政府與市場形成發展合力

內容提(ti)要:黨(dang)的(de)(de)十(shi)八(ba)屆三中(zhong)全會提(ti)出,“使市場在(zai)資源配置(zhi)中(zhong)起決定性作(zuo)用(yong)(yong)和更好發(fa)揮政府作(zuo)用(yong)(yong)”。這是我們(men)黨(dang)對政府和市場關系認(ren)識的(de)(de)又一(yi)重大(da)突破(po)。5年多(duo)來,政府和市場作(zuo)用(yong)(yong)的(de)(de)協同發(fa)揮,為我國經(jing)(jing)濟結構優化升級、科技創新(xin)能(neng)力提(ti)升和現(xian)代化經(jing)(jing)濟體系建設提(ti)供了體制基(ji)礎,保障我國經(jing)(jing)濟在(zai)實現(xian)高質量(liang)發(fa)展上不斷取得新(xin)進展;為推進供給側結構性改革創造了良好環境(jing),保障“三去一(yi)降一(yi)補(bu)”取得階段(duan)性成果,“破(po)”“立”“降”成效持續(xu)顯現(xian);為跨越(yue)“中(zhong)等(deng)收(shou)入陷(xian)阱”提(ti)供了內生動力,必將保障我國在(zai)未來順利實現(xian)從(cong)上中(zhong)等(deng)收(shou)入階段(duan)向(xiang)高收(shou)入階段(duan)跨越(yue)。

黨的(de)(de)十八屆三中全(quan)會(hui)提出:“經(jing)(jing)濟體制(zhi)改革(ge)是(shi)全(quan)面深化(hua)(hua)改革(ge)的(de)(de)重(zhong)點,核心問(wen)題(ti)是(shi)處(chu)理好政(zheng)(zheng)府和(he)市(shi)(shi)(shi)(shi)場(chang)的(de)(de)關系(xi),使市(shi)(shi)(shi)(shi)場(chang)在(zai)資源配(pei)置(zhi)中起決定性作(zuo)(zuo)用(yong)(yong)和(he)更好發(fa)(fa)揮政(zheng)(zheng)府作(zuo)(zuo)用(yong)(yong)。”這是(shi)我們黨對(dui)政(zheng)(zheng)府和(he)市(shi)(shi)(shi)(shi)場(chang)關系(xi)認(ren)識的(de)(de)又一(yi)重(zhong)大突破。5年多來,在(zai)以習近平同(tong)志(zhi)為(wei)核心的(de)(de)黨中央堅強(qiang)(qiang)領導下,我國進(jin)(jin)一(yi)步(bu)推(tui)進(jin)(jin)市(shi)(shi)(shi)(shi)場(chang)化(hua)(hua)改革(ge),大幅度減(jian)少政(zheng)(zheng)府對(dui)資源的(de)(de)直(zhi)接配(pei)置(zhi),推(tui)動(dong)(dong)資源配(pei)置(zhi)依(yi)據(ju)市(shi)(shi)(shi)(shi)場(chang)規則、市(shi)(shi)(shi)(shi)場(chang)價(jia)格、市(shi)(shi)(shi)(shi)場(chang)競爭實現(xian)效(xiao)益最大化(hua)(hua)和(he)效(xiao)率最優化(hua)(hua);更好發(fa)(fa)揮政(zheng)(zheng)府在(zai)保持宏(hong)觀(guan)經(jing)(jing)濟穩定、加強(qiang)(qiang)和(he)優化(hua)(hua)公(gong)共服務、保障公(gong)平競爭、加強(qiang)(qiang)市(shi)(shi)(shi)(shi)場(chang)監管(guan)、維護市(shi)(shi)(shi)(shi)場(chang)秩序、推(tui)動(dong)(dong)可持續發(fa)(fa)展(zhan)(zhan)、促(cu)進(jin)(jin)共同(tong)富裕、彌補市(shi)(shi)(shi)(shi)場(chang)失靈等方(fang)面的(de)(de)作(zuo)(zuo)用(yong)(yong),激發(fa)(fa)各(ge)類市(shi)(shi)(shi)(shi)場(chang)主體活力(li)。“看(kan)不見的(de)(de)手”和(he)“看(kan)得見的(de)(de)手”的(de)(de)作(zuo)(zuo)用(yong)(yong)有機(ji)統一(yi)、相(xiang)互補充、相(xiang)互協(xie)調、相(xiang)互促(cu)進(jin)(jin),保障我國經(jing)(jing)濟在(zai)實現(xian)高(gao)質(zhi)量發(fa)(fa)展(zhan)(zhan)上不斷(duan)取得新進(jin)(jin)展(zhan)(zhan)、供給側結(jie)構性改革(ge)不斷(duan)取得新成效(xiao),并為(wei)我國順(shun)利跨越“中等收入陷阱(jing)”提供內(nei)生動(dong)(dong)力(li)。

保障我國經濟在實現高質量發展上不斷取得新進展

推(tui)動(dong)(dong)高質量(liang)(liang)發(fa)展(zhan)(zhan)是當前和(he)今后(hou)一個時期確定發(fa)展(zhan)(zhan)思(si)路(lu)、制(zhi)(zhi)定經濟政(zheng)策(ce)(ce)、實施(shi)宏觀調(diao)控的根(gen)本要(yao)求。推(tui)動(dong)(dong)高質量(liang)(liang)發(fa)展(zhan)(zhan),實現質量(liang)(liang)變(bian)革、效率變(bian)革、動(dong)(dong)力變(bian)革,既(ji)需要(yao)把(ba)技(ji)術創(chuang)新作(zuo)為轉(zhuan)變(bian)發(fa)展(zhan)(zhan)方式、提高效率的基點,又需要(yao)把(ba)制(zhi)(zhi)度創(chuang)新作(zuo)為技(ji)術創(chuang)新、提質增效的保障。有(you)利于(yu)高質量(liang)(liang)發(fa)展(zhan)(zhan)的制(zhi)(zhi)度創(chuang)新涉及完(wan)善市(shi)場(chang)(chang)準(zhun)入(ru)負面清單(dan)制(zhi)(zhi)度、培育要(yao)素市(shi)場(chang)(chang)體(ti)系(xi)、反(fan)壟斷及市(shi)場(chang)(chang)監管等市(shi)場(chang)(chang)競爭秩序建設,涉及財稅(shui)體(ti)制(zhi)(zhi)、金融體(ti)制(zhi)(zhi)等經濟體(ti)制(zhi)(zhi)改革,涉及貨幣(bi)政(zheng)策(ce)(ce)、財政(zheng)政(zheng)策(ce)(ce)及其傳導機(ji)制(zhi)(zhi)等宏觀調(diao)控體(ti)系(xi)完(wan)善。這(zhe)些制(zhi)(zhi)度創(chuang)新的核心就在(zai)于(yu)處理好(hao)政(zheng)府和(he)市(shi)場(chang)(chang)的關系(xi),使市(shi)場(chang)(chang)在(zai)資源配置中起決定性作(zuo)用(yong),更(geng)好(hao)發(fa)揮政(zheng)府作(zuo)用(yong),并提高兩者(zhe)發(fa)揮作(zuo)用(yong)的協同性。

5年(nian)(nian)多(duo)來,我(wo)國市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)改(gai)革的(de)廣度(du)和(he)(he)深(shen)度(du)不(bu)斷拓(tuo)展(zhan)(zhan)(zhan):以(yi)完(wan)善產權制(zhi)(zhi)度(du)和(he)(he)要素市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)配置為(wei)重點(dian),努力實現產權有(you)效激勵、要素自由流(liu)動、價(jia)格反應靈活、競(jing)(jing)爭(zheng)公(gong)平有(you)序、企業優勝劣汰;完(wan)善市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)競(jing)(jing)爭(zheng)秩序,提高市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)競(jing)(jing)爭(zheng)的(de)充分性(xing)、公(gong)平性(xing),著力使(shi)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)在(zai)(zai)資源配置中起決定性(xing)作(zuo)用(yong)。與市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)化(hua)改(gai)革進程相適應,加快轉變(bian)政(zheng)(zheng)(zheng)府(fu)職能(neng),深(shen)化(hua)商事制(zhi)(zhi)度(du)改(gai)革,完(wan)善市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)監管體(ti)(ti)制(zhi)(zhi);創新和(he)(he)完(wan)善宏觀(guan)調(diao)控,發(fa)(fa)揮(hui)國家(jia)發(fa)(fa)展(zhan)(zhan)(zhan)規劃的(de)戰略導向作(zuo)用(yong),健全(quan)財政(zheng)(zheng)(zheng)、貨幣(bi)、產業、區域等經濟(ji)(ji)(ji)政(zheng)(zheng)(zheng)策協調(diao)機制(zhi)(zhi),有(you)效彌補(bu)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)失靈。應該(gai)認識到,無(wu)論多(duo)么(me)完(wan)善的(de)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)經濟(ji)(ji)(ji),都存(cun)在(zai)(zai)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)失靈。通(tong)過發(fa)(fa)揮(hui)政(zheng)(zheng)(zheng)府(fu)作(zuo)用(yong)彌補(bu)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)失靈,是市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)經濟(ji)(ji)(ji)發(fa)(fa)展(zhan)(zhan)(zhan)的(de)內在(zai)(zai)要求。我(wo)國社會主義(yi)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)經濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi)是社會主義(yi)基本制(zhi)(zhi)度(du)與市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)經濟(ji)(ji)(ji)有(you)機結合的(de)經濟(ji)(ji)(ji)體(ti)(ti)制(zhi)(zhi),為(wei)處理好政(zheng)(zheng)(zheng)府(fu)和(he)(he)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)關系(xi)(xi)奠定了堅實制(zhi)(zhi)度(du)基礎。5年(nian)(nian)多(duo)來,政(zheng)(zheng)(zheng)府(fu)和(he)(he)市(shi)(shi)(shi)場(chang)(chang)(chang)(chang)作(zuo)用(yong)的(de)協同發(fa)(fa)揮(hui),大大促進了我(wo)國經濟(ji)(ji)(ji)結構優化(hua)升級、科(ke)技(ji)創新能(neng)力提升和(he)(he)現代化(hua)經濟(ji)(ji)(ji)體(ti)(ti)系(xi)(xi)建設,保障(zhang)我(wo)國經濟(ji)(ji)(ji)在(zai)(zai)實現高質量發(fa)(fa)展(zhan)(zhan)(zhan)上不(bu)斷取(qu)得新進展(zhan)(zhan)(zhan)。

保障供給側結構性改革不斷取得新成效

推(tui)(tui)進供給(gei)(gei)側(ce)結構(gou)(gou)(gou)性改(gai)革(ge),是(shi)以(yi)習近(jin)平同(tong)志為核心的(de)黨中(zhong)央在(zai)全面分析我(wo)(wo)國經(jing)(jing)濟發(fa)展階(jie)段性特(te)征的(de)基(ji)礎(chu)上(shang)給(gei)(gei)出的(de)調(diao)整經(jing)(jing)濟結構(gou)(gou)(gou)、轉(zhuan)變經(jing)(jing)濟發(fa)展方式的(de)治(zhi)本良方,是(shi)當前和今后一個時期我(wo)(wo)國經(jing)(jing)濟發(fa)展和經(jing)(jing)濟工作(zuo)(zuo)的(de)主線。供給(gei)(gei)側(ce)結構(gou)(gou)(gou)性改(gai)革(ge)的(de)最終目的(de)是(shi)滿足需(xu)求,主攻方向(xiang)是(shi)提高(gao)供給(gei)(gei)質(zhi)量,根本途徑是(shi)深化改(gai)革(ge)。習近(jin)平同(tong)志指出:“使市(shi)場在(zai)資源配置(zhi)中(zhong)起(qi)決定性作(zuo)(zuo)用和更好發(fa)揮政(zheng)府作(zuo)(zuo)用,是(shi)推(tui)(tui)進供給(gei)(gei)側(ce)結構(gou)(gou)(gou)性改(gai)革(ge)的(de)重大原則(ze)。”推(tui)(tui)進供給(gei)(gei)側(ce)結構(gou)(gou)(gou)性改(gai)革(ge)對處理好政(zheng)府和市(shi)場的(de)關系、發(fa)揮好市(shi)場和政(zheng)府的(de)作(zuo)(zuo)用提出了更高(gao)要求。

推(tui)(tui)進供(gong)(gong)給(gei)側結(jie)構性(xing)(xing)改革對(dui)要素(su)市(shi)場(chang)化(hua)(hua)(hua)配置(zhi)改革及(ji)法治化(hua)(hua)(hua)建設提(ti)出了更高(gao)要求(qiu)(qiu)。供(gong)(gong)給(gei)側結(jie)構性(xing)(xing)改革不同(tong)于需求(qiu)(qiu)側的(de)宏觀調控(kong),其政(zheng)策的(de)直接作(zuo)用對(dui)象是生(sheng)產(chan)(chan)者(zhe),著(zhu)眼點是提(ti)高(gao)勞動生(sheng)產(chan)(chan)率、全(quan)要素(su)生(sheng)產(chan)(chan)率、企(qi)業(ye)(ye)競爭(zheng)(zheng)力,增(zeng)(zeng)強(qiang)供(gong)(gong)給(gei)結(jie)構對(dui)需求(qiu)(qiu)變化(hua)(hua)(hua)的(de)適應性(xing)(xing)和靈活性(xing)(xing),促進產(chan)(chan)業(ye)(ye)結(jie)構優化(hua)(hua)(hua)升級(ji)。這就要求(qiu)(qiu)進一步提(ti)高(gao)市(shi)場(chang)競爭(zheng)(zheng)的(de)充分性(xing)(xing)和公(gong)平性(xing)(xing),打破行(xing)業(ye)(ye)壟斷、進入壁壘(lei)、地(di)方(fang)保護,增(zeng)(zeng)強(qiang)企(qi)業(ye)(ye)對(dui)市(shi)場(chang)需求(qiu)(qiu)變化(hua)(hua)(hua)的(de)反應能力,提(ti)高(gao)企(qi)業(ye)(ye)資源要素(su)配置(zhi)效(xiao)率和競爭(zheng)(zheng)力。推(tui)(tui)進供(gong)(gong)給(gei)側結(jie)構性(xing)(xing)改革,還要求(qiu)(qiu)以法治化(hua)(hua)(hua)方(fang)式(shi)保障(zhang)市(shi)場(chang)健康發展和公(gong)平競爭(zheng)(zheng),規(gui)范政(zheng)府行(xing)為,更多運(yun)用市(shi)場(chang)化(hua)(hua)(hua)法治化(hua)(hua)(hua)手段推(tui)(tui)進改革,避免不必要的(de)行(xing)政(zheng)干預。

推進供(gong)給(gei)側結(jie)(jie)(jie)構(gou)(gou)性(xing)(xing)改革(ge)對(dui)提高政府作用(yong)的科學(xue)性(xing)(xing)和有效(xiao)性(xing)(xing)提出了更高要求(qiu)。供(gong)給(gei)側結(jie)(jie)(jie)構(gou)(gou)性(xing)(xing)改革(ge)重在解決結(jie)(jie)(jie)構(gou)(gou)性(xing)(xing)問題,注(zhu)(zhu)重激發(fa)經濟增長(chang)動(dong)力(li),主要通(tong)過優(you)化要素(su)配置和調整生產(chan)結(jie)(jie)(jie)構(gou)(gou)來提高供(gong)給(gei)體系的質量(liang)和效(xiao)率,進而推動(dong)經濟增長(chang)。它對(dui)更好發(fa)揮(hui)政府作用(yong)提出新的要求(qiu),要求(qiu)從(cong)著力(li)影響(xiang)消費者擴(kuo)展(zhan)(zhan)到著力(li)影響(xiang)生產(chan)者,從(cong)關(guan)注(zhu)(zhu)總量(liang)效(xiao)應擴(kuo)展(zhan)(zhan)到關(guan)注(zhu)(zhu)結(jie)(jie)(jie)構(gou)(gou)效(xiao)應,從(cong)強(qiang)調短期政策效(xiao)果擴(kuo)展(zhan)(zhan)到強(qiang)調中長(chang)期政策效(xiao)果。因(yin)而,必須在管理(li)和調控宏觀經濟中更好地處(chu)理(li)需求(qiu)與供(gong)給(gei)、總量(liang)與結(jie)(jie)(jie)構(gou)(gou)、短期與長(chang)期的關(guan)系,提高宏觀政策的科學(xue)性(xing)(xing)和有效(xiao)性(xing)(xing)。

5年多來,政(zheng)府和市場作用(yong)的協同發揮,為推進供給側結構性(xing)改(gai)革創造(zao)了良好環境,保障(zhang)“三去一降一補”取(qu)得階段性(xing)成(cheng)果,“破”“立”“降”成(cheng)效持續顯(xian)現。國(guo)際社(she)會普遍認為,中國(guo)的供給側結構性(xing)改(gai)革促進了經濟持續健康發展,促使一些過剩領域的價格(ge)水平(ping)回歸均衡,供求(qiu)關(guan)系明顯(xian)改(gai)善。

為跨越“中等收入陷阱”提供內生動力

我(wo)國自2010年起人均國民總收入(ru)進(jin)入(ru)上中(zhong)等(deng)收入(ru)階(jie)(jie)段(duan),要在未(wei)來幾年實現從上中(zhong)等(deng)收入(ru)階(jie)(jie)段(duan)邁向高收入(ru)階(jie)(jie)段(duan)。實現這一(yi)歷史(shi)性(xing)跨越,關鍵在于(yu)進(jin)一(yi)步深化經濟體制改革(ge),核心問題就(jiu)是(shi)處理好政(zheng)府和市場的關系。

一(yi)(yi)些(xie)發(fa)(fa)展(zhan)(zhan)中國家(jia)之所以落入“中等收(shou)入陷阱(jing)”,一(yi)(yi)個重要原因就是未能(neng)處理好政府和市場的關(guan)系。這些(xie)國家(jia)進入中等收(shou)入階段后,沒有從根本上轉變發(fa)(fa)展(zhan)(zhan)方式(shi),也(ye)沒有推出持續改善民生的有效(xiao)(xiao)政策,資源(yuan)配置效(xiao)(xiao)率低(di)下,既無微觀(guan)競爭活力也(ye)無宏觀(guan)均(jun)衡協調,既無資源(yuan)配置的市場效(xiao)(xiao)率也(ye)無社會發(fa)(fa)展(zhan)(zhan)的公平和諧,因而危機不斷,難以實現持續發(fa)(fa)展(zhan)(zhan)。

實踐證明(ming),只有使市(shi)場在(zai)資(zi)(zi)源(yuan)配置中(zhong)起(qi)決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong),才能提(ti)高資(zi)(zi)源(yuan)配置效率,促進經(jing)(jing)濟可持續(xu)發(fa)展(zhan)。習(xi)近平同志指出(chu):“進一(yi)步(bu)處理好(hao)政府和市(shi)場關(guan)系,實際上就是要處理好(hao)在(zai)資(zi)(zi)源(yuan)配置中(zhong)市(shi)場起(qi)決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong)還是政府起(qi)決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong)這(zhe)個問題。”“作(zuo)(zuo)出(chu)‘使市(shi)場在(zai)資(zi)(zi)源(yuan)配置中(zhong)起(qi)決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong)’的(de)(de)定(ding)位,有利于(yu)(yu)在(zai)全黨全社會(hui)樹立關(guan)于(yu)(yu)政府和市(shi)場關(guan)系的(de)(de)正確觀念,有利于(yu)(yu)轉(zhuan)變經(jing)(jing)濟發(fa)展(zhan)方式,有利于(yu)(yu)轉(zhuan)變政府職能,有利于(yu)(yu)抑(yi)制消極腐敗現(xian)象。”正是基于(yu)(yu)這(zhe)一(yi)科學認識(shi),5年多(duo)來(lai),我(wo)國(guo)著(zhu)力構建統一(yi)開放、競爭有序的(de)(de)市(shi)場體系,努力使市(shi)場在(zai)資(zi)(zi)源(yuan)配置中(zhong)起(qi)決(jue)定(ding)性(xing)(xing)作(zuo)(zuo)用(yong)。

當然(ran),實(shi)現資源有(you)(you)(you)效(xiao)配(pei)(pei)置(zhi)(zhi)、推(tui)動經(jing)(jing)濟可(ke)持續發(fa)展(zhan),不能只依賴市(shi)(shi)場機制(zhi)(zhi)(zhi)。尤(you)其應(ying)看(kan)到,市(shi)(shi)場機制(zhi)(zhi)(zhi)存(cun)在失靈問題,比如(ru)在信息(xi)嚴(yan)重不對稱領域(yu)、產(chan)權無法清晰(xi)界定領域(yu)、自然(ran)壟斷領域(yu),很多(duo)資源配(pei)(pei)置(zhi)(zhi)活(huo)動難(nan)以(yi)通過市(shi)(shi)場機制(zhi)(zhi)(zhi)實(shi)現。如(ru)果沒有(you)(you)(you)政府(fu)有(you)(you)(you)效(xiao)的(de)(de)調控(kong)(kong)和規制(zhi)(zhi)(zhi),就(jiu)會(hui)形成突(tu)出短板(ban),導致嚴(yan)重的(de)(de)結構失衡。即使在市(shi)(shi)場機制(zhi)(zhi)(zhi)能夠有(you)(you)(you)效(xiao)發(fa)揮作用(yong)的(de)(de)領域(yu),微(wei)觀(guan)主體(ti)自發(fa)分散的(de)(de)競(jing)爭行為也難(nan)以(yi)自動達到資源配(pei)(pei)置(zhi)(zhi)最優和經(jing)(jing)濟總體(ti)穩定的(de)(de)均衡狀態,因而需要更(geng)好發(fa)揮政府(fu)作用(yong),實(shi)現宏觀(guan)調控(kong)(kong)有(you)(you)(you)度。

政(zheng)府(fu)(fu)和(he)(he)市(shi)(shi)(shi)場(chang)(chang)(chang)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)的(de)(de)協同(tong)發(fa)(fa)揮(hui)(hui),為跨越“中(zhong)等收(shou)入(ru)陷阱”提供內生(sheng)動力,將(jiang)有(you)力保障我國順利實現從(cong)上中(zhong)等收(shou)入(ru)階(jie)段向高收(shou)入(ru)階(jie)段跨越。從(cong)黨的(de)(de)十八屆三中(zhong)全會以(yi)來積累的(de)(de)經(jing)驗(yan)看,協同(tong)發(fa)(fa)揮(hui)(hui)政(zheng)府(fu)(fu)和(he)(he)市(shi)(shi)(shi)場(chang)(chang)(chang)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong),首先應(ying)讓政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)的(de)(de)發(fa)(fa)揮(hui)(hui)建立在“市(shi)(shi)(shi)場(chang)(chang)(chang)在資源配置中(zhong)起(qi)決定(ding)性作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)”的(de)(de)基礎上。正(zheng)如習近平同(tong)志所指出的(de)(de):“更(geng)好(hao)(hao)發(fa)(fa)揮(hui)(hui)政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong),不(bu)(bu)是要更(geng)多發(fa)(fa)揮(hui)(hui)政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong),而是要在保證市(shi)(shi)(shi)場(chang)(chang)(chang)發(fa)(fa)揮(hui)(hui)決定(ding)性作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)的(de)(de)前(qian)提下(xia),管(guan)好(hao)(hao)那些市(shi)(shi)(shi)場(chang)(chang)(chang)管(guan)不(bu)(bu)了或管(guan)不(bu)(bu)好(hao)(hao)的(de)(de)事情。”其次應(ying)加快轉變(bian)政(zheng)府(fu)(fu)職能,將(jiang)政(zheng)府(fu)(fu)的(de)(de)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)主(zhu)要集(ji)中(zhong)在市(shi)(shi)(shi)場(chang)(chang)(chang)管(guan)不(bu)(bu)了或管(guan)不(bu)(bu)好(hao)(hao)的(de)(de)領域,該(gai)放(fang)(fang)給(gei)市(shi)(shi)(shi)場(chang)(chang)(chang)和(he)(he)社會的(de)(de)權(quan)(quan)一(yi)定(ding)要放(fang)(fang)足、放(fang)(fang)到位,該(gai)政(zheng)府(fu)(fu)管(guan)的(de)(de)事一(yi)定(ding)要管(guan)好(hao)(hao)、管(guan)到位,堅決扭轉政(zheng)府(fu)(fu)職能錯位、越位、缺位現象。為此,我們不(bu)(bu)斷深化行政(zheng)審(shen)批制(zhi)(zhi)(zhi)(zhi)度改革(ge),推(tui)(tui)進(jin)簡政(zheng)放(fang)(fang)權(quan)(quan),深化權(quan)(quan)力清單、責任清單管(guan)理(li),同(tong)時強化事中(zhong)事后監(jian)管(guan)。再(zai)次應(ying)形成充分發(fa)(fa)揮(hui)(hui)市(shi)(shi)(shi)場(chang)(chang)(chang)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)、更(geng)好(hao)(hao)發(fa)(fa)揮(hui)(hui)政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)的(de)(de)經(jing)濟體(ti)(ti)制(zhi)(zhi)(zhi)(zhi),實現市(shi)(shi)(shi)場(chang)(chang)(chang)機制(zhi)(zhi)(zhi)(zhi)有(you)效、微觀(guan)(guan)主(zhu)體(ti)(ti)有(you)活(huo)力、宏(hong)(hong)觀(guan)(guan)調控有(you)度。重點(dian)是構建統一(yi)開(kai)放(fang)(fang)、競爭有(you)序的(de)(de)市(shi)(shi)(shi)場(chang)(chang)(chang)體(ti)(ti)系,深化財稅體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)、投(tou)融(rong)資體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)和(he)(he)金融(rong)體(ti)(ti)制(zhi)(zhi)(zhi)(zhi)改革(ge),健全貨幣政(zheng)策和(he)(he)宏(hong)(hong)觀(guan)(guan)審(shen)慎政(zheng)策雙(shuang)支柱調控框架,完善(shan)宏(hong)(hong)觀(guan)(guan)調控體(ti)(ti)系。最后應(ying)推(tui)(tui)進(jin)與市(shi)(shi)(shi)場(chang)(chang)(chang)化進(jin)程相(xiang)適(shi)應(ying)的(de)(de)法(fa)治化建設,規范政(zheng)府(fu)(fu)行為,更(geng)好(hao)(hao)發(fa)(fa)揮(hui)(hui)政(zheng)府(fu)(fu)作(zuo)(zuo)(zuo)用(yong)(yong)(yong)(yong)(yong)。(劉(liu) 偉)
