理直(zhi)氣壯地(di)把國有企(qi)業(ye)搞好、做大做強(qiang)做優
我(wo)國(guo)(guo)建立(li)和(he)發展全民(min)(min)所有制(zhi)性質的國(guo)(guo)有經(jing)(jing)濟(ji)(ji),既符(fu)合社(she)(she)會發展規律,又具有巨大優(you)越(yue)性。習近平同志深刻總結我(wo)國(guo)(guo)社(she)(she)會主義發展60多年的經(jing)(jing)驗,明確指(zhi)出(chu):“國(guo)(guo)有企業特別是(shi)中(zhong)央管理企業,在(zai)關系國(guo)(guo)家安(an)全和(he)國(guo)(guo)民(min)(min)經(jing)(jing)濟(ji)(ji)命脈的主要行業和(he)關鍵領域占(zhan)據支配地位,是(shi)國(guo)(guo)民(min)(min)經(jing)(jing)濟(ji)(ji)的重要支柱,在(zai)我(wo)們黨執政和(he)我(wo)國(guo)(guo)社(she)(she)會主義國(guo)(guo)家政權的經(jing)(jing)濟(ji)(ji)基礎中(zhong)也是(shi)起(qi)支柱作用的,必(bi)須搞好。”這指(zhi)明了國(guo)(guo)有企業改革的目標和(he)方向,必(bi)須認(ren)真貫徹落實(shi)。
搞好國(guo)(guo)有(you)(you)(you)(you)企業,是(shi)我國(guo)(guo)社會(hui)主(zhu)(zhu)義(yi)性(xing)質的內(nei)在(zai)要求。生產資料公(gong)有(you)(you)(you)(you)制(zhi)(國(guo)(guo)有(you)(you)(you)(you)經(jing)(jing)濟是(shi)其主(zhu)(zhu)要形式)是(shi)社會(hui)主(zhu)(zhu)義(yi)的經(jing)(jing)濟基礎。同時,我國(guo)(guo)正處于社會(hui)主(zhu)(zhu)義(yi)初級階段,生產力水平(ping)不高且具有(you)(you)(you)(you)多(duo)(duo)層(ceng)(ceng)次性(xing),非公(gong)有(you)(you)(you)(you)制(zhi)經(jing)(jing)濟對(dui)國(guo)(guo)民經(jing)(jing)濟發展具有(you)(you)(you)(you)不可(ke)或缺的積極(ji)作用。因此(ci),我國(guo)(guo)實行公(gong)有(you)(you)(you)(you)制(zhi)為主(zhu)(zhu)體(ti)、多(duo)(duo)種所有(you)(you)(you)(you)制(zhi)經(jing)(jing)濟共同發展的基本經(jing)(jing)濟制(zhi)度。堅持公(gong)有(you)(you)(you)(you)制(zhi)的主(zhu)(zhu)體(ti)地位,是(shi)我國(guo)(guo)社會(hui)保持社會(hui)主(zhu)(zhu)義(yi)性(xing)質的關鍵;以(yi)國(guo)(guo)有(you)(you)(you)(you)經(jing)(jing)濟為主(zhu)(zhu)導,保持國(guo)(guo)有(you)(you)(you)(you)經(jing)(jing)濟強大的控制(zhi)力和影(ying)響力,是(shi)公(gong)有(you)(you)(you)(you)制(zhi)為主(zhu)(zhu)體(ti)的基本標志(zhi)。還(huan)應看到,經(jing)(jing)濟基礎決定上層(ceng)(ceng)建(jian)筑。只有(you)(you)(you)(you)搞好國(guo)(guo)有(you)(you)(you)(you)經(jing)(jing)濟,不斷鞏(gong)固(gu)(gu)公(gong)有(you)(you)(you)(you)制(zhi)經(jing)(jing)濟的主(zhu)(zhu)體(ti)地位,才(cai)能不斷鞏(gong)固(gu)(gu)黨(dang)的執政基礎。
搞好國有(you)(you)企業,是逐步(bu)(bu)(bu)實現(xian)共(gong)同富(fu)裕(yu)的(de)重要(yao)(yao)基(ji)(ji)礎。逐步(bu)(bu)(bu)實現(xian)全(quan)體人民共(gong)同富(fu)裕(yu),是社(she)會主義社(she)會的(de)基(ji)(ji)本價值取(qu)向(xiang)。怎么實現(xian)共(gong)同富(fu)裕(yu)?加強國民收入再分配、推進社(she)會福利建(jian)設非常必要(yao)(yao),但還遠(yuan)遠(yuan)不(bu)夠。真正的(de)共(gong)同富(fu)裕(yu)需要(yao)(yao)建(jian)立在(zai)初次分配公平(ping)合(he)理(li)的(de)基(ji)(ji)礎上,它要(yao)(yao)求所(suo)有(you)(you)人都(dou)按照(zhao)同一標(biao)準(zhun),例如都(dou)按照(zhao)勞(lao)動的(de)數量和質量進行(xing)分配。這樣,隨(sui)著生產力的(de)發展,所(suo)有(you)(you)人都(dou)能(neng)逐步(bu)(bu)(bu)富(fu)裕(yu)起來。在(zai)生產資(zi)料公有(you)(you)制(尤其是全(quan)民所(suo)有(you)(you)制)條件(jian)下,人們在(zai)生產資(zi)料面前是平(ping)等(deng)的(de),這就為(wei)逐步(bu)(bu)(bu)實現(xian)共(gong)同富(fu)裕(yu)奠定了基(ji)(ji)礎。
堅持和完(wan)善基(ji)本經濟制度是國有企業改革(ge)的基(ji)本要求
社(she)會(hui)主(zhu)義初級階段基(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)制(zhi)度(du),是(shi)我們黨把馬克思(si)主(zhu)義基(ji)本(ben)原理同我國具(ju)體實(shi)際相(xiang)結合長(chang)期探索的(de)成果,是(shi)我國當前及今后相(xiang)當長(chang)一段時間經(jing)(jing)濟(ji)(ji)(ji)領域的(de)根本(ben)制(zhi)度(du)。包(bao)括(kuo)國有企(qi)業改革在內的(de)經(jing)(jing)濟(ji)(ji)(ji)體制(zhi)改革,必須有利于堅持和完善基(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)制(zhi)度(du),而(er)不能違(wei)背甚至破壞基(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)制(zhi)度(du)。至于具(ju)體的(de)經(jing)(jing)濟(ji)(ji)(ji)體制(zhi)機制(zhi),則需要隨著生產力的(de)發展進行改革調整。
國(guo)(guo)(guo)(guo)有(you)(you)(you)企業改(gai)革(ge)應(ying)有(you)(you)(you)利于多(duo)(duo)種所(suo)有(you)(you)(you)制(zhi)經濟(ji)共同發(fa)展(zhan)(zhan)。在(zai)整(zheng)個社(she)會(hui)主義(yi)初級階段(duan),都需要堅持多(duo)(duo)種所(suo)有(you)(you)(you)制(zhi)經濟(ji)共同發(fa)展(zhan)(zhan),既發(fa)展(zhan)(zhan)公有(you)(you)(you)制(zhi)經濟(ji),也發(fa)展(zhan)(zhan)非(fei)公有(you)(you)(you)制(zhi)經濟(ji)。改(gai)革(ge)開放以來,非(fei)公有(you)(you)(you)制(zhi)經濟(ji)發(fa)展(zhan)(zhan)速度快于公有(you)(you)(you)制(zhi)經濟(ji),在(zai)整(zheng)個國(guo)(guo)(guo)(guo)民(min)經濟(ji)中的(de)(de)比重不斷擴(kuo)大。但前幾年仍(reng)然出現了(le)所(suo)謂“國(guo)(guo)(guo)(guo)進民(min)退”的(de)(de)聲音。這是(shi)因為一(yi)(yi)些人存在(zai)一(yi)(yi)種錯誤(wu)觀念,即一(yi)(yi)提改(gai)革(ge)就(jiu)是(shi)發(fa)展(zhan)(zhan)私(si)營(ying)經濟(ji),一(yi)(yi)看到國(guo)(guo)(guo)(guo)有(you)(you)(you)經濟(ji)發(fa)展(zhan)(zhan)了(le),就(jiu)說是(shi)“國(guo)(guo)(guo)(guo)進民(min)退”了(le)。深化國(guo)(guo)(guo)(guo)有(you)(you)(you)企業改(gai)革(ge),必須克(ke)服這種錯誤(wu)認識,促進包括(kuo)國(guo)(guo)(guo)(guo)有(you)(you)(you)經濟(ji)在(zai)內的(de)(de)多(duo)(duo)種所(suo)有(you)(you)(you)制(zhi)經濟(ji)共同發(fa)展(zhan)(zhan)。
國有(you)(you)(you)(you)(you)(you)企業(ye)改革應有(you)(you)(you)(you)(you)(you)利(li)于(yu)加(jia)強(qiang)公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)的主(zhu)(zhu)體(ti)(ti)(ti)地(di)位。自從原始社(she)會(hui)瓦解以來,迄今為(wei)止的各(ge)種(zhong)(zhong)社(she)會(hui)制(zhi)(zhi)(zhi)度(du)都(dou)是多(duo)種(zhong)(zhong)所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)并存(cun)的。在(zai)(zai)存(cun)在(zai)(zai)多(duo)種(zhong)(zhong)所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)的情況下,社(she)會(hui)制(zhi)(zhi)(zhi)度(du)的性質是由占主(zhu)(zhu)體(ti)(ti)(ti)地(di)位的所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)決(jue)(jue)定的。正是公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)占主(zhu)(zhu)體(ti)(ti)(ti)地(di)位,決(jue)(jue)定了(le)我國社(she)會(hui)是社(she)會(hui)主(zhu)(zhu)義(yi)性質的。鄧小平同(tong)志多(duo)次強(qiang)調(diao)(diao)公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)占主(zhu)(zhu)體(ti)(ti)(ti)的重(zhong)要(yao)性,他(ta)指出:“一(yi)個(ge)公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)占主(zhu)(zhu)體(ti)(ti)(ti),一(yi)個(ge)共(gong)同(tong)富裕,這是我們所(suo)必須(xu)堅持的社(she)會(hui)主(zhu)(zhu)義(yi)的根本原則。”然(ran)而,有(you)(you)(you)(you)(you)(you)人片面強(qiang)調(diao)(diao)多(duo)種(zhong)(zhong)所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)共(gong)同(tong)發(fa)展(zhan)(zhan)(zhan),而忽視公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)為(wei)主(zhu)(zhu)體(ti)(ti)(ti)的重(zhong)要(yao)性,認為(wei)既(ji)然(ran)各(ge)種(zhong)(zhong)所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)都(dou)對經(jing)濟(ji)發(fa)展(zhan)(zhan)(zhan)起積(ji)極作(zuo)用(yong),就(jiu)沒(mei)有(you)(you)(you)(you)(you)(you)必要(yao)強(qiang)調(diao)(diao)哪種(zhong)(zhong)是主(zhu)(zhu)體(ti)(ti)(ti)。事實上,越是多(duo)種(zhong)(zhong)所(suo)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)濟(ji)共(gong)同(tong)發(fa)展(zhan)(zhan)(zhan),越要(yao)注意堅持公(gong)有(you)(you)(you)(you)(you)(you)制(zhi)(zhi)(zhi)的主(zhu)(zhu)體(ti)(ti)(ti)地(di)位。這樣,社(she)會(hui)主(zhu)(zhu)義(yi)制(zhi)(zhi)(zhi)度(du)才是鞏固的。
國(guo)(guo)有(you)(you)企業改革(ge)應有(you)(you)利(li)于發揮國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)的主(zhu)導(dao)(dao)(dao)作用。在(zai)社會主(zhu)義國(guo)(guo)家,國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)起(qi)主(zhu)導(dao)(dao)(dao)作用是(shi)(shi)(shi)公有(you)(you)制(zhi)(zhi)為(wei)主(zhu)體(ti)的重要標(biao)志(zhi)之(zhi)一(yi)。它主(zhu)要表現在(zai)兩個(ge)方(fang)面(mian):一(yi)是(shi)(shi)(shi)國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)對整個(ge)國(guo)(guo)民(min)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)運行具有(you)(you)控制(zhi)(zhi)力和(he)(he)影響力,引導(dao)(dao)(dao)國(guo)(guo)民(min)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)朝著預定方(fang)向發展(zhan)。國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)是(shi)(shi)(shi)保(bao)持(chi)宏觀經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)穩定、避(bi)免(mian)出現大(da)的波(bo)動和(he)(he)促進產(chan)業結構調整的重要力量。二是(shi)(shi)(shi)國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)可以在(zai)多種(zhong)(zhong)所有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)共同發展(zhan)中起(qi)到引導(dao)(dao)(dao)作用。各種(zhong)(zhong)所有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)都為(wei)中國(guo)(guo)特(te)色社會主(zhu)義事(shi)業作出自己的貢(gong)獻,這是(shi)(shi)(shi)它們(men)統(tong)一(yi)的一(yi)面(mian);但它們(men)又(you)存在(zai)矛盾的一(yi)面(mian),需要運用國(guo)(guo)有(you)(you)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)的力量,通過各種(zhong)(zhong)形式(包括發展(zhan)混合所有(you)(you)制(zhi)(zhi))把非公有(you)(you)制(zhi)(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)(ji)(ji)(ji)(ji)引導(dao)(dao)(dao)到有(you)(you)利(li)于社會主(zhu)義的方(fang)向上來(lai)。
國有企業改革必須堅持社會主義市場(chang)經濟方向
建(jian)立和完善社(she)會(hui)主義市(shi)(shi)場(chang)(chang)經(jing)(jing)濟體制(zhi),把社(she)會(hui)主義制(zhi)度的(de)優越性(xing)和市(shi)(shi)場(chang)(chang)經(jing)(jing)濟的(de)活力(li)結(jie)合起來,是(shi)(shi)我們(men)黨(dang)(dang)的(de)偉大(da)創舉。按(an)照傳(chuan)統政(zheng)治經(jing)(jing)濟學觀點,計劃經(jing)(jing)濟是(shi)(shi)社(she)會(hui)主義的(de)本(ben)質特(te)征,市(shi)(shi)場(chang)(chang)經(jing)(jing)濟則是(shi)(shi)資本(ben)主義的(de)本(ben)質特(te)征,市(shi)(shi)場(chang)(chang)調(diao)節多了(le)就(jiu)是(shi)(shi)走資本(ben)主義道(dao)路。我們(men)黨(dang)(dang)對政(zheng)治經(jing)(jing)濟學的(de)一個(ge)重大(da)貢獻(xian),就(jiu)是(shi)(shi)明確指出計劃經(jing)(jing)濟、市(shi)(shi)場(chang)(chang)經(jing)(jing)濟都(dou)是(shi)(shi)發展生產力(li)的(de)方法、調(diao)節經(jing)(jing)濟運行的(de)手(shou)段(duan),屬于運行機制(zhi)范疇,而不是(shi)(shi)社(she)會(hui)基本(ben)制(zhi)度范疇,不決定社(she)會(hui)制(zhi)度的(de)性(xing)質。
明確(que)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)是(shi)(shi)(shi)發展(zhan)生產力、調(diao)節經(jing)濟(ji)(ji)運行的(de)(de)方(fang)(fang)法(fa)和(he)手(shou)段,就可(ke)以說清(qing)楚以下三個(ge)原則問題:第(di)(di)一,既然(ran)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)是(shi)(shi)(shi)方(fang)(fang)法(fa)、手(shou)段,那(nei)么(me),資本(ben)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)可(ke)以用,社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)也(ye)可(ke)以用。這(zhe)(zhe)就同把(ba)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)看作(zuo)資本(ben)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)本(ben)質(zhi)特征(zheng)的(de)(de)傳統觀念區(qu)別開(kai)來(lai)了。第(di)(di)二,既然(ran)是(shi)(shi)(shi)方(fang)(fang)法(fa)、手(shou)段,那(nei)么(me),是(shi)(shi)(shi)否(fou)運用市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)就要(yao)(yao)根據(ju)(ju)具(ju)體情況來(lai)定,不能(neng)認為市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)是(shi)(shi)(shi)任何地方(fang)(fang)、任何時候都必(bi)須運用的(de)(de)。發展(zhan)社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji),必(bi)須把(ba)國家宏觀調(diao)控(kong)與(yu)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)結合起來(lai),根據(ju)(ju)具(ju)體情況來(lai)選擇(ze)運用哪種方(fang)(fang)法(fa),絕不能(neng)迷信“市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)萬能(neng)論”。第(di)(di)三,既然(ran)是(shi)(shi)(shi)方(fang)(fang)法(fa)、手(shou)段,那(nei)么(me),它(ta)就不是(shi)(shi)(shi)決(jue)定社(she)(she)會(hui)(hui)性質(zhi)的(de)(de)東西。我國作(zuo)為社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)國家,發展(zhan)社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)必(bi)須為鞏(gong)固和(he)發展(zhan)社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)服務。因此(ci),不能(neng)離(li)開(kai)社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)講(jiang)市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)。“社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)”這(zhe)(zhe)四(si)個(ge)字(zi)不是(shi)(shi)(shi)可(ke)有可(ke)無的(de)(de),而是(shi)(shi)(shi)表明我國市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)的(de)(de)性質(zhi),既要(yao)(yao)采(cai)用市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)這(zhe)(zhe)種方(fang)(fang)法(fa)、手(shou)段,又要(yao)(yao)用社(she)(she)會(hui)(hui)主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)制度來(lai)規范、引導市(shi)(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)的(de)(de)作(zuo)用方(fang)(fang)向(xiang)。后面(mian)兩條,是(shi)(shi)(shi)我們(men)同新自由主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)經(jing)濟(ji)(ji)學所主(zhu)(zhu)(zhu)張的(de)(de)“市(shi)(shi)(shi)(shi)場(chang)(chang)原教旨主(zhu)(zhu)(zhu)義(yi)(yi)(yi)(yi)”的(de)(de)根本(ben)區(qu)別。
長(chang)期以來,經濟(ji)學(xue)界一(yi)直存在一(yi)種錯(cuo)誤觀點,認為(wei)公有(you)制與市(shi)場(chang)經濟(ji)不(bu)相(xiang)容(rong)(rong),搞(gao)市(shi)場(chang)經濟(ji)就必須(xu)實行(xing)私有(you)化。按照這一(yi)錯(cuo)誤邏(luo)輯,就不(bu)可能有(you)社會主義(yi)市(shi)場(chang)經濟(ji)。新自由主義(yi)鼓吹公有(you)制與市(shi)場(chang)經濟(ji)不(bu)相(xiang)容(rong)(rong),目的是想把國有(you)企業改革(ge)引導到私有(you)化道路上去,對此必須(xu)保持高(gao)度警惕。
