浙江杭州國資委進一步規范企業工資性收入管理

近日,浙江杭州國(guo)(guo)資(zi)(zi)委制定(ding)出臺《杭州市(shi)市(shi)屬企(qi)(qi)(qi)業工(gong)(gong)資(zi)(zi)性(xing)收入預(yu)算管(guan)理暫(zan)行(xing)(xing)辦法》(以下(xia)簡稱《暫(zan)行(xing)(xing)辦法》)。《暫(zan)行(xing)(xing)辦法》通過明(ming)確(que)工(gong)(gong)資(zi)(zi)性(xing)收入項目、實施分級分類管(guan)理、建立健全(quan)職工(gong)(gong)工(gong)(gong)資(zi)(zi)增長機制、強(qiang)化(hua)工(gong)(gong)資(zi)(zi)預(yu)算的剛性(xing)、加大對(dui)企(qi)(qi)(qi)業和(he)企(qi)(qi)(qi)業領導人(ren)員(yuan)的責(ze)(ze)任(ren)追究(jiu)等(deng),引(yin)導市(shi)屬國(guo)(guo)有企(qi)(qi)(qi)業建立標(biao)準明(ming)確(que)、增長適度(du)(du)、差距合理、關系和(he)諧的收入分配體系。《暫(zan)行(xing)(xing)辦法》還(huan)對(dui)職工(gong)(gong)住房公積(ji)金、企(qi)(qi)(qi)業年金、補充醫(yi)療保險的企(qi)(qi)(qi)業繳(jiao)存比例(li)或倍數進行(xing)(xing)了規(gui)范,特別是對(dui)補充醫(yi)療保險享受(shou)范圍作了明(ming)確(que)規(gui)定(ding)。《暫(zan)行(xing)(xing)辦法》同(tong)時(shi)強(qiang)化(hua)責(ze)(ze)任(ren)追究(jiu),企(qi)(qi)(qi)業出現違(wei)規(gui)行(xing)(xing)為的,將(jiang)視情況采取(qu)通報批(pi)評、責(ze)(ze)令其(qi)整(zheng)改、核(he)減其(qi)下(xia)一(yi)年度(du)(du)工(gong)(gong)資(zi)(zi)性(xing)收入預(yu)算額度(du)(du)、扣(kou)(kou)減企(qi)(qi)(qi)業負責(ze)(ze)人(ren)年度(du)(du)履(lv)職評價得分、按職工(gong)(gong)超發工(gong)(gong)資(zi)(zi)部(bu)(bu)分同(tong)比例(li)扣(kou)(kou)減企(qi)(qi)(qi)業負責(ze)(ze)人(ren)和(he)分管(guan)責(ze)(ze)任(ren)人(ren)的年薪,責(ze)(ze)成董(dong)事會扣(kou)(kou)減相關部(bu)(bu)門負責(ze)(ze)人(ren)工(gong)(gong)資(zi)(zi)等(deng)處罰措施。
《暫行(xing)(xing)辦法(fa)》的執行(xing)(xing),將有利(li)于加強企(qi)(qi)業工(gong)資管控體系建(jian)設,規范收入分(fen)配(pei)管理(li),合理(li)控制(zhi)內部收入分(fen)配(pei)差距,建(jian)立工(gong)資效益聯動機制(zhi),推動杭州市屬國有企(qi)(qi)業科(ke)學發(fa)展。
