2019年12月11日,國務院國資委組織(zhi)召開中(zhong)央企業“總部機關化”問題專項整改(gai)工(gong)作(zuo)推(tui)進會(hui),認真總結專項整改(gai)工(gong)作(zuo)成(cheng)果(guo),交(jiao)流好(hao)的(de)(de)做法和經驗,并(bing)結合(he)《改(gai)革國有資本授權經營體制(zhi)方案(an)》的(de)(de)貫徹落實,對下一(yi)步工(gong)作(zuo)進行安(an)排部署(shu)。
當前,國有企業特別是中央企業的“總(zong)部機關(guan)化”問題,一定(ding)程度上制約了新形勢下企業的高質量(liang)發展,必須(xu)深化認識并切實加以(yi)解(jie)決(jue)。
對此(ci),國(guo)務院(yuan)國(guo)資委(wei)(wei)(wei)高度重視(shi)。國(guo)資委(wei)(wei)(wei)黨委(wei)(wei)(wei)書記、主任郝鵬先后(hou)三次主持召開(kai)(kai)黨委(wei)(wei)(wei)會,要求進一步(bu)提高政(zheng)治(zhi)站位,采取切實有效措施(shi),全面開(kai)(kai)展“總部機關化”問題(ti)專項整改工(gong)作。國(guo)資委(wei)(wei)(wei)成(cheng)立了由國(guo)資委(wei)(wei)(wei)副主任翁杰明(ming)任組(zu)長的專項整改工(gong)作組(zu),統籌推進具體(ti)工(gong)作。2019年10月31日,翁杰明(ming)組(zu)織召開(kai)(kai)了第一次工(gong)作啟動會,對相(xiang)關工(gong)作進行(xing)了全面部署。
時隔一個多(duo)月,國(guo)資委再次召開的這次工作推進會上,國(guo)家電(dian)(dian)投(tou)、東方電(dian)(dian)氣集團、中國(guo)遠洋海運、國(guo)投(tou)、中煤集團、中廣核6家企業(ye)負責同(tong)志(zhi)就所在企業(ye)的整改工作,尤其是多(duo)年來探(tan)索出來的“去機關化(hua)”經驗進行了(le)交(jiao)流發言。
國(guo)(guo)(guo)家(jia)電投(tou)黨組(zu)副書記時家(jia)林在(zai)發言中表示(shi),在(zai)解決(jue)(jue)“總(zong)部(bu)機關化”這(zhe)(zhe)個問題上,國(guo)(guo)(guo)家(jia)電投(tou)黨組(zu)思想認識高(gao)度(du)(du)統(tong)一(yi),在(zai)國(guo)(guo)(guo)資(zi)委領導(dao)下,結合(he)國(guo)(guo)(guo)有資(zi)本(ben)投(tou)資(zi)公(gong)司(si)改(gai)革(ge),自發地、主(zhu)動(dong)地采取了(le)(le)(le)一(yi)系列整(zheng)改(gai)措施,取得了(le)(le)(le)階段性整(zheng)改(gai)成果(guo)。一(yi)是明確總(zong)部(bu)職能(neng)定位(wei),推進組(zu)織結構精(jing)(jing)簡(jian)優化。國(guo)(guo)(guo)家(jia)電投(tou)將集團總(zong)部(bu)定位(wei)為(wei)戰略(lve)(lve)管(guan)理(li)中心和(he)資(zi)本(ben)運作(zuo)主(zhu)體(ti),聚焦黨建統(tong)領、戰略(lve)(lve)管(guan)控、資(zi)本(ben)運營、資(zi)源統(tong)籌(chou)、干部(bu)管(guan)理(li)和(he)風險監(jian)控六項(xiang)(xiang)職能(neng)。總(zong)部(bu)不再從事(shi)(shi)具(ju)體(ti)生產經(jing)營活動(dong),下放生產運營管(guan)理(li)職能(neng),總(zong)部(bu)人員大(da)(da)幅(fu)精(jing)(jing)簡(jian)。11月初總(zong)部(bu)機構已經(jing)全(quan)部(bu)調整(zheng)到位(wei),目前已經(jing)按(an)照(zhao)新(xin)的(de)職能(neng)運轉。二(er)級(ji)(ji)單位(wei)不斷加大(da)(da)專業化整(zheng)合(he)力度(du)(du)。二(er)是發布權(quan)責(ze)清單C版,大(da)(da)幅(fu)度(du)(du)精(jing)(jing)簡(jian)審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)。與B版相比,C版權(quan)責(ze)事(shi)(shi)項(xiang)(xiang)由(you)(you)646項(xiang)(xiang)減少到129項(xiang)(xiang),審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)由(you)(you)197項(xiang)(xiang)減少到40項(xiang)(xiang),精(jing)(jing)簡(jian)權(quan)責(ze)、審(shen)批(pi)事(shi)(shi)項(xiang)(xiang)達80%以上。三是以建設國(guo)(guo)(guo)有資(zi)本(ben)投(tou)資(zi)公(gong)司(si)為(wei)方向,推進公(gong)司(si)治理(li)體(ti)系和(he)治理(li)能(neng)力現代化。為(wei)提高(gao)決(jue)(jue)策效率,建立董(dong)(dong)(dong)事(shi)(shi)會(hui)執行(xing)(xing)委員會(hui),董(dong)(dong)(dong)事(shi)(shi)會(hui)授權(quan)一(yi)般(ban)性事(shi)(shi)項(xiang)(xiang)由(you)(you)執委會(hui)決(jue)(jue)策。梳(shu)理(li)黨組(zu)、董(dong)(dong)(dong)事(shi)(shi)會(hui)、經(jing)理(li)層的(de)職能(neng)權(quan)限、決(jue)(jue)策邊界,明確了(le)(le)(le)黨組(zu)、董(dong)(dong)(dong)事(shi)(shi)會(hui)、經(jing)理(li)層各自的(de)權(quan)限和(he)程序。對“三重一(yi)大(da)(da)”事(shi)(shi)項(xiang)(xiang)等制度(du)(du)全(quan)面修訂,既體(ti)現了(le)(le)(le)國(guo)(guo)(guo)企(qi)堅持黨的(de)領導(dao)這(zhe)(zhe)一(yi)重大(da)(da)政治原(yuan)則,又保(bao)證了(le)(le)(le)其他(ta)治理(li)主(zhu)體(ti)依法行(xing)(xing)使職權(quan)。在(zai)二(er)級(ji)(ji)企(qi)業層面,開展了(le)(le)(le)落實(shi)董(dong)(dong)(dong)事(shi)(shi)會(hui)職權(quan)試點改(gai)革(ge),組(zu)建了(le)(le)(le)一(yi)支(zhi)20人的(de)專職董(dong)(dong)(dong)監(jian)事(shi)(shi)隊伍,實(shi)現二(er)級(ji)(ji)單位(wei)董(dong)(dong)(dong)事(shi)(shi)會(hui)統(tong)一(yi)管(guan)理(li)。
東(dong)方電氣總(zong)(zong)經理(li)、黨(dang)組(zu)副書記俞培(pei)根在發(fa)言中(zhong)(zhong)提(ti)到(dao),要堅持主動改(gai)(gai)革(ge)、積(ji)極(ji)作(zuo)為(wei)(wei)(wei),著力(li)(li)補(bu)齊管(guan)理(li)短板。要堅持解放思想(xiang)、不破不立,徹底重(zhong)建(jian)組(zu)織(zhi)結構(gou)。要堅持下(xia)細功夫策劃、花大力(li)(li)氣實(shi)施(shi)、以(yi)(yi)(yi)(yi)快節(jie)奏推(tui)動,確(que)保改(gai)(gai)革(ge)落實(shi)落地(di)。通(tong)過整(zheng)改(gai)(gai),全(quan)力(li)(li)打(da)(da)造(zao)“一(yi)個(ge)(ge)(ge)體系、一(yi)個(ge)(ge)(ge)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)、一(yi)支(zhi)隊伍”。一(yi)是全(quan)力(li)(li)打(da)(da)造(zao)高(gao)(gao)效(xiao)率(lv)戰(zhan)略(lve)(lve)管(guan)控(kong)(kong)(kong)(kong)體系。將集(ji)(ji)(ji)團(tuan)管(guan)控(kong)(kong)(kong)(kong)模(mo)(mo)式(shi)由(you)(you)“戰(zhan)略(lve)(lve)運營型(xing)”調(diao)整(zheng)為(wei)(wei)(wei)“戰(zhan)略(lve)(lve)管(guan)控(kong)(kong)(kong)(kong)型(xing)”,明(ming)確(que)了(le)以(yi)(yi)(yi)(yi)戰(zhan)略(lve)(lve)落地(di)為(wei)(wei)(wei)目標(biao)、以(yi)(yi)(yi)(yi)法人(ren)(ren)治理(li)為(wei)(wei)(wei)基(ji)(ji)礎、以(yi)(yi)(yi)(yi)價(jia)值創造(zao)為(wei)(wei)(wei)重(zhong)點、以(yi)(yi)(yi)(yi)績效(xiao)評價(jia)為(wei)(wei)(wei)導(dao)向、以(yi)(yi)(yi)(yi)改(gai)(gai)革(ge)創新(xin)為(wei)(wei)(wei)動力(li)(li)、以(yi)(yi)(yi)(yi)預(yu)算管(guan)理(li)為(wei)(wei)(wei)抓手、以(yi)(yi)(yi)(yi)加(jia)強監管(guan)為(wei)(wei)(wei)保障(zhang)、以(yi)(yi)(yi)(yi)優(you)化(hua)服務為(wei)(wei)(wei)支(zhi)撐的(de)(de)(de)集(ji)(ji)(ji)團(tuan)管(guan)控(kong)(kong)(kong)(kong)體系。二是全(quan)力(li)(li)打(da)(da)造(zao)高(gao)(gao)水(shui)平戰(zhan)略(lve)(lve)管(guan)控(kong)(kong)(kong)(kong)型(xing)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)。將集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)明(ming)確(que)為(wei)(wei)(wei)全(quan)集(ji)(ji)(ji)團(tuan)的(de)(de)(de)戰(zhan)略(lve)(lve)管(guan)控(kong)(kong)(kong)(kong)中(zhong)(zhong)心、投資決策中(zhong)(zhong)心、內控(kong)(kong)(kong)(kong)監督中(zhong)(zhong)心、績效(xiao)評價(jia)中(zhong)(zhong)心、黨(dang)的(de)(de)(de)建(jian)設(she)中(zhong)(zhong)心。厘清了(le)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)權責,從“零”開始全(quan)面重(zhong)建(jian)了(le)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)組(zu)織(zhi)結構(gou)。改(gai)(gai)革(ge)后(hou),東(dong)方電氣集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)門(men)數(shu)量由(you)(you)15個(ge)(ge)(ge)減(jian)少(shao)到(dao)了(le)11個(ge)(ge)(ge),其中(zhong)(zhong)黨(dang)的(de)(de)(de)工作(zuo)機(ji)(ji)構(gou)以(yi)(yi)(yi)(yi)外的(de)(de)(de)職能(neng)(neng)部(bu)(bu)(bu)(bu)(bu)門(men)僅有(you)7個(ge)(ge)(ge);總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)部(bu)(bu)(bu)(bu)(bu)門(men)內設(she)機(ji)(ji)構(gou)數(shu)量由(you)(you)50個(ge)(ge)(ge)減(jian)少(shao)到(dao)了(le)39個(ge)(ge)(ge);集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)人(ren)(ren)員(yuan)(yuan)編(bian)制由(you)(you)414人(ren)(ren)減(jian)少(shao)到(dao)154人(ren)(ren),下(xia)降幅度達63%。三(san)是全(quan)力(li)(li)打(da)(da)造(zao)高(gao)(gao)素質(zhi)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)員(yuan)(yuan)工隊伍。集(ji)(ji)(ji)團(tuan)總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)各部(bu)(bu)(bu)(bu)(bu)門(men)基(ji)(ji)于職責定(ding)(ding)(ding)位的(de)(de)(de)調(diao)整(zheng)進行(xing)了(le)全(quan)部(bu)(bu)(bu)(bu)(bu)重(zhong)新(xin)定(ding)(ding)(ding)編(bian),總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)全(quan)體員(yuan)(yuan)工“原(yuan)地(di)起立”,按(an)照“擇優(you)配(pei)置(zhi)、雙向選擇、公(gong)平競(jing)爭(zheng)”的(de)(de)(de)原(yuan)則,根據員(yuan)(yuan)工績效(xiao)考核結果及(ji)個(ge)(ge)(ge)人(ren)(ren)意愿(yuan)進行(xing)人(ren)(ren)崗適配(pei)。通(tong)過本次改(gai)(gai)革(ge),東(dong)方電氣集(ji)(ji)(ji)團(tuan)管(guan)控(kong)(kong)(kong)(kong)模(mo)(mo)式(shi)更加(jia)明(ming)確(que)、總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)定(ding)(ding)(ding)位更加(jia)清晰、機(ji)(ji)構(gou)設(she)置(zhi)更加(jia)精干(gan)、職能(neng)(neng)配(pei)置(zhi)更加(jia)合理(li),從組(zu)織(zhi)結構(gou)上避(bi)免了(le)“總(zong)(zong)部(bu)(bu)(bu)(bu)(bu)機(ji)(ji)關(guan)化(hua)”問題(ti)的(de)(de)(de)滋(zi)生,為(wei)(wei)(wei)高(gao)(gao)質(zhi)量發(fa)展(zhan)奠定(ding)(ding)(ding)了(le)基(ji)(ji)礎。

記(ji)者注(zhu)意到,在此(ci)次(ci)整改過程(cheng)中(zhong),國資委也將把自身擺進去(qu)——這兩次(ci)工(gong)作啟動(dong)會和(he)推進會都(dou)是通(tong)過視頻形式(shi)召開(kai)的,明(ming)顯(xian)減(jian)輕了央(yang)企的負擔。
翁(weng)杰明表示(shi),央(yang)企“總部機(ji)關化”整改的各(ge)項工作(zuo)已取得積極成效,第一階(jie)段的目標任務(wu)順(shun)利完成,原因主要是(shi)三(san)個方面:
一(yi)是高度重視,及(ji)時部署推(tui)進(jin)。各中央企業黨(dang)委(wei)(黨(dang)組(zu))將專(zhuan)項整改(gai)作(zuo)(zuo)為當(dang)前重要(yao)(yao)的政治責(ze)任(ren)和政治任(ren)務,切實加強組(zu)織領導,主要(yao)(yao)負責(ze)同志均(jun)在第一(yi)時間作(zuo)(zuo)出批示(shi)(shi)(shi),并召開黨(dang)委(wei)(黨(dang)組(zu))會(hui)議(yi)、專(zhuan)題動員部署會(hui)議(yi),認真學習傳達習近(jin)平總書記重要(yao)(yao)指示(shi)(shi)(shi)批示(shi)(shi)(shi)精神,全面(mian)部署整改(gai)工作(zuo)(zuo)。
二是精心組織,研(yan)究(jiu)制定(ding)整改(gai)方案(an)(an)。各企業對“總部(bu)機關化”問題深(shen)入研(yan)究(jiu),明(ming)確(que)整改(gai)措施、完成時(shi)限和任務分工(gong)。截至11月30日(ri),中央企業已全部(bu)制定(ding)了專項整改(gai)實施方案(an)(an),并正式上報國資委備案(an)(an)。
三是突出重點,抓緊(jin)落實(shi)立行(xing)立改任務。按照立行(xing)立改清單要求,各企業(ye)快速行(xing)動,及(ji)時調整(zheng)“廳、局(ju)(ju)”等機(ji)構名(ming)(ming)稱,以(yi)及(ji)“局(ju)(ju)長、巡視員、調研員”等職務稱謂。目(mu)前,67家(jia)(jia)設置“辦(ban)公(gong)廳”的(de)企業(ye)全部完成了名(ming)(ming)稱調整(zheng),其中(zhong),48家(jia)(jia)改為(wei)辦(ban)公(gong)室、19家(jia)(jia)改為(wei)綜合(管理)部。14家(jia)(jia)設置“局(ju)(ju)”的(de)企業(ye)也(ye)全部調整(zheng)了名(ming)(ming)稱。
翁(weng)杰明(ming)表示,在充分肯定(ding)成績的同時(shi),我(wo)們(men)也要清醒地(di)看(kan)到(dao),各企業整(zheng)改(gai)工作(zuo)還不平衡(heng),仍存在一(yi)些問題和不足(zu)。
翁杰明強調,黨(dang)的(de)(de)(de)十九(jiu)屆四(si)中全會對(dui)國資國企(qi)治理體系和治理能力(li)現代(dai)化(hua)(hua)(hua)提出(chu)了(le)新的(de)(de)(de)要(yao)求。隨著專(zhuan)項(xiang)整改工作的(de)(de)(de)深化(hua)(hua)(hua),越(yue)來越(yue)多的(de)(de)(de)企(qi)業領導認識到,扎(zha)實做(zuo)好“總部機關(guan)化(hua)(hua)(hua)”問題專(zhuan)項(xiang)整改,是(shi)深入貫徹落(luo)實習近平總書(shu)記重要(yao)指示批示、增(zeng)(zeng)強“四(si)個意識”、做(zuo)到“兩個維護”的(de)(de)(de)具體表現和實際行動(dong),是(shi)推進市(shi)場(chang)化(hua)(hua)(hua)改革、增(zeng)(zeng)強企(qi)業活力(li)動(dong)力(li)的(de)(de)(de)內(nei)在需求,也是(shi)凝聚共識、攻堅克難(nan),解決長期想(xiang)解決而難(nan)以解決突出(chu)問題的(de)(de)(de)難(nan)得契機。
翁杰明表示,專項整改工作(zuo)才剛剛起步,下一步的(de)(de)首要(yao)任(ren)務是加(jia)快(kuai)轉(zhuan)變(bian)職能、落實(shi)授權(quan)放(fang)權(quan)。他強調,“加(jia)快(kuai)轉(zhuan)變(bian)職能、落實(shi)授權(quan)放(fang)權(quan),既是深入推進‘總部機關化’專項整改的(de)(de)核心內容,更是認(ren)真(zhen)落實(shi)《改革國有資本授權(quan)經營體制方案》的(de)(de)重(zhong)要(yao)舉措。”
針對下一步工(gong)作,翁杰明提出了三(san)點要求(qiu)。
在加快轉(zhuan)變(bian)職(zhi)能(neng)上(shang)狠下(xia)功夫,突出總(zong)部價值創造功能(neng)。要按照專項整改立(li)行立(li)改清單,抓緊研究提出總(zong)部職(zhi)能(neng)、機(ji)構、崗位等調整優(you)化的思路和(he)措施。
在推(tui)動授(shou)權(quan)(quan)(quan)放權(quan)(quan)(quan)上狠下功夫(fu),不(bu)斷增強(qiang)企業(ye)內生動力和發展活力。加(jia)快研究制定總部權(quan)(quan)(quan)責事項清單(dan)、授(shou)權(quan)(quan)(quan)放權(quan)(quan)(quan)事項清單(dan),加(jia)大授(shou)權(quan)(quan)(quan)放權(quan)(quan)(quan)力度。
在(zai)全(quan)面(mian)落實(shi)(shi)(shi)(shi)專項整改(gai)(gai)(gai)實(shi)(shi)(shi)(shi)施(shi)方(fang)案上狠下功(gong)夫,確保(bao)各項整改(gai)(gai)(gai)措施(shi)落實(shi)(shi)(shi)(shi)落地(di)。在(zai)聚焦轉(zhuan)變總部(bu)職能和落實(shi)(shi)(shi)(shi)授(shou)權放權兩項重(zhong)點工作(zuo)的同時(shi),同步(bu)推進立行立改(gai)(gai)(gai)各項任務,完善(shan)工作(zuo)措施(shi),加強(qiang)指導推動,確保(bao)專項整改(gai)(gai)(gai)各項工作(zuo)取得(de)實(shi)(shi)(shi)(shi)效。
