四川強化跟蹤督察推進國企黨建工作落實

近年來(lai),四川省按照(zhao)黨中(zhong)央關于加(jia)強國(guo)有企(qi)業(ye)黨的(de)建(jian)設的(de)部署(shu)要求(qiu),結合實際建(jian)立“兩清單一臺賬”,強化跟蹤(zong)督察,著力解決國(guo)企(qi)黨建(jian)弱化淡化虛(xu)化邊(bian)緣化問(wen)題,進(jin)一步提升黨建(jian)工(gong)作整體水平,推(tui)動了(le)國(guo)有企(qi)業(ye)的(de)健(jian)康發(fa)展(zhan)。
建(jian)(jian)立任(ren)(ren)務(wu)清(qing)單,明晰目標責任(ren)(ren)。緊(jin)扣中央要求(qiu),制定“任(ren)(ren)務(wu)清(qing)單”,細化任(ren)(ren)務(wu)、量化目標,“掛圖作(zuo)戰(zhan)”、狠抓落(luo)實(shi)(shi)。一是(shi)(shi)結(jie)合實(shi)(shi)際(ji)明確(que)(que)任(ren)(ren)務(wu)。從完(wan)(wan)善(shan)公司(si)治理(li)結(jie)構(gou)、領(ling)(ling)(ling)導(dao)人(ren)員(yuan)隊伍建(jian)(jian)設、基(ji)層(ceng)黨(dang)(dang)組(zu)織建(jian)(jian)設、落(luo)實(shi)(shi)黨(dang)(dang)建(jian)(jian)責任(ren)(ren)4個方面(mian)(mian)提出39項具體任(ren)(ren)務(wu),認(ren)真落(luo)實(shi)(shi)完(wan)(wan)善(shan)“雙向進入、交叉任(ren)(ren)職(zhi)(zhi)”領(ling)(ling)(ling)導(dao)體制、選好配強(qiang)黨(dang)(dang)委(wei)書(shu)記(ji)(ji)、加(jia)強(qiang)黨(dang)(dang)建(jian)(jian)工(gong)作(zuo)基(ji)本(ben)保障等基(ji)本(ben)要求(qiu),探(tan)索開展(zhan)“領(ling)(ling)(ling)導(dao)帶(dai)黨(dang)(dang)員(yuan)、支部(bu)(bu)帶(dai)班(ban)組(zu)、黨(dang)(dang)員(yuan)帶(dai)職(zhi)(zhi)工(gong),促改革、促創新(xin)、促發(fa)展(zhan)”活動。二是(shi)(shi)分層(ceng)分類確(que)(que)定重(zhong)(zhong)點(dian)。省(sheng)委(wei)組(zu)織部(bu)(bu)主要抓好省(sheng)屬企(qi)(qi)業(ye)(ye)領(ling)(ling)(ling)導(dao)人(ren)員(yuan)履職(zhi)(zhi)能力(li)測評和談心談話,舉(ju)辦(ban)國企(qi)(qi)黨(dang)(dang)建(jian)(jian)暨改革創新(xin)研(yan)討班(ban)、現代產業(ye)(ye)發(fa)展(zhan)系(xi)列專題培(pei)訓班(ban),設立國企(qi)(qi)經(jing)營(ying)管理(li)人(ren)才(cai)遞進培(pei)養(yang)項目等工(gong)作(zuo),目前已培(pei)訓企(qi)(qi)業(ye)(ye)中高(gao)級管理(li)人(ren)才(cai)1300名。地方黨(dang)(dang)委(wei)切(qie)實(shi)(shi)加(jia)強(qiang)對國企(qi)(qi)黨(dang)(dang)建(jian)(jian)的(de)工(gong)作(zuo)指導(dao),1201家國企(qi)(qi)嚴格落(luo)實(shi)(shi)黨(dang)(dang)組(zu)織研(yan)究討論作(zuo)為董事會決(jue)策前置(zhi)程序的(de)要求(qiu),在(zai)車間班(ban)組(zu)、經(jing)營(ying)網點(dian)、服務(wu)窗口等新(xin)建(jian)(jian)1148個基(ji)層(ceng)黨(dang)(dang)組(zu)織。三(san)是(shi)(shi)強(qiang)化責任(ren)(ren)推動落(luo)實(shi)(shi)。各地各部(bu)(bu)門(men)各企(qi)(qi)業(ye)(ye)對照(zhao)“任(ren)(ren)務(wu)清(qing)單”進行(xing)細化充實(shi)(shi),重(zhong)(zhong)點(dian)任(ren)(ren)務(wu)明確(que)(que)責任(ren)(ren)人(ren)和完(wan)(wan)成時限,省(sheng)委(wei)組(zu)織部(bu)(bu)每半年對完(wan)(wan)成情況(kuang)進行(xing)督(du)促檢查(cha)。通過(guo)上(shang)下聯動、齊抓共管,省(sheng)屬企(qi)(qi)業(ye)(ye)黨(dang)(dang)建(jian)(jian)工(gong)作(zuo)進公司(si)章程、黨(dang)(dang)委(wei)書(shu)記(ji)(ji)和董事長“一肩挑”、專職(zhi)(zhi)副書(shu)記(ji)(ji)配備(bei)等工(gong)作(zuo)任(ren)(ren)務(wu)已全(quan)面(mian)(mian)完(wan)(wan)成,健全(quan)完(wan)(wan)善(shan)了省(sheng)屬國有企(qi)(qi)業(ye)(ye)“三(san)重(zhong)(zhong)一大”事項決(jue)策、負責人(ren)經(jing)營(ying)業(ye)(ye)績考(kao)核等制度和辦(ban)法。
建立問(wen)(wen)題清(qing)單,層層傳導(dao)壓力(li)。堅持問(wen)(wen)題導(dao)向(xiang),列出“問(wen)(wen)題清(qing)單”,通(tong)過“全(quan)面查、對(dui)(dui)(dui)(dui)(dui)(dui)照改(gai)(gai)、回(hui)頭(tou)(tou)看(kan)”,確保突出問(wen)(wen)題整(zheng)改(gai)(gai)到位。一(yi)是點(dian)面結合全(quan)面查。省(sheng)(sheng)委(wei)(wei)(wei)組織(zhi)(zhi)部區分工(gong)(gong)作(zuo)內(nei)(nei)容和(he)評(ping)(ping)價方(fang)式,分別確定地(di)方(fang)黨(dang)(dang)(dang)委(wei)(wei)(wei)和(he)國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)督(du)(du)(du)察重點(dian)任(ren)務(wu),成(cheng)立6個督(du)(du)(du)導(dao)組開(kai)展(zhan)專(zhuan)項(xiang)督(du)(du)(du)察。目(mu)前,已(yi)對(dui)(dui)(dui)(dui)(dui)(dui)第一(yi)批(pi)21家(jia)省(sheng)(sheng)屬(shu)(shu)國(guo)(guo)企(qi)(qi)(qi)(qi)和(he)5個市(shi)州國(guo)(guo)企(qi)(qi)(qi)(qi)黨(dang)(dang)(dang)建工(gong)(gong)作(zuo)進(jin)行(xing)了督(du)(du)(du)察,延伸(shen)抽查省(sheng)(sheng)市(shi)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)下屬(shu)(shu)二、三級子(zi)公司及(ji)縣屬(shu)(shu)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)96家(jia),查找并梳理具體(ti)問(wen)(wen)題30項(xiang)540個。二是精準施策對(dui)(dui)(dui)(dui)(dui)(dui)照改(gai)(gai)。結合省(sheng)(sheng)委(wei)(wei)(wei)對(dui)(dui)(dui)(dui)(dui)(dui)國(guo)(guo)企(qi)(qi)(qi)(qi)專(zhuan)項(xiang)巡(xun)視(shi)、黨(dang)(dang)(dang)建述(shu)職評(ping)(ping)議(yi)考核發(fa)現的(de)問(wen)(wen)題,逐(zhu)一(yi)形成(cheng)“問(wen)(wen)題清(qing)單”。各地(di)各企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)逐(zhu)項(xiang)對(dui)(dui)(dui)(dui)(dui)(dui)照剖析,明確整(zheng)改(gai)(gai)責(ze)任(ren)人、措施和(he)期限。針(zhen)對(dui)(dui)(dui)(dui)(dui)(dui)黨(dang)(dang)(dang)建主體(ti)責(ze)任(ren)落實不(bu)到位的(de)問(wen)(wen)題,進(jin)一(yi)步完善國(guo)(guo)企(qi)(qi)(qi)(qi)黨(dang)(dang)(dang)委(wei)(wei)(wei)書(shu)記抓黨(dang)(dang)(dang)建工(gong)(gong)作(zuo)述(shu)職評(ping)(ping)議(yi)制(zhi)(zhi)度(du);針(zhen)對(dui)(dui)(dui)(dui)(dui)(dui)議(yi)事決策機制(zhi)(zhi)不(bu)健全(quan)的(de)問(wen)(wen)題,研究(jiu)制(zhi)(zhi)定《省(sheng)(sheng)屬(shu)(shu)國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)黨(dang)(dang)(dang)委(wei)(wei)(wei)會議(yi)事規(gui)則》;針(zhen)對(dui)(dui)(dui)(dui)(dui)(dui)黨(dang)(dang)(dang)建管(guan)理體(ti)制(zhi)(zhi)不(bu)順的(de)問(wen)(wen)題,研究(jiu)制(zhi)(zhi)定《省(sheng)(sheng)管(guan)國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)領導(dao)人員選任(ren)管(guan)理意見》《省(sheng)(sheng)管(guan)國(guo)(guo)有(you)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)序列動(dong)態調整(zheng)管(guan)理暫行(xing)辦法(fa)》。三是固化成(cheng)果(guo)回(hui)頭(tou)(tou)看(kan)。實行(xing)階段回(hui)頭(tou)(tou)看(kan)和(he)全(quan)年回(hui)頭(tou)(tou)看(kan)相結合,省(sheng)(sheng)督(du)(du)(du)導(dao)組在(zai)開(kai)展(zhan)國(guo)(guo)企(qi)(qi)(qi)(qi)黨(dang)(dang)(dang)建工(gong)(gong)作(zuo)專(zhuan)項(xiang)督(du)(du)(du)察時,對(dui)(dui)(dui)(dui)(dui)(dui)已(yi)督(du)(du)(du)察單位按照一(yi)定比(bi)例(li)開(kai)展(zhan)跟蹤回(hui)查;將問(wen)(wen)題整(zheng)改(gai)(gai)情況作(zuo)為黨(dang)(dang)(dang)組織(zhi)(zhi)書(shu)記年度(du)述(shu)職評(ping)(ping)議(yi)的(de)重要內(nei)(nei)容,評(ping)(ping)議(yi)結果(guo)在(zai)一(yi)定范圍(wei)內(nei)(nei)通(tong)報,對(dui)(dui)(dui)(dui)(dui)(dui)問(wen)(wen)題整(zheng)改(gai)(gai)不(bu)到位、考核排(pai)名靠后的(de)企(qi)(qi)(qi)(qi)業(ye)(ye)(ye)黨(dang)(dang)(dang)組織(zhi)(zhi)書(shu)記進(jin)行(xing)約談。
建(jian)(jian)(jian)立工(gong)(gong)(gong)作(zuo)(zuo)(zuo)臺(tai)賬,實(shi)施動態監(jian)管(guan)(guan)。對國(guo)(guo)企黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)實(shi)行(xing)臺(tai)賬管(guan)(guan)理,探索形(xing)成信(xin)息(xi)收集(ji)、情(qing)(qing)況分析、工(gong)(gong)(gong)作(zuo)(zuo)(zuo)決策一(yi)體(ti)化的(de)(de)動態管(guan)(guan)理模式。一(yi)是科學建(jian)(jian)(jian)賬。以兩個“清單”為基(ji)(ji)礎(chu),開(kai)展集(ji)中性調(diao)研摸排,實(shi)地走(zou)訪中央駐(zhu)川企業(ye)、地方國(guo)(guo)企66家,訪談(tan)企業(ye)黨(dang)委(wei)書記、高管(guan)(guan)、黨(dang)務(wu)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)人(ren)(ren)(ren)員260人(ren)(ren)(ren),召(zhao)開(kai)不同(tong)類(lei)型座談(tan)會39次(ci),發放調(diao)查問卷(juan)2500余(yu)份,收集(ji)匯總8個方面意見建(jian)(jian)(jian)議600多(duo)條。以企業(ye)基(ji)(ji)本(ben)情(qing)(qing)況、領(ling)導(dao)人(ren)(ren)(ren)員隊伍建(jian)(jian)(jian)設(she)情(qing)(qing)況、公(gong)司治(zhi)理情(qing)(qing)況、基(ji)(ji)層黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)情(qing)(qing)況、落(luo)實(shi)黨(dang)建(jian)(jian)(jian)責(ze)(ze)任情(qing)(qing)況等為主要內(nei)容,全覆(fu)蓋建(jian)(jian)(jian)立國(guo)(guo)企工(gong)(gong)(gong)作(zuo)(zuo)(zuo)臺(tai)賬。二是分級管(guan)(guan)賬。細化明(ming)確各級組織(zhi)人(ren)(ren)(ren)事部門(men)、國(guo)(guo)資委(wei)黨(dang)委(wei)、國(guo)(guo)企黨(dang)委(wei)和(he)(he)基(ji)(ji)層黨(dang)支部的(de)(de)職(zhi)責(ze)(ze),形(xing)成黨(dang)委(wei)統一(yi)領(ling)導(dao)、組織(zhi)部門(men)牽頭抓(zhua)總、職(zhi)能單位密切(qie)配合、國(guo)(guo)企黨(dang)委(wei)統籌推進、基(ji)(ji)層支部主抓(zhua)落(luo)實(shi)的(de)(de)責(ze)(ze)任體(ti)系。各地各部門(men)各企業(ye)根據(ju)實(shi)際(ji)情(qing)(qing)況,制定操作(zuo)(zuo)(zuo)流程和(he)(he)管(guan)(guan)理規范(fan),落(luo)實(shi)專人(ren)(ren)(ren)負責(ze)(ze)臺(tai)賬管(guan)(guan)理。三是精準用(yong)賬。把工(gong)(gong)(gong)作(zuo)(zuo)(zuo)臺(tai)賬作(zuo)(zuo)(zuo)為實(shi)時(shi)監(jian)控國(guo)(guo)企黨(dang)建(jian)(jian)(jian)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)的(de)(de)“晴雨表”,及(ji)時(shi)更(geng)新臺(tai)賬信(xin)息(xi)和(he)(he)數據(ju),加(jia)強分析研判,掌握工(gong)(gong)(gong)作(zuo)(zuo)(zuo)趨勢,發現(xian)苗頭性問題,有針對性地調(diao)整(zheng)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)思路和(he)(he)措(cuo)施。
