龍巖國資委加強市屬國有企業工資總額管理

  為依法規范出(chu)(chu)資(zi)(zi)(zi)人、企業(ye)和職(zhi)工(gong)(gong)的分配(pei)(pei)關系,建立健全所出(chu)(chu)資(zi)(zi)(zi)企業(ye)收(shou)入(ru)分配(pei)(pei)調控(kong)(kong)機制和激勵約束機制,促進國(guo)有資(zi)(zi)(zi)本(ben)保值增(zeng)值,福(fu)省建龍巖(yan)市國(guo)資(zi)(zi)(zi)委對(dui)所出(chu)(chu)資(zi)(zi)(zi)企業(ye)工(gong)(gong)資(zi)(zi)(zi)總額(e)管理提出(chu)(chu)要(yao)求。一要(yao)認真貫徹執(zhi)行國(guo)家有關收(shou)入(ru)分配(pei)(pei)政(zheng)策(ce),維護企業(ye)正常(chang)的收(shou)入(ru)分配(pei)(pei)秩序,逐步建立科學合理、公平(ping)(ping)公正的收(shou)入(ru)分配(pei)(pei)體(ti)系。在(zai)企業(ye)經濟效益增(zeng)長(chang)(chang)的前(qian)提下(xia),對(dui)保持工(gong)(gong)資(zi)(zi)(zi)水平(ping)(ping)較(jiao)低的企業(ye),職(zhi)工(gong)(gong)工(gong)(gong)資(zi)(zi)(zi)水平(ping)(ping)可適(shi)度增(zeng)長(chang)(chang);對(dui)工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)(chang)過(guo)快、人均工(gong)(gong)資(zi)(zi)(zi)水平(ping)(ping)過(guo)高的企業(ye)應從嚴控(kong)(kong)制工(gong)(gong)資(zi)(zi)(zi)增(zeng)長(chang)(chang)。二(er)要(yao)逐步完善對(dui)企業(ye)收(shou)入(ru)分配(pei)(pei)的監(jian)督檢查(cha)制度,定期對(dui)工(gong)(gong)資(zi)(zi)(zi)總額(e)執(zhi)行情(qing)況進行檢查(cha)。對(dui)違(wei)反國(guo)家收(shou)入(ru)分配(pei)(pei)政(zheng)策(ce),超提超發工(gong)(gong)資(zi)(zi)(zi)、獎金、補貼以及侵蝕企業(ye)利潤(run)損(sun)害(hai)出(chu)(chu)資(zi)(zi)(zi)人利益的做法,將(jiang)按規定嚴肅(su)查(cha)處。
