近5年(nian)中公(gong)交(jiao)(jiao)營(ying)運線路從35條增(zeng)加到69條,營(ying)運車輛從445臺(tai)(tai)(tai)增(zeng)加到 868臺(tai)(tai)(tai),城區(qu)萬人(ren)(ren)擁有公(gong)交(jiao)(jiao)標臺(tai)(tai)(tai)數(shu)達到9.6標臺(tai)(tai)(tai);日客(ke)運量52萬人(ren)(ren)次;新增(zeng)30多(duo)個公(gong)交(jiao)(jiao)站和便民(min)站點(dian);為65歲以上老年(nian)人(ren)(ren)、殘(can)疾人(ren)(ren)、傷(shang)殘(can)軍(jun)人(ren)(ren)、現役軍(jun)人(ren)(ren)提供免費乘車服務……
一(yi)、 倡導低碳出(chu)行,做好節能減排。
隨著時代的(de)發展和社會的(de)進步,人們的(de)節(jie)能減(jian)(jian)排(pai)意識日益加(jia)強(qiang),已(yi)充分(fen)認識到(dao)節(jie)能環保對(dui)保護生存環境(jing)的(de)重要(yao)意義。坐公(gong)(gong)(gong)交車(che)代替開(kai)私(si)家車(che),促進節(jie)能環保,在(zai)許多市民心中已(yi)經達成共識。為(wei)了(le)發揮(hui)城市公(gong)(gong)(gong)共交通(tong)對(dui)推行節(jie)能減(jian)(jian)排(pai)的(de)重要(yao)作用。近(jin)年來,宜昌公(gong)(gong)(gong)交在(zai)為(wei)乘客提(ti)供“快(kuai)捷、安全、方便、舒適”的(de)公(gong)(gong)(gong)交服務的(de)同時,加(jia)大技術創新力度,大力實(shi)施(shi)了(le)“綠色公(gong)(gong)(gong)交建設”和“車(che)輛裝(zhuang)備提(ti)升”兩大工程(cheng),有效(xiao)分(fen)擔了(le)一(yi)部分(fen)節(jie)能減(jian)(jian)排(pai)的(de)社會責任。
2007年以來,面對(dui)燃油大(da)(da)幅度、高頻率(lv)漲價(jia)形勢,為降(jiang)低(di)(di)營(ying)運成(cheng)本,減(jian)少汽(qi)(qi)車(che)尾(wei)(wei)氣(qi)(qi)對(dui)空氣(qi)(qi)的(de)污(wu)染(ran),集團公司大(da)(da)力實(shi)施油改(gai)(gai)氣(qi)(qi)工程(cheng)。吸引(yin)社(she)會民營(ying)投資(zi)3000萬元(yuan),在(zai)(zai)西陵區(qu)、伍家崗區(qu)和宜昌開發區(qu)建設了4座CNG加氣(qi)(qi)站。并向銀行(xing)貸(dai)款500萬元(yuan),對(dui)所有車(che)輛進行(xing)燃料(liao)系統改(gai)(gai)造(zao),使穿梭在(zai)(zai)宜昌大(da)(da)街小巷(xiang)的(de)公交車(che)全(quan)部使用“CNG”天然氣(qi)(qi)為動力運行(xing)。實(shi)驗表明:1立方米天然氣(qi)(qi)可行(xing)使的(de)里(li)程(cheng),與1.1升汽(qi)(qi)油相(xiang)當。綜合比(bi)照(zhao)燃料(liao)成(cheng)本比(bi)使用汽(qi)(qi)油便宜近30%,而且環保價(jia)值高。天然氣(qi)(qi)能完全(quan)燃燒(shao),基本無(wu)污(wu)染(ran),與燃油車(che)相(xiang)比(bi),CNG公交車(che)的(de)尾(wei)(wei)氣(qi)(qi)二(er)氧化(hua)碳排(pai)放量減(jian)少25%,氮氧化(hua)合物排(pai)放量減(jian)少80%。尾(wei)(wei)氣(qi)(qi)中的(de)有害物質排(pai)放量只相(xiang)當于汽(qi)(qi)油公交車(che)的(de)13%,噪(zao)音降(jiang)低(di)(di)約10%,并根除(chu)了對(dui)人體危害極(ji)大(da)(da)的(de)四乙鉛的(de)排(pai)放。
為提升車(che)(che)(che)(che)輛(liang)(liang)(liang)裝備水平,集團公(gong)(gong)司還(huan)不(bu)(bu)斷加快車(che)(che)(che)(che)輛(liang)(liang)(liang)更新。三年共(gong)(gong)購置公(gong)(gong)交(jiao)車(che)(che)(che)(che)輛(liang)(liang)(liang)276臺(tai),淘汰了(le)(le)(le)車(che)(che)(che)(che)況差、排(pai)放不(bu)(bu)達標、已無修復價值的(de)(de)營運車(che)(che)(che)(che)輛(liang)(liang)(liang)139臺(tai),使(shi)城區(qu)擁(yong)有(you)(you)車(che)(che)(che)(che)輛(liang)(liang)(liang)標臺(tai)數提高(gao)10%。按照(zhao)節(jie)(jie)(jie)能環保(bao)的(de)(de)要求,新購置車(che)(che)(che)(che)輛(liang)(liang)(liang)經多方(fang)面性(xing)價比(bi)分析,采用(yong)(yong)了(le)(le)(le)質量信譽度高(gao)的(de)(de)鄭州宇(yu)通客車(che)(che)(che)(che),在車(che)(che)(che)(che)輛(liang)(liang)(liang)部件(jian)選擇上采用(yong)(yong)玉(yu)柴發動(dong)機、方(fang)盛車(che)(che)(che)(che)橋(qiao)、前盤(pan)后鼓(gu)制動(dong)器(qi),動(dong)力轉向,雙管路氣(qi)壓制動(dong)等部件(jian),增加了(le)(le)(le)安全設施的(de)(de)配置,加裝了(le)(le)(le)緩速(su)器(qi)等,提高(gao)了(le)(le)(le)車(che)(che)(che)(che)輛(liang)(liang)(liang)可(ke)靠性(xing)、安全性(xing)和駕駛舒(shu)適性(xing)。雖然公(gong)(gong)交(jiao)還(huan)有(you)(you)部分老(lao)舊車(che)(che)(che)(che)輛(liang)(liang)(liang),但宜(yi)昌公(gong)(gong)交(jiao)集團負責人表示,我們宜(yi)昌公(gong)(gong)交(jiao)總共(gong)(gong)擁(yong)有(you)(you)公(gong)(gong)交(jiao)車(che)(che)(che)(che)輛(liang)(liang)(liang)800余(yu)部,如(ru)果(guo)每一輛(liang)(liang)(liang)公(gong)(gong)交(jiao)車(che)(che)(che)(che)在節(jie)(jie)(jie)能減排(pai)上都能取得一點效果(guo),那(nei)對整個城市(shi)的(de)(de)節(jie)(jie)(jie)能減排(pai)工(gong)作將(jiang)起(qi)到(dao)一定的(de)(de)推動(dong)作用(yong)(yong)。如(ru)果(guo)我們的(de)(de)公(gong)(gong)交(jiao)車(che)(che)(che)(che)能夠(gou)做(zuo)到(dao)服務優(you)質、乘坐(zuo)舒(shu)適、出行便利(li),吸引越來越多的(de)(de)市(shi)民特別是私家車(che)(che)(che)(che)主(zhu)乘坐(zuo)公(gong)(gong)交(jiao)車(che)(che)(che)(che),那(nei)對推動(dong)城市(shi)節(jie)(jie)(jie)能減排(pai)就有(you)(you)了(le)(le)(le)更進一步的(de)(de)意義(yi)。
加強(qiang)制(zhi)度(du)管(guan)理(li)(li)(li),規范(fan)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排工作(zuo)。為(wei)貫徹《節(jie)約能(neng)(neng)(neng)(neng)(neng)源法(fa)》等相關(guan)(guan)法(fa)律(lv)法(fa)規,積極落(luo)實《市委、市人民(min)政府關(guan)(guan)于進(jin)一步加強(qiang)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排工作(zuo)的(de)意見(jian)》,集團(tuan)公(gong)(gong)(gong)司嚴格按照《年(nian)度(du)責任目標(biao)》要求,明(ming)確(que)責任,加強(qiang)組(zu)織(zhi)領導(dao),秉承(cheng)綠色(se)環(huan)保的(de)理(li)(li)(li)念,將(jiang)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排工作(zuo)納入“星級管(guan)理(li)(li)(li)、星級服務”制(zhi)度(du)。逐級成(cheng)(cheng)立(li)了(le)(le)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排領導(dao)小組(zu),公(gong)(gong)(gong)司成(cheng)(cheng)立(li)了(le)(le)30多(duo)(duo)個(ge)氣耗(hao)(hao)攻關(guan)(guan)小組(zu),節(jie)能(neng)(neng)(neng)(neng)(neng)工作(zuo)指標(biao)對(dui)各級管(guan)理(li)(li)(li)人員及駕(jia)駛員進(jin)行經濟(ji)考核,實行節(jie)獎超罰。在管(guan)理(li)(li)(li)上(shang)還形(xing)成(cheng)(cheng)了(le)(le)能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)定(ding)期分(fen)析(xi)制(zhi)度(du)、路查(cha)制(zhi)度(du)、一對(dui)一幫(bang)教制(zhi)度(du)、故障車(che)不上(shang)路制(zhi)度(du)、車(che)輛尾氣排放匯報(bao)制(zhi)度(du)等,定(ding)期分(fen)析(xi)車(che)輛能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)情況,及時(shi)(shi)發現(xian)異常(chang)(chang)車(che)輛,做到事(shi)后分(fen)析(xi),事(shi)前控制(zhi)。加大路查(cha)力(li)度(du),抓日常(chang)(chang)維護檢查(cha),凡(fan)冒黑煙(yan)、高能(neng)(neng)(neng)(neng)(neng)耗(hao)(hao)車(che)輛一律(lv)作(zuo)為(wei)故障處(chu)理(li)(li)(li)加強(qiang)車(che)輛維修(xiu)。同時(shi)(shi),公(gong)(gong)(gong)司通過強(qiang)化駕(jia)駛員的(de)技能(neng)(neng)(neng)(neng)(neng)培訓,來提升節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保效(xiao)果。公(gong)(gong)(gong)司將(jiang)節(jie)能(neng)(neng)(neng)(neng)(neng)標(biao)兵(bing)組(zu)織(zhi)起來,編寫《公(gong)(gong)(gong)交車(che)節(jie)能(neng)(neng)(neng)(neng)(neng)環(huan)保操(cao)作(zuo)法(fa)》,在公(gong)(gong)(gong)司范(fan)圍內巡(xun)回演講,為(wei)更多(duo)(duo)的(de)駕(jia)駛員搞(gao)好(hao)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排工作(zuo)打下基礎。開(kai)展各種行之有效(xiao)的(de)節(jie)能(neng)(neng)(neng)(neng)(neng)減(jian)排競賽(sai)活動,涌現(xian)出(chu)了(le)(le)宋俊明(ming)、鐘安武等一批(pi)節(jie)能(neng)(neng)(neng)(neng)(neng)技術(shu)標(biao)兵(bing)。
二、加強信(xin)息化建設,提高科學管理水平(ping)。
宜昌公(gong)(gong)交(jiao)的信(xin)息(xi)(xi)化建設起(qi)步于2009年(nian)。近年(nian)來(lai),宜昌公(gong)(gong)交(jiao)充(chong)分(fen)利用(yong)現代科技(ji)成果,不斷提高(gao)自主創新能力,推進(jin)公(gong)(gong)交(jiao)智能化建設。2009年(nian),公(gong)(gong)司成立了信(xin)息(xi)(xi)中心,由初步的IC卡(ka)電子收費(fei)系統(tong)、VPN城域網、公(gong)(gong)司網站等(deng)平臺起(qi)步,在三年(nian)多時(shi)間里(li)陸續建設完(wan)成了車輛(liang)監(jian)控系統(tong)、公(gong)(gong)司OA信(xin)息(xi)(xi)平臺、智能調度系統(tong)、ERP綜合管(guan)理系統(tong)等(deng)信(xin)息(xi)(xi)共享平臺,使公(gong)(gong)交(jiao)科學管(guan)理水(shui)平得(de)到了很大幅度的提高(gao)。

2011年公(gong)司立足(zu)GPS系(xi)統(tong),將運調管(guan)理(li)、人力資源(yuan)管(guan)理(li)、車輛(liang)技(ji)術等(deng)逐步納(na)入ERP綜合信息平臺建設(she)中(zhong),現通(tong)過已建立并(bing)試運行(xing)(xing)的(de)營(ying)運管(guan)理(li)、運行(xing)(xing)監管(guan)、報(bao)表(biao)(biao)管(guan)理(li)三(san)大類,計劃排(pai)班、考勤管(guan)理(li)、車次管(guan)理(li)、燃料消耗、票款收入、車輛(liang)運行(xing)(xing)、生產(chan)日(ri)報(bao)、統(tong)計報(bao)表(biao)(biao)等(deng)10多項(xiang)37個ERP報(bao)表(biao)(biao),并(bing)通(tong)過OA上傳了十四個電子報(bao)表(biao)(biao),通(tong)過辦公(gong)系(xi)統(tong)開辟了“服務投訴反饋(kui)”“安全保衛反饋(kui)”,其監管(guan)的(de)及(ji)時性、考核的(de)科學(xue)性顯(xian)而易見(jian),凸顯(xian)了提升企業經營(ying)管(guan)理(li)能級的(de)作用。目前,宜(yi)昌公(gong)交還(huan)在進一(yi)步優化網絡,加強網絡之間(jian)的(de)相互融合,為百姓(xing)出行(xing)(xing)提供更先(xian)進、更科學(xue)的(de)出行(xing)(xing)方式(shi)。

公(gong)(gong)共(gong)交通是公(gong)(gong)共(gong)服務(wu)體系的重(zhong)(zhong)要(yao)組成部分,與其他(ta)企(qi)業(ye)不同,在承(cheng)擔社(she)會(hui)責(ze)任(ren)、建設和(he)諧(xie)社(she)會(hui)方面擔負的義務(wu)更(geng)多(duo)、也更(geng)直(zhi)接。宜(yi)昌公(gong)(gong)交始終(zhong)把積極承(cheng)擔社(she)會(hui)責(ze)任(ren)作為創建城(cheng)市公(gong)(gong)交文明服務(wu)品牌的重(zhong)(zhong)要(yao)內(nei)容,認真(zhen)予以落實。近年(nian)來,公(gong)(gong)交運營成本持(chi)續上漲(zhang),給企(qi)業(ye)帶(dai)來沉重(zhong)(zhong)負擔,宜(yi)昌公(gong)(gong)交從大(da)局出(chu)發(fa),帶(dai)領職工克服重(zhong)(zhong)重(zhong)(zhong)困難(nan),將(jiang)票價始終(zhong)保(bao)(bao)持(chi)在2000年(nian)的水平上,并堅持(chi)對65歲以上老年(nian)人、現役士兵、傷殘(can)軍警、盲人和(he)下(xia)肢殘(can)疾人、低保(bao)(bao)殘(can)疾人實行(xing)(xing)(xing)免費乘車(che)(che),對學(xue)生(sheng)實行(xing)(xing)(xing)優惠乘車(che)(che),每年(nian)社(she)會(hui)貢獻額達(da)到(dao)2200萬元(yuan),使城(cheng)市居民群眾(zhong)的人均出(chu)行(xing)(xing)(xing)成本僅為0.823元(yuan)/人次,比省會(hui)武漢(han)平均數低19%。為了滿(man)足群眾(zhong)多(duo)樣化的出(chu)行(xing)(xing)(xing)需求,公(gong)(gong)司相繼推出(chu)大(da)站快車(che)(che)、區間車(che)(che)、支(zhi)線車(che)(che)、學(xue)生(sheng)專線車(che)(che)、小區班車(che)(che)和(he)超市班車(che)(che)等(deng)特色線路,讓更(geng)多(duo)群眾(zhong)享受到(dao)公(gong)(gong)交優先(xian)帶(dai)來的便(bian)利。
2013年,隨著(zhu)宜(yi)昌(chang)建設200萬人口、200萬平方公(gong)(gong)(gong)(gong)(gong)里特大城市(shi)(shi)目(mu)(mu)標的(de)(de)提出,年內將(jiang)全面(mian)推進(jin)我市(shi)(shi)首條公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)BRT項(xiang)(xiang)(xiang)目(mu)(mu)建設。 BRT又稱(cheng)“快速(su)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)”,它是(shi)指擁有專(zhuan)(zhuan)用車道、優先路權(quan)、快捷方便(bian)、舒適安全的(de)(de)地面(mian)公(gong)(gong)(gong)(gong)(gong)共汽(qi)車交(jiao)(jiao)通模(mo)式,對于改(gai)善城市(shi)(shi)交(jiao)(jiao)通狀況、服(fu)務民生、促進(jin)區域經(jing)濟(ji)發展(zhan)都有著(zhu)十(shi)分(fen)重要的(de)(de)意義。為了保證項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)科學實施(shi),集團公(gong)(gong)(gong)(gong)(gong)司已超(chao)前專(zhuan)(zhuan)門成立(li)項(xiang)(xiang)(xiang)目(mu)(mu)領導小組,并多次(ci)進(jin)行(xing)實地調研(yan)、論證,提交(jiao)(jiao)的(de)(de)《關于BRT線路走(zou)廊、交(jiao)(jiao)通組織形式、站臺的(de)(de)選(xuan)址定點(dian)研(yan)究》等五大專(zhuan)(zhuan)題調研(yan)報告,得(de)到了市(shi)(shi)政府BRT項(xiang)(xiang)(xiang)目(mu)(mu)辦和(he)專(zhuan)(zhuan)家的(de)(de)高度(du)評(ping)價。同(tong)時,我們還有序接管了濱(bin)江公(gong)(gong)(gong)(gong)(gong)園(yuan)、和(he)平公(gong)(gong)(gong)(gong)(gong)園(yuan)自行(xing)車租賃業(ye)務,讓旅(lv)游年卡實現“一卡兩通”,旨在(zai)為建立(li)新型城市(shi)(shi)“快+慢”交(jiao)(jiao)通線網布局(ju)和(he)新的(de)(de)旅(lv)游目(mu)(mu)的(de)(de)地城市(shi)(shi)打(da)下基礎。我們相信,隨著(zhu)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)BRT項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)動(dong)工興(xing)建和(he)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)IC卡異地互刷互通項(xiang)(xiang)(xiang)目(mu)(mu)的(de)(de)實施(shi),宜(yi)昌(chang)城市(shi)(shi)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)將(jiang)迎來了一個里程碑式的(de)(de)發展(zhan)機遇。老(lao)百姓(xing)在(zai)享受方便(bian)快捷服(fu)務的(de)(de)同(tong)時,還將(jiang)節(jie)省了大量出行(xing)成本,享受智能公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)、智慧(hui)公(gong)(gong)(gong)(gong)(gong)交(jiao)(jiao)為城市(shi)(shi)增添的(de)(de)活力。
