為(wei)有效(xiao)應(ying)對(dui)鋼(gang)(gang)鐵主業(ye)(ye)經(jing)(jing)營(ying)(ying)虧損巨大、資金極(ji)度緊(jin)張、勞(lao)動生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)率低(di)等制(zhi)約企(qi)(qi)業(ye)(ye)持(chi)續發展(zhan)的(de)(de)嚴峻市場(chang)挑戰,公司(si)深入(ru)調(diao)(diao)(diao)查研究,結(jie)(jie)合行業(ye)(ye)發展(zhan)趨勢(shi)和(he)(he)昆鋼(gang)(gang)實(shi)際,認真(zhen)細化(hua)落實(shi)“去產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)能、去庫存、去杠(gang)桿、降(jiang)成本、補短板(ban)”措(cuo)施,著力實(shi)施“三(san)個(ge)(ge)調(diao)(diao)(diao)整(zheng)(zheng)、兩個(ge)(ge)推(tui)進、三(san)個(ge)(ge)加(jia)強(qiang)”改(gai)革思路,推(tui)進供(gong)給側(ce)結(jie)(jie)構性(xing)改(gai)革調(diao)(diao)(diao)整(zheng)(zheng)。“三(san)個(ge)(ge)調(diao)(diao)(diao)整(zheng)(zheng)”即(ji)調(diao)(diao)(diao)整(zheng)(zheng)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)組(zu)(zu)織(zhi)結(jie)(jie)構,以(yi)最經(jing)(jing)濟(ji)的(de)(de)模(mo)式組(zu)(zu)織(zhi)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan);調(diao)(diao)(diao)整(zheng)(zheng)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)組(zu)(zu)織(zhi)方式,以(yi)最高(gao)效(xiao)的(de)(de)方式組(zu)(zu)織(zhi)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)經(jing)(jing)營(ying)(ying);調(diao)(diao)(diao)整(zheng)(zheng)資產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)負債結(jie)(jie)構,以(yi)最優的(de)(de)負債結(jie)(jie)構為(wei)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)經(jing)(jing)營(ying)(ying)提供(gong)保證基礎(chu)(chu);“兩個(ge)(ge)推(tui)進”即(ji)推(tui)進工(gong)業(ye)(ye)化(hua)與信息(xi)化(hua)融合,推(tui)進發展(zhan)“互聯網+”;“三(san)個(ge)(ge)加(jia)強(qiang)”即(ji)加(jia)強(qiang)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)品營(ying)(ying)銷和(he)(he)企(qi)(qi)業(ye)(ye)經(jing)(jing)營(ying)(ying);加(jia)強(qiang)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)品升級和(he)(he)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)業(ye)(ye)鏈延伸,在流通環節(jie)積極(ji)提供(gong)定制(zhi)化(hua)加(jia)工(gong)服務(wu)(wu),推(tui)動抗震鋼(gang)(gang)構民居標(biao)準化(hua)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)和(he)(he)安(an)裝,加(jia)快電梯、立體車(che)庫等用(yong)鋼(gang)(gang)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)業(ye)(ye)發展(zhan);加(jia)強(qiang)以(yi)現場(chang)管理(li)(li)和(he)(he)設備管理(li)(li)為(wei)重點的(de)(de)基礎(chu)(chu)管理(li)(li)。集(ji)中力量組(zu)(zu)織(zhi)4座1000立方米以(yi)上(shang)大高(gao)爐(lu)的(de)(de)穩(wen)定高(gao)效(xiao)安(an)全運(yun)行生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan),關停7座450—1000立方米以(yi)下高(gao)爐(lu),壓縮鋼(gang)(gang)鐵產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)能近(jin)300萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),減(jian)少(shao)污染物(wu)排(pai)放40%以(yi)上(shang);堅持(chi)問題導向(xiang),早調(diao)(diao)(diao)會從(cong)行政(zheng)調(diao)(diao)(diao)度向(xiang)專家診療轉變,及時對(dui)接(jie)協調(diao)(diao)(diao)解(jie)決基層一(yi)(yi)(yi)線問題,充(chong)分發揮先進裝備優勢(shi)和(he)(he)精益生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)組(zu)(zu)織(zhi)優勢(shi),整(zheng)(zheng)體提升技術經(jing)(jing)濟(ji)指標(biao),4座大高(gao)爐(lu)日均產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)量達19000多(duo)噸(dun)(dun)(dun),運(yun)行效(xiao)果接(jie)近(jin)原來(lai)11座高(gao)爐(lu)。今年(nian)一(yi)(yi)(yi)季(ji)度,武昆股份公司(si)鋼(gang)(gang)鐵產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)量保持(chi)了去年(nian)同(tong)(tong)期的(de)(de)生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)水(shui)平,鋼(gang)(gang)材產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)量同(tong)(tong)比(bi)(bi)增(zeng)(zeng)(zeng)(zeng)長(chang)4.6萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun);銷售(shou)156.87萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比(bi)(bi)增(zeng)(zeng)(zeng)(zeng)長(chang)23.4%;經(jing)(jing)營(ying)(ying)虧損得到有效(xiao)控制(zhi),實(shi)現利潤(run)(run)-5048萬(wan)(wan)(wan)(wan)元(yuan),同(tong)(tong)比(bi)(bi)月(yue)(yue)均減(jian)虧1.5億元(yuan)。同(tong)(tong)時,充(chong)分發揮云(yun)南(nan)水(shui)泥建材集(ji)團與華潤(run)(run)水(shui)泥戰略重組(zu)(zu)的(de)(de)協同(tong)(tong)效(xiao)應(ying),公司(si)資產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)負債率從(cong)重組(zu)(zu)前(qian)的(de)(de)72%下降(jiang)到52.5%,經(jing)(jing)營(ying)(ying)流動性(xing)明顯(xian)改(gai)善,償(chang)還股東(dong)借款32.7億元(yuan),一(yi)(yi)(yi)季(ji)度減(jian)少(shao)財務(wu)(wu)費用(yong)支出2472萬(wan)(wan)(wan)(wan)元(yuan),生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)水(shui)泥404萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),銷售(shou)359萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比(bi)(bi)分別增(zeng)(zeng)(zeng)(zeng)長(chang)36.69、40.35%,其中3月(yue)(yue)份生(sheng)產(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)(chan)171萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),銷售(shou)160萬(wan)(wan)(wan)(wan)噸(dun)(dun)(dun),同(tong)(tong)比(bi)(bi)分別增(zeng)(zeng)(zeng)(zeng)長(chang)71.78%、78.98%,創歷史最好水(shui)平,實(shi)現利潤(run)(run)-814萬(wan)(wan)(wan)(wan)元(yuan),比(bi)(bi)上(shang)年(nian)月(yue)(yue)平均減(jian)少(shao)虧損1165.47萬(wan)(wan)(wan)(wan)元(yuan)。
二、積極實施內(nei)部(bu)資(zi)產和業務重(zhong)組(zu)整(zheng)合,提高資(zi)產運營效率和轉(zhuan)型升級水平(ping)

一(yi)是深(shen)化(hua)干部人(ren)(ren)(ren)事制(zhi)(zhi)度改革(ge),落實(shi)干部標準和“三嚴(yan)三實(shi),根(gen)據(ju)公(gong)司產(chan)業(ye)(ye)發(fa)展(zhan)、管控(kong)模式(shi)、生產(chan)組(zu)織(zhi)機(ji)構和方式(shi)調整,實(shi)現中(zhong)層管理(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)總(zong)量控(kong)制(zhi)(zhi)、結構優(you)化(hua)、素質提升、能(neng)力增(zeng)強(qiang)。對嚴(yan)重違規違紀的(de)(de)管理(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)問(wen)責(ze)處理(li),退(tui)(tui)出崗位。加(jia)強(qiang)任期管理(li),年按照不低于2%的(de)(de)比(bi)例淘汰。出臺(tai)管理(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)到規定年齡退(tui)(tui)出機(ji)制(zhi)(zhi),27名中(zhong)層管理(li)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)退(tui)(tui)出了領(ling)導崗位。二是深(shen)化(hua)勞(lao)動用(yong)(yong)工(gong)制(zhi)(zhi)度改革(ge),推(tui)進落實(shi)規范(fan)用(yong)(yong)工(gong)、勞(lao)動組(zu)織(zhi)和人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)優(you)化(hua)配置工(gong)作,清理(li)勞(lao)務派遣(qian)協議和業(ye)(ye)務外(wai)包(bao)協議,回收業(ye)(ye)務,將崗位提供富(fu)余人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan),實(shi)現“自己的(de)(de)事自己干”。積極支持幫助自主(zhu)創(chuang)業(ye)(ye)。截止3月(yue)末,通過清退(tui)(tui)勞(lao)務工(gong)和功能(neng)外(wai)包(bao)安(an)置鋼鐵主(zhu)業(ye)(ye)員(yuan)(yuan)(yuan)(yuan)工(gong)351人(ren)(ren)(ren),減(jian)少(shao)勞(lao)務派遣(qian)人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)2088人(ren)(ren)(ren),減(jian)少(shao)返聘(pin)142人(ren)(ren)(ren),減(jian)少(shao)費用(yong)(yong)497萬元。 三是深(shen)化(hua)分配制(zhi)(zhi)度改革(ge),建立適應集團(tuan)管控(kong)模式(shi)下多元化(hua)發(fa)展(zhan)的(de)(de)薪酬分配制(zhi)(zhi)度,逐級(ji)開展(zhan)工(gong)資(zi)總(zong)額預(yu)算管理(li),強(qiang)化(hua)中(zhong)層人(ren)(ren)(ren)員(yuan)(yuan)(yuan)(yuan)業(ye)(ye)績評(ping)價(jia)和管理(li)評(ping)價(jia),激勵核心(xin)骨(gu)干人(ren)(ren)(ren)才(cai)和一(yi)線(xian)員(yuan)(yuan)(yuan)(yuan)工(gong)收入(ru)實(shi)現穩步、有序、合理(li)增(zeng)長。今年一(yi)季度,昆鋼支付工(gong)資(zi)總(zong)額26489萬元,人(ren)(ren)(ren)均4774元,同比(bi)增(zeng)加(jia)148元。
