行(xing)的管(guan)(guan)理國(guo)有企(qi)業的方(fang)式(shi)(shi)和(he)方(fang)法進行(xing)改變(bian),原(yuan)來以管(guan)(guan)資產(chan)為主的監管(guan)(guan)方(fang)式(shi)(shi)已無法滿足和(he)適應發(fa)展混合(he)(he)所有制經濟(ji)的需要(yao)(yao),迫切要(yao)(yao)求(qiu)轉到(dao)以管(guan)(guan)資本(ben)為主加(jia)強(qiang)國(guo)有資產(chan)監管(guan)(guan)上來。


  當前及今后的重點工作任務


  黨的(de)(de)十(shi)八屆(jie)三中(zhong)全會(hui)總結國有(you)資(zi)(zi)產(chan)(chan)管(guan)理體制改(gai)革(ge)的(de)(de)經(jing)(jing)驗并(bing)根據新(xin)的(de)(de)形勢強調完善(shan)(shan)(shan)國有(you)資(zi)(zi)產(chan)(chan)管(guan)理體制,并(bing)提出(chu)以管(guan)資(zi)(zi)本(ben)為主(zhu)加強國有(you)資(zi)(zi)產(chan)(chan)監管(guan)。貫徹落實(shi)中(zhong)央關于完善(shan)(shan)(shan)國有(you)資(zi)(zi)產(chan)(chan)管(guan)理體制的(de)(de)要求,必(bi)須堅(jian)持社會(hui)主(zhu)義(yi)市(shi)場(chang)(chang)經(jing)(jing)濟(ji)改(gai)革(ge)方(fang)(fang)向(xiang)和(he)堅(jian)持社會(hui)主(zhu)義(yi)基本(ben)經(jing)(jing)濟(ji)制度,充分發揮市(shi)場(chang)(chang)在國有(you)資(zi)(zi)產(chan)(chan)資(zi)(zi)源配(pei)(pei)置(zhi)(zhi)中(zhong)的(de)(de)決定(ding)性(xing)作用,遵循市(shi)場(chang)(chang)經(jing)(jing)濟(ji)規律經(jing)(jing)營(ying)管(guan)理國有(you)資(zi)(zi)產(chan)(chan),推動(dong)國有(you)資(zi)(zi)本(ben)優(you)化配(pei)(pei)置(zhi)(zhi),實(shi)現國有(you)資(zi)(zi)產(chan)(chan)的(de)(de)保值增(zeng)值,同時(shi),努力使(shi)各(ge)類國有(you)資(zi)(zi)產(chan)(chan)實(shi)現最優(you)化配(pei)(pei)置(zhi)(zhi)、最充分使(shi)用,爭(zheng)取(qu)經(jing)(jing)濟(ji)效益和(he)社會(hui)效益的(de)(de)統(tong)一,更好發揮國有(you)經(jing)(jing)濟(ji)的(de)(de)主(zhu)導作用。當前和(he)今后一個時(shi)期,完善(shan)(shan)(shan)國有(you)資(zi)(zi)產(chan)(chan)管(guan)理體制必(bi)須在以下幾個方(fang)(fang)面取(qu)得實(shi)質性(xing)進展。


  一(yi)(yi)是完(wan)善國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)和職能。進一(yi)(yi)步(bu)明確各類國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)的責任(ren)(ren)主(zhu)體,明晰產(chan)(chan)(chan)權關(guan)系,建立體制機(ji)制,落實監(jian)(jian)管(guan)責任(ren)(ren)。進一(yi)(yi)步(bu)完(wan)善中央(yang)、省(區、市(shi))、市(shi)(地)三(san)級經營性國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou),經營性國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)規(gui)模較(jiao)大的縣(市(shi))可探索設立獨立的監(jian)(jian)管(guan)機(ji)構(gou)。進一(yi)(yi)步(bu)落實“上級政府國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)督管(guan)理機(ji)構(gou)依(yi)法對下級政府的國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)督管(guan)理工作(zuo)進行(xing)(xing)指導和監(jian)(jian)督”的規(gui)定,各級國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)機(ji)構(gou)在依(yi)法履行(xing)(xing)職責的基(ji)礎上,深入開展國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan),防止將國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)監(jian)(jian)管(guan)職責混同于行(xing)(xing)政管(guan)理職能,形(xing)成(cheng)新的國(guo)(guo)有(you)(you)資(zi)(zi)產(chan)(chan)(chan)多頭監(jian)(jian)管(guan)。

  三是推(tui)進(jin)經營(ying)性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)集(ji)中(zhong)統一監(jian)(jian)管(guan)(guan)。明(ming)(ming)確國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)政策(ce)制度的(de)統一性(xing)。經營(ying)性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)要堅持已(yi)形成并在實踐中(zhong)證明(ming)(ming)行之有(you)(you)效(xiao)(xiao)的(de)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)法律法規(gui)的(de)基本原則,要有(you)(you)明(ming)(ming)確的(de)出資(zi)(zi)(zi)主體(ti),要落實保值(zhi)增值(zhi)責任,要建(jian)立考核與(yu)薪酬掛鉤的(de)激勵約束機制,提高(gao)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)效(xiao)(xiao)能。總結推(tui)廣(guang)部(bu)分(fen)地方開展(zhan)集(ji)中(zhong)統一監(jian)(jian)管(guan)(guan)的(de)經驗,充分(fen)發揮各級國(guo)(guo)資(zi)(zi)(zi)委的(de)專業化(hua)監(jian)(jian)管(guan)(guan)優勢(shi),探(tan)索實現國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)的(de)全覆(fu)蓋,防止經營(ying)性(xing)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)產(chan)監(jian)(jian)管(guan)(guan)條塊分(fen)割,為(wei)在更大范(fan)圍優化(hua)配置資(zi)(zi)(zi)源、提高(gao)國(guo)(guo)有(you)(you)資(zi)(zi)(zi)本運行效(xiao)(xiao)率、加(jia)快資(zi)(zi)(zi)源整合和企業重組(zu)、培育具有(you)(you)核心(xin)競爭力的(de)企業集(ji)團創(chuang)造有(you)(you)利條件。


  四是(shi)促進混(hun)合所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)的快速發(fa)展(zhan)(zhan)。完善國(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)管(guan)理體(ti)制(zhi)(zhi)(zhi)(zhi),改(gai)革國(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)授權經(jing)(jing)(jing)營體(ti)制(zhi)(zhi)(zhi)(zhi),使(shi)國(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)管(guan)理體(ti)制(zhi)(zhi)(zhi)(zhi)更好適應和滿足發(fa)展(zhan)(zhan)混(hun)合所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)的需(xu)要,為國(guo)有(you)(you)經(jing)(jing)(jing)濟(ji)(ji)和其(qi)他所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)(zhan)成(cheng)為混(hun)合所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)、非國(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)參股國(guo)有(you)(you)資(zi)(zi)(zi)(zi)本(ben)投資(zi)(zi)(zi)(zi)項目、實行企業(ye)(ye)員(yuan)工持(chi)股、發(fa)展(zhan)(zhan)非公有(you)(you)資(zi)(zi)(zi)(zi)本(ben)控(kong)股的混(hun)合所有(you)(you)制(zhi)(zhi)(zhi)(zhi)企業(ye)(ye)等提供體(ti)制(zhi)(zhi)(zhi)(zhi)保障。同(tong)時(shi),通過完善國(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)管(guan)理體(ti)制(zhi)(zhi)(zhi)(zhi),防(fang)止國(guo)有(you)(you)資(zi)(zi)(zi)(zi)產(chan)流失,保證(zheng)混(hun)合所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)規范健康(kang)發(fa)展(zhan)(zhan)。


  五是增(zeng)強(qiang)國(guo)(guo)有(you)資(zi)產(chan)監(jian)管(guan)(guan)的(de)(de)針(zhen)對(dui)性(xing)、有(you)效性(xing)和(he)及(ji)時性(xing)。科學把握各(ge)類國(guo)(guo)有(you)資(zi)產(chan)管(guan)(guan)理(li)的(de)(de)特(te)殊性(xing),針(zhen)對(dui)具有(you)不(bu)同屬性(xing)和(he)特(te)點的(de)(de)國(guo)(guo)有(you)資(zi)產(chan),探索有(you)針(zhen)對(dui)性(xing)的(de)(de)監(jian)管(guan)(guan)模式(shi)(shi)和(he)方(fang)(fang)式(shi)(shi)方(fang)(fang)法。根據國(guo)(guo)家(jia)經(jing)濟(ji)社會發(fa)展的(de)(de)不(bu)同階段和(he)面臨的(de)(de)新(xin)形勢新(xin)任務新(xin)要求,及(ji)時調整監(jian)管(guan)(guan)措(cuo)施和(he)重點。完善績效考核(he)(he)體(ti)系(xi),加大(da)分類考核(he)(he)力度,探索不(bu)同性(xing)質、不(bu)同類別、不(bu)同行(xing)業的(de)(de)績效考核(he)(he)模式(shi)(shi),提高(gao)考核(he)(he)指標的(de)(de)導向性(xing)和(he)針(zhen)對(dui)性(xing),切實落實國(guo)(guo)有(you)資(zi)產(chan)保值(zhi)增(zeng)值(zhi)、有(you)效使(shi)(shi)用(yong)和(he)管(guan)(guan)理(li)責(ze)任。加強(qiang)對(dui)各(ge)類國(guo)(guo)有(you)資(zi)產(chan)經(jing)營管(guan)(guan)理(li)和(he)使(shi)(shi)用(yong)重點環節(jie)的(de)(de)監(jian)管(guan)(guan),形成依靠政府、聯合(he)部(bu)門、協調各(ge)界的(de)(de)國(guo)(guo)有(you)資(zi)產(chan)監(jian)管(guan)(guan)大(da)格局,使(shi)(shi)各(ge)類國(guo)(guo)有(you)資(zi)產(chan)監(jian)管(guan)(guan)的(de)(de)工作(zuo)合(he)力進(jin)一(yi)步增(zeng)強(qiang),國(guo)(guo)有(you)資(zi)產(chan)配(pei)置效率(lv)進(jin)一(yi)步提高(gao)。
