新華財(cai)經北京9月(yue)14日電 國(guo)(guo)務院國(guo)(guo)資委副(fu)主任翁杰明(ming)9月(yue)14日在“對標(biao)世界(jie)一流管(guan)(guan)理提(ti)升行動通氣會”上表示(shi),用2-3年的(de)時間,推動中(zhong)央企(qi)業和地方國(guo)(guo)有重點企(qi)業基(ji)本(ben)形成系統完備、科學規范(fan)、運行高效的(de)中(zhong)國(guo)(guo)特色現代國(guo)(guo)有企(qi)業管(guan)(guan)理體(ti)系,總體(ti)管(guan)(guan)理能力明(ming)顯增強,部(bu)分企(qi)業管(guan)(guan)理達到或接近世界(jie)一流水平(ping)。
翁杰明介紹(shao),為(wei)實現這(zhe)一目標,國(guo)資(zi)委在前期深(shen)入調研的基(ji)礎(chu)上,結合企業實際,明確將戰(zhan)略管理(li)、組織管理(li)、運營(ying)管理(li)、財務管理(li)、科(ke)技管理(li)、風險管理(li)、人力資(zi)源管理(li)、信息(xi)化管理(li)等8個(ge)領域,作為(wei)對(dui)標提升行動的重點任務:
一是(shi)在(zai)(zai)戰(zhan)略管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)強(qiang)(qiang)(qiang)化(hua)戰(zhan)略意識、投(tou)資(zi)管(guan)(guan)(guan)(guan)(guan)理(li)(li)、主業管(guan)(guan)(guan)(guan)(guan)理(li)(li)和國際(ji)化(hua)經營,持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)戰(zhan)略引(yin)領(ling)能(neng)力(li)(li);二(er)是(shi)在(zai)(zai)組(zu)織(zhi)管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)科(ke)學設置組(zu)織(zhi)架構、分(fen)(fen)類開展(zhan)授權放權完(wan)(wan)善組(zu)織(zhi)運行(xing)機制、加強(qiang)(qiang)(qiang)組(zu)織(zhi)文化(hua)建(jian)設,持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)科(ke)學管(guan)(guan)(guan)(guan)(guan)控(kong)能(neng)力(li)(li);三是(shi)在(zai)(zai)運營管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)推行(xing)精(jing)益管(guan)(guan)(guan)(guan)(guan)理(li)(li)、加強(qiang)(qiang)(qiang)現場管(guan)(guan)(guan)(guan)(guan)理(li)(li)、優(you)化(hua)供(gong)應鏈管(guan)(guan)(guan)(guan)(guan)理(li)(li)、完(wan)(wan)善營銷管(guan)(guan)(guan)(guan)(guan)理(li)(li)和用(yong)戶服務(wu)體(ti)(ti)(ti)(ti)系(xi),持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)精(jing)益運營能(neng)力(li)(li);四是(shi)在(zai)(zai)財(cai)(cai)務(wu)管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)構建(jian)一體(ti)(ti)(ti)(ti)化(hua)財(cai)(cai)務(wu)管(guan)(guan)(guan)(guan)(guan)控(kong)體(ti)(ti)(ti)(ti)系(xi)、充(chong)分(fen)(fen)挖掘利用(yong)財(cai)(cai)務(wu)資(zi)源、提(ti)(ti)高(gao)資(zi)本的流(liu)動(dong)(dong)性和回報率、加強(qiang)(qiang)(qiang)市(shi)值管(guan)(guan)(guan)(guan)(guan)理(li)(li),持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)價值創造能(neng)力(li)(li);五是(shi)在(zai)(zai)科(ke)技管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)加強(qiang)(qiang)(qiang)科(ke)技創新規(gui)劃、完(wan)(wan)善技術創新體(ti)(ti)(ti)(ti)系(xi)、提(ti)(ti)高(gao)協同(tong)創新水平、強(qiang)(qiang)(qiang)化(hua)創新考核(he)引(yin)導(dao),持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)自主創新能(neng)力(li)(li);六是(shi)在(zai)(zai)風險管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)強(qiang)(qiang)(qiang)化(hua)風險防控(kong)意識健全合規(gui)管(guan)(guan)(guan)(guan)(guan)理(li)(li)制度、加強(qiang)(qiang)(qiang)內控(kong)體(ti)(ti)(ti)(ti)系(xi)、責任迫究體(ti)(ti)(ti)(ti)系(xi)建(jian)設,推進(jin)法(fa)律管(guan)(guan)(guan)(guan)(guan)理(li)(li)與經營管(guan)(guan)(guan)(guan)(guan)理(li)(li)深度融合,持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)合規(gui)經營能(neng)力(li)(li);七(qi)是(shi)在(zai)(zai)人(ren)(ren)力(li)(li)資(zi)源管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)強(qiang)(qiang)(qiang)化(hua)規(gui)劃引(yin)領(ling)、完(wan)(wan)善市(shi)場化(hua)選人(ren)(ren)用(yong)人(ren)(ren)機制、健全薪酬分(fen)(fen)配激勵機制、加強(qiang)(qiang)(qiang)人(ren)(ren)才培養和梯隊建(jian)設,持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)科(ke)學選人(ren)(ren)用(yong)人(ren)(ren)能(neng)力(li)(li);八是(shi)在(zai)(zai)信息化(hua)管(guan)(guan)(guan)(guan)(guan)理(li)(li)方(fang)面(mian)(mian)(mian)(mian),通(tong)過(guo)充(chong)分(fen)(fen)發揮(hui)信息化(hua)驅(qu)動(dong)(dong)引(yin)領(ling)作用(yong)、統(tong)一基(ji)礎數據(ju)標準促(cu)進(jin)業務(wu)與信息化(hua)深度融合、完(wan)(wan)善網絡(luo)安全管(guan)(guan)(guan)(guan)(guan)理(li)(li)體(ti)(ti)(ti)(ti)系(xi),持(chi)(chi)(chi)續(xu)(xu)(xu)提(ti)(ti)升(sheng)(sheng)系(xi)統(tong)集(ji)成(cheng)能(neng)力(li)(li)。
