內容(rong)提(ti)(ti)要:黨的十八屆三(san)(san)中(zhong)(zhong)全會提(ti)(ti)出,“使市場在(zai)(zai)資源配(pei)置中(zhong)(zhong)起決定性作(zuo)(zuo)用(yong)和(he)更好發揮政府作(zuo)(zuo)用(yong)”。這是(shi)我們黨對政府和(he)市場關系認識的又一重大突破(po)。5年多來(lai),政府和(he)市場作(zuo)(zuo)用(yong)的協(xie)同發揮,為我國(guo)經濟(ji)結(jie)構優化升級、科技創新能力(li)提(ti)(ti)升和(he)現(xian)代化經濟(ji)體系建設(she)提(ti)(ti)供(gong)了(le)體制基礎,保障(zhang)我國(guo)經濟(ji)在(zai)(zai)實現(xian)高質(zhi)量發展上不斷取(qu)得新進展;為推進供(gong)給側結(jie)構性改革創造(zao)了(le)良好環境,保障(zhang)“三(san)(san)去一降(jiang)一補”取(qu)得階(jie)段(duan)(duan)性成(cheng)果(guo),“破(po)”“立(li)”“降(jiang)”成(cheng)效(xiao)持續顯(xian)現(xian);為跨越“中(zhong)(zhong)等(deng)收(shou)入陷阱(jing)”提(ti)(ti)供(gong)了(le)內生動力(li),必將保障(zhang)我國(guo)在(zai)(zai)未來(lai)順利實現(xian)從上中(zhong)(zhong)等(deng)收(shou)入階(jie)段(duan)(duan)向高收(shou)入階(jie)段(duan)(duan)跨越。
黨(dang)的(de)(de)(de)十八屆三(san)中(zhong)全會提出:“經濟(ji)體制改革是(shi)全面深化改革的(de)(de)(de)重點,核(he)心問(wen)題(ti)是(shi)處理好政(zheng)(zheng)府(fu)(fu)(fu)和(he)市(shi)(shi)場(chang)(chang)的(de)(de)(de)關(guan)系(xi),使(shi)市(shi)(shi)場(chang)(chang)在(zai)(zai)資源(yuan)配(pei)置中(zhong)起決(jue)定(ding)(ding)性作(zuo)用和(he)更(geng)好發揮政(zheng)(zheng)府(fu)(fu)(fu)作(zuo)用。”這是(shi)我(wo)們黨(dang)對政(zheng)(zheng)府(fu)(fu)(fu)和(he)市(shi)(shi)場(chang)(chang)關(guan)系(xi)認(ren)識(shi)的(de)(de)(de)又一(yi)重大(da)(da)突破。5年多來,在(zai)(zai)以(yi)習近平(ping)同志為(wei)核(he)心的(de)(de)(de)黨(dang)中(zhong)央堅(jian)強領導下,我(wo)國進(jin)一(yi)步推進(jin)市(shi)(shi)場(chang)(chang)化改革,大(da)(da)幅度減(jian)少政(zheng)(zheng)府(fu)(fu)(fu)對資源(yuan)的(de)(de)(de)直(zhi)接配(pei)置,推動(dong)資源(yuan)配(pei)置依據市(shi)(shi)場(chang)(chang)規則(ze)、市(shi)(shi)場(chang)(chang)價格、市(shi)(shi)場(chang)(chang)競爭(zheng)實(shi)現效益最大(da)(da)化和(he)效率最優(you)(you)化;更(geng)好發揮政(zheng)(zheng)府(fu)(fu)(fu)在(zai)(zai)保持(chi)宏觀經濟(ji)穩定(ding)(ding)、加強和(he)優(you)(you)化公(gong)共(gong)服(fu)務、保障公(gong)平(ping)競爭(zheng)、加強市(shi)(shi)場(chang)(chang)監管、維護市(shi)(shi)場(chang)(chang)秩序、推動(dong)可持(chi)續(xu)發展(zhan)、促(cu)進(jin)共(gong)同富裕、彌(mi)補(bu)市(shi)(shi)場(chang)(chang)失靈等方(fang)面的(de)(de)(de)作(zuo)用,激發各類市(shi)(shi)場(chang)(chang)主(zhu)體活力。“看不見(jian)的(de)(de)(de)手”和(he)“看得見(jian)的(de)(de)(de)手”的(de)(de)(de)作(zuo)用有機統(tong)一(yi)、相(xiang)(xiang)互補(bu)充、相(xiang)(xiang)互協調、相(xiang)(xiang)互促(cu)進(jin),保障我(wo)國經濟(ji)在(zai)(zai)實(shi)現高質量發展(zhan)上不斷(duan)(duan)取(qu)得新進(jin)展(zhan)、供(gong)給(gei)側結構(gou)性改革不斷(duan)(duan)取(qu)得新成效,并為(wei)我(wo)國順利跨越“中(zhong)等收入陷阱”提供(gong)內生動(dong)力。
保障我國經濟在實現高質量發展上不斷取得新進展
推動高質(zhi)量發(fa)(fa)展(zhan)是當前和(he)今后一個(ge)時期(qi)確定(ding)(ding)發(fa)(fa)展(zhan)思路、制(zhi)(zhi)定(ding)(ding)經濟(ji)政(zheng)策、實施宏觀調(diao)控的(de)(de)根本要(yao)(yao)求。推動高質(zhi)量發(fa)(fa)展(zhan),實現質(zhi)量變(bian)革、效(xiao)率變(bian)革、動力(li)變(bian)革,既需要(yao)(yao)把技術(shu)創(chuang)新作(zuo)為轉變(bian)發(fa)(fa)展(zhan)方式、提高效(xiao)率的(de)(de)基(ji)點(dian),又需要(yao)(yao)把制(zhi)(zhi)度(du)(du)創(chuang)新作(zuo)為技術(shu)創(chuang)新、提質(zhi)增效(xiao)的(de)(de)保(bao)障。有利于高質(zhi)量發(fa)(fa)展(zhan)的(de)(de)制(zhi)(zhi)度(du)(du)創(chuang)新涉及(ji)完(wan)(wan)善市(shi)場(chang)準入負面清(qing)單(dan)制(zhi)(zhi)度(du)(du)、培育要(yao)(yao)素市(shi)場(chang)體(ti)(ti)系、反壟斷及(ji)市(shi)場(chang)監管(guan)等(deng)市(shi)場(chang)競爭(zheng)秩序建(jian)設(she),涉及(ji)財稅(shui)體(ti)(ti)制(zhi)(zhi)、金融體(ti)(ti)制(zhi)(zhi)等(deng)經濟(ji)體(ti)(ti)制(zhi)(zhi)改革,涉及(ji)貨幣政(zheng)策、財政(zheng)政(zheng)策及(ji)其傳導(dao)機制(zhi)(zhi)等(deng)宏觀調(diao)控體(ti)(ti)系完(wan)(wan)善。這些制(zhi)(zhi)度(du)(du)創(chuang)新的(de)(de)核心就(jiu)在(zai)于處理好(hao)(hao)政(zheng)府和(he)市(shi)場(chang)的(de)(de)關系,使(shi)市(shi)場(chang)在(zai)資源配置(zhi)中起決(jue)定(ding)(ding)性作(zuo)用,更好(hao)(hao)發(fa)(fa)揮政(zheng)府作(zuo)用,并提高兩者發(fa)(fa)揮作(zuo)用的(de)(de)協同性。
5年(nian)多來,我國(guo)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場化(hua)(hua)改(gai)革(ge)的廣度(du)和(he)深(shen)度(du)不斷拓展:以完善(shan)產權(quan)制(zhi)(zhi)(zhi)度(du)和(he)要(yao)素市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場化(hua)(hua)配置為重點,努力(li)實(shi)(shi)現(xian)產權(quan)有效激勵、要(yao)素自(zi)由流動、價(jia)格(ge)反應(ying)靈(ling)(ling)活(huo)、競爭(zheng)公(gong)平有序、企(qi)業優勝(sheng)劣(lie)汰;完善(shan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場競爭(zheng)秩序,提高市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場競爭(zheng)的充分性、公(gong)平性,著力(li)使(shi)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場在資源配置中起決定(ding)性作(zuo)用。與(yu)(yu)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場化(hua)(hua)改(gai)革(ge)進程相適應(ying),加快轉變政(zheng)府(fu)職能(neng),深(shen)化(hua)(hua)商事(shi)制(zhi)(zhi)(zhi)度(du)改(gai)革(ge),完善(shan)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場監管體(ti)制(zhi)(zhi)(zhi);創新和(he)完善(shan)宏觀調控,發(fa)揮國(guo)家(jia)發(fa)展規(gui)劃的戰略導向(xiang)作(zuo)用,健全(quan)財政(zheng)、貨幣、產業、區(qu)域等經(jing)(jing)濟(ji)政(zheng)策協調機制(zhi)(zhi)(zhi),有效彌(mi)補市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場失(shi)靈(ling)(ling)。應(ying)該認識到,無(wu)論(lun)多么(me)完善(shan)的市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場經(jing)(jing)濟(ji),都存在市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場失(shi)靈(ling)(ling)。通過發(fa)揮政(zheng)府(fu)作(zuo)用彌(mi)補市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場失(shi)靈(ling)(ling),是市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場經(jing)(jing)濟(ji)發(fa)展的內(nei)在要(yao)求。我國(guo)社會主義市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場經(jing)(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi)是社會主義基本制(zhi)(zhi)(zhi)度(du)與(yu)(yu)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場經(jing)(jing)濟(ji)有機結合(he)的經(jing)(jing)濟(ji)體(ti)制(zhi)(zhi)(zhi),為處理好政(zheng)府(fu)和(he)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場關系奠定(ding)了堅實(shi)(shi)制(zhi)(zhi)(zhi)度(du)基礎。5年(nian)多來,政(zheng)府(fu)和(he)市(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)(shi)場作(zuo)用的協同發(fa)揮,大(da)大(da)促進了我國(guo)經(jing)(jing)濟(ji)結構優化(hua)(hua)升級、科技創新能(neng)力(li)提升和(he)現(xian)代化(hua)(hua)經(jing)(jing)濟(ji)體(ti)系建設(she),保障我國(guo)經(jing)(jing)濟(ji)在實(shi)(shi)現(xian)高質(zhi)量發(fa)展上不斷取得新進展。
保障供給側結構性改革不斷取得新成效
推(tui)進(jin)供(gong)給(gei)側(ce)結構(gou)性改革(ge)(ge),是(shi)(shi)(shi)以習(xi)近(jin)(jin)平同(tong)志(zhi)為(wei)核(he)心的(de)黨中(zhong)央在(zai)全面(mian)分析我(wo)國經(jing)濟(ji)發(fa)(fa)展階(jie)段性特征(zheng)的(de)基礎上給(gei)出的(de)調整經(jing)濟(ji)結構(gou)、轉變(bian)經(jing)濟(ji)發(fa)(fa)展方(fang)式(shi)的(de)治本(ben)(ben)良(liang)方(fang),是(shi)(shi)(shi)當(dang)前和(he)今后一個(ge)時期我(wo)國經(jing)濟(ji)發(fa)(fa)展和(he)經(jing)濟(ji)工作(zuo)的(de)主線(xian)。供(gong)給(gei)側(ce)結構(gou)性改革(ge)(ge)的(de)最(zui)終(zhong)目的(de)是(shi)(shi)(shi)滿(man)足(zu)需(xu)求,主攻(gong)方(fang)向是(shi)(shi)(shi)提(ti)高(gao)供(gong)給(gei)質量,根本(ben)(ben)途徑是(shi)(shi)(shi)深化改革(ge)(ge)。習(xi)近(jin)(jin)平同(tong)志(zhi)指出:“使(shi)市(shi)場在(zai)資源配置中(zhong)起決定(ding)性作(zuo)用(yong)(yong)和(he)更(geng)好(hao)發(fa)(fa)揮(hui)政(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong),是(shi)(shi)(shi)推(tui)進(jin)供(gong)給(gei)側(ce)結構(gou)性改革(ge)(ge)的(de)重大原則(ze)。”推(tui)進(jin)供(gong)給(gei)側(ce)結構(gou)性改革(ge)(ge)對處理(li)好(hao)政(zheng)(zheng)府(fu)(fu)和(he)市(shi)場的(de)關系、發(fa)(fa)揮(hui)好(hao)市(shi)場和(he)政(zheng)(zheng)府(fu)(fu)的(de)作(zuo)用(yong)(yong)提(ti)出了更(geng)高(gao)要求。
推進供(gong)給(gei)(gei)側結(jie)(jie)(jie)構(gou)(gou)性(xing)改革(ge)對(dui)要(yao)(yao)素市(shi)場(chang)化(hua)(hua)(hua)配置改革(ge)及法(fa)治化(hua)(hua)(hua)建設提出了更高(gao)要(yao)(yao)求(qiu)(qiu)(qiu)。供(gong)給(gei)(gei)側結(jie)(jie)(jie)構(gou)(gou)性(xing)改革(ge)不(bu)同(tong)于需求(qiu)(qiu)(qiu)側的(de)宏(hong)觀(guan)調控,其(qi)政(zheng)(zheng)策的(de)直接作用對(dui)象是(shi)生產者,著眼點是(shi)提高(gao)勞動生產率(lv)(lv)、全要(yao)(yao)素生產率(lv)(lv)、企(qi)業(ye)競(jing)爭(zheng)(zheng)力(li)(li),增(zeng)強(qiang)供(gong)給(gei)(gei)結(jie)(jie)(jie)構(gou)(gou)對(dui)需求(qiu)(qiu)(qiu)變化(hua)(hua)(hua)的(de)適應性(xing)和靈活性(xing),促進產業(ye)結(jie)(jie)(jie)構(gou)(gou)優化(hua)(hua)(hua)升級。這就要(yao)(yao)求(qiu)(qiu)(qiu)進一步提高(gao)市(shi)場(chang)競(jing)爭(zheng)(zheng)的(de)充分性(xing)和公平(ping)性(xing),打破行(xing)業(ye)壟斷(duan)、進入壁(bi)壘、地方保護,增(zeng)強(qiang)企(qi)業(ye)對(dui)市(shi)場(chang)需求(qiu)(qiu)(qiu)變化(hua)(hua)(hua)的(de)反應能力(li)(li),提高(gao)企(qi)業(ye)資源(yuan)要(yao)(yao)素配置效率(lv)(lv)和競(jing)爭(zheng)(zheng)力(li)(li)。推進供(gong)給(gei)(gei)側結(jie)(jie)(jie)構(gou)(gou)性(xing)改革(ge),還要(yao)(yao)求(qiu)(qiu)(qiu)以法(fa)治化(hua)(hua)(hua)方式(shi)保障市(shi)場(chang)健康(kang)發展和公平(ping)競(jing)爭(zheng)(zheng),規范(fan)政(zheng)(zheng)府行(xing)為,更多(duo)運用市(shi)場(chang)化(hua)(hua)(hua)法(fa)治化(hua)(hua)(hua)手段推進改革(ge),避免(mian)不(bu)必(bi)要(yao)(yao)的(de)行(xing)政(zheng)(zheng)干預。
推進(jin)供(gong)給(gei)側結構(gou)(gou)(gou)性(xing)改革(ge)對提高(gao)政(zheng)府作用的科學(xue)性(xing)和(he)有效(xiao)(xiao)(xiao)性(xing)提出(chu)(chu)了更(geng)高(gao)要(yao)(yao)求。供(gong)給(gei)側結構(gou)(gou)(gou)性(xing)改革(ge)重在(zai)解決(jue)結構(gou)(gou)(gou)性(xing)問(wen)題,注重激發經(jing)濟增長(chang)(chang)動力,主要(yao)(yao)通過優(you)化要(yao)(yao)素配置(zhi)和(he)調(diao)整生(sheng)產結構(gou)(gou)(gou)來提高(gao)供(gong)給(gei)體系的質量(liang)和(he)效(xiao)(xiao)(xiao)率,進(jin)而(er)推動經(jing)濟增長(chang)(chang)。它對更(geng)好(hao)發揮政(zheng)府作用提出(chu)(chu)新的要(yao)(yao)求,要(yao)(yao)求從(cong)著力影響消費(fei)者擴(kuo)展(zhan)到著力影響生(sheng)產者,從(cong)關(guan)注總量(liang)效(xiao)(xiao)(xiao)應(ying)擴(kuo)展(zhan)到關(guan)注結構(gou)(gou)(gou)效(xiao)(xiao)(xiao)應(ying),從(cong)強調(diao)短期(qi)政(zheng)策(ce)效(xiao)(xiao)(xiao)果擴(kuo)展(zhan)到強調(diao)中長(chang)(chang)期(qi)政(zheng)策(ce)效(xiao)(xiao)(xiao)果。因而(er),必(bi)須在(zai)管理和(he)調(diao)控宏觀(guan)經(jing)濟中更(geng)好(hao)地(di)處理需求與供(gong)給(gei)、總量(liang)與結構(gou)(gou)(gou)、短期(qi)與長(chang)(chang)期(qi)的關(guan)系,提高(gao)宏觀(guan)政(zheng)策(ce)的科學(xue)性(xing)和(he)有效(xiao)(xiao)(xiao)性(xing)。
5年多來,政(zheng)府和市場作(zuo)用的協(xie)同發揮,為(wei)推(tui)進供(gong)給(gei)(gei)側(ce)結構(gou)性(xing)(xing)改革創造了(le)良好環境,保(bao)障“三去一降一補”取得(de)階(jie)段性(xing)(xing)成(cheng)果,“破”“立”“降”成(cheng)效持續顯現(xian)。國(guo)(guo)際社(she)會普遍認為(wei),中國(guo)(guo)的供(gong)給(gei)(gei)側(ce)結構(gou)性(xing)(xing)改革促(cu)進了(le)經(jing)濟持續健康(kang)發展,促(cu)使一些過剩領域的價格水(shui)平回(hui)歸均衡,供(gong)求關系明顯改善。
為跨越“中等收入陷阱”提供內生動力
我國自2010年起(qi)人均國民總(zong)收(shou)入進(jin)入上中等(deng)收(shou)入階(jie)段(duan),要在(zai)未來幾年實(shi)(shi)現從(cong)上中等(deng)收(shou)入階(jie)段(duan)邁向高(gao)收(shou)入階(jie)段(duan)。實(shi)(shi)現這一(yi)歷史性跨越,關鍵在(zai)于進(jin)一(yi)步深化經(jing)濟體制改革,核心問(wen)題(ti)就是處(chu)理好政(zheng)府(fu)和市(shi)場(chang)的關系。
一些(xie)發(fa)展中(zhong)國(guo)家(jia)之所以落入“中(zhong)等收入陷(xian)阱”,一個重要原因就(jiu)是未能(neng)處理(li)好政府和市場(chang)的(de)關系(xi)。這些(xie)國(guo)家(jia)進入中(zhong)等收入階(jie)段后,沒(mei)有(you)從(cong)根本上轉變發(fa)展方式(shi),也沒(mei)有(you)推(tui)出持(chi)續(xu)改(gai)善(shan)民(min)生的(de)有(you)效(xiao)政策(ce),資(zi)源配置效(xiao)率低下(xia),既無(wu)微觀競爭活(huo)力(li)也無(wu)宏觀均衡協調,既無(wu)資(zi)源配置的(de)市場(chang)效(xiao)率也無(wu)社(she)會(hui)發(fa)展的(de)公(gong)平(ping)和諧(xie),因而危(wei)機不斷,難以實現持(chi)續(xu)發(fa)展。
實踐(jian)證明(ming),只有(you)(you)使(shi)市場在(zai)資源(yuan)(yuan)配(pei)(pei)置中(zhong)起決(jue)(jue)定(ding)性(xing)作用,才能提(ti)高資源(yuan)(yuan)配(pei)(pei)置效率,促進經濟可持續(xu)發展(zhan)(zhan)。習近平(ping)同志指出:“進一(yi)步處(chu)理好(hao)政府(fu)和(he)(he)市場關(guan)系,實際上就(jiu)是(shi)要(yao)處(chu)理好(hao)在(zai)資源(yuan)(yuan)配(pei)(pei)置中(zhong)市場起決(jue)(jue)定(ding)性(xing)作用還是(shi)政府(fu)起決(jue)(jue)定(ding)性(xing)作用這(zhe)個問題。”“作出‘使(shi)市場在(zai)資源(yuan)(yuan)配(pei)(pei)置中(zhong)起決(jue)(jue)定(ding)性(xing)作用’的定(ding)位,有(you)(you)利于(yu)在(zai)全黨全社(she)會樹立關(guan)于(yu)政府(fu)和(he)(he)市場關(guan)系的正確觀(guan)念,有(you)(you)利于(yu)轉(zhuan)(zhuan)變經濟發展(zhan)(zhan)方式(shi),有(you)(you)利于(yu)轉(zhuan)(zhuan)變政府(fu)職能,有(you)(you)利于(yu)抑制消極腐敗現象。”正是(shi)基(ji)于(yu)這(zhe)一(yi)科(ke)學認識,5年多來,我國著力(li)(li)構建統(tong)一(yi)開放、競爭(zheng)有(you)(you)序(xu)的市場體系,努力(li)(li)使(shi)市場在(zai)資源(yuan)(yuan)配(pei)(pei)置中(zhong)起決(jue)(jue)定(ding)性(xing)作用。
當然(ran),實現(xian)資(zi)源(yuan)有(you)效(xiao)配置(zhi)、推動經濟(ji)可持續發(fa)展,不(bu)能(neng)只依賴市(shi)場(chang)(chang)機(ji)制(zhi)。尤(you)其應看到,市(shi)場(chang)(chang)機(ji)制(zhi)存在(zai)(zai)失靈問(wen)題(ti),比(bi)如(ru)在(zai)(zai)信息(xi)嚴(yan)重不(bu)對稱(cheng)領(ling)域、產權無法清晰(xi)界定領(ling)域、自然(ran)壟斷領(ling)域,很(hen)多資(zi)源(yuan)配置(zhi)活動難以通過(guo)市(shi)場(chang)(chang)機(ji)制(zhi)實現(xian)。如(ru)果沒有(you)政(zheng)府有(you)效(xiao)的(de)調(diao)控和(he)規制(zhi),就會形(xing)成突(tu)出短(duan)板,導致嚴(yan)重的(de)結構失衡。即(ji)使在(zai)(zai)市(shi)場(chang)(chang)機(ji)制(zhi)能(neng)夠有(you)效(xiao)發(fa)揮(hui)作(zuo)用的(de)領(ling)域,微觀主體自發(fa)分散的(de)競爭行為也難以自動達到資(zi)源(yuan)配置(zhi)最優(you)和(he)經濟(ji)總體穩定的(de)均衡狀態,因而需要更好發(fa)揮(hui)政(zheng)府作(zuo)用,實現(xian)宏觀調(diao)控有(you)度。
政(zheng)(zheng)(zheng)府(fu)(fu)和市(shi)場(chang)(chang)(chang)(chang)(chang)作(zuo)用(yong)(yong)的(de)(de)(de)協(xie)同(tong)發(fa)(fa)(fa)揮(hui)(hui),為跨越“中(zhong)等收入(ru)(ru)陷阱”提(ti)(ti)供內生動力,將(jiang)有(you)力保(bao)障我國順利(li)實(shi)現(xian)從上(shang)中(zhong)等收入(ru)(ru)階段向高收入(ru)(ru)階段跨越。從黨的(de)(de)(de)十八屆三中(zhong)全會以來積(ji)累的(de)(de)(de)經驗看,協(xie)同(tong)發(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)和市(shi)場(chang)(chang)(chang)(chang)(chang)作(zuo)用(yong)(yong),首先(xian)應讓政(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong)的(de)(de)(de)發(fa)(fa)(fa)揮(hui)(hui)建立在(zai)“市(shi)場(chang)(chang)(chang)(chang)(chang)在(zai)資源配置中(zhong)起決(jue)(jue)(jue)定性作(zuo)用(yong)(yong)”的(de)(de)(de)基礎上(shang)。正如習近平同(tong)志所(suo)指出的(de)(de)(de):“更(geng)(geng)好(hao)發(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong),不(bu)(bu)(bu)是要更(geng)(geng)多發(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong),而(er)是要在(zai)保(bao)證市(shi)場(chang)(chang)(chang)(chang)(chang)發(fa)(fa)(fa)揮(hui)(hui)決(jue)(jue)(jue)定性作(zuo)用(yong)(yong)的(de)(de)(de)前(qian)提(ti)(ti)下,管(guan)(guan)好(hao)那些市(shi)場(chang)(chang)(chang)(chang)(chang)管(guan)(guan)不(bu)(bu)(bu)了或管(guan)(guan)不(bu)(bu)(bu)好(hao)的(de)(de)(de)事(shi)情。”其次應加快轉變政(zheng)(zheng)(zheng)府(fu)(fu)職能,將(jiang)政(zheng)(zheng)(zheng)府(fu)(fu)的(de)(de)(de)作(zuo)用(yong)(yong)主要集中(zhong)在(zai)市(shi)場(chang)(chang)(chang)(chang)(chang)管(guan)(guan)不(bu)(bu)(bu)了或管(guan)(guan)不(bu)(bu)(bu)好(hao)的(de)(de)(de)領域,該放(fang)給市(shi)場(chang)(chang)(chang)(chang)(chang)和社會的(de)(de)(de)權(quan)一(yi)定要放(fang)足(zu)、放(fang)到位,該政(zheng)(zheng)(zheng)府(fu)(fu)管(guan)(guan)的(de)(de)(de)事(shi)一(yi)定要管(guan)(guan)好(hao)、管(guan)(guan)到位,堅(jian)決(jue)(jue)(jue)扭轉政(zheng)(zheng)(zheng)府(fu)(fu)職能錯位、越位、缺(que)位現(xian)象。為此,我們不(bu)(bu)(bu)斷深化行(xing)政(zheng)(zheng)(zheng)審(shen)批制(zhi)(zhi)度(du)改(gai)革,推進簡政(zheng)(zheng)(zheng)放(fang)權(quan),深化權(quan)力清(qing)單(dan)、責(ze)任清(qing)單(dan)管(guan)(guan)理,同(tong)時強化事(shi)中(zhong)事(shi)后監(jian)管(guan)(guan)。再次應形成充分發(fa)(fa)(fa)揮(hui)(hui)市(shi)場(chang)(chang)(chang)(chang)(chang)作(zuo)用(yong)(yong)、更(geng)(geng)好(hao)發(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong)的(de)(de)(de)經濟體制(zhi)(zhi),實(shi)現(xian)市(shi)場(chang)(chang)(chang)(chang)(chang)機(ji)制(zhi)(zhi)有(you)效、微觀主體有(you)活力、宏(hong)觀調(diao)控(kong)有(you)度(du)。重點是構建統一(yi)開放(fang)、競爭(zheng)有(you)序的(de)(de)(de)市(shi)場(chang)(chang)(chang)(chang)(chang)體系,深化財稅體制(zhi)(zhi)、投融資體制(zhi)(zhi)和金融體制(zhi)(zhi)改(gai)革,健(jian)全貨幣政(zheng)(zheng)(zheng)策(ce)和宏(hong)觀審(shen)慎政(zheng)(zheng)(zheng)策(ce)雙(shuang)支柱調(diao)控(kong)框架,完(wan)善宏(hong)觀調(diao)控(kong)體系。最后應推進與市(shi)場(chang)(chang)(chang)(chang)(chang)化進程相適應的(de)(de)(de)法治(zhi)化建設(she),規范(fan)政(zheng)(zheng)(zheng)府(fu)(fu)行(xing)為,更(geng)(geng)好(hao)發(fa)(fa)(fa)揮(hui)(hui)政(zheng)(zheng)(zheng)府(fu)(fu)作(zuo)用(yong)(yong)。(劉 偉)
