江蘇南通國資委四大舉措提升保密工作規范化水平

南通(tong)市國資委(wei)科(ke)學完(wan)善(shan)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)制度,切(qie)實履行保(bao)(bao)(bao)(bao)密(mi)職責。7月28日,南通(tong)市保(bao)(bao)(bao)(bao)密(mi)局(ju)副(fu)局(ju)長周軍(jun)帶隊(dui)督查保(bao)(bao)(bao)(bao)密(mi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo),高度評價南通(tong)市國資委(wei)保(bao)(bao)(bao)(bao)密(mi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)四大舉措,認為(wei)切(qie)實發揮了保(bao)(bao)(bao)(bao)密(mi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)“保(bao)(bao)(bao)(bao)安全、保(bao)(bao)(bao)(bao)發展”的重要作(zuo)(zuo)(zuo)用,南通(tong)市國資委(wei)保(bao)(bao)(bao)(bao)密(mi)工(gong)(gong)(gong)作(zuo)(zuo)(zuo)成效良好(hao)。
一是領(ling)導(dao)重(zhong)視,保(bao)密(mi)工作(zuo)(zuo)責任(ren)(ren)(ren)落到實處(chu)。南通市國資委黨組高度重(zhong)視保(bao)密(mi)工作(zuo)(zuo),年初納入年度50項(xiang)重(zhong)點(dian)工作(zuo)(zuo)任(ren)(ren)(ren)務,及時研究確定(ding)年度保(bao)密(mi)工作(zuo)(zuo)要點(dian),做到有(you)布置、有(you)總結、有(you)檢查。根據(ju)“統一領(ling)導(dao)、歸(gui)口管(guan)(guan)理(li)、分(fen)級負(fu)責”的原則,現(xian)已初步形(xing)成(cheng)了委主(zhu)要領(ling)導(dao)掛帥、分(fen)管(guan)(guan)領(ling)導(dao)直(zhi)接抓、辦公室主(zhu)任(ren)(ren)(ren)協(xie)助(zhu)抓、各處(chu)室負(fu)責人(ren)配合抓的保(bao)密(mi)工作(zuo)(zuo)領(ling)導(dao)體系。
二是(shi)完善制(zhi)(zhi)度(du),保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作流(liu)程規(gui)(gui)范(fan)有序。委保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作領導小組(zu)先(xian)后(hou)制(zhi)(zhi)定了(le)《保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作暫行規(gui)(gui)定》、《網(wang)站(zhan)信(xin)息維(wei)護管理(li)規(gui)(gui)定》等一系列保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作制(zhi)(zhi)度(du),形成了(le)保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作科學運行機制(zhi)(zhi)。同時(shi),高度(du)重視對涉(she)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作人(ren)(ren)員(yuan)的管理(li),研究制(zhi)(zhi)定了(le)《市(shi)國(guo)資委領導干部保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作責任(ren)制(zhi)(zhi)》、《市(shi)國(guo)資委涉(she)密(mi)(mi)(mi)(mi)人(ren)(ren)員(yuan)保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)管理(li)制(zhi)(zhi)度(du)》,分別與(yu)涉(she)密(mi)(mi)(mi)(mi)操作人(ren)(ren)員(yuan)、所(suo)有職能處室(shi)簽訂保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)責任(ren)書,以制(zhi)(zhi)度(du)形式推(tui)動(dong)保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作責任(ren)落實。注(zhu)重對制(zhi)(zhi)度(du)的歸納(na)梳理(li)、匯總了(le)所(suo)有關于(yu)保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)方面的工(gong)(gong)(gong)作制(zhi)(zhi)度(du),印制(zhi)(zhi)了(le)《市(shi)國(guo)資委保(bao)(bao)(bao)密(mi)(mi)(mi)(mi)工(gong)(gong)(gong)作手(shou)冊》,確(que)保(bao)(bao)(bao)人(ren)(ren)手(shou)一冊。
三是強(qiang)化管理,保密工(gong)(gong)作實效不斷提高。細化工(gong)(gong)作措施(shi),堅持做(zuo)到(dao)專(zhuan)(zhuan)人(ren)負責保密日(ri)常管理及密級事項(xiang)擬定(ding)審核(he),對(dui)(dui)電子政(zheng)務內網(wang)終端接入(ru)區進(jin)行(xing)(xing)了安防(fang)改造,對(dui)(dui)擬在我(wo)委門戶(hu)網(wang)站發布的(de)信息實行(xing)(xing)網(wang)前(qian)領導保密審核(he)把(ba)關,對(dui)(dui)移動存儲介質(zhi)使用進(jin)行(xing)(xing)登記管理,設(she)立(li)獨立(li)檔案室(shi),專(zhuan)(zhuan)門用于保密文(wen)件(jian)起草(cao),做(zuo)到(dao)人(ren)防(fang)和技防(fang)相結(jie)合。定(ding)期(qi)組織巡查(cha),重(zhong)大節(jie)日(ri)前(qian)例行(xing)(xing)檢(jian)查(cha),半(ban)年不定(ding)期(qi)抽查(cha),年末綜合性檢(jian)查(cha),加強(qiang)對(dui)(dui)保密工(gong)(gong)作的(de)監督考核(he)。
四是(shi)注(zhu)重(zhong)教育,保(bao)(bao)(bao)密(mi)意識(shi)不斷增強。重(zhong)點抓(zhua)好(hao)委領(ling)導和保(bao)(bao)(bao)密(mi)工作人(ren)(ren)員(yuan)及(ji)涉密(mi)人(ren)(ren)員(yuan)的(de)保(bao)(bao)(bao)密(mi)教育,利用(yong)全體人(ren)(ren)員(yuan)會(hui)議、辦公例會(hui)、機(ji)關學習日等宣傳學習《領(ling)導干部(bu)保(bao)(bao)(bao)密(mi)制度(du)》、《領(ling)導干部(bu)保(bao)(bao)(bao)密(mi)工作責(ze)任制》等法規制度(du),努力營造人(ren)(ren)人(ren)(ren)重(zhong)視保(bao)(bao)(bao)密(mi)工作、嚴格(ge)遵守保(bao)(bao)(bao)密(mi)紀律的(de)良好(hao)氛(fen)圍。
