南京國資委召開市屬集團2013年度收入分配管理工作會議

  近日,南京國資委組織召開市(shi)屬(shu)集團2013年度(du)(du)收(shou)入分(fen)(fen)配管(guan)理(li)工(gong)(gong)(gong)作會議。各市(shi)屬(shu)集團分(fen)(fen)別(bie)總(zong)(zong)結(jie)交流了(le)2012年度(du)(du)收(shou)入分(fen)(fen)配工(gong)(gong)(gong)作經驗和(he)2013年度(du)(du)工(gong)(gong)(gong)作思路(lu),財務(wu)監督與考核評價處布(bu)置(zhi)了(le)2012年度(du)(du)工(gong)(gong)(gong)資總(zong)(zong)額(e)清算和(he)2013年度(du)(du)工(gong)(gong)(gong)資總(zong)(zong)額(e)申報工(gong)(gong)(gong)作。

 

  會上(shang),南京國資(zi)(zi)(zi)委副(fu)主(zhu)任唐文(wen)彬(bin)對(dui)下一(yi)(yi)(yi)階段市屬(shu)國有企(qi)業(ye)(ye)(ye)(ye)收(shou)(shou)入(ru)(ru)分(fen)(fen)配管(guan)(guan)(guan)(guan)(guan)理工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)提(ti)出五點(dian)要(yao)求(qiu)。一(yi)(yi)(yi)要(yao)歸(gui)口管(guan)(guan)(guan)(guan)(guan)理。各市屬(shu)集(ji)(ji)(ji)團(tuan)要(yao)將各類(lei)職(zhi)工(gong)(gong)(gong)(gong),包括:在(zai)冊(ce)職(zhi)工(gong)(gong)(gong)(gong)(含(han)在(zai)崗(gang)(gang)和(he)離崗(gang)(gang)人(ren)(ren)(ren)員)和(he)其他從業(ye)(ye)(ye)(ye)人(ren)(ren)(ren)員,歸(gui)口到同一(yi)(yi)(yi)部(bu)門進行(xing)集(ji)(ji)(ji)中管(guan)(guan)(guan)(guan)(guan)理,實行(xing)“制(zhi)度(du)統(tong)(tong)一(yi)(yi)(yi)、標準統(tong)(tong)一(yi)(yi)(yi)、程序(xu)統(tong)(tong)一(yi)(yi)(yi)、管(guan)(guan)(guan)(guan)(guan)理統(tong)(tong)一(yi)(yi)(yi)”的(de)專業(ye)(ye)(ye)(ye)化管(guan)(guan)(guan)(guan)(guan)理。二要(yao)建立(li)(li)完(wan)(wan)善(shan)制(zhi)度(du)。各市屬(shu)集(ji)(ji)(ji)團(tuan)特別是新組建集(ji)(ji)(ji)團(tuan)要(yao)盡(jin)快建立(li)(li)完(wan)(wan)善(shan)相(xiang)關收(shou)(shou)入(ru)(ru)分(fen)(fen)配管(guan)(guan)(guan)(guan)(guan)理制(zhi)度(du),包括:對(dui)子企(qi)業(ye)(ye)(ye)(ye)負責(ze)人(ren)(ren)(ren)業(ye)(ye)(ye)(ye)績(ji)考核(he)(he)與(yu)薪(xin)(xin)(xin)酬(chou)(chou)(chou)激勵制(zhi)度(du)、員工(gong)(gong)(gong)(gong)績(ji)效管(guan)(guan)(guan)(guan)(guan)理和(he)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)管(guan)(guan)(guan)(guan)(guan)理辦(ban)法等(deng)(deng),逐步建立(li)(li)起(qi)既(ji)有行(xing)業(ye)(ye)(ye)(ye)特點(dian)、又與(yu)市場接(jie)軌(gui),具有一(yi)(yi)(yi)定競爭(zheng)優勢的(de)多元化薪(xin)(xin)(xin)酬(chou)(chou)(chou)體系,充分(fen)(fen)發(fa)揮收(shou)(shou)入(ru)(ru)分(fen)(fen)配的(de)激勵約束作(zuo)(zuo)(zuo)(zuo)用(yong);建立(li)(li)正常工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)增長機制(zhi),提(ti)高(gao)關鍵崗(gang)(gang)位、一(yi)(yi)(yi)線職(zhi)工(gong)(gong)(gong)(gong)、低收(shou)(shou)入(ru)(ru)職(zhi)工(gong)(gong)(gong)(gong)的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)水平(ping);提(ti)高(gao)高(gao)技(ji)能、高(gao)技(ji)術等(deng)(deng)科(ke)(ke)技(ji)創(chuang)新型(xing)人(ren)(ren)(ren)才的(de)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)水平(ping),留住(zhu)人(ren)(ren)(ren)才。三(san)要(yao)規范薪(xin)(xin)(xin)酬(chou)(chou)(chou)核(he)(he)算(suan)(suan)。要(yao)按照《企(qi)業(ye)(ye)(ye)(ye)會計準則》的(de)要(yao)求(qiu)核(he)(he)算(suan)(suan)職(zhi)工(gong)(gong)(gong)(gong)薪(xin)(xin)(xin)酬(chou)(chou)(chou),不得未經“應(ying)付職(zhi)工(gong)(gong)(gong)(gong)薪(xin)(xin)(xin)酬(chou)(chou)(chou)”科(ke)(ke)目歸(gui)集(ji)(ji)(ji),直接(jie)在(zai)管(guan)(guan)(guan)(guan)(guan)理費用(yong)、銷售(shou)費用(yong)或(huo)工(gong)(gong)(gong)(gong)程成本(ben)等(deng)(deng)科(ke)(ke)目中列支(zhi)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)性支(zhi)出;嚴(yan)(yan)(yan)格(ge)(ge)按照財政部(bu)〔2009〕242號(hao)文(wen)件(jian)要(yao)求(qiu),加(jia)(jia)(jia)強工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)管(guan)(guan)(guan)(guan)(guan)理,凡企(qi)業(ye)(ye)(ye)(ye)以貨幣形式按期按標準發(fa)放或(huo)支(zhi)付給職(zhi)工(gong)(gong)(gong)(gong)的(de)住(zhu)房(fang)補貼、交通(tong)補貼或(huo)車改(gai)補貼、通(tong)訊(xun)補貼、午餐補貼、節(jie)日福利等(deng)(deng),均應(ying)納入(ru)(ru)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額管(guan)(guan)(guan)(guan)(guan)理。四要(yao)認(ren)真組織清算(suan)(suan)。按時完(wan)(wan)成2012年(nian)(nian)度(du)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額清算(suan)(suan)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo),并(bing)在(zai)此(ci)基礎上(shang)做(zuo)(zuo)好2013年(nian)(nian)度(du)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額申(shen)報工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo);各集(ji)(ji)(ji)團(tuan)要(yao)做(zuo)(zuo)好子企(qi)業(ye)(ye)(ye)(ye)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額清算(suan)(suan)及預算(suan)(suan)的(de)申(shen)報指導和(he)核(he)(he)準工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)。五要(yao)加(jia)(jia)(jia)強監督管(guan)(guan)(guan)(guan)(guan)理。嚴(yan)(yan)(yan)格(ge)(ge)執行(xing)市國資(zi)(zi)(zi)委有關工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)總(zong)額管(guan)(guan)(guan)(guan)(guan)理要(yao)求(qiu),嚴(yan)(yan)(yan)禁(jin)超(chao)提(ti)超(chao)發(fa);嚴(yan)(yan)(yan)格(ge)(ge)落實勞動關系、工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)關系、社(she)保關系“三(san)統(tong)(tong)一(yi)(yi)(yi)”;嚴(yan)(yan)(yan)格(ge)(ge)企(qi)業(ye)(ye)(ye)(ye)負責(ze)人(ren)(ren)(ren)薪(xin)(xin)(xin)酬(chou)(chou)(chou)管(guan)(guan)(guan)(guan)(guan)理,嚴(yan)(yan)(yan)禁(jin)企(qi)業(ye)(ye)(ye)(ye)負責(ze)人(ren)(ren)(ren)兼職(zhi)取薪(xin)(xin)(xin),要(yao)將企(qi)業(ye)(ye)(ye)(ye)負責(ze)人(ren)(ren)(ren)全部(bu)工(gong)(gong)(gong)(gong)資(zi)(zi)(zi)性收(shou)(shou)入(ru)(ru)納入(ru)(ru)年(nian)(nian)薪(xin)(xin)(xin)總(zong)額管(guan)(guan)(guan)(guan)(guan)理;完(wan)(wan)善(shan)按崗(gang)(gang)定薪(xin)(xin)(xin)辦(ban)法,不得將企(qi)業(ye)(ye)(ye)(ye)部(bu)門負責(ze)人(ren)(ren)(ren)薪(xin)(xin)(xin)酬(chou)(chou)(chou)與(yu)企(qi)業(ye)(ye)(ye)(ye)負責(ze)人(ren)(ren)(ren)年(nian)(nian)薪(xin)(xin)(xin)掛鉤(gou);充分(fen)(fen)發(fa)揮集(ji)(ji)(ji)團(tuan)內審(shen)機構作(zuo)(zuo)(zuo)(zuo)用(yong),加(jia)(jia)(jia)大內審(shen)工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)力度(du),加(jia)(jia)(jia)強子企(qi)業(ye)(ye)(ye)(ye)收(shou)(shou)入(ru)(ru)分(fen)(fen)配工(gong)(gong)(gong)(gong)作(zuo)(zuo)(zuo)(zuo)的(de)專項審(shen)計和(he)信息披露。
