南京出臺新規 老板工資漲幅不得高于職工

  國(guo)(guo)有(you)企業的(de)工(gong)(gong)資(zi)管(guan)(guan)理(li)將(jiang)有(you)新辦(ban)(ban)法。日前,由市(shi)(shi)國(guo)(guo)資(zi)委制(zhi)定的(de)《南京(jing)市(shi)(shi)國(guo)(guo)有(you)企業工(gong)(gong)資(zi)總額管(guan)(guan)理(li)暫行辦(ban)(ban)法》出(chu)臺。即日起,市(shi)(shi)國(guo)(guo)資(zi)委監管(guan)(guan)的(de)9個集(ji)團及下屬(shu)企業的(de)工(gong)(gong)資(zi)總額將(jiang)納入統(tong)一管(guan)(guan)理(li),確保在企業效(xiao)益增加的(de)情況下,職工(gong)(gong)工(gong)(gong)資(zi)收入將(jiang)同步提(ti)高。

    市國(guo)資(zi)(zi)委考評(ping)處有關負(fu)責人介紹,工(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)管理(li)主要(yao)分工(gong)(gong)(gong)效(xiao)(xiao)掛鉤和(he)工(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)使(shi)用計劃(hua)(hua)兩種,效(xiao)(xiao)益較好的(de)(de)企業(ye)采用工(gong)(gong)(gong)效(xiao)(xiao)掛鉤形式(shi),工(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)要(yao)與企業(ye)利潤掛鉤,每(mei)年(nian)初(chu),參照企業(ye)上(shang)年(nian)度經會計師事務所審計后的(de)(de)利潤總(zong)額(e)(e),市國(guo)資(zi)(zi)委將核定一(yi)個(ge)工(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e),各企業(ye)在總(zong)額(e)(e)范圍內進行(xing)分配(pei)。一(yi)些效(xiao)(xiao)益不好的(de)(de)企業(ye)可實行(xing)工(gong)(gong)(gong)資(zi)(zi)計劃(hua)(hua)管理(li),如果上(shang)一(yi)年(nian)減少虧損或者扭虧為(wei)盈的(de)(de)企業(ye),可按照市政府發布的(de)(de)企業(ye)工(gong)(gong)(gong)資(zi)(zi)指導線規定的(de)(de)基準線增加(jia)工(gong)(gong)(gong)資(zi)(zi)計劃(hua)(hua);上(shang)年(nian)效(xiao)(xiao)益持平的(de)(de)企業(ye),可按工(gong)(gong)(gong)資(zi)(zi)指導線的(de)(de)下線增加(jia)工(gong)(gong)(gong)資(zi)(zi)計劃(hua)(hua);上(shang)年(nian)虧損增加(jia)的(de)(de)企業(ye),工(gong)(gong)(gong)資(zi)(zi)計劃(hua)(hua)可適當核減,但(dan)核減量一(yi)般不超過上(shang)年(nian)清算工(gong)(gong)(gong)資(zi)(zi)總(zong)額(e)(e)的(de)(de)10%。

    市(shi)國資(zi)(zi)委(wei)還可針對具體(ti)情況增減工(gong)資(zi)(zi)總額,如果企業上(shang)年(nian)(nian)在(zai)崗(gang)(gang)職(zhi)工(gong)平均工(gong)資(zi)(zi)低于(yu)本市(shi)上(shang)年(nian)(nian)在(zai)崗(gang)(gang)職(zhi)工(gong)平均工(gong)資(zi)(zi)的(de)(de)(de)80%,或已2年(nian)(nian)以(yi)上(shang)未增加工(gong)資(zi)(zi)的(de)(de)(de),那么該(gai)企業第二年(nian)(nian)的(de)(de)(de)工(gong)資(zi)(zi)總額將適度增加;如果上(shang)年(nian)(nian)在(zai)崗(gang)(gang)職(zhi)工(gong)平均工(gong)資(zi)(zi)達到或高于(yu)本市(shi)上(shang)年(nian)(nian)在(zai)崗(gang)(gang)職(zhi)工(gong)平均工(gong)資(zi)(zi)2倍以(yi)上(shang)的(de)(de)(de),其(qi)工(gong)資(zi)(zi)總額的(de)(de)(de)增長(chang)幅(fu)度將被控制(zhi)。

    據介紹,市國資(zi)委每年(nian)要對企(qi)(qi)業(ye)(ye)上一(yi)(yi)年(nian)工(gong)資(zi)總額(e)發放(fang)(fang)情況進行清(qing)查。比如(ru)說,該企(qi)(qi)業(ye)(ye)當年(nian)實(shi)際(ji)發放(fang)(fang)工(gong)資(zi)大于年(nian)初所定下(xia)(xia)(xia)的(de)(de)(de)工(gong)資(zi)總額(e),其超(chao)出(chu)部(bu)分(fen)(fen)將在(zai)下(xia)(xia)(xia)一(yi)(yi)年(nian)度工(gong)資(zi)總額(e)中扣減。相反,如(ru)果當年(nian)實(shi)際(ji)發放(fang)(fang)不(bu)足,差額(e)部(bu)分(fen)(fen)可以(yi)轉入(ru)下(xia)(xia)(xia)年(nian)使用。“有(you)些企(qi)(qi)業(ye)(ye)的(de)(de)(de)工(gong)資(zi)是(shi)計(ji)件(jian)發放(fang)(fang)的(de)(de)(de),職工(gong)可通過集體協(xie)商的(de)(de)(de)方式來(lai)確(que)定計(ji)件(jian)單價,但計(ji)件(jian)單價不(bu)超(chao)過兩年(nian)就要調整(zheng)一(yi)(yi)次。還(huan)有(you)一(yi)(yi)條,職工(gong)年(nian)平均工(gong)資(zi)的(de)(de)(de)增長比例(li)不(bu)低于企(qi)(qi)業(ye)(ye)經營者年(nian)薪(xin)的(de)(de)(de)增長比例(li),這也(ye)是(shi)為了(le)確(que)保在(zai)企(qi)(qi)業(ye)(ye)效益增加的(de)(de)(de)前(qian)提下(xia)(xia)(xia),能夠將更多的(de)(de)(de)利(li)潤惠及普通職工(gong)。”
