黨的(de)(de)十八屆(jie)五(wu)中全會(hui)通過的(de)(de)《中共中央關于(yu)制(zhi)(zhi)(zhi)(zhi)定(ding)國民經(jing)(jing)濟和(he)社(she)(she)會(hui)發(fa)(fa)展(zhan)第十三個五(wu)年規劃(hua)的(de)(de)建議(yi)》(以(yi)(yi)下簡稱《建議(yi)》),再次(ci)重(zhong)申“堅持公(gong)(gong)有(you)(you)制(zhi)(zhi)(zhi)(zhi)為(wei)主(zhu)體(ti)、多(duo)種(zhong)所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟共同發(fa)(fa)展(zhan)。毫(hao)不(bu)動(dong)搖鞏固(gu)和(he)發(fa)(fa)展(zhan)公(gong)(gong)有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟,毫(hao)不(bu)動(dong)搖鼓勵、支持、引(yin)導非公(gong)(gong)有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟發(fa)(fa)展(zhan)”。以(yi)(yi)公(gong)(gong)有(you)(you)制(zhi)(zhi)(zhi)(zhi)為(wei)主(zhu)體(ti)、多(duo)種(zhong)所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟共同發(fa)(fa)展(zhan)的(de)(de)基本(ben)經(jing)(jing)濟制(zhi)(zhi)(zhi)(zhi)度(du),是中國特色社(she)(she)會(hui)主(zhu)義制(zhi)(zhi)(zhi)(zhi)度(du)的(de)(de)重(zhong)要(yao)支柱,也是社(she)(she)會(hui)主(zhu)義市場經(jing)(jing)濟體(ti)制(zhi)(zhi)(zhi)(zhi)的(de)(de)根基。深刻領會(hui)和(he)認(ren)真貫徹黨的(de)(de)十八屆(jie)五(wu)中全會(hui)精神(shen),切實(shi)把以(yi)(yi)公(gong)(gong)有(you)(you)制(zhi)(zhi)(zhi)(zhi)為(wei)主(zhu)體(ti)、多(duo)種(zhong)所有(you)(you)制(zhi)(zhi)(zhi)(zhi)經(jing)(jing)濟共同發(fa)(fa)展(zhan)這一基本(ben)經(jing)(jing)濟制(zhi)(zhi)(zhi)(zhi)度(du)堅持好、完善好,對于(yu)推動(dong)經(jing)(jing)濟社(she)(she)會(hui)持續健康(kang)發(fa)(fa)展(zhan)、實(shi)現(xian)全面建成小康(kang)社(she)(she)會(hui)具有(you)(you)十分(fen)重(zhong)大的(de)(de)意義。
一、深刻認(ren)識堅持(chi)公有(you)制(zhi)為主體(ti)、多種所有(you)制(zhi)經濟共同發展的重(zhong)大意義
改(gai)(gai)革(ge)(ge)(ge)開(kai)放(fang)以來(lai),我(wo)們黨(dang)對社(she)(she)會(hui)(hui)主(zhu)義(yi)初(chu)(chu)級階段(duan)基(ji)(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi)度(du)的(de)(de)(de)(de)(de)(de)認(ren)識,隨(sui)著(zhu)(zhu)實(shi)(shi)踐的(de)(de)(de)(de)(de)(de)探索不(bu)(bu)斷深化。黨(dang)的(de)(de)(de)(de)(de)(de)十(shi)(shi)一(yi)屆(jie)三中(zhong)(zhong)全(quan)會(hui)(hui)提(ti)出(chu)(chu)要(yao)(yao)根據我(wo)國(guo)(guo)社(she)(she)會(hui)(hui)主(zhu)義(yi)建設的(de)(de)(de)(de)(de)(de)具體(ti)實(shi)(shi)際,改(gai)(gai)革(ge)(ge)(ge)同(tong)生產(chan)力(li)(li)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)不(bu)(bu)相適應(ying)的(de)(de)(de)(de)(de)(de)生產(chan)關系和(he)上(shang)層建筑。黨(dang)的(de)(de)(de)(de)(de)(de)十(shi)(shi)四屆(jie)三中(zhong)(zhong)全(quan)會(hui)(hui)進(jin)一(yi)步(bu)指出(chu)(chu),必須堅持(chi)(chi)以公(gong)有(you)(you)(you)制(zhi)(zhi)(zhi)為主(zhu)體(ti)、多(duo)種經(jing)(jing)濟(ji)(ji)(ji)(ji)成分共(gong)同(tong)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)的(de)(de)(de)(de)(de)(de)方(fang)針。黨(dang)的(de)(de)(de)(de)(de)(de)十(shi)(shi)五大(da)第一(yi)次明(ming)確提(ti)出(chu)(chu),公(gong)有(you)(you)(you)制(zhi)(zhi)(zhi)為主(zhu)體(ti)、多(duo)種所有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)(ji)(ji)共(gong)同(tong)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan),是(shi)我(wo)國(guo)(guo)社(she)(she)會(hui)(hui)主(zhu)義(yi)初(chu)(chu)級階段(duan)的(de)(de)(de)(de)(de)(de)一(yi)項基(ji)(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi)度(du)。黨(dang)的(de)(de)(de)(de)(de)(de)十(shi)(shi)六大(da)、十(shi)(shi)七大(da)、十(shi)(shi)八大(da)及有(you)(you)(you)關中(zhong)(zhong)央全(quan)會(hui)(hui)都強(qiang)(qiang)調要(yao)(yao)堅持(chi)(chi)和(he)完善(shan)基(ji)(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi)度(du)。基(ji)(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi)度(du)的(de)(de)(de)(de)(de)(de)提(ti)出(chu)(chu)和(he)不(bu)(bu)斷豐富(fu)完善(shan),體(ti)現了(le)中(zhong)(zhong)國(guo)(guo)共(gong)產(chan)黨(dang)人將馬克思(si)主(zhu)義(yi)理(li)(li)論創(chuang)造性地運用于(yu)中(zhong)(zhong)國(guo)(guo)特(te)色社(she)(she)會(hui)(hui)主(zhu)義(yi)的(de)(de)(de)(de)(de)(de)偉大(da)實(shi)(shi)踐,豐富(fu)和(he)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)了(le)科學社(she)(she)會(hui)(hui)主(zhu)義(yi)理(li)(li)論,增強(qiang)(qiang)了(le)道路自信、理(li)(li)論自信和(he)制(zhi)(zhi)(zhi)度(du)自信,從實(shi)(shi)踐上(shang)有(you)(you)(you)力(li)(li)地促進(jin)了(le)我(wo)國(guo)(guo)公(gong)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)(ji)(ji)和(he)非公(gong)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)(ji)(ji)的(de)(de)(de)(de)(de)(de)快速發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)。國(guo)(guo)有(you)(you)(you)企業(ye)(ye)改(gai)(gai)革(ge)(ge)(ge)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)不(bu)(bu)斷取得重大(da)進(jin)展(zhan)(zhan)(zhan)(zhan),總體(ti)上(shang)已(yi)經(jing)(jing)同(tong)市場經(jing)(jing)濟(ji)(ji)(ji)(ji)相融合,規(gui)模(mo)實(shi)(shi)力(li)(li)明(ming)顯提(ti)升,活力(li)(li)進(jin)一(yi)步(bu)增強(qiang)(qiang),主(zhu)導作用和(he)影響力(li)(li)不(bu)(bu)斷擴大(da)。2014年(nian),全(quan)國(guo)(guo)國(guo)(guo)有(you)(you)(you)企業(ye)(ye)(不(bu)(bu)包括(kuo)金(jin)融類國(guo)(guo)有(you)(you)(you)企業(ye)(ye))資產(chan)總額102.1萬(wan)(wan)億元(yuan),凈資產(chan)35.6萬(wan)(wan)億元(yuan),實(shi)(shi)現利潤總額2.5萬(wan)(wan)億元(yuan),上(shang)交稅(shui)(shui)金(jin)3.8萬(wan)(wan)億元(yuan),分別是(shi)改(gai)(gai)革(ge)(ge)(ge)開(kai)放(fang)之初(chu)(chu)的(de)(de)(de)(de)(de)(de)141倍(bei)、73倍(bei)、38倍(bei)、65倍(bei),進(jin)入世界500強(qiang)(qiang)的(de)(de)(de)(de)(de)(de)94家大(da)陸企業(ye)(ye)中(zhong)(zhong)有(you)(you)(you)84家是(shi)國(guo)(guo)有(you)(you)(you)企業(ye)(ye)。同(tong)時,非公(gong)有(you)(you)(you)制(zhi)(zhi)(zhi)經(jing)(jing)濟(ji)(ji)(ji)(ji)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)迅(xun)速,占國(guo)(guo)內生產(chan)總值的(de)(de)(de)(de)(de)(de)比重超過60%,稅(shui)(shui)收超過50%,新增就業(ye)(ye)達到90%,在支撐增長、增加稅(shui)(shui)收、擴大(da)就業(ye)(ye)、促進(jin)創(chuang)新等方(fang)面發(fa)(fa)(fa)揮著(zhu)(zhu)越來(lai)越重要(yao)(yao)的(de)(de)(de)(de)(de)(de)作用。在中(zhong)(zhong)國(guo)(guo)特(te)色社(she)(she)會(hui)(hui)主(zhu)義(yi)的(de)(de)(de)(de)(de)(de)偉大(da)實(shi)(shi)踐中(zhong)(zhong),基(ji)(ji)本(ben)經(jing)(jing)濟(ji)(ji)(ji)(ji)制(zhi)(zhi)(zhi)度(du)這一(yi)重大(da)理(li)(li)論和(he)實(shi)(shi)踐創(chuang)新,對建立完善(shan)社(she)(she)會(hui)(hui)主(zhu)義(yi)市場經(jing)(jing)濟(ji)(ji)(ji)(ji)體(ti)制(zhi)(zhi)(zhi),促進(jin)我(wo)國(guo)(guo)生產(chan)力(li)(li)的(de)(de)(de)(de)(de)(de)發(fa)(fa)(fa)展(zhan)(zhan)(zhan)(zhan)和(he)綜合國(guo)(guo)力(li)(li)的(de)(de)(de)(de)(de)(de)迅(xun)速增強(qiang)(qiang),發(fa)(fa)(fa)揮了(le)不(bu)(bu)可(ke)替代的(de)(de)(de)(de)(de)(de)重要(yao)(yao)作用。
“十三(san)五”時(shi)期是全面建(jian)成小康(kang)社(she)會(hui)決(jue)勝階(jie)段(duan)。深刻認識堅持(chi)公有(you)制為(wei)主體(ti)、多種(zhong)所有(you)制經濟共同發展(zhan)的重(zhong)大意義,必須全面領(ling)會(hui)以習近平(ping)同志(zhi)為(wei)總書記的黨中央提出的一系(xi)列治國(guo)理政的新(xin)理念新(xin)思想新(xin)戰(zhan)略(lve),準確把握戰(zhan)略(lve)機遇期內涵的深刻變(bian)化,認真學習貫徹黨的十八(ba)屆五中全會(hui)《建(jian)議(yi)》的指(zhi)導(dao)思想、主要(yao)原則、主要(yao)目標、基本(ben)理念,把思想和行(xing)動統一到奪取全面建(jian)成小康(kang)社(she)會(hui)決(jue)勝這一重(zhong)大戰(zhan)略(lve)部署上(shang)來。
(一(yi))堅(jian)持公(gong)有(you)制(zhi)為主體(ti)、多種(zhong)所有(you)制(zhi)經濟共同發(fa)展是實現好(hao)、維護好(hao)、發(fa)展好(hao)最廣(guang)大人(ren)民根本利益的(de)必然要求
人民(min)(min)(min)是(shi)推動(dong)發展的(de)根(gen)本力(li)(li)量,實現好、維(wei)護好、發展好最(zui)廣大人民(min)(min)(min)根(gen)本利益(yi)是(shi)發展的(de)根(gen)本目(mu)的(de)。堅持黨的(de)領導,堅持國(guo)(guo)家(jia)(jia)的(de)社會(hui)主(zhu)(zhu)義性質(zhi),是(shi)維(wei)護最(zui)廣大人民(min)(min)(min)根(gen)本利益(yi)的(de)政治(zhi)保(bao)證。經(jing)濟基礎決定(ding)上(shang)層建(jian)筑(zhu)。必(bi)須毫不(bu)動(dong)搖(yao)鞏固和發展公(gong)(gong)有制(zhi)經(jing)濟,只有保(bao)持公(gong)(gong)有制(zhi)經(jing)濟的(de)主(zhu)(zhu)體地位,才能保(bao)證社會(hui)主(zhu)(zhu)義方向。國(guo)(guo)有企業屬于(yu)全(quan)民(min)(min)(min)所有,國(guo)(guo)有資產是(shi)全(quan)體人民(min)(min)(min)的(de)共(gong)同財富,是(shi)推進國(guo)(guo)家(jia)(jia)現代(dai)化、保(bao)障人民(min)(min)(min)共(gong)同利益(yi)的(de)重(zhong)要力(li)(li)量,必(bi)須堅定(ding)不(bu)移(yi)把國(guo)(guo)有企業做(zuo)強(qiang)做(zuo)優做(zuo)大。必(bi)須毫不(bu)動(dong)搖(yao)鼓勵、支持、引導非公(gong)(gong)有制(zhi)經(jing)濟發展,充分調動(dong)社會(hui)各方面的(de)積極(ji)性,更(geng)好激發非公(gong)(gong)有制(zhi)經(jing)濟活力(li)(li)和創造(zao)力(li)(li),推動(dong)國(guo)(guo)民(min)(min)(min)經(jing)濟持續(xu)健康發展,促進各項社會(hui)事業發展和人民(min)(min)(min)群眾生活水平不(bu)斷提高(gao)。
(二)堅持公有(you)制為主(zhu)體(ti)、多種所有(you)制經濟共同發展是社會主(zhu)義初(chu)級階段生產力(li)發展的客觀需要
改革開放(fang)以來,我國(guo)(guo)經濟連續(xu)30多年的高速增長(chang),在世界(jie)經濟發(fa)展(zhan)史上(shang)創造了奇跡(ji)。目前我國(guo)(guo)的經濟總(zong)(zong)量已居世界(jie)第二,人(ren)均(jun)國(guo)(guo)內生(sheng)(sheng)(sheng)產(chan)總(zong)(zong)值增至7800美元左(zuo)右,常住(zhu)人(ren)口城(cheng)鎮化率(lv)達到55%,成為(wei)全球第一貨物貿易大(da)國(guo)(guo)和主(zhu)要對(dui)外投資大(da)國(guo)(guo)。也要看到,我國(guo)(guo)發(fa)展(zhan)不平衡、不協調、不可持續(xu)問題仍(reng)然(ran)突出,人(ren)均(jun)國(guo)(guo)內生(sheng)(sheng)(sheng)產(chan)總(zong)(zong)值在全球仍(reng)排在第80位左(zuo)右,發(fa)展(zhan)方(fang)式(shi)粗放(fang),城(cheng)鄉區(qu)域發(fa)展(zhan)不夠平衡,消除貧困(kun)任(ren)務艱巨。總(zong)(zong)體(ti)看,我國(guo)(guo)生(sheng)(sheng)(sheng)產(chan)力水平與發(fa)達國(guo)(guo)家相比(bi)仍(reng)有(you)較大(da)差距(ju),我國(guo)(guo)仍(reng)處于并將長(chang)期(qi)處于社會主(zhu)義(yi)初級階(jie)段。堅(jian)持公有(you)制(zhi)為(wei)主(zhu)體(ti)、多種所有(you)制(zhi)經濟共同發(fa)展(zhan),發(fa)揮多種所有(you)制(zhi)的優勢,充分調動各方(fang)面積極性(xing),是解(jie)放(fang)和發(fa)展(zhan)社會主(zhu)義(yi)社會生(sheng)(sheng)(sheng)產(chan)力的客觀需要。
(三(san))堅持公有(you)(you)制為主(zhu)體、多種所有(you)(you)制經濟共同發展(zhan)是完善(shan)中(zhong)國特色社會主(zhu)義制度體系的重大任務
黨的(de)十八屆三中全(quan)會提(ti)出,到2020年(nian)“形成系統完備(bei)、科(ke)學規范、運行(xing)有(you)(you)效的(de)制(zhi)(zhi)度(du)(du)(du)體(ti)系,使各方(fang)面制(zhi)(zhi)度(du)(du)(du)更加(jia)成熟更加(jia)定(ding)型”。基(ji)本經(jing)濟制(zhi)(zhi)度(du)(du)(du)是中國(guo)特色社會主義制(zhi)(zhi)度(du)(du)(du)體(ti)系的(de)重要支柱。堅(jian)(jian)持(chi)和(he)完善基(ji)本經(jing)濟制(zhi)(zhi)度(du)(du)(du),首(shou)要的(de)就是堅(jian)(jian)定(ding)制(zhi)(zhi)度(du)(du)(du)自信,既(ji)不(bu)能走封閉僵化(hua)(hua)的(de)老路,決不(bu)回(hui)頭去搞“一(yi)大(da)二公(gong)”“純(chun)而又純(chun)”,更不(bu)能走改旗(qi)易幟(zhi)的(de)邪路,決不(bu)能搞私有(you)(you)化(hua)(hua)、“去國(guo)有(you)(you)化(hua)(hua)”。要全(quan)面深化(hua)(hua)國(guo)有(you)(you)企業(ye)(ye)改革(ge),破(po)除一(yi)切不(bu)利(li)于科(ke)學發(fa)展的(de)體(ti)制(zhi)(zhi)機制(zhi)(zhi)弊端,使國(guo)有(you)(you)企業(ye)(ye)全(quan)方(fang)位融入市場經(jing)濟。要營(ying)造(zao)公(gong)平競爭、促(cu)進企業(ye)(ye)健康發(fa)展的(de)市場環境(jing)和(he)制(zhi)(zhi)度(du)(du)(du)環境(jing),實現多(duo)種所有(you)(you)制(zhi)(zhi)經(jing)濟共同(tong)發(fa)展。
(四)堅(jian)持公有(you)制(zhi)為主(zhu)體、多(duo)種(zhong)所(suo)有(you)制(zhi)經(jing)濟共同(tong)發展是全面建成小康社(she)會的重要保障
公有(you)(you)制經濟(ji)和非公有(you)(you)制經濟(ji)都是(shi)我國(guo)經濟(ji)社(she)會發展(zhan)的重(zhong)要(yao)基礎,都是(shi)全面建成小康社(she)會的重(zhong)要(yao)力量。二者取長(chang)補短、相互促(cu)進(jin)(jin)、互利(li)共(gong)贏、共(gong)同(tong)發展(zhan),有(you)(you)利(li)于(yu)促(cu)進(jin)(jin)產(chan)業(ye)(ye)結構優化升級,形(xing)成以大(da)企業(ye)(ye)為龍頭、中小企業(ye)(ye)為支(zhi)撐、分(fen)工(gong)協作(zuo)為基礎的產(chan)業(ye)(ye)集群,推(tui)動我國(guo)產(chan)業(ye)(ye)邁向中高端水(shui)平;有(you)(you)利(li)于(yu)更(geng)好實施創(chuang)(chuang)新驅動發展(zhan)戰略和制造強國(guo)戰略,發揮國(guo)有(you)(you)企業(ye)(ye)的骨干(gan)和表率作(zuo)用,促(cu)進(jin)(jin)科技型(xing)中小微(wei)企業(ye)(ye)健康發展(zhan);有(you)(you)利(li)于(yu)推(tui)進(jin)(jin)大(da)眾創(chuang)(chuang)業(ye)(ye)、萬眾創(chuang)(chuang)新,使各類市場(chang)創(chuang)(chuang)業(ye)(ye)主體如魚得(de)水(shui),實現創(chuang)(chuang)新支(zhi)持創(chuang)(chuang)業(ye)(ye)、創(chuang)(chuang)業(ye)(ye)帶動就業(ye)(ye)、就業(ye)(ye)增加收入的良性互動發展(zhan);有(you)(you)利(li)于(yu)實施走出去戰略,推(tui)進(jin)(jin)“一(yi)帶一(yi)路”建設,促(cu)進(jin)(jin)國(guo)際產(chan)能(neng)合作(zuo),提(ti)高我國(guo)國(guo)際競爭力和話語權。
二(er)、深(shen)入推進(jin)國有企業(ye)改革發展(zhan),充分發揮國有經(jing)濟(ji)在國民經(jing)濟(ji)發展(zhan)中(zhong)的(de)主導(dao)作(zuo)用
黨(dang)的(de)十八屆五中全(quan)(quan)會提出,深化國有(you)(you)企(qi)業(ye)改(gai)革,增(zeng)強(qiang)國有(you)(you)經(jing)(jing)(jing)濟(ji)活(huo)力(li)(li)(li)(li)、控(kong)制力(li)(li)(li)(li)、影(ying)響(xiang)力(li)(li)(li)(li)、抗(kang)風險能力(li)(li)(li)(li)。國有(you)(you)經(jing)(jing)(jing)濟(ji)是(shi)國民經(jing)(jing)(jing)濟(ji)中的(de)主導力(li)(li)(li)(li)量,對鞏固和完善社(she)會主義(yi)制度,發揮社(she)會主義(yi)制度的(de)優越性,增(zeng)強(qiang)經(jing)(jing)(jing)濟(ji)實力(li)(li)(li)(li)、國防實力(li)(li)(li)(li)和民族凝聚力(li)(li)(li)(li),提高我國國際地位,具有(you)(you)重(zhong)(zhong)要(yao)的(de)作用。以增(zeng)強(qiang)“四力(li)(li)(li)(li)”為目標,不(bu)斷(duan)深化國有(you)(you)企(qi)業(ye)改(gai)革,搞好(hao)國有(you)(you)企(qi)業(ye),發展壯大國有(you)(you)經(jing)(jing)(jing)濟(ji),是(shi)堅持和完善基(ji)本經(jing)(jing)(jing)濟(ji)制度的(de)必(bi)然要(yao)求,是(shi)全(quan)(quan)面建成小康(kang)社(she)會的(de)重(zhong)(zhong)要(yao)保障。
(一)堅定不移地做強做優做大國有(you)企業

堅(jian)持黨(dang)(dang)(dang)對國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)的(de)(de)(de)領(ling)導(dao),加(jia)強(qiang)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)的(de)(de)(de)建設,是深化國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)改革(ge)必須堅(jian)守的(de)(de)(de)政(zheng)治(zhi)(zhi)方(fang)向和政(zheng)治(zhi)(zhi)原則。要充(chong)分(fen)發(fa)(fa)揮國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)組(zu)織(zhi)政(zheng)治(zhi)(zhi)核心作(zuo)(zuo)(zuo)(zuo)用,把(ba)加(jia)強(qiang)黨(dang)(dang)(dang)的(de)(de)(de)領(ling)導(dao)和完善公司法(fa)人治(zhi)(zhi)理結構(gou)統一起(qi)來,創新國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)組(zu)織(zhi)發(fa)(fa)揮政(zheng)治(zhi)(zhi)核心作(zuo)(zuo)(zuo)(zuo)用的(de)(de)(de)途徑(jing)和方(fang)式。要堅(jian)持黨(dang)(dang)(dang)要管黨(dang)(dang)(dang)、從嚴(yan)治(zhi)(zhi)黨(dang)(dang)(dang),嚴(yan)格落(luo)實(shi)管黨(dang)(dang)(dang)治(zhi)(zhi)黨(dang)(dang)(dang)主體責(ze)任(ren),完善黨(dang)(dang)(dang)組(zu)織(zhi)充(chong)分(fen)發(fa)(fa)揮政(zheng)治(zhi)(zhi)核心作(zuo)(zuo)(zuo)(zuo)用的(de)(de)(de)體制(zhi)機制(zhi)。要夯實(shi)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)基(ji)礎,強(qiang)化黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)考核,加(jia)強(qiang)和改進混合所有(you)(you)(you)制(zhi)企(qi)(qi)(qi)業(ye)和境外國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo),確保黨(dang)(dang)(dang)建工(gong)作(zuo)(zuo)(zuo)(zuo)全(quan)(quan)覆蓋。要切實(shi)落(luo)實(shi)國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)反腐(fu)倡廉“兩個責(ze)任(ren)”,努(nu)力構(gou)筑(zhu)企(qi)(qi)(qi)業(ye)領(ling)導(dao)人員不敢腐(fu)不能(neng)腐(fu)不想腐(fu)的(de)(de)(de)有(you)(you)(you)效機制(zhi)。要把(ba)“三(san)嚴(yan)三(san)實(shi)”要求(qiu)貫穿國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)改革(ge)發(fa)(fa)展全(quan)(quan)過程,確保國(guo)(guo)(guo)(guo)(guo)有(you)(you)(you)企(qi)(qi)(qi)業(ye)改革(ge)發(fa)(fa)展始(shi)終(zhong)保持正(zheng)確的(de)(de)(de)前進方(fang)向。
三、營(ying)造公平競爭、促進企業健康(kang)發展(zhan)的政策(ce)和(he)制度(du)環(huan)境,實現(xian)多種所有制經(jing)濟共(gong)同發展(zhan)
黨的十八屆五中(zhong)(zhong)全會(hui)提出,推進(jin)產權保(bao)護法(fa)治化(hua),依(yi)(yi)法(fa)保(bao)護各(ge)(ge)種所有(you)(you)(you)制經(jing)濟(ji)權益。公(gong)(gong)(gong)有(you)(you)(you)制經(jing)濟(ji)和(he)非公(gong)(gong)(gong)有(you)(you)(you)制經(jing)濟(ji)都是(shi)社(she)會(hui)主義市(shi)場(chang)(chang)經(jing)濟(ji)的重(zhong)要(yao)(yao)組成部分,都是(shi)我國經(jing)濟(ji)社(she)會(hui)發展的重(zhong)要(yao)(yao)基礎。要(yao)(yao)按照(zhao)市(shi)場(chang)(chang)在資源配置中(zhong)(zhong)起決(jue)定性(xing)作(zuo)用和(he)更好發揮政府作(zuo)用的要(yao)(yao)求,加快(kuai)形(xing)成統一(yi)開放、競(jing)爭有(you)(you)(you)序的市(shi)場(chang)(chang)體系,保(bao)證各(ge)(ge)種所有(you)(you)(you)制經(jing)濟(ji)依(yi)(yi)法(fa)平等使(shi)用生產要(yao)(yao)素、公(gong)(gong)(gong)開公(gong)(gong)(gong)平公(gong)(gong)(gong)正參與(yu)市(shi)場(chang)(chang)競(jing)爭、同等受(shou)到法(fa)律保(bao)護,依(yi)(yi)法(fa)監管各(ge)(ge)種所有(you)(you)(you)制經(jing)濟(ji)。
(一)毫不動搖鼓勵、支持、引導(dao)非公有制(zhi)經(jing)濟發(fa)展,更(geng)好(hao)激(ji)發(fa)非公有制(zhi)經(jing)濟活力和創(chuang)造力
非公(gong)有(you)制(zhi)經(jing)(jing)(jing)濟(ji)是發(fa)展社(she)會(hui)主(zhu)義市場(chang)經(jing)(jing)(jing)濟(ji)的(de)重(zhong)要力量,也(ye)是推動我國(guo)經(jing)(jing)(jing)濟(ji)轉型(xing)升級的(de)重(zhong)要依(yi)托。要堅持權利平(ping)(ping)等、機會(hui)平(ping)(ping)等、規則平(ping)(ping)等,進一步破除影(ying)響非公(gong)有(you)制(zhi)經(jing)(jing)(jing)濟(ji)發(fa)展的(de)體制(zhi)機制(zhi)弊端,消除各種(zhong)隱性壁(bi)壘,營(ying)造(zao)公(gong)平(ping)(ping)競(jing)爭、促進企(qi)業健康(kang)(kang)發(fa)展的(de)政策和(he)制(zhi)度環境,為(wei)非公(gong)有(you)制(zhi)經(jing)(jing)(jing)濟(ji)的(de)健康(kang)(kang)發(fa)展鋪平(ping)(ping)道(dao)路。要引入(ru)(ru)非國(guo)有(you)資本參與(yu)國(guo)有(you)企(qi)業改革,鼓(gu)勵(li)和(he)規范國(guo)有(you)企(qi)業投資項目引入(ru)(ru)非國(guo)有(you)資本,鼓(gu)勵(li)民營(ying)企(qi)業依(yi)法進入(ru)(ru)更(geng)多領域,更(geng)好激發(fa)非公(gong)有(you)制(zhi)經(jing)(jing)(jing)濟(ji)活力和(he)創造(zao)力。
(二)推進產(chan)權保(bao)護法(fa)治化,依法(fa)保(bao)護各種所有制經濟(ji)權益
這(zhe)是營造(zao)公平競(jing)爭(zheng)、健康發展環境的(de)法治(zhi)保(bao)障。公有制經濟財(cai)產(chan)(chan)權(quan)(quan)(quan)不(bu)可侵犯,非公有制經濟財(cai)產(chan)(chan)權(quan)(quan)(quan)同樣不(bu)可侵犯。要(yao)(yao)(yao)健全歸屬(shu)清晰、權(quan)(quan)(quan)責明確、保(bao)護(hu)嚴(yan)格、流轉順(shun)暢的(de)現代產(chan)(chan)權(quan)(quan)(quan)制度(du),依法嚴(yan)格保(bao)護(hu)各(ge)種產(chan)(chan)權(quan)(quan)(quan)主體的(de)資產(chan)(chan)不(bu)受侵犯。要(yao)(yao)(yao)完善知(zhi)識(shi)產(chan)(chan)權(quan)(quan)(quan)制度(du),加(jia)大(da)對侵犯知(zhi)識(shi)產(chan)(chan)權(quan)(quan)(quan)不(bu)正當競(jing)爭(zheng)行為的(de)懲戒力(li)度(du)。要(yao)(yao)(yao)健全產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)的(de)法律法規,提高執法公正性(xing),推進(jin)產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)法治(zhi)化。要(yao)(yao)(yao)正確認識(shi)和(he)(he)處(chu)理產(chan)(chan)權(quan)(quan)(quan)保(bao)護(hu)法治(zhi)化和(he)(he)企(qi)(qi)業家精(jing)神的(de)關系(xi),依法保(bao)護(hu)企(qi)(qi)業家財(cai)產(chan)(chan)權(quan)(quan)(quan)和(he)(he)創新收益(yi),激發企(qi)(qi)業家精(jing)神。
(三)加快市場配置要素(su)的改革,加快形成全國統一開放、競爭有序的市場體系
這是營造(zao)公平競(jing)爭、健康發展環(huan)境的關(guan)鍵舉措。要深化(hua)資(zi)源性產品、公共服務行業(ye)(ye)等(deng)重點領域價(jia)格(ge)形成(cheng)(cheng)機(ji)制(zhi)改(gai)革,逐步縮小(xiao)政府定(ding)價(jia)商品的范圍,讓價(jia)格(ge)反映市(shi)場供求狀況和資(zi)源稀缺程度(du),充(chong)分體現生態(tai)環(huan)境的損害(hai)成(cheng)(cheng)本和修復成(cheng)(cheng)本。要加強社會(hui)(hui)信(xin)用體系建(jian)設,建(jian)立信(xin)用獎懲機(ji)制(zhi),提(ti)高全社會(hui)(hui)的信(xin)用水平。要打破(po)地域分割和行業(ye)(ye)壟(long)斷,消除“玻璃門”“彈簧門”“旋轉門”現象(xiang),促(cu)進各類所有(you)制(zhi)經濟的人才、資(zi)金、科研(yan)成(cheng)(cheng)果等(deng)在城鄉、企(qi)業(ye)(ye)、高校、科研(yan)機(ji)構間有(you)序流動。
(四)進一步轉(zhuan)變政(zheng)(zheng)府職能,減少(shao)涉及企業的行政(zheng)(zheng)審批(pi)事項
這是營(ying)造公平競爭、健康發展環境的(de)重(zhong)要(yao)手段。要(yao)持續(xu)推進政(zheng)(zheng)(zheng)府(fu)簡政(zheng)(zheng)(zheng)放(fang)權(quan)、放(fang)管(guan)(guan)結合、優化服務,切(qie)實轉(zhuan)變政(zheng)(zheng)(zheng)府(fu)職(zhi)能,減少審批、優化制(zhi)度、簡化手續(xu)、提高效(xiao)(xiao)率(lv),找準市(shi)場功(gong)能和(he)政(zheng)(zheng)(zheng)府(fu)職(zhi)能的(de)最佳結合點(dian),充分發揮市(shi)場和(he)政(zheng)(zheng)(zheng)府(fu)的(de)各(ge)自優勢(shi)。要(yao)統籌(chou)推進行政(zheng)(zheng)(zheng)審批、投資(zi)審批、職(zhi)業(ye)資(zi)格(ge)、收費管(guan)(guan)理(li)(li)、商事(shi)制(zhi)度等領域改革,限制(zhi)政(zheng)(zheng)(zheng)府(fu)對企(qi)業(ye)經營(ying)決策的(de)干(gan)(gan)預,廢(fei)除各(ge)種形式的(de)不(bu)合理(li)(li)規(gui)(gui)定,出(chu)臺一批規(gui)(gui)范(fan)行政(zheng)(zheng)(zheng)權(quan)力(li)運行、提高行政(zheng)(zheng)(zheng)審批效(xiao)(xiao)率(lv)的(de)制(zhi)度和(he)措施,切(qie)實為企(qi)業(ye)松綁(bang)減負。要(yao)創(chuang)新(xin)監(jian)(jian)管(guan)(guan)機(ji)制(zhi)和(he)監(jian)(jian)管(guan)(guan)方式,整合監(jian)(jian)管(guan)(guan)資(zi)源(yuan),減少重(zhong)復檢查,提高監(jian)(jian)管(guan)(guan)效(xiao)(xiao)能。要(yao)創(chuang)新(xin)政(zheng)(zheng)(zheng)府(fu)管(guan)(guan)理(li)(li)方式,出(chu)臺權(quan)力(li)清單、責(ze)任(ren)清單和(he)負面清單,規(gui)(gui)范(fan)行政(zheng)(zheng)(zheng)權(quan)力(li)運行,減少對各(ge)類所有制(zhi)經濟(ji)的(de)微觀干(gan)(gan)預。
(五)切實降低實體經(jing)濟企業成本,增強實體經(jing)濟盈利能力
這是營(ying)造(zao)公平競(jing)爭、健康發展(zhan)環境的根本(ben)(ben)目的。要(yao)開展(zhan)降(jiang)低(di)實(shi)體經(jing)濟企業(ye)(ye)成(cheng)本(ben)(ben)行(xing)動,切實(shi)降(jiang)低(di)企業(ye)(ye)運營(ying)成(cheng)本(ben)(ben)、融(rong)資成(cheng)本(ben)(ben)和稅費(fei)成(cheng)本(ben)(ben)。要(yao)優化企業(ye)(ye)運營(ying)模式,通過管(guan)理(li)提升、成(cheng)本(ben)(ben)管(guan)控、科技創新(xin)、技術改(gai)造(zao)、盤活存(cun)量等方(fang)式,提高資源(yuan)利用效率,嚴格控制各類(lei)成(cheng)本(ben)(ben),努力提升經(jing)營(ying)效益。要(yao)提高金融(rong)服(fu)務(wu)實(shi)體經(jing)濟效率,完善(shan)境內(nei)外金融(rong)支持和服(fu)務(wu)功能,健全多層次資本(ben)(ben)市(shi)場,降(jiang)低(di)企業(ye)(ye)融(rong)資成(cheng)本(ben)(ben)。要(yao)完善(shan)稅收制度,調(diao)整不合理(li)的稅費(fei)結構,清理(li)和規范涉企行(xing)政事業(ye)(ye)性收費(fei),有(you)序解決以費(fei)代稅的問題,切實(shi)減(jian)輕各類(lei)所有(you)制企業(ye)(ye)負擔。
黨的十八屆五中全會為實現全面建成小康社會目標描繪了宏偉的發展藍圖。我們要在以習近平同志為總書記的黨中央堅強領導下,堅決貫徹落實《建議》的各項部署要求,堅持和完善公有制為主體、多種所有制經濟共同發展的基本經濟制度,牢牢把握“兩個毫不動搖”方針,更好促進經濟社會持續健康發展,為全面建成小康社會、實現中華民族偉大復興的中國夢作出新的更大貢獻!
