福(fu)建(jian)建(jian)工集(ji)團四(si)(si)舉措加(jia)強(qiang)國(guo)(境(jing))外資產及業務(wu)(wu)監管(guan)(guan):一(yi)是人員(yuan)統(tong)(tong)(tong)一(yi)委派,境(jing)外分子公司、項目(mu)部的領導班(ban)子成(cheng)員(yuan)、主要(yao)技術骨干等(deng)由集(ji)團統(tong)(tong)(tong)一(yi)聘任或委派。二是財務(wu)(wu)統(tong)(tong)(tong)一(yi)管(guan)(guan)理(li),嚴格執(zhi)行(xing)財務(wu)(wu)委派管(guan)(guan)理(li)制(zhi)度(du)(du),加(jia)強(qiang)資金、稅(shui)收(shou)和外匯管(guan)(guan)控(kong),全面推(tui)行(xing)ERP信(xin)息(xi)化(hua)管(guan)(guan)理(li),實現財務(wu)(wu)管(guan)(guan)理(li)網(wang)絡化(hua)。三是決策(ce)統(tong)(tong)(tong)一(yi)審(shen)批,境(jing)外分子公司的設立、班(ban)子成(cheng)員(yuan)任免、投(tou)資等(deng)重大經營決策(ce)均由集(ji)團統(tong)(tong)(tong)一(yi)研(yan)究審(shen)批。四(si)(si)是業務(wu)(wu)統(tong)(tong)(tong)一(yi)監管(guan)(guan),嚴格執(zhi)行(xing)招(zhao)投(tou)標(biao)管(guan)(guan)理(li)工作制(zhi)度(du)(du),重要(yao)設備物資均由國(guo)內(nei)統(tong)(tong)(tong)一(yi)招(zhao)標(biao)采購;確保工程質量,納入集(ji)團質量安全管(guan)(guan)理(li)體系;加(jia)強(qiang)內(nei)控(kong)制(zhi)度(du)(du)建(jian)設,強(qiang)化(hua)審(shen)計監督,建(jian)立預報預警(jing)機制(zhi)。
