上海建工集團積極推進多級職代會制度融入現代企業管理體系

多年來,上海建工集團(tuan)堅持黨的(de)“全心(xin)全意依(yi)靠工人階級”的(de)方(fang)針和“和諧為本,追求卓越”的(de)企(qi)業(ye)理(li)念,不斷深化以職代會為基本形式的(de)廠務公(gong)開民(min)主管理(li)制(zhi)度,積極(ji)推進多級職代會制(zhi)度融入現代企(qi)業(ye)管理(li)體系,確保(bao)職工在(zai)企(qi)業(ye)發(fa)展中的(de)主體地位。
一、順(shun)應(ying)企業(ye)發展要求(qiu),扎實(shi)推進多(duo)級職代會制度(du)建設
建工集團基層企業早(zao)在(zai)上世(shi)紀80年代就普遍建立了(le)職(zhi)代會(hui)制度(du)。在(zai)上世(shi)紀90年代開始的(de)國企改革改制中(zhong),集團運用職(zhi)代會(hui)制度(du)很好地(di)保(bao)障了(le)職(zhi)工民(min)主權利,確保(bao)了(le)全系統(tong)改革改制的(de)順利進行(xing)。2001年,又在(zai)集團層面建立了(le)職(zhi)代會(hui)。
近年來,順(shun)應(ying)國資(zi)(zi)國企深(shen)化改(gai)革和健全完(wan)善(shan)現(xian)代企業制(zhi)度(du)的要(yao)求,建工集(ji)團(tuan)的規(gui)模不斷擴大,覆蓋(gai)領域也從原來的建筑(zhu)承包、建筑(zhu)科(ke)研、設備安(an)裝(zhuang)向(xiang)市政路橋、環保節能(neng)、園林綠(lv)化以(yi)及房地產(chan)開(kai)發、投(tou)資(zi)(zi)融資(zi)(zi)等方面擴展;與此(ci)同時,建工集(ji)團(tuan)順(shun)應(ying)現(xian)代管理制(zhi)度(du)要(yao)求,管理模式也逐步朝著集(ji)團(tuan)治理和管控的方向(xiang)發展,在這一推進(jin)過程中,集(ji)團(tuan)的發展理念(nian)和整(zheng)體(ti)規(gui)劃、治理構架和管理制(zhi)度(du)、薪酬(chou)體(ti)系和人事制(zhi)度(du),以(yi)及免(mian)费菠萝(luo)视频(pin)app下载等都將對所屬(shu)各基層單位產(chan)生深(shen)遠影響。
職(zhi)(zhi)代會是具(ju)有(you)中國特色(se)的(de)(de)基層(ceng)民(min)(min)(min)主制(zhi)(zhi)(zhi)(zhi)度(du),在全(quan)(quan)(quan)面(mian)深化改(gai)(gai)革和(he)(he)(he)企業(ye)管(guan)(guan)理(li)(li)模(mo)式(shi)發生全(quan)(quan)(quan)新變化的(de)(de)過程中,如(ru)何通(tong)(tong)過集(ji)(ji)(ji)團(tuan)(tuan)(tuan)和(he)(he)(he)基層(ceng)單位多(duo)級(ji)職(zhi)(zhi)代會發揮作(zuo)用,貫徹落(luo)實(shi)(shi)黨(dang)的(de)(de)“全(quan)(quan)(quan)依(yi)”方針(zhen);如(ru)何保障職(zhi)(zhi)工(gong)(gong)(gong)(gong)通(tong)(tong)過多(duo)級(ji)協(xie)商民(min)(min)(min)主、多(duo)級(ji)職(zhi)(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)機(ji)制(zhi)(zhi)(zhi)(zhi),促(cu)進(jin)(jin)(jin)企業(ye)和(he)(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)(gong)共同(tong)發展;如(ru)何通(tong)(tong)過職(zhi)(zhi)工(gong)(gong)(gong)(gong)民(min)(min)(min)主管(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)(zhi)度(du)的(de)(de)健全(quan)(quan)(quan)完善實(shi)(shi)現(xian)集(ji)(ji)(ji)團(tuan)(tuan)(tuan)科學決策、精細(xi)管(guan)(guan)理(li)(li)和(he)(he)(he)高效運(yun)行(xing),以(yi)保障企業(ye)安全(quan)(quan)(quan)運(yun)營,做強做大,是建工(gong)(gong)(gong)(gong)集(ji)(ji)(ji)團(tuan)(tuan)(tuan)黨(dang)委近年來重點思考和(he)(he)(he)努(nu)力推進(jin)(jin)(jin)的(de)(de)課題。為此,建工(gong)(gong)(gong)(gong)集(ji)(ji)(ji)團(tuan)(tuan)(tuan)黨(dang)委首先(xian)在建章立(li)制(zhi)(zhi)(zhi)(zhi)上下功夫,先(xian)后出臺(tai)了《關(guan)于(yu)(yu)進(jin)(jin)(jin)一步依(yi)靠職(zhi)(zhi)工(gong)(gong)(gong)(gong)群眾辦企業(ye)的(de)(de)若干意見(jian)》、《關(guan)于(yu)(yu)進(jin)(jin)(jin)一步加(jia)強和(he)(he)(he)改(gai)(gai)善黨(dang)對(dui)工(gong)(gong)(gong)(gong)會工(gong)(gong)(gong)(gong)作(zuo)領導的(de)(de)若干意見(jian)》,《關(guan)于(yu)(yu)推行(xing)廠務公開加(jia)強民(min)(min)(min)主管(guan)(guan)理(li)(li)的(de)(de)實(shi)(shi)施意見(jian)》等文(wen)件。同(tong)時,針(zhen)對(dui)多(duo)級(ji)職(zhi)(zhi)代會制(zhi)(zhi)(zhi)(zhi)度(du)需(xu)要理(li)(li)順關(guan)系(xi)(xi)等問(wen)題,建工(gong)(gong)(gong)(gong)集(ji)(ji)(ji)團(tuan)(tuan)(tuan)黨(dang)委又(you)專門協(xie)調行(xing)政與(yu)工(gong)(gong)(gong)(gong)會研(yan)究制(zhi)(zhi)(zhi)(zhi)定(ding)了《集(ji)(ji)(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)代會章程》,明確了集(ji)(ji)(ji)團(tuan)(tuan)(tuan)、子集(ji)(ji)(ji)團(tuan)(tuan)(tuan)和(he)(he)(he)工(gong)(gong)(gong)(gong)程公司三級(ji)職(zhi)(zhi)代會制(zhi)(zhi)(zhi)(zhi)度(du)工(gong)(gong)(gong)(gong)作(zuo)定(ding)位,健全(quan)(quan)(quan)完善了三級(ji)職(zhi)(zhi)代會組織制(zhi)(zhi)(zhi)(zhi)度(du)和(he)(he)(he)工(gong)(gong)(gong)(gong)作(zuo)制(zhi)(zhi)(zhi)(zhi)度(du),并(bing)同(tong)步推進(jin)(jin)(jin)了職(zhi)(zhi)工(gong)(gong)(gong)(gong)董監事(shi)和(he)(he)(he)多(duo)級(ji)集(ji)(ji)(ji)體協(xie)商制(zhi)(zhi)(zhi)(zhi)度(du)。2011年,集(ji)(ji)(ji)團(tuan)(tuan)(tuan)整(zheng)體上市后,集(ji)(ji)(ji)團(tuan)(tuan)(tuan)黨(dang)委又(you)及時指導制(zhi)(zhi)(zhi)(zhi)定(ding)了《企業(ye)職(zhi)(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)民(min)(min)(min)主管(guan)(guan)理(li)(li)指引》,將職(zhi)(zhi)工(gong)(gong)(gong)(gong)參(can)與(yu)民(min)(min)(min)主管(guan)(guan)理(li)(li)納入了現(xian)代企業(ye)管(guan)(guan)理(li)(li)體系(xi)(xi)中,進(jin)(jin)(jin)一步強化了廠務公開、職(zhi)(zhi)代會、集(ji)(ji)(ji)體協(xie)商和(he)(he)(he)職(zhi)(zhi)工(gong)(gong)(gong)(gong)董監事(shi)等四(si)項民(min)(min)(min)主管(guan)(guan)理(li)(li)制(zhi)(zhi)(zhi)(zhi)度(du)。
二、加(jia)強集(ji)團職代(dai)會(hui)制度建設,充(chong)分(fen)發揮各(ge)方主體作用
1、明(ming)確多級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)功能定位(wei),不斷豐富集(ji)(ji)(ji)(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)權(quan)內容。自建(jian)(jian)立三級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)制(zhi)度(du)(du)以來,就將建(jian)(jian)工(gong)(gong)(gong)(gong)集(ji)(ji)(ji)(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)定位(wei)在職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)參與集(ji)(ji)(ji)(ji)團(tuan)(tuan)重(zhong)(zhong)大決(jue)策、源頭協調(diao)勞動關(guan)系、民(min)(min)主推進黨風廉(lian)政建(jian)(jian)設和(he)推進職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)實事(shi)工(gong)(gong)(gong)(gong)程等四個(ge)方(fang)面,并(bing)明(ming)確集(ji)(ji)(ji)(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)著重(zhong)(zhong)于關(guan)注涉(she)(she)及(ji)(ji)集(ji)(ji)(ji)(ji)團(tuan)(tuan)改革發(fa)展的(de)全(quan)(quan)局性、根本性問題和(he)涉(she)(she)及(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切身(shen)(shen)利(li)益的(de)普遍性、傾向性問題;子集(ji)(ji)(ji)(ji)團(tuan)(tuan)公司(si)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)側重(zhong)(zhong)于涉(she)(she)及(ji)(ji)本單位(wei)和(he)下屬工(gong)(gong)(gong)(gong)程公司(si)重(zhong)(zhong)大決(jue)策、生(sheng)產經營和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切身(shen)(shen)利(li)益的(de)具(ju)體(ti)(ti)事(shi)項;工(gong)(gong)(gong)(gong)程公司(si)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)主要(yao)貫徹落(luo)實上級職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)的(de)決(jue)議(yi)方(fang)案,并(bing)細化成具(ju)體(ti)(ti)方(fang)案,履行相(xiang)應(ying)民(min)(min)主程序后實施(shi)。多年來,建(jian)(jian)工(gong)(gong)(gong)(gong)集(ji)(ji)(ji)(ji)團(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)審議(yi)了(le)(le)集(ji)(ji)(ji)(ji)團(tuan)(tuan)“十一五”、“十二(er)五”發(fa)展規劃、年度(du)(du)經營管(guan)(guan)(guan)理情況,黨風廉(lian)政建(jian)(jian)設情況;先后審議(yi)通(tong)過(guo)并(bing)實施(shi)了(le)(le)《完(wan)(wan)善(shan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)補充醫療保險》、《完(wan)(wan)善(shan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)教育(yu)培訓工(gong)(gong)(gong)(gong)作(zuo)》、《集(ji)(ji)(ji)(ji)團(tuan)(tuan)在崗職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)最低(di)工(gong)(gong)(gong)(gong)資標準》、《健全(quan)(quan)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)體(ti)(ti)檢(jian)制(zhi)度(du)(du)》,以及(ji)(ji)《加強服務(wu)“走(zou)出去(qu)”職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)工(gong)(gong)(gong)(gong)作(zuo)》等涉(she)(she)及(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)切身(shen)(shen)利(li)益的(de)重(zhong)(zhong)要(yao)事(shi)項;推進完(wan)(wan)善(shan)了(le)(le)集(ji)(ji)(ji)(ji)團(tuan)(tuan)和(he)所(suo)屬企(qi)業廠(chang)務(wu)公開(kai)民(min)(min)主管(guan)(guan)(guan)理、集(ji)(ji)(ji)(ji)體(ti)(ti)協商和(he)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)(gong)(gong)(gong)董監(jian)事(shi),以及(ji)(ji)勞動爭議(yi)調(diao)處等制(zhi)度(du)(du),使之成為集(ji)(ji)(ji)(ji)團(tuan)(tuan)管(guan)(guan)(guan)理制(zhi)度(du)(du)的(de)重(zhong)(zhong)要(yao)組成部分。
2、健全(quan)完善(shan)組織制(zhi)度和各(ge)項規程,確(que)(que)保(bao)(bao)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)制(zhi)度順利(li)運(yun)營。堅(jian)持集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)的(de)流(liu)程化管理,確(que)(que)保(bao)(bao)《職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)條例》的(de)各(ge)項規定得到貫徹落(luo)實。建工(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)每屆五年(nian),每年(nian)都(dou)在1月11日前(qian)(qian)后(hou)召開(kai)會(hui)(hui)(hui)(hui)議,然后(hou)基層再召開(kai)會(hui)(hui)(hui)(hui)議,這(zhe)已成為集(ji)團(tuan)(tuan)(tuan)的(de)慣例堅(jian)持至(zhi)今(jin)。每次(ci)正式(shi)會(hui)(hui)(hui)(hui)議前(qian)(qian),提(ti)前(qian)(qian)半月至(zhi)十天召開(kai)代(dai)表(biao)(biao)團(tuan)(tuan)(tuan)組長會(hui)(hui)(hui)(hui)議,發放會(hui)(hui)(hui)(hui)議材料,要求組織職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)表(biao)(biao)分團(tuan)(tuan)(tuan)組討論審(shen)議,并在正式(shi)會(hui)(hui)(hui)(hui)議前(qian)(qian)的(de)三天,再次(ci)召開(kai)代(dai)表(biao)(biao)團(tuan)(tuan)(tuan)組長會(hui)(hui)(hui)(hui)議,聽取職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)表(biao)(biao)對會(hui)(hui)(hui)(hui)議材料的(de)意(yi)見(jian)建議。明確(que)(que)對分歧較大的(de)事項,行(xing)政與工(gong)(gong)會(hui)(hui)(hui)(hui)必須協商(shang)修改完善(shan)后(hou)才能提(ti)交職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)審(shen)議或審(shen)議表(biao)(biao)決(jue)。建工(gong)(gong)集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)決(jue)議生效后(hou),都(dou)會(hui)(hui)(hui)(hui)以(yi)制(zhi)度文(wen)件(jian)形式(shi)要求基層單(dan)位(wei)遵照執行(xing),并通過中(zhong)途檢查,推動(dong)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)決(jue)議的(de)有效落(luo)實。還結合集(ji)團(tuan)(tuan)(tuan)特點,嚴把職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)代(dai)表(biao)(biao)結構比例,確(que)(que)保(bao)(bao)各(ge)層面干部職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)和各(ge)類先進代(dai)表(biao)(biao)都(dou)能參(can)加(jia)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui),行(xing)使民主管理權(quan)(quan)利(li)。集(ji)團(tuan)(tuan)(tuan)職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)還選(xuan)舉產(chan)生了資產(chan)管理、民主評議、提(ti)案處理、職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)權(quan)(quan)益等4個民管專委會(hui)(hui)(hui)(hui),在職(zhi)(zhi)(zhi)(zhi)代(dai)會(hui)(hui)(hui)(hui)會(hui)(hui)(hui)(hui)議和閉會(hui)(hui)(hui)(hui)期間切實發展作用,推動(dong)這(zhe)一制(zhi)度更(geng)好(hao)地為促進企業(ye)發展和職(zhi)(zhi)(zhi)(zhi)工(gong)(gong)權(quan)(quan)益維護服務。
3、切(qie)(qie)實(shi)發(fa)揮黨(dang)政工(gong)主(zhu)體(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),合(he)力推(tui)進職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)制(zhi)度落(luo)地生根。集團黨(dang)委切(qie)(qie)實(shi)履行(xing)(xing)領導(dao)主(zhu)體(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),把加(jia)(jia)強多(duo)級(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)制(zhi)度建(jian)(jian)設列入重要(yao)議(yi)(yi)(yi)(yi)事日程,支持(chi)各(ge)級(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)依法行(xing)(xing)使職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)權。每屆職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)換屆改選(xuan),建(jian)(jian)工(gong)集團黨(dang)委主(zhu)要(yao)領導(dao)都要(yao)擔任職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)籌備組(zu)組(zu)長,加(jia)(jia)強對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)籌建(jian)(jian)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)的領導(dao)和(he)(he)統(tong)籌協調工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo);每年(nian)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)召開(kai)前的二個月,建(jian)(jian)工(gong)集團黨(dang)委總要(yao)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)同(tong)行(xing)(xing)政和(he)(he)工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)共(gong)同(tong)協商確定議(yi)(yi)(yi)(yi)題(ti),統(tong)籌協調會(hui)(hui)(hui)(hui)(hui)(hui)(hui)議(yi)(yi)(yi)(yi)相關事宜,同(tong)時,每年(nian)定期就集團職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)(yi)(yi)貫徹落(luo)實(shi)情況聽取匯(hui)報,專項研究(jiu)。集團行(xing)(xing)政切(qie)(qie)實(shi)履行(xing)(xing)建(jian)(jian)制(zhi)主(zhu)體(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),自覺履行(xing)(xing)報告“三重一(yi)大”、發(fa)展規劃、年(nian)度工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)和(he)(he)財務預決算,以及涉及職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)切(qie)(qie)身利益事項的職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),自覺履行(xing)(xing)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)決議(yi)(yi)(yi)(yi)貫徹落(luo)實(shi)和(he)(he)接受職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)代(dai)(dai)表(biao)巡視督(du)查職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),并(bing)在人財物等方面保障各(ge)級(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)能順暢有效運營。集團工(gong)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)切(qie)(qie)實(shi)履行(xing)(xing)運作(zuo)(zuo)(zuo)(zuo)(zuo)主(zhu)體(ti)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)責(ze),嚴格(ge)按(an)照工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)機構的各(ge)項規定,推(tui)動職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)各(ge)項工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)正(zheng)常(chang)運行(xing)(xing),并(bing)通過強化職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的各(ge)項工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)制(zhi)度,加(jia)(jia)強對職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)工(gong)代(dai)(dai)表(biao)的教(jiao)育培訓和(he)(he)工(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)實(shi)踐,激發(fa)多(duo)級(ji)(ji)職(zhi)(zhi)(zhi)(zhi)(zhi)(zhi)代(dai)(dai)會(hui)(hui)(hui)(hui)(hui)(hui)(hui)的制(zhi)度功(gong)能。
三、攻克熱點難點問題,努力(li)提高基(ji)層(ceng)職代會運(yun)行質量
為進一步堅持和(he)完善多級職代(dai)會(hui)(hui)制度,促進基層單(dan)位職代(dai)會(hui)(hui)更(geng)有(you)針(zhen)對(dui)性(xing)地解決工(gong)作中的(de)瓶頸障(zhang)礙問(wen)題(ti),建工(gong)集(ji)(ji)團黨(dang)委支(zhi)持集(ji)(ji)團工(gong)會(hui)(hui),通過(guo)集(ji)(ji)團職代(dai)會(hui)(hui)形成共識(shi),推動全系統著重解決以下四(si)方面問(wen)題(ti):
一(yi)是(shi)針對(dui)職代會(hui)民主(zhu)評議領導(dao)干(gan)部(bu)走形式(shi)問題(ti),建工集團(tuan)黨(dang)委批(pi)轉集團(tuan)工會(hui)《關于(yu)職代會(hui)民主(zhu)評議企業(ye)領導(dao)干(gan)部(bu)的若干(gan)意見》,明確規范八項程序,量化(hua)評議指標、強化(hua)過(guo)程監督、細化(hua)工作環節,并(bing)要求各(ge)級黨(dang)委組織(zhi)部(bu)門要加強現場指導(dao)、過(guo)程監督、結果反饋和提出(chu)獎(jiang)懲建議的工作流(liu)程,使民主(zhu)評議這一(yi)監督機制更有效地發揮作用(yong)。
二是針對基(ji)層經營(ying)(ying)(ying)者(zhe)選(xuan)(xuan)聘(pin)缺乏(fa)職(zhi)工(gong)(gong)(gong)參(can)(can)與問題,建工(gong)(gong)(gong)集團黨(dang)委與行政同意將工(gong)(gong)(gong)會(hui)《關于(yu)(yu)組織職(zhi)工(gong)(gong)(gong)參(can)(can)與經營(ying)(ying)(ying)者(zhe)競聘(pin)上崗(gang)工(gong)(gong)(gong)作(zuo)的若(ruo)干意見》作(zuo)為經營(ying)(ying)(ying)者(zhe)選(xuan)(xuan)聘(pin)工(gong)(gong)(gong)作(zuo)的指導性意見,規定參(can)(can)與經營(ying)(ying)(ying)者(zhe)候選(xuan)(xuan)人答辯評(ping)審的職(zhi)工(gong)(gong)(gong)代表數不少于(yu)(yu)專(zhuan)家評(ping)委的兩倍,并(bing)享(xiang)有與專(zhuan)家評(ping)委同樣的提問權、投票權,確保了職(zhi)工(gong)(gong)(gong)參(can)(can)與選(xuan)(xuan)聘(pin)企業經營(ying)(ying)(ying)者(zhe)工(gong)(gong)(gong)作(zuo)的實(shi)效性。
三是針(zhen)對部(bu)(bu)分基層單位(wei)職(zhi)(zhi)代(dai)會(hui)有走過場的問題,建工(gong)集(ji)團黨(dang)委在聽取集(ji)團工(gong)會(hui)匯報(bao)后,及時批轉了《關于建立職(zhi)(zhi)代(dai)會(hui)質量評估(gu)的意見》,明確(que)要(yao)求(qiu)職(zhi)(zhi)代(dai)會(hui)質量評估(gu)工(gong)作(zuo)一定(ding)要(yao)在黨(dang)組織領(ling)(ling)導下實(shi)施,企業行政要(yao)重視和(he)支持(chi)工(gong)會(hui)開展職(zhi)(zhi)代(dai)會(hui)質量評估(gu),對提出的整(zheng)改(gai)意見和(he)措(cuo)施必(bi)須督查(cha)落實(shi),評估(gu)結果必(bi)須與基層單位(wei)和(he)領(ling)(ling)導干部(bu)(bu)的績(ji)效評價掛鉤。
四是針(zhen)對(dui)(dui)職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)表(biao)(biao)能(neng)(neng)力素質需要提(ti)(ti)(ti)高的(de)(de)問題,建工(gong)(gong)集團(tuan)通(tong)過加(jia)強多種培(pei)訓,強化職(zhi)(zhi)代(dai)(dai)(dai)會提(ti)(ti)(ti)案(an)工(gong)(gong)作(zuo)制度(du),以及增加(jia)職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)表(biao)(biao)履職(zhi)(zhi)實踐等活動(dong),不斷推(tui)動(dong)職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)表(biao)(biao)綜合(he)素質和(he)參與能(neng)(neng)力的(de)(de)提(ti)(ti)(ti)高。近年來,建工(gong)(gong)集團(tuan)和(he)各(ge)企(qi)(qi)業(ye)職(zhi)(zhi)工(gong)(gong)代(dai)(dai)(dai)表(biao)(biao)提(ti)(ti)(ti)出的(de)(de)提(ti)(ti)(ti)案(an)和(he)意見建議更有全局觀(guan),更能(neng)(neng)夠兼顧各(ge)方(fang)面的(de)(de)利益,其中關于人(ren)才建設(she)、“走出去”工(gong)(gong)作(zuo)建議、產業(ye)發(fa)展和(he)企(qi)(qi)業(ye)管理對(dui)(dui)策、勞動(dong)用工(gong)(gong)和(he)收入分配等方(fang)面的(de)(de)提(ti)(ti)(ti)案(an),都具有較強的(de)(de)針(zhen)對(dui)(dui)性(xing)和(he)操作(zuo)性(xing),得到了集團(tuan)和(he)基層行政的(de)(de)高度(du)評價(jia),實施后的(de)(de)效果明顯。
此外,建(jian)工(gong)集團黨委(wei)還(huan)支持(chi)行政與(yu)(yu)工(gong)會探索把創(chuang)建(jian)職(zhi)工(gong)“滿意企(qi)業(ye)”和“勞動關系(xi)和諧企(qi)業(ye)”活動與(yu)(yu)廠務公(gong)開(kai)、職(zhi)代(dai)會工(gong)作相結合,制定了建(jian)工(gong)集團“滿意企(qi)業(ye)”12條(tiao)創(chuang)建(jian)標(biao)準,創(chuang)新(xin)了將廠務公(gong)開(kai)、職(zhi)代(dai)會工(gong)作向企(qi)業(ye)投資決(jue)策、設(she)備材料比價(jia)采購、資金管理、項目管理、分包(bao)商選擇和效能監察等企(qi)業(ye)管理的(de)重(zhong)點、難點領域延伸的(de)新(xin)做(zuo)法,收到了很(hen)好的(de)成效。
自2003年(nian)起(qi),建工集團(tuan)(tuan)內(nei)已有20多(duo)家單位(wei)榮獲市(shi)廠務公開(kai)民主(zhu)管(guan)理(li)先進單位(wei)或職工滿(man)意(yi)企(qi)(qi)業稱號,10多(duo)位(wei)企(qi)(qi)業行政領導獲得市(shi)職工信賴的經(jing)營者(zhe)稱號,2家企(qi)(qi)業獲得全國(guo)和諧勞動關(guan)系模范(fan)企(qi)(qi)業稱號。建工集團(tuan)(tuan)也于2004年(nian)被全國(guo)廠務公開(kai)協調(diao)小(xiao)組授予“全國(guo)廠務公開(kai)民主(zhu)管(guan)理(li)先進單位(wei)”稱號。
