【新年開新局 奮戰“開門紅”】甘肅電投集團啟動高質量發展“主引擎” 實現首季“開門紅”

截至(zhi)3月31日,甘肅電(dian)投集團高(gao)標(biao)準、高(gao)質量(liang)實(shi)現了一季(ji)度“開門紅”,主要生產經(jing)營指標(biao)實(shi)現兩位數增長(chang),完成(cheng)發(fa)(fa)電(dian)量(liang)91億(yi)千瓦(wa)時(shi),同(tong)比增長(chang)17%;完成(cheng)工業總產值31.37億(yi)元,同(tong)比增長(chang)11.75%;預計完成(cheng)供(gong)熱(re)量(liang)1052萬吉焦,保(bao)供(gong)期累計外輸天然氣(qi)3100萬方;在能(neng)源保(bao)供(gong)、投資拉動等重點工作(zuo)中,充(chong)分(fen)發(fa)(fa)揮了國有企業在經(jing)濟社(she)會(hui)發(fa)(fa)展(zhan)中的頂梁柱和(he)壓艙石作(zuo)用。
今年(nian)以來,甘肅電投集團深入學(xue)習貫(guan)徹黨的二(er)十大精(jing)神和全(quan)國兩(liang)會(hui)精(jing)神,扎實(shi)開展(zhan)“三抓三促”行動,以開局就(jiu)是(shi)決(jue)戰的必勝信心,啟動高(gao)(gao)質量發展(zhan)“主引擎”,首季(ji)實(shi)現(xian)高(gao)(gao)標準(zhun)“開門紅”。
扛指標、促增長、保供應。甘肅(su)電投集團堅持(chi)(chi)(chi)立說立行(xing)、跳起(qi)摸高,加(jia)(jia)(jia)強(qiang)(qiang)統籌調度(du),優(you)化經(jing)營策略,多拿“外送(song)量”,爭(zheng)發“效益電”,拓展“增長點”,提升“利潤率”。召開生(sheng)產經(jing)營專題調度(du)會,加(jia)(jia)(jia)強(qiang)(qiang)電力(li)市(shi)(shi)場形勢研(yan)判,充分挖掘(jue)機組(zu)發電能(neng)(neng)力(li),加(jia)(jia)(jia)強(qiang)(qiang)財務預算及(ji)生(sheng)產經(jing)營計(ji)劃(hua)的剛性約束(shu),挖掘(jue)節(jie)能(neng)(neng)降耗(hao)潛力(li),嚴控(kong)成(cheng)本費(fei)用,確保降本增效。堅持(chi)(chi)(chi)“零非停”理念,有序做好運行(xing)、檢(jian)修、維護等(deng)基礎工(gong)作,確保設(she)備安全穩定運行(xing),夯實能(neng)(neng)源供應安全基礎。千方百計(ji)加(jia)(jia)(jia)大燃(ran)煤(mei)保供力(li)度(du),克服煤(mei)價高企等(deng)不利因(yin)素(su),全面加(jia)(jia)(jia)強(qiang)(qiang)燃(ran)煤(mei)采購、接卸存(cun)儲和(he)煤(mei)質檢(jian)驗工(gong)作,保證機組(zu)“口(kou)糧”供應充足。積極(ji)跟蹤電力(li)交易市(shi)(shi)場,持(chi)(chi)(chi)續加(jia)(jia)(jia)強(qiang)(qiang)與湖(hu)南、浙江、西藏等(deng)省份聯系(xi)溝通,優(you)化電量結構(gou),加(jia)(jia)(jia)大外送(song)電量,有效提升綜合電價,形成(cheng)多角度(du)多層(ceng)次推進能(neng)(neng)源穩供增產的強(qiang)(qiang)大合力(li)。
抓項目、擴投資、搶進度。甘(gan)肅(su)電(dian)投(tou)(tou)集團(tuan)(tuan)充分(fen)發(fa)(fa)揮新(xin)能源和數據信息產業(ye)“兩鏈(lian)”鏈(lian)主(zhu)企(qi)業(ye)作用(yong),先(xian)后(hou)召開(kai)專題調(diao)度(du)(du)協調(diao)工(gong)(gong)作會議,“逐(zhu)個(ge)企(qi)業(ye)、逐(zhu)個(ge)項(xiang)目(mu)(mu)、逐(zhu)項(xiang)指(zhi)標(biao)”強化調(diao)度(du)(du)協調(diao),確保(bao)年(nian)度(du)(du)重(zhong)點(dian)工(gong)(gong)程(cheng)項(xiang)目(mu)(mu)高(gao)(gao)質(zhi)(zhi)量“起跑”。搶抓(zhua)國(guo)家擴大(da)有(you)效投(tou)(tou)資的(de)(de)“窗口期(qi)”,計劃(hua)新(xin)開(kai)工(gong)(gong)常樂電(dian)廠(chang)、張掖電(dian)廠(chang)各(ge)擴建(jian)2臺100萬千瓦火(huo)電(dian)機組等5個(ge)省列重(zhong)大(da)項(xiang)目(mu)(mu),續建(jian)紫(zi)金云1.2期(qi)等6個(ge)重(zhong)點(dian)項(xiang)目(mu)(mu),總投(tou)(tou)資約180億(yi)元(yuan),2023年(nian)計劃(hua)完(wan)成(cheng)固定資產投(tou)(tou)資61億(yi)元(yuan)。全(quan)力(li)抓(zhua)好(hao)新(xin)能源項(xiang)目(mu)(mu)的(de)(de)爭(zheng)取和建(jian)設(she)工(gong)(gong)作,目(mu)(mu)前甘(gan)肅(su)電(dian)投(tou)(tou)集團(tuan)(tuan)在建(jian)4個(ge)新(xin)能源項(xiang)目(mu)(mu)總裝機共650兆(zhao)瓦,已(yi)全(quan)部完(wan)成(cheng)風機吊裝、組件安(an)裝等工(gong)(gong)作,力(li)爭(zheng)早(zao)日(ri)實(shi)現全(quan)容量并網(wang)發(fa)(fa)電(dian)。加(jia)快(kuai)布(bu)局張掖、甘(gan)南等地抽(chou)水蓄能項(xiang)目(mu)(mu),積(ji)極(ji)協調(diao)爭(zheng)取“沙戈荒”新(xin)能源大(da)基地開(kai)發(fa)(fa)建(jian)設(she)項(xiang)目(mu)(mu),以(yi)組建(jian)省屬企(qi)業(ye)聯合(he)體方式帶動設(she)計施工(gong)(gong)、裝備制造、運(yun)營檢(jian)修等產業(ye)高(gao)(gao)質(zhi)(zhi)量發(fa)(fa)展。積(ji)極(ji)推(tui)動項(xiang)目(mu)(mu)建(jian)設(she)工(gong)(gong)作,抓(zhua)住項(xiang)目(mu)(mu)建(jian)設(she)施工(gong)(gong)“黃金季節”,督促總包單(dan)位及(ji)施工(gong)(gong)隊(dui)伍(wu)加(jia)大(da)現場施工(gong)(gong)人員組織力(li)度(du)(du),加(jia)快(kuai)施工(gong)(gong)進度(du)(du);扎實(shi)做好(hao)工(gong)(gong)程(cheng)項(xiang)目(mu)(mu)安(an)全(quan)管理,運(yun)用(yong)獎(jiang)罰、追責、“黑(hei)名單(dan)”制等措施,提高(gao)(gao)設(she)備供應商及(ji)施工(gong)(gong)隊(dui)伍(wu)工(gong)(gong)作執(zhi)行力(li),確保(bao)各(ge)項(xiang)目(mu)(mu)建(jian)設(she)按預期(qi)節點(dian)完(wan)成(cheng)。
強引領、防風險、聚合力。甘肅(su)電投集(ji)團堅(jian)持(chi)以(yi)學習宣傳(chuan)貫(guan)徹黨(dang)(dang)的二十大和(he)(he)(he)省(sheng)第十四(si)次(ci)黨(dang)(dang)代(dai)會精神為主線,以(yi)“三抓(zhua)三促(cu)(cu)”行動(dong)為抓(zhua)手,堅(jian)持(chi)圍繞發展(zhan)抓(zhua)黨(dang)(dang)建(jian)、抓(zhua)好(hao)黨(dang)(dang)建(jian)促(cu)(cu)發展(zhan),推動(dong)黨(dang)(dang)建(jian)工作和(he)(he)(he)生產(chan)經(jing)營(ying)(ying)工作相融共促(cu)(cu)、同頻共振。充分發揮(hui)(hui)黨(dang)(dang)委把方向、管大局、促(cu)(cu)落(luo)實,董事會定戰略、作決策、防風(feng)險(xian),經(jing)理(li)層謀(mou)經(jing)營(ying)(ying)、抓(zhua)落(luo)實、強(qiang)(qiang)管理(li)作用,健全(quan)(quan)權責(ze)(ze)(ze)法(fa)定、權責(ze)(ze)(ze)透明、協調運轉、有效制(zhi)衡的公(gong)司治(zhi)(zhi)理(li)機(ji)制(zhi),切實把中國(guo)特色現代(dai)企業制(zhi)度優勢轉化為治(zhi)(zhi)理(li)效能(neng)(neng)。進一(yi)步(bu)完善全(quan)(quan)員安全(quan)(quan)生產(chan)責(ze)(ze)(ze)任制(zhi),建(jian)立動(dong)態(tai)安全(quan)(quan)履職責(ze)(ze)(ze)任清單(dan),深化安全(quan)(quan)生產(chan)標準化建(jian)設(she),嚴格執(zhi)行安全(quan)(quan)風(feng)險(xian)分級管控(kong)和(he)(he)(he)隱(yin)患排查治(zhi)(zhi)理(li)機(ji)制(zhi),確(que)保安全(quan)(quan)風(feng)險(xian)可控(kong)在(zai)控(kong)。超(chao)前謀(mou)劃(hua)資金接續,優化債(zhai)務期限結構,降(jiang)低帶(dai)息負債(zhai)總額,確(que)保資產(chan)負債(zhai)率維持(chi)在(zai)合理(li)區(qu)間。充分發揮(hui)(hui)“六位(wei)一(yi)體(ti)”大監督體(ti)系效能(neng)(neng),持(chi)續加強(qiang)(qiang)對(dui)企業各級“一(yi)把手”和(he)(he)(he)班子成員的監督,加強(qiang)(qiang)對(dui)重點單(dan)位(wei)、重點崗位(wei)、重點領域、重要(yao)環節的監督,扎緊織密不敢腐、不能(neng)(neng)腐、不想腐的籠子,為高質(zhi)量發展(zhan)營(ying)(ying)造了風(feng)清氣(qi)正的良好(hao)環境(jing)。
