為進一步(bu)(bu)加強(qiang)礦井(jing)單位生產(chan)一線隊(dui)組建(jian)設,提升礦井(jing)生產(chan)一線隊(dui)組管理(li)水(shui)平,提高生產(chan)效率,建(jian)設適(shi)應新形勢、新要(yao)(yao)求的(de)隊(dui)組領導班子和職工隊(dui)伍,促進隊(dui)組管理(li)科學化、規范(fan)化,山西(xi)焦煤(mei)西(xi)山煤(mei)電(dian)近日(ri)下(xia)發(fa)《關于進一步(bu)(bu)加強(qiang)礦井(jing)生產(chan)一線隊(dui)組建(jian)設的(de)意見》,要(yao)(yao)求打造“五好隊(dui)組”,充分發(fa)揮隊(dui)組在礦井(jing)安(an)全生產(chan)過程中的(de)主導作(zuo)用,保(bao)障山西(xi)焦煤(mei)西(xi)山煤(mei)電(dian)戰略發(fa)展(zhan)目標的(de)貫徹落實。
《意見(jian)》從隊組編制上要(yao)求(qiu)根據專(zhuan)(zhuan)業(ye)化管理(li)要(yao)求(qiu),合(he)理(li)配置副隊長(chang)和技術(shu)員,并(bing)有明確的(de)管理(li)職責和合(he)理(li)的(de)專(zhuan)(zhuan)業(ye)分(fen)工。在(zai)人員配置上,要(yao)精干(gan)高(gao)(gao)效,人、崗、責相匹配。在(zai)隊組干(gan)部(bu)準入和選任資格條件上,要(yao)優先考慮選拔能吃苦、帶隊伍能力強、處(chu)理(li)問題(ti)能力強、綜合(he)素質(zhi)高(gao)(gao)的(de)管理(li)干(gan)部(bu)。
《意見》指出,要(yao)在礦井一線生(sheng)(sheng)產隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)中開展創建(jian)(jian)“五(wu)好隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)”活動(dong),這“五(wu)好隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)”的具體內容(rong)是:(一)班(ban)(ban)子(zi)(zi)建(jian)(jian)設好。隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)班(ban)(ban)子(zi)(zi)組(zu)(zu)(zu)織(zhi)(zhi)結構配置合(he)理(li),專業搭配互補;班(ban)(ban)子(zi)(zi)團結和(he)(he)諧,隊(dui)(dui)(dui)(dui)長、書(shu)記(ji)(ji)核心帶頭(tou)作(zuo)(zuo)(zuo)(zuo)(zuo)用(yong)(yong)明(ming)顯,相互協作(zuo)(zuo)(zuo)(zuo)(zuo),班(ban)(ban)子(zi)(zi)成(cheng)(cheng)(cheng)員(yuan)(yuan)(yuan)“一崗(gang)(gang)雙責”責任(ren)(ren)明(ming)確,干(gan)部職(zhi)工(gong)(gong)(gong)思(si)想政治穩定(ding),黨(dang)組(zu)(zu)(zu)織(zhi)(zhi)戰(zhan)斗堡壘和(he)(he)黨(dang)員(yuan)(yuan)(yuan)干(gan)部帶頭(tou)作(zuo)(zuo)(zuo)(zuo)(zuo)用(yong)(yong)有(you)效發揮;隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)管(guan)理(li)制(zhi)(zhi)度(du)(du)健全(quan)(quan),黨(dang)風廉政建(jian)(jian)設機(ji)制(zhi)(zhi)完(wan)善,工(gong)(gong)(gong)資(zi)分配透明(ming),隊(dui)(dui)(dui)(dui)務(wu)公(gong)(gong)正公(gong)(gong)平(ping)公(gong)(gong)開,干(gan)部職(zhi)工(gong)(gong)(gong)滿意度(du)(du)高,黨(dang)員(yuan)(yuan)(yuan)身邊無事(shi)(shi)故(gu)、黨(dang)員(yuan)(yuan)(yuan)安(an)全(quan)(quan)責任(ren)(ren)區作(zuo)(zuo)(zuo)(zuo)(zuo)用(yong)(yong)明(ming)顯。(二)職(zhi)工(gong)(gong)(gong)素質(zhi)(zhi)好。隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)職(zhi)工(gong)(gong)(gong)要(yao)嚴(yan)(yan)格執行(xing)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)紀律,杜(du)絕“三(san)違”現(xian)(xian)象(xiang)(xiang);職(zhi)工(gong)(gong)(gong)業務(wu)技術(shu)技能等級(ji)達(da)到上(shang)級(ji)規(gui)定(ding)目(mu)標(biao)要(yao)求。(三(san))現(xian)(xian)場(chang)管(guan)理(li)好。隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)作(zuo)(zuo)(zuo)(zuo)(zuo)業現(xian)(xian)場(chang)動(dong)態達(da)標(biao)成(cheng)(cheng)(cheng)為常態,嚴(yan)(yan)格落實隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)管(guan)理(li)人員(yuan)(yuan)(yuan)、“三(san)員(yuan)(yuan)(yuan)兩(liang)長”安(an)全(quan)(quan)生(sheng)(sheng)產責任(ren)(ren)制(zhi)(zhi),職(zhi)工(gong)(gong)(gong)先培訓合(he)格后上(shang)崗(gang)(gang),全(quan)(quan)面執行(xing)班(ban)(ban)前(qian)、班(ban)(ban)后會和(he)(he)交接班(ban)(ban)制(zhi)(zhi)度(du)(du)、安(an)全(quan)(quan)質(zhi)(zhi)量(liang)(liang)(liang)標(biao)準化(hua)和(he)(he)文明(ming)生(sheng)(sheng)產管(guan)理(li)制(zhi)(zhi)度(du)(du)、隱患排(pai)查治理(li)報告制(zhi)(zhi)度(du)(du)、事(shi)(shi)故(gu)報告和(he)(he)處置制(zhi)(zhi)度(du)(du)等,符合(he)安(an)全(quan)(quan)質(zhi)(zhi)量(liang)(liang)(liang)標(biao)準化(hua)建(jian)(jian)設規(gui)范要(yao)求;所(suo)有(you)崗(gang)(gang)位都按(an)標(biao)準 和(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)實際制(zhi)(zhi)定(ding)規(gui)程(cheng),按(an)規(gui)程(cheng)指導生(sheng)(sheng)產,各(ge)項記(ji)(ji)實記(ji)(ji)錄(lu)準確,有(you)據(ju)可查。(四)經(jing)濟(ji)效益好。隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)優(you)化(hua)成(cheng)(cheng)(cheng)本控制(zhi)(zhi)和(he)(he)生(sheng)(sheng)產投入,有(you)效使用(yong)(yong)材(cai)料(liao)物(wu)資(zi),加(jia)強物(wu)資(zi)回收復用(yong)(yong),加(jia)強材(cai)料(liao)物(wu)資(zi)庫存和(he)(he)運輸過(guo)程(cheng)管(guan)理(li),無丟(diu)失浪費(fei)等現(xian)(xian)象(xiang)(xiang);對各(ge)工(gong)(gong)(gong)種崗(gang)(gang)位實現(xian)(xian)精細管(guan)理(li),加(jia)強班(ban)(ban)組(zu)(zu)(zu)核算工(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)(zuo)和(he)(he)計量(liang)(liang)(liang)控制(zhi)(zhi);優(you)化(hua)隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)人員(yuan)(yuan)(yuan)結構,實現(xian)(xian)降(jiang)本增效,提高隊(dui)(dui)(dui)(dui)組(zu)(zu)(zu)經(jing)濟(ji)效益,保障職(zhi)工(gong)(gong)(gong)收入。(五(wu))安(an)全(quan)(quan)生(sheng)(sheng)產好。年度(du)(du)內消滅輕傷(shang)(shang)以(yi)上(shang)人身事(shi)(shi)故(gu)和(he)(he)二級(ji)以(yi) 上(shang)非傷(shang)(shang)亡事(shi)(shi)故(gu),保質(zhi)(zhi)保量(liang)(liang)(liang)完(wan)成(cheng)(cheng)(cheng)礦井下達(da)的原煤產量(liang)(liang)(liang)、掘進進尺等生(sheng)(sheng)產任(ren)(ren)務(wu)。
《意(yi)見》從(cong)推進(jin)體制機(ji)制改革、嚴格考核淘汰、加強干(gan)部職(zhi)工(gong)教育培訓(xun)、堅持職(zhi)工(gong)技(ji)(ji)(ji)能(neng)比(bi)武(wu)和(he)崗位練兵(bing),促進(jin)職(zhi)工(gong)素(su)質和(he)技(ji)(ji)(ji)能(neng)提升(sheng)、推行(xing)副(fu)隊(dui)(dui)級備崗制、積極推行(xing)礦井(jing)(jing)一線(xian)隊(dui)(dui)組技(ji)(ji)(ji)術員、技(ji)(ji)(ji)術副(fu)隊(dui)(dui)長公開選拔制度(du),六個方面(mian)要求創(chuang)新工(gong)作體質機(ji)制,加強礦井(jing)(jing)一線(xian)隊(dui)(dui)組人(ren)員的培養、管理(li)和(he)考核激勵。
