著力構建高水平社會主義市場經濟體制

黨的十九屆五(wu)中全(quan)會(hui)審議通(tong)過的《中共中央(yang)關于制(zhi)定國民經濟和社會(hui)發(fa)展第十四(si)個(ge)五(wu)年規劃(hua)和二〇三五(wu)年遠景目(mu)標的建(jian)議》(以(yi)下簡(jian)稱《建(jian)議》),提出(chu)“全(quan)面(mian)(mian)深化改革,構(gou)建(jian)高水平社會(hui)主義市場經濟體制(zhi)”的重點任(ren)務并作出(chu)一系(xi)列重要(yao)部署(shu)。這對(dui)于推動高質量(liang)發(fa)展、全(quan)面(mian)(mian)建(jian)成小(xiao)康社會(hui)、開啟全(quan)面(mian)(mian)建(jian)設社會(hui)主義現代(dai)化國家新征程,具(ju)有重要(yao)意義。
構建高水平(ping)社(she)會主義市場(chang)經(jing)濟(ji)體制,應著重在(zai)以下幾個方面下大功夫、花(hua)大力氣。
建設高標準市場體系,推進要素市場化配置改革
市場體(ti)(ti)系(xi)是(shi)市場機制發揮作用的必(bi)要條(tiao)件,充分(fen)發揮市場機制在(zai)資源(yuan)配置中的作用,構建(jian)體(ti)(ti)系(xi)完整、機制健全、統(tong)一(yi)開放、競爭(zheng)有序的高標準(zhun)市場體(ti)(ti)系(xi),是(shi)構建(jian)高水(shui)平(ping)社(she)會主義市場經濟體(ti)(ti)制的重要內容。
黨的(de)(de)十九屆五中全(quan)會提出了(le)“十四(si)五”時期經(jing)(jing)濟社會發展主(zhu)(zhu)要(yao)目標(biao),其中包(bao)括“社會主(zhu)(zhu)義市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)經(jing)(jing)濟體(ti)(ti)制(zhi)更加(jia)(jia)完(wan)(wan)善,高(gao)(gao)(gao)標(biao)準(zhun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi)基本建(jian)(jian)成”等(deng)。按(an)照《建(jian)(jian)議》的(de)(de)部(bu)署,建(jian)(jian)設(she)(she)高(gao)(gao)(gao)標(biao)準(zhun)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi)的(de)(de)重(zhong)點之一(yi)(yi)是健(jian)全(quan)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi)基礎制(zhi)度(du)(du),完(wan)(wan)善要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)化(hua)配(pei)(pei)置(zhi)(zhi)。必(bi)須從(cong)健(jian)全(quan)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi)基礎制(zhi)度(du)(du)抓起,提高(gao)(gao)(gao)制(zhi)度(du)(du)供給水平(ping)和(he)(he)能力(li)(li),保障(zhang)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi)有效運(yun)行,形成高(gao)(gao)(gao)效規(gui)范(fan)、公(gong)平(ping)競爭(zheng)的(de)(de)國內統一(yi)(yi)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)。重(zhong)在健(jian)全(quan)產(chan)權(quan)執(zhi)法(fa)司法(fa)保護(hu)(hu)制(zhi)度(du)(du),實施統一(yi)(yi)的(de)(de)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)準(zhun)入負面(mian)清單制(zhi)度(du)(du),健(jian)全(quan)公(gong)平(ping)競爭(zheng)制(zhi)度(du)(du),清除市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)壁(bi)壘,維(wei)護(hu)(hu)清單的(de)(de)統一(yi)(yi)性(xing)和(he)(he)權(quan)威性(xing),提高(gao)(gao)(gao)資(zi)(zi)源(yuan)配(pei)(pei)置(zhi)(zhi)效率和(he)(he)公(gong)平(ping)性(xing),保障(zhang)資(zi)(zi)源(yuan)優化(hua)配(pei)(pei)置(zhi)(zhi),進一(yi)(yi)步(bu)營造(zao)公(gong)平(ping)競爭(zheng)的(de)(de)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)環境。必(bi)須著力(li)(li)推(tui)(tui)進要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)化(hua)改革(ge),健(jian)全(quan)要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)運(yun)行機制(zhi)。推(tui)(tui)進資(zi)(zi)本要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)化(hua)配(pei)(pei)置(zhi)(zhi),健(jian)全(quan)股票、債券等(deng)資(zi)(zi)本市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)制(zhi)度(du)(du),加(jia)(jia)強資(zi)(zi)本市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)結(jie)構、功能、制(zhi)度(du)(du)規(gui)范(fan)、法(fa)律建(jian)(jian)設(she)(she);健(jian)全(quan)數據、知識、技術(shu)等(deng)要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)化(hua)配(pei)(pei)置(zhi)(zhi)機制(zhi),進一(yi)(yi)步(bu)激發數據、知識、技術(shu)等(deng)要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)活力(li)(li),完(wan)(wan)善相關法(fa)律法(fa)規(gui),明確不同(tong)主(zhu)(zhu)體(ti)(ti)的(de)(de)權(quan)利義務(wu),規(gui)范(fan)交(jiao)(jiao)易行為和(he)(he)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)秩序(xu);加(jia)(jia)快完(wan)(wan)善城(cheng)(cheng)鄉統一(yi)(yi)的(de)(de)土地(di)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang),推(tui)(tui)動(dong)(dong)土地(di)要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)化(hua)配(pei)(pei)置(zhi)(zhi),加(jia)(jia)快構建(jian)(jian)“保護(hu)(hu)產(chan)權(quan)、同(tong)權(quan)同(tong)價、維(wei)護(hu)(hu)契(qi)約、平(ping)等(deng)交(jiao)(jiao)易”的(de)(de)城(cheng)(cheng)鄉統一(yi)(yi)建(jian)(jian)設(she)(she)用地(di)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi);建(jian)(jian)立城(cheng)(cheng)鄉統一(yi)(yi)的(de)(de)勞動(dong)(dong)力(li)(li)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang),推(tui)(tui)動(dong)(dong)勞動(dong)(dong)力(li)(li)要(yao)素(su)有序(xu)流動(dong)(dong),深化(hua)勞動(dong)(dong)力(li)(li)要(yao)素(su)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)制(zhi)機制(zhi)改革(ge),健(jian)全(quan)統一(yi)(yi)規(gui)范(fan)的(de)(de)人力(li)(li)資(zi)(zi)源(yuan)市(shi)(shi)(shi)(shi)(shi)場(chang)(chang)(chang)(chang)(chang)(chang)(chang)(chang)體(ti)(ti)系(xi),完(wan)(wan)善要(yao)素(su)交(jiao)(jiao)易規(gui)則和(he)(he)服務(wu)體(ti)(ti)系(xi);建(jian)(jian)設(she)(she)多元平(ping)衡(heng)、安(an)全(quan)高(gao)(gao)(gao)效的(de)(de)全(quan)面(mian)開放體(ti)(ti)系(xi),發展更高(gao)(gao)(gao)層次(ci)的(de)(de)開放型經(jing)(jing)濟。
當(dang)前(qian),我國已進入高(gao)質量發(fa)展(zhan)(zhan)階段。針對(dui)市(shi)場(chang)秩序(xu)不規范、生產要素市(shi)場(chang)發(fa)展(zhan)(zhan)滯(zhi)后(hou)、市(shi)場(chang)規則不統一、市(shi)場(chang)競(jing)爭(zheng)不充(chong)分等問題,必須破除制(zhi)約高(gao)質量發(fa)展(zhan)(zhan)的(de)體(ti)制(zhi)機制(zhi)性(xing)障礙,加快建設(she)統一開放、競(jing)爭(zheng)有序(xu)的(de)市(shi)場(chang)體(ti)系,提高(gao)資源配(pei)置效(xiao)率,為構建高(gao)水平(ping)社(she)會主義市(shi)場(chang)經濟體(ti)制(zhi)奠(dian)定(ding)堅實基礎(chu)。
堅持和完善社會主義基本經濟制度,激發各類市場主體活力
基(ji)(ji)本經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)制(zhi)度在制(zhi)度體系中具有長期性和穩定(ding)性,決定(ding)著經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)發展的(de)(de)質(zhi)量和效益。構建高水平社會主義市場經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)體制(zhi),必須堅持(chi)和完善社會主義基(ji)(ji)本經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)制(zhi)度,在基(ji)(ji)本經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)制(zhi)度框架內(nei)形(xing)成以公有制(zhi)為主體、多種所有制(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)共同發展的(de)(de)所有制(zhi)結構,形(xing)成公有制(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)、非公有制(zhi)經(jing)(jing)(jing)(jing)(jing)(jing)濟(ji)相(xiang)輔相(xiang)成、相(xiang)得(de)益彰的(de)(de)好局面,激發各類市場主體活力。
必須(xu)毫不動搖地(di)鞏固和發(fa)展(zhan)公有(you)(you)(you)(you)制(zhi)經(jing)濟,激發(fa)國(guo)有(you)(you)(you)(you)企(qi)業(ye)活力(li)(li)。重在加快國(guo)有(you)(you)(you)(you)經(jing)濟布局優(you)化(hua)(hua)和結構調(diao)整(zheng),加快完善中國(guo)特色現代企(qi)業(ye)制(zhi)度,健(jian)全管(guan)(guan)資(zi)(zi)本為主的國(guo)有(you)(you)(you)(you)資(zi)(zi)產監管(guan)(guan)體制(zhi),發(fa)展(zhan)混合(he)所(suo)有(you)(you)(you)(you)制(zhi)經(jing)濟,分層分類深(shen)化(hua)(hua)國(guo)有(you)(you)(you)(you)企(qi)業(ye)混合(he)所(suo)有(you)(you)(you)(you)制(zhi)改革(ge)(ge),因(yin)地(di)、因(yin)業(ye)、因(yin)企(qi)施策,支持民(min)營(ying)企(qi)業(ye)、社(she)會資(zi)(zi)本參與(yu)國(guo)有(you)(you)(you)(you)企(qi)業(ye)混合(he)所(suo)有(you)(you)(you)(you)制(zhi)改革(ge)(ge),鼓(gu)勵國(guo)有(you)(you)(you)(you)資(zi)(zi)本投資(zi)(zi)入股民(min)營(ying)企(qi)業(ye);深(shen)化(hua)(hua)國(guo)資(zi)(zi)國(guo)企(qi)改革(ge)(ge),做(zuo)(zuo)強(qiang)做(zuo)(zuo)優(you)做(zuo)(zuo)大國(guo)有(you)(you)(you)(you)資(zi)(zi)本和國(guo)有(you)(you)(you)(you)企(qi)業(ye),以提升自主創新能力(li)(li)增強(qiang)新發(fa)展(zhan)動能,以深(shen)化(hua)(hua)國(guo)資(zi)(zi)國(guo)企(qi)改革(ge)(ge)激發(fa)新發(fa)展(zhan)活力(li)(li),增強(qiang)國(guo)有(you)(you)(you)(you)經(jing)濟競爭力(li)(li)、創新力(li)(li)、控制(zhi)力(li)(li)、影(ying)響力(li)(li)和抗風(feng)險能力(li)(li)。
必須毫不動搖地鼓勵、支(zhi)持(chi)、引導非公有制經濟發(fa)(fa)展,激發(fa)(fa)民營企(qi)業(ye)活(huo)力。重在優化民營經濟發(fa)(fa)展環(huan)境,依法平等保護民營企(qi)業(ye)產權(quan)和(he)企(qi)業(ye)家權(quan)益(yi),完(wan)善促進(jin)中小微企(qi)業(ye)發(fa)(fa)展的法律(lv)環(huan)境和(he)政策體系,支(zhi)持(chi)企(qi)業(ye)積極參(can)與市場合作競爭,進(jin)一(yi)步激發(fa)(fa)企(qi)業(ye)活(huo)力和(he)創造(zao)力。
堅持社會主義市場經濟改革方向,推動有效市場和有為政府更好結合
構建高水平(ping)社(she)會主義市(shi)(shi)(shi)場(chang)(chang)經(jing)濟(ji)(ji)體制,重點在于(yu)統籌協(xie)調好市(shi)(shi)(shi)場(chang)(chang)與政府(fu)的(de)關(guan)系。《建議》提出,“堅持和(he)完善社(she)會主義基本經(jing)濟(ji)(ji)制度,充分發揮(hui)市(shi)(shi)(shi)場(chang)(chang)在資源(yuan)配置(zhi)中的(de)決(jue)定性作用(yong),更(geng)好發揮(hui)政府(fu)作用(yong),推動(dong)有效市(shi)(shi)(shi)場(chang)(chang)和(he)有為政府(fu)更(geng)好結合”。
市(shi)(shi)(shi)(shi)(shi)場(chang)決定資(zi)(zi)源(yuan)配置是市(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)的(de)(de)(de)一般規律,中國特色社會(hui)主義(yi)市(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)是在尊重并發揮(hui)市(shi)(shi)(shi)(shi)(shi)場(chang)配置資(zi)(zi)源(yuan)決定作用基礎上的(de)(de)(de)社會(hui)主義(yi)市(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)。必須加快(kuai)轉變政府職能,圍繞構建(jian)(jian)高水平(ping)社會(hui)主義(yi)市(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)體(ti)制(zhi)加快(kuai)建(jian)(jian)設職責明確、依(yi)法行政的(de)(de)(de)政府治理(li)(li)體(ti)系,更(geng)(geng)加尊重市(shi)(shi)(shi)(shi)(shi)場(chang)經(jing)(jing)(jing)濟(ji)的(de)(de)(de)一般規律,最(zui)大限度地(di)減(jian)少政府對市(shi)(shi)(shi)(shi)(shi)場(chang)資(zi)(zi)源(yuan)的(de)(de)(de)直接(jie)配置和對微觀(guan)(guan)經(jing)(jing)(jing)濟(ji)活動(dong)的(de)(de)(de)直接(jie)干預,創新完善(shan)宏觀(guan)(guan)調(diao)控,推動(dong)實現更(geng)(geng)高質(zhi)量、更(geng)(geng)有效率、更(geng)(geng)加公平(ping)、更(geng)(geng)可持續(xu)、更(geng)(geng)為安全的(de)(de)(de)發展(zhan)。要完善(shan)宏觀(guan)(guan)經(jing)(jing)(jing)濟(ji)治理(li)(li),建(jian)(jian)立(li)(li)現代財稅金(jin)融體(ti)制(zhi),通(tong)過科學的(de)(de)(de)宏觀(guan)(guan)調(diao)控和經(jing)(jing)(jing)濟(ji)治理(li)(li),最(zui)大程度地(di)減(jian)少單純市(shi)(shi)(shi)(shi)(shi)場(chang)調(diao)節的(de)(de)(de)自(zi)發性(xing)(xing)、盲目性(xing)(xing)和滯后性(xing)(xing)。重在深化(hua)(hua)簡政放權、優化(hua)(hua)服務,建(jian)(jian)立(li)(li)和完善(shan)權力清(qing)(qing)單、負面(mian)清(qing)(qing)單和責任清(qing)(qing)單制(zhi)度,推進政務服務標(biao)準化(hua)(hua)、規范化(hua)(hua)、便利化(hua)(hua),持續(xu)優化(hua)(hua)市(shi)(shi)(shi)(shi)(shi)場(chang)化(hua)(hua)法治化(hua)(hua)國際化(hua)(hua)營商環(huan)境。
進入新(xin)(xin)發展階段,貫徹新(xin)(xin)發展理念,構建新(xin)(xin)發展格局(ju),更加(jia)需要正(zheng)確(que)處理市(shi)場(chang)與政府(fu)關系。必須進一步明確(que)市(shi)場(chang)和(he)(he)政府(fu)在(zai)經濟社(she)會(hui)發展中的作用(yong)定位,厘(li)清(qing)市(shi)場(chang)和(he)(he)政府(fu)邊界,在(zai)社(she)會(hui)主義基本制度(du)與市(shi)場(chang)經濟的結(jie)合(he)上(shang)下功夫,增強二者的適應性、匹配度(du)、融合(he)度(du),充分發揮(hui)兩個(ge)方面的作用(yong)和(he)(he)優(you)勢,更好發揮(hui)我國制度(du)優(you)勢,實(shi)現(xian)市(shi)場(chang)機制有效、微觀(guan)主體有活力、宏觀(guan)調控有度(du),推動經濟高質量發展。
推進經濟體制改革與收入分配制度改革同向發力,提高人民收入水平
《建議》提出了(le)“十四五(wu)”時期(qi)經(jing)濟(ji)社(she)(she)會(hui)發(fa)(fa)(fa)(fa)展(zhan)必(bi)須遵循的原則,其中包括(kuo)“堅(jian)持(chi)以(yi)人(ren)民(min)(min)為中心”“堅(jian)持(chi)人(ren)民(min)(min)主(zhu)體(ti)地位,堅(jian)持(chi)共(gong)同富裕(yu)(yu)方向,始終做到發(fa)(fa)(fa)(fa)展(zhan)為了(le)人(ren)民(min)(min)、發(fa)(fa)(fa)(fa)展(zhan)依靠人(ren)民(min)(min)、發(fa)(fa)(fa)(fa)展(zhan)成果由人(ren)民(min)(min)共(gong)享”等;明(ming)確(que)了(le)“十四五(wu)”時期(qi)經(jing)濟(ji)社(she)(she)會(hui)發(fa)(fa)(fa)(fa)展(zhan)主(zhu)要(yao)目標(biao),其中包括(kuo)“民(min)(min)生福祉(zhi)達到新水(shui)(shui)平(ping)”“居民(min)(min)收入增長和(he)經(jing)濟(ji)增長基(ji)本(ben)(ben)(ben)同步,分(fen)配(pei)結構明(ming)顯(xian)改善,基(ji)本(ben)(ben)(ben)公共(gong)服務均等化(hua)水(shui)(shui)平(ping)明(ming)顯(xian)提高”等;提出了(le)到2035年基(ji)本(ben)(ben)(ben)實現社(she)(she)會(hui)主(zhu)義現代化(hua)遠(yuan)景目標(biao),其中包括(kuo)“人(ren)的全(quan)面(mian)發(fa)(fa)(fa)(fa)展(zhan)、全(quan)體(ti)人(ren)民(min)(min)共(gong)同富裕(yu)(yu)取得更(geng)為明(ming)顯(xian)的實質性(xing)進展(zhan)”等。實現收入分(fen)配(pei)合理、社(she)(she)會(hui)公平(ping)正義、全(quan)體(ti)人(ren)民(min)(min)共(gong)同富裕(yu)(yu),是社(she)(she)會(hui)主(zhu)義市場(chang)經(jing)濟(ji)體(ti)制對分(fen)配(pei)環節的內在要(yao)求(qiu)。
