剛剛閉幕的(de)中(zhong)央經(jing)(jing)(jing)濟工(gong)作(zuo)會議(yi)進(jin)一步強調(diao)要(yao)堅(jian)持穩中(zhong)求進(jin)的(de)工(gong)作(zuo)總基(ji)(ji)調(diao),并(bing)將之上升為(wei)(wei)治國理政(zheng)的(de)重要(yao)原則(ze)和(he)(he)做好經(jing)(jing)(jing)濟工(gong)作(zuo)的(de)方(fang)法(fa)論。堅(jian)持穩中(zhong)求進(jin)工(gong)作(zuo)總基(ji)(ji)調(diao),體現了(le)以習(xi)近平同志(zhi)為(wei)(wei)核(he)心的(de)黨中(zhong)央在(zai)(zai)復雜局(ju)面下駕馭經(jing)(jing)(jing)濟發(fa)(fa)展的(de)理念和(he)(he)方(fang)法(fa)創新(xin)。貫(guan)徹(che)穩中(zhong)求進(jin)工(gong)作(zuo)總基(ji)(ji)調(diao),認(ren)識“穩”的(de)方(fang)向和(he)(he)重點,把(ba)握“進(jin)”的(de)領域和(he)(he)任務,在(zai)(zai)把(ba)握好度的(de)前提(ti)下奮(fen)發(fa)(fa)有為(wei)(wei),是鞏固經(jing)(jing)(jing)濟趨穩向好基(ji)(ji)本(ben)面、開創發(fa)(fa)展新(xin)局(ju)面的(de)基(ji)(ji)本(ben)要(yao)求。
充(chong)分認(ren)識貫徹穩(wen)中求進工(gong)作(zuo)總基調的重(zhong)要(yao)意義
明年(nian)是實施“十三五(wu)”規劃的(de)重(zhong)要(yao)一年(nian)和(he)推進供給側結構性改革(ge)的(de)深化(hua)之(zhi)年(nian),還將(jiang)召開黨的(de)十九大。貫徹(che)穩中求進工作總基調,對于應(ying)對復雜變化(hua)的(de)內外部環境、更好適應(ying)和(he)引領經濟發(fa)展新(xin)常態(tai)、深入(ru)推進供給側結構性改革(ge)等,都(dou)具有特(te)別重(zhong)要(yao)的(de)意義。
穩中(zhong)求進(jin)才能從(cong)容(rong)不(bu)迫(po)應對(dui)內外(wai)(wai)部(bu)環(huan)(huan)境(jing)的(de)(de)復(fu)雜變化。從(cong)外(wai)(wai)部(bu)看(kan),世界(jie)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)深(shen)度(du)調整,國(guo)際(ji)政(zheng)治環(huan)(huan)境(jing)復(fu)雜變化對(dui)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)的(de)(de)影(ying)響(xiang)增(zeng)大(da)(da)(da)。美國(guo)新政(zheng)府(fu)上臺后(hou)內外(wai)(wai)政(zheng)策(ce)將會調整,德、法等主要國(guo)家進(jin)入大(da)(da)(da)選(xuan)周期,加之難民事件(jian)和(he)(he)(he)英國(guo)脫歐的(de)(de)后(hou)續發酵,增(zeng)大(da)(da)(da)了全球經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)復(fu)蘇進(jin)程的(de)(de)不(bu)確定(ding)性(xing)。美聯(lian)儲利(li)率(lv)調整的(de)(de)外(wai)(wai)溢效應將繼續影(ying)響(xiang)國(guo)際(ji)金融市(shi)場,持續多年的(de)(de)低利(li)率(lv)如果出現(xian)(xian)逆向調整還(huan)可能引發大(da)(da)(da)規模跨(kua)境(jing)資本流動(dong)。從(cong)國(guo)內看(kan),今(jin)年以來我國(guo)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)緩中(zhong)趨穩、穩中(zhong)向好(hao),經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)運行(xing)保(bao)持在(zai)合理區間,質量和(he)(he)(he)效益提高,服務業(ye)占比上升,消(xiao)費(fei)對(dui)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)增(zeng)長的(de)(de)貢獻(xian)提高,創新的(de)(de)支撐作用增(zeng)強(qiang),經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)由降轉穩的(de)(de)條件(jian)逐步具備(bei)。但也(ye)應看(kan)到,經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)增(zeng)長內生(sheng)動(dong)力仍然不(bu)足,中(zhong)低端產能過剩和(he)(he)(he)需(xu)(xu)求結構升級矛盾突(tu)出,金融風險有所積聚,部(bu)分(fen)地區困難增(zeng)多。在(zai)這種(zhong)情況下,最需(xu)(xu)要的(de)(de)就(jiu)是保(bao)持戰略定(ding)力,堅定(ding)信心(xin),從(cong)容(rong)不(bu)迫(po)應對(dui)內外(wai)(wai)部(bu)環(huan)(huan)境(jing)的(de)(de)復(fu)雜變化,保(bao)持宏觀經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)政(zheng)策(ce)穩定(ding)性(xing)和(he)(he)(he)連續性(xing),增(zeng)強(qiang)針對(dui)性(xing)和(he)(he)(he)有效性(xing),穩定(ding)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)運行(xing)大(da)(da)(da)局,穩定(ding)市(shi)場主體(ti)預期,避免經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)出現(xian)(xian)大(da)(da)(da)的(de)(de)波動(dong),促(cu)進(jin)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)筑底企穩,促(cu)進(jin)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)平(ping)穩健康(kang)發展(zhan)和(he)(he)(he)社會和(he)(he)(he)諧穩定(ding)。
穩中(zhong)求進(jin)才能持之(zhi)以恒適應和(he)引領經(jing)(jing)濟(ji)(ji)發(fa)(fa)展(zhan)新(xin)(xin)常態(tai)。我國經(jing)(jing)濟(ji)(ji)發(fa)(fa)展(zhan)進(jin)入(ru)新(xin)(xin)常態(tai),在(zai)增(zeng)速(su)換(huan)擋過(guo)程(cheng)(cheng)中(zhong)實現結(jie)構調整(zheng)(zheng)和(he)動(dong)力轉(zhuan)換(huan)將是(shi)一個艱難復雜的(de)(de)過(guo)程(cheng)(cheng),不(bu)可能一蹴而就。2008年(nian)國際金(jin)融危機爆發(fa)(fa)后,世界經(jing)(jing)濟(ji)(ji)進(jin)入(ru)長(chang)周期調整(zheng)(zheng)階(jie)段(duan),目前仍處在(zai)深(shen)度(du)調整(zheng)(zheng)中(zhong),短期內(nei)難以擺脫低增(zeng)長(chang)困(kun)境(jing)。我國經(jing)(jing)濟(ji)(ji)在(zai)經(jing)(jing)過(guo)多年(nian)快速(su)增(zeng)長(chang)后,主(zhu)要經(jing)(jing)濟(ji)(ji)變量(liang)關(guan)系(xi)發(fa)(fa)生深(shen)刻變化,新(xin)(xin)常態(tai)的(de)(de)特(te)征更(geng)加明顯,投資(zi)和(he)工業對(dui)經(jing)(jing)濟(ji)(ji)增(zeng)長(chang)的(de)(de)貢(gong)獻(xian)減(jian)弱,消費和(he)服務業的(de)(de)貢(gong)獻(xian)提(ti)高。新(xin)(xin)動(dong)力加快成長(chang),但規模總體偏小(xiao),舊(jiu)動(dong)力“唱主(zhu)角”的(de)(de)格局(ju)尚(shang)未改變,新(xin)(xin)舊(jiu)動(dong)力接(jie)續將是(shi)一個長(chang)期過(guo)程(cheng)(cheng)。在(zai)這個階(jie)段(duan),工作重(zhong)心要從(cong)拼速(su)度(du)轉(zhuan)向提(ti)質量(liang)、從(cong)鋪(pu)攤子轉(zhuan)向上臺階(jie)、從(cong)要素(su)驅(qu)動(dong)轉(zhuan)向創新(xin)(xin)驅(qu)動(dong)。因(yin)此,要轉(zhuan)變急(ji)于求成的(de)(de)思想觀念(nian)和(he)操(cao)之(zhi)過(guo)急(ji)的(de)(de)工作方法,發(fa)(fa)揚釘釘子精神,一步(bu)一個腳(jiao)印(yin)向前邁進(jin)。
穩中求進才能堅定不(bu)移推進供給(gei)側(ce)結(jie)構(gou)(gou)(gou)性(xing)(xing)改革。當前(qian),我國經濟運行出(chu)現(xian)的(de)(de)問(wen)題(ti)(ti),雖(sui)然(ran)有(you)周期(qi)性(xing)(xing)、總(zong)量(liang)(liang)性(xing)(xing)因素,但根(gen)(gen)源是重大結(jie)構(gou)(gou)(gou)性(xing)(xing)失(shi)衡(heng)(heng)。這(zhe)主要表(biao)現(xian)為(wei)供需(xu)結(jie)構(gou)(gou)(gou)失(shi)衡(heng)(heng),供給(gei)結(jie)構(gou)(gou)(gou)不(bu)適應需(xu)求結(jie)構(gou)(gou)(gou)向高端化(hua)、個(ge)性(xing)(xing)化(hua)、服務化(hua)升(sheng)級趨勢,形(xing)成無(wu)效供給(gei)過多和(he)(he)有(you)效需(xu)求難(nan)以得到滿足的(de)(de)局面(mian)。與此同時(shi),在(zai)實(shi)體(ti)經濟盈(ying)利能力(li)下降的(de)(de)情況(kuang)下,資金“脫實(shi)向虛”,大量(liang)(liang)涌入房地(di)產領(ling)域,或(huo)者在(zai)金融領(ling)域內循環,增(zeng)大了(le)資產泡沫和(he)(he)風(feng)險(xian)隱患。經濟結(jie)構(gou)(gou)(gou)性(xing)(xing)失(shi)衡(heng)(heng)的(de)(de)根(gen)(gen)本原(yuan)因是體(ti)制機制性(xing)(xing)問(wen)題(ti)(ti),因而要從供給(gei)側(ce)、結(jie)構(gou)(gou)(gou)性(xing)(xing)改革上找出(chu)路、想辦法,通過深化(hua)改革健全要素市場,增(zeng)強(qiang)價格機制引導資源配置的(de)(de)作用,實(shi)現(xian)供需(xu)在(zai)更高水(shui)平上的(de)(de)新(xin)平衡(heng)(heng)。這(zhe)既需(xu)要勇氣和(he)(he)決(jue)心,更需(xu)要耐心和(he)(he)耐力(li)。要堅持不(bu)懈、久(jiu)(jiu)久(jiu)(jiu)為(wei)功,在(zai)實(shi)踐中不(bu)斷探索和(he)(he)創新(xin),堅決(jue)避免簡單使用行政手(shou)段(duan)或(huo)做表(biao)面(mian)文章,真正達到提升(sheng)供給(gei)體(ti)系質量(liang)(liang)、提高供給(gei)結(jie)構(gou)(gou)(gou)對需(xu)求結(jie)構(gou)(gou)(gou)適應性(xing)(xing)的(de)(de)目的(de)(de)。
“穩”的重點:穩政(zheng)策、穩環境、穩預期、守(shou)底線
穩(wen)(wen)(wen)中求(qiu)進,穩(wen)(wen)(wen)是(shi)主基調,穩(wen)(wen)(wen)是(shi)大局(ju)。只有穩(wen)(wen)(wen),才能更好(hao)地進。穩(wen)(wen)(wen)的重(zhong)點是(shi)穩(wen)(wen)(wen)定(ding)(ding)宏(hong)觀(guan)經濟政策(ce),穩(wen)(wen)(wen)定(ding)(ding)經濟運行環(huan)境(jing),穩(wen)(wen)(wen)定(ding)(ding)市場主體預期(qi),做好(hao)社會托底工作。
保(bao)持宏(hong)觀(guan)經(jing)濟政(zheng)(zheng)(zheng)策(ce)(ce)穩定性(xing)(xing)連(lian)續性(xing)(xing)。保(bao)持宏(hong)觀(guan)經(jing)濟政(zheng)(zheng)(zheng)策(ce)(ce)穩定性(xing)(xing)連(lian)續性(xing)(xing),是穩定經(jing)濟運行(xing)環境和(he)市場主體(ti)預(yu)期的(de)(de)(de)重要(yao)條(tiao)件。要(yao)繼續實(shi)施積(ji)極的(de)(de)(de)財政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)策(ce)(ce)和(he)穩健(jian)(jian)的(de)(de)(de)貨(huo)(huo)(huo)幣(bi)政(zheng)(zheng)(zheng)策(ce)(ce),適(shi)度擴大總需(xu)求,促進(jin)經(jing)濟持續穩定增長,避免大的(de)(de)(de)波動(dong)(dong),為供(gong)給側(ce)結(jie)構(gou)(gou)(gou)性(xing)(xing)改革(ge)和(he)防控金融風險創造良(liang)好(hao)的(de)(de)(de)宏(hong)觀(guan)環境。財政(zheng)(zheng)(zheng)政(zheng)(zheng)(zheng)策(ce)(ce)要(yao)更加積(ji)極有效,預(yu)算安排要(yao)適(shi)應推進(jin)供(gong)給側(ce)結(jie)構(gou)(gou)(gou)性(xing)(xing)改革(ge)、降低企業(ye)稅費負擔、保(bao)障(zhang)民(min)生兜底的(de)(de)(de)需(xu)要(yao)。這就需(xu)要(yao)強化(hua)財政(zheng)(zheng)(zheng)資金統籌、優化(hua)支出結(jie)構(gou)(gou)(gou),繼續落實(shi)和(he)完善營改增等(deng)政(zheng)(zheng)(zheng)策(ce)(ce),進(jin)一步推進(jin)減稅降費,并加大對(dui)社(she)會民(min)生和(he)生態環境建設的(de)(de)(de)投入。貨(huo)(huo)(huo)幣(bi)政(zheng)(zheng)(zheng)策(ce)(ce)要(yao)保(bao)持穩健(jian)(jian)中性(xing)(xing),適(shi)應貨(huo)(huo)(huo)幣(bi)供(gong)應方(fang)式新變(bian)化(hua),調節好(hao)貨(huo)(huo)(huo)幣(bi)供(gong)應量,既(ji)保(bao)持流(liu)動(dong)(dong)性(xing)(xing)基(ji)本穩定,又避免杠(gang)桿率(lv)過快上升。特(te)別是注(zhu)重暢(chang)通貨(huo)(huo)(huo)幣(bi)政(zheng)(zheng)(zheng)策(ce)(ce)傳(chuan)導(dao)渠道和(he)機(ji)制,引(yin)導(dao)金融機(ji)構(gou)(gou)(gou)加大對(dui)實(shi)體(ti)經(jing)濟的(de)(de)(de)支持,降低實(shi)體(ti)經(jing)濟融資成本,增強實(shi)體(ti)經(jing)濟活(huo)力和(he)競爭力。
保(bao)持(chi)經(jing)濟(ji)運行(xing)環(huan)(huan)境穩(wen)定(ding)。在結構調整和(he)動力(li)(li)轉換(huan)期,主(zhu)要經(jing)濟(ji)變(bian)(bian)量(liang)關(guan)系將繼續調整變(bian)(bian)化(hua),這些(xie)變(bian)(bian)化(hua)會折射(she)到(dao)房市、股市、債市、匯(hui)(hui)市,市場波動性有可(ke)能增大并(bing)相互傳導。因而(er),應(ying)把防控金融風險(xian)(xian)放到(dao)更(geng)加重(zhong)要的(de)(de)位置,堅持(chi)疏堵結合,把握(wo)好力(li)(li)度、節奏,在保(bao)持(chi)經(jing)濟(ji)和(he)金融總體(ti)穩(wen)定(ding)的(de)(de)前提(ti)下,下決(jue)心處置一批風險(xian)(xian)點,著力(li)(li)防控資產泡沫。應(ying)完善宏觀審慎(shen)管(guan)理(li)框架(jia),加強(qiang)和(he)改進監管(guan)能力(li)(li),強(qiang)化(hua)底(di)線思(si)維,加強(qiang)重(zhong)點領域風險(xian)(xian)排查,避(bi)免風險(xian)(xian)積累和(he)擴(kuo)散,確保(bao)不發生(sheng)系統性金融風險(xian)(xian)。在人民幣匯(hui)(hui)率(lv)方面,面對外部環(huan)(huan)境的(de)(de)明顯(xian)變(bian)(bian)化(hua),應(ying)在增強(qiang)匯(hui)(hui)率(lv)彈(dan)性的(de)(de)同時,保(bao)持(chi)匯(hui)(hui)率(lv)在合理(li)均(jun)衡水(shui)平上基(ji)本穩(wen)定(ding)。
有效穩定(ding)市(shi)場(chang)預(yu)(yu)期。隨著(zhu)社會主義(yi)市(shi)場(chang)經濟不斷發展,市(shi)場(chang)主體(ti)對(dui)政(zheng)策(ce)信(xin)號更(geng)加敏感,管(guan)理(li)市(shi)場(chang)預(yu)(yu)期的(de)重(zhong)要(yao)(yao)性(xing)明顯上(shang)升,增強(qiang)預(yu)(yu)期管(guan)理(li)能力更(geng)加緊迫,管(guan)理(li)預(yu)(yu)期已成為宏觀調控的(de)重(zhong)要(yao)(yao)內(nei)容。能否穩定(ding)預(yu)(yu)期,取決(jue)于宏觀政(zheng)策(ce)穩定(ding)性(xing),因而要(yao)(yao)提高政(zheng)策(ce)透明度(du),加強(qiang)同市(shi)場(chang)主體(ti)的(de)溝通(tong)。能否穩定(ding)預(yu)(yu)期,還(huan)取決(jue)于社會對(dui)經濟發展的(de)信(xin)心,因而要(yao)(yao)用重(zhong)大改革舉(ju)措落地(di)增強(qiang)市(shi)場(chang)主體(ti)信(xin)心;堅(jian)持(chi)基本經濟制度(du),堅(jian)持(chi)社會主義(yi)市(shi)場(chang)經濟改革方(fang)向,堅(jian)持(chi)擴(kuo)大開放,加強(qiang)產權保護(hu),維護(hu)法治環境,穩定(ding)民營(ying)企業家信(xin)心。
保持社(she)(she)會(hui)(hui)和諧穩(wen)定(ding)。在產業結構加(jia)快(kuai)調整、經(jing)濟結構發生重(zhong)大變化(hua)(hua)的時(shi)期,部分社(she)(she)會(hui)(hui)群體(ti)會(hui)(hui)受到影(ying)響。比(bi)如,去產能會(hui)(hui)涉及一些職工(gong)(gong)(gong)(gong)轉崗下(xia)(xia)崗,一些群體(ti)收入增長(chang)會(hui)(hui)放慢。在這種情況下(xia)(xia),保持社(she)(she)會(hui)(hui)和諧穩(wen)定(ding)就顯得尤為重(zhong)要(yao)。要(yao)按照守住底線、突出重(zhong)點、完(wan)善制(zhi)度(du)、引導(dao)輿論的思路,深入細致(zhi)地(di)做好(hao)(hao)社(she)(she)會(hui)(hui)托(tuo)底工(gong)(gong)(gong)(gong)作(zuo)(zuo)。全力做好(hao)(hao)就業托(tuo)底工(gong)(gong)(gong)(gong)作(zuo)(zuo),拓寬去產能職工(gong)(gong)(gong)(gong)多元化(hua)(hua)安置(zhi)渠道;扎實做好(hao)(hao)社(she)(she)保托(tuo)底工(gong)(gong)(gong)(gong)作(zuo)(zuo),通(tong)過財政政策工(gong)(gong)(gong)(gong)具和完(wan)善社(she)(she)會(hui)(hui)保障制(zhi)度(du),加(jia)強對(dui)特(te)定(ding)人(ren)群特(te)殊困難(nan)的扶持,織牢社(she)(she)會(hui)(hui)安全網。
“進(jin)”的任務:在關(guan)鍵領域取得實(shi)質性進(jin)展(zhan)
穩中求進(jin)(jin)(jin),不是(shi)無所(suo)作為,而是(shi)要在穩的(de)前提下(xia)在關鍵領(ling)域(yu)有(you)所(suo)進(jin)(jin)(jin)取,在把握好度的(de)前提下(xia)奮發有(you)為。“進(jin)(jin)(jin)”主要體現(xian)在“三(san)去一降一補”要有(you)實(shi)質性(xing)進(jin)(jin)(jin)展,農(nong)業供給側結構(gou)性(xing)改革和關鍵領(ling)域(yu)改革要有(you)新(xin)突破(po),振興實(shi)體經濟要有(you)新(xin)舉措,創(chuang)新(xin)驅動(dong)發展要開創(chuang)新(xin)局(ju)面。
深入推(tui)進“三(san)(san)去一(yi)(yi)(yi)降一(yi)(yi)(yi)補”。今(jin)年,供(gong)(gong)給側結(jie)(jie)構(gou)(gou)性(xing)改革重(zhong)點推(tui)進“三(san)(san)去一(yi)(yi)(yi)降一(yi)(yi)(yi)補”五大任務(wu),提振了市場預期和信心,大宗商品價(jia)格回升,工(gong)業(ye)品價(jia)格在連續54個(ge)月負(fu)增長后由(you)負(fu)轉(zhuan)正(zheng),工(gong)業(ye)企業(ye)利潤狀況持續改善,部(bu)分行業(ye)供(gong)(gong)求關系改善,政(zheng)府和企業(ye)的理(li)念(nian)和行為發(fa)生了積極(ji)變(bian)化。與此同(tong)時,供(gong)(gong)給側結(jie)(jie)構(gou)(gou)性(xing)改革進展仍(reng)不(bu)平衡(heng),還面臨許多體制性(xing)機制性(xing)問題。明年是供(gong)(gong)給側結(jie)(jie)構(gou)(gou)性(xing)改革深化之年,“三(san)(san)去一(yi)(yi)(yi)降一(yi)(yi)(yi)補”要進一(yi)(yi)(yi)步突出重(zhong)點,增強契合度和協同(tong)性(xing),努力取得(de)實質性(xing)進展。
去產能要與建立過(guo)剩產能市場(chang)化(hua)(hua)出清機制(zhi)結合起來。以(yi)鋼(gang)鐵(tie)、煤(mei)炭(tan)行業(ye)為(wei)重(zhong)點(dian),以(yi)處置“僵尸(shi)企(qi)業(ye)”為(wei)突破(po)口(kou),通(tong)過(guo)嚴格(ge)執行環保、能耗、質量、安全等相關法(fa)(fa)律法(fa)(fa)規(gui)和標準,推動企(qi)業(ye)兼并重(zhong)組,妥(tuo)善處置企(qi)業(ye)債(zhai)務(wu),盤活沉淀的(de)土地(di)、廠房、設備等各種資(zi)源。防(fang)止已經化(hua)(hua)解的(de)過(guo)剩產能死(si)灰復燃,同時(shi)按照(zhao)市場(chang)化(hua)(hua)法(fa)(fa)治化(hua)(hua)原則做(zuo)好其他產能嚴重(zhong)過(guo)剩行業(ye)的(de)去產能工作。
去(qu)庫(ku)存(cun)要以(yi)化(hua)解三四(si)線城(cheng)(cheng)市房(fang)地(di)產庫(ku)存(cun)為重點。堅(jian)持分(fen)類調控、因城(cheng)(cheng)施策,通(tong)過推進人的城(cheng)(cheng)鎮(zhen)化(hua)減少(shao)房(fang)地(di)產庫(ku)存(cun),繼續提(ti)高(gao)棚(peng)改(gai)貨幣化(hua)安置比(bi)例,提(ti)高(gao)三四(si)線城(cheng)(cheng)市教育(yu)、醫療等公(gong)共(gong)服(fu)務水平,鼓(gu)勵農業轉移人口購買三四(si)線城(cheng)(cheng)市商品房(fang)。在(zai)人口凈流出(chu)地(di)區,要控制(zhi)房(fang)地(di)產用地(di)供應量。
去(qu)杠桿(gan)(gan)要(yao)把(ba)降低企業(ye)杠桿(gan)(gan)率(lv)作(zuo)為重(zhong)中之重(zhong)。按照市場(chang)化(hua)(hua)法(fa)治化(hua)(hua)原則,有(you)序推(tui)進資(zi)(zi)(zi)產重(zhong)組(zu)和債(zhai)務處(chu)置,開展市場(chang)化(hua)(hua)債(zhai)轉股(gu),更多(duo)發(fa)揮(hui)國家(jia)和地(di)方資(zi)(zi)(zi)產管理公司作(zuo)用,建立不(bu)良(liang)資(zi)(zi)(zi)產交易平臺,推(tui)進不(bu)良(liang)資(zi)(zi)(zi)產證券(quan)化(hua)(hua)試點,設立快速(su)清算通道,提(ti)高資(zi)(zi)(zi)產處(chu)置效率(lv)。同(tong)時,分階(jie)段有(you)序控制(zhi)總(zong)(zong)杠桿(gan)(gan)率(lv),先(xian)控制(zhi)杠桿(gan)(gan)率(lv)增速(su),再(zai)穩定杠桿(gan)(gan)率(lv)水平并優化(hua)(hua)杠桿(gan)(gan)結構,最(zui)后達(da)到降低總(zong)(zong)杠桿(gan)(gan)率(lv)的目的。
降(jiang)成本要著力降(jiang)低制(zhi)度性交易成本。深(shen)入推進放(fang)管服改革,減少審批事項,在降(jiang)低顯性門檻后進一步消除隱性障礙,優化(hua)政(zheng)府服務,提(ti)高辦事效率,放(fang)開(kai)中(zhong)介(jie)服務市(shi)場,降(jiang)低各類(lei)中(zhong)介(jie)評估費用和服務收(shou)費,降(jiang)低企業用能成本和物流成本,提(ti)高勞(lao)動(dong)力市(shi)場靈(ling)活性。建立新(xin)型激(ji)勵機(ji)制(zhi),強(qiang)化(hua)對(dui)干部的有效激(ji)勵,提(ti)高為市(shi)場主體提(ti)供服務的效率。
補短(duan)板重在補軟短(duan)板和(he)(he)制度性(xing)短(duan)板。隨著基礎設施等硬件(jian)明顯改善,創新能力、人力資本、征信體(ti)系、市場監(jian)管和(he)(he)服務(wu)等軟件(jian)不(bu)足的(de)矛盾(dun)更加(jia)突出,對經濟(ji)社(she)會發展的(de)制約(yue)明顯強(qiang)化,這就迫切要(yao)求(qiu)補齊軟短(duan)板和(he)(he)制度性(xing)短(duan)板。與此(ci)同時,事關人民群(qun)眾生活的(de)脫貧攻(gong)(gong)堅、社(she)會保障體(ti)系建設也(ye)需要(yao)加(jia)快推進。要(yao)優化財政支(zhi)出結(jie)構和(he)(he)投資結(jie)構,集中力量攻(gong)(gong)克薄弱環節(jie),增加(jia)改善民生和(he)(he)生態環境的(de)投入,增強(qiang)人民群(qun)眾的(de)獲(huo)得感(gan)。
