內蒙古出臺關于深化國有企業改革的具體實施意見

  為全面貫徹黨的十(shi)八大和(he)十(shi)八屆三中(zhong)、四中(zhong)、五中(zhong)全會精神(shen),進一步深(shen)(shen)化全區國(guo)有企(qi)業改革,根據《中(zhong)共中(zhong)央(yang)、國(guo)務院關(guan)于(yu)深(shen)(shen)化國(guo)有企(qi)業改革的指導意(yi)見》(中(zhong)發〔2015〕22號)精神(shen),結合自治(zhi)區實(shi)際,提出如(ru)下實(shi)施(shi)意(yi)見。

  一、深(shen)化(hua)國(guo)有企業改革的重(zhong)要意義和(he)總體要求

  1.重(zhong)(zhong)(zhong)要(yao)(yao)(yao)意義(yi)。國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)屬于全民所有(you)(you)(you),是生產(chan)資(zi)料公有(you)(you)(you)制(zhi)(zhi)(zhi)的(de)(de)(de)(de)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)實現(xian)形式(shi),是堅(jian)持(chi)社(she)會主義(yi)基(ji)(ji)本(ben)(ben)(ben)經(jing)(jing)濟制(zhi)(zhi)(zhi)度(du)的(de)(de)(de)(de)堅(jian)強基(ji)(ji)礎,是引(yin)導、推(tui)動和(he)(he)(he)調(diao)控經(jing)(jing)濟社(she)會發(fa)(fa)展(zhan)(zhan)的(de)(de)(de)(de)基(ji)(ji)本(ben)(ben)(ben)力(li)量,是實現(xian)廣(guang)大(da)(da)人民群(qun)眾根本(ben)(ben)(ben)利(li)益和(he)(he)(he)共同(tong)富裕(yu)的(de)(de)(de)(de)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)保(bao)證。改革開放以來(lai),自治(zhi)區黨(dang)委、政府(fu)在(zai)黨(dang)中(zhong)(zhong)(zhong)央、國務院正確(que)(que)領(ling)導下(xia),圍繞處理(li)(li)好政府(fu)與企(qi)(qi)(qi)(qi)(qi)業(ye)、企(qi)(qi)(qi)(qi)(qi)業(ye)與市(shi)(shi)場(chang)的(de)(de)(de)(de)關(guan)系,堅(jian)定不(bu)移推(tui)進國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)改革,國有(you)(you)(you)經(jing)(jing)濟的(de)(de)(de)(de)經(jing)(jing)營機制(zhi)(zhi)(zhi)、管理(li)(li)體(ti)系以及國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)面貌發(fa)(fa)生了(le)根本(ben)(ben)(ben)性變化(hua),總體(ti)上已(yi)經(jing)(jing)同(tong)市(shi)(shi)場(chang)經(jing)(jing)濟相融合,在(zai)應對市(shi)(shi)場(chang)挑(tiao)戰、保(bao)證經(jing)(jing)濟持(chi)續健(jian)康(kang)發(fa)(fa)展(zhan)(zhan)中(zhong)(zhong)(zhong)發(fa)(fa)揮了(le)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)(zuo)用(yong),在(zai)結構調(diao)整和(he)(he)(he)產(chan)業(ye)轉型升(sheng)級(ji)中(zhong)(zhong)(zhong)發(fa)(fa)揮了(le)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)(zuo)用(yong),在(zai)保(bao)障(zhang)和(he)(he)(he)改善(shan)民生、促(cu)進各族(zu)人民共同(tong)富裕(yu)中(zhong)(zhong)(zhong)發(fa)(fa)揮了(le)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)(zuo)用(yong),在(zai)加強生態建設和(he)(he)(he)環境保(bao)護、筑牢我國北方重(zhong)(zhong)(zhong)要(yao)(yao)(yao)生態安全屏障(zhang)中(zhong)(zhong)(zhong)發(fa)(fa)揮了(le)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)作(zuo)(zuo)用(yong)。但內蒙古自治(zhi)區國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)仍然(ran)存(cun)在(zai)一些發(fa)(fa)展(zhan)(zhan)中(zhong)(zhong)(zhong)亟(ji)待解(jie)決的(de)(de)(de)(de)矛盾和(he)(he)(he)問題(ti)(ti),政企(qi)(qi)(qi)(qi)(qi)不(bu)分、事(shi)企(qi)(qi)(qi)(qi)(qi)不(bu)分、政資(zi)不(bu)分較(jiao)(jiao)為突(tu)(tu)出,企(qi)(qi)(qi)(qi)(qi)業(ye)的(de)(de)(de)(de)市(shi)(shi)場(chang)主體(ti)地(di)位需(xu)要(yao)(yao)(yao)進一步(bu)(bu)確(que)(que)立;多數國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)規(gui)模較(jiao)(jiao)小,產(chan)業(ye)發(fa)(fa)展(zhan)(zhan)層次較(jiao)(jiao)低(di),布局結構需(xu)要(yao)(yao)(yao)進一步(bu)(bu)優化(hua);企(qi)(qi)(qi)(qi)(qi)業(ye)治(zhi)理(li)(li)結構不(bu)完善(shan)、運作(zuo)(zuo)不(bu)規(gui)范(fan),經(jing)(jing)營機制(zhi)(zhi)(zhi)需(xu)要(yao)(yao)(yao)進一步(bu)(bu)理(li)(li)順(shun);部分企(qi)(qi)(qi)(qi)(qi)業(ye)管理(li)(li)混亂,國有(you)(you)(you)資(zi)產(chan)流失等問題(ti)(ti)突(tu)(tu)出,國有(you)(you)(you)資(zi)產(chan)監管需(xu)要(yao)(yao)(yao)進一步(bu)(bu)強化(hua);企(qi)(qi)(qi)(qi)(qi)業(ye)經(jing)(jing)營機制(zhi)(zhi)(zhi)還不(bu)能(neng)完全適應市(shi)(shi)場(chang)競(jing)爭(zheng)的(de)(de)(de)(de)需(xu)要(yao)(yao)(yao),國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)的(de)(de)(de)(de)效率(lv)和(he)(he)(he)競(jing)爭(zheng)力(li)需(xu)要(yao)(yao)(yao)進一步(bu)(bu)提升(sheng)。各地(di)區各有(you)(you)(you)關(guan)部門要(yao)(yao)(yao)充分認識深化(hua)國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)改革的(de)(de)(de)(de)重(zhong)(zhong)(zhong)要(yao)(yao)(yao)意義(yi),以高度(du)的(de)(de)(de)(de)政治(zhi)責(ze)任(ren)感扎實推(tui)進國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)改革,堅(jian)決破除各方面體(ti)制(zhi)(zhi)(zhi)機制(zhi)(zhi)(zhi)障(zhang)礙,努力(li)把國有(you)(you)(you)企(qi)(qi)(qi)(qi)(qi)業(ye)做強做優做大(da)(da)。

  2.指導(dao)(dao)思(si)想。全面貫徹(che)落實黨的(de)(de)十(shi)八大和(he)(he)十(shi)八屆三(san)中、四中、五中全會(hui)精(jing)神,以鄧小平理論、“三(san)個代表”重(zhong)要思(si)想、科學發(fa)(fa)展(zhan)(zhan)觀為(wei)(wei)指導(dao)(dao),深(shen)入貫徹(che)習近(jin)平總(zong)書記系列(lie)重(zhong)要講(jiang)話和(he)(he)考察內(nei)蒙古(gu)(gu)重(zhong)要講(jiang)話精(jing)神,認真貫徹(che)自治區黨委(wei)、政府全面深(shen)化(hua)改(gai)革(ge)決(jue)策(ce)部署,堅(jian)持(chi)和(he)(he)完善(shan)基本經(jing)(jing)(jing)濟(ji)制度,堅(jian)持(chi)社會(hui)主義市(shi)場經(jing)(jing)(jing)濟(ji)改(gai)革(ge)方向(xiang),以規范(fan)經(jing)(jing)(jing)營決(jue)策(ce)、資(zi)(zi)產(chan)保值增值、公平參與競爭、提高企業(ye)(ye)效(xiao)率、增強(qiang)企業(ye)(ye)活(huo)力(li)(li)、承擔社會(hui)責(ze)任為(wei)(wei)重(zhong)點(dian),完善(shan)產(chan)權清晰、權責(ze)明確、政企分開(kai)、管理科學的(de)(de)現(xian)代企業(ye)(ye)制度,完善(shan)國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)監管體制,防止國(guo)(guo)有(you)(you)(you)資(zi)(zi)產(chan)流失(shi),全面推進(jin)依法(fa)治企,加強(qiang)和(he)(he)改(gai)進(jin)黨對國(guo)(guo)有(you)(you)(you)企業(ye)(ye)的(de)(de)領導(dao)(dao),做(zuo)強(qiang)做(zuo)優做(zuo)大國(guo)(guo)有(you)(you)(you)企業(ye)(ye),不斷(duan)增強(qiang)國(guo)(guo)有(you)(you)(you)經(jing)(jing)(jing)濟(ji)活(huo)力(li)(li)、影響力(li)(li)、抗風險能力(li)(li),推動內(nei)蒙古(gu)(gu)自治區國(guo)(guo)有(you)(you)(you)經(jing)(jing)(jing)濟(ji)、國(guo)(guo)有(you)(you)(you)企業(ye)(ye)創新發(fa)(fa)展(zhan)(zhan)、協調發(fa)(fa)展(zhan)(zhan)、綠(lv)色發(fa)(fa)展(zhan)(zhan)、開(kai)放發(fa)(fa)展(zhan)(zhan)、共(gong)享發(fa)(fa)展(zhan)(zhan),主動適(shi)應(ying)和(he)(he)引領經(jing)(jing)(jing)濟(ji)發(fa)(fa)展(zhan)(zhan)新常態,為(wei)(wei)建設現(xian)代化(hua)內(nei)蒙古(gu)(gu)、打造(zao)祖(zu)國(guo)(guo)北疆亮麗(li)風景線作(zuo)出積極貢獻。

  3.基(ji)本原(yuan)則(ze)。深化國有企(qi)(qi)業改革(ge),必(bi)須認真(zhen)貫徹落(luo)實黨中央(yang)、國務院關于(yu)深化國有企(qi)(qi)業改革(ge)的一系列戰略決策,把握(wo)好(hao)以下基(ji)本原(yuan)則(ze):

  ——堅持和完善基本(ben)經(jing)(jing)(jing)濟(ji)(ji)制(zhi)(zhi)度。毫(hao)不動搖鞏固(gu)和發(fa)展(zhan)公有(you)制(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji),毫(hao)不動搖鼓勵、支持、引導非(fei)公有(you)制(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)發(fa)展(zhan)。促(cu)進國有(you)資(zi)(zi)本(ben)、集體資(zi)(zi)本(ben)、非(fei)公有(you)資(zi)(zi)本(ben)等(deng)相(xiang)互融合,積(ji)極探索、穩步發(fa)展(zhan)混合所(suo)有(you)制(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji),推動各種所(suo)有(you)制(zhi)(zhi)經(jing)(jing)(jing)濟(ji)(ji)取長(chang)補短、相(xiang)互促(cu)進、融合發(fa)展(zhan)。

  ——堅持社會主(zhu)(zhu)義市(shi)(shi)場經(jing)(jing)(jing)濟(ji)改革方向(xiang)。牢牢把(ba)握使(shi)市(shi)(shi)場在資(zi)源(yuan)配置中起決定性作用(yong)這條主(zhu)(zhu)線,遵循市(shi)(shi)場經(jing)(jing)(jing)濟(ji)規律和企(qi)業(ye)(ye)發(fa)展規律,堅持政(zheng)企(qi)分(fen)開(kai)、政(zheng)資(zi)分(fen)開(kai)、所(suo)有權與(yu)經(jing)(jing)(jing)營權分(fen)離(li),堅持權利、義務(wu)、責任相統(tong)一,堅持激勵機制和約束(shu)機制相結(jie)合,促使(shi)國有企(qi)業(ye)(ye)真正成為依法自(zi)主(zhu)(zhu)經(jing)(jing)(jing)營、自(zi)負盈虧、自(zi)擔風險、自(zi)我約束(shu)、自(zi)我發(fa)展的獨立市(shi)(shi)場主(zhu)(zhu)體。

  ——堅(jian)持增(zeng)強活(huo)力(li)與強化監(jian)(jian)管相結合。繼續(xu)推進簡(jian)政放權,依法(fa)落實(shi)企(qi)(qi)(qi)業法(fa)人財產權和經營自主權,進一步(bu)激發企(qi)(qi)(qi)業活(huo)力(li)、創造(zao)力(li)和市(shi)場競爭力(li),健全完善國有企(qi)(qi)(qi)業監(jian)(jian)管制度,防(fang)止國有資產流失,確保國有資產保值增(zeng)值。

  ——堅持黨(dang)對國有企(qi)(qi)業(ye)(ye)的領(ling)導(dao)。貫徹(che)全面從(cong)嚴(yan)治黨(dang)方(fang)針,充分發揮企(qi)(qi)業(ye)(ye)黨(dang)組(zu)織(zhi)的政治核心(xin)作(zuo)用(yong),加強(qiang)(qiang)企(qi)(qi)業(ye)(ye)領(ling)導(dao)班子和人(ren)(ren)才(cai)隊伍建(jian)設,創(chuang)新(xin)基層黨(dang)建(jian)工作(zuo),深(shen)入推進黨(dang)風廉政建(jian)設,堅持全心(xin)全意依靠工人(ren)(ren)階(jie)級,維護職(zhi)工合法權(quan)益,為(wei)國有企(qi)(qi)業(ye)(ye)改革發展提供堅強(qiang)(qiang)有力的政治保證(zheng)、組(zu)織(zhi)保證(zheng)和人(ren)(ren)才(cai)支撐。

  ——堅(jian)持積極(ji)穩妥統籌推進。正確(que)處(chu)理推進改革和堅(jian)持法(fa)治的關(guan)(guan)系,正確(que)處(chu)理改革發展穩定關(guan)(guan)系,正確(que)處(chu)理搞好頂(ding)層(ceng)設計和尊重基層(ceng)首創精(jing)神的關(guan)(guan)系,突出問題導向,堅(jian)持分類推進,把(ba)握好改革的次序、節奏(zou)和力度,確(que)保改革扎實推進、務求(qiu)實效。

  4.主(zhu)要目標。到2020年(nian),在國有(you)企(qi)業改革重要領(ling)域和(he)關鍵環節取得決定(ding)性(xing)成果,形成更(geng)加符合社會主(zhu)義市(shi)(shi)場(chang)(chang)經(jing)濟發展要求的國有(you)資(zi)產管理體(ti)制和(he)市(shi)(shi)場(chang)(chang)化經(jing)營機制,國有(you)資(zi)本(ben)布局結構更(geng)趨(qu)合理,國有(you)資(zi)本(ben)整體(ti)規(gui)模和(he)實力顯(xian)著(zhu)增(zeng)強(qiang),打造一(yi)批(pi)優強(qiang)大企(qi)業集團。

  ——現(xian)代企(qi)業制(zhi)(zhi)度進一步完善。協(xie)調(diao)運轉、有效(xiao)制(zhi)(zhi)衡的法人(ren)治(zhi)理結構更(geng)加健全,董事(shi)會建設(she)更(geng)加規范,派駐(zhu)監事(shi)會實現(xian)全覆蓋(gai),職業經理人(ren)制(zhi)(zhi)度全面推行,人(ren)力(li)資源、勞(lao)動、分配制(zhi)(zhi)度和激(ji)勵約束(shu)市場化機制(zhi)(zhi)進一步健全,企(qi)業的經營發展(zhan)活力(li)明顯增強。

  ——國有(you)(you)資(zi)(zi)(zi)(zi)產監管(guan)體(ti)制更加(jia)科學有(you)(you)效。按(an)照(zhao)(zhao)政(zheng)企(qi)分開、事企(qi)分開、政(zheng)資(zi)(zi)(zi)(zi)分開和所有(you)(you)權(quan)與經(jing)營權(quan)分離的(de)原則,建(jian)成權(quan)責明(ming)確、管(guan)理規范、統籌協(xie)調的(de)經(jing)營性(xing)國有(you)(you)資(zi)(zi)(zi)(zi)產監管(guan)體(ti)系;按(an)照(zhao)(zhao)以(yi)管(guan)資(zi)(zi)(zi)(zi)本為主(zhu)的(de)要求(qiu),不(bu)斷(duan)健(jian)全國有(you)(you)資(zi)(zi)(zi)(zi)本授權(quan)經(jing)營體(ti)制,改組若干服務于(yu)自(zi)治(zhi)區戰略(lve)目標的(de)國有(you)(you)資(zi)(zi)(zi)(zi)本投資(zi)(zi)(zi)(zi)、運營公司。

  ——國(guo)(guo)有(you)資(zi)(zi)本配置效率(lv)(lv)顯著(zhu)提高。國(guo)(guo)有(you)經濟(ji)(ji)布局(ju)進(jin)一步優化(hua),國(guo)(guo)有(you)經濟(ji)(ji)結構更趨合(he)理,發展質量和(he)競爭能(neng)(neng)(neng)力(li)明(ming)顯提升;國(guo)(guo)有(you)企業(ye)(ye)在提升自主創新能(neng)(neng)(neng)力(li)、保護資(zi)(zi)源環境、加快(kuai)轉型升級、履(lv)行社(she)會責任中的(de)引領(ling)和(he)表(biao)率(lv)(lv)作(zuo)用充(chong)分發揮;80%以上的(de)國(guo)(guo)有(you)資(zi)(zi)本集中在前瞻性(xing)戰略(lve)性(xing)新興產(chan)業(ye)(ye)、支柱產(chan)業(ye)(ye)、特(te)色優勢產(chan)業(ye)(ye)和(he)重要基礎(chu)設(she)施投資(zi)(zi)建(jian)設(she)領(ling)域;國(guo)(guo)有(you)骨(gu)干(gan)企業(ye)(ye)走出去參與國(guo)(guo)際產(chan)能(neng)(neng)(neng)合(he)作(zuo)、開拓(tuo)國(guo)(guo)際市場的(de)能(neng)(neng)(neng)力(li)明(ming)顯增強。

  ——企(qi)業(ye)(ye)黨(dang)(dang)的(de)建設全面(mian)加強。國有企(qi)業(ye)(ye)黨(dang)(dang)組織在公司治理中的(de)政治核心作(zuo)用(yong)充分發揮,培養一批德才兼(jian)備(bei)、善于經營、充滿活力的(de)企(qi)業(ye)(ye)家人才隊伍;國有企(qi)業(ye)(ye)反(fan)腐(fu)(fu)倡廉“兩個(ge)責任”全面(mian)落實,反(fan)腐(fu)(fu)倡廉制度體(ti)系、工作(zuo)體(ti)系更加完善。

  二(er)、分類推進(jin)國有企業改革

  5.合理界定不(bu)同國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)功(gong)能。根(gen)據不(bu)同領域國(guo)(guo)有(you)資本的(de)戰略(lve)定位和(he)發展目(mu)標,結合自治區(qu)國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)現(xian)狀(zhuang),將國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)分(fen)(fen)(fen)為公益(yi)類(lei)、特定功(gong)能類(lei)和(he)商業(ye)(ye)競爭類(lei)。通(tong)過界定功(gong)能、劃分(fen)(fen)(fen)類(lei)別(bie),實行分(fen)(fen)(fen)類(lei)改革、分(fen)(fen)(fen)類(lei)監(jian)管、分(fen)(fen)(fen)類(lei)定責、分(fen)(fen)(fen)類(lei)考(kao)核,提(ti)高(gao)改革的(de)針對性(xing)、監(jian)管的(de)有(you)效性(xing)、考(kao)核評價的(de)科學性(xing),推動國(guo)(guo)有(you)企(qi)(qi)業(ye)(ye)與市場經濟深(shen)入融合。

  公益類國(guo)有(you)企(qi)(qi)業(ye)的主業(ye)主要分(fen)布于供(gong)水、供(gong)氣、供(gong)熱、公共交通、重(zhong)要商品和(he)(he)戰略(lve)物(wu)資儲備等(deng)行業(ye)和(he)(he)領域。這類企(qi)(qi)業(ye)以(yi)保障民生(sheng)、服(fu)務社會、提供(gong)公共產品和(he)(he)服(fu)務為主要目標(biao),實現社會效益最大化。

  特定功(gong)能(neng)類國有企業的主業主要分(fen)布(bu)于(yu)文化(hua)、軍工、電網、鐵路、石油天(tian)然(ran)氣、電信(xin)、郵政(zheng)、煙(yan)草、重(zhong)大基礎設施建(jian)設、重(zhong)要礦產資源開發(fa)(fa)、基礎共性技術研究等重(zhong)要行(xing)業和關(guan)鍵領(ling)域,以及(ji)政(zheng)府各類平臺公司。這類企業以服務國家和自治區戰略、保障國家安全和國民經濟運行(xing)、發(fa)(fa)展(zhan)前(qian)瞻性戰略性產業以及(ji)完成特殊任務為主要目標,實現(xian)經濟效(xiao)益與社(she)會效(xiao)益的有機統(tong)一(yi)。

  商(shang)業(ye)競爭(zheng)類(lei)國有企業(ye)主要分布于充分競爭(zheng)行(xing)業(ye)和領(ling)域。這類(lei)企業(ye)以增(zeng)強國有經濟活力、放大國有資(zi)本功能、實(shi)(shi)現(xian)國有資(zi)產(chan)保(bao)值增(zeng)值為主要目標,兼顧(gu)社會效益,按(an)照市場化要求(qiu)實(shi)(shi)行(xing)商(shang)業(ye)化經營,依法獨立(li)自主開展生產(chan)經營活動,實(shi)(shi)現(xian)優(you)勝劣汰、有序進(jin)退。

  履行出(chu)資人職責的機構要(yao)按照誰出(chu)資誰分類的原則,制定所出(chu)資企業(ye)的功能(neng)界定和分類方案(an),報本級政府批準。企業(ye)功能(neng)類別可(ke)根據實際(ji)情況進(jin)行動態調整。

  四、完善(shan)國有資(zi)產管(guan)理(li)體制

  25.嚴(yan)格責任追(zhui)究。制定自(zi)治(zhi)區直屬國(guo)有(you)(you)(you)企業(ye)經(jing)營投資責任追(zhui)究辦法,對(dui)已經(jing)暴露或經(jing)審(shen)計及各類(lei)檢查(cha)發現的(de)應(ying)當追(zhui)究責任的(de)問題,嚴(yan)肅追(zhui)究有(you)(you)(you)關(guan)人員(yuan)責任。建立和完善國(guo)有(you)(you)(you)企業(ye)重大(da)決策(ce)失(shi)(shi)誤、失(shi)(shi)職(zhi)瀆職(zhi)責任追(zhui)究倒查(cha)機(ji)制,健(jian)全重大(da)決策(ce)評估、決策(ce)事項履職(zhi)記錄、決策(ce)過(guo)錯認定標準等(deng)配套制度,做(zuo)到有(you)(you)(you)錯必糾、有(you)(you)(you)責必問。堅持(chi)從嚴(yan)治(zhi)企,嚴(yan)厲查(cha)處侵吞、貪(tan)污、輸送、揮霍國(guo)有(you)(you)(you)資產和逃廢金融債務的(de)行為,依法嚴(yan)懲侵害國(guo)有(you)(you)(you)資產的(de)腐敗行為。

  29.完(wan)(wan)善(shan)(shan)(shan)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)各(ge)類(lei)配(pei)套(tao)政(zheng)(zheng)(zheng)策(ce)措施。各(ge)地(di)(di)區各(ge)有(you)關(guan)部門要研究(jiu)(jiu)制(zhi)定相關(guan)配(pei)套(tao)政(zheng)(zheng)(zheng)策(ce)措施,加(jia)(jia)大對國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)的支(zhi)(zhi)持力度。落實以(yi)國(guo)有(you)劃撥土(tu)(tu)地(di)(di)采用國(guo)家作(zuo)價(jia)入股的方式支(zhi)(zhi)持企(qi)(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)的政(zheng)(zheng)(zheng)策(ce),土(tu)(tu)地(di)(di)出讓價(jia)扣除補繳土(tu)(tu)地(di)(di)價(jia)款(kuan)后的剩余(yu)部分可(ke)用于增加(jia)(jia)原企(qi)(qi)(qi)業(ye)(ye)(ye)的國(guo)有(you)資本金(jin),補繳土(tu)(tu)地(di)(di)價(jia)款(kuan)可(ke)返還企(qi)(qi)(qi)業(ye)(ye)(ye)用于安(an)置職工(gong)或解決國(guo)企(qi)(qi)(qi)改革(ge)(ge)其他遺留(liu)問題(ti)。設立自治區國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)重組專項(xiang)基金(jin),支(zhi)(zhi)持企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)重組。研究(jiu)(jiu)完(wan)(wan)善(shan)(shan)(shan)支(zhi)(zhi)持國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)重組上市的財稅政(zheng)(zheng)(zheng)策(ce),對涉及的資產評估增值、債務(wu)重組收(shou)益、土(tu)(tu)地(di)(di)房屋權屬(shu)轉移等(deng)(deng),按國(guo)家有(you)關(guan)規(gui)定落實稅收(shou)優惠政(zheng)(zheng)(zheng)策(ce)。健全(quan)公(gong)共(gong)(gong)服(fu)務(wu)體(ti)系,推(tui)進政(zheng)(zheng)(zheng)府(fu)購買服(fu)務(wu),加(jia)(jia)快建(jian)立穩定可(ke)靠、補償合理(li)、公(gong)開透明的國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)公(gong)共(gong)(gong)服(fu)務(wu)支(zhi)(zhi)出補償機(ji)制(zhi)。依法(fa)(fa)平(ping)等(deng)(deng)保(bao)護各(ge)類(lei)產權,推(tui)動國(guo)有(you)產權公(gong)開有(you)序流轉,將國(guo)有(you)產權交易統一納入公(gong)共(gong)(gong)資源交易平(ping)臺,保(bao)障所有(you)市場主體(ti)的平(ping)等(deng)(deng)法(fa)(fa)律地(di)(di)位(wei)和發(fa)展(zhan)權利(li)。深化行政(zheng)(zheng)(zheng)審(shen)批制(zhi)度改革(ge)(ge),梳理(li)和完(wan)(wan)善(shan)(shan)(shan)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)改革(ge)(ge)涉及的工(gong)商登(deng)記、財稅管(guan)理(li)、價(jia)格管(guan)理(li)、土(tu)(tu)地(di)(di)流轉、國(guo)資監管(guan)、金(jin)融(rong)證(zheng)券等(deng)(deng)方面的政(zheng)(zheng)(zheng)策(ce)規(gui)定,優化政(zheng)(zheng)(zheng)策(ce)、簡化手續(xu)、提(ti)高效率,服(fu)務(wu)企(qi)(qi)(qi)業(ye)(ye)(ye)發(fa)展(zhan)。健全(quan)企(qi)(qi)(qi)業(ye)(ye)(ye)退出機(ji)制(zhi),完(wan)(wan)善(shan)(shan)(shan)國(guo)有(you)企(qi)(qi)(qi)業(ye)(ye)(ye)退出的相關(guan)配(pei)套(tao)政(zheng)(zheng)(zheng)策(ce),妥善(shan)(shan)(shan)處理(li)人員安(an)置、醫療和養(yang)老保(bao)險接(jie)續(xu)以(yi)及其他相關(guan)問題(ti)。

  30.加快剝離企(qi)(qi)(qi)業(ye)辦(ban)社(she)會(hui)職能和(he)解(jie)(jie)(jie)決(jue)(jue)(jue)歷(li)史遺(yi)留問(wen)題(ti)(ti)。落(luo)實(shi)國家關于推(tui)動解(jie)(jie)(jie)決(jue)(jue)(jue)國有(you)企(qi)(qi)(qi)業(ye)改(gai)革遺(yi)留問(wen)題(ti)(ti)的(de)政策(ce)要求,研究制定自治(zhi)區國有(you)企(qi)(qi)(qi)業(ye)剝離辦(ban)社(she)會(hui)職能和(he)解(jie)(jie)(jie)決(jue)(jue)(jue)歷(li)史遺(yi)留問(wen)題(ti)(ti)實(shi)施方案,完善(shan)(shan)配(pei)套政策(ce),以企(qi)(qi)(qi)業(ye)為(wei)主體,維護職工(gong)合法(fa)權益,推(tui)進國有(you)企(qi)(qi)(qi)業(ye)辦(ban)醫院、幼教、社(she)區等公共服務機構(gou)的(de)分離移交,逐步落(luo)實(shi)國有(you)企(qi)(qi)(qi)業(ye)退休職工(gong)社(she)會(hui)化管理(li)等政策(ce)措施。新改(gai)組混合所有(you)制企(qi)(qi)(qi)業(ye)必須妥善(shan)(shan)解(jie)(jie)(jie)決(jue)(jue)(jue)好歷(li)史包袱,研究解(jie)(jie)(jie)決(jue)(jue)(jue)涉及職工(gong)切(qie)身(shen)利益的(de)實(shi)際問(wen)題(ti)(ti),妥善(shan)(shan)安置轉(zhuan)崗職工(gong)。

  31.強(qiang)化(hua)國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)的(de)組(zu)織落實(shi)。自治(zhi)區成立(li)國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)領(ling)導(dao)小組(zu),負(fu)責全(quan)區國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)工作(zuo)(zuo)的(de)協調(diao)指導(dao)。領(ling)導(dao)小組(zu)辦公室設在(zai)自治(zhi)區國(guo)(guo)資委,承擔領(ling)導(dao)小組(zu)的(de)日常工作(zuo)(zuo)。各(ge)級黨委、政(zheng)府(fu)要切實(shi)履行對深化(hua)國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)的(de)領(ling)導(dao)責任,加強(qiang)統籌協調(diao)、明確責任分工,大膽探(tan)索,試點先行,積(ji)極穩(wen)妥(tuo)推進國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)。將國(guo)(guo)有(you)(you)(you)企(qi)業改(gai)(gai)(gai)革(ge)(ge)(ge)創新工作(zuo)(zuo)納入績效(xiao)考核,作(zuo)(zuo)為職務晉升和獎勵(li)的(de)重(zhong)(zhong)要依據。注重(zhong)(zhong)輿論宣傳引導(dao),凝聚改(gai)(gai)(gai)革(ge)(ge)(ge)共(gong)識(shi),調(diao)動各(ge)方面的(de)積(ji)極性(xing),加強(qiang)新聞(wen)發布(bu),營造支持改(gai)(gai)(gai)革(ge)(ge)(ge)的(de)良好(hao)氛(fen)圍(wei)。建立(li)改(gai)(gai)(gai)革(ge)(ge)(ge)容錯機制,鼓(gu)勵(li)國(guo)(guo)有(you)(you)(you)企(qi)業在(zai)法治(zhi)框架內(nei)開展(zhan)改(gai)(gai)(gai)革(ge)(ge)(ge)探(tan)索。

  各盟市要依照《中共中央(yang)、國(guo)務院關于深化國(guo)有(you)企業改革(ge)的(de)指導意見(jian)(jian)》和(he)本實(shi)施意見(jian)(jian)精神,結合實(shi)際制定(ding)實(shi)施意見(jian)(jian)和(he)配套政策措施。
