福建省國資委所出資企業2009年將試行工資總額預算管理

隨著我國(guo)社會(hui)主(zhu)義市場(chang)經濟體制(zhi)(zhi)改(gai)革的(de)不斷(duan)深化以及新《企業(ye)(ye)所得稅法(fa)》和《企業(ye)(ye)國(guo)有資(zi)(zi)(zi)產法(fa)》的(de)頒布實(shi)施,1985年起實(shi)行(xing)的(de)國(guo)有企業(ye)(ye)工(gong)(gong)(gong)效掛鉤和工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額(e)包干辦法(fa)及行(xing)政審批(pi)的(de)管(guan)理(li)(li)方(fang)式,在許(xu)多方(fang)面已不能滿足工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額(e)管(guan)理(li)(li)調控的(de)要求。為(wei)此,福(fu)建(jian)省政府(fu)國(guo)資(zi)(zi)(zi)委決定改(gai)進所出(chu)資(zi)(zi)(zi)企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額(e)調控管(guan)理(li)(li)方(fang)式,從2009年起試行(xing)工(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額(e)預算管(guan)理(li)(li),以利(li)于(yu)(yu)實(shi)現企業(ye)(ye)工(gong)(gong)(gong)資(zi)(zi)(zi)分配的(de)效益導向(xiang)與市場(chang)化原則相結合,利(li)于(yu)(yu)出(chu)資(zi)(zi)(zi)人(ren)依法(fa)調控與企業(ye)(ye)自(zi)主(zhu)分配相結合,利(li)于(yu)(yu)建(jian)立健全企業(ye)(ye)職工(gong)(gong)(gong)工(gong)(gong)(gong)資(zi)(zi)(zi)收入的(de)正常增長(chang)機制(zhi)(zhi)。
