宜昌國資委機關實施工作目標考核責任制

為加強機(ji)關管理(li)和思想作(zuo)風建設,日前,宜(yi)昌國(guo)資委總結、借鑒先(xian)進(jin)管理(li)經(jing)驗,探(tan)索(suo)機(ji)關管理(li)和考(kao)核方(fang)(fang)式方(fang)(fang)法,正式出臺(tai)了《宜(yi)昌國(guo)資委機(ji)關及直屬單位目(mu)標考(kao)評(ping)辦法》。
該(gai)《辦(ban)法》立(li)(li)足改進機關工(gong)(gong)(gong)作(zuo)(zuo)作(zuo)(zuo)風(feng),提高工(gong)(gong)(gong)作(zuo)(zuo)效能(neng)和(he)履職盡責能(neng)力,重(zhong)點(dian)突(tu)(tu)出(chu)(chu)了機關管理和(he)履職盡責的(de)(de)三(san)大特性(xing)(xing)(xing),分(fen)職能(neng)目(mu)(mu)標(biao)(biao)(biao)(biao)和(he)共性(xing)(xing)(xing)目(mu)(mu)標(biao)(biao)(biao)(biao),細化指標(biao)(biao)(biao)(biao),量(liang)化考(kao)(kao)核(he)(he),以百分(fen)制實(shi)施(shi)考(kao)(kao)核(he)(he)。一是(shi)目(mu)(mu)標(biao)(biao)(biao)(biao)任務(wu)突(tu)(tu)出(chu)(chu)針對性(xing)(xing)(xing)。根據(ju)工(gong)(gong)(gong)作(zuo)(zuo)職責和(he)年度工(gong)(gong)(gong)作(zuo)(zuo)任務(wu),各(ge)(ge)科室(shi)(shi)及直屬單位制定(ding)職能(neng)目(mu)(mu)標(biao)(biao)(biao)(biao),確定(ding)70分(fen)的(de)(de)分(fen)值,結合市(shi)政(zheng)府年度綜合考(kao)(kao)評(ping)內容和(he)委機關工(gong)(gong)(gong)作(zuo)(zuo)要求(qiu),考(kao)(kao)核(he)(he)組制定(ding)共性(xing)(xing)(xing)目(mu)(mu)標(biao)(biao)(biao)(biao),確定(ding)30分(fen)的(de)(de)分(fen)值。二(er)是(shi)重(zhong)點(dian)工(gong)(gong)(gong)作(zuo)(zuo)突(tu)(tu)出(chu)(chu)創新(xin)(xin)性(xing)(xing)(xing)。各(ge)(ge)科室(shi)(shi)及直屬單位建(jian)(jian)立(li)(li)月工(gong)(gong)(gong)作(zuo)(zuo)紀實(shi)臺(tai)賬,要求(qiu)突(tu)(tu)出(chu)(chu)工(gong)(gong)(gong)作(zuo)(zuo)亮點(dian)、突(tu)(tu)出(chu)(chu)工(gong)(gong)(gong)作(zuo)(zuo)創新(xin)(xin),以新(xin)(xin)思路、新(xin)(xin)方法,應對工(gong)(gong)(gong)作(zuo)(zuo)新(xin)(xin)變化。三(san)是(shi)考(kao)(kao)核(he)(he)方法突(tu)(tu)出(chu)(chu)可操作(zuo)(zuo)性(xing)(xing)(xing)。方法上(shang)注(zhu)(zhu)重(zhong)靈活性(xing)(xing)(xing),考(kao)(kao)核(he)(he)組隨時督查(cha)各(ge)(ge)科室(shi)(shi)及直屬單位職能(neng)目(mu)(mu)標(biao)(biao)(biao)(biao)任務(wu),同(tong)時對機關干部(bu)作(zuo)(zuo)風(feng)紀律情(qing)況進行不定(ding)期(qi)抽查(cha)。程序上(shang)注(zhu)(zhu)重(zhong)規(gui)范性(xing)(xing)(xing),按照由各(ge)(ge)科室(shi)(shi)及直屬單位建(jian)(jian)立(li)(li)工(gong)(gong)(gong)作(zuo)(zuo)臺(tai)帳(zhang),年底(di)科室(shi)(shi)自(zi)評(ping),考(kao)(kao)核(he)(he)組綜合考(kao)(kao)評(ping),民主測評(ping)等方式和(he)步驟進行。既(ji)注(zhu)(zhu)重(zhong)考(kao)(kao)核(he)(he)工(gong)(gong)(gong)作(zuo)(zuo)的(de)(de)規(gui)范性(xing)(xing)(xing),又注(zhu)(zhu)重(zhong)考(kao)(kao)核(he)(he)等次的(de)(de)公正(zheng)性(xing)(xing)(xing)。
隨著《宜(yi)昌國資委機關及直屬單位目標考評辦法(fa)》的(de)出臺,國資委機關干(gan)部職工(gong)精(jing)神面貌煥然一(yi)新,工(gong)作作風、工(gong)作效率發(fa)生根本(ben)性轉變。
